MESSAGE FROM THE MAYOR Aloha everyone, My office has gotten a number of emails about an upcoming meeting, and it was also the subject of a popular morning drive radio show recently so I thought I should mention it again here in my column. On Wednesday, September 11, from 6 to 8 p.m. at the Cameron Center auditorium, there will a community forum held by the Maui Humane Society and Maui County to discuss the issue of feral animals. For some residents, these animals are not a problem. But for others, especially those who have contacted our office, this is a real concern that needs to be dealt with. As usual, people’s ideas about how to deal with it vary. Some people say they want to eradicate feral animals, chickens and cats mostly. Others want to round them up and ship them off somewhere else. And still others want to feed the animals and give them shelter, even going so far as to suggest that the county provide coupons for pet food so that they can continue to support their “cat colonies.” I honestly don’t know what the answer is but I am glad that the Maui Humane Society has opened this up for discussion. So if you are interested in this issue and would like to be a part of it, please attend the meeting. The Mayor’s Office will be represented by Environmental Coordinator Robert Parsons, who will be part of an expert panel on the subject. I also hope that everyone treats each other with respect. This is a hot button topic and people seem to be passionate on all sides of the issue. Also, we should all take some time to remember what happened 12 years ago on that date at the World Trade Center in New York, and how all of our lives were changed forever since then. Because of 9/11, our country began fighting two wars overseas; air travel would never be the same; and, for some, distrust of certain religions and ethnic groups still remain. Even today, there are still repercussions being felt. Just recently the National Institute for Occupational Safety and Health reported that 1,140 first responders to the World Trade Center disaster and those who lived close-by in Manhattan, have been diagnosed with some sort of cancer. Doctors believe the cause of this cancer came from breathing in carcinogens in the air at Ground Zero. So please take some time to remember those who died, those who grieve and those who are still suffering from that terrible day. We take so many things for granted, our health, our families, our jobs and even our freedoms. For one day at least let us appreciate the sacrifices that some have made, and continue to make, for our country. Aloha and God bless,

HEALTHY LIVING WORKSHOP TO FOCUS ON CHRONIC PAIN, CONDITIONS The Maui County Office on Aging will sponsor a six-week “Better Choices, Better Health” workshop series. The session begins Wednesday, October 2, with classes held 12:30 - 3:30 p.m. at Kaiser Maui Lani Clinic, located at 55 Maui Lani Parkway in Wailuku. The course is designed to help people living with chronic conditions better self-manage their symptoms and overall health. The course will run on six Wednesdays, including October 2, 9, 23, 30, November 6 and 13 (skips Oct 16). Cost of the workshop is $10 for those 60 and older, and $30 for those under 60. The course fee includes the textbook, “Living a Healthy Life with Chronic Conditions,” and a relaxation CD. Scholarships are available. The County of Maui website has taken second place in the County Portal category of the 2013 Best of the Web (BOW) awards. This is the eighth national award for the County’s website, mauicounty.gov, and the third year that the Maui
County website was selected for a BOW award. Maui County took fourth place in 2010 and was listed as a finalist in 2012. According to an announcement by the Center for Digital Government, the BOW awards recognize city, county and state governments for outstanding portals and websites based on innovation, functionality, productivity and performance. “The recent advances in the digital domain mean it is vital for government to provide effective online access to services and information,” said Mayor Alan Arakawa. “Many thanks to our IT personnel for making sure our County website runs smoothly, and to our departments for providing the content that our residents, businesses and visitors need and want. National recognition such as this BOW award provides valuable feedback.” The BOW award is part of the Digital Government Achievement Awards (DGAA) that are presented by e.Republic’s Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government.

MCBRC hosts citizenship classes
The Maui County Business Resource Center of the Mayor’s Office of Economic Development hosted another set of citizenship classes and produced 14 graduates on July 14.

Peace Day Maui to be held September 20 In conjunction with the global effort Peace One Day, Maui based organizations inviteyou to gather in the name of peace Saturday, September 21st at the Maui Arts and Cultural Center. A call to action to cease fire, silence violence and a pledge to peace, this event is one of hundreds happening world wide
on September 21st. The evening will open with a preshow titled “Teens for Peace,” a friendly youth vocal competition. Following will be a screening of Eric Saperston’s The Journey. The film documents Saperston’s encounter with various people from all stages of life and his quest to answer some of lifes biggest questions. His findings, not what you think. BY: LOIS WHITNEY The Affirmative Action Advisory Council (AAAC) advises and assists the Mayor with regard to the County’s Equal Employment Opportunity (EEO) program, based on federal guidelines and requirements. Members also advise and assist the Mayor in reaching the County’s affirmative action goals and objectives concerning race, sex, religion and the disabled, in employment, and in taking affirmative action in correcting past discrimination. The AAAC meets once a year to review the County’s EEO report, which is submitted to the federal government and includes County employment EEO statistics. Highlights: According to the County’s 2012 Annual EEO Report, there were seven internal complaints of alleged discrimination received in 2012; no discrimination was found in any of the cases. Usage of Equal Employment Opportunity/Affirmative Action
Plan (EEO/AAP) webpages on the County website more than quadrupled over the previous year, with 1,327 visitors. County managers and employees are utilizing the Intranet as a resource for answering EEO/ AAP questions as well as questions pertaining to ADA compliance and reasonable accommodation. Inquiries to the EEO office in 2012 numbered 65, including eight from the general public and 57 from County personnel. Pulama Lanai doubles County small business grants for Lanai The Mayor’s Office of Economic Development (OED) recently announced that Pulama Lanai (formerly Lanai Resorts) Chief Operating Officer, Kurt Matsumoto, has offered to match OED’s Small Business Revitalization grants to Lanai businesses. The grant funding program announced last month by OED has reserved $20,000 for the island of Lanai; with Pulama Lanai’s match, the total is now $40,000. “We are very appreciative of Mayor Arakawa’s Office of Economic Development giving us the opportunity to partner together in support of small business on Lanai,” said Lynn McCrory, Senior Vice President of Government Affairs for Pulama Lanai.
“Small Business Revitalization,” is designed to assist small businesses with fewer than 10 employees doing business in the rural communities of Lanai, Hana and Molokai. OED has chosen Lokahi Pacific to manage the grant program. The grants may be used for new equipment, renovation, websites, marketing materials or other purposes that will help the businesses grow, prosper and create jobs. The grant program is a 40/60 match grant. For those applicants accepted, for every $40 they contribute, the grant will match it with $60. The grant awards will range from $500 to $5,000. Non-profit entities will not be eligible for this program.

Teena Rasmussen, OED Director, noted the generosity of the company’s offer, saying that this kind of partnering and leveraging of County funds fills an “important need for the businesses of Maui County. We are very grateful to Pulama Lanai for this generous assistance that will surely kindle new entrepreneurship on Lanai,” she said. Allen Atkinson of the Dept. of Environmental Management, Administration congratulates his son, Hollis Atkinson, on reaching the Boy Scout Rank of Eagle on August 6. Besides being involved in Boy Scouts, Hollis is a senior at King Kekaulike High School, plays Football, Wrestles, does Judo and is in the Hawaiian Immersion Program. Last year, Hollis took first place in the MIL Judo. Allen also commented that he looks up to his son for the person and young man that he has chosen to become. Congratulations to Hollis and to his proud father Allen!

During his spare time, Joseph volunteers to play in local community play houses and schools on Maui and is always called upon when someone needs a Double Bass player. We should all congratulate and recognize Joseph for his talent in being able to play classical music by Brahms, Beethoven, Mozart, Rachmaninov and many others which is of no easy feat, while still holding down a demanding full time job with the Department of Water Supply and volunteering his time to help others.

This month, Managing Director Keith Regan visited the Department of Parks and Recreation’s Kihei Aquatics Center and Kihei Community Center. We received a briefing on the facility from Senior Poolguard David Kauhaahaa and had an opportunity to inspect the grounds. This facility is one of a number of county facilities that have deployed Photo Voltaic arrays to capture the energy of the sun in order to reduce our overall electricity costs. “I was very impressed with the progress we have made with the installation of our PV systems here at the aquatics center,” said Regan. “The staff here have done an excellent job keeping the facility clean and maintained well. It was great having an opportunity to speak with David and his staff. We are proud of the great work and effort being put in by the hard working women and men at this site,” added Regan. page 17
