MESSAGE FROM THE MAYOR The State of the County address was held yesterday afternoon; I was excited to tell the public and media all we that have accomplished together these past four years. We made improving our infrastructure a priority and all of the departments were committed to doing just that. We’re paving more roads than ever before, rebuilding our water system and making sure our wastewater system is safe for our environment. We said we would improve efficiency of our departments and do more with less and you’ve helped us do that. For example our Department of Motor Vehicles and Licensing is handling more work because of the Legal Presence Act and the State ID’s being absorbed by county offices. You’ve helped us to upgrade our services by revising some outdated County codes. And for those of you who have participated in our Permitting Open House events we thank you. This is an important community outreach program that has helped many find the permitting answers that they have been looking for. Maui County is in a better place because of you and the work you have done. I recently met with the other county mayors and while we all have our challenges, I can say without a doubt that we are in the best environment for success right here. The 2014 State of the County Address will be available online at www.mauicounty.gov/mayor and will be re-broadcast on AKAKU Ch. 54. A video of the address will also be available at a later date on the County’s official YouTube page and via Facebook. Mahalo again for all that you do for our community,

COUNTY TO CELEBRATE CHINESE NEW YEAR ON FEBRUARY 7
traditional costumes, drums, cymbals and other Chinese percussion instruments. Red “li-shi” envelopes to feed the lions will be available at the event. The envelopes are given in the hopes of obtaining good luck during the new year. For more information about the Chinese New Year celebration, call the Mayor’s Office at 2707855.
Master Ben Seng Au and his Shaolin Arts Academy will again bring their cultural extravaganza to the County Building in celebration of Chinese New Year. This year’s festivities will take place on Friday, Feb. 7 on the front lawn of the County Building beginning at 9:00 a.m. page 4

JANUARY 2014 USA EPA/STATE HEALTH CONSENT DECREE QUARTERLY REPORT AVAILABLE The County of Maui Department of Environmental Management recently announced the availability of the January 2014 USEPA/DOH Consent Decree Quarterly Report #58 (and all previous quarterly reports) for public inspection and copying at the Department of Environmental Management, Wastewater Reclamation Division office at 2200 Main Street, Suite 610, Wailuku, HI 96793. The current report is also available on the

County of Maui website at www.mauicouty.gov/ wastewater; click on “Current Wastewater Reports and Notifications.” The 4th quarter report summarizes the County’s efforts to comply with various Federal and State laws that pertain to preventing sewer spills. It includes updates on the status of ongoing plans, programs, procedures and projects defined in the Consent Decree to prevent/minimize wastewater spills in Maui County. In addition, a summary of wastewater spills for the year ending December 31, 2013 is included. This report is generated pursuant to the 1999 Consent Decree between the United States Environmental Protection Agency, State of Hawaii Department of Health and the County of Maui. The County maintains a mailing list of interested parties who wish to receive the report each January. For copies of the report, to place your name on the mailing list or for further information, please contact Scott Rollins of the Wastewater Reclamation Division at (808) 2707417. COUNTY OFFERS HEALTH WORKSHOPS AT KAUNOA AND IN LAHAINA The County of Maui is pleased to sponsor the “Better Choices, Better Health” workshop series on six Tuesdays at Kaunoa Senior Center from February 18 through March 25. The same series will be offered on six Thursdays in Lahaina at Kaiser Permanente from March 27 through May 1. All classes will be held 9:00-11:30 a.m. “Better Choices, Better Health” is an evidencebased educational Health Aging Program designed to help people manage their chronic conditions as well as their overall health through achievable action plans for improving nutrition, exercise, relaxation, communication skills, medication management and more. Participants receive a book, “Living a Healthy Life with Chronic Conditions,” and a relaxation CD, “Time for Healing.” Cost is $10 for individuals age 60+ and for caregivers of any age. VENDOR APPLICATIONS BEING ACCEPTED FOR VOLUNTEER EXPO The County of Maui Volunteer Center is accepting vendor applications for the 7th Annual Volunteer Expo, which will be held Saturday, April 5, 2014 at Queen Kaahumanu Center from 11:00 a.m. to 2:00 p.m. The signature event kicks off “National Volunteer Week,” April 6-12, 2014. A total of 25 organizations will be accepted for the event, which offers groups the chance to recruit volunteers and provide community education and outreach. The expo also gives members of the public the opportunity to learn about and register for meaningful volunteer opportunities with established Maui organizations. The Volunteer Expo will include lively entertainment for the whole family, as well as a Volunteer Hero program, which recognizes individuals for their outstanding service and commitment to the community. Expo sponsors include Alexander & Baldwin Foundation and Tri Isle Resource & Conservation Development Inc., along with the County of Maui, Queen Kaahumanu Center, KONI 104.7 FM and many other Maui businesses. PROTECTING WORKERS IN HAWAII The U.S. Department of Labor recently recognized Hawai’s local government for adopting a code of conduct for agricultural growers employing workers on county land. The adoption of the code, which requires proper pay and safe working conditions for low-wage field workers, follows several investigations conducted by the Wage and Hour Division in 2013. Investigators found numerous violations among several agricultural employers and farm labor contractors in Maui. Violations included failing to keep records and pay the minimum wage, using unregistered farm labor contractors, failing to provide safe transportation, and not disclosing employment conditions to migrant workers. “We are very grateful to Maui County’s Office of Economic Development for introducing a code of conduct that will safeguard workers’ rights and promote a culture of compliance,” said Terence Trotter, director of the Wage and Hour Division’s Honolulu District Office.

Maui County wins Distinguished Budget Award for 21st consecutive year For the 21st consecutive year, the Government Finance Officers Association (GFOA) of the United States and Canada has awarded the County of Maui the Distinguished Budget Presentation Award for its budget for Fiscal Year 2014, which began on July 1, 2013. The award is a nationallyrecognized standard of achievement for Maui County that reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting. To receive the budget award, the County was required to meet national guidelines for effective budget presentation. These guidelines assess how well an entity’s budget serves as: • A policy document • A financial plan • An operations guide
• A communication device Budget documents must be rated “proficient” in all four categories, as well as meet 14 mandatory criteria within those categories, to receive the award. In its written assess ment, the GFOA called the Coun ty’s inancial policies “well thoug ht-out and detailed,” and praised the budget document as outstanding. “Maui County has done a fantastic job with your strategic planning process,” the review stated. “You did an outstanding job with your capital and debt sections. Your capital projects linked to your strategic plan as well as result areas. This clearly shows your commitment to your vision.” When a Distinguished Budget Presentation award is granted, a Certificate of Recognition for Budget Presentation is also
presented to the individual or department designated as being primarily responsible for its having achieved the award. In this case, the award has been presented to Mayor Alan Arakawa & Budget Director Sandy Baz. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. The Government Finance Officers Association is a non-profit, professional association serving nearly 17,400 government finance professionals throughout North America. The GFOA’s Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.
Hapu`u purchases should be checked for Little Fire Ants infestation The County of Maui Office of the Mayor is working with the State Department of Agriculture (DOA) to get the word out about an infestation of Little Fire Ants on Maui. According to DOA officials the ants spread to Maui from Hawaii Island back in December, however further investigation has shown that the ants may have been coming over on interisland shipments to Maui for the past year.

“This is a serious matter,” said Mayor Alan Arakawa. “These ants can wreak havoc on a community. Their stings can cause a lot of pain and even blind your pets if you are not careful. We need to help the
Department of Agriculture to identify possible infestation sites so that they can contain the situation. We don’t want another invasive species on our island if we can help it.” According to the DOA the ants were traced back to hapu’u (Hawaiian tree fern) shipments at Lowe’s and Home Depot on Maui. Department officials are asking that any Maui resident who purchased hapu’u from either store over the last 12 months to check their fern and the area where it is located for ants. The best way to do this is to apply peanut butter to a
chopstick and push the stick into the fern or the ground nearby. If you see ants on the chopstick place the chopstick in a plastic bag and put the bag in your freezer. Then call the DOA and an inspector will be sent to your residence for further investigation and if need be, treatment to rid the area of ants. Please note that the LFA is no more than 1/16 of an inch in length and should not be confused with the larger, tropical fire ant that has already established itself on Maui. Mayor emphasizes fiscal, operational strengths in State of County Address Outlines plans for facilities and green initiatives to keep County moving forward BY: LOIS WHITNEY
Mayor Alan Arakawa presented his 2014 State of the County Address on February 5 at the Maui Arts & Cultural Center’s McCoy Theater. During his speech, the Mayor underscored Maui County’s strong financial position and described his strategies for further stabilizing County operations as asked to by the community. Mayor Arakawa noted that his administration’s efforts have been directed by requests from the community to address the issues that affect them the most, such as issuing Upcountry water meters, fixing roads, battling invasive species and improving parks and wastewater systems. “I can say, without a doubt, that our community is in a better place than when we first began this journey,” Mayor Arakawa said. The Mayor described the momentum the County has gained by shifting gears from “simply reacting to problems to anticipating them and finding solutions.” He noted the County’s ability to save taxpayer dollars by making needed repairs before critical infrastructure systems fail, such as through the aggressive road maintenance, repair and rehabilitation schedule the Highways Division has
embarked upon; Mayor Arakawa noted that federal funding opportunities have been instrumental in making possible some of the most costly road and infrastructure projects. Mayor Arakawa also conveyed the importance of the water improvements currently underway, including new wells being developed in Central and South Maui, the reconstruction of Waikamoi Flume and other projects that are facilitating the expected release of hundreds of new Upcountry water meters beginning next week. Park repairs, maintenance and adjustments to permitting procedures are also in progress, with work being done at 42 park restrooms throughout the County. Park expansion plans are another ongoing initiative, with the acquisition of land for the new Central Maui Regional Park, recreational areas at Launiupoko and the possible expansion of the War Memorial complex into a civic center. The County’s Integrated Waste Conversion and Energy Project represents a fundamental shift that is expected to extend the lifespan of the Central Maui Landfill and allow more recycling, composting and conversion into energy and
energy products. The Mayor also highlighted affordable housing projects, the installation of GPS units in 500 County vehicles, and the option of relocating the DMVL Service Center to cut costs. “I am proud of everything this community has accomplished,” Mayor Arakawa said. “And although we are doing well, Maui County has not reached our full potential yet. But we will, because we have the momentum, we have the energy and we will prevail. So let’s keep our economy going. Let’s keep improving our infrastructure and keep planning for the future. The County of Maui’s Workplace Wellness Committee was formed a few months ago; its members have been discussing various workplace wellness policies and activities. One idea that was discussed was having a library of fitness/wellness DVDs for employees to borrow. The DVDs will be housed in the office of Tiffany Iida, secretary to Managing Director. Any donations of fitness/wellness DVDs would be much appreciated, and may be forwarded to Tiffany. Once a variety of videos is collected, Tiffany will email the list to all employees and allow employees to begin borrowing them. B & C Highlight Charter Commission BY: LOIS WHITNEY Every ten years, the Mayor, with the approval of Council, appoints a Charter Commission composed of 11 members to study and review the operation of the government of the County. Members may propose amendments or draft a new charter in the manner set forth in Section 14-3 of the Charter of the County of Maui (2003). Highlights: The most recent Charter Commission, which was convened May 2011, held regular meetings and public hearings through August 2012. A total of 13 questions were finalized for voters’ consideration on the 2012 ballot, covering topics such as extending the length of Councilmembers’ terms from two years to four and changing their term limits (voters said No), to establishing an independent County Auditor (voters said Yes). Voters also approved the
assignment of shoreline and ocean rescue and safety to the Department of Fire and Public Safety, approved residency requirements of one year for both Council and Mayoral candidates, and approved allowing the Department of Environmental Management Director to guide the County’s efforts in the area of environmental, natural resource protection, sustainability, conservation and restoration.

Heat Wok, coat with oil. Add vegetables consecutively; stir fry over high heat for one minute. Mix in tofu, vinegar, soy sauce, and add sugar, reduce heat to medium, stir constantly till well blended with vegetables. Stir in cornstarch and cook till vegetables well coated. Serve with rice or use for topping on chow mein noodles. Serves: 4-6

Dept. of Parks & Recreation set to begin meetings with adult organizations about proposed improvements to permitting process, facility maintenance The Department of Parks and Recreation (DPR) will begin hosting community meetings with officials of adult sports organizations and the individuals and organizations that serve as special event coordinators and tournament organizers who utilize DPR facilities for their events. The purpose of these meetings is to share DPR’s proposed permitting and scheduling improvements for the use of DPR facilities and to gather the perspectives of these individuals and organizations regarding improvement ideas for a stronger working relationship and partnership with DPR. In an effort to develop stronger relationships, DPR began the process of fulfilling this objective by meeting with the organizations and individuals who utilize DPR facilities to run non-exclusive youth programs on a regular basis. Along with high school Athletic Directors, these meetings included officials from various youth sports organizations. DPR is currently in the process of restructuring its permitting process and facility maintenance program. The
primary objective of these structural and organizational changes is to provide higher quality recreational facilities and opportunities for the youth, special needs, senior citizens and adults of Maui County. DPR recognizes that community members of all ages and lifestyles utilize DPR facilities and will directly benefit from these significant improvements. These community meetings will be held throughout Maui County and any organizers, officers or officials of adult leagues, tournaments or special events or community members or participants interested in providing feedback or hearing more of the proposed permitting improvements are invited to attend their area meetings. Property owners encouraged to go paperless By Scott Teruya
If you have not already done so, the Department of Finance’s Real Property Tax Division urges property owners to sign up to receive your 2014 assessment notice via email. This process will cut costs and increase efficiency. The process is simple, provided you have last years assessment notice. Inside the 2013 assessment notice is an “authorization code” starting with “MAU.”
If someone misplaced his/her 2013 notice, the Real Property Tax Division has a master spreadsheet indicating the associated “authorization code” associated with every TMK in the County of Maui. New customers must first create an account by going to www. eNoticesOnline.com. This is where you will need to enter your unique “authorization code.”
After you successfully created your account, you will receive an email with a link to click. You must click the link to activate your account. After you activate your account, you will receive another email indicating the TMK that has been successfully added to your account. For more information, call 2707697.
Message from Pu`u Kukui Elementary School SCC’s Community Representative Simone Polak For all County Employees and families who live in the Wailuku Community who have an interest in the Pu’u Kukui Elementary School, the Pu`u Kukui School Community Council (SCC) has begun exploration of school uniforms for students at Pu’u Kukui Elementary School. My name is Simone C.Polak, and I am the Community representative for the Wailuku Community on the Pu’u Kukui SCC. A survey has been posted at the Pu’u Kukui Elementary School website to obtain input prior to any adoption of a uniform policy from each attending student (1), family (1), and staff member (1), as well as our community.

The school uniform would consist of a t-shirt which could be purchase for an anticipated cost of $7.00 per shirt. Waivers would be available for children whose parents have religious and/or other reasons for not wearing a school uniform.
Consideration of a creative schedule could be an alternative to mandating the uniform wear at all times (e.g., uniforms M Th , student’s choice on F, or uniforms for field trips only, etc.) Because the SCC process for implementing school uniforms requires the submission of a waiver by March 2, 2014, to allow for a policy that is not a current requirement of our State Depart-ment of Education to be implemented, the survey must be completed by February 21, 2014. Any policy regarding school uniforms, if adopted, would not take effect until the 2014 2015 school year at the earliest. If as a Wailuku resident, you have an interest in the issue of school uniforms at Pu’u Kukui Elementary School, I encourage you to voice your opinion by completing the online survey at the school’s website, http:// www.puukukui.k12.hi.us/index. html.
Once at the website, you will see a link for the survey entitled Take me to the online survey for school uniforms. The survey itself is very Simon Polak short, it only has a few questions. It is optional to provide your name, you will only need to identify yourself as a community member. Then complete the remaining questions and if you would like, you may provide comments or questions in Survey question #5. If you would like to know what some of the research says about school uniforms before answering the survey, you may click on a link right underneath the survey link entitled Uniform Policies in Elementary Schools a review of the research.

Congratulations to Department of Environmental Management Director, Kyle K. Ginoza for a great finish at the Maui Oceanfront Marathon which was held on Sunday, January 18, 2014. The marathon start line was located in front of the Shops of Wailea and ended at 505 Front Street Lahaina. Director Ginoza had a late start as he was held up by an unplanned stop to tend to his “personal business.” The starting line was about to be closed by the time he started running. He was about six minutes late into the race. Needless to say, he was dead last in this part of the race. Ginoza finally caught up with the other runners when he reached Kalama Park on South Kihei Road. Despite his frequent “personal stops”, ten total to be exact, as well as hydrating at every station, Ginoza finished the 26.2 mi

Congratulations to Celina Jean Hayashi, who won the title of Miss Valley Isle 2014 on January 18, 2014 at the Maui Beach Hotel. Celina also won the Miracle Maker Award for garnering the most donations for the Children’s Miracle Network charity which directly benefits the Kapiolani Medical Center for Women and Children, and Pali Momi Medical Center, and the Hospitality and Personality awards. Celina now moves on to compete in the Miss Hawaii Scholarship program in June 2014 which is a predecessor to the Miss America Scholarship program. Born and raised on Maui, Celina is a Senior at Scripps College in Claremont, California where she

Congratulations to Keith Regan, one of Pack 40’s den leaders, who was presented with his Wood Badge beads, leather slide and neckerchief on Scout Sunday held on February 2. In addition to being the premier training course for scout leaders, Wood Badge is a Scouting leadership program and the related award for adult leaders in the programs of Scout associations throughout the world. Wood Badge courses aim to make Scouters better leaders by teaching advanced leadership skills, and by creating a bond and commitment to the Scout movement.
J. Walter Cameron Center announces office space availability
Cameron Center currently hosts 16 social service agencies, including the County’s Office on Aging, enjoying low costs that include: electricity, water, free parking and a central office with a copier, a mail room, postage meter, fax and other office equipment. The 100 sq. ft. of office space includes access to meeting rooms and a kitchen that can be used for up to 40 meetings per year—provided at no additional cost to the agency. The space is expected to be available beginning on February 1, 2014.
