Tips for making your move easier W
hether or not to relocate can be a difficult decision. Sometimes such decisions are borne out of necessity when a parent is relocated by his or her company. Other times it is a personal reason to try out a new neighborhood or upgrade to a larger home. Whatever reason is behind a move, it can take some time to adjust to both the idea of moving and the new living space — especially for children who may seem disconnected from the decision. The following tips can make the transition a little easier for families.
Talk about it
Do not blindside children with a move. Begin having conversations as a family as soon as the possibility of moving arises. Involve the children in some of the decisions. Ask about the features they want to see in their new home. Explain that people, be it prospective buyers, real estate agents or movers, will be visiting your current home and that this may be a little disruptive. MTR is currently redesigning its website, which Barut expects to be done later this month. It will have new features, links to community pages, financing options, house photos, drone photography, maps and links to Facebook, Twitter and Instagram. The website will provide information to people on the move with instant data for searching for homes and even rental properties — something which is hard to find currently. Barut’s philosophy is that buying or selling a home or investment property should not be a stressful or ugly process, it should be a pleasing, satisfying and even happy experience. And with the attention to detail and customer service extended by him and his agents, Barut applies the “whatever it takes” work ethos to every client and makes sure the client is satisfied when they complete their transactions with MTR.
o big or stay small . . . there is no in-between.” These are the words of advice a mentor once gave to Wesley Barut, principle broker-owner of Maui Tropical Realty in Kihei. When this Maui-raised, St. Anthony High School graduate was ready to throw-in and open his own realty company, these words made a big impact on him. Barut was working as a concierge at the “Exclusive Regency Club” within the Grand Wailea Resort when it opened in 1991. This is the fabled hotel-within-a-hotel club where rooms cost upwards of $10,000 a night and guests are a list of who’s who in the world — presidents, heads of state, movie stars, CEOs of large corporations, pop stars and more. It was here that Barut learned how to run a boutique business and where he learned to deliver the “whatever it takes” approach to pleasing his customers. Along the way, he earned his real estate license, and then his Broker’s license. After eight years of catering to a very select clientele at 1325 S. certified, licensed professional who will do his or her best to determine the value of your home. The appraisal provides banks with information that can tell loan officers if the house is worth the loan amount. Expect to pay a fee for the appraisal, which is generally included in your closing costs. The appraiser gathers information for the appraisal report from a number of sources, but the process often begins with a physical inspection of the property, both inside and out. He or she also will compare your home against a few others in the neighborhood, which are known as comparables, or comps. Appraisals will be based on recent prices of
comparable properties as well as other factors. Apart from the improvements done to the home, there are other ways to get a higher appraisal amount. The appraiser may consider the overall maintenance of the home and property. It is wise to consider curb appeal and ensure the home is clean and maintained when the appraiser arrives. Minor repairs or common maintenance can impress the appraiser. Removing clutter and cleaning up the home’s interior can make the home appear larger, possibly increasing its value as a result. It may be worth it to invest some more money into the property before having an appraisal done. A study

‘YES In My Backyard’ is new attitude By LAWRENCE CARNICELLI
A
Realtors Association of Maui Government Affairs Director
new acronym popping up in real estate-related conversations nationwide is “YIMBY.” It stands for “Yes in my backyard.” YIMBY won’t make much sense unless you are familiar with its counterpart, NIMBY, or “Not in my backyard.” NIMBY has become a rallying cry against new construction, even by those who are only remotely affected by it. In a 2015 Forbes article titled “Nimby Nation: The High Cost to America of Saying No to Everything,” Christopher Helman described NIMBYism as a political phenomenon that prevents or increases the costs of nearly every new public and private infrastructure project. However, over the past few years, a host of self-described YIMBY groups have cropped up in different cities throughout the U.S. and Canada, especially in cities where housing prices are high and anti-development sentiment is strong. YIMBY groups have surfaced in densely populated cities like San Francisco, New York, Vancouver, Seattle, Washington, D.C., Boulder, Portland and Boston — and they have challenged the entrenched NIMBY groups who favor keeping things as they are. In fact, there are signs that NIMBYism is losing traction to YIMBY’s more progressive and cooperative dynamic. Across the country, residents who would have likely protested new construction in the past are now welcoming developers and pushing lawmakers to allow them to build more housing. “We’re saying yes to opportunity, in contrast to the gloom-and-doom negativity of NIMBY,” said Jesse Kanson-Benanav, chair of A Better Cambridge, a housing advocacy group in Cambridge, Mass. These progressive housing advocates have accepted the common-sense economic argument that when populations grow rapidly, so too must the housing stock in order to stabilize prices. YIMBY groups support new housing growth — both market-rate and subsidized — and engage in political activism by calling for zoning changes and pro-housing political candidates. They also embrace the laws of supply
Lawrence Carnicelli is the Realtors Association of Maui Government Affairs Director. and demand and believe that the only way to solve housing problems is to build more houses. YIMBYism is growing rapidly — simply by appealing to reason and a sense of fairness. Simply put, subscribing to YIMBYism means you are an advocate for housing. It also means you believe that not having enough housing to accommodate everyone will only lead to the displacement of those most in need. Additionally, YIMBYs uphold the belief that we, as a society, must embrace all people, including newcomers. “I don’t understand the hostility to newcomers,” said Sonja Trauss, director of the San Francisco Bay Area Renters Federation. “I don’t know how somebody could look back at the history of the 21st century and think it’s okay to say that ‘X’ person doesn’t deserve to live here.” YIMBYism also reflects a deep understanding about the social benefits of housing growth, as calls for denser devel-

opment appear to be driven by a desire for good urban design and social justice; YIMBYs are aware that tight landuse regulations disproportionately push out the poor. This is why YIMBY groups support market-rate housing and feel there is no real downside to it. You’ve likely heard of an apartment or house that was once occupied by a lowincome family and is now occupied by a middle-income or high-income family. High-income families routinely move into existing housing — that’s what happens when you don’t build market-rate housing. With more housing, the cost to rent or buy a home will not rise as quickly, which will allow more people from different economic backgrounds to live here and share in the prosperity of the local economy. As more people are affected by rising housing prices, more are becoming aware of the problems that arise from a lack of inventory. There are many who are beginning to realize their children and grandchildren won’t be able to afford to live near them. It’s no longer just low-income folks who are housing-burdened; it has moved up the ladder, and people of all social classes are now affected. “You can work to dismantle the system without demonizing developers,” said Laura Loe, a Seattle-based housing advocate. With that in mind, if we want an adequate supply of housing, we have to find a way to trust — and work with — developers. You may not like their business models, but we need them if we want more housing inventory. But we have seen that even modest developments have come under attack; therefore, unless there is a more consistent YIMBY voice, you are going to see more of these developments die on the vine. With YIMBYism on the rise, it seems that NIMBYism has met its match. More pro-housing advocates are attending council and planning meetings; new projects that would traditionally yield opposition testimony are garnering support, too. It is an important shift, given that most decisions about housing and planning are made at the local level. There’s no doubt that affordability is an important issue. But talking about affordability isn’t necessarily what inspires people to support building more housing.

Budget-friendly ideas to add curb appeal
C
urb appeal can help a home get noticed in a bustling real estate market. Curb appeal also can contribute to the aesthetics of a neighborhood for residents who plan to stay put, and many homeowners feel an attractive exterior is just as important as a comfortable interior. There are ways for costconscious homeowners to improve their properties without breaking the bank. ❖ Clean up a messy, untamed front yard. It can detract from a perfectly acceptable home. Cleaning up your yard and home’s exterior is one of the easiest and most cost-effective ways to give the place a makeover. Cut back overgrown shrubs, plants and trees. Make sure the front door is clearly visible and that any walkways are edged and accessible. Store garbage pails behind a barrier and keep trash out of sight. Store children’s toys in the backyard rather than strewn across the front lawn. These simple steps can improve curb appeal instantly. ❖ Put your green thumb to use. A well-maintained landscape can dramatically improve a home’s curb ap-

peal. Pay attention to the plants, shrubs and trees throughout your property, watering them during periods of little rainfall and trimming them when necessary so your lawn does not look like an overgrown, neglected jungle. Professional landscaping services can help you maintain your property, but even if your budget does not allow for such an expense, you can still make sure your landscape adds to your home’s appeal by keeping a watchful eye on the property and addressing any issues that arise. Maintain your lawn through the colder months of the year as well, making sure no one walks on the grass when frost has settled, as doing so can produce dead spots throughout the lawn. ❖ Redo your front door. While their eyes may initially be drawn to a well-manicured lawn, prospective buyers will eventually find their way to the front door. If your door is especially old, consider replacing it. If your budget does not allow for such an expense, you can still give your home’s front entrance an entirely new look by installing some in-
expensive molding around the door before giving the door a fresh coat of paint. Molding around the front door can make an entrance more impressive, while a new coat of paint can make a home feel warmer and more vibrant. ❖ Plant flowers. Another inexpensive way to make a home more appealing is to plant some colorful flowers around the property. Line walkways with flowers native to your region — such plants will last longer than exotic alternatives that may not be capable of adapting to the local climate. In addition to lining walkways, hang window boxes filled with colorful flowers or plants outside naked windows. Doing so can make windows seem larger and add some color to your home’s exterior. Another creative way to make use of colorful flowers is to place a few planters at the foot of your driveway and painting the numbers of your address on the planters. This can be both effortless and inexpensive, but it can instantly make a home more inviting to prospective buyers. ❖ Rely on symmetry.
First appearances have a big impact, so be sure your home puts forth its best look.

more appealing at night as well. Solar spotlights placed around trees and other attractive features in your yard can shed light on those areas of your property you’re most proud of, even after the sun has gone down. Solar spotlights won’t add to your energy bill, as they are powered by the sun, and they can make certain accents on your property stand out at night. Improving curb appeal may sound like a significant undertaking, but there are many ways budget-conscious homeowners can make their home’s exterior more appealing without going broke.

Innovative Kihei Charter School adds value and interest to South Maui real estate By TOM BLACKBURNRODRIGUEZ

For The Maui News
ccording to a recent edition of the “Public Schools Newsletter,” the National Bureau of Economic Research has found there is a definite correlation between school expenditures and home values in any given neighborhood. A NBER report titled, “Using Market Valuation to Assess Public School Spending,” found that for every dollar spent on public schools in a community, home values increased $20. The findings indicate that additional school expenditures may benefit everyone in the community whether or not those residents actually have children in the local public school system. Kihei benefits from this enhanced value equation with two elementary schools already open. As Gene Zarro, CEO of the South Maui Learning Ohana, has said, the new three-story Kihei Charter School is set to open, as scheduled, in the
Maui Research & Technology Park in August 2018 with an estimated 635 students in grades K-12. This will consolidate the current elementary, middle and high school locations and provide for an additional 100 student slots. At full capacity, the school will accommodate 700 students. Funds were granted to the SMLO by the United States Department of Agriculture in the form of a 40-year $17.7 million loan. The Kihei Charter School was the last and the largest loan approved by the United States Department of Agriculture for a non-profit before Kihei became no longer eligible for such a loan due to its population growth. It has now moved from the government’s official rural category classification. The innovative school will have a photovoltaic system on the roof and in the parking lot. The school is taking full advantage of the sun to minimize their operational costs. But being close to a school,
even a green one, is not enough for today’s homebuyers. According to a 2010 story in the Wall Street Journal, the performance of a school was an increasing parental concern. All evidence points to this measure continuing to be an important consideration. REAL ESTATE GUIDE I NOVEMBER 2017 challenges we face and the job we are doing in getting our students ready for a career and/or college.” Good homes in a good location with good schools are a proven starting place, but what about the children that will be in those homes? Kellie Pali is the owner of Creative Financial mortgage company and had an experience many parents of young children may also share. Her daughter Aalyah was an intelligent and curious fifth grader, but she was bringing home low grades and hated going to school. Pali enrolled her daughter into the Kihei Charter School and now, as an eighth grader, she is on the honor roll and loves going to school. For Pali, the new home of Kihei Charter School is more than bricks and mortar. “The first thing this building is going to do is remind the kids that now our school grounds, our environment, actually reflects the quality of work that they are getting,” explained Pali. “And bringing those two worlds together, I think, will . . . create this long-term legacy of building up kids in this environment of project-base learning, applying that to our
community and then (having) those kids going out into the community and being great community leaders and serving the community.” With another daughter about to become eligible for enrollment in kindergarten, Pali, who lives just down Piilani Highway from the new school site, has made her decision about the educational future of her family. “It’s the Kihei Charter for us,” enthused Pali. With the coming of the Charter School to the MRTP and the development of a planned community in the park with mixed use, residential and commercial uses, options may continue to present themselves to the charter school and the expanded community planned nearby. The Kihei Charter School believes it has to grow to serve the educational needs of all of Maui, not just Kihei. Someday there may be highperforming charter school campuses benefitting West, Central and Upcountry Maui. “I believe in a quality public education for any student who wishes to enroll,” said Zarro. “That means we have to have enough facilities and space to take all comers.”
