Once again, we’ve taken a look at the travel system and car seat sector from a retailer, supplier and consumer perspective. With the expert help of the Baby Products Industry Association, we break down the legal guidelines on child restraint systems to empower retailers with the latest information. We also give the lowdown on the additional voluntary tests that many car seat manufacturers are choosing to put their products through, and what the various certificates and accreditations – which are increasingly sought-after by parents – mean in real terms.
Honing in on the retail sector, we asked a number of independents and larger stores to tell us how business is going. They share the strategies they’ve put in place to drive customer engagement and growth, and outline the ways that suppliers can better support them to help mitigate some of the current challenges. Then it’s the turn of the customer; our feature on page 14 crunches the data gathered by consumer magazine Project Baby on the different factors affecting parents’ purchasing decisions, and the
reasons why they prefer to shop for car seats, prams and pushchairs in-store or online. And, of course, in the second half of the magazine you’ll find our brand showcase of products that are going to be topping retailers’ and parents’ wish lists this year.
From the factory to the supplier, to the shop floor, getting the safest and best prams, pushchairs and car seats into the hands of parents is a testament to teamwork – much like this issue. systems (CRS), and the important factors retailers need to be aware of.
Child restraint systems (CRS) must be approved to a United Nations (UN) regulation to be legal to use in the UK, as well as other countries around the world. There are two CRS regulations in force: UN Regulation No.44 (R44) and UN Regulation No.129 (R129). R44 is an older regulation first introduced in the 1980s. Recent changes to R44 mean it can no longer be used by CRS manufacturers to approve a new restraint. Instead, they must use the more advanced R129.
What the law says
CRS which are already approved to R44 can continue to be manufactured, sold and used in Great Britain. However, in the European Union (EU), the separate legislation means that it has not been legal to sell R44 CRS in the region since 1 September 2024.
This EU legislation does not apply in Great Britain (England, Scotland and Wales), so R44 CRS can continue to be sold until further notice with no restrictions. However, the EU legislation does apply in Northern Ireland. As far as we know, the UK Government has no plans to stop the sale of R44 CRS, but of course that might change.
The EU legislation applies only to the sale of R44 CRS within EU territories. R44 CRS can continue to be used in the EU, so if you travel to the EU with your R44 CRS, it will
What does this mean for manufacturers in Great Britain?
Many CRS brands produce their products for sales in EU markets. They must make their own decision as to whether they continue to produce R44 CRS for sale in Great Britain. Some have already taken the decision to exit R44 CRS sales in line with the above EU legislation and will not make CRS specially for Great Britain.
R129 explained
One of the aims of R129 is to reduce the instances of misuse of R44 CRS that have been seen by the emergency services and road safety groups. To this end, R129 promotes the use of ISOFIX for CRS for younger children, simplifies the seatbelt attachment for other CRS types and reduces the risk of parents or carers progressing to the next size of CRS before the child is ready. R129 also keeps children rear facing for longer with a minimum age of 15 months and a minimum height of 76cm for forward facing CRS. Rear facing is deemed to be the safest position in the event of a front impact accident involving very young children. Knowledge of child injury and biomechanics has also developed and improved, which is reflected in the newest
regulation, with better test tools and criteria. The dummies used for testing are more advanced and able to provide much better data to inform testers how much protection is provided by the CRS. They are designed to be human-like in size and in response to impact.
R129 also assesses sideimpact protection in a uniform way, something that manufacturers could claim they had tested for internally, but for which there was no regulatory requirement until now. R129 sets side impact test criteria that all manufacturers must meet.
Support leg: The alternative to the top tether, the support leg is used with both rear facing and forward facing seats. It needs to be extended until it rests on the floor of the vehicle. For vehicles with underfloor storage where the support leg would usually fit, it is necessary to check the owners’ handbook for any instructions about the use of support legs.
A word on booster cushions
While R129 specifies a height range, it also specifies weight limits to ensure that the ISOFIX anchorages are not overloaded.
CRS are often referred to as integral and non-integral. An integral CRS has a harness or shield built into it to restrain the child, whereas a non-integral CRS relies on the adult seat belt of the vehicle.
R129 integral CRS must use ISOFIX or a seat belt attachment to secure to the vehicle, but never both together on one CRS and only one belt route is permitted on either type of compliant CRS, regardless of the height/age range it is intended for.
i-Size is often referred to instead of R129, but i-Size is only one element of R129. I-Size CRS have been developed with vehicle manufacturers and ensure that an i-Size CRS will fit in any i-Size seating position within a vehicle.
Other R129 CRS are vehicle specific, which means they have been approved for certain vehicles and are known to fit. If purchasing one of these, it is very important that users refer to the vehicle list to ensure that it is compatible with all vehicles in which it will be used.
There is a third anchor point on ISOFIX CRS, often referred to as an anti-rotation device. In the event of an accident, pitch rotation or tilting forward may occur and this anti-rotation device is designed to prevent this. Variations in vehicle seat cushions affect the performance of the CRS and it is important that these can be tested on the test bench in R129. These devices allow for this and there are two types:
Despite wide reporting to the contrary, booster cushions have not been banned. From January 2017 it has not been possible to have new models approved for R44 Group 2 to suit children weighing 15kg and over, but existing models (those that were type-approved before the change) can continue to be manufactured, sold and used. Any newly developed models can now only be approved for Group 3 and used by children between 22 and 36kg. They must also carry a label that states they can only be used by children over 125cm in height. However, booster seats (or high-back booster seats), which are considered the safer alternative, are another option for children of this size. They are adjustable to cover a wider range of weights and heights. For combination products (those designed to take a younger/smaller child initially), the child uses the integral harness in the seat unit until they reach the height specified in the instruction manual, and then uses the car’s seat belt as with other booster seats.
Top tether: This third anchor point is part of the ISOFIX system. It is a strap that secures the upper rear part of the CRS’s backrest to the back seat of the car.

SWEDISH PLUS TEST
The Swedish Plus Test is arguably the toughest and most thorough crash test in the world. It was developed by VTI Shock Laboratory in a collaboration with NTF (National Society for Road Safety), Folksam, SIS (Swedish Standards Institute), Volvo, and representatives of CRS manufacturers.
The Plus Test focuses on the neck protection of the child as well as overall robust protection. The theory behind the Plus Test is that a child secured in a Plus Test approved car seat has a reduced risk of being exposed to life-threatening high neck
• The test has a much lower limit for the maximum strain on the neck than other tests.
• Only toddler seats up to 18 or 25kg when approved to R44, or up to 105 or 125cm when approved to R129 can be tested using this method.
• The test uses Q3 and Q6 crash test dummies, representing a three- and sixyear-old child respectively. The Q-series dummies are the latest and most advanced child crash test dummies.
• Plus Test approved car seats get an additional marking as evidence.
The test:
• The crash pulse magnitude is higher in the Plus Test than in type-approval tests, representing a shorter stopping distance and harsher braking, resulting in much higher crash energy induced to the child car seat.
• The crash test pulse represents a front impact of roughly 56km/h (35mph), compared to 50km/h (31mph) in typeapproval tests.
• In a 2023 revision of the test, aspects of robustness are now specified more clearly as part of the assessment.
• The purpose of the test is to promote rearward facing protection for children up to at least four years old based on realworld evidence.

ADAC
ADAC is an annual child car seat test which aims to present the range of seats on offer on the market as comprehensively as possible. Products are pre-selected in coordination with ADAC’s test partners based on market importance and innovation.
ADAC is the General German Automobile Club, which offers information about traffic, automobiles, travel and health, as well as published unbiased test results.
In 2015, a new test body and new side crash test procedure were introduced, meaning the results from this point are not directly comparable with previous ones as the requirements are slightly increased.
From 2020, both test execution and evaluation have been adapted to the state of the art, meaning that again, results are not comparable with those of previous years.
The lowdown:
• The ADAC test is well above the legal minimum requirements of R44 and R129.
• The ADAC verdict is based on results in different criteria, with the main ones being safety, operations and ergonomics.
• If a seat covers several weight classes, body sizes or installation types, these are tested separately, and the worst result achieved in a single test is used for the evaluation.
• 17 seats were tested in autumn 2024, and one failed.
• The scoring system uses lower numbers for better performance – 0.6–1.5 = very good; 1.6–2.5 = good; 2.6–3.5 = satisfactory; 3.6–4.5 = sufficient; 4.6+ = insufficient.
The test:
• Seats are tested for safety in frontal impacts at 64km/h (40mph) and side impacts at 50km/h (31mph).
• The ADAC test uses the latest Q test dummies.
• Frontal crashes are simulated in a vehicle body instead of a test bench.
WHICH? BEST BUY
Which? is the UK’s consumer champion and is a not for profit organisation that aims to protect consumers and make life simpler, fairer and safer for everyone. Every car seat reviewed by Which? is crash-tested to reveal which ones provide the best protection in a collision. The organisation started testing child car seats in 1967 and since 2003 has been crash-
testing them as part of a European test consortium along with International Consumer Research & Testing (ICRT) and the European car clubs.
As of May 2023, the score car seats need to achieve to be named a Which? Best Buy are 78% or more for a baby car seat (i-Size baby or Group 0 or 0+); 71% or more for a toddler car seat (i-Size baby to toddler, iSize toddler, i-Size toddler to child, Group 1 or G+0/1); 74% or more for a child car seat (i-Size child or Group 2/3); 71% for a multigroup car seat (i-Size baby to child or Group 1/2/3 or any combinations of these groups).
The lowdown:
• Which? is the only UK site to test child car seats in both front and side crash scenarios.
• Which? tests car seats on their safety, ease of use and ergonomics.
• Each car seat is awarded a star rating for each of the tests – 5* = excellent; 4* = good; 3* = satisfactory or average; 2* = poor; 1* = very poor.
• Ease of use tests are carried out using real children as well as ‘handling dummies’ and laymen parents.
• The tests are more demanding than the British standard safety tests.
The test:
• In the test, dummies record impact forces on the head, neck, chest and pelvis, accurately indicating the chance of injury.
• Any model scoring 45% or less will be named a Which? Don’t Buy car seat.
• The overall test score is based 60% on safety, 30% on ease of use and 10% on ergonomic assessment.
• Each car seat is subject to a frontal crash at around 40mph, and a side impact crash at 30mph.
• Which? uses up to 15 samples of each seat to get the final score.
• Seats are crash-tested using each method of installation available for each seat.

Despite ongoing economic global uncertainty and continually rising costs, nursery retailers both large and small remain resilient and future-focused, adopting new strategies and embracing fresh ideas to attract customers and drive growth. PPS finds out more.
“The customer is king” is a well-worn phrase, but one that’s especially relevant for independent retailers operating in tough economic conditions.
“Every year we say the same thing: we wouldn’t be here if it wasn’t for our customers who support us not only through shopping with us, but also recommending us to their friends, families and work colleagues,” says Alan Finney, of Finney’s Pram and Nursery Specialist in Newry. “A lot of our customers come as we are a family-run business who really care, and try to make each experience personal. We want to offer the best customer service we can as we know how overwhelming buying baby goods can be, especially for first time parents.”
2024 was “a big year of learning,” Alan says, with a chief takeaway being the power of social media to attract new customers.
“We have seen how useful social platforms can be in getting both our name and products out to a wider audience. We’ve been working on building our presence online and

Unlike larger chains and online-only competitors, we are fortunate to have a spacious display area that offers a wide range of brands, allowing our customers to enjoy a real 'hands-on' experience. We also pride ourselves on offering some little extras, such as flexible interest-free payment plans, free storage, exclusive products and in-store-only bundles that are often unique to Bumpstart, and offer customers more value for money and convenience.”
Like Alan, Susannah has found that expanding the shop’s presence on social media has helped engage with a new customer base. “It really pleases me when I hear from a customer ‘Oh, I found you on TikTok!',” she says. “Additionally, we've hosted more in-store events to engage with our community and showcase all the products and services we have on offer.”

Winstanleys Pramworld, there are three key words that drive the company’s retail proposition: range, service and value. “We strive to give our customers a wide range of products, at competitive prices, backed up with excellent customer service,” he explains.
can make a free virtual or in-store appointment with a nursery expert, who will offer advice tailored to the customer's lifestyle and budget.” The service is proving hugely popular, with nursery experts having delivered over 20% more in-store appointments last year than the year before.
In late 2023, Winstanleys Pramworld set ambitious growth plans that were successfully achieved in 2024, and 2025 will involve staying goal-focused while remaining agile and open to new strategies, David says. “We plan to increase our investment in paid social media advertising and continue enhancing our two stores and website. A strong promotional calendar, supported by our brand partners, will be a key focus throughout the year.”
Value is top of mind for parents right now, and in September, John Lewis relaunched its Never Knowingly Undersold brand promise. “It reaffirms our commitment to customers on quality, service and price,” says Roseanne. “Never Knowingly Undersold has been reimagined for how customers shop today –price matching 25 major UK retailers in store and now online with the help of AI technology.”
Successes aside, the retail sector continues to face some tough challenges.
Key growth areas for Winstanleys Pramworld include extended rear-facing car seats, travel strollers and entry-level products, reflecting evolving consumer priorities for safety, convenience and affordability. “Additionally, we’re launching our own brand in 2025 – it’s an exciting milestone that reflects our commitment to innovation and growth,” says David.
Working with its suppliers to ensure its customer offering is “just right” helped John Lewis achieve its fifth consecutive year of record sales last year, up 7% on the previous year. The retailer achieved a particularly strong performance in the Travel category, which includes wheeled good and car seats. Partner and buying manager Roseanne Winthrop explains: “We are uniquely placed for a couple of reasons. One is our extensive range of John Lewis own-brand products, as well as those from customer favourites such as Bugaboo, Silver Cross and Maxi-Cosi. The second is our impartial advisory service called All Things Baby; parents
“One of the biggest we face is price competition from large online retailers and direct-to-consumer brands,” says Susannah Irving. “To tackle this issue, we work closely with suppliers, encouraging them to offer competitive pricing specifically for physical stores, provide exclusive products that aren’t available online, and offer discounted or complimentary display stock. Additionally, we highly value collaboration on in-store events and online marketing initiatives, such as cobranded content. With the right strategy of support and collaboration from our suppliers, we can work together to drive more consumers to stores, boost sales and significantly enhance the overall customer experience.”
“We’ve noticed a growing trend towards valuefor-money travel systems that still have Instaworthy appeal,” says Bumpstart Baby Shop’s Susannah Irving. “Parents are increasingly looking for products that offer excellent quality, practicality and longevity at affordable prices. Products that combine functionality with elevated aesthetics are also still popular, and we love to see our customers showcase their stylish travel systems on social media.”
“Customers are always looking for value, but we’re still seeing strong demand for premium brands, proving that parents are willing to invest in quality and functionality,” says David Winstanley of Winstanleys Pramworld. “Social media continues to play a huge role in purchasing decisions, with trends driven by influencer recommendations and peer reviews.”
John Lewis is seeing customers prioritise great-value products, as well as durability, longevity and ease of use, with Roseanne Winthrop commenting: “Sustainability and the use of more eco-friendly materials remain important as well.”
Alan Finney also believes suppliers have a part to play in helping smaller retailers compete with the big hitters, pointing out that 10% off trade price, 20% off RRP supplier deals, where both supplier and retailer take a hit, rarely work in the retailer’s favour. “At £50 trade and £100 RRP, it means £45 trade and £80 RRP – a 30% reduction for the retailer, while the supplier has only lost 10%. But unless we all come together on it, I can’t see it changing.”

Project Baby’s online survey saw parents offer their feedback on a range of subjects relating to their wheeled goods and car seat retail experiences, both positive and (occasionally) negative.

When it came to purchasing a pushchair or travel system, safety was less of an issue (25%), with other factors such as quality (18%), value for money (25%), how long a baby/child can stay in it (25%) and ease of use (6%) also mentioned. or car seat? And what governs their decision on where and what to buy? PPS teamed up with consumer magazine Project Baby to dig into the data.
Promotions were the biggest draw for online buyers, with 69% reporting being swayed by them. Multi-product bundle deals (15%), product availability (23%) and product range (15%) were also deemed attractive. Some respondents mentioned easy home delivery as being important in their decision to purchase online.
Prioritising safety
Unsurprisingly, safety was cited by 100% of parents as their chief consideration when buying a car seat. Some parents mentioned that they looked for additional safety accreditation, favouring Swedish Plus Test and ADAC-approved models.

Decisions, decisions…
Very knowledgeable about car seats and supportive of extended rear facing, as all retailers should be.
A number of factors that can affect a purchase decision have already come into play before a parent enters a shop or logs onto a website. Chief among these is familiarity with the brand, named by 56% as an influence. 31% look to friends and family, or parenting websites, for advice before purchasing. However, in-store advice can still hold sway, being cited as a major influence for 50% of respondents.
Rating the retail experience
Overall, respondents who bought goods in store were positive about their purchasing experiences, giving an average score of 7.8 out of 10 for their sales assistant’s product knowledge. One respondent pointed out that
for first time parents, a quick once-over of the key features that differentiate travel systems from each other would be useful, as a starting point on what to look out for. There is room for improvement when it comes to product demos, however, with 42% of car seat buyers reporting not being shown how to fit the model in their vehicle.

At the start of this year, Venicci launched Upline 2, a continuation of its bestselling travel system. Key upgrades include built-in height adjusters in both the carrycot and seat unit, allowing parents to adjust the position according to their height, helping to prevent back strain.
