BRAND OVERVIEW The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement agency in the United States’ Department of Justice. Our main goal is to protect our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. We partner with communities, industries, law enforcement, and public safety agencies to safeguard the public we serve through information sharing, training, research, and use of technology.

Thomas E. Brandon became Deputy Director, Head of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). As the Head of ATF, Mr. Brandon is in charge of the Bureau and responsible for the unique law enforcement agency within the U.S. Department of Justice charged with enforcing firearms and explosives laws and regulations that protect communities from violent criminals and criminal organizations.

BRAND HISTORY As a Division

As an Independent Bureau

The Bureau of Alcohol, Tobacco, Firearms and explosives (ATF), originated as the “Revenue Laboratory,” within the Treasury Department’s Bureau of Internal Revenue. They Formed with the revenuers and the Bureau of Prohibition in 1920, and was made an independent agency within the Treasury Department in 1927, was transferred to the Justice Department in 1930, and became, briefly, a division of the FBI in 1933. When the Volstead Act was repealed in December 1933, the Unit, still under the Bureau of Internal Revenue, was transferred from the Department of Justice back to the Department of the Treasury where it became the Alcohol Tax Unit, or ATU. In 1942, the additional responsibility of enforcing federal firearms laws was given to the ATU. In the early 1950s, the ATU was given the additional responsibility of enforcing federal tobacco tax laws, and their name ATU was changed to the Alcohol and Tobacco Tax Division or ATTD. In 1968 the initials ATF were instated when the Gun Control Act passed and the agency changed its name to Alcohol, Tobacco, and Firearms Division of the IRS. In 1970, legislature was written providing for close regulation of the explosives industry and designated certain arsons and bombings as federal crimes. ATF was made responsible for administering the regulatory aspects of the new law, and was given jurisdiction over criminal violations relating to the regulatory controls.

In 1972 ATF was established as a separate bureau within the Treasury Department. Federal firearms and explosives laws addressing violent crime became the primary mission of the agency, however they still collected billions of dollars in alcohol and tobacco taxes.

After the terrorist attack on September 11, 2001 President George W. Bush created the Department of Homeland Security and switched ATF from the Department of the Treasury to the Department of Justice, when their name was changed to Bureau of Alcohol, Tobacco, Firearms, and Explosives, though they still go by ATF. Upon taking on new authority, all there old taxation responsibilities were handed to the newly established Alcohol and Tobacco Tax and Trade Bureau, or TTB.

Gun Control Act of 1968

Birth of an Independent Bureau

This Legislation regulated interstate and foreign commerce in firearms, including importation, “prohibited persons”, and licensing provisions.

Under the leadership of Director Rex Davis, ATF became an independent Bureau on July 1, 1972, and reported directly to the U.S. Department of the Treasury’s Office of Enforcement, Tariff and Trade Affairs, and Operations. This reflected important changes within ATF, moving from primarily the investigation of illicit alcohol, to crimes involving firearms, explosives, and arson. Over the next decade, ATF agents applied the ingenuity, experience, and investigative techniques they had used in alcohol investigations to pursue criminals who violated Federal firearms, explosives, arson, and tobacco laws.

While the country grieves, ATF agents quickly respond to the devastating crimes. After accounting for its personnel, the New York Field Division assists with the investigative efforts at the World Trade Center. In Washington, D.C., ATF activates the Northeast and Southeast National Response Teams, and deploys Washington Field Division agents to the Pentagon crash site. Philadelphia Field Division agents respond to the United Flight 93 crash site in Shanksville, Pennsylvania.

Assassinations and Gun Control After the assassinations of President John Kennedy, Attorney General Robert Kennedy and Dr. Martin Luther King, Jr., the Gun Control Act is passed and imposes stricter licensing and regulation on the firearms industry, establishes new categories of firearms offenses, and prohibits the sale of firearms and ammunition to felons and certain other prohibited persons. It also imposes the first Federal jurisdiction over “destructive devices,” including bombs, mines, grenades and other similar devices. Congress reorganizes ATU into the Alcohol and Tobacco Tax Division (ATTD) and delegates to them the enforcement of the Gun Control Act.

Homeland Security Act This Act established the Department of Homeland Security and outlined responsibilities for fighting terrorism. As a result, ATF was transferred to the U.S. Department of Justice.

Back to the Department of Justice George W Bush signs into law the Homeland Security Act, and ATF’s finds its current resting home, again in the Department of Justice.

Partner with home security companies and other personal defense brands, such as taser or pepper spray, to assist in establishing ATF as an organization for safety.

Matthew Joseph Thaddeus Stepanek (July 17, 1990 – June 22, 2004), known as Mattie J.T. Stepanek, was an American poet (or as he wanted to be remembered as "a poet, a peacemaker, and a philosopher who played")who published seven best-selling books of poetry. In order to be compatible to other organizations, we list out the competitors who are dealing with the same issues or things that we are dealing with. We categorize them into three categories: Current Competitors, Adjacent Competitors and Aspirational Competitors.

HOW DO WE DIFFER A divide is seen amongst the public and their overall trust in our government’s true motives behind protecting and controlling its people. We intend to be proactive in our mission to improve relations with the public. Our intention behind this is to gain the peoples trust and cooperation.

Having a larger jurisdiction, and not wasting time with petty crime, Sheriffs are more trusted then police. However, they still don’t always get the cooperation needed for operations to run smoothly.

Drug Enforcement Administration (DEA)

Being a smaller, more specific organization, there cases will not often cross paths with ATF.

A very specific police force, would specifically not get the cooperation needed. Nobody trusts a badged suit.

The DEA also deals with similar criminals, specifically major violators of controlled substance laws. They also lack the thorough trust necessary to streamline resourceful investigations.

U.S. Diplomatic Security Service

United States Marshals Service (USMS)

The DSS takes a very behind-the-scene’s roll, providing a safe and secure environment for the conduct of U.S. foreign policy.

Still dealing with the same types of criminals, USMS often steps in later on during the judiciary process.

Department of Homeland Security

Federal Bureau of Investigation (FBI)

They deal with the same types of criminals, yet they mostly focus on technology and other technical details.

Although the FBI deals with a very similar spectrum of criminals as the ATF, they lack the beneficial public relations which we seek.

Criminal Division They have a record of fair justice, yet we intend to take things a step farther with our public relations.

As ATF currently stands for the Bureau of Alcohol, Tobacco and Firearms, their main goal is to protect the public from violent crime, as well as controlling the diversion of alcohol and tobacco products. There are many divisions of the government, as well as other organizations, which share similar goals of regulating violent crime and minimizing drug enterprises.

Police Departments Some police departments have somewhat healthy relations in there jurisdiction, and may be competition, but most don’t stand a chance.


02 Adjacent Competitors There are many organizations whose intentions are different, but in the same realm as ATF. Several intend to regulate and investigate crime, while others lean towards actually manipulating and controlling the people.

Special Operations Divisions (SOD)

NAA is an all-volunteer grassroots organization providing comfort, education, scholarship and other support for people impacted by gun violence.

The CIA is exactly as it sounds, operating mainly with human intelligence. As they work tightly with the president and the cabinet, this fully plays into the peoples lack of trust.

The IRS mainly operating as a tax collection and regulating agency.

SOD distributes information amongst all of these governmental agencies. They are not about informing the people, quite the opposite.

Everytown for Gun Safety

Federal Air Marshal Service (FAMS)

Coalition to Stop Gun Violence (CSGV)

Everytown for Gun Safety is an American nonprofit organization which advocates for gun control and against gun violence.

FAMS keeps our sky’s safe by detecting, deterring, and defeating hostile acts targeting the United States.

CSGV is a coalition that presses gun law reform. There intentions are to reduce gun violence and get guns out the hands of people with violent criminal backgrounds. The public is too split in these issues to get thorough cooperation.

Operates all investigations involving our army.

Violence Policy Center (VPC) VPS is similar to CSGV only their main focus is on study, research, and statistics, to better visualize what changes need to be made.

National Institute on Alcohol Abuse and Alcoholism (NIAAA) NIAAA is an institute by the people, for the people. No punishments, only treatment. They have the trust of anyone who shares a similar mission, yet their focus is narrow. / BE YOND THE PRESENT /


03 ARS is working hard to push legislature to reduce gun violence. Again, their audience is split.

SUPGV is also a community based organization which works first hand with the people to educate about and proactively reduce gun violence.

National Rifle Association of America (NRA)

Community Relations Service (CRS)

NRA tries to uphold the second amendment, and keep the flow of guns consistent. Because they often go against the government, they do have some of the audience which we are trying to acquire.

Front Point Security FrontPoint’s wireless home security systems are easy to set up and will keep your family safe with its interactive monitoring.

CRS is a service provided for people affected by prejudice in our society. They work directly with all organizations and individuals involved.

National Criminal Justice Reference Service NCJRS is less about opening a dialogue with the people, and more about providing all the information they need to teach themselves.

The Brady Campaign The Brady Campaign is taking many proactive efforts to cut gun related death in half by 2025.

ADT Security ADT provides technical security services to homeowners and small business owners. Maybe to be considered a potential partner.

Community Oriented Policing Services (COPS) COPS has done well at collaborating with people who share similar values.

SGTi SGTi is developing fingerprint retrofit kits to be installed on home defense guns.

As our current objective is to inform the people of our intentions to protect in order to gain trust and cooperation with a technological method, we have found many organizations with educational intentions. Many intend to inform the public of gun violence, alcohol abuse, and other issues at hand. While others are a proactive approach at keeping the people safe.
