Hiring audits. Employee surveys. Needs assessments. Recruitment reviews. While the names may vary, these terms all essentially speak to an essential and fundamental aspect of an organization’s sustained viability: the regular evaluation of how one’s team finds and selects top talent.
As organizations uncover strengths and weaknesses associated with this vital function, Machael Durham, president of Durham Staffing Solutions, referred to steps not limited to the creation of a recruitment audit team spanning recruiters, hiring managers and interviewers.
“Evaluate the internal recruitment process, analyze the various channels utilized to measure effectiveness, and obtain feedback from candidates to understand their experience,” Durham said.
She recommended evaluating the “metrics” quarterly to ensure an effective process.
“It is best to be open and transparent with all applicants from the start,” she added, when asked about “best practices” associated
with these quarter-on-quarter evaluations. “Ensure you are clear about the qualifications needed to be successful in the role, share the organization’s core values and mission, focus on the quality of the candidate and create a process that is inviting for all.”
Be aware of and identify “pain points,” but don’t make assumptions, Durham said.
“Ask the right open-ended questions and actively listen,” she explained. “Once you are able to identify the pain points, be open to change that will benefit all.”
Ralph Kellogg, VP of people and training and HRAM DEI/IDEAL co-chair of Lutheran Family Services, defined the ideal hiring process audit as gathering feedback from newly-hired employees, and as the HR team looking for failures within the process.
“Where and how is the organization recruiting, what are the yield rates from recruiting sources, and what process or procedures are in place that help or hinder the application and hiring experience,” he said.
“Newly hired employees provide a wealth of information about the hiring process.
“At LFS, we have three key surveys that are used during the employee’s first month of employment: the application process, the interviewing and hiring process and new hire orientation. The feedback from these surveys, as well as follow-up conversations, provide a basis for transparent discussions to occur.”
Furthermore, when one says, “We want this information. So, we can continually improve our service,” it empowers and connects. Kellogg also added that one should ask questions like, “Was the application easy to navigate? What did you find confusing?” And, most important: “What did you like about the process?”
“LFS has used feedback from these tools to overhaul the new hire onboarding process, revamp interview questions, improve hiring times and implement cross-departmental hiring opportunities, whereby an applicant may not be a fit for the job for which they applied, but they may be a fit for another open position within the organization,” he said.
These efforts are bearing fruit; LFS reported a response rate of over 90% over the past two years from new employees on the application, interviewing and orientations processes.
At minimum, Kellogg encouraged conducting such reviews twice each year.
“Ideally, the talent acquisition team should conduct this type of review as part of an ongoing process,” he noted. “If organizations fail to implement a feedback loop or take a ‘no news is good news approach,’ then the hiring process turns into a transaction-based event, rather than the foundation for an ongoing relationship.”
As to “best practices,” Kellogg emphasized the importance of clearly communicating how the position aligns with the organization’s strategic goals and success.
“Provide purpose-driven work,” he said. “Employees want to know the work they do matters and makes a difference. Do not focus only on pay and perks as a competitive advantage – people expect to be paid a competitive salary. Using pay as the only competitive advantage is outdated thinking.”
Furthermore, exhibit both flexibilities in scheduling and in supporting an inclusive and respectful environment.
“Most employees are realistic enough to know that every work environment will offer its share of challenges; however, providing an environment where mutual respect, and connection with others is valued is what I find most candidates want,” Kellogg said.
To “pain points,” he emphasized how “data tells a story.”
“Time to fill, turnover, employee survey feedback and job board feedback can tell you if issues exist with your hiring process,” Kellogg explained. “Sites like Indeed and Glassdoor can provide insights as to how applicants view the hiring process.
“If you have exceptionally high turnover based on internal benchmarks or industry data, it can be an indicator that the organization may be misaligning the person and the job. Lastly, have conversations with newly-hired employees – I found this to be the best source of unvarnished feedback.”
The candidate engagement experience can make or break an offer acceptance.

Senior Human Resources Consultant Roxy Kolev of The Olson Group emphasized how many states and cities are rapidly adopting pay transparency legislation, which prohibits asking about past compensation or requiring compensation disclosure to a candidate during the interview process.
“Experts predict that pay transparency is here to stay and will continue to spread in the future,” she said. “Employers that have locations in these states and even employers in states that have not implemented this
legislation, should be thoughtful about asking for current salary and be prepared to discuss the pay range(s) for roles they are recruiting for to avoid legal complications.”
Kolev suggested conducting needs assessments any time prior to posting a position—especially a new one.
“The needs of the organization may have changed since that position was filled last and the skills and qualifications required might be different,” she said. “Employers tend to be in a hurry to get the position posted and to get the role filled as quickly as possible, but all too often don’t stop to think

Additionally, team interviews were described as “very beneficial,” as Kolev said the hiring manager can see how the candidate’s personality fits within the team.
“And the team feels like they are part of the process of hiring someone that they will be working closely with,” she stated.
Areas for improvement may arise when pinpointing positions that take a long time to fill, or that tend to have few applicants, according to Kolev.
“In those instances, the postings need to be rewritten or reviewed,” she said. “Positions that have high turnover should be reviewed for job qualification experience needed, and skills. Ensure that candidates are given a realistic job preview (RJP). So, they are clear about the responsibilities and daily duties for the position. Candidates that are not willing to meet those responsibilities will most likely remove themselves from the hiring process, saving the company time and money in onboarding and training.”
Nicolette Villwok, director of human resources at E & A Consulting Group, Inc. also spoke to the importance of ensuring hiring practices are not only effective at getting results but are also in compliance. Specifically,
Villwok referred to exploring “job requisition generation,” as well as job postings, sourcing, screening methods, interview processes and onboarding within the confines of relevant law changes.
“Conducting an audit yearly is a best practice,” she stated. “Most can only review the hiring processes every few years, as many HR teams are small. An alternative time to evaluate processes is when there is a newly created opening.”
Be prepared to talk authentically about one’s culture and identity.
“Candidates have many choices and want to know that their contributions matter,” Villwok said. “As mentioned, publish content and materials to back that up on your website and social media.”
Common pain points within hiring, according to Villwok include response times to new candidates and a lengthy process.
“Looking at the time it takes to respond to a candidate in the process can be tricky when balancing hiring manager availability and HR team capacity,” she said. “A complex interview process can stifle interest. If you need multiple people to chime in, consider panel interviews or same-day experiences. It is critical to have staff shift priorities if seeking to fill a position, or you may lose the talent.”
Employers tend to be in a hurry to get the position posted and to get the role filled as quickly as possible, but all too often don’t stop to think about what is really needed for the best outcome.

Staying current and compliant with labor laws can be tricky to keep up with, especially for small business owners. Local employment law experts weighed in on some of the most pertinent trends coming down the pipeline affecting Omaha employers.
“Small businesses should be mindful of a recent ruling from the National Labor Relations Board regarding the enforceability of severance agreements containing confidentiality and nondisparagement clauses as well as a recent proposal by the Federal Trade Commission that would ban non-compete agreements.”

Many employers are considering a change over from finite PTO to ‘honorsystem’ or unlimited PTO. While this policy change can be freeing (no more tracking hours or paying out accrued, unused PTO on termination - sounds great, right?), it can present issues when employees have racked up significant PTO hours under the old policy. We are helping employers navigate the best way to make that cutover without accidentally violating wage and hour law. On top of that, some employers have concerns about pulling the trigger on these policies, and making sure unlimited leave isn’t abused by employees who are suddenly AWOL or jetting off to Cabo for a two-week excursion. Nine times out of 10, though, it’s the wage and hour liability, not the employee absence piece, that presents the most problems.”

The proposed rule does not generally apply to non-solicitation provisions, unless those provisions are so broad in scope that they function as a non-competition agreement. Additionally, the proposed regulation would apply to all employers in the United States, regardless of size or number of employees. It would also cover all employees, paid or not, and independent contractors. Employers should examine their current use of non-compete agreements and consider potential alternatives to safeguarding their confidential information and customer goodwill, among other legitimate business interests.”

Durham Staffing Solutions’ Durham stressed the unique nature of the current low unemployment rate, and limited applicant environment.
“Employers should be open, transparent, inviting and share success stories each step in the process,” she said. “The candidate engagement experience can make or break an offer acceptance. If the candidate believes their expertise would be valued and they would be appreciated as a team member, they most likely will be excited to join the team. It is all about consistent messaging with honest and open feedback throughout the recruitment, hiring and onboarding process.”
Kellogg of LFS said a delay in interviewing in today’s market could cost an organization a great candidate.
“This information can be found in qualitative feedback from the applicant, and it can also be found in time to fill statistics,” he said. “If HR is providing qualified candidates for consideration, but the department is struggling to fill the role, it could be due to not finding the right candidate. But, it could also be due to the manager not responding in a timely manner to the applicant in either scheduling an interview or providing an offer of employment.”
In today’s job environment, Kellogg noted, managers have to strike while the iron is hot, as candidates will no longer wait for employers to decide or follow up.
“It is an employee market and there are many options available for jobseekers,” he remarked.
He furthermore underscored the freedom in asking “how” and “why” things are done in particular ways.
“When looking at processes and procedures with curiosity and giving yourself and team members permission to think in new and creative ways to approach business challenges, you provide the opportunity to explore new ideas, create new partnerships, and move towards a new way of recruiting talent,” Kellogg summed up.
Additionally, do not forget to assess current talent who may be ready for new challenges within the organization.
“Consider recruiting from within or even a lateral move for an employee that is looking for something new,” Kolev said. “Before you have to replace an employee, consider stay interviews. Many organizations conduct exit interviews, but this is already too late. The position is now open and costs the organization time and money to fill.”
Stay interviews allow an organization to find out what is important to the existing employees and their pain points before they decide to leave the organization.
“Exit interviews are also helpful to find out why employees left the organization and how the organization can be an employer of choice,” she said.
E&A’s Villwok also emphasized looking at information that is supplied to support the posting – ensuring it is attractive and provides a positive candidate experience.
“For example, candidates have so much data they can review, like social media, career sites and your company website,” she said. “If candidates do not have a positive experience or little information in those materials, they may not apply.”

NAVIGATING THE CHANGING EMPLOYEE BENEFITS LANDSCAPE
BY DAVID KUBICEKAlthough health insurance continues to be the anchor of a good employee benefits package, employee benefits experts are seeing that additional benefits, like the ability to work remotely, as well as more flexible time off, are becoming sought after benefits.
Mike Mandolfo, president of Strategic Benefits, emphasized the importance of a competitive employee benefits package.
So, what is competitive in 2023?
That question is commonly asked during employer meetings. Most businesses will offer a traditional “core” benefit package that includes a variation of group health insurance, retirement plans, dental, vision, life insurance and disability insurance.
“The lack of some or all core benefits could be a deal breaker during the hiring process,” Mandolfo said.
Tried and True
Aside from traditional core benefits, remote work and flexible work schedules have made headlines as one of the most soughtafter employee benefits during the past three years.
Millions seeking flexible work schedules have turned to contract work during the pandemic, with employee benefits
substituted by private marketplace health insurance coverage.
With employers facing more competition than ever to retain and attract employees, a few easy tips can help improve and update an employee benefits package.
As a starter, benefits should create buy-in and alignment for your employees, according to Taylor Royal, wealth management advisor and partner with Royal Wealth Partners.
“It really speaks to the culture that you’re trying to create in the enterprise,” he said. “What I’m seeing for tried and true benefits across all enterprises is really great medical, dental and vision insurance. That is the bread and butter that people really care about and will home in on.
“Employees can cover up to 100% of the cost of those and anything that’s left over the employee can pay for with pretax dollars. That’s a pretty good benefit if an HSA [health saving account] plan or an FSA [flexible savings account] is incorporated into that.”
HSAs are typically used to pay health care expenses while FSAs can be used to pay health care or dependent care or child care expenses.
Most common are medical, life and disability, dental and vision insurance.

“Currently it’s hard to see employers getting an ROI from their health insurance because it’s so expensive,” said Howard Shandell, general partner at Midwest Benefit Advisors. “Ultimately employers have benefits for one reason: to attract and retain quality people.”
Budget is the first consideration when putting together a benefits package.
“People start with health or medical insurance,” Shandell said. “That seems to be the centerpiece of most benefit plans. From there they’re adding what we call ancillary lines of coverage — life insurance, group disability, dental, vision.”
Trending Benefits
“Health care benefits still are trending but that’s just because of inflation, which is on top of everyone’s mind,” Royal said. “I would say that what is new is more fitness perks, such as reimbursement for fitness-related expenses like a gym membership, going out for a round of golf, fitness equipment, smart watches or running shoes.
“Good maternity and paternity leave is rather new. It shows the employer’s focus on the whole family aspect dynamic, which is important.”
COVID-19 showed that employees could work effectively from home. That consideration continues today in a post-pandemic world as benefit packages often contain the option to work remotely—not only from home but from any part of the country.
“We’re seeing a rise in pet insurance,” Shandell said. “That one’s a lot more popular. “Supplemental health plans are also popular because, as deductibles and copays rise, people look to supplement that loss of protection through other means.”
Extended time off is also popular with employees.
“More employees I work with now are taking sabbatical-type leave—a couple months off to travel and see the sights they might not be able to fit into one or two weeks off,” Royal said. “Being able to be more flexible in work arrangements is more of a new trend.”

“It’s important for employers to leverage the tools, resources, and knowledge of your benefits broker by holding annual employee education meetings,” Mandolfo said. “This is the perfect way to ensure that your employees understand their benefits, and it builds better relationships.”
For example, Shandell said that while most health plans cover preventative care in full, only about 30% of the population utilize the benefit.
“I think that would be a huge, huge gain for people,” he said. “Make sure you read all the documentation thoroughly so you know what you have and what you’re paying for so when and if it comes time to use those benefits, you’ll have a better understanding of what you have to do and how to benefit from those insurances.”
Setting up benefits takes time, planning, and it costs money, so it’s not efficient or cost-effective if employees don’t know about their benefits.
“These benefits should be a testament to the culture of your business,” Royal said. “So it’s very important as an employer to be proactive in communicating benefits and programs to the
current and new employees and certainly make an effort to support them around the enrollment process, making sure they understand all of their options.
“Have the benefits in the first place, but kind of do the handholding to make sure it’s most valuable to the employee, which in turn makes it great for the employer as well.”
In a work environment, no two employees are the same. An employer might have an employee who is fresh out of college and a veteran who has been with the company for 20 years. It is important to understand from a cultural alignment what is important to employees at both ends of the spectrum.
“Keep the employees’ wellness in mind, so think not necessarily just your true basic 401(k) plans and retirement plans, but try to take more of a work/life balance approach, which is a little more New Age, extending from what COVID brought us,” Royal said.
Prospective new hires commonly share copies of their current benefit package during the negotiation process. Those copies are a valuable resource for employers to compare their benefit package with local competitors.

know who they should contact if they have questions, where they should go, or how they can find out what they need to know.
Dialogue is important, such as lunch-and-learns and setting aside time for discussion, so that employees feel empowered to be able to take advantage of their benefits. Employers should make sure that employees know what’s available to them because today’s work environment is very competitive, and sometimes the menu of options for an employer can make or break whether they will be able to attract and retain talent.
“Because now, post-COVID, you and I can choose to work for anyone around the country if not the world,” Royal said. “The competitive landscape has really changed the dynamic to maybe push a little more of the power to the employee compared to what it has been in the past. It’s all the more important for the employer to hone in on what they’re offering, why they’re offering it, and creating that buy-in and alignment from their existing workforce, hopefully to drive future growth.”
A Changing Landscape
Regulation and tax law changes are constantly impacting benefits.
On the employer side it could be regulations around the number of employees who could be covered in a specific plan or the number of plans or types of plans that need to be offered.
On the employee side there are always tax law changes concerning the contribution levels and amounts, such as what can go into a 401(k) plan or a SIMPLE retirement plan, and what can be contributed from an HSA and FSA perspective.

“So when January 1 rolls around it’s always good that you’re freshening your lens and perspective on your current benefits, on what you can do and cannot do,” Royal said. “Don’t be afraid to ask questions. Some of this is a black box. Employees should be willing to go to their HR [department].”
Mandolfo recommended checking in with employees regularly to understand what’s important to them.
“Annual employee surveys help achieve valuable feedback,” he said. “This could highlight a sought-after benefit not currently being offered, or equally highlight a current benefit that isn’t valued much.”
Legislatively, Shandell expects to see some changes on the pharmaceutical side having to do with pharmaceutical manufacturers patient assistance programs [PAPs].
“If there’s a drug that’s not covered on your health plan, depending on your financial picture, you could qualify for a manufacturers patient assistance program where the manufacturer would pay for the cost of the drug, but there are manufacturers who are trying to change that,” he said.
Most health plans cover preventative care at 100%, but only about 30% of the population utilize that benefit.

CHEER ATHLETICS AIMS TO BE AUTHORITY IN ALL-STAR CHEER
Craig and Tiffani Wolf have had a front-row seat to the sport of competitive cheer for years, following their now-teenage daughter as she practiced with her cheer team and traveled to various competitions. During that period, the husband-wife duo would gradually envision a new type of training facility with the equipment, coaching and amenities to provide cheer athletes of all ages training.
“As we grew in our knowledge about the sport, we really felt there was an opportunity to take it to another level, for not only skill development for all-star cheer but for life development and teaching leadership skills,” Craig Wolf said. “We love all-star cheer and teaching life skills more than anything. That’s the ‘why’ behind what we’ve opened.”
A New Adventure
The couple reached out to Cheer Athletics based in Plano, Texas, to inquire about bringing a franchise to Omaha. The would-be entrepreneurs chose Cheer Athletics because of the organization’s track record in championship wins.
Wolf, who’s a 30-year veteran of the corporate world, comes to the new venture from C&A Industries, which dealt in the health care staffing space with its Aureus Medical Group brand. The couple underwent a seven-month vetting process before one day the phone finally rang and their adventure was off and running.
“Our family sold [C&A Industries to Medical Solutions] in October of 2019 and in October 2020 Cheer Athletics knocked on our door and said they would love to be in Omaha,” Wolf said. “We took off from there.”
The Omaha location officially opened its 30,000-square-foot training facility in February 2021. The facility offers four full-spring floors, a 60-foot tumble track, two dead floors, a full pro shop and an expansive lobby from which parents can watch their athletes train.
Cheer Athletics takes its place among several other clubs in Lincoln and Omaha, Wolf said, but stands out due to its affiliation with the technical expertise and resources of the Cheer Athletics brand.
“We have resources through Cheer Athletics that makes us stronger as an organization,” Wolf said. “Having that backbone of the entire
Cheer Athletics organization helps us give our athletes even more skill sets as we run camps throughout the year bringing in national coaches and having the founders come in to make sure we’re on the right track.”
Growing Sport
If you think cheerleading still plays second fiddle to other organized sports by providing entertainment on the sidelines alone, think again. Statistica reports about 3.5 million athletes cheer nationwide every year and of these, millions participate in competitive cheer, making it by some estimates a $2 billion industry.
The competitive brand of cheerleading features teams from little tykes through collegiate athletes on scholarship performing routines that blend choreography with gymnastics. Competitive cheer is booming all over the country, still heavily dominated by female athletes, and includes athletes over a range of ages.

“Safety is the No. 1 priority; our staff is very well-trained in safe sport training on how to handle athletes and we have cameras all over the building. That lets athletes focus on having fun and learning the skill set,” he said.

Response thus far has been strong and the organization has already auditioned and fielded all-star competitive squads, with more to come in the future. In addition to providing practice space for its competitive teams, the facility is also the site of various cheer classes, open gym and private lessons.
“Athletes come to us in all forms,” Wolf said. “We have all-star cheer, which are the actual teams that the athletes participate on. There’s also classes; maybe an athlete isn’t on a team, but they like to come to our classes and learn a skill.”

All told, Cheer Athletics employs 23, including 17 coaches, and currently serves about 165 athletes. The company is quickly becoming known throughout the state for the quality of its training amenities.
“We have had the amazing opportunity to be a home for all types of cheerleading here in Omaha and throughout surrounding communities,” said Christa Gilson, development director. “We rent out our space and are known for providing a safe facility with top-ofthe-line floors.
“Right before state cheerleading here in Nebraska, we had teams from all over our state and Iowa coming over to use our facility. For us, that’s super exciting because we’re here to make sure we can help the sport grow in our area as much as possible.”

Every year, advocacy and public policy plays a major role in the placemaking efforts of the Greater Omaha Chamber of Commerce. And this past year was no exception!
In 2022, Omaha, along with so many other cities and states, was the recipient of unprecedented funding from the American Recovery Plan Act. Thankfully, the Chamber had a seat at the table to not only identify some of Omaha’s biggest challenges, but also help shape how those critical funds were invested.
So, we focused heavily on two priorities: our local workforce and underserved communities. In the end, our diligence and hard work paid off because the Nebraska Unicameral voted to direct funds towards internships and economic development in important areas of Omaha.
Fast forward to today.
With a sound strategic plan in place and necessary policy initiatives to support economic growth, we’re proud to announce that Omaha is poised to pursue some very lofty goals. How lofty you ask? Over the next two decades our mission is to add 30,000 new residents to our great city along with 30,000 new jobs. Yes, it’s ambitious. Yes, it’s challenging. And yes, it will require a sustained momentum and focus from our city’s policy makers. But your Omaha Chamber has rolled up its proverbial sleeves and is ready to get to work. In the end, our mission is to turn our region into one of the most inspirational communities in the country.

The Greater Omaha Chamber focuses on growing business. One significant way is by offering educational sessions. Whether it’s sales, marketing, operational, financial or other day-to-day issues, there are events to help grow your business.
There were 70 Chamber events during the first quarter of 2023 that provided opportunities to connect and grow. An investment of time to learn and connect with others can pay big dividends.
During this next quarter there are single sessions on topics such as small business lending options or unique hiring and retention tools; to more in-depth workshops on
income tax rates over five years, expanded income tax credits offered to property taxpayers, and phased out income taxes on Social Security benefits. Under this proposal, by 2027 Nebraska’s top personal income tax rate will be reduced from 6.84% to 5.84% and the top corporate income tax rate will be reduced from 7.5% to 5.84%.

This proposal will massively scale up Nebraska’s successful internship, apprenticeship, and workforce training programs using American Rescue Plan Act (ARPA) funds. Additionally, it will spur re-entry and reskilling opportunities for existing talent and help students secure Nebraska careers.

This proposal awarded grants to the North Omaha-based Omaha Economic Development Corp. and to an affiliate of the Greater Omaha Chamber to create plans for a $60 million business park development in North Omaha. The proposed business park stands to be a major employment center that could attract manufacturers, warehouses, and distributors alike.

This proposal earmarked $30 million to be used to enhance the infrastructure and amenities of Offutt Air Force Base in Bellevue. This measure demonstrates a continued commitment from the city to help the Air Force base grow over the next few years. More importantly, this commitment could play an important role in encouraging Air Force personnel to stay in Nebraska, which could lead to a $75 million economic impact on the state.
