Summer in Mississauga

As we step into the vibrant days of summer, the Mississauga Board of Trade is excited to share our reflections on the past quarter and our plans for the coming months. This season not only brings warmth and sunshine but also an array of opportunities for our business community to thrive and innovate especially given the start to cuts in interest rates.

The spring months were marked by significant milestones and achievements for MBOT. We hosted several successful events that fostered collaboration and networking among our members. Our annual Economic Outlook event provided valuable insights into market trends and economic forecasts, helping businesses to strategize effectively. Additionally, our monthly networking mixers continued to be a popular platform for members to connect, exchange ideas, and forge new partnerships.

In May, I had the pleasure of attending the Ontario Chamber of Commerce Annual General Meeting in Timmins, Ontario. I am happy to share that MBOT was awarded the Outstanding Advocacy Campaign Award. It is an honour to be recognized amongst the best Chambers in Ontario for our advocacyone of the pillars of operation.

We hosted the annual Business Awards of Excellence and received over 100 nominations in 11 categories. The event was a great success and the stories of all the nominees were inspirational. Congratulations again to all nominees and respected winners!

The Hon. Victor Fedeli, Minister of Economic Development, Job Creation and Trade, joined our membership for an insightful discussion on recent investments and growth of Ontario’s life sciences sector, advanced manufacturing industry, and automotive supply chain.

On May 29th, Mississauga Board of Trade, in partnership with Sheridan College, United Way Greater Toronto, and Metamorphosis Network, hosted a Mayoral Candidates Debate. We congratulate Mayor Carolyn Parrish on winning the election. MBOT looks forward to continued collaboration and contributing to Mississauga’s success.

A Collaborative Vision

FOR SUSTAINABLE PROSPERITY IN MISSISSAUGA

As Mississauga welcomes its 5th Mayor since incorporation, the Mississauga Board of Trade (MBOT) eagerly anticipates a productive collaboration with Mayor Parrish and all Council members, including newly elected Councillor Natalie Hart in Ward 5. Our goal is to ensure that the City continues to support businesses of all sizes, maintain a competitive tax rate, and position our local economy as the premier destination for new business investment, particularly in high-growth sectors such as life sciences, emerging technologies, transportation and logistics, and advanced manufacturing.

Recently, MBOT hosted its annual Business Awards of Excellence, celebrating the inspiring stories of the award recipients featured in this issue of CONNECT. While their success is a testament to innovation, determination, and remarkable teamwork, it also underscores the importance of a modern and efficient business ecosystem in today’s globally competitive environment.

Let’s look at some of the key factors that will impact Mississauga’s future prosperity:

TAXATION

Maintaining a competitive property tax rate is crucial for attracting new residents and businesses. The most recent municipal budget approved by Council included a modest 2.3% increase in the property tax rate, while the Region of Peel approved a more significant 4.5% increase. To address this, finding additional operational efficiencies and presenting a united front of municipal leaders from Peel Region will be vital in advocating for a “New Deal for Peel” from the Province.

HOUSING

Housing is a defining issue of our time. We need more housing of all types to support residents, workers, and newcomers. Mayor Parrish has already signaled her commitment to working closely with developers and City staff to improve permitting and development processes, which is a positive early indicator. Additionally, fostering a collaborative relationship with provincial and federal governments will be critical.

INFRASTRUCTURE

With additional housing comes the need for new and renewed infrastructure. From roads and bridges to transit, emergency services, and wastewater systems, the infrastructure needs are extensive. The potential transition of regional services such as regional roads, land use planning, waste management, and water/wastewater could bring additional efficiencies.

CRIME

Crime prevention and policing remain top priorities for municipal leaders in Peel Region, especially with the sharp rise in auto thefts. Addressing these concerns is increasingly important for both residents and the business community 

Local Government

On June 10, the people of Mississauga elected Carolyn Parrish as our new mayor. MBOT congratulates Mayor Parrish, on her victory. We look forward to working with her in the years to come as we position Mississauga for future success.

Over the last 50 years, Mississauga has achieved many successes, including becoming one of Canada’s top economic and job centres. Additionally, Mississauga is the largest local economy in Ontario after Toronto. We would not be here were it not for the many Mississaugabased industries and the leadership at City Hall that make Mississauga’s economy so prosperous and successful.

This year – 2024 – is the 50th anniversary of the City of Mississauga. It is in this context that MBOT hopes to encourage debate about where our local economy goes over the next 50 years.

ADVOCACY IN ACTION

PROVINCIAL

INCREASED VOICE FOR MISSISSAUGA IN FORD CABINET

On June 6, Premier Ford shuffled his cabinet amid discussion about a possible early provincial election. As a result of the changes, Mississauga sees increased representation in the cabinet. In addition to Hon. Nina Tangri, the long-standing Associate Minister of Small Business, Natalia KusendovaBashta will also be a voice for Mississauga in the cabinet. Minister Kusendova-Bashta, MPP for Mississauga Centre, is now Minister of Long-Term Care. MBOT looks forward to discussing issues of importance to both the Mississauga business community and the long-term care sector with the new minister.

RED TAPE REDUCTION

The Ford Government is conducting ongoing consultations with Ontario’s business community regarding red tape reduction. Specific requests were made to Ontario chamber members and business leaders to provide suggestions for red tape reduction. If you have any suggestions or ideas for reducing red tape on business in Ontario, please feel free to contact Brett McDermott, Director of Government and Stakeholder Relations at MBOT, at bmcdermott@mbot.com.

FEDERAL

FEDERAL BUDGET

The spring federal budget focused less on fiscal restraint and more on spending to address challenges in a variety of areas. In total, the budget is $537.6 billion with a deficit of $39.8 billion. Debt as a percentage of GDP is 41.9% with a plan to reduce this to 39% by 2030.

Large spending items in the budget include:

• Old Age Security ($80.6 billion);

• Health care transfers to the provinces ($52 billion);

• Defence ($33 billion); and,

• Public debt charges ($54.1 billion)

CAPITAL GAINS TAX INCREASE

One point of contention in the budget is the proposed capital gains tax increase. The government proposed increasing the inclusion rate to 67%. This has been criticized by many, including the Canadian Chamber of Commerce. In a time when the Canadian economy’s low productivity has been described as an “emergency,” increasing the capital gains tax will not increase productivity. Additionally, the stated purpose for increasing the tax is to finance health care. In the context of health care, the opposite may occur: an increased capital gains tax may reduce access to health care.

JOB DESCRIPTIONS

In today’s competitive business landscape, strategic recruitment practices are a cornerstone for organizational success. The importance of strategic recruitment planning, particularly in crafting compelling and detailed job descriptions. By creating clear and engaging job descriptions, companies can attract top talent while minimizing the risk of wasting time and resources on unsuitable candidates.

COMPONENTS OF THE JOB DESCRIPTION:

A job description is a written document outlining the tasks, responsibilities, and expected methods for performing a job, as well as the reasons behind any necessary job procedures.

• Position Title and Overview: Clearly define the job title along with pertinent details such as the department, location, reporting structure, and creation/update date of the job description.

• Job Purpose and Objectives: Provide a concise statement outlining the primary purpose and objectives of the job, aiding potential applicants in assessing their suitability for the role.

• Company Overview: Provide an introduction of the company, highlighting its unique aspects and values to give potential candidates a comprehensive understanding of the organization.

• Key Responsibilities: List the major duties associated with the position, prioritizing them from most to least important. Additionally, specify any necessary tools, equipment, or work aids required to fulfill these duties effectively.

• Required Qualifications: Detail the essential qualifications, encompassing skills, education, experience, certifications, and licenses necessary for the role.

• Work Environment and Conditions: Offer insights into the work environment, including potential hazards, cultural aspects, and physical or mental demands.

HOW TO WRITE A GOOD JOB DESCRIPTION?

The cornerstone of writing an effective job description is conducting a comprehensive job analysis to identify job tasks and responsibilities, as well as the knowledge, skills, and abilities required to perform them.

It is also important to use unbiased language to maintain fairness and neutrality. An organization’s recruitment plan needs to comply with Canadian legislation, the most important of which include human rights and employment or pay equity. When writing the job description, avoid gender-specific language.

Finally, the format and layout of the job description is critical. A well-structured job description is easier to read and understand, ensuring that candidates clearly understand the responsibilities and requirements of the role. In addition, a visually appealing format can grab and hold the attention of potential candidates. It encourages them to engage with the job description and consider applying for the role. 

What is Flagpoling?

Flagpoling refers to the process in which a foreign national in Canada departs Canada for the US with the sole purpose of re-entering Canada to present an application for temporary status (work permits, usually) to the Canada Border Services Agency for processing. Flagpoling is usually looked at as a strategy to avoid very lengthy processing for extensions of status inside Canada with IRCC.

But! Flagpoling is challenging - CBSA has limited times when they will accept ‘flagpole’ applications (SW Ontario has been limiting access to the ports for this purpose for many years).

There are also U.S. immigration implications as a person needs to be able to legally enter the U.S. (and the U.S. CBP has let them in!).

Canada Border Services Agency – Possible Strike Action - What happens when people and goods can’t cross the border in a predictable and efficient way?

One thing is that the country realizes the unmistakable importance of reliable travel and transportation. Canada runs on trade and the reliable movement of people and goods. What then of flagpoling and so many other critical processing done by CBSA? Keep an eye on this storywhat happens at the border impacts everyone.

Canada to implement new off-campus work regulations for international students

On April 29, 2024, Minister Marc Miller announced the end of the temporary policy allowing students to work over 20 hours per week off campus, effective April 30, 2024. Starting this fall, students’ off-campus work hours will be limited to 24 per week, aiming to prioritize studies while offering flexibility for employment.

C LARITY IN IMMIGRATION

During academic breaks, students can work unlimited hours. The decision considers students’ needs and international policies, aiming to mitigate adverse academic effects from excessive work. Additionally, Canada is developing the Recognized Institutions Framework for post-secondary institutions with the goal of maintaining high standards for international student support.

Does Canada have a functioning foreign caregiver program?

My answer to clients in recent years has been ‘no.’ Since the end of the Live-in-Caregiver Program in 2019, Canadian families, most notably the ‘sandwich generation’ with elderly parents and young children needing care, have faced constant flux related to access to foreign caregivers. Numerous pilot programs have been introduced, then rescinded, then revived, leaving both families and caregivers (with their own families) to bear the burden of finding interim care for their loved ones (Canadian families) or lengthy processing times and uncertainty around status in Canada (caregivers).

The government’s newest plan is to grant Permanent Resident status to 15,000 foreign caregivers on arrival in Canada (details still pending).There’s no doubt that a foreign caregiver program is among the more complex immigration streams to run and manage. And let’s face it, employers’

needs change: elderly parents get old and die, or their care needs exceed what can be done with in-home care; young children also get older and go to school. The natural course of a caregiver’s career is likely to involve employment with multiple families.

Will this new version of the foreign caregiver program solve the problems that have burdened the foreign caregiver system in this country for so long?

USCIS Updates Guidance for Family-Based Immigrant Visas

On May 22, 2024, USCIS updated its guidance on familybased immigrant visa petitions. The update to the USCIS Policy Manual includes explanations for how USCIS handles correcting approval notice errors, requests for consular processing or adjustment of status and routing procedures for approved I-130 petitions.

A notable update for petitioners and beneficiaries of the family-based immigrant visa applications to be aware of is that if there is no clear indication of whether the beneficiary wants consular processing or adjustment of status, USCIS will use its discretion whether to send the approved petition to the National Visa Centre (for consular processing) or to keep the adjustment of status for processing with USCIS. 

Many of our diploma, degree and post-graduate programs work with businesses each semester to help resolve a real-world problem.

For example, Sheridan’s Advertising Account Management and Project Management students regularly devote their capstone projects to providing companies with fresh ideas to improve their sales funnel, website, market visibility and more. Past clients have included Canadian Tire, McDonalds and Premier Paint, but students in these programs are also eager to put their skills into practice with smaller businesses, entrepreneurs and nonprofit organizations.

In fact, Mississauga-based charity iPOTS (Improving Postural Orthostatic Tachycardia Syndrome) has benefited from multiple partnerships with our programs. Most recently, PSB students explored the feasibility of using podcasts to increase iPOTs’ visibility, providing the charity with market analysis, potential podcast topics and guests, a list of software and hardware requirements, and more.

You can access the entrepreneurial ecosystem in the west Greater Toronto and Hamilton Area, get advice from industry experts, and meet a curated community of entrepreneurs, academics and purpose leaders. There’s also programs, workshops and events tailored to any stage of your company’s development and any level of business experience.

In addition to supporting local entrepreneurs and small business owners, EDGE triages partnership requests to appropriate programs across PSB — connecting you with students who can support your needs through applied learning projects.

Upskilling and reskilling

Teaching new approaches and strategies is yet another way PSB can support your business needs and spark innovation.

Our programs are built to accommodate the busy lives of working professionals, offering part-time studies and flexible delivery options. Most of our postgraduate certificates can be completed in just one year, helping you apply business thinking to your existing area of expertise. You may also be able to upgrade a previous diploma or advanced diploma to a degree through our Sheridan Online program.

After opening with a sensational premiere run in Montreal, selling over 280,000 tickets, it is Toronto’s turns to enjoy all the magic the new Cirque du Soleil show has to offer – and all of which through its signature VIP experience.
