Industry Workshop On 5th July 2018, Fields of View, Okapi, and CUBE – IIT Madras, with support of the Madras Chamber of Commerce and Industry, conducted a workshop with industry representatives in connection with the ongoing project “A Platform for Integrated Water Governance in Metropolitan Chennai: Developing Future Scenarios and Strategies through Participatory Simulations”. Refer Appendix 1
& 2 for more details about the project and the workshop.

Each group contained an assortment of people representing different companies to maintain diversity. The workshop was divided into five

sessions with group members working together through each session. First, each group was invited to identify critical issues related to waste, water and land use management. Then, they were asked to select a single issue and map out relevant actors (formal and informal) related to the issue. At this juncture the time of selecting the issue or problem statement was recorded to identify if/how the problem changes at a later stage of the workshop. Following the identification of actors, groups had to pick an actor who was, from their perspective, vital to the selected problem and discuss resources and constraints of the actor in relation to the problem. At this stage groups were asked to present their problem statement from the point of view of the actor while noting the time of the task. The

penultimate session involved thinking about and recording potential action points regarding the selected problem, specific to people, data and technology from the chosen actor’s perspective and

what these could potentially translate to in the future. The last session involved a similar activity,

although from the perspective of group members as industry representatives. In this session participants reflected on what they should/could do to address the problem.
Workshop Summary Group 1 Group 1 comprised of representatives from WABCO, VA Tech, SB Consultants, Tata Consultancy Services (TCS), Netherlands Embassy and Bank of New York Mellon. This group identified around 25 issues in their first task ranging from an integrated Master Plan to lack of source segregation and saline water intrusion. They chose to focus on the lack of a holistic/ integrated water management system. For this problem, several actors were mapped out. The formal actors – both individual and group actors – identified included, elected representatives or MLAs, Mayor, Principal Secretary of Municipal Administration Department and the Chennai Corporation Commissioner. Similarly, informal actors

Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) was identified as a principal actor for the problem. The group then detailed myriad resources of and constraints faced by CMWSSB in the integrated management of water. Resources were further broken down in to tangible and intangible resources and included assets such as land, funding, infrastructure and technology, publicprivate-partnership knowledge, education/awareness and political will. Constraints identified were lack of competent human resources, lack of funds, insufficient water sources, limited land, climate change and lack of integration. More constraints were recorded than resources. In terms of potential ways to improve ‘people’ related challenges, the group highlighted the importance of government leadership and inclusion of public participation in decision making. In terms of how industry can help with people, data and technology constraints, the group stressed on providing technically qualified personnel, supporting NGOs, conducting relevant workshops, provision of water data to the government, ensuring zero discharge technology and helping in 100% water recycling. Group 2 contained representatives from TCS, L&T, Grundfos and IWMA. Like Group 1, this group identified similar problems relating to poor land use development, water contamination and ground

water depletion. The group then chose solid and liquid waste management as their problem

statement and identified predominantly formal, individual and group actors critical to solid waste management such as government, NGOs, households, packaging industry, recyclers, milk industry and waste disposal agencies (figure 2). Figure 2: Actor mapping by group 2

At the next stage, the group selected Greater Chennai Corporation as their key actor and focused on ‘fund management’ as the primary problem, modifying their initial problem statement. Resources identified included leveraging existing relationship with the public, capital and human resources, polices and frameworks while constraints faced were categorised into human resource constraints such as lack of professional expertise, political interference, capacity, implementation constraints and equipment or technological constraints. According to the group, from the perspective of the GCC, improvements that could be made to personnel to address the problem of fund management by the GCC are, changing the mind set and sense of civic responsibility while data enhancement related

suggestions included the need of recording accurate data from recycling units and collection centres, gathering data on actual waste generated and benchmarking this data as a good practice. While,

technological developments that could be made include up-gradation, efficient utilisation of existing

technology and introducing digital technology for monitoring purposes. Given all these improvements, the Group envisages that in future, there will be stricter regulation on waste with incentives, promotion of eco-products, a plastic free city, availability of quality ground water and so on. On the other hand, from the industry viewpoint, employee volunteering, skill development programmes, awareness creation through CSR are some ‘people’ related interventions the group suggested. Data interventions included applications for data collection, real time environment monitoring while technology suggestions were transfer of STP’s waste management technology to communities and supporting incubation. No future visions were discussed. Group 3 This group comprised of representatives from Cognizant Technology Solutions (CTS), Tamil Nadu Water (TWIC), Grundfos Bank (FoV), of NewCentre York Mellon. The chosen actor was Greater Chennai Corporation and the problem statement was modified to – development of policies of policy makers and elected members of Government lacks futuristic approach. Constraints such as administrative issues, improper fund management, lack of coordination within departments, indefinite postponement of local body elections led to the identification of what modifications GCC could make specific to people, data and technology and how the future might unfold. The modifications suggested by the group comprised of technical skill development of Corporation employees, participation of industrial associations in government planning committees and outsourcing data management to companies so that future scenarios could be a digitised

However, thethe perspective of Madras industry Chamber on these specific modifications Industry and future scenarios varied considerably from what the group thought GCC could do. The group 7/27/2018 suggested having well-defined criteria for elected local representatives, hand-picking persons who

have worked in industry for policy making, digitising town planning, introducing a mechanised solid waste management system and pressurised drainage system. Future scenarios were wide ranging and included industry representation in local bodies, town planning by world class experts and a 30% green belt in Chennai. The objective of this workshop with representatives of industry, was to identify and understand from their perspective, critical/ priority areas, that industries and the Corporates viewed as requiring attention/ intervention. The information collected at this workshop will be useful in validating the ongoing scenario development exercise for the above-mentioned project.

Appendix 1: Workshop Brief and Agenda
What are the macro-level and micro-level challenges regarding Chennai’s water, land, and waste management? What strategies can be adopted for more integrated interventions? A workshop with industry experts to map on-the-ground challenges related to waste, water, and land-use; and identify potential strategies for integrated interventions. Chennai’s growing concerns over issues related to water, such as drinking water scarcity, water quality, floods, are well known. But we cannot look at these water-related issues in isolation. We need to consider other issues such as how Chennai’s land-use patterns are changing and how waste is being managed. If we have to look at how water-related issues are affected by, and affect land-use and waste management, how can we develop a process of planning that is more integrated? How can the knowledge and action of multiple public, private, and civic agencies be brought together to address these issues so that Chennai develops as a sustainable city? With your help, we aim to identify key challenges related to Chennai’s waste, water, and land-use, and potential strategies to address these issues. Following which, in the second session, you will identify key challenges at the micro-level. In the third and fourth session, you will engage in some hands-on group activities in order to map different actors involved with the problem. This will be followed by a session where you will map potential future scenarios. The final session will involve taking a deeper look at the options for integrated interventions in the future. We hope that the workshop will be fun, immersive, and insightful for all involved, and together we can chart a sustainable and resilient future for our city.

HR Conference with the theme – Futuristic HR The Madras Chamber and National HRD Network (NHRD) Chennai Chapter jointly organized aone day HR Conference with the theme “FUTURISTIC HR “on Friday, 13th July 2018 at Hotel Raintree, Anna Salai, Chennai-600035. In order to succeed, grow and endure in today’s dynamic business environment, all organizations need to adapt themselves to thechanging and competitive surroundings. The concerns of organizations are principally related with reliance on global businesses, technological and huge competition that characterizes the environment in which businesses are compelled to operate. Therefore, there is a need for Human Resource teams to contribute at higher strategic levels for the business’ challenges and performance. HR,therefore, must be seen as a credible, knowledgeable, influential partner, not only in core HR domains, but also in all areas of business. This was the crux based on which the Conference was organized.

In the session on “How to remain relevant in the midst of disruptive change: Young HR Perspective,” Ms .Punitha Anthony, Sr. Manager-HR, CSS Corp. and Mr .Lakshmanan Swaminathan, Manager-Talent Acquisition, Williams Lea Tag made a presentation followed by address from Mr.N.Manoj Kumar, Manager-HR, Rane NSK Steering Systems and Mr.Umanath Kumar, Divisional Manager-HR, Daimler India Ltd. Hon’ble Minister K.Pandiarajan, Minister for in Tamil Culture and Tamil language wasFuture the Chief A Platform forMr. Integrated Water Governance Metropolitan ChennaiDeveloping Guest for the valedictory session. He addressed the participants and distributed the certificates Scenarios and Strategies through Participatory Simulations to the participants of the HR Certificate Course conducted by the Chamber in the month of May and June 2018 and honored the HR Committee Members of the Chamber. In his address, he stated the disruptions bring in new opportunities. He added that those who consciously see social processes as disruptions,believe in a certain business model and pursues thevision that emerges successful when the social technological political processes play in his favour,. It is not only technological advancements which destruct the existing eco system that impact the HR,but also the policy level changes including geo politics that are currently happening that can reshape the HR functions, he pointed out. The Governments both at the Centre and at the State level are working to simplify the laws and ensure ease of doing business and these factors will help people to create more enterprises using the opportunities created by the different changes happening around us. HR architecture should include many aspects like culture, language, gender, migration etc to be holistic. He said that changes and disruptions have always been happening, but what has really changed is the speed and velocity with which these revolutions or disruptions are happening now. CSR jury meeting The Madras Chamber formed a CSR Committee in 2015. The Chamber with the committee’s support, organized a series of Conferences, Certificate Courses (for Corporate and NGOs) and round tables that provided a platform for Corporate and NGOs to build long term partnerships. The Chamber also came out with its own CSR policy in 2017. The Committee in 2018, instituted the MCCI CSR Awards during its Conference on “Synergy for Maximizing Impact”to strengthen and add value to the endeavors of the Chamber on CSR. The MCCI CSR Awards was instituted to recognize the social impact created by the innovative CSR practices in Tamil Nadu. The purpose of the award was to encourage companies, CSR Foundations, NGOs and other implementing agencies to deliver projects that have a strong social impact. The main objective of this award was to recognize CSR projects that are implemented collaboratively by Corporate and NGOs for larger social good, in the years

A Platform Integrated Water Governance Metropolitan Chennai- Developing Future between 2016for and 2018. These projects shouldinhave been implemented with accountability, transparency, and measurable impact on the society.Participatory Further projects should also be replicable Scenarios and Strategies through Simulations and scalable. Two Projects would be selected as a Winner and Runner up. The Corporate and NGOs who worked jointly on this project would be honored with a citation each and a cash prize would be given to NGO to motivate them to continue their endeavors
The Chamber received around 40 applications from the NGOs/Corporate. To have an unbiased short listing of applications, the Chamber had engaged the services, of the Madras School of Social Work.(MSSW) The projects were scrutinized based on a very thoughtful criteria that gave special weightage to the synergy between Corporate and NGO and the social impact. The Final list of 6 projects were identified after the rigorous selection process and after physically visiting the project site and having direct interactions with the beneficiaries by a team of experts from the MSSW and the CSR committee of the Chamber. Two best projects –a Winner and Runner would be selected and awarded the MCCI CSR Awards from the 6 shortlisted. A team of 6 jury members, namely Ms.Marie Banu, Director, Centre for Social Initiative and Management, Prof Prabhir Vishnu Poruthiyil, Assistant Professor, Economics and Public Policy (Business Ethics),Indian Institute of Management Tiruchirappalli (IIMT), Mr. V.K. Jeyakodi IAS.,

Exclusive Training Program for Michelin India Private Ltd. The Madras Chamber, at the request of Michelin India Private Ltd., organized a two day training program exclusively for its employees on EXIM, GST and e-way Bill. The first day session on EXIM procedures were handled by Mr. J. Krishnan, GC Member and Partner, S.NatesaIyer& Co and it was attended by 7 persons. The second day session on GST and e way bill were handled by Mr.R.Srivatsan, Superintendent, NACIN and Mr.Venugopalan Nair IRS, Asst. Director, NACIN. attended by 13 persons. Seminar on “GST @1- Journey so far and the Road Ahead” The historical Tax reform GST had successfully completed its first year. The Chamber had been actively involved before and after the GST implementation in the country and hence thought it fit to organize a one day Seminar “GST@1-Journey so far and the Road Ahead The objective of the Seminar was to understand the journey of GST since its implementation in July 2017, updations and modifications in the last one year, the various changes in the GST law during this period, the revenue objectives met by the Governments, ground level issues faced and the issues resolved, technological challenges etc. The Seminar wasalso a useful platform to interact with experts and to understand the future journey of GST. Mr. Ramkumar Ramamoorthy, GC Member welcomed the Special Guests and the Participants. In his address he briefed how India has come a long way from a complicated taxation system, how these transformations cannot be cake walks and that weshould congratulate ourselves for all the achievements. He added that the teething problems stillChennaiexist and businesses are still A Platform for Integrated Water Governance in Metropolitan Developing Future trying to cope up with the “new normals. Mr. K. Vaitheeswaran, Chairman, GST Committee made a presentation on the topic–One year Journey of GST – An Overview. He elaborated on the Pre GST journey – milestones followed by the new concepts in GST, the role of the GST Council. He further detailed on the Exports – pre and post GST and Advance Rulings. He concluded with GST – a way forward with the changes that are expected to make it a simple law, simple administration and maximum compliance. Mr.C.P.Rao IRS, Principal Chief Commissioner for GST & Central Excise, Chennai, in the special address session stated that the Government has played a pivotal role in making one year of GST a success. He explained that the public outreach has been enormous with 260 sevaKendras operating in various districts, with 60000 officers trained in the Government and more than 2000 outreach programs held and 34000 queries answered. He reiterated that a lot of effort has been put by the Government to ensure the success of GST. He added the main objective of introducing GST which is to expand the tax base has been achieved. More than 3.7 lakh new assessee have been added and this has definitely increased the revenue of the State. Dr.TV Somanathan IAS, Additional Chief Secretary & Commissioner for Commercial Taxes, Govt. of Tamil Nadu appreciated the collaboration between the Centre and State in implementing the tax of this nature. He stated that the extreme cooperation received from both the Centre and State Officials have made this year seamless. He added that the experience of implementing GST for the past one year has been good economically. The shortfall in revenue which has to be interpreted as the difference between the promised and achieved is only 3% and that itself is an achievement, he mused. Further, the compensation from the Central to the State has been smooth. His address centered on the economic rationale of introducing GST as Mr.Rao touched upon the administrative aspects. He elaborated on the various benefits of GST by citing a few practices that existed suchas different rates for different states which were a maze, dealing with 2 bureaucracies if you were a trader, check posts which caused havoc for the logistics sector, disputes which were numerous and how it has all changed after GST.

The Seminar was attended by 70+participants.
