DIRECTOR WHILE SERVING AS AN ACTIVE DUTY MARINE,

there was no bigger critic of MCCS than yours truly. I was particularly critical of those MCCS business activities involving retail, services, food and beverage, and entertainment. In my eyes, customer service was poor, products and services were too expensive, and MCCS was not listening to the needs of its patrons. Today, as a retired Marine and now your MCCS Director, I have seen behind the MCCS curtain and better understand the issues and challenges MCCS encounters in delivering quality goods and services. Unfortunately, there is some validity to the criticism that MCCS does not have the level of transparency it should and that MCCS also needs to devote more attention to listening to those we are privileged to serve. At Marine Corps Air Station, Iwakuni, Japan, we are hoping to change that.

THE MISSION FOR MCCS IWAKUNI is to enhance our community’s quality of life by providing exceptional programs, goods, and services. While many of our programs are supported wholly or partially by appropriated (taxpayer) funds, the vast majority of our operations are supported by the revenues generated through sales aboard the installation. In addition to paying salaries and cost of goods, these same funds pay for a lot of the activities that can’t generate income by themselves. For instance, if we do not generate sufficient revenue through our business operations, this can potentially impact the availability of many of our recreational programs or even the hours of operation for many MCCS facilities. In the case of Category C or business activities such as our MCX, Marine Marts, food court, and Sakura Theater, they receive no appropriated fund support and rely solely on NAF or locally generated monies. According to Marine Corps regulations, a revenue-based activity must at least break even (pay for its costs) on an annual basis. Consequently, if the business cannot at least sustain itself, then the general rule is that we should close it down.

AS A DISCLAIMER, many of the policies, direction, and guidelines we are bound to

are established well beyond our local control. This includes everything from decisions on what types of products are carry on our shelves for sale to the cost of alcoholic beverages in our clubs.

TAKING THE ABOVE REALITIES INTO CONSIDERATION, the optimal

solution is to identify and invest in programs or activities that can at least financially sustain themselves while providing the community something it wants. That is where we need your help.

In the past few months, MCCS has formed and employed focus groups with the intent of gathering information from our customer’s perspective about new ideas, products, and services. This edition of Preview Magazine is focused on what we uncovered during this information gathering process.

HOW WE OPERATE Any additional income MCCS receives goes into facility improvement projects, program development, and special events such as the Summer Music Festival, comedy shows, and concerts.

MCCS offers 60+ activities featuring 100+ programs including athletics, behavior health, and retail venues.

For August, NAF vacancy rate was 49%. There were 14 new positions posted, and 150 positions being processed.

HOW DOES MCCS IDENTIFY AREAS OF IMPROVEMENT? Since May 2017, MCCS has hosted several focus groups to find out what is important to our customers. These small interactive groups, comprised of mixed demographics, were assembled to promote free discussion about MCCS programs, activities, and services. Focus group members discussed and brainstormed new ideas, family-friendly concepts, and recommendations for improvements at Club Iwakuni, the Hangar Enlisted Club, Single Marine Program, Strike Zone Bowling Center, Crossroads Food Court, Marine Corps Exchange, Marine Marts and MCCS services. Additionally, the feedback and data collected from each focus group, in concert with other market studies and individual interviews, allowed MCCS to capture valuable qualitative research and details.

Latest Changes When Club Iwakuni was built in 1999, it was originally separated by ranks but was later consolidated into all-hands dining. Club Iwakuni has had several decor changes since it was built; the last renovation consisted of replacing carpets in the Ballroom and Talbot’s approximately two years ago.


Did you know? Community requests for alternate coffee options were identified in December 2016, and after conducting a business analysis in January 2017, the Torii Pines Town Center Café started serving Starbucks® products on June 6.

Future Food Options The old Club Iwakuni golf pro shop was identified by focus groups in January as a potential future location for Bueno Burrito, a new food concept projected to open in 2018.

Projected Planning Small projects that include the addition of umbrellas to the balconies and new tables at the O’ Club and Staff NCO “K” Bar have been implemented. A consolidated slot machine room is currently being planned, as well as revised menus and decor for JD’s.

FIRST RUN The First Run Movie campaign began 18 months ago, but an agreement was unable to be obtained for 2016. The First Run Movie campaign will begin October 2017.

The First Run Movies campaign cost is estimated at $205K and is funded by MCCS Iwakuni.

Is this a limited time offer? This yearly contract is subject to change, depending on the availability of funds.

Did you know? The community had a need for a 24-hour fitness facility, so shortly after IronWorks North opened, the facility began extended hours on May 22. Planning for Chili’s started in 2011 along with the Torii Pines Town Center. Finalizations of plans for both the US and Japanese Government sides happened between 2012-2016. Construction began in 2016, and the new Chili’s is expected to open for business in early 2018.

MCX The new MCX is projected to open in early 2019 Two stories and an overall size of approx. 143K sq.ft.

The exchange will offer a wider selection of goods in all categories. Some of these will include more food to go, drinks, dry grocery goods, military clothing, apparel, electronics, and pet food. It will also feature a better layout, new furniture selections and special order capabilities.

In October 2016, the community identified a need for a 24 hour Marine Mart, and after a business analysis was conducted in December 2016, Northside Marine Mart began 24 hour operations on weekends in January 2017.

MCCS is continually expanding, some of the facilities include Crossroads Food Court, Northside Marine Mart, the Strike Zone Bowling Center, and Club Iwakuni.

New ideas or concepts for MCCS do not always come from focus groups and surveys. As the Director, I review every ICE comment or recommendation addressed to MCCS. A recent example would be a comment submitted by a Marine spouse for MCCS to host a regular Ladies Movie Night in the Sakura Theater. MCCS thought that was a great idea and we plan to host our first event on September 7. Keep in mind that most of these decisions involve some degree of business case analysis. In some cases, MCCS will invest in complementary or ‘free of charge’ events to express our appreciation for the community. The recent ‘Shaggy’ concert is an example. However, for the most part, we need to make a return on the investment in the long term so that we can continue to improve and expand on the activities we can provide. Even the greatest business ideas take time for MCCS to execute. Facilities or spaces often require significant renovation or even new construction. These requirements are often well beyond the capabilities of MCCS and need design, engineering, and other contractual support. Also, MCCS needs to have the management and workforce in place and ensure that they are properly trained before a new activity is opened.

I hope you enjoy this edition of the Preview Magazine. The bottom line is to keep providing us feedback, whether good or bad. We are listening.

The Japanese Calligraphy Brush Festival is held annually on this Japanese national holiday called Autumnal Equinox Day. It’s a festival held in the capital of brushes, Kumano town in Hiroshima. In the festival, you will be able to participate in the Calligraphy Contest, look through the festival food booth village, watch a stage performance, shop at the brush market, and view 10,000 brushes displayed on the street. After free time for your lunch, we will visit the Brush Museum to learn all about the Japanese calligraphy brush.

Under the light of a bonfire, fishermen handle tied cormorant birds on boats to catch fish. This is a traditional fishing method with over 1,000 years’ history in Japan. Enjoy a summer night watching this unique event near the Kintai Bridge.

The festival originally started by dealers of agricultural and livestock products to thank farmers and good harvest. There will be food vendors, a portable shrine parade, and a drum performance (7 & 8 PM). Due to traffic control and limited parking space, public transportation is recommended.
