FRIENDSHIP DAY 2014 Traffic Flow Information MAY 5, 2014 Main Gate: The Main Gate will close at 0500, May 5, 2014 for all modes of traffic. Friendship Day guests will be granted inbound access from 0800 to 1400, at which time inbound will be stopped. The gate will close at 1400 and at 1430 reopen for outbound pedestrian traffic only. Bicycles are authorized to walk their bicycles through this gate and may be parked at the Zero Fighter Hanger. Monzen Gate: The Monzen Gate will open between 0500 and 0800 for FD-14 event contractors only. After 0800, access will be restricted to occupants residing in the Monzen Housing area, mission essential duty personnel, VIP, Japanese Police and special needs personnel. Personnel requiring vehicular access through the gate (mission essential duty) must obtain an access pass, which can be requested through the Japanese Security Guard Office, located at PMO. Freedom Bridge and Monzen Gate will reopen after FD-14 traffic has been relieved. Old Monzen Gate: Gate will open at 0500-0800, for personnel who work or reside aboard the Air Station. At 0800, this gate will be closed. Contractor’s Gate: The Contractor’s Gate will open for largesized tour bus traffic only from 0700 until 1400, at which time all inbound traffic will cease. After 1400, the Contractor’s Gate will be utilized for tour bus outbound traffic only until all tour bus traffic has been alleviated. Pedestrian, bicycle, motorcycle and POV traffic will not be permitted to enter or exit through this gate at any time. North Gate: The North Gate will open at 0700 for Iwakuni City Shuttle Bus access, transporting FD-14 guests only, and will run continuously until all FD-14 guests are off base. The North Gate will also provide outbound tour bus traffic until 1400. Pedestrian, bicycle, motorcycle and POV traffic will not be permitted to enter or exit through this gate at any time. C Gate:
The “C” Gate will remain closed.
Flight Line Gate 3. On 4 May 14, Private Organizations, FD-14 Vendors, MCCS and Station personnel must access Flight Line Gate 3 from 0800 to 1800, in order to set up their booths and/or FD14 requirements in the FD-14 event area. All vehicles must display an authorized FD-14 Flight Line Pass in order to access the gate, see enclosure (1). On 5 May 14, POVs belonging to Private Organizations, FD-14 Vendors, MCCS and Station personnel that display the FD-14 Flight Line Pass must access the FD-14 event area via Flight Line Gate 3, from 0530 to 0700. All POVs must be off the flight line event area no later than 0700. Private Organizations must park their POVs at Building 411, Community Services Building. Personnel participating in FD-14 will not be allowed to enter the FD-14 event area from the North Ramp/Tow Way at any time, due to heavy vehicle and pedestrian traffic. Road Closures: 1. At 0700, 5 May, all roads on the south side of base will be closed for vehicular traffic. 2. At 0630, 5 May, all roads on the north side of base will be closed, and Friendship Day vehicle traffic will be routed through this area. It is highly recommended that base residents refrain from driving during the Friendship Day event. Access to base areas will be limited. All though not recommended, if you must leave base, PMO will have traffic control points that will allow vehicles to pass on a case-by-case basis. Residents south of the Main Gate will utilize Monzen Gate. Residents north of the Main Gate will utilize the North Gate. Enclosure (1) shows the routes for residents in need of exiting the base. Base Residents FD-14 Venue Access: Base residents can access the venue at three specific entry points located at Club Iwakuni crosswalk, 3-corner intersection in front of PMO, and crosswalk between Crossroads and MCX. See enclosure (1). All base residents requesting access will be required to present a DOD Identification. If a DOD Identification is not presented, residents will be directed to return and obtain their DOD Identification. Additionally, FD-14 guests will only be allowed access to the venue area. Residents that live north of Sakura Theatre will not be able to access the base via the North Gate. Residents will be required to enter via the Monzen gate, park at Torii Video, and walk the rest of the way to their residents.
Sponsoring Guests: Personnel with base escort privileges will not be authorized to sponsor guests aboard the air station until completion of Friendship Day. Personnel desiring to sponsor overnight guests onto the air station must pre-register their guests prior to 25 April 2014, due to the lead time required to process the pass. Additional Traffic Notes: 1. Base personnel requiring FD-14 Special Access passes for duty or other work-related issues must submit a request for an authorized FD-14 pass. Requests must be submitted no later than 18 April 2014. The point of contact for this request is Japanese Security Guard Division at 253-4849. 2. From 0800, 4 May 2014 until traffic congestion from FD-14 has been alleviated on 5 May 2014, there will be FD-14 security fencing on the center line of E Circle Drive, from PMO to the Crossroads. Any personnel driving their POV on E Circle Drive must be careful, especially during hours of darkness. 3. Authorized vehicle traffic aboard the installation will be limited to emergency vehicles and mission essential government vehicles only, from 0700 until traffic congestion from FD-14 has been alleviated. The riding of bicycles, skateboards, or roller blades is prohibited in FD-14 event areas. 4. While not recommended, base residents who must exit the base during FD-14 will be provided access as follows: (a) Residents living north of Sakura Theatre will exit the base via the North Gate, utilizing the established detour route. (b) Residents living south of Sakura Theatre will exit the base via the Monzen Gate. 5. Base residents who are coming on base during FD-14 will be required to utilize the Monzen Gate. However, the Freedom Bridge will limit access to personnel with an authorized FD-14 Access Pass. Anyone requiring vehicle access via the Monzen Gate and Freedom Bridge will be granted access only on a case by case basis. Enclosure (3)
