august is national immunization awareness month August is National Immunization Awareness Month. In August, parents are enrolling children in school, older students are entering college and adults and the health care community are preparing for the upcoming flu season. This makes August a particularly good time to focus community attention on the value of immunization. Vaccines have reduced and, in some cases, eliminated many diseases that once routinely killed or harmed tens of thousands of infants, children and adults. The viruses and bacteria that cause vaccine-preventable diseases and death still exist and can infect people who are not protected

by vaccines. Vaccine-preventable diseases have a costly impact, resulting in doctors’ visits, hospitalizations and premature deaths. Sick children can also cause parents to lose time from work. Maintaining high immunization rates protects the entire community by interrupting the transmission of disease-causing bacteria or viruses. This type of protection is known as community or herd immunity, and embodies the concept that protecting the majority with safe, effective vaccines also protects those who cannot be immunized for medical reasons. Be sure to keep regular appointments and track your immunizations carefully. Kathy Williams Semper Fit Health Promotion, 228-7616.

TRICARE Prime Enrollment Fee Increase Quarterly Payment

Individual: $67.32 Family: $134.64 Quarterly payments are equal to 1/4 of the annual fee amount. When you submit your enrollment form, your contractor will prorate the quarterly fee to cover the period until the next fiscal year quarter (January 1, April 1, July 1 or October 1). After that your quarterly payment is due at the first of each quarter. Quarterly payments are only accepted by credit card.

All TRICARE Prime enrollees are required to pay annual enrollment fees, except: • Active duty service members • Active duty family members • Transitional survivors

Monthly Payment

Monthly payments are equal to 1/12 of the annual fee amount. Monthly enrollment fees must be paid with either an allotment from retired pay or through an electronic funds transfer (EFT) from your designated financial institution, which includes a debit or credit card. If you select the monthly payment option, you will be required to pay your first quarterly payment (Individual: $67.32/Family: $134.64) when you submit your enrollment form to allow time for the allotment or EFT to be established. Your first quarterly payment can be paid with a personal check, cashier’s check, traveler’s check, money order or credit card.

New TRICARE Prime enrollment fees for uniformed service retirees and their families will begin on 1 October 2012. Retirees who were enrolled before 1 October 2011 will see a more significant increase since their enrollment fee remained at the 2011-levels of $230 and $460 per year when the fees increased last year. The National Defense Authorization Act (NDAA) for fiscal year (FY) 2012 allows for the annual increase of TRICARE Prime enrollment fees for most retired beneficiaries based on the annual cost of living adjustment. Exceptions to annual increases are for survivors of active duty deceased sponsors and medically-retired service members and their dependents (see “Annual Increases” below for more information). Here’s How the Increase Will Affect You If enrolled before October 1, 2011: What you Pay Now Beginning October 1, 2012 Individual: $230 per year Individual: $269.28 per year Family: $460 per year Family: $538.56 per year If enrolled on or after October 1, 2011 (including all new enrollments): What you Pay Now Beginning October 1, 2012 Individual: $260 per year Individual: $269.28 per year Family: $520 per year Family: $538.56 per year Paying Enrollment Fees You can opt to pay your fees annually, quarterly or monthly. Before deciding to pay annually, please keep in mind that in most cases, enrollment fees are non-refundable. In addition, as new enrollment fees were calculated under current law, these amounts could change when Congress passes a FY 2013 budget. It is recommended you pay monthly or quarterly. Annual Payment

Individual: $269.28 Family: $538.56 You will pay the annual payment in one lump sum. When you submit your enrollment form, your contractor will prorate the fee from your enrollment date to September 30th. After that, your annual payment is due on October 1 each year. Annual payments are only accepted by credit card.

APRIL 2012

Individual: $22.44 Family: $44.88

Annual Increases TRICARE Prime enrollment fees are subject to increase each fiscal year based on the annual cost of living adjustment that occurs each calendar year to determine military pay. The only beneficiaries who are exempt from the enrollment fee increases each year are those classified as either survivors of active duty deceased sponsors or medically-retired uniformed service members and their dependents. The fee remains frozen at the rate when the survivor or medicallyretired member enrolls, is classified and begins paying enrollment fees as long as there is a continuous Prime enrollment. If enrolled before October 1, 2011

Individual: $230/year Family: $460/year

If enrolled on or after October 1, 2011 but before October 1, 2012

Individual: $260 per year Family: $520 per year

If enrolled on or after October 1, 2012

Individual: $269.28/year Family: $538.56/year

Could the Enrollment Fees Increase Again? There is a possibility that you may have another enrollment fee increase later in the year if new fees are included when Congress passes the final FY 2013 budget. If the fees are changed, the amounts and effective date will be announced using all available media and on this Web site. If that doesn’t happen, enrollment fees are subject to increase each October. Visit www.tricare.mil/costs for the most up-todate information about your health care costs.

Existence by David Brin. Sometime in the future an alien artifact is found and retrieved from Earth’s orbit. Scientists are stunned to discover that the artifact wants to communicate. Behavioral Health

Summer Health and Wellness As mid-summer approaches, we are in the throes of the 2012 Summer Health and Wellness challenge. The emphasis of the program is to assist the units with substance abuse awareness and prevention, as well as encourage a healthy lifestyle. A healthy lifestyle is not only about regular physical activity, but also about the types of foods and drinks consumed, including alcohol which can

significantly inhibit fitness goals in many ways. Health effects aside, alcohol contains a substantial amount of empty calories, but very little nutritional value. One 16 ounce hard lemonade contains 317 calories. Likewise, a 2 ounce shot of tequila contains 138 calories. A 4 ounce Piña Colada boasts a whopping 627 calories. That’s more than a McDonalds Crispy Chicken Club sandwich. Even when staying within the recommended low-risk drinking guidelines, consuming one drink can be quite the set-back to a healthy diet. In addition to being high in calories, alcohol similarly hinders the body’s ability to burn fat. According to the American Journal of Clinical Nutrition, fat metabolism can be reduced as much as 73% after drinking only two hard lemonades. Alcohol also inhibits the body’s ability to rehydrate. Not only does it block the production of the hormone which allows the body to retain water, but it also irritates the stomach lining and prevents the absorption of minerals necessary for rehydration. This means the body is not just losing water, but it is also prevented from replacing that lost water. All in all, while drinking is not indicative of an unhealthy lifestyle, it can impede healthy lifestyle choices like weight loss or fitness. Stick to lowrisk drinking choices, and always remember to hydrate, especially in this heat.

The task of toilet training can at times be frustrating. This class will discuss some of the challenges, and different methods that may help your child achieve success and independence when using the toilet. Child Care: Free Child Care MAY be available based on availability at the CDCs or Youth Centers to authorized patrons for EFMP trainings.
