The big jump from one primary-extractive society to a knowledge-based society is only possible if we act in different areas, but mainly in the generation and transfer of knowledge, and the training of people and institutions of excellence. In this context we are creating the ideal environment to increase a systemic productivity of the country and develop new research areas such as: Bio-Science, Information and Communication Technologies, Nano-Science, Alternative Energy, among others. One of the milestones is the profound and irreversible change in the higher education system in the country, where merit and quality is currently the standard that conducts the country’s universities and we will never surrender.
