What is Peoria Promise?

Absolutely NO local, state or federal taxes are collected to support Peoria Promise.

An extension of Employee Benefits for the Peoria workforce and their eligible children.

For students to receive an out-of-pocket tuition reimbursement for successfully completed coursework at Illinois Central College.

Peoria Promise aims to encourage and enable the continued education for eligible students who are living in the City of Peoria.

In a recent student survey, respondents revealed:

46% Were the first in family to attend college

65% Would not have attended college without Peoria Promise

Applies to remaining tuition, ensuring all other financial aid and scholarships have been fully utilized.

Tuition reimbursement reinforces one’s investment in his/her education and rewards successful completion.


Eligibility and Award Process Students who meet the eligibility requirements have up to five years immediately following high school graduation to earn up to 64 credit hours (whichever comes first).

The Benefit Percentage provides an incentive for students to maximize their award by working to optimize academic performance and community involvement.

Education offers the very real potential to increase an individual’s productivity— the key to economic growth. For businesses, the return on investment is a city with a well-trained, employable population, and a more desirable place to live and do business. Research shows education directly impacts the quality of life for individuals, their families and their community in multiple ways:

Increase in lifetime earnings:    

High school diploma, $1.3 million Associate’s degree, $1.7 million Bachelor’s degree, $2.3 million Master’s degree, $2.7 million

Health and lifespan: Better educated workers are more likely to have jobs that provide non-wage compensation (e.g. health insurance), drastically improving quality of life, health and overall lifespan.

Generational impact:

Children raised in a household by an adult who has earned a college degree are 75% more likely to earn a college degree. This trend can close the household economic gap for generations.

Workers who are high-school educated only are unemployed at a rate of 9.4% Workers with a bachelor's degree had an unemployment rate of 4.1%

Structure Your Company’s Giving Program to include support for Peoria Promise to meet your philanthropic and business goals. Your contribution is tax deductible, however the amount of your gift may be reduced by the amount of value you receive in return, in accordance with the Internal Revenue Code. Thus, at the end of the calendar year, your company will receive a receipt and tax letter confirming your contribution, less $100 value of each event ticket received. According to IRS Publication 598, a Qualified Sponsorship Payment is: “…any payment made by a person or business for which the person will receive no substantial benefit other than the use or acknowledgment of the business name, logo, or product lines in connection with the organization's activities. However, any benefits provided (example, complimentary tickets) to a sponsor or the sponsor's designees in connection with a sponsorship payment must be reduced by the amount of value you receive in return.” If a 100% tax deductible contribution is desired, your company may elect to decline complimentary event tickets, however you MUST communicate this to Peoria Promise at least TWO WEEKS prior to the event. NOTE: Event tickets can be purchased as a separate transaction to ensure your primary contribution is 100% tax deductible.
