We are actively opposing efforts in Concord to adopt expensive building and energy codes. These code changes aren’t requested by the consumer or even life safety issues. These are efforts brought forward by people who want to enact certain social policies, weaponized by legislation and code changes. We will fight every day to keep homes in New Hampshire attainable, safe and affordable for our neighbors and clients. We are tracking additional funding to assist the development of both senior and workforce housing. We’re even in discussion with our federal delegation about downpayment assistance for first responders, so they can live in the towns they serve.

Next Stop: Home VA Home Loans Give Veterans a Clear Path to Homeownership

R

ay Tweedie values his New Hampshire customers who served in the military. As the branch manager at Waterstone Mortgage in Portsmouth, Tweedie offers them Veterans Administration Home Loans to make it easier for them to achieve homeownership. Tweedie was an Air Force brat who was born at the Pease Air Force Base, now home to Pease International Tradeport and the New Hampshire Air National Guard Base. He deals with lots of veterans who either served in the National Guard or who are veterans who work at the Portsmouth Naval Shipyard in Kittery, Maine, which include his wife, a Navy veteran. “My veteran borrowers are my favorite clients,” Tweedie says. “They signed a blank check for up to and including their life, and this is a benefit they get to use.” Tweedie, NMLS #168746, says VA home loans represent one of the easiest ways for veterans to obtain their first mortgage. “It’s the best mortgage program ever made,” says Tweedie, who is a certified military home loan specialist. Tweedie says the VA home loan mortgage has the lowest rates of default ever. He says veteran borrowers did not need a credit score until 14 years ago. “It’s a great deal for the veterans and for the banker. If they default, the government takes care of whatever loss we would incur so we do not lose,” Tweedie says. “The program is a great way for young veterans raising families to build wealth and equity in their first home. It is a guaranteed, 100% financed loan,” he says. “You do not need a down payment to access the loan. Your seller can pay for closing costs on a VA mortgage. Veterans do not need to put any money down or pay for private NHHBA.com

mortgage insurance.” As of this writing in January, Tweedie says the mortgage rates were between 6% and 7% for VA home loans, and they often perform better than conventional loans. The VA also offers a 5% investment rate reduction refinance loan where homeowners can tap into their home equity and lower their payments or consolidate debt, according to Tweedie. He says that for veterans who buy homes now, they could realize some great savings when interest rates are expected to come down in the next nine to 12 months. In addition to being the branch manager at Waterstone Mortgage, Tweedie serves a member of the NH Homebuilders Association Board of Directors. He also serves as president of the Southern NH Homebuilders and Remodelers Association and sits on the NH Home Builders Association Government Affairs Committee. To his chagrin, Tweedie often spends time educating Realtors and appraisers about the VA Home loan program. “I want them to understand my borrowers are special people,” he says. “There is a stigma in the marketplace, meaning there is a stigma because not every institution offers these programs so veterans do not have as many options to get VA mortgages.” He often sees Realtors and appraisers labor under the misconception that a veteran cannot borrow as much money to cover the cost of a home in a real estate market that has a lack of inventory and higher home prices. Some of them believe veterans cannot borrow what they need, because they don’t have enough “skin the in the game” financially. “I would argue that their DD214, their service history, is their skin the game. They

earned it, literally earned it,” Tweedie says. The VA Home loan program also has an appraisal process that makes sure the home is fully functioning so the veterans can be a successful homeowner, Tweedie says. There is also a tidewater clause in the appraisal process where, if a home is under contract for $350,000 and the home is appraised for $320,000, the mortgage lender can talk to the appraiser and tell them how the value was arrived at. “Here we have an opportunity to talk to the appraiser” and level this playing field without forcing a veteran to go get more money or get a different loan, Tweedie says. He says that, with a regular mortgage loan, a borrower has to put down a 5% to 10% down payment, and then they would have to renegotiate if there is a shortfall. The tidewater clause protects veterans from running into this situation. “As long as you have reasonable buyers and sellers, you can arrive at a reasonable business deal,” Tweedie says. “It is more adversarial in a conventional market.” His best advice for veterans is to find a local mortgage broker who can educate them and give them good advice. One thing a mortgage banker can do is help veterans figure out how much home they can afford before they submit their application, he adds. While there are not as many banks in New Hampshire that offer VA Home loans, Tweedie says smaller banks will refer veterans to banks that do offer them. Look and Learn Before You Leap

L

ow housing inventory coupled with high demand in New Hampshire has created what appears to be a financial home equity windfall for many Granite State homeowners. Homes that were purchased for $250,000 more than a decade ago could sell for as much as $500,000 today. Some homeowners are using their equity to finance kitchen and bath remodeling projects, create an in-law apartment or build a new garage. Mortgage bankers like Ray Tweedie at Waterstone Mortgage in Portsmouth, NMLS #168746, are definitely seeing customers doing this, which is why he gives them as much information as possible, so they understand how to make it work for them rather than against them over the long haul. “In New Hampshire, we have seen an 8% growth in equity and 12% equity on the Seacoast. But if the equity is not managed property, it can be a double-edged sword,” Tweedie says. He advises his customers to only take the equity they need for their project and make sure they can repay whatever they borrow. Tweedie says there are three home equity products to consider: 1. A home equity loan, which is the equivalent of a second mortgage with a fixed interest payment over a 7- to 10- to 15-year term. 2. A home equity line of credit, which Tweedie describes as a “giant credit card attached to your house.” Tweedie explains this option has a 10-year draw period on the line of credit. At the end of the 10 years, it flips into a 20-year, fixed-rate loan. For the first 10 years, the borrower is charged an interest only payment. After the draw period ends, the equity line of credit has a variable interest rate which creates a higher payment to cover interest and principal. In some case, the minimum payment will double if the borrower does not pay off the equity line of credit in 10 years. 3. A home equity cash payout is where the homeowner adds a sum of their equity onto their existing mortgage to create a new primary mortgage. For example, if a homeowner has a primary 6 | NEW HAMPSHIRE STATE HOME SHOW

mortgage of $350,000 on their home and gets a $50,000 cash equity payout, they end up with a $400,000 mortgage with a corresponding interest rate. “There is flexibility to do multiple projects within that time frame, but what is the overall cost, and can a borrower pay it back when the time comes?” Tweedie says. Sometimes a borrower begins a major home improvement project and finds out they don’t have enough money to cover the entire cost, because they accessed a home equity loan, line of credit or cash payout without nailing down the exact project costs beforehand. “Then it’s, uh oh, Houston, we have a problem,” Tweedie says. For older homeowners who are retired and cannot tap their home equity because they cannot get approved for a second mortgage, Tweedie says they can get a reverse mortgage. This will pay off whatever money they may owe on their existing mortgage and put whatever equity is left into an account that will gain 6% interest each year. He cited an example of a homeowner with a house that is worth $500,000. After getting a reverse mortgage that pays off their mortgage balance and any home equity they may have used, Tweedie says they could end up with $125,000 that could use for a home improvement project or whatever they choose. If they withdraw funds from this account and pay it back, he says those SPRING 2024


funds will accrue the same 6% interest again. “It’s a great emergency reserve,” Tweedie adds. Ray understands that everyone is at a different point on their homeownership journey. He encourages people to seek out a local banker they trust to help them create the right gameplan to do various projects and meet goals in a way that is management and realistic. He advises people to consult their banker first and map out their home improvement project, so they know where they are going and how to do it properly. Tweedie says he can help people access the right contractors to get the best rates for the work involved. Garry Cornelius, NMLS #433938, vice president of residential mortgage sales at Merrimack County Savings Bank in Concord, also does his best to make sure his customers understand how to make their home equity work best for them to avoid financial pitfalls. The pull to transform an existing home into a “forever home” continues to be the main driving force behind the home equity borrowing surge, Cornelius says. The lack of housing inventory in New Hampshire and the inability to sell one’s existing home to get into a better home due to high real estate market also make the “forever home” more attractive, he says. Home equity can be a great way for people to consolidate and pay off high credit card debt and other bills with a lower interest rate, Cornelius says. For home improvement projects, Cornelius says a banker can help a borrower nail down the exact cost with a contractor before any equity comes into play. A banker can also make sure the home equity loan, which is the equivalent of a second mortgage, is something the borrower can repay within the 7- to 10- to 15-year repayment period. He believes the home equity line of credit is a better option for people who want to do their own home improvement projects because of the flexibility it offers. A good rule of thumb for the home equity line of credit is to make a double payment to cover the interest rate and principal during the 10-year draw period, Cornelius says. This gives the borrower a much better chance to repay the home equity line before they would be subjected to the variable interest rate and much higher payments over the subsequent 20-year period, he says. Ask the Right Questions Before You Begin

avid Bryan of Blackdog Builders continues to see more clients pursue their dream kitchen and bath remodeling projects to create their forever home. The best advice he has for homeowners is take the time to interview contractors and ask the right questions. Bryan has owned Blackdog Builders that has showrooms in Salem and Nashua for 35 years. He also serves as president and has 65 employees who specialize in residential design building projects. Demand for these projects skyrocketed during the COVID-19 pandemic and remains strong.

“I am a big fan of using a design-build company. The important part is don’t spend time talking about the projects or gathering estimates, but interview them to understand how they work and their culture, and what it will be like to work with them,” Bryan says. “A lot of people fail to realize is when someone has a project done, they think they are getting a project. What they are really getting and buying is an experience,” he says. “There are only select companies who can do the project and do it in such a way to give you a great experience and project.”

Bryan explains that the initial phone screens with design builders are free and serve as a great way for prospective clients to identify the best option. “Ask for references, their contracts, whether they use their own employees or sub-contractors,” Bryan says. “After you decide who to work with, you can talk about the project.” When a client is ready to move forward with a contractor, it’s time to talk about a budget, Bryan says. “It is important to be transparent with that figure, so the builder can line you up with realistic options. On average, a bathroom redesign project could cost as much as $35,000. He says a kitchen remodeling project can cost as much as $80,000 to $100,000. Following the phone screen, Bryan says a designer will meet at the client’s

This is especially true for people who plan to stay in their homes for the foreseeable future. The client pays a fee, and they do a full measurement and inventory of the house, he adds. “Then we design the project within that cost,” Bryan says. It can take up to three months to do a complete kitchen remodeling project and less time for a bathroom project, Bryan says. His company can set up a temporary kitchen in the dining room or living room during the construction process. omeowners once had limited choices for their home’s windows, doors and siding. As a greater emphasis on energy efficiency coupled with style took hold, that has changed. With more New Hampshire homeowners choosing to invest more money into their current homes instead of selling them, they have plenty of options. Eddie Olson, sales manager at Belletetes in Jaffrey, says more homeowners also understand that upgrading their windows, doors and siding also adds long-term value to their home. “Over the last handful of years, people have started to pay more attention to what they put on the outside of their home,” Olson says. “As an example, 10 years ago, it would be normal to see a new home built using vinyl siding, vinyl windows, steel exterior doors and hollow-core molded interior doors. As the years have passed, builders and homeowners alike realized that by spending a few more dollars upfront, their homes performed better, sold faster and with a higher return.” For example, James Hardie Fiber Cement siding comes in regular horizontal bevel siding, shakes, and board and batten, Olson says. It is virtually maintenance free, comes in a huge number of colors, and is virtually impossible to tell from wood siding. a home. Adding vinyl siding in place of wood siding can add nearly $16,000 in value to one’s home, the report says. “This product is a few more dollars a square than a good vinyl product, but out performs it tenfold. The warranty is much better and is often added to the Zillow listing as a specialty product,” Olson says. Marvin Windows covers the gambit of windows for New England climates and locales, he continues. Marvin Essential Collection window units use a proprietary fiberglass frame inside and out to form an almost indestructible window. Olson says they are great for the harsh New England environment and only a few dollars more than vinyl windows. Solar Energy’s Financial Benefits

F

inancially, there has never been a better time for New Hampshire homeowners and business owners to add solar energy to meet their power needs. The cost savings from relying on the sun instead of fossil fuels is well documented, but there are also some pretty significant tax savings. Jeremy Mains, the owner of Mains Electric LLC, in Alton, says his 18-member crew does solar panel installations all over New England for homes and businesses. Besides the 21% return that a customer will see on their initial investment after they pay off their loan for their initial solar panel install, Mains says customers can claim a sweet 30% federal tax credit. To put this into perspective, Mains uses the example of a customer with a $100,000 solar install project. When they file their income taxes, Main says they can claim a $30,000 renewable energy credit. In addition to the environmental benefits and the long-term 21% they will see over the life of their warrantied 30-year solar equipment, Mains says the 30% federal tax credit is a strong selling point. The high interest rates that average around 7.5% for loans to pay for a residential or business solar installation does not seem to discourage Mains’ customers from harnessing the sun for their energy needs. The federal tax credit was approved in August 2022 and will remain in place until 2032, Mains says. New Hampshire also offers some grants and smaller incentives for Granite Staters who go solar, Mains adds. The 21% return on the initial solar install investment after the loan is repaid in seven years is also significant, Mains says. Most customers will end up having no electricity bill for a minimum of 20 years after they pay for their solar equipment, he adds. Caroline Klosowski, the events and communications coordinator at Granite State Solar in Bow, says that if solar customers drill down the state and federal benefits even more, they will discover that going with solar is even more palatable than ever before. Besides the federal solar Investment Tax Credit (ITC), Klosowski points out New Hampshire residents and business owners can get a break on their property tax bills. “Solar is also eligible for a property tax exemption in some parts of New Hampshire, meaning installing solar at your house won’t result in additional property taxes when your home is valued,” Klosowski says. The Three-Season Garden

S

pring and summer gardens add a coveted array of beautiful colors, when the Granite State becomes a lush, green and warmer place. Homeowners can create three-season gardens that deliver beautiful plants and flowers that will last well into fall. Graham Pellettieri, president of Pellettieri Associates Inc., in Warner, helps customers create their own horticultural masterpiece. With more than 40 years of experience of landscape, hardscape design and gardening prowess, Pellettieri has some great advice to help make the dream of a three-season garden a reality. “Homeowners should think of their garden as a community that is never static and always changing,” Pellettieri says. “When choosing plants, try to have multiple moments of seasonal interest and color throughout the year, instead of a planting palette that blooms in just one season.” Gardeners can draw out bloom times on a timeline to help them notice any gaps, he says. “In addition, think about more than just blooming periods. Look at the foliage, height, texture, seedheads and color contrast to complement the blooming flowers,” he says. “A successful planting composition has plants that aren’t all ‘one-hit wonders’ — they have attractive qualities before, during and after flowering.”

The key to success is knowing which plants to use during each season and which ones will stay vibrant from May right into fall. Pellettieri’s advice is to choose plants that have long-term interest — if possible, across multiple seasons. “In addition, every plant must be in a spot in your garden where it can thrive, so make sure to identify and locate the proper microclimate to suit each plant's needs. Shady areas can be tricky, especially if you are looking for longer blooms, so consider planting a wider array of species with some spring ephemerals for more interest,” Pellettieri says. Another point to consider, he says, is to find interest in other ways like creating beautiful sounds by using plants that attract birds in the off seasons, plants that have fragrance, or that can be eaten and enjoyed. Pellettieri also shares some of his staff’s favorite native perennials with long seasonal interest: • Little moonshine yarrow (Achillea millefolium) • Magnus coneflower (Echinacea purpurea) • Baby Joe dwarf pye weed (Eupatorium) • Blue boa hyssop (Agastache) • Northwind switchgrass (Panicum virgatum) Pellettieri said other options to create a vibrant three-season garden include native shrubs and trees with long seasonal interest that aren’t just evergreens. He lists witch hazel (Hamamelis virginiana), red-osier dogwood (Cornus/swida serciea), pussy willow (Salix discolor), and American beech (Fagus grandifolia) as some examples. Gary Tasker, owner of Tasker Landscaping in Loudon, says going with the right combination of shrubs, perennials and annuals will yield a beautiful three-season garden. He recommends planting deciduous shrubs and evergreens like purple gem, azaleas or hydrangeas. He says these can be used as specimen plants in the bed. They can also be grouped to increase a color area. Tasker says planting perennials such as coneflowers, hostas, geraniums or coral bells can create groups of color. “Arrange plants in sizes, shorter in front of the bed, taller in the rear or on the ends. Start with a simple planting bed border of one type of plant. Space close together so they can form a line,” Tasker says. Annuals such as pansies or impatiens provide three seasons of color. “They can be used as a border or groups within the garden,” he says. Finally, Tasker recommends patience when it comes to creating a three-season floral masterpiece. “If one group of plants is not working, do not hesitate it to replace it with something else. Good gardens often evolve over time,” he adds.

NH Community Expands Affordable Housing

M

any employers and business owners in New Hampshire have experienced staffing shortages over the last several years, tied to the ongoing housing crisis affecting much of the country. Maggie and John Randolph — married couple, real estate developers and business owners — have created a small community that could have a big impact on the Granite State. In addition to their development work — Maggie is an architect and John is a contractor — the couple co-own two assisted living facilities. In 2020, with many people leaving the health care industry, they found that even pay raises and competitive benefits weren’t enough to retain talent. This led them to an idea for a different kind of benefit they were uniquely positioned to provide: housing. LAYING THE GROUNDWORK Housing prices in New Hampshire are at a record high, directly impacting the state’s workforce and economy. The lack of affordable housing limits people’s choices for both living and employment, resulting in a situation where job openings remain unfilled due to a shortage of available candidates. The Randolphs took an innovative approach with one of their assisted living facilities, Harmony Homes by the Bay in Durham. They built a seven-unit apartment building right on campus, available for rent at a fixed price to all employees.

It was an enormous success. Not only were they retaining talent, but people were also relocating from out of state to work in New Hampshire, drawn by the prospect of enjoying the benefits of affordable housing. The initial seven units weren’t enough to meet the growing demand. BUILDING AND EXPANDING Recognizing the wider potential of this concept, Maggie and John decided to expand their housing initiative to benefit not only employees but also other residents of the state. They chose Dover as the location for their next project: a tiny home community with 44 units, built sustainably and rented out at affordable prices to professionals who serve the community — such as teachers, nurses, first responders and caregivers — who might otherwise have to live and commute far from their workplace. The smaller physical footprint of tiny homes allowed them to create more dwellings. Another consideration was their prospective residents' preferences. Both the younger residents between the ages of 18 to 25, and residents 55 and older expressed a preference for smaller houses, shifting away from the need for larger living spaces. As they kicked off construction in the neighborhood, the Randolphs prioritized that these houses should be as environmentally friendly as possible for the benefit of the residents, the wider community and the state as a whole.

The intentional design for high efficiency made them eligible for incentives through the NHSaves utility partners, a collaboration of New Hampshire’s electric and natural gas utilities, Now in Sanford, ME as well as York and including Eversource. This included the installation of spray foam insulation, sealing leaks around doors and windows, and incorporating LED lighting and all-electric appliances. What truly elevated the project were the incentives they received to equip each unit with mini-split heat pumps, which made the installation possible without going over budget. These heating and cooling systems are much more efficient than other systems, as they avoid the energy losses associated with the ductwork of central forced air systems (which can be as much as 30%). Thanks to the energy-efficiency measures installed in the tiny homes, they will save approximately 94,750 kWh over their lifetime. This is the equivalent of avoiding the greenhouse gas emissions from driving over 170,000 miles in a gas-powered car.
