Mulch matters
Mulch is any soil covering that reduces evaporation. It also keeps plant roots and the soil cooler and discourages weed growth. Organic mulch must be replenished regularly as it breaks down. By spreading a layer of mulch on your garden beds you can prevent more than 70 per cent of water evaporation from the soil. The depth of the mulch layer depends on the type of mulch being used, but as a rule it shouldn’t be any more than about 75mm thick. If it is more than this, water might have trouble penetrating the soil beneath when it rains or when you water the garden.

Scheme will boost building sector The HomeBuilder grant has been getting plenty of attention since the scheme was announced on June 4.
T
he Federal Government is using the grant to support jobs in residential construction following the economic fallout of the COVID-19 pandemic. HomeBuilder is a time-limited scheme that gives eligible owneroccupiers a $25,000 grant to build a new home or to substantially renovate
an existing home. It is not limited to first home buyers, nor is there a limit to how many people can get HomeBuilder, however applications need to be made between now and the end of the year. For more information, visit: treasury. gov.au/coronavirus/homebuilder
Grant is a renovator’s delight The HomeBuilder grant is available to people renovating an existing home.

he works must ‘improve the accessibility, safety and liveability’ of a home, cost between $150,000 and $750,000 and be undertaken by a registered or licensed builder. Choices Flooring owner Annette Ellis said the generous grant could help renovators opt for higher quality, valueadding finishes. “It’s a great opportunity to update their wet areas — in the bathroom and ensuite,” Mrs Ellis said. “A good quality carpet might be an option, timber instead of vinyl planks and large porcelain tiles.” KitchenWise director Mark Boldiston said the grant would have a positive mid-to-long term impact on the industry. “Our modelling g showed when COVID started that we wouldn’t have enough work from September to December; this stimulus package will really help,” Mr Boldiston said. “The renovation market will be the quicker workload but for the new home this could stimulate work mid-next year. “If they are looking at extending with a ki kitch hen, bathroom bath hroom and d laundry, laund dry, that’s th hat’s ’ kitchen, when it will affect us.”

THE FACTS
To be eligible for the HomeBuilder grant you must: • Be an Australian citizen. • Be a person, not a company or trust. • Be aged 18 years or older. • Earn less than $125,000 a year for singles or $200,000 a year for couples based on 2018-19 or later tax returns. • Enter into a building contract between June 4 and December 31, 2020 to either: • Build a new home, where property value (house and land) does not exceed $750,000; or • Substantially renovate your existing home, where the contract is between $150,000 and $750,000, and where the existing property value does not exceed $1.5 million. • Construction must begin within three months of the contract date.
HomeBuilder generates interest While the HomeBuilder grant is a federal scheme, applications are made to the State Revenue Office. Brokerhouse Shepparton’s Xavier Howard said Victorians were awaiting further information to fully understand how the $25,000 would be applied. At this stage it is unclear if the grant can be used as a part of a home loan deposit, and he recommended getting expert financial advice. Mr Howard said a broker could
screen clients for eligibility, create a package that best suits their situation taking into consideration first home buyer status and genuine savings, and guide them through the process. Coupled with historical low interest rates, Brokerhouse Shepparton’s Ben Florence said the announcement had the phone ringing off the hook. “There has been a massive increase in inquiries from people looking to build,” Mr Florence said. “The bank turnaround time has increased with the demand.”

The HomeBuilder announcement has swiftly resulted in a surge of land sales.

avant Management director Graham Hofmeyer said the grant would create a new housing boom that had not previously been seen in Shepparton. “It has brought affordable housing to a lot of people where new houses were out of reach,” Mr Hofmeyer said. “The grant has stimulated unprecedented demand. “There’s been a rush on blocks because the government has put the timeframe for building a new home.” Within the region, there is only a certain amount of land set to be titled, and therefore ready to build on by the deadline. But by accelerating developments, Mr Hofmeyer said both Kialla Lakes Estate and Parkview Estate in Mooroopna would have more blocks available in late November to December, just in time to take advantage of the grant.
Peter Mintern, director of Seven Creeks Estate, Sanctuary Park, The Vines and Providence Field, agreed there was limited land available due to the influx of buyer interest. However, he said stage three of Providence Field had recently been titled with a number of half-acre blocks, with more options on the horizon. “We’re well under construction in Seven Creeks and we anticipate having titles around September or October and a similar timeframe for our other two developments Sanctuary Park and The Vines,” Mr Mintern said. While a significant amount of land is under offer, Mr Mintern said plenty was under option, meaning it was on hold, and potential buyers had the opportunity to put their names down as the second or third option. “If there is an option on a block, it’s not the be-all and end-all, they haven’t lost the land, if circumstances change the
second or the third will step in,” he said. “In Shepparton this is pretty unheard of and that’s an indication of how people have gravitated to taking advantage of the grant.” In all his years in the game, Youngs & Co Real Estate director Glenn Young said he had never seen such an uptake in land in such a short amount of time. Fearing those who had taken time to consider their options may miss out, he hoped the Federal Government would consider extending the grant until early to mid-2021 to further stimulate the economy. “The government has done a wonderful thing with what they’ve done, they convinced a lot of construction,” Mr Young said. “It would be fantastic to see the government extend it, I hope they do, it would mean a lot to the people in the regional areas. “It would certainly put a smile on a lot
of faces.” With land scarce and the market strengthened, Kevin Hicks Real Estate principal and auctioneer Kevin Hicks said there were still options. He said taking advantage of the $25,000 grant available for significant renovations would greatly improve the value of a property in a favourable location. “There are ways to get involved in this opportunity and Shepparton is a great place to invest in and the growth is happening,” Mr Hicks said. “If you improve a property that is in a great location you have immediate capital growth.” Mr Hicks said it was all about location, location, location and recommended buying an older home with a plan to improve the living spaces, add a fourth bedroom and increase the number of bathrooms and ensuites.
Making new home dreams a reality The HomeBuilder grant is available for new builds with a combined house and land value of less than $750,000.

ll dwelling types, including apartments, house and land packages and off-the-plan, are eligible but it must be a principal place of residence. With Lewis Homes’ Shepparton display homes already experiencing an increase in visitors, manager John Dellar said the grant would help all
builders, with the flow-on effect of keeping local jobs. “It’s great for second and third homeowners,” Mr Dellar said. “It’s more enticing for people who were already thinking about building and those who were doing the numbers unsure about building or buying established.” HomeBuilder will complement the existing Victorian First Home Owners Grant which has been extended until June 30, 2021 and includes $20,000 for new builds and a stamp duty exemption.
The combination equals an enticing $45,000-plus contribution, and sales manager Rocco Iaria said Sessions Builders had already seen a rise in inquiries. “This boost is assisting people who couldn’t afford to get into their first home,” Mr Iaria said. “It will really help first home buyers; this is a one-off that could set them up and they’re quite enthusiastic.”

Mr Gagliardi said residential blocks were selling strongly, across all developments his company was marketing, and expects this will continue. “Government incentives are certainly helping, but also Shepparton’s economy is very resilient and was in a really good place before COVID kicked in,” Mr Gagliardi said. “We still have a strong agricultural sector and the lower Australian dollar helps exports and I think low interest rates are here to stay for a few years. “You only have to look around and see the large developments, like the hospital, courthouse, art gallery, secondary college and medicinal cannabis facility, that have created jobs and underpinned Shepparton’s expansion,” he said.
