Warwick Ragg took up his role at the National Road Transport Association on Monday, February 9. Mr Ragg has more than 20 years’ experience working in member-based industry associations, including 11 years as Australian Forest Growers chief executive officer and in a senior position at the NSW Farmers Association before that. Mr Ragg replaces Chris Melham who has been appointed chief executive officer of the Australian Trucking Association. National Heavy Vehicle Regulator chief executive Sal Petroccitto congratulated both men on their appointments. Mr Petroccitto said Mr Ragg’s experience in member-based industry associations would put him in good stead for advocating the best outcomes for NatRoad members and the wider heavy vehicle industry. “The NHVR looks forward to working with Warwick and NatRoad in continuing to develop solutions to industry issues
and concerns through our key industry advisory forums, like the NHVR Industry Operations Group,” Mr Petroccitto said. Award nomination for career ‘truckie’
Berrigan transport company owner Kel Baxter has been named a finalist in the 2015 National Trucking Industry Awards. The nomination for Outstanding Contribution to the Australian Trucking Industry acknowledges Mr Baxter’s commitment to the transport industry during his long career. In the late 1970s the then Berrigan farmer bought a single-trailer Bedford truck to cart grain from and fertiliser to the family property. Eventually he was spending too much time on the road and not enough on the farm so he employed a full-time driver which required sourcing extra work; contract carting grain and general freight for other farmers and local businesses. “There was too much work for one truck, so that led to a second truck and so it went,” Mr Baxter said. Now Kelvin Baxter Transport is

As well as growing his business Mr Baxter has been actively involved in the transport industry, most notably in the areas of truck safety and construction, and is presently chair of the Australian Trucking Association Industry Technical Council. The council brings together manufacturers and suppliers to the truck construction industry as well as truck owners and road users to share information.
“It’s a valuable forum to exchange ideas for the betterment of the industry,” Mr Baxter said. His fleet, of predominantly Kenworth prime-movers, is maintained to strict standards by staff in his own workshop and Kelvin Baxter Transport has been ATA TruckSafe accredited for 15 years. “I’ve travelled to the US and Europe and I’ve not seen a better product than the Kenworth. They are Australian made and the world’s best,” Mr Baxter said. He has seen some changes in the transport industry during his career, in the areas of driver comfort, truck safety and environmental efficiency.
“Our aim is to run high productivity vehicles to keep our supply chain efficient. The modern trucks are better for the environment, they burn less fuel for each tonne of freight carted,” Mr Baxter said. Kelvin Baxter Transport carts grain from farms and depots to port terminals in Geelong, Melbourne, Port Kembla, Newcastle and Brisbane; as well as potatoes from the southern Riverina and Robinvale to a manufacturing plant in Brisbane. Fertiliser and general freight are other regular commodities. Mr Baxter admits transport is “in his blood” and often fits in a factory tour or meetings with truck company

In 1922 Mr Baxter’s grandfather selected 730 ha at Berrigan — that smaller holding has grown to 7287 ha under successive generations and is now operated by Kel Baxter’s sons Glen and Noel and their wives Fiona and Amy. The award winners will be announced at the ATA’s 25th anniversary gala dinner in Hobart on Saturday, March 21.
Comment sought on heavy vehicle roadworthiness, user charge options Transport companies and fleet operators are invited to make submissions to two National Transport Commission documents that could impact their businesses. The Heavy Vehicle Roadworthiness Program Consultation Regulatory Impact Statement and the Heavy Vehicle Road User Charge Annual Adjustment Consultation Report 2015 are now open for public consultation.
The RIS was released by the NTC for public comment and feedback in January and assesses four packages of options for improving the national heavy vehicle roadworthiness system and any potential impacts.
Each of the options includes possible changes to inspection processes and procedures, education and training, greater capability to target the highest risks, scheduled inspections, accreditation schemes and possible changes to chain of responsibility laws. The options were developed during the course of the National Heavy Vehicle Roadworthiness Program which is a joint undertaking by the NTC and the National
Heavy Vehicle Regulator. The NTC is recommending a 0.6 per cent increase be applied to the road user charge, bringing the total
road user charge to 26.3 cents per litre, to take effect on July 1. NTC chief executive officer Paul Retter said the increase was subject to approval by Deputy Prime Minister and Agriculture and Regional Development Minister Warren Truss who would take into account the views and evidence provided by Australia’s transport industry and other stakeholders. Boasting a personalised number plate — DRMCAB which stands for Dream Cab — the new rig was purchased through Shepparton dealer Graham Thomson Motors, and brings to 10 the number of Kenworths in the Gattuso fleet. Managing director Frank Gattuso said Kenworth’s proven reliability, continued investment in technology and emphasis on driver comfort were important considerations when buying the K200. “This truck will be travelling from Shepparton to Melbourne, then Albury and return to Shepparton. It will clock up 200 000 km a year so it needs to be reliable,” Mr Gattuso said. “The size of the cab was something we really looked at and the increased room for driver comfort. “This model has an integrated sleeper as part of the cabin. The K200 has a flat floor so the driver can get out of their seat and straight into the sleeper without having to climb in,” he said. Mr Gattuso said driver comfort was imperative when driving and taking scheduled rest breaks, to ensure safety for all road users. Gattuso Transport and Packaging sends 20 trucks to Melbourne daily offering next-day freight delivery. The business has an additional 12 light freight trucks that deliver to many
centres in north-east Victoria and southern NSW. Mr Gattuso said Kenworth’s reliability complemented his operation’s commitment to safety with his own workshop staff carrying out routine maintenance. “I have 20 trucks on the road every night, I don’t want the headaches of breakdowns,” Mr Gattuso said. The new K200 prime mover has been finished in the trademark Gattuso paintwork: white with blue trim. Luke McIntosh from Kyzer Customs and Shepparton Motor Panels’ truck division take care of the extensive stainless steel wraps on the fuel tanks, grills and sun visors that are also prominent on Gattuso trucks. Mr Gattuso’s son Jordan, 17, who has recently started an apprenticeship as a diesel mechanic with the business, was heavily involved in customising the truck. The traditional Kenworth woodgrain finish on the instrument panel has been replaced with modern silver paintwork, and heritage-style goldrimmed gauges with old-fashioned numerals and needles are a step up from the standard black gauges. “I get a great sense of satisfaction seeing our trucks go out on the road well presented. We get plenty of positive comments from people who aren’t very truck-savvy, and our drivers
take pride in driving them,” Mr Gattuso said. The K200 features a Smart Wheel steering wheel incorporating cruise control and engine brake controls and an 18-speed overdrive manual transmission. “I do have a couple of automatic trucks in the fleet but most of my drivers prefer the manual,” Mr Gattuso said. He is confident the new Kenworth K200 will assist the continued growth of the business, which began 15 years ago delivering polystyrene boxes to fruit growers, and now employs 50 staff. Graham Thomson Motors sales manager Gary Nickson said the K200 had been a popular choice for fleet operators since the first flat-floor models were manufactured in 2010. He said the ergonomic design and well-appointed features were attractive to drivers as was the lack of engine noise inside the cabin. The truck is powered by a Cummins ISXe5 engine which produces lower emissions in line with the Euro V standard. Mr Nickson said the K200 was extremely versatile and would suit any application with its capacity to pull various trailer combinations.

ATA calls for freeze on road user charge

The Australian Trucking Association has called on the federal government to freeze the road user charge amid claims the industry has been overcharged to the tune of $200 million.

ATA chief executive Stuart St Clair said the trucking industry paid for its use of roads through heavy vehicle registration fees and a road user charge on fuel of 26.14 cents per litre. “The industry has been overcharged since 2007 because this system underestimates the number of trucks on the road,” Mr St Clair said. He said the National Transport Commission was the independent body responsible for setting the road user charge and last year recommended changes to the way the charge was calculated to eliminate over-recovery. “The state transport ministers put off implementing the NTC recommendations until 2016, although the Australian Government
acknowledged the over-recovery and decided to freeze the road user charge in 2014–15,” Mr St Clair said. “The trucking industry is still being overcharged. As a result, the government should continue to freeze the road user charge until this overcharging has been addressed.” A freeze on the road user charge is one of the recommendations in the ATA’s 2015–16 pre-Budget submission. The submission also recommends the government should increase the small business threshold from $2 million to $3 million, and investigate the possibility of an increase to $5 million. “The Board of Taxation has acknowledged that the small business threshold has not been updated since
2007 and is outdated,” Mr St Clair said. “The current ATO definition of a ‘small business’ — a business with a turnover of $2 million (excluding GST) or less — does not cover many trucking operators who would otherwise be considered a small business because they employ fewer than 20 workers. “These businesses have a high turnover by small business standards but low margins. They may not possess sophisticated resources to deal with tax administration requirements. Raising the small business turnover threshold to $3 million, with the possibility of extending it to $5 million, would reduce the red tape and tax compliance costs faced by these businesses.”

Shepparton Express turns to Volvo A Shepparton-based freight company, which is in a rapid expansion phase, has turned to Volvo to boost its truck fleet. Two new Volvo FH540 XL Globetrotters, recently delivered to Shepparton Express, have increased to 20 the number of prime movers operated by the firm. Managing director Anthony Sfetcopoulos said this was the first time he had bought Volvo trucks and was swayed by the brand’s reputation for reliability and commitment to driver comfort. “I wanted to try something different; Volvo is supposed to be the best technology and also the ones we have bought are a brand new model,” Mr Sfetcopoulos said. He said the previous model had undergone several changes and facelifts but the FH540 XL Globetrotter had been completely overhauled and was packed with the latest features. The truck boasts a full safety pack including adaptive cruise control, lane change support, lane keeping and driver alert system. “If you set the cruise on 100 km/h, and if there is a car in front of you going 90 km/h, it will slow down and keep its distance. Then if the car moves or you go to overtake, it will speed back up to 100 km/h again,” Mr Sfetcopoulos said. “It also has lane keep assist: if you go out of the white lines it will make a buzzing noise. “The driver alert system monitors the way

you are driving, so if you’re driving like a peanut, it tells you to have a break.” Mr Sfetcopoulos said one of his drivers, who is aged about 60, regularly drove the Volvo truck and because it was so comfortable and easy to drive he could continue to work with ease. Shepparton Express was founded by Mr Sfetcopoulos as a parcel distribution service in 2006, then aged just 20. With some experience running his father’s transport business, Mr Sfetcopoulos was driven by the idea of working for himself. From those early days the business has expanded to a national transport operation, employing 80 staff and travelling from Shepparton to Melbourne and interstate. “We carry everything; beer, timber, paper, salt, sugar, scrap paper, general parcels and retail freight. We transport between Melbourne, Sydney, Brisbane, Canberra, Adelaide and anywhere in between,” Mr Sfetcopoulos said. He said each of the new trucks had an extra-large cabin and was powered by a Volvo 13 litre engine with full automatic transmission. The new FH540 XL Globetrotters were purchased from CMV Truck and Bus in Laverton. Sales account manager Michael Waddington said the model had been very popular and set the benchmark in long-haul transport. Mr Waddington said the truck was wellsuited to the needs of Shepparton Express and its modern European safety features assisted drivers to work in safer conditions. Along with the safety pack the truck was also fitted with auxiliary airconditioning and under-bunk fridge/freezer.

Trucks prepare to roll into Alexandra Record numbers of wheels are expected to roll into town for the 19th Alexandra Truck, Ute and Rod Show on the Queen’s Birthday long weekend. Organisers estimated last year’s attendance was between 12 000 and 14 000 people, and they are hoping great weather will attract similar numbers of truck and motor enthusiasts in 2015. The annual Show and Shine competition is always a highlight, with the crowd flocking to admire the highly polished and immaculately presented prime movers, trucks, utes and rods. Other crowd pleasers include the woodchopping competition, side-show alleys and trade stalls. Show committee member Andrew Embling said the annual event had become the busiest day of trade for local businesses and the biggest fundraiser for more than a dozen local community groups. was officially unveiled last year, is expected to attract hundreds of visitors. The memorial is located in Rotary Park. Frank Gattuso from Frank Gattuso Transport and Packaging, based at Shepparton East, attends the show every year. Since he started his business about 15 years ago the Alexandra event has been a regular social destination for Mr Gattuso’s family and staff. “It’s a great weekend, the town of Alexandra is very tourist-friendly and there’s plenty of entertainment for the whole family at the show,” Mr Gattuso said. Each year several trucks from the business’ 32-strong fleet of mainly Kenworth and Western Star rigs are polished and prepared for the Show and Shine event. The Gattuso office now proudly displays several cabinets full of trophies and awards won in a variety of categories at the show.
Planning under way for Deni truck show and expo Deniliquin’s rich agricultural history and its reliance on the transport industry make the town the perfect venue for a major truck event. The inaugural Deniliquin Truck Show and Industry Expo is planned for Saturday, September 12 and will add to the vibrant calendar of events already hosted by the Riverina town. Following conversations with several local trucking identities, fellow enthusiast John Creenaune called a public meeting in December to gauge the level of community interest in staging a truck show and expo. Mr Creenaune was elected president of the Deniliquin Truck Show and Industry Expo and said the event was generating plenty of enthusiasm. Fellow committee member Leesa Muir said Deniliquin was reliant on the heavy vehicle industry, and its location on the Cobb Hwy — a major inland transport route — ensured many interstate trucks rumbled through town. Deniliquin is also home to several wellestablished transport companies.
“There are some very long-term businesses in town that are freight businesses. They have grown carting rice, wool, general freight and fuel,” Ms Muir said. “There are also many spin-off businesses; we have a local trailer builders in Deniliquin and maintenance businesses that have thrived from the transport industry.” The program for the expo, to be held at Memorial Park, is yet to be finalised but Ms Muir expected there would be a show ’n’ shine display of prime movers, demonstrations and trade stalls, musical and family entertainment and heavy vehicle industry information about education, training, health and wellbeing. Long-term plans include the development of a wall of fame to honour truck drivers and industry leaders from the region. Warren Smith takes the helm of GV transport group The new chairman of the Goulburn Valley Road Transport Group has a long association with the transport industry. Warren Smith is presently business manager at the Driver Education Centre of Australia’s Shepparton facility and assumed the chairman’s role at the group’s annual general meeting on Thursday, March 5. Mr Smith said his early career as an interstate truck driver saw him travelling along the east coast and to Adelaide, delivering freight for Melbourne and Shepparton-based transport companies. He has also worked as a driver trainer for BP, as a senior trainer at DECA and has written training packages for the industry, most recently to increase awareness of truck roll-over. While he admits to “liking anything with an engine and wheels”, Mr Smith said his working knowledge of local roads, and awareness of issues affecting the region’s transport operators, would assist him in the chairman’s role. Mr Smith’s predecessor Graeme Press led the road transport group for the previous six years; a period of significant change within the industry.
Mr Press cited new fatigue regulations and the roll-out of the National Heavy Vehicle Regulator as having the most impact on local operators. “The roll-out of the national regulator is a major change but hopefully going forward it will offer operators greater consistency, particularly for those with interstate fleets,” Mr Press said. “Previously companies operated under different state regulations every time they crossed the border.” The GV road transport group was formed in 1995 to act as a conduit between local operators and organisations such as VicRoads, Victoria Police and the National Road Transport Association. The group regularly hosts forums to keep operators up to date with legislative and regulatory changes and represents all transport operators, including freight businesses, bus companies and fuel suppliers, within the Goulburn and Murray regions. Mr Press said there had been enormous growth in the industry during his tenure particularly in the area of light freight, which he attributed to burgeoning internet sales requiring direct-to-door delivery.

Cobram hosts heavy vehicle forum Updated information on issues affecting the transport industry was presented at a heavy vehicle forum in Cobram on Tuesday, March 10. Staff from the Driver Education Centre of Australia, National Heavy Vehicle Regulator, Victoria Police and VicRoads addressed the gathering of local transport operators and agricultural contractors. Organised by RoadSafe Goulburn Valley the forum was held at the Cobram depot of Brian Hicks Transport. RoadSafe GV chair David McKenzie said the forum was an opportunity for all involved in the heavy vehicle transport industry to receive current information on issues directly affecting them. “The NHVR is having a significant impact and is standardising the laws as they apply to the industry, particularly in the eastern states,” Mr McKenzie said. “We endeavour to promote road safety to ensure that the heavy vehicle
and equipment industry is safe, professional and remains viable.” The presentations were followed by a panel “question and answer” session. The Australian Trucking Association’s safety truck was on-site to promote the positive road safety message. Mr McKenzie said the forum was organised by RoadSafe GV in conjunction with Moira Shire, VicRoads, DECA, the Transport Accident Commission and the Victorian Community Road Safety Alliance. Speakers included Warren Smith from DECA, Kirsty Matthews from VicRoads, Leading Senior Constable Dave Liversidge from Victoria Police and RoadSafe North East Community Road Safety Council chairman John Weinert.

ATA chair attends GV transport meeting Australian Trucking Association chair Noelene Watson was a guest at Goulburn Valley Road Transport Group’s annual general meeting on Thursday, March 5. Mrs Watson is the managing director of Don Watson Transport, one of Australia’s leading refrigerated logistics companies. At the time of her ATA appointment in March 2014 Mrs Watson said one of her goals was to work for better health for truck drivers. “I want to promote better health and wellbeing for our drivers in the transport industry, and especially the support services available to our drivers. Our drivers are away from
home for so much time that they don’t have access to all the services that should be made available to them,” Mrs Watson said. “I’d also like to see drivers treated in a professional manner while fulfilling their transport task. This is a big issue for our drivers on the road. They quite often aren’t treated professionally, and it then reflects back on our own businesses, and it’s left to operators to deal with this. “I’d like to promote a more professional perception of the transport industry to the public, and work with member organisations to achieve our common goals.”
Industry forum planned for Shepparton Following the success of last year’s Victorian Transport Association regional forums the 2015 schedule is now in the planning stage. VTA industry services manager Brad Close said more than 70 transport industry representatives attended a breakfast at the Parklake Hotel, Shepparton in May 2014
to hear speakers from VicRoads, WorkSafe and Victoria Police. Mr Close said the VTA was now researching relevant industry issues to canvass in the new series of forums. He said the VTA website vta.com. au would advertise the forum details and encouraged transport operators to check it regularly.
The Australian Trucking Association says family transport businesses, including those that transport fruit in the Goulburn Valley, should be exempt from capital gains tax during succession planning.
Call to remove capital gains tax from family business transfers Removing capital gains tax from business ownership transfers within families would encourage succession planning to the next generation of transport operators. That view, expressed by Australian Trucking Association chief executive Stuart St Clair, is one of the recommendations in the ATA’s submission to the Productivity Commission inquiry into business set-up, transfer and closure. Mr St Clair said the present CGT arrangements discouraged family businesses, which are at the heart of Australia’s trucking industry, from transferring
ownership to the next generation. “Previously, family businesses were able to use arrangements such as trust cloning to avoid triggering a capital gains liability when transferring ownership of the business within the family. However, this was abolished in 2008,” Mr St Clair said. “The intent of business taxes is to collect revenue in the simplest way possible, without preventing businesses from increasing employment and contributing to economic growth. “CGT on family businesses works against this. When a parent passes on
their business to their children, they receive no benefit. “The children could be liable if they chose to sell the business outside of the family, as they then benefit financially from the sale. But a change of company ownership within a family should not attract CGT.” The submission also recommends simplifying the process for individuals wanting to start a business and argues that the Federal Government should increase the small business turnover threshold to $3 million to provide support to high-turnover, low margin businesses.

TV report not reflective of industry: ATA
Fatigue forums planned
There is no place for illegal drugs in the trucking industry, NSW trucking body ATANSW said. The call followed a report shown on Channel 9’s A Current Affair program in February, which showed footage of a truck driver allegedly taking the drug ice. The report also showed an interview with an ex-truck driver who reportedly lost his licence after taking drugs and driving, and who admitted taking drugs with the person in the footage. “These individuals and this behaviour reflect poorly on the honest, hardworking and professional men and women in this industry,” ATANSW manager Jodie Broadbent said. Mrs Broadbent also acknowledged the concern expressed by Victoria Police about drug use by road users in general. “Trucking operators have introduced drug

and alcohol policies that cover random testing of their workforce, but more needs to be done,” Mrs Broadbent said. “The chain of responsibility legislation in road law must be used by road authorities to prosecute those in the supply chain who don’t manage their businesses properly, or who push drivers to achieve impossible targets. “This television report is not representative of the men and women who work in our industry. “This person clearly has a drug addiction problem and while he needs help, we don’t want him on our roads, either in a car or a truck. “Our members are sick of being lumped in with these individuals. They go to work just like anyone else, they have the right to feel proud of the work they do.”
The National Heavy Vehicle Regulator will host the industry information forums to provide transport operators with information on the application process, benefits, safety improvements and productivity gains achievable under AFM. There will also be opportunities to ask questions of the NHVR in relation to AFM accreditation. Session dates and times are being finalised and will be published on the NHVR website www.nhvr.gov.au

Call for adequately signed rest areas A NSW trucking organisation has stressed the importance of adequate signage for heavy vehicle rest areas. ATANSW, a member services organisation, issued the call following the announcement in February of $120 million funding for 27 new heavy vehicle projects in
NSW, including truck rest areas. ATANSW manager Jodie Broadbent said the trucking industry continued to struggle with other road users taking up valuable
space in designated heavy vehicle rest areas, making it difficult for truck drivers to meet mandated rest requirements. Mrs Broadbent said truck drivers were frustrated when existing areas that could accommodate heavy vehicles were taken up by other motorists. “Truck drivers plan their journeys and know which rest areas they want
to use. However, it is impossible for them to stop when holiday makers are parked in heavy vehicle parking bays, on verges, or in the fog line of entrances to rest areas,” Mrs Broadbent said. The association is calling for the NSW Government to develop spaces within rest areas as dedicated heavy vehicle only parking as well as work with police to educate
motorists and enforce the law when illegally parked. Mooroopna retirees Don and Wendy Stephens have, up until this year, seen most of Australia by towing their caravan on annual trips. Mr Stephens said he was careful not to park in designated heavy vehicle areas, and opted instead for driver revive roadside stops that offered kiosk and toilet facilities.
