A warm welcome to you the reader of our first edition of a newly evolved GstaadLife, the December 2009 issue. Six years have now passed since GstaadLife was first published, and we are very pleased that the publication has over the years become well accepted by both readers and advertisers in the Gstaad region as a regular English language insight into local current affairs. Its evolved format is that of a magazine. GstaadLife now describes itself as the exclusive monthly publica-
tion about the good life in Gstaad. An apt definition that we wish to be the guide for our content. We continue to cover a broad spectrum of local news, events and actualities, and draw the vast quantity of our facts from our publication principal, The Anzeiger von Saanen. This gives legitimacy to our base reporting and keeps our content current. In the future we will be considering the inclusion of the French language into the pages of GstaadLife, we are still working on how to go about this, but are aiming at Summer 2010 to be the launch of this initiative. As from this month we now distribute to all of the Hotels in the region, local newsagents and of course to our private subscribers. Being a monthly – we will only insert once a month into the Anzeiger von Saanen but will ensure that stand-alone copies will be found at newsagents and local general stores. In this issue of GstaadLife we bring to you a special feature on winter
sports clothing, equipment and accessories – we have visited some of the well known local stores and picked up on the latest equipment and trends which we share with you. From now on we will have a special feature of sort in every issue. This allows local businesses the opportunity to actively participate in the feature and hence amplify their products and services in an informative and creative manner. Our next issue will come out on December 18, and run through the Christmas period. It will include a special feature on jewellery found in the Gstaad shops and boutiques. So if at that time you are still on the look out for a Christmas gift for someone special, I am sure that between our pages we will have some good ideas for you. I hope you enjoy our new format. Medical insurance premiums to increase in 2010 The premiums of the mandatory medical insurance (OKP) are rising on average by 11.5 percent in the canton Bern; an average Swiss increase of 8,7 percent. The health and welfare administration of the canton Bern (GEF) regrets this drastic premium increase – the highest since the implementation of the Medical Insurance Law in 1996. The Bernese hospital domain is undergoing important changes, which are going to have a slow containment effect on the respective costs at the expense of the OKP. ADAPTED AND TRANSLATED FROM PRESS DEPARTMENT: CANTON OF BERN, HEATH AND WELFARE ADMINISTRATION For the Bernese population the premiums for compulsory medical aid are going to increase significantly for the year 2010, according to the federal medical aid law (KVG). Based on the figures published by the federal health office (BAG), the average monthly premium for adults (from 26 years) will increase to SFr 385.72 (+11,5 percent), for the youth (between 19 and 25 years) to SFr 315.74 (+15,8 percent) and for children to SFr 90.48 (+12,6 percent).
On a national level the average increased amount to 8,7 percent, 13,7 percent and 10 percent. These figures reflect a theoretical average premium. The effective premium can vary strongly within the canton Bern according to the regional premium and the chosen medical insurance – from SFr 373 to SFr 490. The health and welfare administration (GEF) underlines that the cause for the sharp increase of the 2010 premium, can mainly be attributed to the adjustment of the statutory
calculation of the medical insurances reserves. For inexplicable reasons the reserve of the medical insurances were determined too low in the canton Bern. This shortfall should be caught up by 2012, in order to comply with the regulations of the federation and to eliminate large discrepancies between the cantons. In canton Bern a third of the hospital services are rendered by private hospitals, and these services are paid comprehensively by the medical aid, since the canton does
not contribute to the cost of private hospitals. This fact will only change once the new hospital funding plan is implemented in 2012. The goal of the governing council is to offer the population of the canton Bern a healthcare sector with comprehensive first-class services at a sociably sustainable cost. Therefore the health and welfare administration will increase its efforts, to accelerate the reform proposal for the optimization of the Bernese hospital sector.

Calculations display a total of 4,450 square meters of gross floor space needed together with the surrounding ground of 2,500 square meters with parking for 80 to 100 cars as well as a helicopter landing pad with an unobstructed area of 25 x 25 meters. All in all a surface area of 6,500 to 8,000 square meters is required. The hospital director Christian Pfammatter said that the Board favors the option Bergmattenstrasse, because of the political acceptance of this site. He added that Christian von Siebenthal’s land behind the parking lot of the Saanerslochbahn was no longer an option. “The fea-
sibility study followed clear criteria and several points have led to this result,” said Mayor Aldo Kropf. “These were various reasons why the site was not suitable, which was favored two years ago, one of the aspects was the requested land trade-off. We were not able to enter into this agreement.” New construction is more cost effective Mr Pfammatter again emphasized that a new building would be more cost effective for the Spital STS AG. “Requirements have changed, the two existing hospital premises no longer comply with current and future needs. We treat a lot more outpatients now and people with small injuries. Support from the mountain region Unlike two years ago, the political representatives of both regions now back the project, although not all with enthusiasm, as Erwin Walker, Co-President of the mountain region Saanenland-Obersimmental said. “We are not necessarily embracing each other,” says Walker. “But in terms of the ultimate goal of preserving the trauma care hospital in the region, we support the Board of the Spital STS AG in its efforts to build a hospital - even if it has to be in Saanenmöser.” The mountain region will participate and would do everything they can to build confidence within the community, even amongst those who are still struggling with the decision. “We need to raise awareness about how important a stationary trauma care unit is for the region.” “As a result of the feasibility study only two possible locations are now feasible, no more and no less,” said Anne Speiser, Council President from Zweisimmen. The municipal council of Zweisimmen was under enormous pressure, and at last agreed to the location in Saanenmöser in order to restore calmness at staff level again. “Many other steps are still required before construction can start in Saanenmöser,” expressed

Let us hope that the spirit remains high and that all parties involved with the project keep moving forward together. “ The next steps The next steps involve the consolidation of the construction project by the hospital planners, the preparation of design principles (space program and functionality schemes), cost estimates, reviewing the efficiency and sustainability of investments and the final decision in principle, whether the project is going to be implemented, explain the project leaders. “The municipality of Saanen will do everything in order for the hospital to be realized as soon as possible,” said Aldo Kropf. The landowners of both plots have agreed in writing of their intent to sell the portion of the plots, which are necessary for the construction of the hospital building. The offices of both local and regional planning AGR had also been consulted. Both plots are still in an agricultural zone and a rezoning will have to be decided at a municipal assembly. “We anticipate that the plan adoption procedures for the hospital building will be carried out separately from the local planning revisions,” said Kropf. Aldo Kropf did not have any information about the costs. “Among other things it also depends on how big the effective area to be acquired is going to be. The agreement will probably be brought before the municipal assembly in autumn of 2010,” he said. Interim solution until 2014 Those responsible say that it should not be assumed that the new hospital would be opened before 2014, not even if the project is fast tracked. Until the opening of the new hospital, the model “one hospital two locations” will be pursued for both hospitals of the STS AG Saanen and Zweisimmen and the already heralded optimization will continue at both sites. “The Board Spital STS AG is convinced and confident that this interim solution offers optimal services to the population in the affected regions of the Simmental and Saanenland,“ said Beat Straubhaar, CO Spital STS AG. Hospital Saanen goes to municipality Should the new construction in Saanenmöser come into existence, then the hospital in Saanen will go back to the municipality and the hospital Zweisimmen will become an old age care center. “The planned use for the Saanen hospital build-
ing is not yet certain, the municipality would deal with this matter in due course,” said Markus Iseli. The planning of the new old age care center will run independently of the hospital decision, to avoid further delays. The IG Hospital Care SimmentalSaanen reacted negatively to the media conference. The IG had not in any way supported the hospital site in Saanenmöser and the population did not feel well represented by the authorities, the IG wrote in a media release. They spoke of an insult to the people, the arrogance of power and of a banana republic. “If the IG torpedo’s the project, it must bear the consequences and face the population,” says Erwin Walker regarding the IG criticism. Lancelot Frick, president of Friends of Saanen Hospital, was pleased with the hospital’s decision makers to support the project for a new hospital building. “With this the whole region, from the Pays-d’Enhaut to Niedersimmental, receives a perfect infrastructure for inpatient medical care.” The organization Friends of Saanen Hospital also applauds the planned old age center “A good retirement - both for locals and visitors - is as close to our hearts as the receiving of a trauma hospital in the region,” says Lancelot Frick.

Trick thieves occur more The police of the canton Bern received information about trick thieves and attempted thefts in September 2009. The police are giving tips on how to prevent such crimes. THE POLICE OF THE CANTON BERN INFORMS In September 2009, 60 trick thieves or attempted thefts were reported to the police of the canton of Bern. The unknown person for example will ask the victim for small change, and while distracting her, steal money out of her purse or even remove it forcefully. Even when asked for a favor, victims were harmed. The moneys stolen amounted in some cases to several hundred of francs. The crimes are mainly committed in the city and the region of Bern, as well as in the Bernese Oberland with focus on Interlaken, Spiez,
Thun and Meiringen. Other crimes were committed in Biel and the region of Oberaargau. The Bernese cantonal police will conduct more checks on persons and advises the following to the public: - Healthy mistrust can protect against unpleasant surprises - Don’t respond to requests for small change (refer to financial institutions) - Immediately alert the police on (Tel. 117/112)

Row of houses on the Promenade to remain The planned demolition of multiple houses on the Promenade and their replacement by larger buildings led to broad discussions. The “Einfache Gesellschaft Überbauung Promenade” has taken objections into account and has withdrawn its project. Now only the Post Office building will have to make space for two new buildings. Renovations instead of new construction on the Promenade “The developer has withdrawn his plans,” said Marcel Bach to the Anzeiger von Saanen. “We will soon submit an altered project.” The houses (Hermenjat, Jutzeler and
Lorenz Bach) will not be demolished as previously planned. According to Marcel Bach the house of Lorenz Bach will remain unaltered (Lorenz Bach has retired from the company). As for the other two houses, an expansion and renovation are being worked out. Two new buildings with integrated Post Office The building behind the Post Office is going to be demolished. “Two new buildings are planned in the Post area, including an integrated Post Office,” says Marcel Bach. Due to the project changes the building schedule has been moved to exact-
ly one year. The constructions are estimated to commence in Spring 2011, informs Bach. The “Boss-House” is also not going to be demolished According to the construction publication of August 18 the “BossHouse” was also due to make space for a new building on the Promenade in Obergstaad. “We are also withdrawing that project,” says co-owner Marcel Bach. “The house remains and will be expanded or renovated.” The work is scheduled to start in the Spring of 2010.
Taking concerns into account “There are many building projects taking place within a very short period of time on the Promenade and all these new developments would really change the character of the village,” is what Marcel Bach sympathizes and shares with the opponents. Not only because of the huge opposition against the planned building projects on the Promenade was the decision taken to withdraw both projects and to propose an alternative variation, explained Bach. “We also want to take the concerns seriously and take the objections of the locals and the visitors into account.” Photo: Anita Moser
Recently the local population as well as visitors have voiced their resistance against the planned building projects on the Promenade. At the municipal assembly on June 19, the local council submitted two petitions for the following municipal assembly to take measures against the “mammoth constructions” in the village center of Gstaad and against the housing shortage for locals, as well as the selling out of homeland. Marcel Bach supported Gottfried von Siebenthal’s vote. “If it carries on, Gstaad will be ruined. We can also build on a smaller scale and keep larger distances,” explained Bach. Many present may have questioned the vote, especially since one of his projects might have been crucial for the opposition. The “Einfache Gesellschaft Überbauung Promenade” to which Marcel Bach, Lorenz Bach, Chaletbau Matti as well as Bruno Marazzi and Renato Marazzi belong, planned the demolition of four houses (including the Post Office) and the construction of four interconnected living- and office buildings including underground parking.

Council has decided on the Gstaad planning zone BY MUNICIPAL OFFICE OF SAANEN, AVS 06.11.09 Due to significant requests made at the municipal meeting of June 19 2009 the council has addressed the issue of the utilization of the buildings in the village center in Gstaad, in depth. The problem turned out to be very comprehensive and complex. In order to build the right foundation for the decision-making progress, diligence has to be applied and the council has therefore decided to implement a planning zone across the sub-regions of Gstaad. At the municipal assembly of June 19 the request was made to reduce the maximum utilization within the
areas of Gstaad. This application was declared as considerable by the Assembly. The council and the administration analyzed the issue over the past months and encountered complex and sensitive issues, particularly in legal terms. These findings require a thoughtful and systematic approach. Quick decisions, based on incorrect or incomplete facts, would very likely miss the target. The council is currently dealing with the town’s layout and the developments in our villages, in order to incorporate desirable developments in terms of planning into the revision of local planning.
Adoption of a planning zone To avoid unpleasant developments in the meantime, the council implements (with immediate effect) a planning zone in the sub-areas of the village of Gstaad. This affects the entire central area and peripheral areas, which are visible from the Promenade. This measure applies for the next two years and could be prolonged if necessary. During this period, the municipal council, according to its planning intentions, will include new provisions for permitted extensions into the new building regulations. Pending the decision of the voters about the
new building regulations, the existing building volume in the planning area will not be encroached upon. Once the revised building regulations enter into force, the planning zone regulation will be lifted. The relevant documents concerning the adoption of the planning zone (publication text and associated plans) are available for viewing by the public at the local police building department, planning and infrastructure of the municipality until December 04 2009. Objections against the planning zone, the duration thereof and its purpose can be made within 30 days.
“Le Rosey” buys in Erli Following decisions of the association of the “Ferienheim Fraubrunnen” and the representative voice of the Saanen voting population, the institute “Le Rosey” has bought the property where the present “Ferienheim Fraubrunne” is situated. Into what kind of zone the land would have to be rezoned, is not yet clear. This can only be decided, once we know what type of constructions are planned,” says von Grünigen. As the building permissions are not through yet, the holiday home will continue its work for the time being.

When it became clear that the planned orthopedic health clinic would not develop on the grounds of the vacation home “Fraubrunnen,” a new interested party came forward, the institute Le Rosey. Following a voting process whereby communities had their say, it was eventually confirmed that Le Rosey will be moving to Schönried and that they have bought the property in Erli for a fee of SFr 25m. The school is planning to build eight to ten new buildings on the land it has bought and plans to move into its new winter campus in 2011/2012. Construction cost is estimated at around SFr 45m. Where to with discretion? BY ROGER SEIFRITZ, DIRECTOR SAANENLAND TOURISM, ADOPTED & TRANSLATED FROM THE ARTICLE IN AVS 09.10.09 The arrest of Roman Polanski has made waves. An outcry of appall went through the country. Many could not understand why Polanski was arrested for an offense he had supposedly committed 32 years ago and besides that, he had been allowed to go in and out of the Saanenland for many years. Our region experienced an invasion of journalists in search of people-stories. Not only were the official sources interviewed, but also locals and visitors who in some cases clearly enjoyed giving out information. In the meantime, everybody knows where Polanski’s chalet is, what a wonderful father he is to his children, how often he skies, how well he dresses, what his preferences are and that the Saanenland regrets his arrest. Gstaad is once more a showcase to
the world as a favorite destination for the famed. In principal this is not a bad thing. Even though of benefit, it can cause jealousy amongst some people. Problematic on the other hand is the showcasing of the candor. Such openness can have a boomerang effect and bring the sympathetic vote to a tipping point due to new insights. In the Polanski case such indications are visible. Furthermore, what I judge as even more of a problem, is that we project an image that may appear unsafe to our longstanding visitors. When someone is exposed to the public eye, their whole persona is exposed in all its facets to the media. We talk about discretion, but don’t adhere to it. This behavior is questionable. Is it correct to readily
answer all journalists’ questions? Or would it be more appropriate to think twice and then reply: I’m sorry I can’t speak about it. Or, I wouldn’t like to comment in public, please address the official spokesperson. How would you feel if suddenly everybody shares private information about you, which in no time could be found on the internet, television, radio and newspapers for the whole world to view? The case of Polanski is a great opportunity to review our values about the privacy of each individual and their worth. I don’t intend to limit your freedom of opinion - but I would like to appeal that thought and responsibility be applied when dealing with information. Our visitors and fellow citizens would appreciate more sensibility and security.

Lump-Sum Tax scheme BY SAANEN BANK The canton Zurich abolished its lump-sum tax scheme by publice vote in February of 2009. There is a considerable high probability that
left-wing parties will take further political acion against the slumpsum tax at both the cantonal and federal levels over the next few

months and years. The lump-sum tax scheme has been debated several times in the past, but until now has never been seriously threatened. The Zurich decision, however, will need some mutual efforts and decisive action to defend the system. Facts & figures Basically 5,000 lump-sum taxed individuals are generating the considerable amount of SFr 580m on a yearly basis. On this occasion one has to consider that this tax income is much higher than the total net tax income of SFr 225m generated by the city of Bern. It is also being considered as a fact that precisely in infrastructure poorer regions of Switzerland such as mountain regions lump-sum taxed
individuals are generating up to 15% of the total net tax income. It goes without saying that those specific tax payers are also investing considerable amounts of money and a specific survey would amount those direct investments together with the yearly consumption of those individuals to a total of SFr 3.6b! As a result of those investments and consumption a total of SFr 690m are being generated as an additional income on a public renvue basis. So on buttom line one can make the statement that the approx. 5,000 individuals being taxed on a lumpsum tax scheme are being responsible for up to 25,000 jobs totally in Switzerland. How many jobs would be affected in the Saanenland?

The man on the postage stamp Simon Raaflaub from Feutersoey features on a special postage stamp dedicated to the Paralympics 2010 in Vancouver. The 24-year-old seems to be pretty relaxed about the fact that from November 20 “his” postage stamp will be sold over the Post Office counters throughout Switzerland.
He has had enough time to get used to it. In addition to the Olympic postage stamp the Post Office has had the idea of a Paralympics postage stamp for a long time. There were several subjects to choose from, but in the end a jury decided on the image of Simon Raaflaub, the one-legged skier. The 130th postage stamp was designed this summer and Simon Raaflaub wasn’t allowed to tell anyone.

Simon Raaflaub is as good as qualified for the 2010 Paralympics Games in Vancouver due to his results from last winter. “I would have to do something really stupid for it to go wrong,” he says. This will be his third Paralympics; his first one was Salt Lake City at the age of 16 and four years later in Turin. With the fifth place in the Olympic slalom in Turin, Simon achieved an excellent result - had the new handicap system not been in place at the big event, he would have won gold as the fastest one-legged skier. But the new system is the correct way and makes the competitions more attractive. Lack of integration “We can’t talk about equality” he says, “and it doesn’t have to be that, but in regards with the integration of disabled athletes and disabled people in general, the Germans and the Austrians are miles ahead of us.” During the Paralympics, the German television reports on a daily basis from the games for the disabled, in Switzerland, however the success of the Swiss athletes at the
Paralympics is rarely broadcast. “It is not attractive enough “ according to the broadcasters.” And while, for example in Austria or the U.S. the disabled skiers are fully integrated into alpine skiing, the skiing nation of Switzerland still lags behind in this regard. For us, it is very important that we are included into the Association of Swiss Ski. I’m sure we could all benefit enormously from the interaction,” says Raaflaub. Often he and his father Thomas Raaflaub, who for many years was the president of the Swiss Disabled Ski Team, enquired about being part of Swiss Ski. “The answer is always, yes of course this should be done, and then nothing happens,” says Raaflaub. “It is really the local associations who should enquire and do something for the disabled sport.” Aiming for a top result Simon’s goal for the Paralympic Games next February is clear: He wants to achieve a ranking among the top eight and crown his sporting career with a Paralympics medal. He is already on a postage stamp, and thus ahead of most other athletes.

And, you would be unpretentious, and unobtrusive, instead of portly and middle-aged wedged in the driver’s seat of a car only Harry Wales should be seen in. You see, this wouldn’t be just any shuttle service; it would be an intelligent alternative for residents of any hill like Bissen, Gruben and Oberbort, conspicuous enough for anyone who wouldn’t be caught dead in a Mini or a Fiat Panda 4x4. Incidentally, I drive the latter around town, when I don’t walk, and I highly recommend it. I never have trouble finding parking or getting around in the snow. Last winter the car probably saved my life. I had come upon a road blocked by my mother’s Mercedes station wagon that slid out and crashed in front of the Moore’s grange. What ever happened to the old come up – slow down slogan? Nowadays, it is more like come up – and don’t forget your lead foot. Gstaad could be a pedestrian Elysium, though most people prefer their cars. Sports cars. What an oxymoron. My least favorite of these behemoths are Range Rovers. It doesn’t take a mastermind to see that a Range Rover is totally ludicrous when you live in Lilliput. Similarly, in Gstaad, the streets are too small for such large vehicles, and they are weighty, making them dangerous and often useless in the snow. The height is agreeable, and one can see well, the trouble is such big cars obscure the road ahead for pygmies in jalopies. Why so many palatial cars then? I can only imagine it must be for health reasons.
I wonder why the Swiss chalet, and the expensive watch aren’t remedy enough for the infirm? Must be terminal. Perhaps the $60,000+ price tag would be better spent on a shrink. I am always amazed when people actually drive to the Palace from across the street. Short of getting people out of their cars and onto their feet, a trolley or shuttle service might be the answer. By no means would I mount such transport, you say, forced to see neighbors I cannot bear. But think about it more carefully. You would be free to drink yourself into oblivion while proudly boasting of your contribution to a safer, greener world. You would have fewer car related hassles like parking, meters, tickets, fender-benders, and with fewer cars in the garage, your chalet would have more square footage for lodging slaves. The savings might contribute to the shuttle service, and you could
down the tiny road with a wall on one side and a cliff on the other. I had absolutely no control. Because the car was small enough to make a 180 degree turn on a street no more than four meters wide, I managed to get down unscathed. My guardian angel, and the flimsy wire fence propelled my featherweight hot rod around. Clearly, bigger is not always better. Walking, I dare say, would help combat a number of maladies, in addition to traffic, pollution, and road rage. The benefits seem innumerable, compared to those of driving, particularly if one enjoys nature. Additionally, walking is free, and who doesn’t like that? But still, most people drive as though there were no alternatives. Obviously, having ones own car is extremely convenient, but this only accounts for approximately half of a car’s use. What about all those trips that don’t involve groceries or skiing? People wanting to avoid the main roads on foot are not entirely mistaken; they can be downright unpleasant, encumbered with hasty drivers, flying mud, and nasty fumes. I guess cars afford us more time, but do we really want to live on the go when we don’t have to?
