elcome to the April issue of In Security and with the summer finally beginning to show signs of life, our thoughts move to IFSEC 2016 and Security Essen 2016. This issue’s Product & Industry News section (starting on page 8) showcases the latest news from the industry. Our cover story this month examines the ease of moving to wireless access control, without busting the budget, in smart buildings with SMARTair™ (see page 2). Next, the Singapore Sports Hub uses Panomera® to watch over the spectator terraces in the National Stadium (see page 20). Later we examine biometrics physical attributes vs behavioural patterns written by Robert Capps, vice

president of business development at NuData Security (see page 24). In the previous issue of In Security magazine, Justin Bentley, Chief Executive Officer at IPSA, examined cost effective methods of upskilling security officers in Counter Terrorism Awareness; this month he looks at the lack of investment in employees in general by the sector (see page 28). Adventure Island, Southend-onSea’s famous seafront fun park, has invested in an IP network video surveillance system sourced from Hanwha Techwin Europe (see page 32). With many companies cutting budgets in the UK it is vital that high standard security methods are still implemented and carried out by businesses (see page 36). n Chris Hewett, Editor

Panasonic launches mobile network camera for transport Panasonic has launched two rugged mobile network cameras for vehicles, designed for monitoring journeys on trains, buses and haulage.

T

he Full HD WV-SBV131M camera and HD WVSBV111M camera produce high quality pictures even in low light conditions. This is achieved by using the High Light Compensation (HLC) and Adaptive Black Stretch (ABS) functions to correct dark areas and suppress the saturation of bright lights, such as car headlights. It means the cameras can maintain colour mode for longer and achieve crisp, clear, in-focus images, in all light conditions. Gerard Figols, Product Marketing Manager for Panasonic Security Solutions, said, “These camera functions give a picture quality that is second to none in a range of outdoor conditions. The cameras are rugged and have the ability to withstand harsh outdoor environments, including high pressure washers when mounted on a vehicle. This durability along

with the reliable and variable picture quality makes the cameras perfect for the transport industry. Designed specifically for outdoor operation, the cameras have an integrated shell body with a scratch resistant dome, a wide operating temperature range and the ability to withstand severe shock and vibration. Each is IP6K9K and IP66 rated to ensure maximum durability. Each camera has an adjustable viewing angle meaning that it can monitor an area of 11m along the side of a bus, eliminating the blind spot. Alternatively it will monitor an area 20m behind the vehicle to provide reliable proof images, should there be an accident. Alpro opening doors at castle Transom closers and hook locks from Alpro have been installed in a new visitor centre at Sudeley Castle near Winchcombe in Gloucestershire. The castle lies in a 1,200-acre estate on the Costwold Hills and was used by Richard III as a base during the Wars of the Roses. It is also the last resting place of Katherine Parr, a wife of Henry VIII who outlived him. The Alpro transom closers are being used on aluminium doors created by Stroud-based Hybrid Windows who work with clients on timber composite curtain walling as an enhancement for façades. The company’s Hybrid suite is the only UK timber composite fenestration range to include curtain walling. Alpro’s transom closers are a means of hydraulically controlling the opening and closing of aluminium doors. Builders and glaziers benefit from the ability to adjust the latching and closing force created by the hydraulic valve according to the weight and height of individual doors as well as type of usage. Precise adjustment of closing force is vital at a site such as the Sudeley Castle visitor centre which will have a varied user base. The castle visitor centre also features Alpro’s round mortice cylinder hook lock deadlocks which are available in both bar and hookbolt versions for sliding doors and the swing doors used on this project. The hookbolt is made from stainless steel and is a fiveply laminated construction with the centre core case

hardened and complete with a hardened roll pin to resist hacksaw attack. Sudeley Castle has recently opened up rooms that have never been seen before by the public. There are nine individual gardens with notable recent gardeners including celebrity gardening journalist Sir Roddy Llewellyn who lives in the Cotswolds. The Knot Garden (pictured) is based on the pattern of a dress worn by Elizabeth I who was an admirer of the hundreds of types of roses planted here. There are over 1,200 box hedges in the garden’s intricate geometric design which centres on a Moorish mosaic fountain. The comprehensive range offered by Hybrid Windows includes products that combine long-life and low-maintenance aluminium on the outside with the high insulation performance and environmentallyfocused benefits of 100% PEFC-accredited timber to the inside. (PEFC is an international sustainable forest management organisation. Leonard Roberts, a director of Hybrid Windows, said: “The Alpro transom closers are our regular choice for aluminium doors. The units do not disturb the outline of the door and the precise adjustment of closing force as well as a hold-open option help our engineers give customers the performance they want.” Alpro Architectural Hardware T: 01202 676262 W: www.alpro.co.uk n

London borough of Enfield deploys next generation digital anpr system from Videalert EASTCOTE, MIDDLESEX, 26 APRIL 2016 – The London Borough of Enfield is deploying the latest digital ANPR system from Videalert as part of a major ongoing contract with OpenView Security Solutions Limited, the council’s incumbent provider of CCTV installation and support services and one of the UK’s largest independent security system integrators. The system has already been installed at eight locations, where it has replaced the existing legacy NDI Recognition Systems equipment, and will be extended to a further fourteen locations across the borough as part of a total replacement and upgrade strategy. According to Alan Gardner, Enfield Public Safety Centre Manager – Community Safety Team at the London Borough of Enfield: “We liked the fact that Videalert was different from the traditional suppliers of single point CCTV solutions by providing a single digital platform that can be easily expanded to deliver even higher levels of functionality. It has given us a digital migration path to upgrade our old analogue cameras to the latest IP platform and later to full digital cameras that will enhance our crime prevention activities. I also understand the platform has the potential to run other traffic management applications that, if taken up collectively, may achieve further cost savings and efficiencies whilst providing a simple system expansion pathway to deliver a range of enhanced services of value to the local community.” This future-proofed platform uses the latest IPbased cameras and has been deployed at Enfield’s Public Safety Centre depot. It uses sophisticated capture methods to deliver accurate vehicle plate read data to Police ANPR databases (BOFII and the

10 I April 2016 I IN Security

latest Metropolitan Police Service database standard) for crime prevention as well as to traffic management systems (UTMC) to help reduce congestion. Enfield will achieve significant cost savings through the ability to simultaneously run a wide range of additional traffic management and community safety applications without having to procure multiple legacy point solutions. This could include the real time capture of vehicle information for improved predictability of average journey times and incident detection, utilising the same camera assets. Terry Cox, Sales & Marketing Director at OpenView Security Solutions, commented that: “Videalert enables local authorities to do more with less and replace multiple systems from different suppliers with a single digital platform that reduces infrastructure costs and complexity. The platform provides a perfect solution as we continue to upgrade control rooms from analogue to digital and enables easy sharing of data to multiple stakeholders to enhance operational efficiency.” “OpenView Security Solutions Limited is a longstanding partner of Videalert and has achieved Gold Partner status in acknowledgement of attaining the highest level of expertise in the installation and support of digital traffic management solutions and a track record of successful deployments across the UK,” added Tim Daniels, Sales and Marketing Director of Videalert. “Together, we are already engaged on a number of similar projects with other local authorities to replace outdated legacy point solutions enabling them to exploit the benefits of the Videalert Digital Platform.” For more: www.videalert.com n

Digifort vehicle License Plate Reading (LPR) software enables multi-channel plate reading on each server CPU core The Digifort vehicle License Plate Reading (LPR) system is a multi-channel, license module operating within its open-platform VMS. It offers reliable identification and categorisation of white or blacklisted license plates and is widely used in vehicle access control; traffic enforcement; toll collection positions; border crossings; and general site management applications. The Digifort LPR license applies to a server CPU core, not a camera channel. If the LPR is triggered by motion, two channels are enabled by a single core license. If an external, physical trigger is used to capture a single video image, reducing server processing overhead, up to 20 LPR channels can be enabled, also by a single core license. “The Digifort LPR system is typically used to control vehicle access to a site through automated barriers or gates,” explains Francois Levy, Digifort Business Development Director for EMEA. “Its user-configured, management database enables categories such as staff, stolen cars, site visitors, delivery vehicles, unrecognised plates and even “followed vehicles” to be triggers. Corresponding alarm actions can be scheduled for different outcomes by time of day or week. “The LPR system recognises a plate’s characters and registers the plate on a management database,

or in an external folder, with date, time and camera information tags. The database can be synchronised with external databases, such as from the police or DVLA, with associated vehicle owner information, if available. Plate data can also be shared between numerous, multi-channel, Digifort systems, across many sites. “Digifort can read plates accurately on fast-moving vehicles and allow incoming and outgoing plate cameras to be set, to establish vehicle duration times, as used in car park ticketing. Surrounding cameras can also correlate with the primary, plate-capture cameras to provide additional video data, such as the front, side or cab of a vehicle.” A suspect plate event can trigger a visual and audible warning; increase recorded video resolution and frame rate; and notify users by email, text or SMS. A “mask” facility allows users to apply alarm rules to groups of plates and specify plate retention times. Automatic server failover is an option for missioncritical applications and plate recognition accuracy is measured to help users optimize camera set-up. An unlimited number of secure client PCs, tablets and smartphones can access and view the Digifort LPR system. Urmet releases new Android-powered Max IP Touchscreen video entry phone Urmet has launched the Max IP Touch, an Androidpowered touchscreen video door phone that revolutionises the world of video door phones and brings smart home technology control and video intercom into the home via a single touchscreen. The thin, state-of-theart screen uses swipe and gesture recognition similar to that of a smartphone and integrates perfectly into any contemporary interior. Users are able to view and speak with visitors at external door entry panels using the Max IP’s 7-inch colour video screen and duplex audio function. The system also allows call-forwarding to mobile phones via Urmet’s Call2U App when occupants are away from home. This simple-to-use touchscreen door entry phone demonstrates Urmet’s commitment to open integration and optimising home automation for the end-user. For large residential projects, Urmet can deliver the units to installers preloaded with the property developer’s chosen apps for third-party home automation, such as lighting, heating and window blind control. The new touchscreen is compatible with the Urmet IPervoice range, including CCTV surveillance management and proximity readers, giving users high levels of security and highly efficient message management. The Max IP Touch unit can be installed on a wall or be recessed, without compromising building aesthetics. The compact design (w 208 mm x h 134 mm), combined with a wide range of preloaded apps, helps architects to reduce the number of panel devices that need to be attached to the wall.

The Max IP Touch offers many of the functions of a conventional tablet and allows users to browse the web, send and receive emails and check local weather. There is a micro-SD slot for photos, music and other data storage. The wide variety of ringtones, customisable mute function and image capture function all make for ease of use and resident safety. High-fidelity speakers assure excellent sound quality. The unit also enables users to communicate with their neighbours and concierge staff. The Max IP Touch has a double LAN port and WiFi, as well as Bluetooth connectivity. A doorbell and programmable alarm inputs are available making the Max the most feature-rich touchscreen offered by Urmet. Secured by Design compliant The Max IP Touch also builds on Urmet’s already sophisticated lift control interface and the screen includes a lift icon that can either call the lift to the resident’s floor or send it to ground level to receive a guest or delivery person. The lift occupant can then only travel to the floor for which they have permission and is prevented from visiting other levels. This feature is a requirement of Secured by Design (the official UK police flagship supporting the principles of ‘designing out crime’) which mandates intelligent lift management. CCTV snap- shots and video recording complete Secured by Design compliancy. Please contact our project team to arrange a demonstration of the Max IP Touch at our London showroom by calling 01376 556 010. n

Jacksons Fencing helps Eurotunnel Jacksons Fencing one of the UK’s leading designers, manufacturers and installers of security fencing and access control systems, has successfully completed 8.5km of security fencing and associated gates at the Eurotunnel Terminal, Coquelles, France as part of the Anglo – French commitment to securing key parts of the site against illegal and dangerous migration activity. Located just 12.4km from the UK entrance to Eurotunnel in Folkestone and with a reputation for delivering certified and approved security fencing systems to other high profile sites of critical national importance, the family owned firm completed the project which included more than 40 pedestrian and vehicle gates over an eight week period, to meet a very challenging deadline. The initial project was for 5km of security fencing, the majority of which was originally specified to reinforce physical security measures already in place, while the remainder was to replace existing fencing. The contract was awarded to two principal contractors with Jacksons responsible for 3.3km. However, due to the changing and escalating nature of threat posed by people smugglers operating in and around the Channel Tunnel railhead in Coquelles, Jacksons Fencing has installed a total of 8.5km in four key locations

within the site which has a 41.8km perimeter. The project involved Jacksons Fencing Contracts Manager, Steve Hancock, who oversaw the project from start to completion along with a 70 strong team, most of whom were based in Coquelles throughout the contract period. They were supported by Frederic Aubert, General Manager, Jacksons Clôtures, the company’s operation in France, who ensured the fast and accurate exchange of communication between the British workforce and French client. Peter Jackson, CEO of Jacksons Fencing commented; “I don’t believe that any of us involved in the higher end of the perimeter security industry subscribe to the idea of creating an ‘anti-immigration fence’ as it has been dubbed by some, but rather to providing a ‘protect and defend barrier’ which serves to keep everyone safe and Eurotunnel operating efficiently. Respective Governments have yet to arrive at a unified solution to the systemic causes for the global migration crisis. This new perimeter fencing is just one of many individual actions which collectively make a small but worthwhile contribution to help in what is a very real and ongoing humanitarian crisis and I’m proud that Jacksons has played its part in that.” For further information please visit www.jacksons-security.co.uk n

Castel delivers integrated IP Intercom solution to One Bedford Square IP intercom and access control specialist, Castel UK, has supplied its market-leading two-way IP audio-video intercom to GBE Fire and Security for One Bedford Avenue, a £33 million mixed retail and office development in the West End of London. The project replaces a pair of redundant office blocks and encompasses 115,000 sq. ft. of accommodation, constructed to the BREEAM environmental assessment rating of ‘excellent’ in the office areas and ‘very good’ in the retail space. The site is part of general redevelopment in preparation for the anticipated completion of Crossrail in 2018. Castel is working in partnership with systems integrators, GBE Fire and Security, to install its Xellip IP solution that will allow reception staff to see and speak with visitors prior to granting or refusing entry. Main contractors, Mace MEP, required an IP intercom that would interact seamlessly with the video management system (VMS) used for general camera surveillance, all using just a single network cable for managing audio, video, data and station power supply (PoE). GBE specified Castel’s CAP IP-V1B-P entry stations with integrated induction loop and vandal-proof front panel. These are PoE devices with built-in miniature camera using H.264 compression technology. Sound quality is optimised by noise and echo-cancelling. Integrators are able to reduce site visits and pass on cost-savings to the client by configuring the equipment and conducting health checks remotely. An integrated MIFARE card reader for access control can be added to the stations if required. Automated scheduling Reception staff view and speak with visitors at the door stations using Castel’s Xellip IP intercom monitors. These are 7-inch TFT touchscreens that offer an advanced interface for automated scheduling. Like the entry stations, the monitors can be configured remotely using any Internet browser and the embedded web servers. One Bedford Avenue is an eight-storey building on the east side of Tottenham Court Road. Architects Bennetts Associates have interspersed the facades with full-height glazing and reconstituted stone. There has been much use of metal, involving lead-coated zinc at roof level and a bronze portal and canopy at the entrance. This is reflected in the specification of the Xellip intercom panels that match with the overall aesthetics of the building.

Why Castel was specified Stuart Hibberd, Castel’s UK Sales Director, says: “GBE knew that Castel could respond promptly to the brief of a finish that would blend with the building aesthetic. Normally we would supply intercom stations in stainless steel, but for this project we collaborated with metalworking associates to create a bronze effect on the panels. product and industry news

Redvision X-SERIES™ rugged domes take toughness to another level. Redvision, the UK manufacturer of the X-SERIES™ rugged PTZ dome cameras, takes toughness to another level. Vandal-resistance is the most common toughness rating for CCTV products. It is, in fact, a measure of impact resistance, as defined in European standard EN 62262. Products are issued with an IK rating, from IK 00 denoting no impact protection, through to IK10, the maximum. An IK10 product will resist an impact from a 5kg steel mass dropping or swinging into it, from 500mm. “Despite our exceptional impact resistance, an X-SERIES™ camera was damaged when a speeding vehicle hit the base of a CCTV column, with the camera mounted on top. The impact force had been conducted up the column, demonstrating how vital a high impact resistance is. “Redvision believes impact resistance is only one of many factors that define ruggedness. Weather resistance and an ability to function in rain are vital.

We have an IP67 moisture-ingress rating for outdoor use, but more practically we have a wiper to clear rain and dirt from the camera view. We also have IR or white light options for night-time operation. Resistance to corrosive environments can also be important. We offer marine and extra-marine finishes, which are 25 year-rated, corrosion-resistance plated. Heat and the cold are significant in many applications. We have tested our products extensively and offer an operating temperature range of -25°C to 60°C. Our cameras are very reliable, with a MTBF of seven years, backed by our factory servicing facility.” The impact forces on cameras in some applications can be immense and an IK10 rating is not enough. We urge our customers to think responsibly about public safety when designing surveillance systems and consider CCTV tower design, location and protection levels. T

he multifocal sensor technology pioneered by Dallmeier is being used also in Asia: On the premises of the Singapore Sports Hub, Panomera速 watches over the spectator terraces in the National Stadium. Occupying an area of 35 hectares, the Singapore Sports Hub is a state-of-the-art, fully integrated sports, entertainment and lifestyle hub that allows everyone in Singapore to watch, play and support sports and entertainment. Beyond spectator events, the Singapore Sports Hub also offers community programming, Experience Sports initiatives and public facilities for everyday use. It features a cluster of affordable lifestyle facilities including The

Kallang Wave Mall, restaurants, a skate park, a lawn bowl green, a climbing wall, a beach volleyball court, hard courts, a sports library and a museum. On track to become a leading destination in the region for sports and entertainment events, the heart of the facility is the National Stadium; which can hold up to 55,000 spectators under a retractable dome roof. This facility will enable elite athletes and world renowned artistes to enthrall both local and global audiences. MFS technology for highly detailed images In terms of video surveillance, the Singapore Sports Hub only wanted the newest equipment possible. The multifocal sensor technology Panomera速 from Dallmeier watches

over the spectator areas in the National Stadium. Unlike single sensor cameras, MFS technology utilises several sensors, each of which has a different focal length. Consequently, more distant areas can also be displayed with the same image quality as for objects close to the camera. Each sensor defines its own contrast, white balance, exposure, sharpness and focus. This enables the system to deliver a considerably more effective dynamic response, and the highest possible image quality for the entire scene. In contrast to PTZ cameras, Panomera速 records the entire scene all the time, even while only a section of the picture is being looked at live. So the operator can carry out his tasks without undue g

pressure, and without missing anything. Furthermore, the same scene can be viewed in live and playback modes at the same time. MFS technology uses H.264 compression and multicast capability for extremely economical bandwidth use. High availability of recordings The images are recorded on IPS 2400 appliances. The Dallmeier recording systems are notable for their unrivalled quality and reliability. The highest possible degree of availability is guaranteed by RAID 6 and redundant power supply units. The LGC Forensics certification means that the image material is admissible as evidence in a court of law. Mathew Lamb, Technical Director Singapore Sports Hub, is satisfied: “Working with Dallmeier as always has worked perfectly, both with their head office in Regensburg and with the local office here in Singapore. The result talks for itself with market leading images and control software: It delivers the result that the industry has been looking for for years. The ability to have multiple

views in HD on one seamless screen is an ultimate users’ dream and provides us with the technology required to protect our stadium – even at a distance of 200 metres, the faces of people on the terraces are still clearly identifiable.” And he adds: “I think this project will be used as a reference for many other Panomera® projects throughout Asia.” Dallmeier has at its disposal more than 30 years of experience in transmission, recording as well as picture processing technology and is an outstanding pioneer of CCTV/IP solutions worldwide. This profound knowledge is used in the development of intelligent software and high quality recorder and camera technologies enabling Dallmeier to not only offer standalone systems, but complete network solutions up to largescale projects with perfectly integrated components. Right from the beginning the company always focused on own innovative developments and highest quality and reliability. Dallmeier is the only manufacturer in Germany

that develops and manufactures all components on its own. This includes the entire product range, from cameras to picture storage and transmission to intelligent video analysis and even individually adjusted management systems. Quality made by Dallmeier, made in Germany! Over the years, Dallmeier has repeatedly given fresh impetus to the market with new developments and extraordinary innovations. The world’s first DVR for example, which introduced digital recording to the entire CCTV industry, came from Dallmeier. The multifocal sensor system Panomera® will have a similarly groundbreaking effect: This unique and novel camera technology will revolutionise the market and open up completely new possibilities to the video security industry. This and the extensive experience in the CCTV and IP field have led to a top position in the international market for digital video surveillance systems. The Privacy Debate Biometrics: Physical Attributes vs. Behavioural Patterns By Robert Capps, vice president of business development at NuData Security

A

ccount takeovers are increasingly affecting a growing population of online user accounts due to a confluence of threats, such as weak consumer password practices, frequent mass data breaches and brute force attacks against web properties. The scope, scale and frequency of these online attacks against user accounts has demonstrated time and again that companies can no longer rely upon authentication methods based on static elements that can and will be stolen, traded and sold to the highest

24 I April 2016 I IN Security

bidder in underground markets. These trends have recently led organisations to consider the use of human biometric characteristics to supplement standard, but weak, single factor authentication schemes that have historically relied on a shared secret, such as a password, to validate that the rightful owner of an online account is the one who is accessing it. As these organisations investigate advanced authentication methods, they face an environment where the term “biometrics” has become an industry buzzword that encompasses a number of human

second-factor solutions from “selfie” based facial recognition, to fingerprint and iris scans, behavioural patterns, voice – even the human heartbeat. As such technology is increasingly proposed and used in online and offline transactions; the use of biometric factors is rapidly becoming an area of concern from a data privacy and security perspective. When most people who do not live and breathe online security hear the word “biometrics”, they immediately think of Tom Cruise in Mission Impossible, using physical attributes such fingerprints,

handprints, retinal scans, voice print and facial recognition to secure access to some highly protected asset or location. For some reason, they don’t generally link the use of these elements to facilitate a secure login to an ecommerce, banking, or social media website. While the use of these physical biometric factors has been a boon for physical security, where the person to be authenticated is physically presenting themselves for enrollment and subsequent authentication - many factors quickly loose effectiveness in an online world, where the user is physically enrolling and authenticating themselves through a consumer grade device that they own and control. There are several factors companies must consider before relying on physical biometric technology to authenticate users in an online environment. The first consideration is that using only one physical biometric data

point to authenticate a user at the time of login, is essentially the same as adding a static second password – albeit one that can never be changed if compromised. Perhaps the most significant issue with relying on physical biometrics for online authentication is that they can be captured, and in some cases reused. Let’s take a fingerprint as an example – use of such a physical biometric attribute is akin to when an employee was caught writing a password on a Post-It note, but instead of it being pasted on their computer screen, they simply leave a copy behind everywhere they go. Humans leave behind biometric traces with every glass they pick up, every piece of gum they discard and every camera that records their image. Unlike passwords or credit card numbers, a person’s physical biometric attributes can never be changed, resulting in privacy and identity concerns if a high quality

reproduction of a biometric element were to be obtained by a malicious actor. Just this past September, 5.6 million fingerprints were stolen from the office of Personnel Management. From a security perspective, there are several possible use cases where compromised biometric data, like that of the OPM, can be used to access accounts without the user being present. Using the infamous gummy bear attack against a newly released product with embedded fingerprint scanning, for example, was a variation on a well-known physical hack for in-person fingerprint scanners dating back to 2002. Alarmingly, as authentication of high value transactions is increasingly moving to multi-factor authentication using some form of physical biometric, there is a real potential for criminals to shift their focus to obtain the biometric identifier, with violence. For this reason alone, many companies are steering well clear of utilising physical. ➔

IN Security I April 2016 I 25

With this in mind, not all biometric factors have the same risk of impersonation or lack of effectiveness when used to authenticate online interactions. A much less invasive, and more consumer friendly technique, leverages signals generated by the way in which a human interacts with the world around them. When taken in aggregate, such behavioural signals are highly effective at identifying repeat good users, are self-enrolling, and are tolerant of changes in the patterns presented as a users’ behaviour naturally changes over their lifetime. For an example of how behavioural data is useful in identifying a legitimate account holder, think about how you use your Smartphone to interact with a website or application. Do you realise that you have a unique way of holding your mobile device that’s different from other people, if only slightly? Does your phone tilt a little to the left? Do you normally hold your phone in portrait or landscape mode? Do you

26 I April 2016 I IN Security

use your index fingers or thumbs to type? How hard do you press on the screen when you hit each key? This method, dubbed “behavioural biometrics”, aggregates hundreds of these human and interaction signals, creating a unique signature for each authentic user. Using these subtle signals and unique signatures, organisations can easily identify when the account owner is not the one attempting to authenticate, even if the correct login and password is used in conjunction with the authentic account holder’s computer or mobile device. Unlike physical biometrics, behavioural signals that make up a behavioural biometric profile cannot be stolen, duplicated, or reused – so they have no value to criminals. In the event that a high fidelity copy of an authentic user interaction was made, the mere attempt to replay the past interaction would in itself, be an anomaly that is out of pattern for any human user. Collecting behavioural biometric data is non-invasive to the consumer,

as they do not have to enter, enroll in, or provide any additional information to a website or application. They simply keep doing what they are used to doing, interacting with the sites and services as they always have. As human and interaction signals are collected, instead of physical biometric characteristics, it is far more privacy-friendly, than some physical biometrics. As organisations consider layering additional authentication technology and methods to secure their users’ accounts, they must select methods that reduce friction for their good users, reduce risk to the organisation or the consumer, and are sensitive to the privacy concerns of their users – all the while making the reuse of compromised authentication and identity information nearly impossible. With appropriate protections in place, online businesses can continue as usual, and with great confidence – even in the face of frequent data breaches and poor consumer security habits. n

Invest more in your security staff

In the previous issue of InSecurity magazine, Justin Bentley, Chief Executive Officer at the International Professional Security Association, examined cost effective methods of upskilling security officers in Counter Terrorism Awareness; this month he looks at the lack of investment in employees in general by the sector. 28 I February 2016 I IN Security

n the last twenty four hours there have been three items relating to training that have grabbed my attention, and all for different reasons. The first item was a surprise item in the post, a signed copy of “Protect & Secure” a newly published book by IPSA member and former IPSA International Chairman Brian F Samways about his experiences of the security industry over the last four decades. My curious nature meant I couldn’t resist taking a quick look through the book, which will be definitely read in full later, and there were certain items that caught my attention. The item relevant to this article was about his company Kestrel Guards being the first manned guarding company to receive Investors In People accreditation back in 1995 and how this was a major milestone leading the way for the industry. The second item was the publication of the revised British

Standard 7984-1:2016 Keyholding and response services which when reading through reminded me that the standard requires keyholding response officers to be given a further two days of keyholding response training in addition to the four days of Basic Job Training required both for the role and to be eligible for a Security Industry Authority (SIA) licence. It should be noted that these extra two days of training are not SIA licensing requirements, however any company claiming compliance with the British Standard would need to be providing this training. This instantly got me thinking how these employees have instantly had fifty percent more training than most security officers with static guarding duties. It is also worth mentioning that this is not the only case of the British Standards, which are of course voluntary, setting a higher training standard than the qualifications required for an SIA licence. Both the guarding and keyholding standards

highlight that the training for Door Supervision and Close Protection licences does not cover the training requirements in the standards for guarding and/or keyholding duties, so whilst a new applicant may have a SIA licence which permits them to also undertake guarding duties, they will probably need additional training to meet the requirements of the British Standards. Additionally, a number of the British Standards give training requirements for other roles e.g. supervisors, control room personnel. The third item reached me through social media, and was a posting from a person working in the Close Protection industry asking people to sign a petition to Government asking them to replace the Security Industry Authority with a new “statutory regulatory body comprising of security industry professionals dedicated to implementing a proper workable fit for purpose training standard”. In his posting he opinionates how without change ➔

“security guards and operators will remain ill-equipped and unprepared and clients will be receiving a service far below any fit for purpose level.” When these three independent an coincidental items are considered together, you are left wondering what has changed over the last twenty years and whether the industry has improved and is indeed fit for purpose? Earlier this year the Home Office conducted the first stage of their review of the Security Industry Authority and we should find out later this year whether the Government considers the SIA worthwhile, which will then lead onto whether its remit is reduced, increased and also whether it remains with the SIA or the responsibilities are taken on by a different body. Having been in this industry since the early 90s myself, I do remember the days before the SIA when there were companies that did not provide any training to staff and there were some companies that were known for recruiting at lunchtime and deploying at teatime. Even those companies

30 I April 2016 I IN Security

that did provide Basic Job Training, didn’t always do that before first deployment. Therefore, and ignoring the tiny minority of law breakers, the SIA has improved the industry to some extent with all security officers having received some training before commencing duties. The training required to obtain an SIA licence is however an extremely basic foundation about the industry and basic common duties. Also as a generic course, frequently taught at neutral training establishments, a lot of the embellishments of in-house trainers citing examples and putting the information into company context has been lost. Whilst it is referred to as a licence to practice, I must actually agree to some extent with the on-line posting, in so far as if no further training is undertaken, the service delivery is likely to be unfit for purpose. Where I disagree with the on-line posting is that I am happy with the legal baseline for training remaining where it is, as in my opinion it should be up to the employers to decide

what further training is required and it is their responsibility to provide that training. I know that there are companies that would disagree, with the favourite arguments being either that the client is not willing to pay enough to cover additional training or that the company may provide all the additional training before either individuals change employer or a contract is lost and staff transferred. I do recognise that the industry has seen margins eroded and some clients change supplier frequently on misguided principles, however it is something that is also the responsibility of the security companies to put right. Is it really worth taking on a contract which only contributes pence to the company profits and which needs to be done in such a cut-price method, that you risk the reputation of your company? Instead of cutting corners, companies need to be investing in staff – you will always lose one or two, however the aim should be better staff retention, better service and better client retention.

Greg Allen, Systems Administrator for the Stockvale Group of Companies which owns and operates Adventure Island, (as well as the Sea-Life Adventure Aquarium, and a number of radio stations), says “Strict compliance with our Health & Safety policies is always at the top of the list of our priorities.” Initially employed as a ride operator, Greg has performed a number of varied roles during the twelve years that he has worked at Adventure Island. Greg therefore knows more than most about the challenges facing a fun park which is free to enter. “We are proud of our safety record and are determined to maintain it,” said Greg. “With this in mind, the decision was made to invest in the latest video surveillance technology in order to ensure that we could monitor in real-time the movement of people throughout

the park and in particular, keep a very close eye on what is happening at each of the rides. “Our old analogue CCTV cameras were still operational, but in order to capture the best possible images, we realised that we needed to install high definition cameras which could offer higher frame rates and image quality.” Southend-on-Sea based Blake Fire & Security, which has been maintaining Adventure Island’s fire and intruder systems as well as the analogue CCTV systems for a number of years, were invited to submit system design proposals for the new video surveillance system.

Well covered Crime Prevention – Choosing the correct product

W

ith many companies cutting budgets in the UK it is vital that high standard security methods are still implemented and carried out by businesses. It is also important that companies choose the correct supplier to deliver the level of security the business needs. BSIA CCTV suppliers meet the highest standards and have obtained the correct certifications for their specific area of expertise. James Kelly, Chief

36 I April 2016 I IN Security

Executive of the British Security Industry Association – the trade body representing the UK’s private security industry – discusses the importance of choosing a supplier that adheres to BS 8418 – the code of practice for the installation and remote monitoring of detector-activated CCTV systems. CCTV is one of the UK’s most popular choices within the electronic security arena. Technical innovations in the CCTV sector are leading to a number of interesting applications. As there is still a high demand for

guarding/manpower, businesses are looking to collaboratively deploy CCTV together with guarding in busy areas.

BS 8418, what is it? The BS 8418 British Standard is a code of practice for the installation and remote monitoring of detectoractivated CCTV systems. Only suppliers of CCTV systems that have passed audit to show they are following the specified procedures and been certified by a UKAS accredited inspectorate can provide

systems that qualify for a Unique Reference Number (URN), issued by the local police authority to receive a fast police response. To be a BS 8418 system the processing of the detection and corresponding video data must be by a certified Remote Video Response Centre (RVRC). Unlike some other security systems, human beings at the RVRC are making decisions on whether or not to send emergency services based on live or actual images received from the protected premises. This undoubtedly means that false alarm rates are much lower. CCTV systems installed to meet BS 8418 should also comply with the BS EN 62676-4 standard for video surveillance and in particular the needs to perform a risk assessment. BS 8418 also has minimum requirements for power

back-up in case of mains disruption. It also caters for loss of video signals and transmission problems. Training is given by suppliers to enable the system owner to use it effectively and achieve the desired level of security and reliability. All customers are provided with details of the management procedures including how the RVRC will respond to events and advice on how to comply with the Data Protection Act (1998). Other technologies are available to enhance BS 8418 systems. A feature which may be included is automated video content analysis (VCA). A key function of VCA is to identify specific objects or movement. It is able to detect motion and eliminate any unwanted detail. VCA differs significantly from other methods of detection like seismic

or infra-red motion detection. VCA uses recognition and classification algorithms to decide whether the object is a threat or not. For example, a conventional detector would pick up the presence of wildlife and trigger an alert as all it knows is that there is something moving whereas VCA can detect and distinguish whether it may be a human being. This ensures that alerts aren’t sent for false positives such as trees moving in the wind or birds. VCA can also offer features such as: motion tracking – following the moving object; direction flow – identifying the direction in which the object is moving; loitering – alerting if an object is stationary for long periods of time; left and removed objects – alerting if suspicious items have been left and removed; face detection and crowd counting. ➔

Successful installations of BS 8418 systems BSIA member ATEC Security has been collaboratively working with Birmingham Airport to ensure the best system is put in place to prevent crime and terrorism activity. ATEC has recently been involved in the design and integration of the system within the Airport’s Remote Control Room, ensuring that staff monitor and evaluate all security points effectively. They have also developed 3D airport maps for navigating between cameras and alarm areas. All cameras installed in the airport by ATEC are fitted with security facial recognition software (FRS) which is an extremely powerful tool. The emergence of FRS has already demonstrated its value in real world applications. It is already widely used in many airports and has transformed the way that people pass through
