Welcome to the June issue of In Security. Thoughts are now firmly on IFSEC where many of you will, very likely, be reading this. A number of the products discussed in our IFSEC News section will be on display at the show. Our cover story is from Paxton where it’s been a busy twelve months for the UK market leader of electronic IP access control and door entry solutions (see page 2). Our next story looks at Transport for West Midlands’ decision to invest in a new video surveillance system which would play an important role in helping ensure the safe and reliable delivery of public transport (see page 20). Later, Gaillard now serves as a pilot community for purposes of both public surveillance and the deployment of the very latest prevention and security policy with the introduction of video surveillance (see page 24). The Net2 Entry Premium Monitor launched in April, this is the latest addition to its award-winning door entry system. The new interior monitor provides a greater personalised experience together with an elegant aesthetic design. The

smart, slim monitor, with simple user interface, includes a quality glass touch screen and 25 background themes making it ideal for a range of applications. This includes high-end residential, commercial buildings and healthcare sites. The monitor has a host of new features including a concierge function, offering simple visitor and site management. This enables users who are busy or away to divert the monitor to reception, and if the caller is missed, enhanced call administration provides a video snapshot and event log of visitors. Additional features include a high

quality digital camera enabling two-way communication between users or the concierge, and a line-out for use with a T-Loop antenna for users with hearing aids. The monitor is available in two variations, with or without a handset. A desktop stand is also available, making the monitor adaptable for various environments. Last year Paxton trained over 7000 installers across the globe on its range of security systems and the company has an ambitious target to increase this number in 2018. Scholarship Shortly after the opening of the technology centre, the company announced the launch of its scholarship programme. This long-term initiative is designed to ensure that Paxton can secure the brightminds needed for its continued success and prosperity. It offered the opportunity for students studying engineering and product design related courses at the University of Brighton to win one of three scholarship places each worth £10,000 plus a 3-month paid work placement with the company starting July 2018. From those that applied, 16 students were invited to an assessment day, where they undertook a series of practical tasks and interviews. Following this, the successful three students were then selected. Paxton hope the Scholarship will mean more than financial help for the students involved. It will provide industry experience, without having to take a year out from studying, which is invaluable to the students. It will also highlight the diverse range of roles available within the security industry and the opportunities offered within a growing and exciting business sector.

Sunday Times 100 Best Companies 2018 started on a high with Paxton named as one of the UK’s top employers with its 49th placed ranking in The Sunday Times 100 Best Companies to Work for list. The annual survey run by the ‘Best Companies’ organisation, recognises organisations and managers who genuinely value and respect their employees. Castel to debut high-spec IP intercom at IFSEC International Castel will be unveiling its high-specification, open protocol Xellip2 IP-based intercom at IFSEC International in June. The intercom features new wide-angled HD cameras with 1200 x 800 resolution and is ONVIF-compatible to interface with other security and video surveillance systems. For example, it can allow lone-worker monitoring; courtesy communications and remote escorting afterhours; panic alarm features; user-activated IPS location tracking right down to floor and room level; and individualised messaging during incidents. It can help security teams co-ordinate and work more effectively with emergency responders too. T

he Client Transport for West Midlands is part of the West Midlands Combined Authority (WMCA) and was set up to co-ordinate investment to improve the region’s transport infrastructure and create a fully integrated, safe and secure network. It is also responsible for assessing and planning the region’s future transport needs so the network can meet the demands of businesses and a growing population. The Project Transport for West Midlands decided to invest in a new video surveillance system which would play an important role in helping ensure the safe and reliable delivery of public transport across the West Midlands. Camera Selection Transport for West Midlands evaluated cameras available from nine different manufacturers. The subsequent decision to source all the cameras from Hanwha Techwin, (previously known as Samsung Techwin), was partly due to the price/ performance ratio of its cameras, but there were two other important factors which were taken into consideration. Firstly, Hanwha Techwin has a close working relationship with its technology partner, Veracity. This meant TIS could be assured that there would be seamless integration between Wisenet cameras and the Veracity Coldstore ‘direct to storage’ solution. This negates the need for Network Video Recorders (NVRs) and thereby substantially reduces capital costs, as well as minimising setup and maintenance requirements. The Veracity Coldstore recording solution is unique in the linear way that data is written to the hard drives. Only two hard drives are spinning at any one time, meaning a significant reduction in power consumption, lower heat generation and greater

When drive failures do occur, the faulty drive can be swapped with a new drive allowing uninterrupted use. The second important factor was the capability of the Wisenet open platform cameras to accommodate a variety of edge-based analytics such as ANPR and heat mapping, should Transport for West Midlands wish to deploy these at some point in the future. Trials of the Wisenet People Counting application are currently being carried out. This utilises the analytics software developed by Facit Data Systems, another Hanwha Techwin technology partner. The Cameras A large percentage of the cameras

installed are Wisenet SNP-6320H 2 Megapixel Full HD network PTZ dome cameras. In addition to being a true Day/Night camera which is able to capture high quality images in low light, the SNP-6320H’s powerful 32x zoom capability enables operators to observe the close-up detail of any activity. Trials were conducted where the cameras were capped at 2 Mbps and configured for the transmission of 25 images per second (ips) at 1080p resolution. The performance at this low bandwidth level was impressive and further contributed to the selection of the Wisenet SNP6320H, which are also equipped with intelligent auto-tracking capability to ensure a greater level of detail can be g captured when no operator is present.

Other Wisenet cameras deployed as part of the project include the SNV-6084R vandal-resistant IR dome and the SNB-6004 fixed camera, both of which are able to capture Full HD 2 Megapixel images. Progress The project, which is targeted for completion in July 2018, has so far seen approximately 845 Wisenet cameras installed by Total Integrated Solutions Ltd (TIS) at over 50 railway stations, 11 bus stations, three Midland Metro park and ride sites, as well as the main Number 11 bus route around the City of Birmingham. The remaining work includes the deployment of the latest generation of Wisenet high definition IP cameras at a number of car parks, together with significant camera upgrades in Walsall and Solihull, two of four Local Authority public space CCTV systems already monitored by WMCA. Live and recorded images from all the cameras are being monitored at a £1.2M state-of-the-art control room located in central Birmingham.

From analogue camera technology to the deployment of intelligent systems

aillard – from village to town The French town of Gaillard has grown from a predominantly farming village into a town with 200 hectares dedicated to commercial vegetable growing and 200 hectares of town development. Since the early 1960s, the population has almost tripled, and now numbers 11,500 residents from 110 different countries. It shares its main transport link with the municipality of Thonex (Switzerland). 40,000 vehicles pass through the town every day. Accordingly, by the early 2000s the question of security was already an important issue for the town council, and the prevention and security policy has a high priority in the Gaillard political agenda. So it is not surprising that Gaillard now serves as a pilot community for purposes of both public surveillance and the deployment of the very latest technologies. Prevention and security policy With the introduction of video surveillance, one of mayor Jean-Paul Bosland’s main aims is to protect people and property in places where aggressive behaviour and thefts occur more frequently. But he also intends it to provide protection for public buildings and facilities, monitor traffic and detect traffic violations. At the start of the project, in technical terms the town of Gaillard wanted a surveillance concept with extremely high recording reliability. In 2007, Dallmeier was the only manufacturer that was capable of presenting a recorder concept with blade technology, and so stood apart from other manufacturers from the beginning. The Dallmeier concept was selected in a public call for tenders, the original project approval was awarded for the “Porte de


France” district in February 2007 and involved the acceptance of seven Dallmeier PTZ dome cameras. This was also the signal to begin implementing a video surveillance system for the town, which has undergone continuous expansion and improvement ever since. Video management in the town monitoring control centre (CSU) The logical next step followed in 2008 with the introduction of a central monitoring centre for the town, called the Centre de Supervision Urbain or CSU for short, for managing and analysing the cameras and the recorded data. In the CSU, which was set up in the town police headquarters, the Dallmeier SeMSy® video management system forms the basis for effective, centralised control of the systems. At the moment, a total of 51 cameras and the data they deliver converge in the CSU. Thierry Plonka, the head of the town police force in Gaillard has no doubt that the CSU is the correct approach: “Our CSU has become a hub particularly for the police units which deal with crossborder investigations.”

Dallmeier FAT Centre During the early phases of the project, Thierry Plonka also visited the Dallmeier Factory Acceptance Test Centre in Regensburg. The FAT Centre is where the video system is set up in its entirety before it is shipped to the customer, so that it can be tested comprehensively in simulated live operation. Due to the FAT, the customer was able to assure himself of the quality and reliability of Dallmeier products before the system was commissioned. Further development – analogue to IP Since then, surveillance cameras have been installed at many additional locations in the town and the system has been expanded continuously in several project phases. The subject of bodycams has also been raised, these are intended to prevent incidents during police actions and to enable offences to be monitored. One important milestone in the ongoing development of the project was the transition from analogue camera equipment to IP cameras in 2011. The Dallmeier open system architecture enables the installation to operate in a two-track mode, and the analogue

cameras that are still operational do not necessarily have to be replaced at great cost. Depending on the deployment area, full HD IP PTZ cameras are then added to the existing constellation. The specific surveillance of the commercial district entails displaying vehicle licence plates. For this application too, Dallmeier was able to deliver the right solution with cameras designed especially to detect vehicle number plates. State-of-the-art technologies – Multifocal sensor system milestone The deployment of the Panomera® multifocal sensor system represents the most recent milestone. Thierry Plonka is evidently extremely satisfied with the capabilities offered by Panomera®: “A camera technology which allows you to zoom into the smallest detail in an image without losing an overview of the entire field of vision is extraordinary.” Conclusion The town of Gaillard and police chief Plonka have been working with Dallmeier for more than a decade now, and they still have several plans for expanding the video surveillance

network. Plans under consideration include the extension of the tram line as far as Geneva, border stations and other sensitive locations. Advances in intelligent camera technology interacting with video analysis software and video management tools combine to solve new requirements that exceed the scope of simple observation. For example, it is becoming more and more important to distinguish between a pedestrian, a delivery vehicle, a car, or a cycle in order to be able to generate appropriate responses very quickly when necessary. The conclusion by mayor Bosland: “We have been using Dallmeier products for ten years, and German quality has proven itself. We will not settle for mediocrity, the image material must be flawless and admissible as evidence in court, so that we can identify suspicious persons and situations unambiguously. Dallmeier is a company with vision and makes every effort during the development of its products and solutions to ensure that they can be expanded and scaled with

ue to the further opening of the market in Europe and the increasing globalisation, the transport and logistics sectors are pleased about undreamt-of chances. However, the subject of security is simultaneously becoming an important permanent task for the sector: From the increasing danger of terrorism via the challenges of digitalisation right up to new statutory regulations - old and new hazards are requiring an overview of possibilities for taking precautions and reducing risks. The subject of security is becoming more significant for local public passenger transport companies too because, for many travellers, the perception of their own security is decisive for using a means of transport. For operators, strengthening the feeling of security is therefore a relevant, economic factor which may be reflected in the company figures in a concrete form. At Security Essen, decision takers and trade visitors will gain an overview of all the facets of the security sector. From September 25 to 28, 2018, the impetus-providing global fair for civil security at Messe Essen will once more offer the answers to current challenges facing the economy and the society. Security Essen: The Leading Fair for Civil Security Exhibitors will present innovations relating to all aspects of IT security, access systems and security services. Four days’ long, attention will focus on transferring knowledge and exchanging experience. Because digital technology brings more comfort but, amongst many manufacturers and users, raises questions about unwanted access and intervention on the part of hackers and data thieves. With the Federal Association of Air Security Companies (BDLS), the participants in Security Essen 2018 will include one important representative of the aviation sector. In this respect, modern systems establish in an automated method whether an object is approaching a site, from what direction it is coming or how long it stays in an area. With the collected data, algorithms can recognise objects and classify them, for example, as a “person” or an “animal”. The suppliers of such systems include, for example, Promise Technology which will be represented at the next Security Essen as a developer of open storage platforms for IP video surveillance. Schneider Intercom will be another supplier located in this segment and will bring security and communication solutions, based on intercom and IP technologies, with it to the next leading fair for civil security. Systems of this kind offer the advantage that speech, images and data are networked on a single system platform with a uniform operator interface. Focus on “Railways and Local Public Passenger Transport”: More Turnover with Security Customer surveys regularly show that travellers’ feeling of security exerts a great influence on the satisfaction with the overall range offered by the transport operator. In this respect, the most important factors in order to increase the travellers’ feeling of security include the presence of uniformed personnel, visible

he incredible efforts of security personnel can often go unnoticed in day to day life, but events such as BSIA’s recently rebranded British Security Awards highlight how important it is to recognise the efforts of the truly outstanding personnel that work within the industry. Each year the BSIA holds awards both regionally and nationally to celebrate some of the truly outstanding personnel that work within our industry who have gone above and beyond the call of duty in their everyday work. We present awards both regionally

and nationally, culminating in July in London with our marquee event, the British Security Awards. For the last 20 years we have been celebrating the high calibre contributions across five categories: Service to the Customer, Best Team, Outstanding Act, Best Use of Technology and Best Newcomer. Each year, the BSIA is inundated with fantastic nominations, from literally saving lives to being instrumental in

police investigations, demonstrating just how committed and admirable security personnel are. guard who whilst guarding a carpark had taken time to assist in talking down and comforting a young man who was in the process of trying to take his life, or about a security team discovering a seriously ill patient in cardiac arrest and issuing prolonged (and eventually successful) CPR whilst maintaining the situation until the paramedics arrived. These are just two examples of regional winners demonstrating the exemplary actions of

members of our industry. The awards also celebrate the work of our apprentices, recognising the new blood of the industry and we also reward the outstanding achievements of BSIA member companies for international, innovation and environment categories. Our final award, the SaferCash Bravery Award acknowledges the courage, initiative and composure exhibited by cash-in-transit couriers in the face of exceptional, challenging or dangerous situations. The regional winners will now go forward as national finalists to the British Security Awards, held in London on 11 July at the Marriot Hotel, Grosvenor Square. Winner of the Midlands region for Outstanding Act, Imran Nazir of MAN Commercial Protection went above and beyond by saving a life in the course of his duty. Whilst patrolling a local carpark Security Officer Imran Nazir was alerted to a young man perching on a parapet wall of the 10th floor of the complex, and it soon became apparent that he was contemplating suicide. Imran called out to the young man to let him know that he was there, telling him life was too short and suggested he come down and talk to him. The young man explained he had recently lost his job and was in debt and could see no other way out. It was at this point that Imran saw blood running down the young man’s hands so he calmly asked him if he wanted to call an ambulance. Imran stayed calm as he waited for the emergency services and spent time talking about his own life experiences and how he stayed positive in the face of adversity. When the Police arrived they praised Imran for his conduct. The impact of this active intervention is that the young man did not commit suicide, and is now receiving treatment at a Mental Health Unit. This incredible piece of altruism in the course of duty undoubtedly saved a life.
