GDPR: One year on It’s a compliance mess by Andrew Crowne-Spencer MIET

UK CCTV & Technical Manager at Clearway Services, Dartford, with wide experience across the security and investigations industry. A Board member of the IFSEC installer advisory board, Andrew is an expert in physical and electronic security, risk assessment and video analytics. It’s exactly a year since the General Data Protection Regulation became another piece of red tape on our radar with which we need to comply, not that I don’t think it’s very necessary to maintain an individual’s right to a certain level of privacy. However, a recent investigation by Clearway across our database has revealed alarming levels of non-compliance, in particular where the use of CCTV is concerned. The reasons for this worrying discovery were multiple, but appeared mainly to be because

2 I June 2019 I IN Security

the management responsible hadn’t bothered to read all the regulations in enough detail, don’t think they apply to them, are too lazy to comply with it all or simply don’t understand them. It’s a very sorry state of affairs. First invented and used in 1942 during WW2 by the Germans to monitor their rocket testing, and then rolled out commercially in the USA in 1949, it wasn’t until 1968 in New York that CCTV first appeared on a public street. However, CCTV cameras are now a fact of life and surround us. Six years ago, the BSIA estimated there were nearly 6m in the country, including 750,000 in “sensitive locations” such as schools, hospitals and care homes, and there are some 15,600 on the London Underground network alone. Other estimates put the national tally far lower at 1.85m but

it’s virtually impossible to clarify the figures with any degree of accuracy without checking every single property and street from Scotland to Cornwall as they are literally everywhere. Whichever figure is nearer the truth, that’s still a lot of cameras, which may persuade some people we live in a ‘surveillance society’, anathema to those who champion our right in the UK to privacy, freedom of speech and movement. However, there is no doubt CCTV protects businesses, homes and public property while providing police forces and security organisations with a vital tool for both deterring and solving crime. Given the increasing current paranoia about terrorism, especially in high profile buildings and travel hubs, and the development of more refined

technology, one wonders just how many cameras there are watching us anywhere and everywhere. Lack of mains power is no issue as CCTV on inView Towers and mobile units have full solar capability. We supply them to clients for everything from construction sites and car parks, to agricultural locations and events and festivals. No doubt critical situations are also quietly observed from a satellite in space although we don’t yet offer that service! In this day and age there is definitely nowhere CCTV can’t go. Since our streets and buildings bristle with CCTV cameras everywhere, inside and outside, recording details and images of our comings and goings (it’s estimated that the average Briton is captured on CCTV around 70 times per day) most people believe this is a small

compromise to privacy necessary for improved protection from crime. However, facilities, building and security managers or property owners really need to check their compliance to GDP Regulation is up to scratch before someone complains and they face a hefty fine and all the attendant negative publicity. One year on from the introduction of the new legislation, it is reported that EU GDPR fines totalled €56m, with more than 200,000 investigations, 64,000 of which were upheld. Admittedly, €50m of the €56m total was a single fine against Google in France, but the figures on investigations can’t be denied. The Austrian data commission was the first to act after only 4 months of the new regulations coming into force, fining a sports betting cafe owner

who had installed a CCTV camera on the front of his property that also recorded a large part of the pavement where the public were walking past. The commissioner found this to be in violation of the Regulations as monitoring of public spaces is not permitted. In addition, a further offence committed was lack of signage about the presence of a camera conducting video surveillance. When you think about it, as you are out and about yourself, do you really see or notice advisory signs about CCTV, as much as you should, given how widespread it is? Furthermore, have you any idea where all these CCTV images are stored, or if they’re deleted after a short time, or perhaps shared with other parties? Who really knows where you are going or what you ➔ are doing?

IN Security I June 2019 I 3

I believe the answer is a resounding no. The whole point of CCTV is security, and its deterrent factor in part, as well as recording the criminal activity to assist law enforcement bodies in detecting the perpetrators. Therefore, if trespassers or criminals don’t even realise they’re on camera, as is what we suspect in a lot of cases, what sort of useless deterrent is that? Also, just how good are the images the cameras are supplying? If they’re grainy or blurred due to old or faulty equipment, or not set up correctly, that doesn’t help anyone except would-be trespassers or criminals. Ten years ago it was reported that 95% of murder cases investigated by Scotland Yard used CCTV footage as evidence, yet latest data suggests 80% of footage now available is of such poor quality it’s almost worthless. That apart, I find it staggering that so many companies or organisations, even public sector ones, don’t seem to realise that if they’re not properly complying with GDPR they can be penalised financially because of it. The following example was found on one site recently.

4 I June 2019 I IN Security

It’s a great illustration of common compliance failings. The DVR from the security CCTV feeds was sitting on the organisation’s reception desk in the building foyer with the monitor on top showing the images. No one was on regular duty at reception and while we watched, someone leaned over the desktop to look at the monitor to see if their taxi was at the front door and was busily watching the feed from all the cameras. Moreover, the username and password for the system was on a sticker attached to the monitor (we’ve redacted it on our image). Then, when we walked outside, we discovered all of the CCTV signage was so worn and old that the contact details had faded away and were illegible. The message from all this is simple. Check the CCTV systems you are responsible for are doing what they should, and you are complying with the GDP Regulations. Because someone, somewhere will be watching what you’re doing sooner or later. For further information please visit www.bsia.co.uk n

Euralarm presents white paper on next generation networks

During the recent meeting of the Euralarm Security Section a White Paper was presented on the topic of Next Generation Networks. The paper is intended for fire safety, security and services professionals during the transition from analogue to digital alarm transmission solutions. Standard Public Switched Telephone Network (PSTN) services are progressively being replaced by high speed networks across Europe with a Voice over IP backbone. Telecom operators, regulators and government agencies have developed a plan in each European country to organize the migrations. The period between 2025 to 2030 appears to be the predicted time frame to complete the migration toward New Generation Networks (NGN). For transmissions of alarms there are many combinations of alternate single and dual path solutions and products available on the market that are not based on analogue PSTN. The White Paper gives an overview of the considerations for broadband IP and mobile network solutions. Euralarm’s David Wilkinson on the publication

6 I June 2019 I IN Security

of the White Paper: “Euralarm recognises the importance of the digitisation of the telephone network which is happening across Europe. By developing this guidance we have responded to the uncertainty these changes bring to our members and their customers. As the technology transition continues, we will develop our guidance accordingly to ensure the market place is educated.” When asked what other actions are to be expected, David Wilkinson explains: “This change also brings with it opportunities to enhance the services our members can deliver to their customers. Besides they can relay this message to the wider community. Therefore, we are planning workshops in strategic locations over the coming months.” Copies of the Euralarm White Paper “New Generation Networks for alarm communications” can be downloaded via the Euralarm website. Feemaster Smart Console makes controlling access affordable and convenient

The FeeMaster Smart Console from people and vehicle access control specialist Nortech provides a simple and cost-effective way of managing access to car parks and facilities for vehicles and pedestrians. All the access control data is encoded onto a Mifare card using the FeeMaster Smart Console. As a standalone system, there is no wiring between the access control point and the console, making it easy and cost effective to install. Part of the popular FeeMaster range, the FeeMaster Smart attendant console is a compact, elegant and easy-to-install device that reads barcode tickets issued at an entry station, calculates the fees payable based on pre-programmed tariff details, and encodes reusable Mifare access control cards with validity data. If necessary, the console can print customer receipts and/or barcode exit tokens. It is also able to control a till drawer and can optionally provide a relay output signal which can be used by third equipment i.e. barrier control whenever a card has been encoded or an exit ticket printed. The FeeMaster Smart time-based parking management system is designed to provide information about the initial arrival time of each visitor and uses cards to strictly control customers’ access rights to car parks and facilities as well as the validity period. Popular applications that have used the FeeMaster attendant’s console to control visitor access include Bristol Aquarium and Edinburgh Castle, where an easy

to install and operate and an automatic fee calculation system with tariff and grace period settings included was required. Bristol Aquarium required a cost-effective and efficient product that would not only save money but would also make the constant stream of visitors easy to monitor. The barcode reader connects to a barrier/ turnstile/gate at each site and opens once a valid barcode has been scanned by a visitor using easy to programme modes of operation. The simple to use design makes the console ideal for reducing queues and keeping the flow of people moving during busy periods, is extremely versatile and can simultaneously support several methods of revenue generation. Edinburgh Castle has been benefiting from the FeeMaster system for a number of years, using it to control and manage the strict parking at its site. The console allows the staff to control any misuse of the car park and ensures that there are enough parking spaces without the need for expensive cabling or disruption. Nortech has supplied products and solutions to the security industry for over 25 years as an independent British company. The company uses extensive experience and expertise to create new security products to fit their clients’ needs and designs everything with the customer in mind. Westminster city council standardises on videalert’s hosted platform to enforce moving traffic contraventions

Westminster City Council is standardising on Videalert’s hosted CCTV enforcement platform. The decision was taken after conducting a twelvemonth pilot comparison exercise between Videalert, the market-leading supplier of unattended CCTV enforcement solutions, and the incumbent provider. Marston Holdings group companies Videalert and NSL were selected to deliver this solution after completing a comprehensive analysis across a wide range of enforcement activities including yellow box junctions, banned turns and restricted access. “The decision to extend the Videalert platform was taken after a number of successful deployments across the West End with high volume traffic and complex moving traffic scenarios. Videalert delivered the highest capture rates enabling us to meet our compliance objectives, a significantly higher level of performance compared with the previous manually-operated system, as well as providing the highest availability,” commented Darren Montague, Business Implementation Manager in Westminster City Council’s Parking Services team. “The platform also delivers better value as future-proofing is built-in and additional camera assets and enforcement applications can be cost effectively added as required.” Videalert is now the single platform standard for all CCTV enforcement throughout Westminster. The latest Videalert ONVIF-compliant digital HD cameras are now used at these locations to capture high quality images which minimise discard-rates, increase productivity and help reduce the number

of appeals. The cameras are also playing a key role in helping to deliver Westminster City Council’s joint strategy with TfL, which aims to improve public spaces by reducing traffic congestion and tackling poor air quality. The council hopes to extend the use of the Videalert platform to additional locations including the Oxford Street West scheme and a number of traffic exclusion zones around schools in Westminster. According to Mark Hoskin, Managing Director of NSL: “We are delighted to have been awarded this high profile contract as it shows how Videalert and NSL can jointly deliver complete solutions that streamline every aspect of the traffic and parking management process from enforcement and PCN processing through to collections. This unique, integrated approach not only removes the risk element when working with outside contractors, but also enables councils to increase efficiency and maximise compliance in short timeframes.” “The joint Videalert and NSL service proposition demonstrates how close collaboration between the public and private sector can deliver better outcomes. Improving traffic flows will help to reduce congestion and the corresponding air pollution whilst increasing road safety for the millions of people that visit the Westminster area,” added Tim Daniels, Sales and Marketing Director at Videalert. “It also shows how councils can extend enforcement to further improve compliance without incurring major additional capital expenditure.” For further information, please visit www.videalert.com n

LOCKEN Access Control is certified by ATEX LOCKEN’s latest innovation in cable free access control, powered by contactless technology, has won certification from health & safety regulator ATEX, in accordance with new explosive atmosphere requirements. Approved to ATEX II 2 G Ex ib IIB T4, the solution is suitable for gas delivery and regulation stations, specific hydrocarbon processing and distribution infrastructures and chemical factory enclosures. It is also suitable for areas where an explosive mixture of gas, vapour or mist may “occasionally” occur in “normal operation”. The contactless solution meets strict legislation concerning equipment and protective systems intended for use in potentially explosive atmospheres, which are most prevalent in the energy, chemicals, timber, household waste and food and drink industries. How Does Contactless Access Control Work? Communication and energy transfer between the key and cylinder is based on tight inductive coupling. An alternating magnetic field, which is generated by the key, transfers energy to the cylinder. Data is transferred by modulation of the magnetic field. The system is made by two coils. One coil, which

generates the alternating magnetic field, is located inside the key, the second coil resides inside the cylinder. The metal parts of the key and the cylinder are designed in order to close the magnetic circuit. In order to permit good alignment of the two coils a mechanism that activates the magnetic field generation in the primary coil is implemented. A Hall Effect sensor, mounted close to the primary coils, senses a permanent magnet inside the cylinder and the magnetic field generation is activated. Energy and data transfer is only possible when the key is inserted into the cylinder and the horizontal alignment of primary and secondary coil is within few hundredths of a mm. Catherine Laug, Marketing Director of LOCKEN explains: “Meeting ATEX legislation guarantees that our latest access control innovation, the new contactless key, is safe to use at potentially hazardous sites, enabling us to provide the most robust and future-proof solution to our customers. “Several large-scale organisations in the gas and hydrocarbons industries have already opted for the LOCKEN smart key solution and we are looking forward to working with many more in the future.” For more information please visit: www.locken.co.uk n

Office security: Code Handle® PIN locking function keeps private offices private

PINs protect… just ask your credit card company. How many rooms at your office shouldn’t offer an open access, free-for-all? Probably quite a few. But expecting everyone to keep them locked, and the key-carrying and-tracking that entails, is unrealistic. This is when you need Code Handle. This simple, secure, easy-to-fit handle works with your current door lock. There is no need for you to change the door lock mechanism; just replace the existing handle to add PIN security to an office door. With Code Handle, there is no wiring, no expensive access control system and no need for cumbersome physical keys. Two screws fit a Code Handle to almost any interior office, meeting room, archive or storage room door. The inbuilt electronic PIN pad does the security work for you. Press a 4-digit code on the handle’s integrated keypad and the door opens. Code Handle comes with a Master Code and 9 different user PINs, so you can restrict access to a select group of people — senior managers, the IT department or the office cleaners, for example. Code Handle also locks itself. Auto-locking ensures an office, storage room or staff toilet is always secure when you close the door.

12 I June 2019 I IN Security

You know for sure nobody has seen the new org chart you left on your desk, nor entered the stationery cupboard without authorisation. Simple security, elegant design: why Code Handle is the right fit for offices With Code Handle, user-friendly security comes with clean, elegant design. Forget about ugly push-button-and-twist mechanical PIN locks. The low-profile Code Handle is brushed in stainless steel and satin chrome zinc, in a sleek design to blend with any modern office décor. All the security you need is in the handle. Two standard batteries (CR2) slot inside, and typically last for 30,000 lock/unlock cycles before you need to replace them. An indicator tells you when it’s time to change them. Code Handle comes in left- and right-hand versions. It is fire tested and enables free exit from the inside of a room. Code Handle keeps sensitive documents, meeting rooms and personal belongings safe and secure at your workplace. You can’t lock every room, nor install CCTV everywhere. With Code Handle, you don’t need to. To learn more about Code Handle, visit www.campaigns.assaabloyopeningsolutions.eu/ codehandle n

Panasonic i-Pro Extreme Panasonic has expanded the i-Pro Extreme series with six new compact models which feature Infra-Red (IR) illumination, to provide accurate colour footage both day and night. This makes the range suited to high end surveillance applications, where the reliability of evidence is paramount should incidents occur. The inbuilt colour night vision functionality improves the user’s ability to distinguish between shades of clothing and cars in extreme low light environments (minimum luminance required is 0.03 lux). Infrared LEDs enhance visibility in zero lux environments, making it easy to identify images of people and their movements in monochrome. Another benefit of the range is the visibility ensured by a wide angle lens with a 109 degrees horizontal and 73 degrees vertical field of view. A special corridor mode means integrators will be able to provide a 90 degrees by 270 degrees field of view to monitor locations that stretch in to the distance, such as corridors and retail aisles.

Ease of installation is assured due to the compact housing across the range, which makes each camera suited to discrete use in a range of environments such as small stores, on cash machines or in elevators. As with the previous models within the series, the six new cameras are installed with iA (Intelligent Auto) which automatically shoots the optimum footage regardless of the environmental conditions. The cameras are installed with microphones, which enables audio recording, even outdoors. “One of the key steps to mitigating risks in surveillance is ensuring visibility whatever the conditions,” said Gerard Figols, European Category Manager at Panasonic. “When we combine the infrared and colour night vision technology alongside Intelligent Auto we are arming businesses with the peace of mind that their property is being secured round the clock.” For more: https://business.panasonic.co.uk/ security-solutions/security-cctv-technology-iproextreme n

Coventry company secures Australian railway station from terrorist threat The installation at Redfern Station was carried out as part of a new entrance being created by the News South Wales Government to improve the movement and safety of passengers. Bollards made by Coventry-based Safetyflex Barriers have been given a striking makeover for an installation to help secure one of the busiest railway stations in Sydney from potential vehicle attacks. The heritage-listed station has strong ties with the local Aboriginal community which has been reflected in the design of the new entrance and the bollards. The artists have transformed the look of the slim line steel bollards with Aboriginal symbols to mirror designs on the windows within the entrance. It is the latest project to have been completed with Australian distributors EZI Security Systems as Safetyflex Barriers continues to expand its global

At a Danish health facility, SMARTair® wireless access control brings sensitive areas under total control It creates challenges when a mechanical locking system grows organically over the years: Managers at South Denmark’s Syrenparken mental health treatment facility no longer had a trustworthy overview of all their physical keys in circulation. Yet, to serve the people treated there, Syrenparken must store medicines and psychotropic drugs. It is critical only trusted personnel gain access. As part of a modernization program, it was decided to upgrade on-site access control. One key aim was to replace old-fashioned keys, which can easily be lost, increasing the risk they fall into the wrong hands. Managers also wanted to make a working day more efficient for their trusted employees. They were each carrying three or four keys just to perform daily tasks in multiple areas of the site. A flexible access solution Syrenparken installed the SMARTair® wireless access control system from ASSA ABLOY to meet all their security needs. To date, 143 SMARTair® wireless locking devices are fitted on resident bedrooms, as well as doors to offices, the medicine room and storage for patient records, plus other confidential areas. Staff and residents open doors with a standard, programmable MIFARE® credential. System reliability was a key factor in their choice of SMARTair®, according to Henrik Jürs, Head of

Syrenparken: “It is possible to put our access control system on a virtual server. Should a computer go down, we can put a new computer on and then we have access to it again.” “We trust the data security,” he emphasizes. Another important parameter was flexibility in system management: SMARTair® makes it easy to administrate who should have access to which areas, and when. Instead of a bundle of keys, each employee has a key-card encoded with access rights to the exact areas they need. With SMARTair®, it’s easy to combine online and offline access management within the same installation. At Syrenparken, 133 offline SMARTair® escutcheons and 3 updaters, plus 8 offline SMARTair® cabinet locks, work side-by-side within the same system as 10 SMARTair® online escutcheons. If a key-card is lost, it’s quick to disable it and activate a new one. There is no danger anyone unauthorised will enter controlled medicine rooms with a lost card as a result. Because managers no longer need to call a locksmith to replace the compromised escutcheon, SMARTair® is also a cost-effective solution for Syrenparken. SMARTair® deployment is ongoing at Syrenparken — and currently projected to reach a total of up to 200 doors.

Ports of Jersey upgrade to smart access control at St Helier harbour CHALLENGE Ports of Jersey operate the island’s busy harbours and airports, providing high-quality services and facilities to enrich the experiences and journeys of their customers, with Jersey Marinas offering 1,000 berths across three award-winning locations close to the vibrant waterfront at St Helier. At very busy times of the year, such as the annual Jersey Regatta, the sheer volume of visitor traffic arriving from both land and sea can present serious problems. With particular challenges arising from managing car parking, and the issuance of port entry digital keys for boats harbouring. Ports of Jersey needed a smart access control solution capable of managing short-term parking at St Helier harbour. The system needed to be intelligent enough to manage complex bookings for use by berth and mooring holders dropping off and loading gear onto boats, before parking elsewhere long-term. The existing solution was no longer cost effective, and was open to abuse by some users. In addition, Ports of Jersey also required an upgrade to the out of date Jersey Marinas security gate access control system. At peak times this system needed to be able to cope with rapid, high capacity issuance of smart cards to vessel owners and boat crews wishing to access the marina and marina hospitality faculties. SOLUTION SALTO partner JMH Technology was asked to provide a new car park access control solution and resolve the looming problem of needing to issue 1,000 cards, at a cost of over £100,000. A replacement car park access

18 I June 2019 I IN Security

control system was installed based on new technology smart cards and 2,000 cards issued. This project was highly cost-effective with installation and card issuance totaling less than just card issuance on the previous system. Future savings also assured thanks to a choice of more cost-effective cards. Abuse of short-term parking has been cut, and the experience for visitors is improved. To drive yet more efficiency and further reduce overheads the system has subsequently been updated at both St Helier and Albert Pier car park, with smart installation of the latest SALTO access control technology. The upgrade continues, and JMH Technology is in the process of adding more readercontrolled doors and smart handles across the facility. A full security assessment was carried out at Jersey Marinas, and a decision taken to replace all of the expensive and temperamental mechanical code locks with a full online access control system. By engineering a bespoke solution that integrated a SALTO kiosk system with a touch screen unit interface, Jersey Marinas staff are now able to allocate more than 500 cards during the high-tide window. With extra capacity on tap when they need it to cope with high demand at peak times, and valuable cost savings made. The SALTO system provided is technically robust and cost-effective to expand. As a partitioned system Ports of Jersey now have a global overview, with each department able to see the section relevant to them. This enables micro management of cost savings across equipment and cards and allows staff to get permissioned access to all necessary parts of the Ports infrastructure without delay. Access Control

Cloud-based access control Improving security in more ways than one

Access control has always been at the forefront of building security. Traditionally, access control systems have come in the form of conventional lock and key methods, electronic systems or a combination of the two. Today, cloud-based systems are changing the market landscape, providing secondary security benefits to users across the UK. Trevor Ball, business development manager UK & Ireland at Allegion UK, provides insight into the physical security and

20 I June 2019 I IN Security

cybersecurity benefits associated with the cloud. All buildings need to regulate their building security, from government-owned educational and healthcare facilities right through to small commercial properties. With this in mind, balancing security features with other factors has always been a challenge. Facility managers and decision makers alike have to account for accessibility and usability alongside safety and security – not to mention budgets and

building capabilities. With this, and the fact that many traditional securitysystems can sometimes be demanding to manage, it’s clear as to why facilities are beginning to implement cloud-based systems into their security strategies. The importance of Cybersecurity The construction industry has not always been first to implement ‘cutting edge’ technologies. From an external viewpoint, many forget the extensive standards that decision makers must abide

by – with these considerations sometimes slowing the process for technology adaptation. For those that have combined traditional security methods with electronic systems, new security demands must still be considered. One of those new demands is cybersecurity, which in its simplest of terms, is the protection of internetconnected systems, whether this be in the form of software, data or hardware. As with most internetconnected systems, today’s access control systems are also at risk to cyber attacks – with potentially detrimental consequences to building security. With this being a new area for some (consider schools or small commercial facilities), questions are now being raised on how to effectively secure a building from two angles both physically and electronically. Take a school entrance for example. With various access points across the building, schools can be known to use fobs or keycards as a way of granting access and monitoring movement. However, with many of these access control systems being operated from a local internal server, they can become vulnerable to cyber attacks. These access control systems require

internal maintenance, updates and data back-ups. If a slight mistake is made with the data that’s being handled on-site, it could lead to a less secure digital infrastructure. One cyber attack later and, suddenly, the physical security of the school is compromised. So what’s the answer to this growing issue? The rise of the cloud Today, cloud-based systems can offer a wide range of UK facilities enhanced security with full integration into their access control systems. In fact, worldwide spending on cloud computing is expected to grow by 23.8% this year, with spend expected to reach $210 billion USD in 2019. In an increasingly digital age the growing need to protect a facility physically and electronically paired with the benefits that cloud-based solutions offer, is why these numbers for worldwide spenditure on cloud computing are rising. Cloud systems essentially store and access data online, taking it away from an onpremise computer or server. When integrated into an access control system, cloud solutions offer facilities a number of operational choices. Users can set

how visitors are granted access into the building, with a number of situations possible, such as registration in a reception area paired with visitor passes. Of course, other factors need to be taken into account, such as the required movement of the visitor; but this is left in the hands of the decision maker. With the cloud, these decisions are designed to be made quickly and effortlessly – all via the internet and all while providing extra digital security. Yet, there is a common misconception that on-site closed network security solutions are more secure. With plenty of evidence against this, cloudbased systems are progressively being seen as the best equipped systems for cyber attacks (providing the correct procedures are put in place, i.e. two-factor authentication). For an internally managed system, facilities may need a large amount of resources, time and even budget to keep it running smoothly. Updates, in particular, can be a timely and precise process, and when done manually on-site, there’s the chance that a lax approach or a common mistake could cause huge security repercussions. ➔

IN Security I June 2019 I 21

Looking back to the example of a school entrance and those that operate access control from an on-site server: It is possible for users to implement multiple layers of security to their on-site infrastructures by themselves. Yet, in reality, many lack the expertise and experience to enforce this. With schools, in particular, stretched IT teams and budget issues can sometimes result to a more lenient or less meticulous operation. This increases the possibility that their access control systems become vulnerable to cyber attacks, highlighting the weaknesses of these systems compared to those that are handled by third-party organisations. With cloud-based systems, the maintenance is taken away from internal teams, saving time and resources and giving peace of mind that updates are being handled by expert teams. This extra layer of security is why schools, among other facilities, across the UK are beginning to make the switch.

22 I June 2019 I IN Security

Traditional benefits Aside from being the best protection for cyber attacks, cloud-based systems are offering decision makers a number of other benefits. Doors and physical locations aren’t the only areas where these cloud-based systems can improve security. The nature of these cloud-based systems allow for additional use in some unusual but highly beneficial scenarios. Forklift operators, parking gate users and those that require access to drug cabinets (whether based in hospitals or on-duty ambulances) can all do so with integrated cloud solutions. Accessibility isn’t the only benefit to facilities either. Cloud-based systems offer decision makers full flexibility in terms of how they can adapt to a building. This flexibility allows for huge scalability options, enabling a building to grow with its access control system – without presenting any additional security issues.

Effortless access control The importance of building security has always been paramount to those involved with access control. Now, with physical security and cybersecurity both needing to be considered, it’s imperative for facilities to keep up with the IoT movement by using access control systems that can protect their facilities from multiple security threats. The effortless nature of cloudbased systems is simplifying (but progressing) access control processes for facilities across the UK. For many, the cloud is much more than an industry trend, it’s a revolutionary stance on access control. For more information, visit www.allegion.com n

The Global Rise of Knife Crime – Why?

The rise of knife crime is now a truly international issue, but there is nothing new about knife crime. Sharp objects, blades and knives have been used as weapons for thousands of years. But why is knife crime around the world rising again? Every time somebody commits a murder or assault, by making bodily contact, by choking, beating or in this cases by stabbing another human being to death, it always speaks of a level of rage and sometimes even a personal connection to the victim, but it most certainly reflects an

24 I June 2019 I IN Security

incredible lack of compassion. When you are stabbing someone, it’s close and in your face. The experience is extremely graphic; it somehow tells an emotional story of hate or rage, and I do believe that more and more people are becoming more and more angry and frustrated with life in general (and somehow that brings them that bit closer to the stage of ‘rage’ from the offset)… rightly or wrongly. I look at humans and see them as ‘pressure cookers’. Many people today are under pressure, financially,

emotionally, mentally or physically. A person can however only take x amount of pressure (some can of course take more than others) but ultimately most humans can ‘explode’ if they haven’t learned to ‘let steam off’ in a controlled manner and in an environment where no harm can be done, or by finding a more balanced and satisfying life style in the first place. Many of people who have committed a knife crime and took another person’s life have ‘exploded’ and were fuelled by anger, hate,

disappointment or frustration. They were unable to control themselves or simply chose not to. This is not an argument about right or wrong. It is just about finding answers to ‘why does it happen?’ Personally, I believe that five things are a massive contributing factor to the increase of violent crimes involving edged weapons in today’s society. • Poverty & Social Exclusion – Knife crime and the carrying of knives are without any question symptoms of a broad social problem. Knife crime is mostly present in the poorest and most deprived places where violence is a clear sign of deeper problems such as poverty and social exclusion. That subsequent missing ‘sense of belonging’ often leads to the desire of wanting to become a member of a gang, which ultimately leads to the need of carrying and ultimately using a knife. • R eligious/Political Extremism – If you are so totally misguided and so extremely blinded, and truly believe that harming or

killing others is the absolute only way you can reach happiness/ fulfilment or reach your ultimate goal (whatever that might be)… then you are unlikely to stop from ‘proceeding’ with your action. • D rugs – the production of, the trafficking of, and the dealing with drugs has always and will always bring violence along. It simply comes as a ‘package’. One cannot produce, transport and deal with drugs without enforcing certain aspects during the process. Guns have been used a lot in the past and are still weapon of choice in some regions, but in more and more countries we can already and will continue to identify a shift moving to the use of edged weapon during above, and I will highlight in a second why that is. • S ocial Media – yes, this has also been blamed for the increase in knife crime, with some experts arguing that social media means everything to these knife carrying criminals. Some even say there might have been situations in the past where someone would have

walked away and backed down, but now people are recording these attacks and videos of major knife attacks. These videos are being streamed millions of times, offering each and every one that ‘minutes of fame’ and more ‘followers’, and in their opinion that much craved for ‘respect’ and fear of them. • S erious Mental Illness – Many of those who have been responsible for multiple killings using edged weapons have been diagnosed with serious mental illnesses before or after the killings. I remember the particular case of Ashleigh Ewing very well. Ashleigh was a 22-year-old mental health worker, stabbed 39 times in a frenzied knife attack by a paranoid schizophrenic she visited in Newcastle. I have used this rather shocking example in several training events for ‘lone workers’, especially those working alone and entering the homes of others (health care, utility, housing, estate agencies and social services to name but a few). ➔

IN Security I June 2019 I 25

But why the clear shift from guns to knives? In most countries guns are illegal. Selling or buying firearms, exporting or importing firearms, carrying or transporting them comes with a real risk these days. Due to the threat of global terrorism, Intelligence Services and Law Enforcement Agencies around the world keeping a very close eyes on everything metal that fires rounds aiming to kill people. The risk of being arrested during the purchase/sales/transport of firearms is just too high for most terrorists or criminals. However, one of these individuals just needs to go home grab a kitchen knife and return to the place of anger and hate, in order to deal with others in the only way he/she believes is right at that moment in time. This ‘grab a kitchen knife’ point is also of great relevance in terms of the recent rise of global terrorism utilising edged weapon. Due to the stringent firearm controls in Europe and other regions, and the low planning required to conduct a knife attack whether against an individual or mass group), knives have recently become the weapon of

26 I June 2019 I IN Security

choice for many so called “lone-wolf” attackers. Knives are commonly available, and this is not going to change, no matter what the law says or will say in the future. We cannot stop people from walking into the kitchen or the local hardware store, grabbing a knife (or screwdriver) and randomly stab other human beings. If one has the intentions to cause harm to others using a knife or edged weapon, then Intelligence Services and Law Enforcement Agencies will always struggle to prevent such atrocity. Knives are also much more concealable. The desire of people to want to conceal their weapon is based on the fact that it is a crime in many countries to carry an offensive weapon and they wish to avoid detection an arrest. A knife is easier to conceal than a firearm, hence more criminals move from carrying firearms to carrying knives. The desire for certain military or government personnel to carry a concealed weapon e.g. knife is of course of a different nature. My final reason why I believe knives are being used more and

more is the ‘no training required’ aspect. To purchase a firearm is one thing… to fire a gun and hitting the target from a reasonable distance to avoid identification and arrest is a completely matter altogether. A knife is easy to use. It almost doesn’t matter where you stab that body… it will hurt a lot and likely kill that person (subject to the point of entry or number of stabs). Gender Equality

Fair play Why the security industry needs women, by women

28 I June 2019 I IN Security

Why the security industry needs women, by women Traditionally security has always been a male dominated world, even in an age where more and more people are pushing for diversity. But some areas still have their pigeonholes. Overcoming stereotypes is the biggest problem that women face when trying to enter the security industry. If people assume a man has more knowledge, or always address their emails ‘Dear Sir’, is it any wonder that women are put off? The imbalance needs addressing and quickly. Women are and will continue to be an incredible asset to the security industry, but what makes them so beneficial? Security experts for UK homes and businesses, Expert Security UK asked three women at the top of their game in the security world. 1. Communication Attention to detail, strong surveillance and the ability to work well with others. There are many skills that are key to working in the security industry. And at the

top of the list is having excellent communication skills. No matter what part of the industry or the task at hand, whether you’re integrating a new security product, troubleshooting a problem or educating clients, strong communication is important. “Being a woman in the security industry, I have faced many problems,” says Lauren Bilney, Office and Vetting Manager at White Star Security Services Ltd. “Many people stereotype a security officer and what they should look like. A security officer is a person no matter what age, gender, height, weight and sexuality you are, a security officer can be anyone. “Of all the personal challenges I have faced in the security industry such as, one of the biggest is being stereotyped for my appearance. I look too young to be in security and I’m not built to be a security officer. People’s expectations of a security officer is a muscular male. “Women are an asset to the security industry because women can access areas where men can’t. We often have better

communication skills that can defuse a situation and can offer a better and more level-headed approach. The security industry is always changing, and right now it is adapting into a place where women are more involved than ever.” 2. Empathy Whether you’re a security guard who works with people one-onone when a situation arises, or you specialise in providing cybersecurity services, it’s important that you’re able to relate to the people you are helping. Take the example of a lost child, if you can’t empathise with the worried parent, how are you going to be able to encourage them to keep calm until the situation is resolved? Good empathy is also a key part in building strong relationships, which you’ll need to keep loyal clients coming back for your services year after year. Leah Booth, Project and Service Coordinator at Expert Security UK, explains more: “I am a mother of two and work full time. So it can be stressful and I have to multitask to ➔

IN Security I June 2019 I 29

ensure things get done. I find that myself and other women can cope better with stress and have good organisational skills. “Women can prioritise well and have good communication skills to deal with the task at hand. Women have a good eye for detail and often ensure that goals are met. I also find some women are good at relating to others through empathy and this can be better for dealing with disputes and tension. Many women have a way with keeping the customer happy, in being efficient, keeping in contact and building that customer relationship. People find it easier to confide in a women and women are good listeners, which is good for relationship and team building within a business. “In a nutshell, I feel women are good at multitasking and dealing with many difficult challenges head on and have the ability of achieving results. Security companies hire women for long-term success!”

30 I June 2019 I IN Security

3. Equality It’s a simple fact that women often feel more comfortable approaching and speaking to other women, especially when out and about and faced with the intimidating nature of a uniform. Imagine you’re a mum in a shopping centre and you lose your child or feel uncomfortable around another shopper, it’s completely natural to feel more secure approaching a female security guard. Because that is what the job of security is all about; making people feel safe. “The role of a female working in the security industry is to give balance,” says Joy Darch of VIP Security Services. “We work alongside our male colleagues and deal with all incidents on equal terms. This can be difficult when working with some cultures as women are not recognized as equal. Also, size and build can also be a factor. Many male security guards have quite a physical presence, which can help ward off threats, but not all of us ladies are built

in the same way. We may not be the same size or have the same physical strength, but with women on the frontline we’re more adept at reacting to situations and deal with problems professionally. “Sometimes it’s tricky to generalise, but like in life, women are usually better than men at dealing with males in heated situations. We’re good mediators and we’re able to get guys to see another side of the argument and to just ‘quieten down’ take some time out, which in many incidents is enough to quell a situation. It’s also ideal for women to see female security guards as sometimes they may feel more able to talk or reach out to a woman than a man.” Women are becoming the security industries biggest asset, now that companies in this industry are backing their female employees, they’ll go from strength to strength leading the way for future women in security For more information please visit www.expertsecurityuk.co.uk n

Bob (H.Y.) Hwang Ph.D., Managing Director of Hanwha Techwin Europe, explains how the company’s product strategy is being honed to reflect changing market requirements. Bob, have there been any recent significant changes to the company’s product strategy? We have been focused on helping to refine and drive a product strategy which was devised some time ago. It could be described as a twin-track approach to success in that we are continuing to add to our extensive range of cameras and recording devices, but we are also moving towards becoming a market leading provider of integrated video surveillance solutions.

Q A

Q

‘Solutions’ is perhaps an overused word. Can you explain what it means within the context of what Hanwha Techwin is currently offering or will be introducing in the near future? The massive processing power now available with our open platform camera chipsets means that in addition to helping security personnel to monitor any suspicious activity and keep people safe, our latest

A

generation high definition cameras can also help our customers achieve much more from their video surveillance systems. In simple terms, this involves utilising analytics Apps that run onboard our cameras to help users identify opportunities to improve productivity and make best use of human resources. Deep Learning These Apps have been developed by our chosen technology partners, all of whom are experts in their respective technology fields and include the following: • Wisenet Intruder Detection, which is a single device intruder detection solution developed in partnership with A.I Tech that provides maximum detection, whilst significantly reducing the impact of time consuming and costly false alarms. • Wisenet Intelligent Traffic Management, a comprehensive suite of FF Group ANPR based intelligent traffic management solutions. • Automatic Incident Detection (AID), an easy to deploy and highly accurate city wide incident detection solution which we offer in partnership with

Sprinx Technologies to budget conscious local authorities. • Wisenet Biometrics & Retail solutions jointly developed with AI-Tech to enable small retail chains, as well as outlets such as convenience stores, newsagents and petrol stations, to gain a greater understanding of the type and numbers of people who visit their stores. Video Analytics When can we expect Hanwha Techwin to launch some Deep Learning based solutions? TWe are working towards introducing new Wisenet cameras during the latter part of 2019 which will incorporate a computer vision chipset allowing Deep Learning applications to be run onboard the cameras. These new 4K and 5MP cameras, which will be additions to our existing Wisenet P premium camera series, will initially offer more accurate forms of existing types of video analytics. However, they will also provide a platform for our technology partners to use our APIs to introduce ground breaking Deep Learning applications that integrate seamlessly with the new cameras.

the number of views and access times, and if required, automatic destruction. S-COP can also be configured to apply a user defined watermark to the exported video file. Any audio tracks can be easily removed or edited to further protect a person’s privacy. DRM S-COP software provides an option to utilise Digital Rights Management (DRM) technology to

encode a redacted video so that it can only be viewed by those entitled to do so. Unlike .AVI files which can be viewed by anyone on a PC which has Windows Media Player installed, DRM encoded video can only be viewed via password protected S-COP dedicated video player software. SICUREZZA 2019 The evolution of the sector is here

In the midst of a growing market With the opening of the online ticket office, the countdown to SICUREZZA 2019 has officially started. SICUREZZA 2019 is a reference event for operators in Italy and one of the most important in Europe dedicated to the security and fire-fighting sectors. The event, to be held in Milan, from November 13 to 15 2019 at Fiera Milano - Rho, is preparing to welcome Italian and international professional visitors at a particularly successful time for the market. According to the most recent data, the building security and automation sector confirmed a growth in total revenue (+6.8% at current values) in 2018 in Italy and building security and automation technology exports showed a dynamic profile, growing by

36 I June 2019 I IN Security

+9.2% (Source: ANIE Sicurezza). In this context, SICUREZZA is once again a key business opportunity for operators and companies that want to seize the positive moment of the market. As last year’s trends suggest, thefire-fighting sector benefited from a growing demand from end users and the dissemination of audio evacuation systems. As the result of technological innovation and an increased level of digitisation, integration and convergence between systems continue to be one of the main drivers of growth in the security sector. The video surveillance segment was equally dynamic. For this reason, even more space will be dedicated to fire-fighting at SICUREZZA with some of the

most interesting products in the sector, while the strong attention to innovation in all areas of security, spanning from video surveillance and access control to advanced antiintrusion systems, passive security and drones used as monitoring and rescue tool, is confirmed. Another strength of this edition will be Smart Building Expo, the event dedicated to digital technologies for networked buildings and smart cities, which will be held on the same days as SICUREZZA and can be visited with a single admission ticket. Solutions for all application fields The outlook of security technologies is increasingly linked to the areas of application. All products or solutions today are designed in relation to a specific context in which they are

able to offer the best performance. From everyday life in cities and extraordinary situations, such as major public events, to offices and shops, not to mention the elusive yet increasing presence of data security, application contexts are challenging companies to create advanced and versatile solutions which can be increasingly integrated by exploiting the impetus offered by digitisation. So, SICUREZZA will focus on the most common reference contexts and also explore interesting, unusual case histories. Companies will be able to share successful experiences with operators interested in each specific area of intervention and visiting professionals will have the opportunity to better understand the technological evolution in progress, discovering solutions suited to their every need.

constantly monitor people on site and intervene in case of evacuations or fires. The direct responsibility of organisers means that public authorities choosing to hold a major event are the first to be interested in having technologies that can quickly and accurately monitor people and venues At SICUREZZA, municipalities and event organisers will find specific solutions for their needs, such as smart cameras capable of autonomously detecting anomalies in the movement of people, systems for monitoring gates and access counters, systems for preventing and extinguishing fires and they will benefit from the direct experience of companies that have already successfully dealt with the complex world of major public event organisation.

Here are some of the focus contexts of the event: Major public events The regulations that have come into force in recent years require local authorities and organisers of public events to use complex equipment to control access, count attendance,

Urban security Large and small towns are at the centre of a profound technological revolution. Access control, the monitoring of number plates at the entrance points of traffic restricted areas or in particular sites are now entrusted to increasingly

sophisticated and intelligent electronic systems, which work alongside the police and traffic wardens. In addition to traffic control and the management of car parks and accesses, municipalities of all sizes are investing in security technologies and increasingly moving towards protection and monitoring architectural heritage and culturally relevant sites, including nature reserves and parks. Safety nets in cities are increasingly close-knit and very often supplemented by technologies installed by private citizens. In this context, which is discreetly changing the appearance of towns and cities, keeping abreast of the available technologies is essential for local administrators, law enforcement and all security operators who may be called upon to design and install systems in urban contexts. In and near cities there are particularly sensitive transport networks, sites, stations and airports which require dedicated solutions. In the context of the evolution of technologies for cities and mobility, we are also witnessing an articulated and increasingly integrated âž”

development of connected solutions which impacts other contexts, in addition to security. It is the smart city paradigm. An increasingly concrete approach to which many of the solutions presented at Smart Building Expo will also be dedicated. Home Homes by definition must protect the people who live there and must be protected from risks and intruders. The solutions available today are more and more advanced and guarantee the monitoring and control of every room and of the outdoor perimeter. Users can easily keep an eye on their home even remotely, alert law enforcement in the event of anomalies and always be informed of any movement and even who is ringing their door bell when they are away. Ease of installation and the remarkable versatility of the systems on the market today makes it much simpler for individual residents and condo managers to adopt solutions which are also attractive as a result of an ever-increasing attention to the design of each product. From access control to video surveillance, often integrated with other functions such as door phone system or thermal monitoring, these technologies will be present at SICUREZZA with a large number of companies offering solutions for the residential sector. The next frontiers of connected buildings, from design to full operation, will be the focus of Smart Building Expo and offer an additional opportunity to explore the most advanced perspectives of building automation.

Workplaces Production lines, offices and construction sites alike are workplaces which most require integrated safety systems, capable of guaranteeing maximum efficiency at all times. Banks, factories, large companies and small businesses are demanding bespoke solutions being a complex challenge for the manufacturers, designer and installers of security systems. There are more and more solutions on the market offering customisation opportunities for all business contexts. At SICUREZZA, security managers, security integrators and everyone else responsible for security in a company can choose from the many proposals available today, from video surveillance to fire-fighting, as well as an entire pavilion dedicated to access control and passive security. Retail In busy shopping malls on the outskirts of town or in small local shops, the need to protect goods from theft, detecting access and movements of customers where necessary, is essential and often comes with surveillance needs of goods in the warehouse or during storage. Advanced video surveillance systems also able to monitor and evaluate the movements of people in shops are becoming key tools for protecting goods, but also customers by being able to monitor the actions of potential muggers or thieves. In addition, there is a need to avoid the risk of fire, especially in contexts where goods and materials may be particularly exposed. Many companies that offer

solutions for retail will be attending SICUREZZA with increasingly advanced and discreet technologies designed not to disturb the shopping experience and to be useful tools for analysing in-store customer behaviour at the same time. Data protection The GDPR is now in full effect making data protection tools indispensable in all areas. Cybersecurity is important because intelligent cameras and access control systems are now powerful processors of data more often transmitted wirelessly and stored in the cloud for the time needed to process them. Being able to protect the data acquired by the latest generation of security technologies from cyber-criminals is one of the most delicate challenges for companies in the sector, but also and above all for installers, called by the General Data Protection Regulation to be legally responsible if data protection weaknesses or anomalies are discovered in the installed system. It is a particularly sensitive and still little-known area on which manufacturers have focused heavily in recent years. Visitors to SICUREZZA will find concrete answers in the solutions on show and through training opportunities for professionals at all levels on issues related to GDPR application and the protection of data and privacy of users. Visitors can pre-register or buy their ticket in a few clicks directly on the www.sicurezza.it website saving up to 50% on the cost of the ticket n
