A safe port FLIR IP surveillance system acts as force-multiplier for law enforcement
FLIR Latitude Network Video Management System (NVMS) improves security system management, evidence capture and real-time response for Port Angeles police. Crime prevention and public safety are top priorities for municipalities. However, limited staff and resources inhibit law enforcement from quickly and effectively responding to all incidents. By deploying FLIR’s advanced, enterprise–grade video solutions, police fleets dramatically increase their ability to monitor all city entry points and view live surveillance video from problematic locations. Port Angeles, located on the U.S.Canada border, is host to a thriving

maritime port and a significant customs entry point into the United States. This picturesque city is located on the Olympic Peninsula in Washington, opposite Canada’s stunning Vancouver Island and Victoria, British Columbia. Port Angeles is the gateway to beautiful Olympic National Park, attracting approximately three million visitors during the spring, summer and autumn months. Ferryboats travel the 90-minute route between Port Angeles and Victoria several times a day for most of the year, making the small town a popular tourist destination. The city’s harbor is deep enough to provide anchorage for large vessels, such as tankers and cruise ships, making the port a busy location itself.
Security Upgrade Video surveillance is a powerful tool to enhance border security and public safety. However, outdated video equipment can create critical security vulnerabilities. To ensure the security of the city of Port Angeles, officials wanted to upgrade its aging analog video surveillance system to a solution that provided higher resolution images and remote video access, while remaining easily scalable over time. As the city’s analog system reached end-of-life, officials also desired to improve surveillance in high-traffic areas within the city and along the coastline. “The analog system was obviously obsolete the day they put it online,” said Brian S. Smith, Deputy Chief
of Police, Port Angeles. “We could only view video from one spot—in our control room.” Another goal of the upgrade was to allow police officers to stream video from any of the city’s cameras to their patrol cars. This would enable faster, more effective incident response and serve as a force-multiplier and situational awareness improvement for the small department. “We needed a new approach to leverage our existing law enforcement resources to address current and emerging challenges,” Smith said. “We knew that advanced video surveillance technologies could provide a quick return on investment.” City officials dedicated a significant amount of time, money and manpower to acquire the technology to meet the city’s new security plan. After a three-year process, Port Angeles secured a $400,000 Homeland Security grant. Officials then asked for a security system recommendation from Last Mile, Inc., who had previously designed and installed a successful security solution for the city of Seattle.
Based in Longview, Washington, Last Mile, Inc. manufactures Cyclone wireless network gear, resells high quality wireless network and security equipment, and provides microwave wireless and CCTV system consulting, design, and integration services. The company has been servicing cities, public entities and private industries for over 17 years. Last Mile, Inc. later met with Port Angeles staff to learn their security system specifications. Officials sought a scalable, open platform solution that uses Internet Protocol (IP) for monitoring and control, and supports surveillance products from many manufacturers. They also wanted to integrate a wireless mesh network, optimized for video applications in outdoor municipal and public safety deployments, to stream live video to police vehicles. Scalable IP Video Surveillance System Soon after, Last Mile, Inc. designed, configured and programmed a comprehensive IP video surveillance solution consisting of the FLIR Latitude Network Video Management System (NVMS) integrated with
Bosch and Axis cameras, and a private citywide HPE/Aruba Networks wireless mesh network for public safety personnel. Installation occurred over three months, and now the video solution has empowered police to better protect both the port and city more effectively. According to Smith, the surveillance is primarily used for forensic investigations following suspicious activities or emergencies, as well as for realtime containment of suspects and monitoring of certain areas. “In terms of versatility and access, it’s a great tool that we didn’t have before,” Smith said. “Now, we have a system we can add to. It meets our needs and allows us to have more information for patrol, response and investigation. When you’re installing a system like this, you have to be able to show that you’re not adding to the financial burden—that you’re increasing your efficiency without creating a cost that’s beyond what you can sustain. We think this system meets that.” Video data is recorded at seven fps and stored at the command center for 30 days for investigative g

purposes and to meet Washington public record laws. To simplify cabling requirements, reduce installation cost, and increase reliability, video is transmitted to a central command center via a robust fiber backbone ring network and utilizes the wireless mesh network to reach edge locations, which would otherwise be cost prohibitive to employ. The camera feeds are then captured and managed by FLIR Latitude NVMS, which tracks incoming activity, provides a streamlined video interface and alerts officers to key events. Streaming Live Video Port Angeles officials were particularly impressed by the FLIR VMS innovative mobile video push app, TruWitness, which extends video surveillance beyond the point of fixed cameras and allows real time mobile device video to be viewed and recorded as additional cameras in the Latitude NVMS system. In fact, TruWitness was a key reason why they selected FLIR for the project. “At the time, not a single company in the VMS sector was doing that,” said Keith Young, senior sales engineer at Last Mile, Inc. “The TruWitness app is what pushed Port Angeles over the top where they said, ‘we to have to have that.’” FLIR’s mobile client software additionally enables police officers to stream live video to their squad cars. Police patrols are able to able to use their smart devices to stream, record, analyze, review and export live video from any location, enhancing rapid response and mission critical decision-making. “We are now able to better monitor and track suspicious vehicles and passengers unloading from the ferries,” Smith said. We are also monitoring the coastline, and can dispatch police officers to send live video from any remote location.” The video streaming is done through either the cellular network or private wireless mesh network, and the system allows officers to move seamlessly between the two.

“We have a very unique system here that uses In-Motion router boxes, which are in our patrol cars,” Smith said. “It decides what is the best signal—Wi-Fi, 3G or 4G—and toggles back and forth [as police move throughout the city]. Most of the time, we’re streaming the mobile application through Wi-Fi.” One of the advantages of using the private Wi-Fi is that it ensures reliable and efficient communication between law enforcement at all times. In the real world when natural disasters, riots, sport games or other large events take place, the public are on their phones, streaming video, updating social media, making emergency phone calls, overloading the cellular networks. In those instances, police officers’ cell phones become useless and they have to rely solely on limited two-way radios. Private Wi-Fi networks eliminate this issue. “If you have your own private wireless, you can still utilize team coordination and case management apps, photo sharing, Wi-Fi calling, and the TruWitness capability,” Young said. “When everything else goes down, law enforcement and first responders are still able to communicate at the same level.”
Additionally, the data plans required to run cameras over cell phone carrier connections can be extremely expensive. The private Wi-Fi network presents a significant cost-savings for the city. Looking Forward Video surveillance initiatives are a top priority for Port Angeles. The current system has proven useful on several occasions to help police solve crimes and gain insight into the city’s security posture. Additional grants will fund projects to enhance security at local parks, transportation networks and correctional facilities. The city plans to increase the number of cameras across key locales throughout the region and add video analytics to further bolster the system’s capabilities. “We knew the success of the first phase would lead to the deployment of more cameras, so we chose a solution that could be easily and economically expanded over time,” Smith said. “FLIR delivers the technology that meets our current and future needs, while providing a streamlined user experience and maximum flexibility.” For further information please visit www.flir.com/security n

Smiths Detection wins biggest ever single order for next-generation hold baggage scanner for Frankfurt Airport Advanced HI-SCAN 10080 XCT hold baggage scanners offer flexible, sophisticated detection capabilities Wiesbaden – 22 September 2017: Smiths Detection has won its largest single order ever for its advanced HI-SCAN 10080 XCT hold baggage scanners, with an associated eight-year service agreement. The contract covers 35 of our HI-SCAN 10080 XCT nextgeneration scanners to support the upgrade to the ECAC Standard 3 explosives detection systems. The solution will deliver increased security and operational efficiency, and can easily be upgraded to meet future requirements to identify evolving threats, such as homemade explosives. Frankfurt is Europe’s second busiest airport in terms of cargo and fourth in terms of passenger numbers, with over 60 million in 2016, making a highspeed, high volume hold baggage system critical to screening efficiency. The HI-SCAN 10080 XCT scanner combines high-resolution X-ray technology, medical-quality computed tomography (CT) and advanced detection algorithms to deliver exceptional levels of security.

It supports a high throughput of up to 1,800 bags per hour, can accommodate items measuring up to 1,000 x 800 mm, and operates with a low false alarm rate to deliver a highly efficient screening process. Raytec IP lighting combats crime at historic manor house
Raytec Network Illuminators have been deployed as a key element of a bespoke IP security solution for a Grade II listed Manor House in Shropshire, UK to deliver outstanding night-time surveillance images and actively combat crime. Previously a target of crime, the estate had no professional CCTV system, relying only on halogen lighting with inbuilt PIR detectors. The security team needed a solution which would allow 24/7 monitoring over the property, particularly at night, with the ability to respond instantly to any security breaches. SMC, leaders in electronic system design and installation, were responsible for designing the solution. They designed a state of the art IP surveillance system, fully integrated with Raytec White-Light IP Illuminators which were installed around the estate perimeter and around the Manor House. IP addressability and connectivity was crucial to the system design, ensuring that the IP lighting could be automatically triggered by any network device to provide an instant, visual response to any incident in real-time. A bespoke integration with a Crestron Control System also allowed remote control over the lighting at any time and was designed in house by SMC using Raytec’s network lighting API. OPTEX PIR’s were installed to detect the first signs of an intruder and automatically trigger the Raytec Network Lighting as a first line of response to deter any potential intruders. Simultaneously the system sounds an internal alarm in the estate office and the manager’s apartment. The powerful LED lighting enables new Samsung PTZ network cameras to deliver high quality images during the hours of darkness, providing reliable information to the staff as to who or what is on-site. The security team are able to use the Crestron system via a simple
touch screen interface to take live control over any individual illuminator or group of illuminators. Selecting them via a simple map view, they can flash key zones of illuminators in the exact place an incident is occurring as a further warning signal to deter crime. Designed to work with Luminite’s Genesis range of PIR detectors, the new keypad (LGKSQ) is waterproof to IP66 and has a radio range of up to 300m so is suitable for entry / exit points on a construction site, for example. Openview security solutions installs consolidated control room for Lancashire hub cctv centralisation project
OpenView Security Solutions (OSS), one of the UK’s leading providers of CCTV and IT infrastructure solutions to the public sector, has successfully completed the design and installation of a new control room in Blackburn, Lancashire. The company was awarded the contract after an open tender process as part of the Lancashire Hub CCTV Centralisation Project to consolidate separate facilities across the county into a single super hub control room which will reduce costs and improve service delivery against collective community safety objectives. The new control room, which cost almost £1million, is located in King George’s Hall, Blackburn where seven operators and two supervisors monitor over 240 cameras across East Lancashire around the clock. It features a videowall that comprises 33 x 42” screens, one of the UK’s largest local authority installations. The official opening was attended by Assistant Chief Constable Mark Bates and Council leader Mohammed Khan from Blackburn with Darwen Council, who hailed the complete project as a resounding success, stating: “This impressive facility will not only save the participating authorities money on their previous CCTV costs, but it will also lead to more prosecutions and a reduction in crime and anti-social behaviour. We are hoping that more authorities throughout Lancashire will join this innovative initiative.” Funded by the Department for Communities and Local Government via its Transformation Challenge Award with an additional contribution from Lancashire Constabulary’s Police and Crime Commissioner, the first phase of the Lancashire Hub CCTV Centralisation Project has been to consolidate legacy systems and control rooms located in Blackburn with Darwen, Burnley and Preston. In further demonstration of this collaborative approach to the provision of CCTV services, the project improves the

ability to share data with Lancashire Constabulary on a real-time basis to enhance the delivery of an efficient and appropriate response to incidents as they occur. OSS conducted extensive site surveys, including lines of sight, before recommending a wireless Ethernet network that would allow the majority of locations to be migrated to the latest Hikvision HD IP cameras wherever possible. This new wireless infrastructure links to the existing wide area network and was completed prior to installing the latest video management and storage platform into the East Lancashire data centre. An Hikvision control room system was then installed before migrating Blackburn with Darwen’s CCTV system into the new facility, ensuring that no loss of service was experienced during the process. OSS then migrated the remaining systems on a staged basis. “We have been impressed by the high quality of advice and technical ability provided by OpenView Security Solutions throughout this strategic project,” added Peter Wareing, CCTV Services Manager for Blackburn with Darwen Council. “We now have an efficient and cost effective CCTV solution that will deliver significant savings for all participating local authorities through the optimisation of staff resources, elimination of telephony circuit rental costs and reduction of ongoing maintenance costs. The system also provides a platform for improved income generation to help achieve our objective of making public space CCTV a self-financing proposition.” In conclusion, Andy Ward, Sales Director of OpenView Security Solutions, commented: “We are delighted to have played such a big role in the successful delivery of this project that transmits real-time HD images back to the control room at a much lower cost than the previous analogue-based systems. It also shows how councils can work effectively together to provide a higher level of service and improve safety in public spaces.” n
Net2 Entry provides simple access control for central London apartments Islington on the Green is a residential complex consisting of 70 modern, high specification apartments. Based in the heart of Islington, these properties boast all the benefits of an unbeatable central Islington location, whilst maintaining the security of a private development with concierge.
Requirement Islington on the Green required an update to their existing access control solution, that had ceased to function. They also required an improved access management system that would be simple to use, and could enable the concierge and residents to grant access to visitors from the Reception, and their individual apartments, respectively. The General Manager of Islington on the Green, Ashley Proctor, approached MAS Systems to specify a new system, having previously worked with the company on a large hospitality establishment. MAS Systems, based in East Sussex, specialise in electrical, security, CCTV and fire alarm installations within London and the South East of England. Neil Matthews, Fire and Security Systems Manager, recommended Paxton’s Net2 Entry system, combined with the Net2 software, to meet his clients’ requirements.
Solution Net2 is a user friendly and flexible networked access control system, designed to make the management of any site straightforward. Neil says: “I’ve worked with Paxton products for more years than I can
count, I know Net2 inside and out. Their technical support is always great, which is why I thought Paxton’s Net2 range would offer the ideal solution.” The new Net2 system electronically controls the main entrance to the building, as well as the private entrances to each of the 70 apartments. With the Net2 Entry monitors, residents can permit access to visitors following visual or audio verification. The concierge can easily program new access tokens for residents on site, and cancel them from the system should any be lost or stolen, significantly increasing the level of security compared to a standard lock and key system. Net2 system can be administered from one central PC, with external IT management able to monitor and maintain the system remotely via the network.
Result The Net2 system, with Net2 Entry, has provided Islington on the Green with a secure access control solution, that gives their residents the ability to grant, or deny, access to visitors, and gain access themselves with a simple token. Ashley Proctor, General Manager, says: “The software is really easy to use, the Net2 Entry system is simple, and it does what we need it to: enabling the concierge to visually verify visitors, and residents to buzz people into the building.” With potential plans to refit the adjacent Islington on the Green Theatre, the Net2 system also provides the opportunity to expand and secure the new site, included in the same development complex, from the same centrally managed system. n

Optex opens german office to support local channel partners “We felt it was vital to sustain this growth that we have a local office where system integrators and distributors can ask any questions and seek advice on any potential projects.” OPTEX, the leading sensor manufacturer, has opened a new office in Offenbach, Germany to better support its network of distributors and system integrators in Germany, Austria and Switzerland (DACH) region. Bosch supplies full security and communications solution to Krakow event center Krakow is the second largest and one of the oldest cities in Poland and the International Conference and Entertainment Centre (ICE). Krakow is the business and cultural flagship of this beautiful city. The stunning view from the ICE provides its visitors a glance at some of Krakow’s most famous landmarks. The ICE hosts conferences, exhibitions, parties, seminars and concerts big and small, with audiences ranging from a few dozen to several thousand. The changing space arrangements and the wide range of different events pose challenges to assuring audiences are safe and secure at all times while enjoying best sound and acoustics. Its larger venues present a special challenge to designers of evacuation systems. On the one hand, the sound coming from the evacuation speakers
must be loud and intelligible to inform every guest clearly as to what he/she should do. On the other hand, the speakers should be unobtrusive, blending into the background rather than influencing the feel of the performance or audience space. In Krakow, designers found the right mix – thanks to hemispheric loudspeakers from Bosch, which are part of a Bosch Praesideo Public Address and Voice Evacuation system. As a technician puts it: “If we had deployed standard loudspeakers for the evacuation system, we would have needed quite a few to establish an even sound coverage for the entire building. By using the hemispheric ones placed underneath the roof, five loudspeakers were enough to do the job, blending in discreetly with the room aesthetics.” The evacuation system was just one
part of a comprehensive security and communications package at ICE built by Bosch. Almost the complete range of Bosch’s security and communication system portfolio is installed: not just evacuation, but also fire detection, video surveillance, public address, intrusion alarms, access control as well as conferencing systems. The video surveillance in the facility is based on Bosch Video Management System as well as different types of cameras. Some of the cameras are the FLEXIDOME IP panoramic 7000 cameras offering 12-megapixel sensor resolution and high frame rates combined with a fish-eye lens. These cameras provide a complete 180-degree or 360-degree overview without blind spots and enable easy capture of moving objects. Flat Fire Detectors Series 500 offering flush ceiling mounting were installed in representative rooms. All in all, Bosch provided the facility with 2,000 fire detectors. All of them were in top form for an extraordinary event that convened for ten full days in July: the United Nations’ annual Convention for the Protection of World Cultural and Natural Heritage. This is the group that nominates places to be protected as areas of great cultural or natural significance, such as Stonehenge, Glacier Bay or the Great Barrier Reef. Attending the UNESCO meeting were 1,966 delegates, another 1,000 service-providers and journalists and some 700 police and security agents. Nearly 50 ‘side events’ accompanied the 35 main meetings held at the ICE, over 20,000 publications were used, and the audio-visual systems were – understandably – in heavy use. At the heart of the multilingual communication, managing simultaneous interpretations,

was an advanced conferencing solution from Bosch, with the Integrus language distribution system and the DCN conferencing solution (receivers for up to 1,500 participants). As one of the technicians noted, these provide great flexibility, covering multiple rooms and allowing easy switches from one room to the other.
Also critical to smooth operation of the event was access control. In today’s tense political climate, security must be tight not only within the venue, but outside in the access and parking areas. Complex security situation Whenever a major stadium hosts a great concert or an exciting soccer match, a huge mass of people convene at the site. Growing numbers of visitors though also increase the risk of dangerous situations arising. Those can include objects being thrown onto the playing field or even the displaying of fireworks by fans. Unchecked crowds or brawls between fans are probably among the scenarios that security personnel fear most. In order to prevent such escalations from the start and to ensure the safety of fans and players, sophisticated video security systems are an indispensable tool to provide the necessary overview. Upgrade at Ibrox When the decision was made to upgrade the existing system, which operated cameras from a range of manufacturers, to an end-toend Dallmeier Full IP HD solution, the technical infrastructure was identified as the starting point. Integration possibilities The surveillance of stadia is very complex. The biggest benefit is realised when all systems are intertwined and linked up. In the last two decades, a scrutinising eye has been turned to the important issue of safety on university and college campuses. From tragic events such as the Virginia Tech shooting in 2007 and more recently the shooting at Winston Salem state university, North Carolina in 2015 it’s no wonder young adults and their parents are listing safety when it comes to important factors when choosing a university or college. In the UK, safety does appear to feature highly on prospectuses, websites and information is plentiful for both students and parents. For many students, going to University is their first real taste of living independently. Whilst it’s both an exciting and stressful time for students and

their parents, the good news is universities have had many years of experience at dealing with new students which means there are lots of mechanisms in place to make the transition as easy as possible. Most universities have a number of initiatives on campus to ensure that their students are as safe as possible including as a typical example: • A security control room manned 24 hours a day • 24 hour CCTV campus coverage • A community police officer on site who can offer advice to students regarding safety and security issues

Unfortunately, thieves do target student residences but by taking sensible precautions students can do much to prevent crime and are given good advice from security, the police and university. • Always close and lock your windows and door when you are away from your room or flat even if it is just for a few minutes

Lost or stolen fobs can be rendered useless in minutes, and the University can arrange for locks to be changed, should a key go missing.
In addition to all the good advice and help above many of the universities also have their pastoral care teams and there role is to listen to the students as sometimes that is all that is necessary, talk – they will point them in the right direction, and or give practice advice on where to go now, or what to do next, respond – they will actively deal with problems where they can. Good order issues: the welfare of one person can be affected by the ‘enjoyment’ of another, e.g. noise Students can contact the pastoral team for a whole range of reasons for example: • They are lonely, homesick or finding it difficult to settle in • They are unsure how the university operates • They are concerned about one of the students in their flat and don’t know what to do or how to help • Something has happened and they don’t know what to do • With all the above in place, let’s have a look at the role of security in student accommodation and the challenges they face

Within Student Accommodation however there are a number of recurring problems that security officers could say happen on a daily basis, these include• • • •

Lockouts, residents losing keys/fobs Noise complaints Lost property Worried parents asking officers to check on their child as they cannot contact them (they are usually asleep or just not answering their phone but officers react to every enquiry) First aid incidents, a lot of these tend to be alcohol / drug related or burns from cooking Fire activations, malicious or smoking / cooking Tailgating/trespass by nonResidents looking to cause trouble/criminal activity g

In summary, the security officer’s role in student accommodation is far more complex than the traditional manned security officer.
Many security officers now work under the banner of Facilities Support Officers or something similar (rather than dedicated Security), this is due to the nature of their unique duties, and you could say that no two night shifts are the same. The Facilities Support Officers provide a much more in-depth service than that of your typical manned guard role. For many of the residents, this is the first time they are away from home and Mum and Dad, some settle in straight away but others may find the transition very difficult and the Facilities Officer can suddenly be presented with a multitude of personal, intricate and difficult problems in the middle of the night. I will highlight some of the more unusual problems that where presented to me during researching for this article • Attempted suicide (multiple occasions) • Depression • Bullying • Mental health problems • Hard drug abuse • Residents having weapons such as knives, crossbows, air guns, samurai swords etc. • Alleged rape and various sexual assaults • Serious assault. • Kidnapping (by family members) • Prostitution

That is just a small selection of incidents that were revealed to me by an officer working within the Education Sector. This demonstrates that the Facilities Support Officer at any given time has to make the transition into someone who can effectively deal with very personal and emotional welfare issues at a very core level. Whilst some of the above is quite shocking to read, there is a fine line between what a Facilities Support Officer can do to support a student and when they should and do pass the problem across to the appropriate supportive team or authority e.g. pastoral care or the police These officers are trained to deal with conventional security issues in their SIA licence training which includes customer care and conflict management. Some security companies will also ensure enhanced training in physical intervention and provide personal protective equipment (PPE) such as safety shoes and hi visibility clothing. To provide stab vests for protection against knife crime which unfortunately does exist in large cities, however remains a little controversial as a place of learning is considered a safe environment whilst an officer working in an A&E department in a major city (the same city) will be provided with this type of PPE Loneliness does appear to be the main problem presented to the officers and many universities now employ “Student Ambassadors”
within the security teams to talk to students and arrange quiz nights, organised events and encourage the students to speak about their issues. As well as all of the above issues the Facilities Officer still carries out and are trained in the conventional duties of dedicated Security, such as• Patrolling • Locking buildings down • Security checks • Check calls • CCTV monitoring • Access/egress control • Mail/parcels In summary, the security officer’s role in student accommodation is far more complex than the traditional manned security officer. As a security industry we need to recognise this in the core training provided during the licensing process, particularly in the pastoral care skills required in this environment. As a parent of two sons going through the university experience, who fortunately have had good experiences, I found the university websites, advice and information very helpful whilst in halls of residence but perhaps a little more information should be given in terms of security when they delve into private rented accommodation. Now, this for any fellow parents of university students is another ball game and a lesson in dealing with landlords would be very beneficial! There are no caring security officers or facility officers at hand to support! n

Achieving efficiency through integration As an important method of securing a site by controlling, monitoring and restricting the movement of people, assets and vehicles, access control systems have long been respected as a vital component of the security suite. Their ability to be integrated with other systems is increasingly enabling end users to benefit from additional functionality. James Kelly, Chief Executive of the British Security Industry Association, takes a look at the benefits of systems integration.

A
ccess control systems have traditionally been used to maintain the security of an entire site, or designated areas of a site, by restricting the movement of people or vehicles. However, advances in technology are opening up new possibilities for greater benefits beyond the traditional security function. Typically, an access control system will consist of three key components; a physical barrier such as a door or gate; the identification device such as Radio Frequency Identification (RFID), smart card and reader, swipe card and reader or PIN entry pad; and the door controller software which makes the decision on who can gain access, through which entry points and at which times of the day. Users can have varying levels of authorisation which will allow them to move freely around the areas of a site that they are authorised to do so, whilst those without the required level of access rights will not be able to gain access. These access rights can be changed quickly and easily to
accommodate a change in a user’s authorisation. In a pure security sense, access control systems provide a costeffective and efficient method of securing an access point, especially on sites with large transient populations. There are far greater benefits that can be achieved beyond the security function when access control systems are combined with supplementary systems. Their ability to be integrated with a wide range of different systems enables them to provide additional functionality which brings about further benefits for the end-user. Paul Adams, Product Marketing Manager at BSIA member company, Dormakaba Ltd and a former Chairman of the BSIA’s Access and Asset Protection section, believes that the benefits of integrating systems is very clear. “There are a number of benefits that integration of systems can bring, across a wide variety of applications. At Dormakaba, we have been integrating our systems
with external databases for over 20 years, however, as strong commercial cases for the integration of different systems emerge, new solutions are appearing. “Some of the systems which are particularly well suited to integration with access control include HR and People Management systems, CCTV, Alarm Management and Building Management.” The benefits of integrating access control systems with HR systems are very clear. Integration greatly reduces the risk of having multiple data entry errors and makes managing changes in the workforce significantly easier. Access rights can be automatically removed the moment an individual leaves the organisation, reducing the risk of ex-employees returning and gaining unauthorised access, whilst reducing the administration associated with multiple systems. Integration with CCTV systems enables operators to search for a particular event more efficiently through the pre and post recordings that are initiated by the access g

control system. For example, the video will roll when someone accesses or attempts to access an area using the barrier controller. This footage can then be linked with event information which makes it much easier for an operator to find footage of a security breach. A multitude of further functionality also becomes available when access control systems are integrated with Building Management Systems, from controlling heating and lighting based on the known occupancy of different areas of a building, to showing access control events on the graphics of a Building Management System. Adams explains: “This ability to integrate Building Management Systems with access control contributes to the ever popular concept of ‘smart buildings’. If data is shared amongst systems, buildings can be made to react to certain events or to reduce their energy consumption. For example, in the event of a fire, the Building Management System can control the access to the doors to better guide occupants out of a building, whilst also controlling the heating, ventilation and air conditioning systems to extract smoke from the building. Of course, in this example, current building regulations for fire evacuation and safety will need to be taken into account.” Building Management Systems and access control measures are also being utilised in dynamic lockdown procedures. While such procedures are increasingly being used within a school environment,

as the threat level remains SEVERE in the United Kingdom, other organisations may start to incorporate them into their security strategies. A dynamic lockdown would generally occur in response to a fast moving incident, such as a firearms or weapons attack, occurring either directly at the site or close by. Dynamic lockdown procedures have the ability to restrict access and egress to a site or building – or parts of it depending on its configuration – through physical measures, such as access controlled doors. As well as verbally alerting staff to physically lockdown the school, panic hardware can be fitted to doors and windows, particularly ‘final exit doors’ such as external exits, which will automatically lock when the alarm is activated. The panic hardware must be capable of self-locking, with Pullman type latches integrated with a door close being a good way to achieve this. In these cases, a building’s access control system can be integrated with a panic alarm system, signalling to the latch to close into a locked position. Once lockdown has been activated, the access control system can signal to the Building Management System that the area is occupied, allowing for the air conditioning or heating to be controlled in order to maintain a comfortable temperature. Whilst the benefits of integration can be achieved across many sites of varying size and nature, Paul Adams explains that some sites, such as universities or colleges, are prime examples of how integration
of systems provides such benefits: “Universities will typically expect thousands of students to join or leave every year as courses start or finish. By linking the student database with the access control system, the process of changing a student’s access rights can be hugely simplified. When a student’s course comes to an end, the end date which is shared between the student database and the access control system, automatically removes the student’s access to campus buildings.” Technological advances have helped to enable a whole host of innovative new solutions in the access control market and Paul expects there to be no slowing in the advancement of new applications: “Everything is possible. It’s whether there is a commercial driver to make things happen. Some particularly interesting solutions are now being deployed within hotel environments. Nearly all hotel chains have a link with a Property Management System, where the instruction to program a key (card) comes directly from the system. But we are also seeing a demand for mobile access in this sector, where a user can book a room online, download access rights to their smartphone and then use their smartphone as the room ‘key’ when they arrive at the hotel.” Integrating multiple systems with access control not only opens up an array of additional functionality, but also provides further cost efficiency savings and a greater return on investment. By integrating multiple systems and automating processes, savings can be made against costly manual processes. Where access control systems are integrated with Building Management Systems, the performance of the building in terms of its energy consumption can be significantly improved. This improvement in energy efficiency can reduce the cost of energy bills and contribute to the building owner’s environmental obligations.
