elcome to the to the September issue of In Security. With a fantastic summer and the holidays now behind us, the focus has moved to the second half of the year where we can expect some major changes. This issue’s Product & Industry News section (starting on page 8) showcases the latest news from the industry. Our cover story is from Adam Stroud the CEO of Paxton and how predicting future technology, consumer trends and some current hot-topics are influencing product development at Paxton. (see page 2). Innovative start-up Pirate Studios were looking for locks that allow musicians self-service access to recording studios and associated locker rentals, at allotted times. Codelocks provided the solution with the CL5510 smart lock (see page 20). Next, Dallmeier has installed the largest full HD casino video system in the world, involving several thousand IP cameras
in Studio City, Macau (see page 24). Market data paints a clear picture, as access control is going even more wireless. Customer research points to continued strong growth for wireless locking solutions, as Thomas Schulz explains (see page 28). The International Professional Security Association (IPSA), takes a look at whether a SIA licence alone is enough of a check and can you guarantee that because the individual has an SIA licence, they are competent, able to communicate and honest (see page 32)? Bosch currently offers VFD on its IP camera starlight 8000 which introduces technology which will enable video fire detection for warehouses (see page 36). Finally, From Tuesday 27th September to Friday 30th September, members of the BSIA’s Export Council will be showcasing their latest products and services to visitors of Security Essen 2016 (see page 40). n Chris Hewett, Editor

cover story
Hot topics
facing the security industry today by Adam Stroud, ceo of Paxton
Introduction Predicting future technology and consumer trends is an inaccurate science. What makes it harder is the fact that the best solutions don’t always survive and prosper in the evolution of technology. In any case, here are my thoughts on some current hot-topics that are informing our product development direction at Paxton.
Smartphones and wearable technology Those clever little things we carry around in our pockets now have the ability to transform the way security systems work. More specifically, the way we are ‘identified’ at various locations around a building in order to make things happen. Whether that be opening a door, or something much more fancy. Using smart devices as user credentials, opens up a world of opportunities for reader technology. Firstly, because you have a battery powered credential, you don’t necessarily need power at the reader, flipping convention on its head. This gives rise to the possibility of extremely low cost, easy to install ‘readers’ that can be used in ways not currently imagined. There are a great many places in a building where it may be useful to identify people but the current high cost of RFID readers (including installation) means they are only used when absolutely necessary, in places such as access controlled doors. Secondly, Bluetooth Smart technology has a variable range and so a tiny battery powered reader can be configured to work at close proximity (20cm), or over a long range (10m) for entry into a car park for example. Another interesting development in smartphones is the ubiquity of biometric fingerprint scanners. Rather than force customers to pay for expensive fingerprint readers outside every door, security manufacturers can utilise the technology users are already carrying.
Energy efficiency The big energy sappers in most buildings are heating, lighting and air conditioning. To ensure maximum efficiency we have to tackle this challenge in two ways. Firstly, ensure that appliances are switched off when not required. Secondly, ensure that we have energy efficient equipment installed in our buildings (LED lighting for example, represents a massive saving). Whilst changing existing infrastructure like lighting or heating can be very costly, making sure things are turned off when not required doesn’t have to be. Employing a building intelligence system can control the lighting level, temperature and much more based on the presence of people. Rather than relying on mechanisms such as PIR detectors, a building intelligence system can utilise information fed directly from the movement of people through access controlled doors. This offers a high level of control and flexibility that can be simple to install and very cost effective. In many cases, the system can pay for itself in just a couple of years, based on the savings in energy consumption.
The Internet of Things (IoT) The IoT refers to a wide range of electronic devices being connected to the internet. This includes light bulbs, door locks, security cameras, thermostats, radiators … the list goes on - if it’s installed in a building and uses electricity, there’s likely to be somebody somewhere making sure it’s going to be connectable in the near-future.
What’s the point? This is surely the most relevant question. The more devices talk to one another and share information, the more intelligently they can act. If an appropriate building intelligence system is employed, to make sense of all the data, then the future building will be far more secure, convenient for the people within, and energy efficient. There are various apps available today to control lighting, heating, alarm systems etc. These tend to be single function apps that, while interesting and useful in some cases, tend to lose their appeal after a few days. We believe that, as the ubiquity of connected devices increases, this will further the consolidation of security and building automation systems in the residential and midmarket. This new wave of building intelligence systems will unleash the true potential of a fully connected world, giving exceptional benefits to customers.
The user experience - simplicity always wins The internet has made the acquisition of knowledge (and pseudoknowledge) incredibly easy, in fact YouTube is now one of the most popular instructional search tools. One of my favourite examples of technology providing greater, un-asked for, levels of simplicity is in relation to television. The humble Video Cassette Recorder (VCR) was a fantastic and very successful product. Rather than the nation having to tune in all at the same time to watch their favourite programme, they could g
IN Security I September 2016 I 3
record the show, go about their business and watch it at their convenience. Then along comes Sky+ and instantly makes VCR redundant. No more tapes, no more complex programming, just find what you want on the schedule and click record. Sky+ and others like it represented a step towards simplicity for the user whilst achieving exactly the same root requirement…but there was another development just around the corner. Internet based on-demand services like Netflix now make the world’s TV available to us whenever we want. The same user requirement is being fulfilled but advances in technology (originally developed for purposes other than the broadcast industry) have allowed for a far more convenient and elegant solution. All of this leads to the unassailable fact that in times of rapid technical change there are countless opportunities to radically improve how we meet the corerequirements of building security. Customer expectations change very quickly and unless manufacturers innovate and re-invent, we’ll find ourselves trying to sell VCRs in a world of on-demand streaming.
The cloud Don’t you just love a good buzzword? Talked about a lot, understood less, buzzwords can take on a life of their own and become a goal in their own right. Having said that, cloud hosted systems have a lot going for them. By hosting the customer’s data on the internet, it is backed up and available from anywhere (as long as you have internet connection). This makes remote management easier and is also a good architecture for
4 I September 2016 I IN Security
systems with many sites. In the same way that we have all become comfortable with internet shopping, I believe that over time, cloud hosted systems will be become a fully embraced and mainstream architecture for security systems. Customers will be offered the choice of cloud or local hosting, dependent on their requirements.
Summary Being a manufacturer, Paxton is fortunate enough to be able to actively participate in forming the future trends of the security industry. By understanding emerging technology, and applying it intelligently to future products, we aim to bring about a step change in the value of building intelligence systems to customers. This year Paxton is bringing over 30 years’ experience in the security industry to the building management arena with the launch of its fully integrated building intelligence system, Paxton10, at security essen 2016. The launch comes in response to the evolving landscape within
the security industry. Paxton10 delivers out of the box access control, IP video management and building automation to streamline the management of buildings. Using conventional RFID tokens or Bluetooth Smart devices, the system offers powerful tools allowing specific permissions for individuals and groups of people. It works in conjunction with all types of IP cameras in order to facilitate live viewing and the recording of video footage. The system is managed using a highly intuitive web-interface meaning there’s no software to install or upgrade. Currently building automation is offered via triggers and actions and I/O controllers. The system is designed to be futureproof, and additional functionality will be introduced as it evolves, such as high levels of control over lighting, heating, air conditioning, intruder and fire alarms to ensure maximum efficiency and bolster cost and time savings. To find out more about Paxton10 please visit Paxton on booth 2C26, hall 2.0 at security essen.

Sony Full HD mini-dome cameras capture clear pictures in any light at the world’s largest subway project in Saudi Arabia No less than 1700 SNC-XM637 IP network cameras from Sony are being installed in Riyadh’s brand-new metro by Siemens and System Integrator Ruf Telematik. Especially designed for transport applications, the compact minidome camera copes effortlessly with rapidlychanging lighting conditions underground. Currently under construction and scheduled to open for commercial service in 2019, the Riyadh metro is a rapid transit system that will serve a population of over five million people in the fast-growing Saudi Arabian capital. With six lines and a total route length of 175 kilometres and 85 stations, its construction represents one of the world’s largest contemporary rapid transit projects. Siemens, one of three train providers, is equipping two of the underground network’s lines with a total of 74 four-car “Inspiro” trainsets together with electrification and signalling/communication systems for driverless operation. Siemens has subcontracted integration of video security cameras in each train to Swiss-based integrator Ruf Telematik – one of the world’s leading developer and manufacturer of passenger information and video surveillance solutions for public transportation. As a large and constantly expanding city of over five million inhabitants, the city of Riyadh is seeking a sustainable solution to its local traffic problems. In common with all underground mass transit systems, Riyadh metro’s developers faced the challenge of constantly changing light levels as trains move swiftly between dark tunnels and brightly-lit

stations. This can pose a big problem for round-theclock video monitoring inside each carriage, where sudden changes in illumination can overwhelm ordinary security cameras. To support security and compliance requirements, the system’s constructors also specified forwardfacing cameras at the front of each trainset. This provides essential video evidence in the event of unexpected incidents – like passengers accidentally falling or people jumping in front of a train. Inside each carriage, Ruf Telematik has discreetly integrated SNC-XM637 minidome IP cameras into the train’s ceiling-mounted Passenger Information System (PIS) information displays. Further external cameras are mounted at the front and sides of each trainset. Video from each Sony camera is captured by a custom solid-state data recording solution developed and manufactured by Ruf Telematik. The rugged SNC-XM637 minidome IP camera has been specifically designed, in cooperation with Ruf Telematik, for transportation applications such as on board trains and buses, where its compact form and flat finish help the camera blend neatly into its surroundings. It’s an ideal choice for cost-effective video monitoring solutions, with excellent image quality and high sensitivity to accommodate rapid lighting changes underground. The high-resolution Exmor™ CMOS sensor is teamed with Sony’s IPELA ENGINE EX™ signal processing system that delivers wide dynamic range and cuts noise for crisp, clear Full HD video images.

licence plate colour; country of registration; identity of the state, region or province where the vehicle is registered; and direction of travel – whether the vehicle is moving towards or away from the camera or is stationary. In different countries, different coloured plates can denote different classifications of vehicles and uses, for example, taxis, military, police, hire car, heavy goods vehicle and diplomatic transport. Commenting, Marcus Boden, Business Development Director at 4Sight Imaging said: “High-definition imaging software and camera equipment have developed dramatically in recent years. By exploiting the latest technology advances, Veracity V2’s rich functionality and user-friendly features will make it far easier and more affordable for organisations to drive additional value from vehicle data. This in turn will make it easier for them to use vehicle identification intelligence to overcome challenges in everything from policing to parking.” He continued: “Whether it’s to minimise risks to public safety in the face of rising security threats or to run commercial vehicle management processes more efficiently, Veracity V2 offers the better user experience, measurable savings and multiple operational benefits required to set a new gold standard in ANPR performance.” To find out more or see Veracity V2, see www.4sightimaging.com n
Digifort integrates BriefCam with its VMS platform for advanced video review and search functionality Digifort has partnered with BriefCam to offer operators exceptional forensic search and review functionality, from within its open platform, video management software (VMS) platform. “Briefcam is a powerful video search tool, which integrates with Digifort’s intelligent data processing to make surveillance systems far more effective,” explains Francois Levy, Digifort Business Development Director for EMEA. “BriefCam enables operators to locate specific incidents quickly using a range of simply applied, search criteria.” Video data from Digifort is uploaded from each camera channel. BriefCam’s intelligent algorithms use metadata to extrapolate objects and activity from within each camera video stream. This is done using search criteria such as object size, colour, direction, dwell and speed. BriefCam’s Video Synopsis® tool takes all the video data that matches the search criteria, from many surveillance hours, and overlays it onto a new video lasting just a few minutes. Each incident is tagged, allowing operators to isolate individual, relevant incidents for viewing, from a single click. For example, a search of all yellow cars travelling on a highway between 13:00 hrs and 15:00 hrs would show all occurrences
overlaid onto just a few minutes of video. The operator can quickly identify the specific car of interest and by clicking it, instantly view the full video of its movement. Francois stated, “Adding BriefCam to any Digifort VMS system allows users to identify unseen and unreported events; significantly reduce data searching times by using specific object features; process evidence very quickly; reduce operator search times and costs and export and share data effectively.” Applications where BriefCam has experienced great success already include transport infrastructures, airports, stations, retail outlets, town centres, car parks, warehouses, industrial and commercial sites. BriefCam has developed its technology partnership with Digifort to allow powerful integration opportunities with other site security and management tools, such as fire alarms, intruder, access control and building management systems. Digifort is excited to work with BriefCam and offer customers enhanced search features alongside its high specification intelligent VMS solutions. An unlimited number of secure client PCs, tablets and smartphones can access and view the Digifort system. For more information on DIGIFORT products visit www.digifort.com n

When Dark Data should remain in the shadows
Dark data is on the rise, posing an increasing risk to businesses which handle copious information. Ashley Sterland, Communications Director at The Change Organisation, looks into whether there is a solution to inactive, yet potentially harmful data? Dark data is best described as information a company gathers that falls outside of its day-to-day operation. It’s also referred to as data that people omit to erase “because it might come in handy one day”. The term “dark data” can also be applied to information that is rendered inaccessible due to the device it was stored upon becoming obsolete. Examples of data which is left dark include server log files that highlight website visitor behaviour, customer call detail records that indicate consumer feedback and mobile geolocation data which reveals traffic patterns to enable business planning. If harnessed correctly, this abundance of seemingly superfluous information can be used to drive internal revenue streams. However, bringing old data to light isn’t without risk. A lot of data that is not visible to data administrators so therefore exists primarily in personal files whose content is managed directly by individuals rather than by any corporate applications. It raises the question of quality.
Rehashing old information for research or publication purposes, especially if it’s gleaned from the internet, is potentially problematic as very often the information source isn’t known, rendering its verification impossible. Additionally, when dark data is once more brought to light there’s the potential for its original meaning to be lost in translation, leading to possible compliance issues upon future publication. And what is to stop private or confidential information being copied into spreadsheets unwittingly? So the compliance issue is raised once again. The problem is dark data is very often created using logic which was only designed to be understood by its creator – a simple misunderstanding a long way down the line could be very damaging. It’s gradually being recognised that dark data is a potential source of great peril as well as value, so much so, financial regulators are reportedly becoming more aware and concerned about the risk inherent in spreadsheet models. Sooner, rather than later, regulators such as Enterprise Information Management (EIM) will have no choice but to confront the prevalence of sleeping data which is best left to lie. Market data paints a clear picture access control is going even more wireless
Customer research points to continued strong growth for wireless locking solutions, as Thomas Schulz explains
A
s the global leader in door opening solutions, ASSA ABLOY is always able to survey a large, representative segment of the professional security market. We did so recently, seeking insights into how the market for access control is changing. What we found is that it is evolving — and fast. Comparing our latest data with research we carried out in 2014 shows an obvious trend. Our 2014 survey found 23% of commercial properties using a wireless or hybrid wired/wireless access system. By 2016 that had risen to 29%, with 5% of premises already equipped with a totally wireless solution. That’s a significant leap in a short time. We published these (and other) findings in a free report, “The Wireless Access Control Market in 2016”*. Already, 69% of our respondents considered wireless locks to be a cost-effective alternative to wired access control. And 62% even predicted few business premises would still have mechanical locks within a decade. But why are companies making the switch to wireless?
Cost-efficiency, easy installation, and compliance requirements for audit trails are often mentioned. Everything about wireless access control makes life easier for those who install or operate it. It’s easy to extend an existing thirdparty access control system by switching mechanical locking cylinders for battery-powered, electronic Aperio® cylinders, for example. You can bring them into the existing control panel via communications hubs (online integration) or via update-oncard (offline). Compare that to the wholesale rewiring needed to add more wired mag locks. Swapping mechanical locks for electronic access control upgrades a door’s security in an instant. Smart cards eliminate key management headaches, as well as security risks posed by any lost mechanical key — an all-too-common occurrence, and something 86% of survey respondents also worried about. Easy, effective integration of wireless lock technologies like Aperio® with complementary CCTV, alarm, HVAC and other building management systems is another major benefit.
“Wireless locks are often specially designed for integration with other systems. The integration capabilities and ease of use can be a significant benefit,” writes Blake Kozak, principal analyst at IHS Research, in commentary on our publication. Among our own product portfolio, Aperio® wireless locks integrate with almost any leading security system, allowing facilities staff to bring access control much further into a site than would be possible with traditional access control. At i2 serviced offices around the UK, for example, Aperio® locks replaced the slow and expensive job of hardwiring every newly sublet office into i2’s central access control system. Facility managers can now amend access rights remotely, instantly cancel lost keys or extend an existing access control system without disruptive structural alterations. Aperio® is the access control backbone at Ghent’s Hospital Maria Middelares. Aperio® also enables real-time management at a new residential care home in Umeå, Sweden. Sensitive settings like these need the real-time information flow that only electronic access control can provide. g
IN Security I September 2016 I 21
In the event of a security breach at a medicine store or patient records room, wireless locks can generate detailed audit trails for locks, users or keycards. Another ASSA ABLOY technology, CLIQ® is a wireless, mechatronic locking system based on patented, high-security cylinders, battery-powered, programmable keys and encrypted electronic communications. Its proven security credentials and the ability for in-house managers to issue contractors with programmable keys both assist workflow management in these complex organizations. It is widely adopted in critical infrastructure settings around Europe. Such sites are often widely dispersed or remote (and often both). CLIQ® locks don’t need a mains electricity connection, making them a perfect choice for reservoirs, electricity substations and power generation or distribution facilities. Certified locks and encrypted communications between lock and system ensure stringent security criteria are met. In Helsinki,
With audit trail compliance, easy installation, cost efficiency, and seamless integration, wireless access control makes life easier for security managers, installers and system integrators. This is the secret to its rapid growth, and the reason for its widespread adoption across many business sectors. *To download a free copy of “The Wireless Access Control Market in 2016” please visit www.ifsecglobal. com/download-the-wireless-accesscontrol-market-in-2016. Finland, CLIQ® secures 3,500 interior and exterior doors at 70 different sites for Helsingin Energia, ensuring 400,000 customers have uninterrupted electricity supply. The whole ecosystem is managed remotely from simple, web-based CLIQ® administration software. Industrielle Werke Basel needed a locking system that would equip it to face 21stcentury security challenges — as well as padlocks that could withstand extremes of climate and weather. CLIQ® delivered. SMARTair™ is a separate standalone wireless locking system aimed at small to medium-sized premises, including offices, small hotels, nursing homes, schools and universities. Building managers at Frankfurt’s Tower 185 chose SMARTair™ for its easy installation and access rights processing speed. Because SMARTair™ locks are wireless, they consume less energy and emit much less CO2 than wired magnetic locks. It’s no coincidence, then, that Tower 185 was among the first European high-rises awarded Gold LEED Certification by the
US Green Building Council. The flexibility of SMARtair™ was a major factor in the Red Cross’s decision to select it for their new Córdoba headquarters. Interestingly, our research also finds customers already considering wireless deployments beyond just doors. Well over half of respondents judged electronic access control well suited to securing server racks, cabinets, lockers, safes, and machines, as well as padlocked outdoor structures. Flexibility makes wireless technology the natural solution. “Interior doors, file cabinets, carts and other deployments will increasingly use wireless electronic systems,” says Kozak. “In deployments beyond doors, IHS expects mechatronic locks to see the most growth. Globally, we forecast that these devices will see volume growth of about 24% in 2016 as security personnel strengthen security to adhere to strict compliance regulations, which often require audit trails. Mechanical keys simply don’t offer this level of tracking.” n

Access control
A pirate’s treasure Codelocks supplies harmonious self-service solution for Pirate Studios
Access control to selfservice studios
Codelocks, in tune with convenience
Pirate Studios were searching for a way that customers could let themselves in and out of the studio unaided. This was of the utmost importance to the business model, as eliminating the need for staff onsite would allow it to keep overheads and rental prices down, passing on the benefit to its customers. Smart locks with key code entry and advanced programming functions turned out to be the solution. Pirate Studios are now able to issue customers with time-limited access codes for studio rental and storage lockers. The codes can be sent remotely and automatically expire after a set duration.
Access control was Pirate Studios’ main concern. Codelocks offered a variety of options to manage and monitor users entering the studio building and individual studio rooms. Codelocks fitted CL5510 smart locks on the front door and individual studio room doors, and KL1550 KitLock locker locks on the storage for music equipment. These locks allow codes to be created via an online portal and issued to customers via email or SMS. This eliminates the need for staff to be onsite. Musicians receive personalised codes for self-service access to the rehearsal space and / or storage lockers. Unique codes can be issued for different locks. So, for example, if a musician needed to access their
kit, but not a rehearsal space, they would be given two codes: one for the front door and one for storage. Or, for studio room hires, musicians would be given a code for the front door and one for an individual studio door. Codelocks’ smart locks increase convenience and decrease prices for Pirate Studios’ customers. Security was also a key concern for Pirate Studios. The CL5500 range uses ‘disposable’ timespecific codes, that expire after a set duration. This, combined with the Audit Trail function, ensures that Pirate Studios can track which users are going in and out of the rooms, and at what time. The K3 App allows the locks to be monitored via a smartphone, as well as offering additional functionality in terms of opening the lock with wireless connectivity. g
IN Security I September 2016 I 25
David Borrie, co-founder of Pirate Studios, comments on the CL5500: “The features that we specifically like about this lock is that it’s a full room lock that gives you time functionality, so it’s working on the NetCode platform that means that you have got time-specific locks that work time-specific slots. The other thing that is nice is it communicates via Bluetooth. You can open the rooms via Bluetooth, you can communicate with the locks via Bluetooth, and you can access your Audit Trail via Bluetooth. You get a full list of all your entries and exits, and also who’s used the room via a handy app that Codelocks supply.”
The perfect fit Pirate Studios searched worldwide to find locks that were suitable for their demands, and discovered that Codelocks offered the best solution. They initially contacted Codelocks to ask for their expert advice about NetCodes. Codelocks were able to explain how NetCodes worked, and how this function could work as a perfect duet with Pirate Studios’ existing API system to allow studio booking and locker rentals. Codelocks introduced specific lock options, allowing Pirate Studios to opt for different locks

to suit different functions, not only for the individual studio rooms and lockers, but also for their front door access to the studios. “We were very lucky in finding Codelocks when we did. We had a big requirement for codes that were specific for a time period, in order to make sure our security was tight. We searched high and wide across the globe for a lock that would do that for us, and the Codelocks NetCode was perfect for our requirements. Not only did it provide the functionality we needed, but also a very easy to use back-end that we were able to communicate with easily,” said David Borrie. Pirate Studios is a start-up company offering bands and musicians a new way to rehearse. Rather than expensive hourly hires, its self-service studios are available to hire at allotted times, 24/7. Things are kept as simple as possible, with instant online booking and on-site storage for equipment. It has studios in Birmingham and Bristol, with a new studio in Cardiff nearing completion and further sites in the pipeline.
About CL5500 and KL1550 With the CL5500 range, controlling access has never
been so convenient, especially since all aspects of the locks can be managed remotely using a smartphone. Users can choose the most suitable entry method for their needs, whether allowing access via a simple code or by the use of compatible smart cards. The lock audit trail data can be downloaded and viewed, to keep track of when and where the lock was accessed. Codes can be set for a specific start date and time, automatically expiring after a set duration. ‘Code free’ periods can be set to allow free access at certain times of day. The KitLock KL1550 is a multi-purpose locker lock that incorporates advanced programming capabilities, access methods and multiple functions, including supporting NetCode. It not only provides flexible access for end users, but also makes it fast and easy for operators to manage and control access to a large number of lockers, cabinets or enclosures. The purchase of the additional tablet enhances and supports advanced programming and audit trail. Hollywood themed shopping street with world-famous designer labels offer something for everyone. The resort even has the highest figure-8 Ferris wheel on the planet. And the video system is unique as well: The entire video security system is based on IP technology and delivers outstanding full HD image quality throughout. Besides other casinos in the Melco Crown Entertainment Group – City of Dreams Macau, City of Dreams Manila and Altira Macau – Studio City now joins the long list of Dallmeier’s customers. We spoke with Leroy Daniel, Executive Director MCE Surveillance Operations, about the challenges and unique features of this video security system.
Leroy, what are the special features of the video security system in Studio City? The video surveillance system supplied by Dallmeier is the world’s first 100% end-to-end IP full HD system of this size, scale and complexity within the casino industry.
What were the main reasons for choosing Dallmeier? Dallmeier was the partner of our choice for numerous reasons, first and foremost the casino industry is by nature the most demanding surveillance system application in the world today. From airports, prisons, shopping centres, universities, military facilities, city surveillance, etc., nowhere has the
concentration of cameras per square metre than what you will find in a casino property as well as the realtime demands by individual users. Very few systems can seamlessly meet such high level of demand in all aspects, let alone also as a full IP system. Dallmeier is the best of them! The outstanding image quality of the Dallmeier cameras also influenced our decision. The full HD PTZ and fixed cameras perform with an extraordinary resolution and excellent zoom functionality. In casino surveillance, definition of details is absolutely critical and can make the difference in a case or incident! Another reason was the ability to adjust camera settings via global configuration down-the-line, which means less time on ladders and less disruption to our business. Dallmeier technology stands for a proven resilient system with the highest level track record of performance and availability. And not to forget the ability to customize high and low level interfaces directly to all our business revenue streams and associated systems.
What exactly is monitored with the Dallmeier video system? Via the system, we monitor every
aspect of the entire Studio City integrated resort: gaming areas, retail boulevards, hotel towers, entertainment venues, Heart-ofHouse, cash areas and vaults, points-of-sale, car parks, high security areas, external perimeter and all public areas. More than 6,000 full HD network cameras are recorded on reliable video appliances. Furthermore, standby and failover servers ensure highest availability of all data.
What was the biggest challenge in this project? The biggest challenge for us was the design complexity of the property, both in terms of the master plan but also ceiling design and fixtures. The challenges come when other ceiling infrastructure such as lighting elements, fire systems, ventilation, design features, public announcement and sound system all end up in the same place where you need to place cameras. Designers tend to focus priority on Form over Function, whereas operations people lean towards Function over Form. There is, however, a balance of function and form that can be achieved via close collaboration with architects and designers whereby the Dallmeier IP cameras (running off CAT-6
cabling and low heat emitting) can be aesthetically integrated into or within ceiling design fixtures or chandeliers…this we have achieved quite successfully.
Dallmeier has also developed a special camera for you… That’s correct. Pit-View – a small HD 1080P camera which we specifically requested Dallmeier to produce in order to meet our needs. It has been successfully integrated into all our gaming table scoreboards, finally bringing surveillance cameras out of the ceiling and down to patron level providing superior views of the gaming action much to the satisfaction of internal stakeholders, not to mention also the Gaming Regulator and Law Enforcement for irrefutable evidence of occurrences and/or illegal acts.
What is the concept for your control room? Our Surveillance Operations Centre is designed with functionality and ergonomics in mind, with the understanding that we achieve results through the “eyes” of our surveillance operators. So providing them a work space that can deliver a high-performance results-orientated environment with the highest level of HCI g
IN Security I September2016 I 29
(Human Computer Interaction) and intuitiveness was a key focus. The operator intuitiveness and user-friendliness of the video management, the Dallmeier SeMSy® system, also goes in line with this philosophy. At the Surveillance Operations Centre, the on-shift management team are embedded in the heart of the operation with direct line of sight or peripheral on all monitoring stations. The managing support levels can flow and circulate around and behind consoles with ease, providing the necessary guidance, coaching and performance management.
You have been talking about interfaces… What integrations have been realized and what is the added value for you? Some of the key integrations that make Dallmeier unique and enhance our ability to protect the business, is the customized development of high-level interfacing to our core systems around the property. Interfaces include gaming machines, intelligent gaming shoe, pointof-sale, security access control intruder detection system and RFID gaming chips. This brings the convergence of video and data or events directly to
our operators in real-time and book marked for click-&-play or available for post investigation, analysis, or export looking into trends and anomalies. Additionally, direct interfaces to the security system allow immediate onscreen-display of cameras associated or nearby any alarmed event, enabling the effective timely detection, assessment and dispatch of response teams with situational awareness.
About Dallmeier Dallmeier has at its disposal more than 30 years of experience in transmission, recording as well as picture processing technology and is an outstanding pioneer of CCTV/IP solutions worldwide. This profound knowledge is used in the development of intelligent software and high quality recorder and camera technologies enabling Dallmeier to not only offer stand-alone systems, but complete network solutions up to large-scale projects with perfectly integrated components. Right from the beginning the company always focused on own innovative developments and highest quality and reliability. Dallmeier is the only manufacturer in Germany that develops and manufactures all components on its own. What Protection does an SIA Licence Give?
A
t the time of writing, the security industry is still waiting for the Home Office to publish the findings of the review of the Security Industry Authority (SIA) which started earlier this year. Considering the time lapse from the first announcement in 2011 that all non-departmental public bodies (NDPBs) would have to undergo a substantive review at least once every 3 years to the actual commencement in January 2016, during which they eventually changed the name from being a triennial review to simply a review, and also the change of government ministers within the department this summer, whilst industry may be waiting, simultaneously we are not expecting publication to be any time soon. Whilst a lot of the focus has been on businesses and whether they will be proceeding with the previously announced Business Licences, the review covered all aspects of the SIA including the existing licensing of individuals working in the industry. There can be no doubt that individual licensing has improved the industry significantly. Door
Supervisors are more professional, with the training and criminal records checks contributing massively to making the “thug bouncer” an item as historic as said character’s attitude. Frequent visits by SIA personnel have aided compliance particularly in city centres. Security Officers have also become more consistent, having eradicated the poor practices of some companies, where they would recruit an individual at lunchtime and deploy them at teatime; now licensed Security Officers have undertaken basic job training and had a check for any criminal record. The basics of individual licensing was built around three important criteria, proof of the individual’s identity, holding an appropriate qualification and not having any relevant recent convictions. There are also a couple of additional criteria, right to work checks and a basic competence in English and/ or Welsh. The first condition for a licence works reasonably well. The individual has to prove their identity using documentation such as their passport. There have been complaints about the strictness of the accepted documentation,
however it is unfair to place any blame with the SIA for this, as the criteria are stipulated by the Disclosure and Barring Service (DBS) and is the same for any person requiring a criminal records check. The recent improvements which allow the identity checks to be undertaken at a Post Office has been a significant improvement, both in time and avoiding the risk of documents going astray. It is interesting to note that the actual SIA licence is not recognised as a form of identity by the DBS despite being issued by a government body. The second condition is training, and I will also include language at this point, as the two are dealt with at the same time. The SIA stipulates an “English Language Pre-requisite for Learners” with a list of appropriate minimum language skills, and the requirement that the training assessment is in English and/or Welsh. The SIA guidance further explains that security operatives may be required to make calls to emergency services and could have the need to communicate in order to resolve conflict. Despite these requirements, which are essential for the safety of the individuals and g
IN Security I September 2016 I 33
the persons they are employed to protect, there have been cases of licensed individuals being found who did not have adequate English communication skills. Whether this is as a result of money for qualification scams or educational establishments not understanding the reasoning behind the need to communicate in English and therefore providing inappropriate assitance, is not immediately clear, however it does mean that the criteria to obtain a licence has not been met. Since the early days of licensing there have been claims of improper training, varying from slight reductions in classroom time to zero attendance and assistance with examinations, however when challenged, the number of identifiable establishments has been quite small. There are enough documented cases to be able to say that there has been some abuse, which means that it remains a concern. I do find it disquieting that the SIA will often shirk responsibility for the policing of training, by putting the responsibility solely onto the awarding bodies rather than considering the reason that some people are willing to cheat in order to gain the qualifications, is the aim of applying for a security licence. My largest concern however is with the criminal records checks.
34 I September 2016 I IN Security
Don’t get me wrong, the checks that are done are useful and have successfully removed a significant number of individuals who were an unacceptable risk to the industry. I do however question the criteria used as to what is acceptable in an individual’s past and the difference between what the SIA sees and what an employer would see. I personally still consider that the security industry as a whole should be exempt from the Rehabilitation of Offenders Act, as I consider that security companies have as much responsibility as other exempt professions to protect individuals and their possessions. The risks and values of assets protected by security staff, means that there is a higher risk of somebody reoffending. Irrespective of this view of an individual’s distant past, it is their more immediate past that concerns me with regards to SIA licences. As the criminal records check is only conducted at the time of licence application or renewal, it is worrying that there is no guarantee that the SIA will be aware if an individual receives a conviction in between renewals. Let’s face it, asking the convicted criminal to notify the SIA, is like asking turkeys to vote for Christmas. A number of years ago there was a promise of an improved criminal records system, which would notify the SIA immediately if a licensed individual
received a conviction, but we are still waiting. The inclusion of right to work checks was only added on afterwards as a knee-jerk reaction by politicians following the discovery at some sensitive sites including airports, that some security companies were employing some individuals with legitimate SIA licences who did not have the right to work. As legislation is in place requiring employers to conduct right to work checks, this duplication of check adds additional costs to the SIA licence application process, which is entirely avoidable as long as employers comply with legal requirements. After all a SIA licence is not a guarantee that you are employable, it is only confirmation that you have met certain requirements. Taking into account the potential pitfalls, can you guarantee that because the individual has an SIA licence, they are competent, able to communicate and honest? Well don’t forget that there is one extra layer of protection – the security company. They should be screening applicants and making their own assessment of competence, which should remove the few miscreants who slip the net. So if you want to be satisfied with who is protecting your assets, make sure you are contracting the right supplier, as a licence alone is not enough. n

Without early fire detection technology the immensity of warehouse fire loads often results in firefighters arriving on the scene too late – the fire has already become too hazardous and too large to risk entry. Video based fire detection technologies enable faster and more accurate detection, helping firefighters limit the level of damage. Most warehouses are characterized by high ceilings and very large areas – with huge volumes of air. It is this air volume, which presents a major challenge for traditional fire detection technologies. Usually, such technologies have been developed to discover the presence of smoke, heat or flames. In warehouse environments, heat detection by means of sprinklers is a commonly used technology, but even fully compliant sprinkler systems may not be able to extinguish the fire they detect. Using sprinklers also bears the potential of the water doing more harm than the fire itself in that they
are designed to save the building, not the contents. Smoke detection is considered to be a reliable option for early fire detection. Smoke is usually produced way before any flames become visible. However, traditional point smoke detectors need the smoke to migrate to their location, which is a challenge in large warehouses. Mounted at ceiling level, the detectors are usually far away from the source of the smoke. Moreover, given the large volumes of warehouses, the smoke is heavily diluted. A starting fire may therefore not produce enough smoke to be detected or may not have enough buoyancy to drive the smoke upwards to the ceiling where the detectors are located. Video based technology does not have this problem. In order to provide timely detection, such technology does not need the smoke to migrate to the sensor. Video based smoke detection is basically a set of algorithms in an intelligent camera. These algorithms process the camera image to determine whether smoke is present, and can detect a fire as soon as the smoke enters the camera’s field of view. Such cameras can cover larger areas and volumes than point, beam or aspiration detectors, making them a much more affordable solution for warehouse environments. Further, in such environments video is much
faster than conventional smoke detection. It can detect a starting fire within 10 to 30 seconds, while other technologies require minutes due to the slow smoke migration. When it comes to fire, these valuable minutes can mean the difference between a nuisance and a disaster.
Detect smoke and flames Video can also do more than just smoke detection. If you use one set of algorithms to identify smoke, another set can be used to deal with the flames. Flame characteristics of different fires are well understood, and thus flame detection through intelligent algorithms is just as reliable as smoke detection. Using video to detect flames adds additional value by way of full video visualization of the scene. The operator can therefore precisely determine the location of the seat of the fire as well as of contents, potentially saving valuable time for firefighting. The video image can also be used to verify alarms in the first place, avoiding the cost of false alarms. However, video-based fire detection (VFD) is by itself highly immune to such false alarms. Intelligent algorithms within the camera allow for very precise differentiation between a real fire and other values such as movement, reflections or changing lighting conditions. In internal tests, Bosch g
IN Security I September 2016 I 37
Security Systems has therefore achieved highest detection reliability in all test fires (TF1 through TF8) as specified in EN54. Video-based fire detection systems scale well from a single camera to a whole networked system of distributed cameras with a central console and management system. They can transmit alarms via Ethernet to the monitoring center or even a mobile device, but can just as easily relay it to an existing fire alarm panel. Cameras cover broad areas, need little maintenance and do not even require individual power supplies. With Power over Ethernet (PoE), power and video signals use the same cable, even allowing the camera to benefit from uninterruptable power supplies (UPS) in the Ethernet switches. Video-based solutions therefore come with low cost of ownership.
Video combines safety and security While video-based fire detection can be more reliable and more affordable than other technologies in most warehouse scenarios, it offers an additional benefit that no other option can. It enables the possibility to combine safety and security. Having installed a video-based fire detection system, the operator of a warehouse can use the very same cameras for video surveillance. There are lots of reasons to monitor a warehouse, theft being the most obvious one. But just as intelligent algorithms can identify smoke or flames, others can detect unusual movements as well as blocked aisles or emergency exits, thus increasing safety and operational efficiency. Finally, many fires in warehouses are actually induced by intentional arson, and here video surveillance can be a very efficient means of prevention. In the United States, the National Fire Incident Reporting System (NFIRS) and the National Fire Protection Association (NFPA) have published surveys indicating that arson accounts for 13% of all warehouse fires (second only to electrical problems with 14%). And being designed for destruction, arson causes much more damage than
incidental fires. Representing 13% of the fires, arson resulted in 21% of the damage done. In the UK, the Fire Protection Association (FPA) have also published data indicating that arson was responsible for 46% of all large fires in warehouses in the late 90s. Video surveillance, combined with video-based fire detection can therefore not only offer fast and reliable detection of warehouse fires, but potentially also prevent many of them from happening or help with root cause analysis.
Two approaches to VFD There are two different approaches to video-based fire detection. VFD can complement existing technologies such as sprinklers or smoke detectors, greatly increasing the speed and accuracy of fire detection. Warehouses aside, there are many other scenarios where solutions exist, but are unsatisfactory. These include environments with high rooms, dusty and humid areas or very large open spaces. On the other hand, VFD can be a solution for applications where no other solution exists. Think of saw mills with their extreme fire load – according to the NFIRS and NFPA sawdust is also the most common material to ignite in warehouses. Hangars, or large monitoring areas such as generator halls in power plants are other common examples.
Preconditions for VFD Although video-based fire detection offers many benefits including additional safety, it must be noted that it so far cannot replace EN54 installations. This is an Active Work Item in ISO, however, and so certification can be expected in the not so distant future. FM3232 and UL286B are available as it stands today. However, VFD is one of the best available options where no EN54 compliant solution is in place. In some situations VFD can also improve the chances of obtaining insurance coverage for properties that were previously uninsurable. In other scenarios it provides an excellent complement to existing fire alarm systems, increasing the safety level and integrating video surveillance. Another challenging condition for video fire detection is of course light. Flames and/or smoke must be visible to make it possible for the video camera to actually detect a fire. Bosch currently offers VFD on its IP camera starlight 8000. The company’s starlight series is specifically built for extreme low light conditions, which will, once integrated, offer video-based fire detection in very unfavorable lighting conditions. n

Smart security OAKPARK SECURITY SYSTEMS OPTIMISES BUSINESS WITH REMOTE WORKFORCE MANAGEMENT
44 I September 2016 I IN Security
O
akpark Security Systems, an independent security business across East Anglia, London, and the South East of England, is using employee scheduling and mobile workforce management solution SmartTask to achieve host of business and operational benefits. The company successfully rolled out SmartTask’s advanced proof of attendance and incident notification solution across its mobile response and manned guarding teams, and has now adopted the systems custom reporting package. Oakpark originally adopted SmartTask to capture proof of attendance for its Mobile Response Teams, which are responsible for patrolling multiple residential and commercial premises. It replaced a previous patrol monitoring system that was no longer fit for purpose in terms of usability and reliability. Security officers use SmartTask installed on a Samsung smartphone to scan unique NFC checkpoint tags at key locations around customer sites. With typically three to six tags at each site, it is possible to capture time and attendance data
to prove that predefined routes have been patrolled. Information is electronically recorded to an online portal which can be accessed by both Oakpark and customers both in real-time and historically, making it possible to monitor the movement and performance of the Mobile Response Teams. “SmartTark has proven to be a highly-effective tool that is providing peace of mind to our customers and keeping them close to the security operation we deliver,” explains Edward Smith, Risk & Resilience Manager at Oakpark Security Systems Ltd. “We have also found SmartTask to be simple and easy to use, so it has become popular with our security officers.” Following the success of the system, SmartTask has been rolled out across 14 sites within Oakpark’s manned guarding operation. The company has also enhanced the functionality to include incident reporting, enabling both mobile and static security officers to generate notifications for immediate or future action. Using a dropdown menu an officer can select from a list incident categories – such as door left open,
broken door / window, attempted break-in, and premises insecure – input up to 1,000 characters and attach supporting photographic evidence. Each alert is sent direct to Oakpark’s 24/7 control room or direct to a customer contact, providing live visibility of any issues. Oakpark has since upgraded to the latest version of SmartTask to take advantage of its custom reporting capabilities. These smartforms are being used to replace paperbased processes to streamline certain areas of the business. In particular, vacant property inspections and supervisor visits will now use SmartTask-enabled tablets to electronically-capture information for assessments and evaluations, which are then uploaded to the online portal. “We are using SmartTask to support our growth strategy within target markets. It is helping us differentiate our offering and deliver industry best practise, based on our ability to provide advanced data capture and reporting. As a result, we are enhancing service levels, maximising business opportunities and simplifying back-office functions,” says Edward Smith. g

SmartTask is helping Oakpark achieve a wide range of benefits including improved operational control, enhanced customer satisfaction and business growth:
Streamlined Business The ability to electronically capture, collate and analyse time and attendance data, along with critical incident, assessment and evaluation details, is streamlining Oakpark’s internal processes. As a result, SmartTask is already reducing administration by between 15 to 20 hours each month, with further savings expected with the adoption of the latest system.
Approved Contract Scheme Oakpark is in the top two per cent of security businesses with the SIA’s Approved Contractor Scheme (ACS). During its annual inspection, where the company scored 168 from a maximum 174, it was remarked that Oakpark’s ongoing investment in technology solutions such as SmartTask was helping it to consistently improve its rating year-on-year.
New Business In recent months, SmartTask has helped Oakpark win two security contracts from a local council and a housing association. Both new
customers selected the company partly on the basis of its electronic data capture and reporting capabilities that were not available from other competing suppliers.
Business Expansion SmartTask has supported Oakpark’s expansion into new sectors. The company launched its cleaning business at the beginning of 2015 and it has grown to a team of 35 operatives. SmartTask provides an advanced reporting tool that is differentiating the business in the marketplace and enabling Oakpark to offer an integrated offering to customers.
Enhanced Customer Service SmartTask is allowing Oakpark’s customers to quickly access performance data, providing high levels of accountability and peace of mind. It gives full transparency of the security operation with a configurable list of reports via the online portal. In fact, the latest customer feedback survey highlighted the quality the company’s reporting capabilities as a key strength.
TAKING THE HEAT OFF SECURITY OFFICERS ON PATROL
SmartTask has also become the first patrol monitoring and guard management system to integrate with FLIR® thermal imaging. Taking advantage of the latest developments in smartphone technology, manned and mobile security providers can offer an enhanced service to customers and keep security officers safe against hidden threats and potential risks. Using a SmartTask-enabled smartphone with thermal imaging, security businesses can improve officer effectiveness by providing added peace of mind in unlit or isolated areas. If they suspect an intrusion has occurred or hear unexpected noises the patrol monitoring tool can now be used to scan
46 I September 2016 I IN Security
for residual heat signatures to help determine if the threat is real and if added assistance is needed. The security officer can also capture and collate evidence, including images and temperature measurements, when on patrol. As a result, incident notifications can be sent immediately to a central control centre to raise an alarm, while all information is stored in an online portal for future reporting requirements and analysis. It can even be used to assess potential fire risk by identifying equipment or areas that are generating excess heat, so the issue can be reported before it develops into a major problem.
