Supervisors defer action on 2 project applications Hickory Hill and Horseshoe Road put on hold for now By Jim Ridolphi for The Mechanicsville Local HANOVER — Although the deferral of pending projects or applications are not unusual occurrences at Hanover County Board of Supervisors meetings, one request received more attention than usual at last Wednesday’s meeting. The supervisors deferred action on two pending applications, both of which have received a fair amount of input from the public. A mixed use development planned for Hickory Hill and approval of a recreation events venue near Patrick Henry High School were deferred until the board’s January meeting. Both projects are located in the Beaverdam District represented by Aubrey “Bucky” Stanley who opened last week’s meeting by requesting the pair of deferrals. Stanley also serves as the board chair. While supervisors quickly deferred the Hickory Hill request until January, they were less anxious to defer the event venue request. “It might be beneficial to hear this case tonight. It’s been going on for quite some time,” said South Anna District supervisor Sue Dibble, while noting that board members had

received more than 100 pages of documents for review regarding the case. Dibble also said it would be helpful to hear from the applicant as well as the opposition “so that all of us are up to speed on this particular case.” The applicant originally requested a conditional use permit that would allow three barns on the property located near Horseshoe Bridge Road to be used for weddings and other similar DIBBLE events, but amended the application that indicates the venue will be used for company meetings, baby or bridal showers, church meetings or birthday parties, but not weddings. At a community meeting held earlier this year, several issues were raised, including the impact of a business on residential neighbors and their property values. a multi-year project to digitally scan, index and conserve all of the clerk’s office marriage licenses going back to its oldest license issued in 1864. Since starting work in October 2016, the clerk’s office

has added digital copies of 28,350 licenses issued between 1864 and 2000 to its records management system that the public can access at the clerk’s office. see DIGITAL, pg. 4

ANOVER -- Hanover County’s newest class of Court Appointed Special Advocates (CASA) was sworn in on Nov. 13 by Juvenile and Domestic Relations Court Judge Shannon O. Hoehl. The newest CASA members are Jenna Coyle, Amber Faniel, Elizabeth Rafferty, Linda Tyler and Josie Voorhies. CASA volunteers advocate for the interests of abused and neglected children who are involved in cases being heard by the Juvenile and Domestic Relations Court. Last year, 35 children were served by volunteers who contributed nearly 1,178 hours of service to the youth served by the program. “It literally is the first report I look at when I review one of these cases,” Judge Hoehl told the graduates, who added the CASA reports make it “much easier for me to understand what is going on in the life of the child you are serving.” The volunteers also were thanked by John A. Budesky, County Administrator, and Melanie Baker, CASA program coordinator. “Hanover CASA exists to be a voice for abused and neglected children in court, to educate the community on child welfare issues, and to advocate for safe and permanent homes for all children,” Budesky said. “I, along with my colleagues in the County Administrator’s Office as well as the [Hanover County] Board of Supervisors, support and

endorse the Hanover County CASA Program. Congratulations to our new CASA training class on your achievement and your dedication to the children of Hanover County.” Baker noted that COVID-19 changed the manner in which the graduates were trained this year and expressed gratitude for their willingness to serve during a global pandemic. “Our traditional in-person training was postponed to transition all of the training materials to an online format,” she said. “We all then became experts in navigating both Google Classroom and Zoom. They showed up every week for three hours at a time as well as an all day Saturday training for approximately 40 hours to sit in front of their computers to become Court Appointed Special Advocates.” “Through all of the training all five of these citizens showed patience, understanding, flexibility, dedication, concern, and a willingness to learn – all great qualities for a Court Appointed Special Advocate,” Baker said. “I am very grateful to them as they have shown me such grace in traversing through these unprecedented times.” For more information about Hanover’s CASA program, call Melanie Baker, coordinator, at 804-365-4296 or e-mail her at mdbaker@hanovercounty.gov. The low number of licenses issued in the months immediately after the surrender at Appomattox in April 1865 suggests that clerk’s office operations were disrupted at the war’s end. By September 1865, five months after the war ended, the clerk’s office seems to have gotten back to business as usual as six licenses were issued in that month. One of the licenses was issued to 59-year-old Thomas Harris and 45-yearold Charlotte Coy, who may be the first African American couple to obtain a marriage license in Hanover County. “The clerk’s office will

We still have so much to be thankful for By Melody Kinser Managing Editor eing thankful during a pandemic may seem a bit odd, but we, as Americans, have much to be thankful for every day that the Good Lord gives us. Yes, celebrating Thanksgiving tomorrow will be different than the turkey and trimmings holiday of the past. But, those of us who have not lost loved ones to the coronavirus (COVID-19) are blessed. I find myself doubly blessed by not having had any family member or loved one battle the dreadful virus. Sadly, the friend’s husband I wrote about a few weeks ago did lose his month-long fight. Linda was only able to see him twice during that period. She was allowed to visit him for about an hour after he had been heavily sedated. It seems to be common that COVID patients become combative. Larry was a big man and had

to be sedated and put on the ventilator. The next visit was that call to rush to the hospital to say “Goodbye”. Linda is struggling with the loss of her great love. But, as is often the case, the Lord works in mysterious ways. He had placed a great-granddaughter in their arms for them to raise. Willow has given Linda the purpose she desperately needs as the holidays approach. As for tomorrow, most of us will be in small groups (if you can even use the word group) for all the Thanksgiving “fixins”. There will probably be plenty of Zoom and FaceTime greetings taking place among family members. Being separated beats the alternative in this situation. This is where we have to turn to our faith and look ahead with optimism that a vaccine will be developed and proven to be effective in eradicating this horrible virus.

For you and your families, I wish you all the best for Thanksgiving 2020. Despite the cracks in our nation at this time, we’re still the greatest country in the world. And I am a glass half full person when it comes to positive thinking and what our future, as well as that of the younger generations, has in store. While close contact isn’t advised, if you have some leftovers you’d like to share, I’m sure there are shelters and areas where the homeless would greatly appreciate a Thanksgiving meal. Should you venture out, remember to wear the mask and gloves. This isn’t a political statement; this is simply about safety. Yes, this will be a unique holiday, but if you are with loved ones -- in person or by technology -- tell them you love them. And while you’re at it, say a prayer for next year. Happy Thanksgiving!

Resident asks that solar facility be built elsewhere (Editor’s note: The following was addressed to “Dear Hanover Supervisors”.) I write you today with great concern. It recently was brought to my attention and neighboring adjacent property owners in Montpelier of a Conditional Use Permit (CUP2020-00017) application by Stephanie Ballard and Rainbow Trout Solar Partners, LLC for a Solar Facility to be located at Old Mill Road and Saint Peters Church Road. This parcel is directly across the street from my homestead. Please know that we are not against solar or any other green systems. We each purchased our properties in an effort to support the local agriculture and the local community. We are animal owners, farmers and citizens who maintain land/ecological friendly habits while enjoying the absolute serenity of each of our properties. As residents with a common interest in our community, ecology and agricultural future we feel that this “facility” has no business being installed in an A-1 zone. Hanover County’s Land Use Code Under Section 26-17, Hanover County defines the purpose of A-1 agriculture land as: “The purpose of this district is to provide for a full range of agricultural activities and to protect agricultural land, as one of the county's most valuable natural resources, from the depreciating effect of objectionable, hazardous, and unsightly uses. For the past 10 years or so, we’ve spent this fall weekend celebrating with Goochland’s varsity football team on Coach to Cure weekend. The cold, sometimes rainy nights at the stadium are memories no one in my family will forget, especially my son Jack who suffers from Duchenne. As I reflected on the many years of great memories associated with Coach to Cure and the Goochland Bulldogs, I thought back to those first events organized shortly after Jack’s diagnosis. Things were different in those days. I recall a small boy who at first was intimidated by a bunch of giant athletes

who liked to whoop it up. I remember the first time he let go of my hand to accompany his teammates to midfield for the toss. He stubbornly clung to my hand as the players extended theirs for the short walk. Jack didn’t want to let go. The players noticed Jack’s hesitancy and the look of dismay on my face as the officials waited patiently. As one of the players knelt beside Jack and spoke with him, another looked at me and said, “Don’t worry, Mr. Ridolphi, we’ll take care of him.” I let go and stood on the sideline as the group walked away — four giant football players with one tiny boy with the number one on the back of his jersey extending well past his knees. I never worried again in the many years that followed, and, in fact, the Goochland players have always taken care

of Jack, handling him with care as his condition worsened over the years. And when he could no longer walk with his teammates, they grabbed his wheelchair and rolled with him to begin the game. It’s the kind of display that brings tears to a parent’s eye, watching a team of good kids and great athletes reaching out to help a child that will never carry the ball or score a touchdown. Truth be known, mine aren’t the only tears I've noticed on these special nights, and it’s often the comments of Jack’s teammates that mean the most to me. Throughout the years, hundreds of Goochland players have dedicated a small part of their experience with Jack and displayed a sense of kindness and compassion that my family won’t soon forget. I suppose I didn’t appreci-

ate fully the commitment contained in that simple statement made by a player to reassure a parent at that first Coach to Cure event, but looking back, it’s something that Goochland players and coaches have done for more than a decade: take care of Jack. So, on this Coach to Cure weekend when the field at Goochland is dark, it’s important to recognize the special people who make this event special for many reasons. They are my heroes. Hopefully, they’ll be back on the field soon accompanied by a kid in a wheelchair with a #1 on the back of a jersey that is still too big. It’s what I call a winning combination. Again, my thanks to all who make this event possible in Goochland and the many friends and supporters who make it a great event for Jack and his family.

A solar facility of this size is detrimental to the land, the abundant wildlife and the wetlands within and outside the project site not to mention the lifestyle of the immediate residences. As residents we have not been able to obtain complete information of the plan and no community meeting will likely be held to address our concerns of the process and/or project. Hanover County’s Compre-

hensive Plan has no direction for the growth of such facilities and must be amended if the residents of our county should be accepting of such growth. I cannot imagine that a project of this size that has to be drawn to accommodate wetlands would not be subject to a complete Environmental Study period. The requirement of such should not be determined by size or output of such a facility. I feel that they should be required to complete a DEQ study in accordance with Code Section 9VAC15-60-30. The runoff that is common

and natural for these facilities will have great impact on the wetlands that lead to the adjacent creek that feeds the South Anna River. Disruption of a farmer’s ability to produce crop is happening here as well. Not to mention the loss of natural pollinator community that lives amongst the existing crops on this land. Where will we be if we keep shutting out our productive farmland with poor planning? Even once decommissioned, the land will be unusable for many years to come. We have so many questions with very little information to provide about a plan that effects more than just the adjacent property owners. A two-week notice for citizens to wrap their minds around this and have an understanding of how this impacts not only their daily lives, but the lives of others around them, wildlife that they watch on a daily basis, and changes in the local community in general is just not

enough. An array of 15,600 solar panels standing 15 feet high, surrounded by a 7-foot chain link fence topped with barbed wire. This is not indicative of the surrounding landscape or community. The Plan Narrative says it’s a small footprint – 44 of 84 acre parcel . . . well, not really, it is 44 acres of a 45-acre section of the owned 84-acre parcel. If you think this is a good idea, I encourage you to put one at your home. I would encourage each of you to at least visit the site. I would be happy to have you visit my property and walk the prospective project zone with you and my neighbors. Knowledge is power . . . let’s get together. Please do not proceed forward with the CUP application until due process can be given to insure that we as a county are doing the right thing for the county and its citizens.

BUCKNER, William “Bill” Thomas Jr., 93, of Mechanicsville, passed away Tuesday, November 17, 2020. Born on February 13, 1927 to the late Lavinia Robins and William Thomas Buckner Sr., Bill was also preceded in death by his wife of 51 years, Margaret S. Buckner. He is survived by his brother, Robert W. As a young man, Bill served in the European Theatre during WWII as a Communications Sergeant in the United States Army. He made his career in the lighting industry until he sold his business and retired in 1992. Bill joined Seventh Street Christian Church in 1955, where he married his wife, Margaret, in 1966. Bill was a member of Richmond Lodge #10 AF & AM, a 50-year 32° Scottish Rite Mason and was very active in the Eastern Star. Charity golf tourney brings peace to date of loved one’s death By Logan Barry Special to The Local SHLAND — For Brock Buchanan, the date Oct. 12 has been a tough reminder of the day he lost his father to a rare form of cancer over a decade ago, but not this year, and never again. The Mechanicsville resident decided that he wasn't going to let Oct. 12, 2020, be the day that made him upset anymore regarding the death of his father, Will “Web” Buchanan. Instead, he celebrated the life of Web with his father’s friends all from Hanover County. First, a little history: Brock Buchanan was named after his father’s best friend growing up, Greg Malcolm Brock of Ashland, who was killed in a tragic accident while limbing a tree near a power line in 1985. Besides the two making the front page of the local newspaper skinny-dipping in the South Anna River at Horseshoe Bridge while playing hooky from Patrick Henry High School, both can be remembered as frequenters of the Hanover Country Club (HCC). In planning how he could best celebrate his father’s life, Buchanan felt the light bulb go off in his head. He planned a golf tournament, the first annual “Web Buchanan Open” at HCC, and invited everyone who shared the same wonder-

ful memories with his dad that he did. “Part of this tribute was that my dad, Billy Doswell Jones, Greg Kelly, Rich Hynson, Brad Wickham and many of their friends got together as a group when Malcolm Brock passed away, and decided that they were going to throw a tournament for Malcolm, and it ultimately became the ‘Brock–Mills Memorial Golf Tournament,’ ” Buchanan said. Most of Brock’s friends referred to him by his middle name. “A big piece of my inspiration was that my dad and his buddies created a golf tournament for their best friend who had passed away, so this tournament for me is my way of paying a homage to the

Brock–Mills Memorial Golf Tournament, in honor of my father.” Web passed away in 2009 after a fight against Leiomyosarcoma (LMS), a very rare form of cancer. “It’s such a rare cancer that if you were to do a fundraiser for LMS, the money would only go so far in terms of how many people it can benefit,” he said. “So, my father, being forward looking as he was, made sure I knew that his charity of choice is St. Jude Children’s Research Hospital — he really believed in their mission and had so much respect for what St. Jude does.” The 2020 Web Buchanan Open raised $5,700 at the tournament. Afterwards, Buchanan was proud to report

they received a few last minute donations from friends who couldn’t take part, topping the fund off at $7,000 for the children’s hospital, a success that he was very pleased about because he knows how happy that would make Web. Team Greg Kelly took home the “Web Cup,” after a cart-path only day as the rain came down, something Buchanan said would be typical of his dad: to get out there and play rain or shine. The tournament kicked off shortly after 10:22 a.m., commemorating the high school jersey numbers of Web and Brock. Afterwards, everyone

enjoyed food, games and plenty of raffle prizes, with all of the proceeds going to St. Jude. Buchanan’s mother, Carol Buchanan, reflected on the tournament, saying, “I am so proud of the hard work and effort my son put forth to create such a memorable event. It’s a tremendous moment as his mom to see him honor his father and donate to such a special charity that was so dear to Web’s heart. I know yesterday would not have been the success it was without the support and overwhelming generosity of family and great friends who battled the elements.”

I guess what I’m saying is that we are so lucky to be surrounded by such a giving and caring community. I count my blessings for all that I have. Planning Commission OKs CUP for R-MC site By Melody Kinser Managing Editor ASHLAND – RandolphMacon College President Robert R. Lindgren’s appearances before the Ashland Planning Commission apparently proved successful with a Conditional Use Permit being approved at last Wednesday’s regular meeting. A property at 301 Caroline St., which is owned by the college, had been discussed at the September and October meetings, with no action being taken by the Planning Commission. Lindgren addressed the planners at both sessions, talking about the partnerships the school shares with the town, as well as the revenue generated by employees and retirees of the college that reside in Ashland. “Randolph-Macon College is grateful for the support we’ve received from the Planning Commission and from many members of this extraordinary Ashland community throughout this process,” Lindgren said.

“R-MC is fully committed to all the conditions attached to the CUP, including keeping the exterior, landscaping, lighting, and parking at 301 Caroline St. in conformity with the neighborhood’s residential character. Indeed, we plan to add trees and landscaping to this beautiful home,” he said. “The college is a strong and important feature of this wonderful town, inextricably linked. Therefore, we are mindful of being good neighbors, protecting the integrity of this property, and have insured our proposed use of 301 Caroline St. will not impact the character nor increase traffic or noise in the neighborhood,” he added. At the Sept. 9 meeting, a delay in moving forward on approving the CUP involved the town’s Comprehensive Plan’s goal “of limiting R-MC’s expansion within the existing campus footprint.” While the planners agreed with the goal’s intent, members “express skepticism that approving the request would

be detrimental to the neighborhood since the lot is surrounded on three sides by R-MC property.” The commission then directed staff to provide draft conditions at the Oct. 14 meeting. Action was deferred at that time due to concerns regarding parking and preservation of the building. The 301 Caroline St. property, located next to the Blackwell Auditorium, just outside the R-MC campus, is the site of a single-family detached home, which has been used as a residence. The Georgian/Colonial Revival house was built in 1926 and is within the Ashland Historic District. R-MC bought the property in November 2019, with the intention of using it for offices and administration. According to Planning Department staff, the property is zoned R-2, Residential Limited, and office uses are permitted with a CUP in conjunction with a college or university.

I believe too many will be roped into a life of addictions. There are many lives lost in other states by guns purchased in Virginia, known as the go-to state for guns. Will there also be many who will lose their lives because of marijuana purchased in Virginia? Will Virginia become the southeast, go-to state to easily buy marijuana? I pray not! M. in order to gain more insight regarding the request. “We’ve had public hearings and then deferred,” she said. “We’ve even come back and held additional public hearings so we could do more, and, given the amount of attention that this particular case has received, I would offer to the chairman that might be a helpful solution.” Stanley noted that all applicants deserve equal treatment and said his request to defer was based on his belief that a small business owner has the same rights as a large developer. “I’m just wondering why we deferred Hickory Hill and don’t require those folks to present, and now we’re going

Randolph-Macon head women’s lacrosse coach M.K. Geratowski had been involved with a non-profit that helped kids like Allie before she arrived in Ashland. “When I had been at some previous schools, we’d been involved with Friends of Jacklyn, which is an organization that helps kids, specifically kids with brain tumors,” Geratowski said. “My assistant [at Randolph-Macon] at the time had mentioned that there was another organization called Team Impact. That was more broad-based in the sense that it helped any kids that had sort of any life-threatening illnesses. “And so, we contacted them, and it turned out one of their employees had actually played for me at another school years ago. So she started working with us and got us connected with the Joneses and so we adopted Allie.”

When Allie joined the team, they had a proper college signing ceremony. They even had folks interview Allie, and Allie gave gifts to her new team members. She’s been a key member of the squad since, with her own number, 32. When announcing the team lineup before a game, Allie’s name is the last one called. Joining the Yellow Jackets’ women’s lacrosse team helps inspire her to work harder to meet and exceed her physicians’ expectations. “For people who’ve been a part of a team, there’s that a different kind of family feel than having your mom tell you you can do it,” Amanda Jones said. “It is different having your teammates telling you you can do it – and they give her a drive that nobody else in this house could give her. “I mean, she rolled up out of surgery from having a major bowel resection two years, three years ago, and she was wanting to sit up as soon as she came out of surgery just to call them

to show her team that she was working to sit up. She was supposed to be in the hospital for three weeks. She was there for just under a week because she got up and she started walking. And she used to walk despite a terrible amount of pain. But her and her team, her team did it with her.” The inspiration flows both ways. “Every time we see her, like the excitement that we bring her and that she brings the team, is so important to me,” said team member Katie Sheehan. “It’s

such a cool experience, because it’s not something that every team gets to do. The joy that it brings her is it really important. But also the team dynamic, it’s something that the whole team can get around, that we all love, and we all want to spend time with her. “But also, I think for me, just like seeing that we are so fortunate, like we all can play for a team, and we can all do all this stuff and she can’t. … Doing what we can to make her feel like part of the team and make her feel special is really

important to me.” Allie stays on the sidelines during games, dancing when the Yellow Jackets score a goal and joining in the handshakes afterward. She hasn’t seen much of the team since the COVID-19 pandemic began, but the team stays in touch with her. They chat on the phone and do a Facetime call at least once a week. Allie loves to show them her room and any new dinosaurs she’s added to her collection, and they read her stories. Probably her favorite thing

to do with team members is play “Would you rather?”, a game where they ask each other questions like, “Would you rather read a book or go to school all day?” Allie faces a tough future with her mitochondrial disease. She’s already had numerous surgeries and faces more, among them a complete digestive tract transplant when a suitable donor can be found. But, no matter how hard it gets for her, she knows her team is behind her – all the way.

Getting by with a little help from her team Allie Jones embraced, encouraged by R-MC women’s lacrosse team By Dave Lawrence Sports Editor Allie Jones might only be 11, but she’s an important part of the Randolph-Macon women’s lacrosse team. And, since she joined the team five years ago, the other team members have been an important part of her life. Allie lives in King and Queen County with her parents, John and Amanda Jones, and siblings Parker, Kaylei, Sebastian and Ryleigh. She has both cerebral palsy and mitochondrial disease, the latter a life-threatening, genetic disease in which the mitochondria – the parts of the cell that produce the energy needed for cells to function – don’t function properly. The effects of mitochondrial disease depend in large part on what body systems are most

affected. No matter what system is affected, the effects are potentially devastating. In Allie’s case, her gastrointestinal tract is most affected, so she has difficulty getting enough nutrition out of the food she eats. “It affects her ability to maintain her energy, so she tires out really easily. That’s why she uses a wheelchair sometimes,” her mother, Amanda, said “She has stomach paralysis as well as intestinal paralysis, so she has the feeding tubes. … She’s just off of her IV nutrition for the first time since she was, like, 2. “It has affected her brain. She has cerebellar atrophy. She has lost all of her cerebellum over the years, which affects her walking, too.” Given all the effects of mitochondrial disease, Allie Jones needs lots of therapy – and lots of motivation to go through with her therapy. Allie’s family were looking for something to help her in that department, and that’s when they got hooked up with the Yellow Jacket women’s lacrosse team. “I found an organization called Team Impact. They match kids with chronic lifethreatening illnesses with college teams across the country to let them be a part of that scene,” Amanda Jones said. “Often, the kids may not live to experience it anyway.”

MOON, Charles “Chuck” W., 89, of Mechanicsville, went to be with the Lord and his beloved wife, Ann on Saturday, November 14, 2020. Charles was born December 11, 1930, in Esmont, Virginia, to the late Samuel C. and Bessie D. Moon. He is survived by his siblings, William J. Moon, Maxine M. Sipe; niece, Frances Wyant (Ray); nephews, Claude Napier (Brenda), Clyde Napier (Mary); along with 15 other nieces and

nephews. Chuck proudly served his country first in the United States Marine Corps and then the United States Air Force.

He and his wife Ann were stationed at various military bases in the United States and overseas. Additionally, he was a veteran of the Vietnam War. A graveside service was held at 11 a.m. on Friday, November 20, 2020, at Signal Hill Memorial Park, with Dr. Clarke Hawkins officiating. The family would like to extend a special word of thanks to the staff at Heritage Green Assisted Living for their care and kindness extended to him as well as his team from At Home Care and Hospice. School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.
