Biden wins; Hanover stays conservative By Melody Kinser Managing Editor HANOVER – The aftermath of last week’s General Election in Hanover County mirrors the national scene, with Democrats celebrating and Republicans claiming fraud. On Saturday, Nov. 7, Democrat Joseph R. Biden was declared the president-elect after one of the most heated and highest turnout elections in recent history. He defeated incumbent Republican President Donald J. Trump in the Electoral College, 279214. To win, 270 electoral votes

must be received. Turnout in Hanover County, according to Teresa F. Smithson, VREO, Director of Elections/General Registrar, was 86%. In Virginia, Biden and his running mate Kamala Harris handily won, with 2,392,727 (54.1%) votes to Trump and Vice President Mike Pence’s 1,961,775 (44.3%) votes. With conservatives considered the majority in Hanover County, voters maintained that tradition by supporting Republican candidates. Trump captured 44,318 (62.5%) votes to Biden’s 25,307 (35.66%). Smithson, whose office saw

a steady turnout with the early voting procedures, said, “Early voting in Virginia is here to stay.” Hanover voters took advantage of the process, with 32,133 casting a ballot by in-person absentee, and, Smithson said, “out of those voters, 3,140 see BIDEN, pg. 11 Joel Klein/The Local

HANOVER -- Despite a challenging set of circumstances that included a national pandemic and a significant economic downturn, Hanover County continues to attract new business and com-

mercial investment to the county. More importantly, Hanover County Economic Development continues to focus on a growing community of existing businesses and has expanded those efforts during the recent COVID-19 crisis. Linwood Thomas, Economic

Development director, presented his 2020 annual report to the Hanover County Board of Supervisors late last month, and, despite obstacles, the recap revealed positive trends that were interrupted, but not halted, by the pandemic. “Like other departments, we quickly

‘How’ and ‘why of soil sample fertilizer recommendations By Taylor Adams Hanover Master Gardener Intern t Virginia Cooperative Extension, we are big into details. Plants, bugs, and especially dirt (we call it soil out of respect). We want to know why it does what it does, what we can do with it and data to prove its capabilities. One of the services the Hanover Extension office offers the public is soil testing. Soil testing provides individuals with a variety of metrics on their soil’s characteristics and fertility. If your soil is deficient in a particular nutrient, the test report provides a thoughtful, research-based fertilizer recommendation to improve your soil’s fertility. These tests are invaluable. Without them, gardening is a gamble. Soil sample kits are available at all times right outside the Hanover County Extension Office’s door (13015 Taylor Complex Lane in Ashland). If you would like more information, visit VCE’s website or call your extension agent at 804-752-4310. Virginia Cooperative Extension has ample resources to help you understand the report, but we think it prudent to spend a little extra time on both the “how” and the “why” of the fertilizer recommendation. Since the “how” is rather tedious, frankly, let’s start with the “why.” First, do no harm. Spoiler alert: Soil test reports are complicated. At first glance, they seem like a foreign language. What a riot of numbers, abbreviations, and scientific language! They leave many people daydreaming about the good old days when we just guessed how much fertilizer our gardens needed – “Weren’t those days great? Weren’t we happy then? Why should I subject myself to all this extra work?” Well, several reasons. First of all, no matter what Bruce Springsteen says, the good old days weren’t as good as you think they were. They weren’t even that long ago! Second, there is a dead zone in the Chesapeake Bay precisely the size of our collected wild guesses. And third, a little thought based on a little information will make you a better gardener. It may even save you money. The principle here is that your garden needs what it needs, and nothing more. guessing wrong. And if you’re overdoing it, you’re polluting. And you’re wasting money. When confronted with this information, the great temptation is to throw the baby out with the bathwater. Fertilizer – organic and synthetic – is a tool, just like a spade or hoe. Granted, it’s an easy tool to use recklessly, which gives it a bad name. When fertilizer is applied at the correct time in the correct amounts, it does wonders without doing harm. We are all stewards of the nutrients in our gardens. Our work has immediate local consequences, in that it affects the quality of the things we grow. It also has longer, broader consequences for the health and sustainability of our ecosystem. It’s important to understand that this is not a binary choice. In a manner of speaking, we can eat our cake and have it too – but only if we take care. Now, let’s talk about the details. Wait! Nobody said there was math involved! Your soil’s nutrient levels are charted in the test report. Each nutrient is listed in units (i.e. parts per million or pounds per acre) and given a rating based on ideal levels (i.e. low, sufficient, or high). Nitrogen, the nutrient darling, is not listed in this chart; it is too mobile in the soil and thus too fickle to warrant analysis. The other nutrients (most notably Phosphorous and Potassium) are more dependable. These are the basis of the fertilizer recommendation. All fertilizers – synthetic and organic – have an analysis listed on their packaging, which gives the percentage by weight of macronutrients (Nitrogen, Phosphorous and Potassium or N-P-K) in the product. For example, 10-10-10 synthetic fertilizer is 10% N, 10% P, 10% K. These percentages are used see SOIL, pg. 4

Clinicians to train in first responder culture HANOVER -The Hanover County Fire-EMS Peer Support Team, in conjunction with the Hanover County Community Services Board (CSB), will host a first responder cultural competency training for mental health clinicians from 9 a.m. to 1 p.m. on Thursday, Nov. 12. The course is free, eligible for continuing education units, and will be available online. Laura Robertson, Behavioral Health Wellness Specialist at the Hanover CSB, has provided assistance in the

development of the course. “Research has shown that 85 percent of first responders have experienced symptoms related to a mental health problem,” she said. “Now, with the pressures of a pandemic our first responders need culturally competent mental health care more than ever. Clinicians attending the training will learn about the language used in the fire service, how firefighters and other emergency medical workers experience the calls they respond to, unique job stress-

ors, and tips for working with first responders.” Firefighter Craig Bodette, who leads the Peer Support Team and is one of the training facilitators, said he looks forward to building relationships with mental health professionals in the community. “This class will help give clinicians an idea of the different problems we battle due to the job. It will also help cultivate positive and trusting relationships between mental health professionals and those of us in the fire service.”

Attending clinicians that elect to do so also will receive suicide prevention resources including medication lock boxes, gun cable locks, and medication disposal bags to distribute to their clients. to calculate the amount of fertilizer your garden needs based on the soil test recommendation. Fertilizer recommendations are given by nutrient per area (i.e. apply 2 pounds N/1000 square feet). The area specified in the report can vary. Depending on your situation, the recommendation could be given per 100 square feet, per 1,000 square feet, or per acre. Pay close attention, as your calculation will vary with the figure used in the recommendation. Also, the total amount of fertilizer used will vary by the square footage of your garden. So how does one go about calculating the amount of fertilizer their garden needs based on the soil test report’s recommendation? I thought you’d never ask. First, take a good look at the recommendation. How

many pounds of each nutrient does your garden need? Use your newfound knowledge of fertilizer packaging to select a fertilizer whose proportions of macronutrients are similar to the proportions of macronutrients needed by your garden. For example, 10-10-10 is a good fit for a recommendation that specifies an application of 2 pounds N, 2 pounds P, and 2 pounds K, because the proportion of nutrients in the fertilizer equals the proportion of nutrients in the recommendation. It doesn’t always work out clean and simple. Sometimes the nutrient needs are way out of proportion, in which case several incomplete fertilizers – those that lack one or two macronutrients – can be blended. For more information, see VCE Publication 424-035. Once you have selected a fertilizer, you must calculate the amount of the particular fertilizer needed to satisfy the

rate specified in the recommendation. Generally, these calculations are done using the Nitrogen figure, since it’s so flighty in the soil. Divide the rate by the Nitrogen content of the fertilizer you have selected. Remember to express this percentage as a decimal (i.e. 10% is expressed as 0.10). For example, to figure the amount of 10-10-10 needed to apply 2 pounds N/1000 square feet, divide 2 by 0.10, which equals 20 pounds. In other words, 10-10-10 must be applied at a rate of 20 pounds /1,000 square feet in order to apply Nitrogen at a rate of 2 pounds /1000 square feet. Now put that figure in your back pocket. You’ll need it in a moment. Next, divide the area to be fertilized by the area specified in the recommendation. Let’s use the same example, and let’s assume your garden is 650 square feet. Divide 650 by 1,000, which equals 0.65 (or 65 percent).

Now you have both terms of the equation! Multiply them together. In our example, that’s 20 multiplied by 0.65, which equals 13. So, it takes 13 pounds of 10-10-10 to apply 2 pounds of Nitrogen to 650 square feet. Trust me, it’s easier than it sounds. It just takes practice. But if math isn’t your cup of tea, contact your county extension office and we will help you through it. Generally, a fertilizer recommendation can be used for two consecutive years. It is good practice to have your soil tested every three years. Keep your previous report on hand, along with a record of your fertilizer selection and calculation. This will help you understand the effect your work has on your soil. The quality of your vegetables also is good anecdotal data to track over time – keeping records has never been so tasty!

From the managing editor

Happy 90th to a very special lady By Melody Kinser Managing Editor esterday, my mother, Hazel M. Kinser, was blessed to celebrate her 90th birthday. She doesn’t look her age and she definitely is more active than her youngest daughter (that would be me). She remembers World War II, saw classmates go to Korea, and her oldest daughter’s classmates head to Vietnam. She also knows exactly what she was doing the day President John F. Kennedy was assassinated in Dallas (helping other women in our church prepare chili for a hot dog sale). She and Dad demanded I watch two men walk on the moon in July 1969. (I’m still not convinced, but I’ve said that before.) She has never missed the privilege of voting in an election, including last week’s historic and record-setting turnout. Her memories are far too many for me to list, but I enjoy reminiscing with her about her father, my dear Grandpa, and the sacrifices he made for his family when he went underground for over 40 years mining coal. He and my grandmother (who, sadly, passed away two years before my birth) moved to West Virginia from farming families. Both had limited educations, but that did not deter Grandpa from becoming a mine boss to provide a better living for his wife and five daughters.

Mom’s parents insisted their daughters graduate from high school and they could not marry until they were 21 years old. About a week ago, Mom was talking about Dad asking Grandpa for his blessing to make Mom his wife. He died in July 1992 after we celebrated their 40th anniversary with a party and rededication of their wedding vows at our home church in December 1991. Side note: Dad’s maternal grandfather was one of the founders of our home church. We talk daily about Dad and my older sister, Robin, who passed away in 2011. Mom stays busy at this amazing age -- and she is, overall, quite healthy. She was the mom who car pooled before that became a common term. She was involved in the church women’s ministry, woman’s club, PTA, Girl Scouts, and received a two-year state appointment to the West Virginia Library Commission, courtesy of former Gov. Jay Rockefeller, and was elected to the West Virginia Retirement Board for a six-year term. As a reading and math aide in the county school system, she ended up serving two terms as president of the West Virginia School Service Personnel Association. But, regardless of all the responsibilities she accepted, she was always available to Robin and me. My sister was the perfect child, highly intelligent, a voracious reader, never any trouble. And then there was me. Let’s just leave it at mischie-

vous and adventurous. We all survived my antics. Most of all, Mom is a Christian. At the first of this unusual year, she decided she was going to read The Bible in its entirety. I don’t know how many times she has done it, but she always comes away with a unique energy to her faith. Before I started school, Mom had taught me how to read, write and count. (Readin’, writin’ and ’rithmetic.) This was to my advantage, except for the fact that my patience level never did exist. I was a real challenge for my first grade teacher. When we knew we needed to move to the Richmond area as my sister’s health declined, it was a given that we would share a home. I had been on my own for more than 30 years, but I didn’t hesitate to welcome her as a roommate. Mom had been taking care of herself for 17 years following Dad’s sudden death. As she heads into her ninth decade, I am the one most blessed at this time. And we are very fortunate to have the best son-in-law/brother-inlaw in Michael. His support is priceless to us. When Robin passed away, we “inherited” extended family, making mom “Grandma Hazel” to what are my nieces and nephews. And she is “GG” to the great-nieces and great-nephews. In honor of my sister, Mom always buys the kids books. Robin would be so proud of Mom’s devotion to these children. Hope you had a great birthday, Mom! I love you! Here’s to No. 100! What a party that will be. Yes, God is good -- all the time!

Turnpike and Creighton plan a done deal Thursday evening, Oct. 29, we attended a Community Information Meeting at the Honda Showroom on Mechanicsville Turnpike ostensibly to have input on the planned development at the corner of Mechanicsville Turnpike and Creighton Parkway. We mostly listened as it was evident this project was a forgone conclusion despite opinions and the impact on the citizens who travel these roads daily. The obvious U.S. 360/Lee-Davis Road area is scheduled for upgrade, but, if you commented that this 39.6 acres has sat there for years and would someday be developed, why are we just addressing this transportation now? This is typical cart before the horse and a reaction instead of good planning. Our brilliant county planners and executives, knowing how valuable this parcel is, were not very convincing that they needed to wait for the right development! Just think how far $700,000 or $800,000 would go to help alleviate Lee-Davis Road/U.S. 360 instead of a name change and they (county execs) know they are looking to solve this intersection going farther east on U.S. 360 anyway with a new high school! The presenter bragging about the upgrade to Creighton Parkway, which should have been done years ago, was more than I could stand! It is evident he, as well as the developers, do not or have not ever traveled the roads that feed his glorious parkway. Pebble Creek, LeReve Manor, Lincoln Hills, Travelers Run, Mechanicsville Little League and the newest with 19 houses adjacent to Brandy Creek being built already travel Walnut Grove Road and Cold Harbor Road. see LETTERS, pg. 8

Infrastructure can’t sustain development At this point in time every citizen of Hanover County is aware that development has exceeded the capacity of our infrastructure to handle the load. What a citizen may not know is that state law governing Comprehensive Plans requires a locality to take infrastructure into consideration when approving new development. Just what "consideration" means is in dispute. The next time you are held up in traffic ponder the definition of "consideration". Have our Hanover County Planning Commission and our Hanover County Board of Supervisors been too liberal?

Have they been too conservative? Many in Hanover County think they have been too liberal. The traffic jams tell the truth. They are too liberal. The fact is the Hanover County Board of Supervisors has control of development. The Virginia Department of Transportation has control of money for new road construction. The Hanover County BOS knows this but they choose to ignore it. They approve new development with no regard for infrastructure. VDOT simply cannot keep up. The Commonwealth of Virginia does not have the money. This means a lot of traffic and no new roads. Hickory Grove not right for East Ashland Hickory Grove is not the right plan for the eastern boundary of the Town of Ashland and Hanover County. The proposed Hickory Grove mixed use rezoning is at the end of the Suburban Service area and abuts rural, agricultural land. It is scheduled to be voted on at 7 p.m. on Nov. 18 by the Hanover County Board of Supervisors. It has many significant problems that have not been addressed and citizens’z concerns and comments are only being given a cursory review. The traffic impact this development will have on the area east of the Ashland/ Hanover Interstate 95 interchange will be tremendous. The Hickory Grove propos-

al is being developed in isolation from the already approved rezoning of East Ashland and does not take into account the traffic that will be generated by East Ashland. This is piecemeal planning at its worst with significant changes that include the relocation of an existing historic road and the addition of more entrances and exits on Route 54. Hanover County's mixed use zoning is being used to allow an ugly, poorly planned mix of uses such as numerous fast-food restaurants, gas stations and many other unknown and unnamed commercial uses. This is a unique part of the Hanover and Ashland boundary. There is now a scenic transition from the edge of the suburban services area to the rural area that exists between Ashland and Hanover Courthouse. Instead of using mixed use to create a gradual transition from these two zonings, it is

being used to create junky interstate development that will look like every other interchange mess between here and northern Virginia . The Woodside Road subdivisions and the surrounding Hickory Hill subdivision have established this as a rural, residential area. This proposal is incompatible with the existing residential use. Mixed use is being used to create a very poorly planned mix of uses that will further degrade the nature of small town Ashland and scenic Hanover County. Hanover County's Comprehensive Plan shows an intent to surround the town with development. There already exists a stretch of commercial development that includes numerous drive through fast food, chain restaurants and gas stations between Route 1 and Interstate 95. Hickory Grove is part of the plan to jam more intense, ugly

FORD, Morris Herndon, 81, longtime resident of Mechanicsville, Virginia. Born October 25, 1939, in Richmond, Virginia, and died one day following his 81st birthday on October 26, 2020. He was the only child of his predeceased parents, father, Morris Ford of Richmond, Virginia; and mother, Sophia Miller Herndon Ford of Barboursville, Virginia; and maternal grandparents, Lee Haywood Herndon,

Nannie Lee Miller Herndon, of Barboursville, Virginia. He is survived by his only son, Sean Michael Ford; daughter, Angelique Ford Goodrich and husband, Jason Douglas Goodrich, all of Mechanicsville, Virginia; eldest daughter, Debra Lee Ford; grandchildren, Owen Michael Goodrich, Oliver Herndon Goodrich, Duane Hilton Guilford, Donald Eugene Morrison III "Trey" and their families including great-grandchildren; longtime friends, Delores Ford-Hedrick and husband, Stephen Hedrick; and other family and friends. He grew up on the 2400 block of Floyd Avenue in Richmond, Virginia, and spoke fondly of visiting his maternal grandparents farm "Cedar Hill" as a child in Barboursville, Virginia. He graduated from Thomas Jefferson High School,

Class of 1958, where he was very active in running track and then attended Virginia Polytechnic Institute. He went on to serve in the United States Coast Guard aboard the High Endurance Cutter USCGC Escanaba (WHEC64), stationed in New Bedford, Massachusetts. He retired from The City of Richmond Public Works Department at City Hall in 1991 with 32 years of service as a Land Surveyor and Draftsman of Civil Engineering and worked for The Richmond TimesDispatch for almost 60 years until the age of 72. He was a licensed Ham Radio Operator, Amateur Extra Class, call sign AB4WX. He was an avid collector of musical instruments including guitars and violins. He loved woodworking, metalworking, as well as repairing, designing and building

guitars, mostly dobros. He had numerous interests, hobbies and talents, including cameras and photography, collecting stamps, chess, Rubik's Cubes, painting, nature, hummingbirds, fishing, classic bluegrass music, yard sales, NFL football, metal detecting, building telescopes and astronomy. He also enjoyed building computers, installing software and electronics in general. He loved and owned many cars, including Chevrolet Corvettes and Volkswagen Beetles and enjoyed working on them. He was a prolific reader of nonfiction and was often at the bookstore or library. He could repair or build just about anything and was always planning his next project. A true jack of all trades. Our father was a hard worker, logical, levelheaded and always prepared. He would go without to

make sure you had what you needed or to help you pursue your interests. He was a quiet and reserved man who was well-liked and thought of by everyone who met him. A very interesting and humorous guy who always had a good joke. He never complained and while he never liked to talk about himself, we sure love to! Daddy, we love you and you will never be forgotten! He was cremated at the Bliley's Cremation Center in Richmond, Virginia. Interment will be in Maplewood Cemetery in Gordonsville, Virginia, alongside his parents and maternal grandparents at a private graveside service. He attended the University of Virginia and was a member of the Army National Guard. He worked for Virginia Electric and Power, later at Sears and Roebuck and retired from Henrico County Department of General Services after over 30 years. Billy belonged to New Bethesda Baptist Church. Billy was the Major of the Provost Guard (2006) and the Potentate of the ACCA Shrine (2013). He enjoyed every aspect of his Shrine life, having served as an active participant and leader of various units and clubs. He was a member of the Masonic Lodge 131 of Glen Allen, of the Washington Henry Lodge 244 and also of the Scottish Rite. A Washington Redskins fan since childhood and a diehard UVA fan, he enjoyed his sports. He also liked to travel and did so with many of his friends. Billy took care of his "Carol" and was a loving grandfather "POP." He enjoyed time at their river home, "Jellie Junction" in Deltaville, relishing in the boating fun, roasting oysters and cleaning and cooking crabs for folks to enjoy. Billy is survived by his devoted wife, Carol Pierce Jellie; his children, Paige Jellie and Casey McFarland; his stepchildren, Brent Strickland, Carey Ratlief (Brian), Ellen Terry (Bush) and Hunter Clay (Jessica); and his grandchildren, Ian, Olivia and Aidan McFarland, Calin, Alexa and Jagen Ratlief and Pierce and Cheaney Terry. MASSEY, Robert Lee "Bob," 86, passed away Wednesday, November 4, 2020. He is survived by his wife of 64 years, Willodean Muire Massey; son, Robert Douglas Massey (Patricia) of Leesburg; daughter, Kelly Massey Owens (Rob) of Mechanicsville; and five grandchildren, Robert Henry Massey, George Benjamin Massey, Julia Caroline Massey, Robert Tyler Owens and Kassidy Paige Owens. Bob was a graduate of Greenville College in Greenville, Illinois and attended R.P.I. (now VCU). He taught and coached at King William High School. His 1956 basketball team won a Virginia State Championship. After 10 years with Owens and Minor, he was employed by Consumat Systems, Inc., where he worked in positions including Sales Manager, Corporate Secretary, Treasurer, Vice President, Executive Vice President, President and CEO. Bob served as a trustee and officer for Hanover Academy in Ashland. His service at The Steward School in Richmond included being Chairman of the Board of Trustees. Bob was a longtime member of those 33 days of in-person absentee voting in the Early Voting Center and 46 days of mailing out 12,457 and receiving 11,318 back. Election Day saw 27,374 voters go to the

Fairmount Christian Church, where he served as a Deacon, an Elder, Chairman of the Church Board, Chairman of the Elders, Chairman of the Finance Team, Chairman of the Fundraising Team and Chairman of the Missions Team. Beginning in 2001, he became Business Administrator for Fairmount Christian Church. The family received friends from 2 to 4 p.m. Sunday, November 8, at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Rd. A memorial service will be held at a later date. RAYMOND, Donald Keith Sr., 88, passed away peacefully with family by his side on Friday, October 30, 2020, after an unexpected illness. He was preceded in death by his parents, Dorothy and Harold; infant sister, Doris; sister, Nancy; brother, Kenny; and his beloved daughter, Debra. Don is survived by his wife of 66 years, Barbara; sister, Shirley; daughter, Lisa (Tracy); son, Donnie; six grandchildren, Joey (Dee-Dee), Stephanie polls.” She concluded with, “Thank you to all the Officers of Elections that served!” Daniel McGraw, chair of the Hanover County

(Adam), Brian (Jessie), Kevin (Evelyn), Aaron and Jenna; and two great-grandchildren, Owen and Nolan. Don had been a faithful member of The Church of Jesus Christ of Latter-day Saints for over 60 years. He was able to serve in many capacities of the church, including clerk, Bishop, Sunday school teacher, Scouting Leader and genealogy work. Originally from Michigan, Don served in the Navy and later attained a business degree. After marrying, he and his wife moved to her home state of Virginia. He has worked for Firestone, CIT Finance, Ford Motor Credit and 20 years with Pier 1 Imports. Even after retirement he continued working. He and his wife were able to serve a volunteer 18-month mission for the church at the Richmond Storehouse, assisting those with food needs. Don loved fishing, westerns and mostly being around people. His quick wit and sense of humor will be missed by friends and especially family. He and his family offer their sincere thanks for the care and comfort given to him by the many technicians, nurses and doctors both at Atlee Davita Dialysis Center and Memorial Regional Medical Center. A small graveside service was held at 1 p.m. Wednesday, November 4, at Signal Hill Memorial Park. The family requested masks be worn. The Commonwealth Transportation Board, with support from the Office of Intermodal Planning and Investment, the Virginia Department of Transportation and the Department of Rail and Public Transportation, is developing an I-64/664 Corridor Improvement Plan. The plan will be developed as part of a data-driven study to (i) identify key problem areas along the corridor, and (ii) identify potential solutions and areas for additional review and study. You are invited to provide additional input on the I-64/664 Corridor Improvement Plan online during the second in a series of online feedback opportunities for this plan. The purpose of this second round is to gather public input on safety and congestion improvement recommendations on the I-64 and I-664 corridors in the Commonwealth. The study team has updated the project information website to provide details about potential solutions to the problems identified during the first round of public input. Comments will be received via a survey, found at va64corridor2.metroquest.com, that asks users a series of questions about their commuting habits and solicits information about their preferences among a host of potential solutions. ‘Let Us Control Our Own Destiny’ with legislators By Melody Kinser Managing Editor ASHLAND – “Let Us Control Our Own Destiny” is the description Ashland Town Manager Joshua Farrar used in explaining the legislative agenda to Ashland Town Council last week. During the Tuesday, Nov. 3, regular meeting, he said the town’s goals are similar to the Virginia Municipal League, including highspeed inner city passenger rail and rail crossing safety. With the “Let Us Control Our Own Destiny” theme, he said that will “give us authority to do everything that we want to do with the ongoing message that we try to deliver.” Farrar then listed the priorities: “Broadband obviously is a very important topic to us.” The town wants state government to “allow municipal governments to own uni-

versal broadband networks.” He said it is “not looked upon as favorable, especially as grant applications.” With COVID-19, Farrar said the “big message is there is funding, and making sure that state funding and federal funding ae going to the governments to meet the general needs to meet in an unprecedented time.” According to the town manager, Criminal Justice Reform focuses on sovereign immunity. But it “still allows our FARRAR public service employees to do their jobs and feel appreciated for it.” He told council that he recommends members oppose any immunity reductions. If you’re going to create legislation, keep us in mind.” Under the topic of Right-of-Way, Farrar said the FCC (Federal Communications

Commission) and the state adopted regulations basically to restrict right-of-way telecom without our permission -- even with our permission parameters set on it.” He said that management of right-of-way has been a long-held local decision, and local control should not be usurped. “Sovereign immunity,” he continued, “is a critical tool for local government -- not just police but other areas where this is an example.” Farrar said State Assistance to Local Police Departments involves specific funding that the General Assembly adopted to support public safety. five years.” The department quickly partnered with local chambers of commerce and distributed PPE (personal protective equipment) to more than 400 local businesses, and created an app to link local residents looking for takeout options with local restaurants. Through the county’s small business assistance program made possible by CARES funds, the department was able to assist 58 businesses with $270,000 in financial grants. Thomas said the pandemic did limit face-to-face meetings with potential investors, but increased use of Zoom-type meetings rose dramatically and actually established new avenues of marketing contacts. “Some of these things may stay for good,” Thomas said. Over the last five years, commercial real estate values have increased 15%, 5% of that occurring in the past year. That increase amounts to about $150 million in additional revenue for the county. Thomas accredited those increased assessments to a strong economy and Economic Development’s continued efforts to attract and land projects. “We’d like to think that we’ve played a small role in that because we’ve added additional projects to the tax rolls,” Thomas said. While some localities are struggling to attract and maintain office space clients, Hanover’s market has avoided those major downturns due to the prevalence of medical office units. “We continue to see a decline in vacancy rates,” Thomas said. “Most of office space is medical office so we don’t have a lot of general office space so I think that’s the reason that component is very strong.”

Retail vacancies did increase slightly during FY 2020, rising from 2.1% to 2.8%, according to statistics that rely on the number of businesses maintaining leases. “That doesn’t mean that people aren’t struggling in the retail space. What is does mean is that those leases are still in place,” Thomas said. He said it will take an additional six to eight months to fully assess local impacts on retail space. The county also has engaged in an ambitious effort to increase building space for industrial investment. Thomas said those efforts are paying off and the county has more options for prospective industrial investment. “Through our speculative building program, we have been able over the past 18 months to develop approximately one million square feet of new space …. and a majority of it is being leased up,” Thomas said. Regarding unemployment and labor force statistics, Hanover began 2020 with a historically low unemployment rate of 2.4 percent. During the pandemic, it spiked at about 8.9%, but has steadily declined to its current 4.4% rate. Thomas said 1,500 new jobs were added last year, but most of those gains were negated by the spikes in unemployment during the pandemic. Annual salaries in the county have enjoyed a steady increase during the past five years, enjoying a 20% percent increase over that period, and recording a 2% increase in the 2020 report. “At the start of calendar year 2020, unemployment rates were hovering at all times lows of 2.4% and that spiked at its highest point in May during the pandemic at 8.9% but in the last two months has receded to 4.4%, which, by most Federal Reserve economists, is considered full employment,”

Thomas said. “We do not know what the coming months will bring with virus itself but what we can say today that Hanover County's unemployment rate is well below most localities in the entire Richmond region except for New Kent and Powhatan counties, which are currently at 4.2% and much smaller jurisdictions by population." Thomas said his office continues to make investments in site readiness and added 11,000 acres of tiered sites during 2020. He also said developing areas where commercial development is planned is essential to continued economic development in the county. Thomas said there is less than 600 acres of commercial property that is classified above Tier 3 available in the county, and there is a need to continue site ready improvements on commercial tracts. Last year, Thomas’ office announced more than 230 million of new business investment in Hanover County, but Thomas cautioned those investments only yield returns when they are up and running. “They are just announcements until they begin to pull commercial construction permits,” he told the supervisors. The report notes 87 new ventures or existing business expansions during the past year, a 35 percent increase from the prior year. “Over the last fiscal year Hanover County has continued to see significant growth in many of its key industry sectors. This does not discount the fact that some sectors like the retail and hospitality industries similar to most localities across the Commonwealth and Nation are still struggling,” Thomas said. By far, the biggest of those announced projects was the construction of a distribution center by Rochester, New York-based Wegmans. “It did receive all the neces-

sary local approvals, but at the end of the day this project is not done,” Thomas said. “It’s really not done until the doors open and the project is trying to get through the State Water Control Board regarding wetlands permitting and we don’t know what the outcome of that will be.” Bon Secours Memorial Regional Hospital announced a $55 million expansion that also will provide additional jobs, as well as the new Virginia ABC (Alcohol

Beverage Commission) facility and Department of Forensic Science headquarters. In addition to an expanding local commercial environment, Thomas said Hanover is garnering inquiries from an international market with 95 prospective hits in the past year from foreign countries. He also noted a continuing positive trend in agribusiness and said Hanover’s 570 farms continue to provide a stable and vital component in the county’s economic develop-

ment picture. “Agri-business generates almost $200 million a year in local economic impact and thousands of jobs,” Thomas said. Despite a significant drop in regional tourism due to the pandemic, Thomas said lodging tax revenue in Hanover was down only 20 percent from the preceding year. The new terminal building will be adjacent to the Luck Stone Corporation hangar that was completed earlier this year. Luck Stone is the airport’s first corporate hangar. Heart of Virginia Aviation, the Fixed Base Operator of the Hanover Airport, is about to embark on the construction of a new 100x150 corporate hangar adjacent to the new terminal building. Elliott joins dad among NASCAR champs By Dave Lawrence Sports Editor Chase Elliott began Sunday at Phoenix Raceway with a bad run of luck. After two failed prerace inspections, he was beginning the NASCAR Cup Series Season Finale 500 at the back of the pack—not where you want to be when you’re one of the four drivers competing for the Cup Series championship. But the 24-year-old son of a racing legend – NASCAR Hall of Fame driver Bill Elliott – would not be deterred from his quest to join his father among the ranks of NASCAR’s Cup Series champions. Elliott wasted no time working through the pack, taking only two or three dozen laps to make it up to the front of the pack. By Lap 79, he took his first lead. From then on, he stayed in the mix until he passed Joey Logano with 43 laps to go and held the lead for good. While none of his fellow championship contenders could not overtake Elliott at the end, Elliott was overtaken by emotion after the checkered flag. “I’m at a loss for words. This is unbelievable. Oh, my gosh. We did it. I mean, we did it,” he said. “I’m not sure I could have sat down and drawn it up any better, you know? So for me, it’s unbelievable. It’s something that I’m not sure – well, I know I haven’t let it sink in yet. I’m

– great friend, great family,” Johnson said. “To watch him grow up and to be around him and to give him some advice from time to time has really been meaningful for me. Today I think more about him winning a championship – more than anything – is pretty awesome.” Before too long, Elliott was likewise embraced by his father

as well as his mother, Cindy. The race was full of history. In addition to it being Johnson’s final race, the Elliotts became the third father-son duo to win NASCAR Cup Series championships. The first pair was Lee and Richard Petty, the second Ned and Dale Jarrett. Lee Petty won three championships, in 1954, 1958 and 1959. Richard Petty won seven, in 1964, 1967, 1971, 1972, 1974, 1975 and 1979. Ned Jarrett won two championships, in 1961 and 1965, while and Dale won one in 1999. Bill Elliott’s championship came in 1988. All four championship contenders finished in the top four. Brad Keselowski finished second, Joey Logano third and Denny Hamlin fourth. After Johnson, Ryan Blaney, Kevin Harvick, Matt DiBenedetto, William Byron and Martin Truex Jr. rounded out the top 10. The win Sunday was the fifth win for Elliott in 2020. He had 15 top-five finishes and 22 top 10 finishes. Of those, three wins, five top fives and seven top 10s came in the playoffs. One of those playoff wins – on Nov. 1 at the Xfinity 500 at Martinsville Speedway – was critical. VHSL sets guidelines for resumption of play By Tim Pearrell Richmond Times-Dispatch A day after Gov. Ralph Northam eased some restrictions on recreational sports, allowing high school athletics to resume in December, the Virginia High School League on Oct. 30 released its returnto-play guidelines. The amendments made by Northam were to his executive order on temporary restrictions due to the coronavirus pandemic. Under the amendments: • Indoor and outdoor recreational sports are permitted as long as the total number of attendees doesn’t exceed the lesser of 250 people or 50% of the venue’s occupancy load. • Races or marathons can have up to 1,000 participants, provided that staggered starts separate runners into groups of 250 or less. • Screenings of coaches, officials, staff and players for COVID-19 are required before admission to a venue. Earlier guidance said participants in any sport should maintain 10 feet of physical distance where practicable. That is not in the amended order, although the state’s Phase Three guidelines recommend that at least 6 feet of distance should be maintained for most settings. Among the guidelines, there “should be no hugging, highfives, handshakes or fist bumps,” and pregame and postgame handshakes are eliminated. Some sports will have modifications. Basketball will not have jump balls, with the visiting team getting the first possession of the game. In boys lacrosse, there won’t be face-offs — a coin toss will determine possession to begin the game — and body con-

tact/checks are illegal. In girls lacrosse, there won’t be draws; the visiting team gets first possession, with alternating possessions thereafter. Wrestling is considered a higher-risk sport by the National Federation of State High School Associations. The VHSL guidelines do not limit contact but recommend, among other things, that in practice wrestlers should be paired in pods of four and should be exposed to only one teammate in the pod; the pod should remain the same for a minimum of two weeks; and schools should take mandatory breaks every 10 minutes

to allow wrestlers to sanitize their hands. The complete list of guidelines are on the VHSL’s website, www.vhsl.org. The state has been under Phase Three guidelines since July 1. The VHSL said during the summer that some of those restrictions would need to be loosened before higher-risk sports, such as football, could be played by the state’s public schools. Earlier this week, VHSL executive director Billy Haun gave an inkling the change was coming when he told the Richmond Times-Dispatch that

the league was on track to begin practicing and playing games after submitting guidelines to the governor’s office and the state Department of Health. Winter sports are scheduled to start practice Dec. 7-14 and start playing games Dec. 21-Jan. 6, according to the revised format approved in September by the VHSL’s executive committee. Fall sports, which were pushed back because of the pandemic, are scheduled to start practice in February and run through May 1. Spring sports are scheduled to start practice in mid-April and run

through late June. “This amendment by the Governor clears the way for all of our sports to play,” Haun said in a news release. “We appreciate the time, effort, and input staff received while preparing this document. Adherence to these guidelines will offer a safe reopening for our students, coaches, staff, officials, and communities once we start playing in December. Additionally, we appreciate the close collaboration and guidance from the Governor’s office, the Virginia Department of Health (VDH), and the Virginia Department of Education (VDOE).”

Haun said earlier this week that decisions on whether or not to play will be up to local school divisions. The state’s 132 divisions are operating in various ways — fully remote, in person, partially in person, hybrid, or partially hybrid — according to the state Department of Education. “We intend to play high school sports,” Henrico County schools spokesperson Andy Jenks said in an email. “Over the course of the next month, we will make sure that we have met all VHSL guidelines to practice and play.” Chesterfield County schools spokesperson Tim Bullis said in an email that the county school system’s plan “is to review these new VHSL guidelines and the VDOE/VDH information with our local risk management team to see what can be adapted at each school site with our existing programs. In the meantime, our high schools have had active voluntary conditioning sessions that started in September, and we will follow the existing VHSL protocols for out-of-season conditioning until the projected VHSL opening dates in December changes the format.” Spokespersons for Hanover County schools and Richmond schools said their school systems were evaluating the VHSL’s guidance but had not made a decision. “Keeping our student-athletes safe is critical during this pandemic,” Northam said in the VHSL’s news release. “I know I join many parents in looking forward to the safe return of school sports. VHSL has been a tremendous partner throughout the COVID crisis, and I appreciate the thoughtfulness and diligence they have put in development of these guidelines see VHSL, pg. 26

The document says the guidelines are “meant to decrease potential exposure to respiratory droplets by encouraging social distancing, limiting participation in administrative tasks to essential personnel and allowing for appropriate protective equipment. Recommendations include cleaning and disinfecting; mask protocols; transportation; and how to run activities safely for individual sports and activities.” If someone tests positive for COVID-19, the guidelines say “schools must follow their safety plan as well as adhere to Virginia and local Department of Health guidelines in determining a comprehensive plan of action.” Henrico High School boys basketball coach Vance Harmon said it was “exciting news that we are starting the return-to-play process.” “The VHSL is taking every imaginary precaution to ensure the safety of all participants,” he said. “I’m grateful that the student-athletes are getting a small taste of normalcy.” Cosby High School football coach Pete Mutascio called it “a great step forward” and said coaches and athletic directors “will now have to see how these guidelines can be met.” Highland Springs High

VHSL guidelines Here are some of the Virginia High School League’s guidelines on masks and social distancing for sports: Masks for participants: • Should not be required to wear face coverings while actively engaged in workouts or competitions. However, athletes, coaches and officials should wear masks to the greatest extent possible. • Should wear face coverings that are not distracting. • Must wear face coverings when on the sideline, in the dugout, not actively involved in the competitions, etc., and especially when 3 to 6 feet of social distancing cannot be maintained. • Must wear face coverings when traveling to and from events using school transportation. • In cheer, participants are strongly encouraged to wear face coverings. Masks for administrative staff and officials: • Should not be required to wear face coverings while actively engaged in the competition. However, athletes, coaches, and officials should wear masks to the greatest extent possible. (For example: game officials, ticket-takers, timers and scorers.) • Must wear face coverings when on the field, in the dugout, etc., and especially when 6 feet of social distancing cannot be maintained. • Must wear facial coverings when at or interacting with the table, i.e., clock operators, scorers and announcers. • Must wear face coverings when working as or interacting with field personnel, i.e., chain crew, ball boys and game supervision. Masks for fans, working event staff, noncompeting participants and coaches: • Must wear face coverings at all times. Social distancing • Social distancing of 6 feet should be maintained, when possible. There should be no hugging, high-fives, handshakes or fist bumps. • Pregame and postgame handshakes will be eliminated. • Pregame meetings, if necessary and/or required, should be limited to essential personnel, with every attempt to maintain the social distancing guidelines observed. • Postgame award ceremonies should be eliminated. • Whenever possible social distancing must be maintained on all sidelines. • Outdoor activities could require extending bench areas. • Indoor activities could require the use of bleachers or multiple levels of seating. • All fans stay at least 6 feet from people they do not live with. • Capacity limits will be enforced.
