ear spring like temperatures over the weekend left Hanover residents unprepared for what followed less than 24 hours later. A veracious storm dumped up to 12 inches of heavy wet snow across the county. Coupled with gusting winds, the combination resulted in challenging conditions throughout the county. The heaviest snow fell in the Beaverdam area and that area also suffered a large number of power outages. But downed trees and wind damaged transmission lines affected power supplies countywide. By Wednesday, some customers had their power restored, but many others were still left in the cold and dark with temperatures falling well below freezing. To offer a respite from the cold, Hanover County opened a warming

Early planning could prevent weather related nightmares on the road Contributed Report news@mechocal.com When the National Weather Service called for another significant round of winter weather making its way across Virginia last Thursday night, the Virginia State Police encouraged Virginians to be weather aware...to plan ahead...and to avoid traveling during inclement conditions. During the significant winter weather event last week, from 12:01 a.m. Monday (Jan. 3) through midnight Tuesday (Jan.4), VSP troopers responded to 1,220 traffic crashes and 1,414 disabled/stuck vehicles statewide. There were no weather-related traffic deaths reported during that time period...to include the Interstate 95 incident near Fredericksburg. "Back-to-back storms are nothing new for the state police or Virginia," said Major R.C. Maxey Jr., Virginia State Police Bureau of Field Operations Deputy Director, during a press conference held Thursday morning. "State Police is prepared for this latest round of winter weather. We will have all available troopers on patrol in order to respond as quickly as possible to traffic crashes, emergencies, and disabled motorists. We will extend shifts, call out additional troopers, and redirect resources when and where
needed, just as we did earlier this week." If you must travel during the storm, take these safety tips into consideration: Know Before You Go! Before heading out, check Virginia road conditions at www.511virginia.org or download the VDOT 511 app. Do not call 911 or #77 for road conditions. Please leave these emergency lines open for emergencies only. Clear ALL snow and ice from the roof, trunk, hood and windows of your vehicle - car, SUV, minivan, pickup truck or commercial vehicle - before you travel. Use your headlights - in rain and snow. Virginia law requires headlights on when your wipers are active. Drive for conditions - slow your speed and increase your traveling distance between the vehicle ahead of you. Always buckle up. Avoid distractions - put down the phone. Additional tips for winter weather driving and preparedness are available through the National Highway Traffic Safety Administration (NHTSA) website at https:// www.nhtsa.gov/winter-driving-tips?fbclid =IwAR0VqG5qdHCnk0lnEguchU48Nxe8 Vm-u6jeF9sccEMS_W0UkKq0TSbvGEXU and the Ready.gov website at https://www. ready.gov/winter-weather.

Sweet Baby James, King still provide magical moments By Jim Ridolphi Contributing Columnist
I
t’s almost magical how music can transport even the dullest of souls and provide a mystical transformation to the most cynical. But, there’s no denying that songs often evoke memories of the past reminding us of people and places that have long since disappeared from our lives. I was recently treated to one of those magical tours courtesy of James Taylor and Carole King as they saved the best holiday treat for last in a nationally televised concert last week. Either could be considered as one of the most prolific songwriters/artists of their era, each compiling a catalog of songs that tells the story of a generation. Combined, they represent a duo responsible for providing the soundtrack for generations of us who grew up with their music. They provided the anthems that rang through the dormitory halls as we took our first steps toward independence. The lyrics in their songs seemed specifically designed for you and often provided the badly needed affirmation that you were somehow not alone. They understood feelings that seemed inexpressible. We celebrated, cried, failed and excelled to those songs, and as the aged performers worked their way through an inspiring set of tunes, each one had special meaning or a relationship with a place or person almost forgotten. And the feelings that went with those songs l long ago were also lost in a world filled with things that seemed ultimately important but have long since lost their sparkling purity. As I watched Taylor perform “Fire and Rain,” my mind wandered back to a cool September evening in 1971 in Greensboro. The talented songwriter was at the beginning of a blockbuster career and was making his last stop on what was appropriately

Wait, you don’t celebrate the Notidays? Just me then? Ok. In case you’re wondering, the Notidays are that magical time of year when the last thank you note has been written, the lights have come down, and the tree has been gently—but firmly— shoved into the mulcher. There are no presents to wrap, lists to check off, recipes to pour over or parties to attend. It’s that glorious season between New Year’s Day and Valentine’s Day when we all just kind of go about our business and find joy—hopefully—in the mundane and everyday routine of life. The tidings have been brought, the hustle is over, the bustle is done. Mariah Carey is quiet and Bing Crosby, too. Wonderful memories have been made, cleaned up after, and packed away. That’s right, the Holidays are officially over. It’s time—dare I say it?—to return to normal. You might be tempted to think that celebrating Notidays would qualify you as something of a curmudgeon. But I disagree. Instead, I see taking part in this observance as more or a celebration of all the things that love about the traditional holiday season—family, good food, our many blessings—just without all the extra. No pressure, no need for tinsel or cards or weird sweaters, just our regular old messy, full, lives. So how, you ask, does one celebrate the Notidays? There are a couple of ways that come to mind. First, if you really want to truly make the Notidays magical, reach out to people! Call those relatives you only talk to at Christmas time and check in. Let them know you’re still thinking of them, even though it isn’t technically December anymore. Celebrate the boring stuff. You got your oil changed before the engine seized! That calls for celebration, right? Maybe you don’t need to pull out the fine china every single night, but the Notidays are about remembering that it’s OK to rejoice in the small things, too. Finally, in true Notiday fashion, just be thankful. Be thankful spring is coming. Be thankful you live in this WE WANT TO PUBLISH YOUR ISSUE-DRIVEN LETTERS great country. called the Carolina In My Mind tour. He captured an audience that night and some never forgot his sincere, but piercing lyrics that captured an innocence that many of us attempted to dismiss during that period. His voice strong and vibrant, Taylor closed the show with Carolina In my Mind and the audience erupted as everyone’s native son wiped a tear from his cheek. Carole King’s monumental album Tapestry surely tells a story for everyone lucky enough to remember, exploring places most of us tucked away and others hid from. Her emotional lyrics boldly stated what many of us could not. Whether it was the admiration of a distant and lost lover or the real trauma of life’s challenges, King captured the moment in a way that peered into the deepest creases of our soul and reminded all that love is universal and compassion is learned. So, the concert was special and those who watched it were treated to a recollective walk back in time through generations, all provided by a few well placed notes and the minds of two musical geniuses. Sadly, those songs that have become cliche to the generations that followed but still deliver a powerful message for those who listen closely. As the two collaborated for a performance of “You’ve Got a Friend,” those simple lyrics seemed more meaningful coming from the mouth of the creator and the guy who made it a hit. King allowed Taylor to release the song before her first album was released, and it shot to number one. I’ll admit it’s difficult to recapture lost youth, but King and Taylor have certainly bottled something that is close to magical for those whose lives they touched, or the ones who still remember the most remote line from the most insignificant song and hold it close to their heart. You can close your eyes.

HCSO responded quickly to storm issues
County partnerships, Fire/EMS, employees met the challenge By Jim Ridolphi For The Mechanicsville Local
H
anover Sheriff Col. David Hines said his department had a plan in place for Monday’s snowstorm, but no one could have anticipated the intensity of the storm that dumped up to 12 inches of snow in some portions of the county. “The sheriff ’s office began preparing for this event on Friday, Dec. 31,” Hines said. “We put together an Incident Action Plan, which involved deploying chainsaws and barricades to some of our personnel in the event they were needed.” Within an hour of the beginning of falling snow, it was obvious that plan was going to be needed. “On Monday, the snow came down fast and covered roadways throughout the county within the first hour. Immediately, members of the sheriff ’s office began responding to numerous vehicles in ditches, car crashes, and trees and power lines down in the roadway alongside Hanover Fire-EMS,” Hines
said last week. Hines said deputies began helping wherever it was needed. “Our personnel with chainsaws began clearing trees out of roadways that we were able to handle. Based on historical experience with numerous weather events, the sheriff ’s office began deploying chainsaws to some of our personnel to support our citizens instead of relying on traditional COL. DAVID HINES resources,” he said. Calls for assistance escalated as the snow event continued. “We experienced an extremely high call volume throughout most of Monday and deployed teams consisting of Hanover Fire-EMS, Rappahannock Electric and Dominion Energy to clear and/or close roadways,” Hines said. As the week ended, many residents remained without power in the western portions of the county. “Numerous residents throughout western Hanover County continue to be without power, and some roadways are still rather dangerous with trees hanging on power lines and over the roads,”
Hines said. The sheriff said his department remains vigilant to an ongoing situation.“Our deputies continue to monitor these roadways and have not stopped responding to the needs of our citizens, including our Adopted Seniors.” In addition to the county’s warming center in Montpelier and other efforts to help, Hines said other organizations stepped up to offer assistance to those affected by the storm. “Through our worship watch program, we were able to connect with several churches that opened their facilities for individuals and families without power. Some locations have even provided overnight shelter,” he said. The sheriff said none of the efforts displayed by his department during the storm and its aftermath would be possible without long established relationships. “We would like to thank our citizens who worked with us clearing roadways, the Hanover County Government, Hanover Fire-EMS, Rappahannock Electric Cooperative and Dominion Energy for all of their assistance and hard work throughout this event. None of this would have been possible without pre-established public and private partnerships,” Hines said. “As the sheriff and a resident of Hanover County, I’m extremely proud and grateful for the partnerships we continue to experience throughout this county.”

Don Brockman of Montpelier took advantage of a warming and charging station set up at the Montpelier Recreation Center last week to catch up on some work and recharge his devices. His power had been out since Monday and he wasn’t sure when it would return. He said he would continue to use the warming center as it stayed open all week.

helping at the center. “County officials asked department heads if there were any individuals available to support this community event and we raised our hands and here we are,” Baxter said. By midday, about a dozen citizens had visited the site. “It’s been a steady flow. We’ve had individuals who popped in just for a charge of the phone and we’ve had some individuals work remotely to be able to sustain their jobs and then we’ve had a family come in to use the warm restroom…. so it’s been a variety of things,” Baxter said. Betsy Connell and Aaron Hairfield are normally Community Services employees at the Raft House, but they volunteered to cover a shift at the warming center. “I think this can be so helpful and allows people to connect with others and get their work done,” Connell said. “When it’s cold in your house and you can’t cook, this really helps.” Hairfield is usually a driver at Raft House, but due to its closure was also glad to be able to help out at the center. “This was an opportunity for me to get out and help,” he said. “I live in Mechanicsville so I didn’t have any power loss or anything, but it’s important to help where you
can. I know I’d be happy to have this service if I didn’t have power.” Don Brockman said the station made a difference in his life as he worked to catch up on some work in the warm workspace. “I hadn’t been able to work for most of Monday and all of yesterday so this will allow me to keep up with things at work and save my job, basically,” Brockman said. “I live about 6 miles down the road, so this really came in handy.” Brockman said he’d been checking with Rappahannock Electric Cooperative (REC) to ascertain when power might be restored but was told no crew had been assigned to his area. He said he will continue to use the charging center as long as it remains open and his power remains out. Stephanie Rohrbach, a Montpelier resident, was also taking advantage of the warming center and said she was informed of the center’s opening by a phone call from the county. She’d been out of power since Monday morning. “I’m not sure when it will come back on, but I know they are working as hard as they can,” she said. “I’m in the middle of a lot of project work so it’s been a help.” She said she’d spent the last few days searching for power and utilizing the library and friends’ homes to gain access

Some secondary roads in the western portion received as much as 12 inches of snow, and ice remained on some roads In an effort to assist residents, Hanover officials opened an emergency potable water site at Poor Farm Park to provide
unlimited amounts of water to residents. The county said the site will remain open until power is restored to those parts of the county still affected. Alieia Bedner and Olivia Hutchinson didn’t know exactly how long that would be as they pulled in at Poor Farm to fill up on water for her household. “We lost our power as soon as the snow hit on Monday, so this is our fourth day,” she said. “We have eight people at our house so it’s been tough getting by.” The group filled up several

She was a strong, capable and independent woman, but recently, her greatest desire was to join her husband, whom she loved so much, in heaven. God heard her prayers and she got the greatest Christmas gift ever. She was dearly loved and will be greatly missed. A memorial service will be held January 29, 2022, at 11 a.m., with a reception to follow at New Bethesda Baptist Church, 9019 New Bethesda Rd., Mechanicsville, Va. 23116.

working with his hands and building things that were useful and pleasing to others. When not getting his hands dirty with work, riding his Harley, or spending time at the beach, Don was the life of the party, filling the room with his booming laugh and glowing smile. Always an advocate for the underdog and small children, he gladly stepped up to help others whenever his assistance was needed. His passing leaves a hole in the hearts of all who loved him. Don was preceded in death by his father, James Ernest Weatherford, Sr.; stepmother, Laura S. Weatherford; brother, James Weatherford, Jr.; and nephew, James Weatherford, III. He is survived by his children: Brandi Weatherford, Donald Weatherford, Jr., and others; his beloved granddaughter: Maria Weatherford; siblings: Kenneth Weatherford, Brian Weatherford (Nancy), Roy White, and Carolyn White Greene (Floyd); and numerous nieces and nephews: Tyler Weatherford, Jacob Weatherford (Kasey Bradner), Cody Weatherford (Candice), Morgan Weatherford, Gunnar Weatherford, Stephanie Greene Hussey (Thomas), Liora Hussey, and Garrett Hussey. A casual-yet-loving celebration of Don's life will take place 2:00 to 4:00 p.m., with comments of reflection offered at 3:30 p.m., Saturday, January 15, 2022 at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Road. Frosty Hanover fun
Contributed photos
Families across the county took advantage of the season’s first snowfall to enjoy some winter fun. The heavy wet white stuff was perfect for building a snowman and made downhill sled runs fast and exciting. Hanover schools remained closed for the entire week as many parts of the county were still affected by the storm.

Downtown internet network approved by Town Council
Weather patterns produce spectacular results
By Jim Ridolphi For The Mechanicsville Local
A
shland Town Council last week approved a project that will provide free internet service for customers visiting the downtown Ashland area. The council prioritized that plan last year when it earmarked $350,000 of American Rescue Plan Act (ARPA) funds for the project, which is designed to enhance the visitor experience in downtown Ashland. Currently, many businesses offer customer internet access when visiting their establishment, but some businesses have noted the customer use can interfere with their normal business programs that access the same network. “There are local businesses who have taken on themselves to provide free internet service for their visitors whether it’s a restaurant, shop or whatever else ,” deputy town manager Matt Reynal told council members last week. “Due to the internet availability…. it’s really inhibiting them from operating their own services (point of sales, inventory, etc.) and whatever other computers are on there,” he explained. He noted the project had been in the town’s master plan since 2015, and the ARPA funds availed an opportunity for the town to act on the project. Reynal indicated the project will not only attract visitors to Ashland who are unaware of its “small town charm,” but will also enhance experiences for those visitors by encouraging them to spend more time in the downtown area, thereby invigorating activity in the business community. “We do want to provide the best visitor experience possible, whether it’s a visitor who lives outside of town or in town or someone coming from cross country or across the Atlantic. We want to provide them with exceptional service while they are in town,” Reynal said. With that stated goal of improving the visitors experience, the project qualifies for ARPA funding. Council members placed the project on its A list for completion last fall. “It’s really just to allow visitors to come in and enjoy interrupted internet service beyond what is capable with regular cellular data on most phones,” Reynal said.

Council approved a plan that will provide free downtown internet service for visitors to Ashland. The program is funded with American Rescue Plan Act funds and should enhance the visitor experience in downtown Ashland and provide seamless and uninterrupted internet service throughout the downtown area. The project should be completed in about six months.
The new service will allow visitors to sit down and work on laptops or other devices without cell phone assistance. Ashland utilized the services of the Virginia Innovative Partnership Corporation, a quasi state agency that assists entrepreneurs in launching innovative projects and focuses on high tech companies. “They’ve helped us make connections to eventually bring electric chargers in to town, the rain sensors we have in a few creeks, and a bunch of other ideas that we are working on at the staff level with them,” Reynal said. panies interested in providing services for the project, Air Wireless and Connected Seamless Group (CSG). Reynal said both companies are Virginia based and utilize cutting edge technology. The scope of the project was to provide seamless internet coverage along the primary retail and restaurant corridor in the downtown area from the intersection of Louisiana and England streets in the east to Thompson and Duncan streets in the west. Coverage was also requested for the visitor center and the library. Both companies submitted proposals for the project. “Although they had similarities, they are using slightly different types of equipment, and there is a significant difference in cost,” Reynal said. CSG submitted a bid of $328,124, and Air Wireless submitted a $718,335 bid for the project. “One of the reasons we were excited about CSG is they were able to submit a proposal to design a network with the coverage area we desired by only mounting equipment to town facilities,” Reynal said. CSG ran coverage tests using temporary equipment that yielded good results, according to Reynal. A 5.8 GHz signal was obtained through much of the coverage area allowing more stable and reliable coverage.

Installation sites for the necessary equipment would be located at the Ashland Police Department, the Ashland Theatre, the Visitor Center and Town Hall. The actual internet service is provided by Verizon Wireless through an ongoing relationship with CWG. “There is no underground construction with this. The only construction will be mounting these (antennas) to the facility,” Reynal noted. He said the town will retain the right to limit data because downloading large files for days could disrupt the system, and noted the service is designed to assist customers and not replace business internet service for businesses in the area. The service would also provide the town with an opportunity to establish a landing page where information can be gathered that could assist marketing and tourism. Construction is expected to take about six months. Council member Kathy Abbott questioned the usage capacity of the system when special events like the Strawberry Faire or Train Day occur. “Are there cost implications and can the network handle that,” she asked. Reynal said those data limits and time controls may have to be utilized in special situations like the ones identified. “That ’s OK as long as we know there are going to be implications and we are ready to roll with it,” Abbott said.

Council approved the proposed plan unanimously. “I think this falls in to the category of would we even consider this as a project considering how small our budget is if it weren’t for ARPA funds,” Abbott said. “I think this is a great opportunity to take advantage of those funds and fire something up and see if it works well for us,” she added. In other matters, members lauded town employees for their diligent work during the snowstorm that dropped 7 inches of snow in Ashland. Vice Mayor John Hodges said he retired Monday evening with Center Street covered with snow, but woke up to a clear roadway. Director of public works Mike Jennings said his department worked around the clock to combat the situation and logged 291 hours fighting the storm. More than 67 tons of salt and 100 tons of sand were spread on Ashland roads. In other matters, the council held its annual organizational meeting that resulted in no change in leadership for the five member panel. Steve Trivett was re-elected mayor and John Hodges retained his vice mayoral seat. The council observed a moment of silence in memory of Hanover Supervisor Aubrey “Bucky” Stanley and noted his long years of service to the county.

Tax relief for the elderly and disabled applications open around it. The home’s owners can have a combined gross annual income of up to $52,500 and still qualify. The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which is exempted. If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified parcel. The discount percentage is based on a sliding scale of the total income. About 1,250 households currently participate in Hanover County’s tax relief for the elderly and disabled program. The average tax savings is about $1,200 for those households; about 35% of the participating households pay no county real estate tax at all as a result of the program.
Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less, and combined household gross income of $52,500 or less. The application period for the upcoming year began Jan. 3, 2022. The deadline is March 1, 2022, for the relief to be applied to the tax bills due (first half) on June 5, 2022. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31, 2021. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and up to 10 acres MONDAY EVENING 4 PM 4:30 5 PM

Atlee’s Foreman running to Southern Cal By Rob Witham for The Local MECHANICSVILLE — When you entered Chickahominy Middle School on the evening of Dec. 15, 2021, you were greeted with a table filled with masks. In this COVID-19 age, this was not unusual. However, the masks themselves were much different. Attendees could choose from three sets, each proudly showing the logo of a finalist for the collegiate choice of, perhaps, the greatest track and field student-athlete in Atlee High School history: Jada Foreman. Family, friends and teammates chose the mask representing which school they believed Foreman would select: The University of Virginia, The University of North Carolina or The University of Southern California. After a host of current and former coaches lavished praise on Foreman, who watched humbly on stage with her family, she stood, unzipped her jacket, and unveiled a sea of red. The Trojans of USC were the winners in a sweepstakes whose prize is a multi-talented, multifaceted athlete whose natural abilities have been cultivated into a special package, whether running, jumping or both. It didn’t start that way, as a story was told of a very young Foreman choosing to hide under bleachers or in the bathroom rather than fulfill her practice commitments. “I did do that, probably
nity was there. But that road wasn’t easy. While Foreman makes her performances seem effortless, from the hurdles to the high jump, it’s the mental game, unseen by spectators, that presents the greater obstacles. “With track being such a mental sport, and me having mental blocks, sometimes just little things, it can be hard,” Foreman admitted. “That comes with the sport, and I just push through it. My coaches help me through.” Now, with her decision to attend Southern California, winners of the last three Pac12 Conference championships dating back to 2018, comes the realization that her network of supporters and coaches will be some 3,000 miles away. Did that fact make her decision any more difficult? “After I finished all my visits, we sat down, and we all knew that (USC) was the place for me, so I cried, my mom cried,” Foreman explained. “We knew it was the best place to grow, not just as an athlete, but as a student, too.” The Foreman family will likely begin racking up frequent flyer miles later in 2022, and, who knows? It’s going to be an exciting decade in Los Angeles, as the Games of the XXXIV Olympiad are scheduled to begin in July 2028. “I’m going to take it one step Joel Klein/File photo at a time, and see where I am Atlee’s Jada Foreman shows the fiery determination that has led to a scholarship offer from the University of Southern California. around that time,” Foreman said cried at every single practice,” The road to a scholarship first Virginia High School her blood, and something she when asked about the prospect Foreman recalled. “But it got became a reality early in high League (VHSL) state champi- hoped to continue in her postme here, so I guess it’s okay.” school after she captured her onship. For anyone interested in becoming a volunteer tax return preparer, training for the current filing season is complete, but the program is always looking for new volunteers. If interested in volunteering for the 2022 filing season a year from now, you may apply online at TaxAide@AARP.org. containers with clean water and headed back to Montpelier. One member of the group said REC had updated residents that power could be restored by the weekend. Bedner said that was good news as the simplest of tasks are challenging without power. “We needed to get this water so we could flush our toilets.” The storm closed schools for the entire week, as a new front moved in late in the week, but the first dumping provided enough problems for local officials. While eastern portions of the county cleared quickly, conditions in the western edges forced additional
closures. An announcement on Thursday from HCPS stated: “Our team has continued to carefully evaluate road and weather conditions throughout the day with the goal of reopening the school division tomorrow. While crews have made slight progress today, several roads in the western portion of Hanover County, which received upwards of 12 inches of snow in some areas earlier this week, remain hazardous and unsafe for travel due to downed and hanging trees, limbs, and power lines. In addition, nearly 3,000 homes in these areas are still without power, impacting their ability to access running water and heat, cook food, or access the internet.”
