HOW PUBLIC WORKS, WORKS FOR YOU

T

he Public Works Department and the services it provides are paramount to the safety and of the residents of Mount Prospect in their everyday lives. The dedicated crew members of Public Works have wide-ranging responsibilities, each playing a critical role. The six divisions of Water & Sewer, Streets & Buildings Maintenance, Vehicle Maintenance, Administration, Engineering, and Forestry & Grounds work seamlessly as one. Our day-to-day jobs are ones you may not be aware of, but they are crucial to the infrastructure – sewers, buildings, streets, vehicles, utilities , . and trees – throughout the community you call

Infrastructure is the oldest component of modern civilization and its preservation is fundamental in every community. The Public Works Department works earnestly to maintain, repair and replace elements of the as needed. The Water & Sewer Division manages the water infrastructure with several planned work initiatives. Our skilled crews maintain both sanitary sewer and water main pipes. Without the Public Works Department, residents would not have and safe water to drink.

Equally important are our streets and sidewalks! The Streets & Buildings Maintenance Division manages the condition of the roads by monitoring and repairing them. Every community needs sidewalks to stroll on, and we make sure that happens. For the collection of clean storm water, crews also repair and clean the catch basins and inlets around town. Our public buildings like Village Hall and the Community Connections Center are also maintained and cared for by our crews. Importantly, during snow and ice events, Public Works staff is essential in clearing the roads and side streets to ensure and visitors can travel safely throughout town.

One thing you may not realize is that the Public Works Department is responsible for the maintenance of all Village vehicles, including the Police and Fire Departments’ fleets. Each and every emergency vehicle is cared for and maintained by the mechanics here in our garage. Given that these vehicles need to respond to emergency situations a day, a year, our mechanics in the Vehicle Maintenance Division are just as relevant to those emergency calls by ensuring vehicles are well equipped and functioning properly.

We are most commonly known for our refuse efforts which is another vital component of Public Works. The extensive refuse is led by the Administration Division. The department’s solid waste contract is with Republic Services and staff has had a long-standing working relationship with them for over a decade.

Public Works is proudly leading the movement in the state of Illinois by serving as a model for other communities, a trailblazer in implementing new and innovative programs. Being environmentally conscious is very important to the Village Board and staff. The Public Works Department endeavors to educate and inform residents about new regulations and rising trends in solid waste collection and to offer programs that will divert unnecessary waste from landfills. We strive to raise awareness about the adverse effect solid waste can have on the ecosystem. Public Works is unique in that we have an Engineering Division that works with each of the other divisions on most of their projects. Last but not least, the Forestry & Grounds Division cares for all trees, flowers, and bushes in all of the right-a-ways and public grounds sites. DIRECTOR’S MESSAGE

ore than two millennia ago, the famous Greek philosopher Aristotle observed that “We are what we repeatedly do. Excellence, then, is not an act, but a habit.” The trials of time have certainly lent credence to this ageless advice. In 2018, the Public Works Department was recognized with two (2) prestigious awards that highlight fundamental good habits; everyday excellence, if you will. The department received the 2018 Illinois Sustainability Award from the University of Illinois and the 2018 Excellence in Snow and Ice Control Award from the American Public Works Association (APWA). The Illinois Sustainability Award recognizes organizations for exemplary sustainability efforts. Our award highlighted solid waste, recycling, yard waste, organics, leaf collection, waterway maintenance, household hazardous waste collection, textiles recycling, and street maintenance programs. Although these services are routine in Mount Prospect, comparable scope and continuity is a rare find on the statewide scale. The department was also awarded the 2018 Excellence in Snow and Ice Control Award. This award is international recognition for the exceptional efforts made by our Public Works crews each winter. It lauds the department’s habitual, but results-oriented, cost-effective, environmentallyconscious, snow and ice operations. To me, these awards are apposite because they recognize programs, work plans, and goals that are “baked in” to the way we do business. They are not unusual efforts, rare occasions, or herculean feats. They are examples of things that we repeatedly do. With excellence. The credit for the success of these and myriad programs that you will learn about in this annual report goes to the incredibly dedicated, skilled, and resourceful employees of the Mount Prospect Public Works Department. I am grateful to know them and be counted among their company. Finally, I would like to thank the Village Board, residents, and businesses for their continued support. What is the Strategic Plan?

T

he Public Works Department’s Strategic Plan was developed to establish realistic expectations and also act as a for our operations. The overall goals and objectives of the plan drive the programs and new work initiates each division spearheads each year. It allows us to be more effective, efficient, and creative in our daily operations. In effect, the plan has proven to be a successful tool that outlines the implementation and highlights the milestones established to track and monitor progress for major projects, programs, and key initiatives for each division of Public Works. Working with the plan we are able to monitor and track our performance on a quarterly basis. As a result, schedules are reviewed and necessary revisions of the plans are implemented to ensure that thinking remains a continuous effort. The plan is shared with all employees and also made public on a yearly basis.

The 2018 Strategic Plan proved to be a useful tool for tracking the progress of each division. Major projects, programs, and key initiatives were closely monitored throughout the year and discussed among staff. Quarterly reviews of the Strategic Plan were executed to ensure successful management of the project schedules. There were a total of that spanned the entire year across all divisions. Of those projects, came to completion. Overall 88% of the projects saw final resolution in the 2018 fiscal year. Projects not completed in 2018 were either postponed or rescheduled to 2019 (with Village Board approval as needed). The chart on the following page illustrates project completion by division.

Moving into our third year of the Strategic Plan, we anticipate similar results. The 2019 Strategic Plan will guide employee actions, determine resource allocation, and encourage meaningful across the organization. New initiatives will also be implemented in conjunction with annual projects.

The Capital Investment Program (CIP) funds projects related to Village assets like water mains, streets, and trees while the Operating Budget covers most of our day-to-day expenses such as tools and equipment. Because the department manages several types of maintenance operations on a recurring basis, financial transparency is a top priority for the Public Works Department. Each division and some sub-divisions are allotted a fixed budget amount each year. The charts below differentiate between the CIP and the Operating Budget. e work diligently throughout the year to provide exceptional customer service to residents while also providing for the safety and well-being of the community. A gratifying benefit of our work is sharing our highlights with the public. The department pursues and applies for a variety of awards annually with the hope that our efforts will be recognized. Community Rating System (CRS) Class 6 Designation The Village of Mount Prospect voluntarily joins the National Flood Insurance Program (NFIP) to take part in the Community Rating System (CRS). The incentive of the CRS is to damages caused from floods on insurable property, strengthen and support the insurance aspects of the NFIP, and strengthen a broad approach to floodplain management.

The NFIP recognizes 18 activities, which measure eliminating exposure to floods. Credit points are assigned to each activity. The activities are organized under four main Public Information, Mapping and Regulation, Flood Damage Reduction, and Flood Preparedness. FEMA sets the CRS classification given to a municipality based upon the credit points.

Importantly, the Class 6 designation results in a flood insurance premium discount for property owners within the floodplain and a discount for properties outside the floodplain Mount Prospect.

For the year, Public Works accepted the Tree City USA Recognition Award during our Arbor

Day Celebration in April. National recognition for this award is presented to a community for their in proper tree management and care. The Tree City USA Award was issued to the Village of Mount Prospect from the Arbor Day Foundation in compliance with the Tree City USA standards. They are based on an assurance of proficient management of an urban forest. Mount Prospect cherishes its urban forest of approximately trees with proper planned work initiatives that allow for several thriving and diverse species. The Village strives to protect and diversify the urban forest for future generations to enjoy.

2018 Growth Award The Tree City Growth Award is awarded by the Arbor Day Foundation recognizing higher levels of tree care by participating Tree City USA municipalities. The Village of Mount Prospect continually improves upon our existing programs. For the time, Public Works was awarded the Growth Award for two efforts. First, for our arborists’ achievements in completing continuing education programs. Village staff regularly attend seminars earning continuing education credits to keep up to date on the all the latest urban forestry issues. Second, Village staff updated the Urban Forest Storm Mitigation Plan. After months of collaboration, the plan was significantly and finalized in 2018.

Excellence in Snow and Ice Award The American Public Works Association (APWA) nationally recognized the Public Works Department with the 2018 Excellence in Snow and Ice Control Award in May. This national award was established by the APWA in 2008. It promotes best practices in snow and ice removal, which includes minimizing impacts. One of the primary objectives of the Department of Public Works is to provide for the safe and orderly passage of pedestrian and vehicle traffic. Safe passage is accomplished by successfully facilitating the removal of snow and ice in a timely manner. The Public Works Department operates and center line maintains approximately miles of streets and miles of sidewalks. The Public Works department maintains a comprehensive Snow and Ice Control Plan that allows for the effective management of complex operations. The Snow and Ice Control Plan is a comprehensive document that denotes the procedures implemented in the department’s ongoing efforts to set industry for snow and ice events.

Snow Plow Roadeo The Chicago Metropolitan Chapter of the American Public Works Association sponsor and host a Conference and Equipment expo. In conjunction, Mount Prospect Public Works spearheads a snowplow and loader for the northwest municipalities every year. For the loader competition we test the operator’s knowledge of equipment safety and mechanical operation and grade their maneuvering of a front-end loader through an obstacle course. For the snowplow competition teams are tested on their of vehicle safety, mechanical knowledge of snow control equipment and their driving ability while navigating through an obstacle course. The competition requires a 2-member team to drive their agency’s snowplow-equipped truck through a course with parked cars. In addition to the driving tests for each truck, there is a

written exam for each comprised of 100 multiple choice questions based on the current Illinois CDL driving rules. Each portion of the Roadeo is scored and tallied. A winner is determined for both the loader and snowplow events. Kevin DeLuca and Sean Eisen from our Vehicle Maintenance crew finished and Danny Murphy, (Water & Sewer) and Keith Nichols (Vehicle Maintenance) placed out of 39 Chicago-area teams in the snowplow event. For the loader competition, Danny Murphy placed and Victor Peirce (Forestry & Grounds) placed out of 41 competitors.

Illinois Sustainability Award The University of Illinois Sustainability Technology Center has been presenting the Illinois Sustainability Award since 1987 to honor organizations for significant achievement in energy efficiency, waste reduction and environmental programming. Public Works was granted the award in October. Mount Prospect leads the region in innovative sustainability and effective environmental practices. We successfully of residents’ waste from diverted single-family homes, multi-family homes and commercial properties. Additionally, in 2018 we adopted an organics recycling program, allowing the addition of compostable organic material into residents’ yard waste. We are only the third municipality in the Chicago metro area to implement a weekly curbside textile-pick-up and recycling program. Equally important, Mount Prospect residents have to various recycling programs including batteries, light bulbs, pharmaceuticals, mercury thermometers, thermostats and wall switches, sharps, and holiday lights. Seasonally, curbside leaf collection services, on-site electronic recycling drop-off, Christmas tree collections and pumpkin recycling events take place. Finally, an on-site document shredding event is held on an annual basis. This award was possible through the commitment of the who believe in the environment as much as our dedicated and hard working staff.

SERVICE A REQUESTS

SERVICE LEVEL AGREEMENTS Service Level Agreement (SLA) is a contract between the Village of Mount Prospect and its residents. It defines the level of service and time frame that can be expected from municipal service delivery provided by the Department of Public Works. SLAs are established and specific timeframes provided to residents given available resources to perform the work when a job is requested. The department ensures performance standards are met each time an employee interacts with a resident. We are committed to evaluating these on a regular basis in order to maintain and enhance the community and the services we provide.

The primary focus is closely aligned with the Village’s Mission, Vision, and Value statements ensuring the advancement of the collective quality of life through and responsive customer service. They give informed and thoughtful service to daily callers and visitors by collecting recyclables, dealing with garbage issues, cross connection fees, and processing parking passes. In addition to fielding residents’ inquiries, they are also responsible for procurement of materials for our six divisions. Another daily task includes processing purchase orders and invoices from our contractors. he staff of our Engineering Division continually works with and utility companies to align the community’s quality of life with the long term goals of the Village Board. By planning and designing the management of the public infrastructure, the Engineering staff oversees the construction of streets, sidewalks, water main, sewers, bridges, traffic signals, street lights, and drainage ways. Additionally, they provide traffic engineering, floodplain, and stormwater management. Importantly, they maintain with all of the utility companies and supervise the utility construction that takes place all over town. They also review and inspect all private development to ensure conformance with Village code.

INTRODUCTION

The purpose of this Resident Information Bulletin (RIB) is to provide you an update on the street light project planned for your neighborhood. The project includes street lights along Forest Avenue, Fairview Avenue, Prospect Manor Avenue, and Eastwood Avenue, between Kensington Road and Highland Street. A future project would add street lights along the four streets east of the current project as funds become available.

CONSTRUCTION SCHEDULE

The Village had hoped to begin construction later this month. However, the design by the Village’s consultant required additional coordination with ComEd and Nicor Gas which resulted in some minor delays. The Village is currently soliciting bids from qualified contractors and will have a formal bid opening on August 20th. Should we receive favorable prices and a contractor is awarded a contract by the Village Board of Trustees, it is anticipated construction will begin the end of September or early October. The Village will make every effort to have the work completed by the end of the year.

PROJECT INFORMATION

A project web page has been created and can be found on the Village web site at www.mountprospect.org/randviewlights. It will periodically be updated throughout the project to provide the latest information. The web page also has the construction drawings for viewing. Prior to the start of construction, we will send you another Resident Information Bulletin (RIB) to give you pertinent information about what to expect during construction. HOUSEHOLD HAZARDOUS WASTE EVENT For the first time ever, the Village of Mount Prospect hosted the Household Hazardous Waste event at the Public Works Facility in June. This popular event brought over vehicles! The IEPA had previously hosted the event at our location twenty years ago. However, because of the increasing requests and lack of nearby locations for recycling hazardous waste, the Village allocated appropriate funding to host the event for residents. uring 2018, crews performed quarterly inspections, general maintenance, and minor installations at the Levee. The quarterly inspections entail thorough examinations of each gate and pump removing any debris caught. They manually open gates and turn pumps on to confirm they are in proper working order. Crews replaced the pump at and rebuilt the removed pump to use as a backup. They also installed another manhole sensor connected to . The sensor gauges water level height and alerts crews immediately for necessary action at the Levee. Public Works has been actively addressing the concerns about the pumping capacity at each station. Moving into the future, plans are underway to increase the pumping capacity as the Army Corps of Engineers gather necessary data and create plans. The Village supports the work of the Army Corps and provides any assistance necessary. Stay up to date with the Levee 37 plans by checking the Public Works page on the Village’s website often.

HOLIDAY TREE LIGHTING CEREMONY fifth

Description of Project: For the year, the Village has sought the perfect holiday tree to harvest for the annual Holiday Tree that is located at Keystone Plaza adjacent to Village Hall. After residents are given time to submit, each tree is rated on species, condition, size, color, and location. After the selection, the tree is properly removed and the top 30 feet of it is harvested and placed in a tree stand. Decorations are adorned and residents are encouraged to attend in the lighting with their neighbors, friends, and family.

Silica Exposure Training

A Silica Exposure Control Plan was in compliance with federal regulations from the Occupational Safety and Health Administration (OSHA) Construction Standard in 2018. Silica exposure can occur during common construction tasks such as using masonry: saws, grinders, drills, jackhammers, handheld power chipping tools, or using heavy equipment for demolition. The use of methods to exposure is required in order to ensure the safety of ourselves and the public. All crews were trained and equipment was fabricated to maintain regulation and follow OSHA standards.
