H
ow much do elected, appointed and hired public officials get paid in educational agencies serving East Palo Alto and Menlo Park? What is the average pay of teachers and how does the pay influence teacher quality, teacher retention and the school district’s effectiveness? This issue contains the compensation of the Ravenswood City School District, (RCSD) the Menlo Park City School District (MPCSD) and the Las Lomitas School District (LLSD). School districts are expected to educate our youth, however the stark resource differences between districts begs the question as to how society expects all students to have an equal chance at being prepared for the lives ahead of them. In 2018 the average salary in the RCSD was $48,552 compared to MPCSD ‘s $57,908 and $66,840 for LLSD. For teachers, in the same year, the average pay was respectively $57,011 (RCSD), $99,108 (MPCSD)and $66,309 (LLSD). The Learning Policy Institute noted in 2017 that turnover rates for teachers were 50% higher in Title 1 schools which serve more low-income students and 70% higher for teachers in schools serving the largest concentrations of students of color. The institute further acknowledges that lower salaries is one of several reasons teachers choose to leave school districts. Other reasons include lack of administrative support, dissatisfactions with testing and accountability pressures, lack of opportunities for advancement, and dissatisfaction with working conditions. The poor performance by students in the RCSD should be of little surprise. Teacher attrition has direct impact on student academic outcome and district budgets. Teachers are widely acknowledged as the most important influence on student achievement and research reveals that high rates of turnover harm student achievement. The Learning Policy Institute estimates that it costs approximately $20,000 annually to replace a teacher. Over the four-year period from 2014 to 2017, the Ravenswood City School District lost an average of 26 teachers annually representing an annual budgetary impact of $520,000. The RCSD cannot afford to keep the teacher attrition rate at its current level. Teachers must be paid competitively particularly if they desire to live in close proximity to where they work.. The community must find ways in which the district could be appropriately funded to minimize teacher attrition to ensure that students have consistent teachers thereby guaranteeing good student educational outcomes. Poor student performance, due to teacher attrition as well as other factors, cannot continue because it it does, the school district as we know it will vanish soon. Families coaxed by such organizations as Innovate Public Schools will continue to ferry their children to expanding as well as newly created charter schools, private and other schools. Communities within the district will seek to separate from the district to join other districts or even form a new district. Something must change if the RCSD hopes to be in existence a few years from now.

Goro Mitchel Edged Out As Martha Stryker Leads The Pack To Join Father On The East Palo Alto Sanitary District
M
artha Stryker, the daughter of long-term incumbent East Palo Alto Sanitary District director, Dennis Scherzer, garnered the most votes in the recent March primary election to fill three vacancies on the wastewater management agency. Ms. Stryker, born and raised in East Palo Alto and a teacher at Beechwood School was the highest vote-getter in all 14 precincts including the district’s precinct located in the Willows neighborhood in Menlo Park. Incumbents Betsy Yanez and Glenda Savage came in second and third respectively. Incumbent Goro Mitchell came in a close fourth, and therefore lost his seat. Edrick Haggans who had served on the board previously and who has made several unsuccessful attempts to rejoin the board had the least votes. Mark Dinan, who received a frontpage treatment with his allegations about inappropriate expenditures and the supposedly anti-development actions of the current sanitary district was second to last.

CA Senate District 13 Headed For November Runoff
S
enate District 13 is headed for a November runoff after no candidate garnered more than 50% of the vote One Libertarian, one Republican and five Democrats were seeking to replace Senator Jerry Hill (Democrat-San Mateo) who will be termed out at the end of the year. Senate District 13 stretches from South San Francisco to Sunnyvale including, of course, East Palo Alto and Menlo Park. The seven included Democrats Josh Becker, Michael Brownrigg, Sally Lieber, Shelly Masur and Anne Oliva; Republican Alexander Glew and Libertarian John Webster. The March 3 open primary election allowed voters to cast a ballot for any candidate regardless of party affiliation. Josh Becker, a Democrat and the lead vote-getter, will be running against Alexander Glew, a Republican. Josh Becker, Shelly Masur, Anne Oliva and Sally Lieber were the top candidates in the Senate 13 race Incumbent Assemblyman Mike Berman handily beat his two opponents to regain his Assembly District 24 seat. He was challenged by Republican Peter Ohtaki, former council member and mayor of the City of Menlo Park, who came a distant second and Libertarian Kenneta Watson who dragged on in third position. Both East Palo Alto and Belle Haven in Menlo Park supported the incumbent. Belle Haven’s second choice was their fellow resident and former elected official Peter Ohtaki. Proposition 13, supported in East Palo Alto, the Belle-Haven community and San Mateo County, failed statewide. It was a measure put on the ballot by the state Legislature which would have allowed the state to sell $15
billion in general obligation bonds to fund school, community college and university facility projects. In addition, school districts and community college districts would have been authorized to issue more local bonds, and school districts would have new limits on their ability to levy developer fees. In the presidential primary, East Palo Alto and Menlo Park-Belle Haven’s voting mirrored San Mateo County’s results. The five top vote getters were the same: Bernie Sanders, Joe Biden, Elizabeth Warren, Michael Bloomberg and Donald Trump.

Phil Scott, General Manager Of The West Bay Sanitary District, Is Retiring
I
n a farewell letter to rate payers published in the District Bulletin, Phil Scott, the General Manager of the West Bay Sanitary District, announced his retirement. The District is currently searching for his replacement and accepted letters of interest until March 16. The recruitment is being conducted by William Avery and Associates, Inc., an executive search and labor relations consulting firm. Noting that he had served as the District Manager for the last 10 years, and had been in the water and wastewater business since 1981, he announced that it was time ”to let the younger men and women with fresh ideas and bright hopes for the future build upon the foundation that has been laid as they continue to make West Bay an innovative, responsive district.”
Mr. Scott made a point to note that he was proud to say that he had done his best” to serve the terrific communities and cities of Menlo Park, Portola Valley, Atherton and unincorporated portions of San Mateo County.” His list failed to mention the city of East Palo Alto and the Town of Woodside. Mr. Scott told El Ravenswood that the omission was inadvertent and that during his tenure with the District, he has worked well with both East Palo Alto and the Town of Woodside. West Bay Sanitary District provides wastewater collection services to the City of Menlo Park, the towns of Atherton and Portola Valley, and areas of East Palo Alto, Woodside and unincorporated San Mateo and Santa Clara counties. Services include the maintenance and operation over 200
miles of main line sewer system. The District conveys raw wastewater, to Silicon Valley Clean Water (SVCW) for treatment. The District serves 1,117 residential and 47 Commercial parcels in East Palo Alto according to District officials.
Cari Pang Chen Leaves Rebuilding Together Peninsula (RTP)
A
fter nearly 12 years, Cari Pang Chen, Associate Director at Rebuilding Together Peninsula (RTP,) left the organization in late April “to focus more on our family and my volunteer activities for now. “ Cari Pang Chen is widely known and admired in East Palo Alto for her former role as Program Coordinator for the East Palo Alto Neighborhood Improvement Initiative. She coordinated the partnership between the Stanford University’s Haas Center for Public Service and the Initiative. The Initiative led to the creation of One East Palo Alto. Rebuilding Together began in 1973, when a group of people in Midland, Texas, realized that homes in their
community had fallen into disrepair and their inhabitants could not afford to fix them. The group volunteered their time and skills to rehabilitate those homes. The group became known as Christmas in April and committed to performing repair and rehabilitation work in their community every April. The mission rapidly spread beyond Texas as well changing from an April only event to an all-year-round enterprise Christmas in April opened its national office in 1988 and changed its name to Rebuilding Together. With its corporate and community partners, RBD not only repairs homes, it revitalizes communities and rebuilds lives. Rebuilding Together’s local affiliates and nearly 100,000 volunteers,
reportedly completes about 10,000 rebuild projects nationwide annually. Rebuilding Together has completed over 3000 projects in the Peninsula.

n what some may call an expected decision, on March 28, the Ravenswood City School District Board, after interviewing an unknown number of candidates, selected Gina Sudaria as the fifth superintendent of the district in the last 18 years following the long tenure of Dr. Charlie Mae Knight who left the district after almost two decades of service. The new superintendent faces the challenges of a rapidly declining student population and a teacher attrition-rate that experts assert is detrimental to student outcomes On April 16, the Education Board granted Ms. Sudaria a two-year $185,000-a-year contract beginning on July 1. A 21-year veteran of the District, Ms. Sudaria has served as a teacher, a vice principal, principal and director of student services. She was appointed Interim Superintendent following the departure of Gloria Hernandez-Goff in March last year. In that 21-year period, she has served under five superintendents as an intern, teacher, vice-principal- principal, Human Resources Director, Director of Student Services and Interim Superintendent.

My young adult and professional years were groomed right here in East Palo Alto and the Belle Haven community in Menlo Park. I have drawn so many lessons along the way in my various leadership roles. This community has taught me that there are leaders amongst leaders and together
we can meet the needs of our students if we have a shared vision and plan. So, when the opportunity presented itself last year to serve as interim superintendent and to pursue the permanent superintendent role, there was no doubt that I viewed it as an opportunity to give back to what has already been given to me tenfold. Favorite Memory of the District. One of the most memorable moments for me was when one of our 8th grade students, who was Spanish speaking only when he arrived as a 5th grade student, was selected to join a handful of students to interview His Holiness the 14th Dalai Lama, who was visiting the District, The student excelled and I was too overwhelmed with joy to remember what was said.

Russell Lowell Bouligny Sr.

ussell Bouligny Sr. of Union City and a former Finance Director with the City of East Palo Alto passed away April 25, 2019, approximately a year ago, at age 70. He was born in New Orleans, Louisiana, to Houston and Ethel Bouligny. He attended Cohn High School and received a master’s degree from Southern University. He was married to Bonnie Bouligny on February 15, 1969. Russell had a career in Accounting and Finance and worked in various fiscal positions for Cypress Mandela Training Center, Oakland Private Industry Council, City of East Palo Alto, and Morris, Davis CPA, an accounting firm. He was a member of the Nubian Network. He had a passion for golf, fishing, and bowling. Russell served in the City of East Palo Alto as its Finance Director during
the eighties, a challenging time in the City’s history. He is one of the pioneers who served in the City of East Palo Alto’s first decade. He was preceded in death by other pioneers: Jesse Smith, the city’s first public works director; Stanley Hall, the city’s second city manager; Rahn Sibley, one of the city’s first police officers who rose up the ranks to commander; Larry Brooks, Management Analyst, Danny Williams, Recreation Leader, Alma Jackson, Recreation Leader, and Officer Sam “Mustafa” Floyd. Other city employees or former employees who have passed away include Joel Davis and Richard May, two officers killed in the line of duty; Emmanuel Funches, Maintenance Worker; Jim Woods, City Electrician; Antoinette Pietras, Rent Stabilization Administrator; Daniel McGovern, Police Maintenance Mechanic; Tommie Hawkins, Secretary; Officers Marie Watts, Paul Bates (one of the original

eight who were sent to the academy to be the first East Palo Alto police officers), Bob Lucca and Kenny Rogers; Captain John Sterling, who left the city and served as Police Chief in Ridgecrest and Santa Maria; Commander Kelly; the city’s first police chief Dan Tecumseh Nelson who served as the Chief of Police of Salinas; and Debbie Bickell, Program Manager Russell is survived by his wife Bonnie; their only child, Russell Bouligny Jr.; daughter-in-law Maria Bouligny; grandchildren Jordyn Bouligny, Marianna Pasillas, Yasmine Walls; great grandchildren Nalylah & Otto Cruz and Darren Walls Jr.; and brother and sister, Osmund Bouligny and Kathy Knighten-Russell. He was preceded in death by his parents and elder brother Houston Bouligny. Funeral arrangements were held May 14, 2019 at Palma Ceia Baptist Church.

East Palo Alto’s Warrior Against Drug, Violence And Crime Dies In Stockton DECEMBER 17, 1936-FEBRUARY 20, 2020

everend Robert ‘Bob” Harley died in Stockton on February 20. He was 84 years old. A father of five, he was born on December 17, 1936 and grew up in Texas. A familiar figure to many in East Palo Alto before his relocation to Stockton, Reverend Hartley first hit the headlines in 1988 when he co-founded with the late Stephanie Smith an organization dedicated to fighting the rampant drug use in East Palo Alto. Community Organized for the Prevention and Eradication of drug use (C.O.P.E) was well-known for its anti-drug parades and activities including the belief that drug rehabilitation could be achieved through prayer and isolation. On one occasion, the organization sequestered two drug addicts, Chandra and Larry, in an empty building praying for them and comforting them as they went through violent withdrawal symptoms. Chandra and Larry were actually a couple who had abandoned their children due to their addiction. COPE reunited the family, arranged for a formal wedding of the couple, and provided the couple with a new home and a new start. Hartley eventually started a drug rehabilitation facility in a single-family residential home on Fordham Street that became known as C.O.P.E house. Not one to shy away from problems or causes, Hartley became a member of Pastors on Patrol, a group of ministers who went out to crime hot spots to get those suspected of involvement in crime to turn their lives over to God. In addition, Hartley became known for his twenty-four-hour vigils at public locations dedicated to sensitizing the

In 1991, the year before East Palo Alto being known for its per capita homicide rate, he held a vigil lasting 27 days to raise the community’s consciousness against violence. In 2004, at the age of 66 and serving as an associate pastor at the Church of God in Christ, he held another round the clock vigil lasting five days, at the roadside memorial on East Bayshore Road for Jaiel Sims, a 23-year-old man shot and killed February 29, East Palo Alto’s first homicide that year. Hundreds of residents joined him for the candlelight vigils. Hartley had always wanted to rally religious leaders and encourage them to speak out in the hope that their collective voice would defuse
the seemingly endless volatile street situation in East Palo Alto. “A lot of it is just making a presence, being out talking with these young men, helping them understand drugs and other forms of hostility aren’t the way to go,” he was quoted as saying in a San Francisco Chronicle interview. “When I came to East Palo Alto in 2003, he was one of the first pastors to call me to engage me in initiatives to stem the rampant violence in the community,” said Father Larry Goody of St. Francis of Assisi Catholic church. “That anti-violence work led us to establish a Boys Club facility within the church’s premises,” He added The club still exists and serves both boys and girls.

Ravenswood City School District Lags in Personnel Compensation
T
he average salary for employees at the 3,436-student Ravenswood City School District is $48,552 compared to $57,908 at the neighboring 2,930-student Menlo Park City School District and $ 66,840 at the 1,254-student Las Lomitas School District. The Ravenswood City School District has the lowest average salary for teachers at $57,011 with Las Lomitas averaging $66,309 and Menlo Park being at the top at $99,108. The disparity is also evident in the per capita student expenditure for the three districts, with Ravenswood at the bottom at $16,357 per student compared to $20,683 for the Menlo Park City School District and $41,866 for Las Lomitas. In its March issue, El Ravenswood published the 2018 compensation of the employees of the cities of East Palo Alto and Menlo Park. This issue continues that effort focusing on the 2018 compensation for two educational agencies serving the cities of East Palo Alto and Menlo Park. The Ravenswood City School District provides elementary and middle school education to children in East Palo Alto and the Belle Haven community of Menlo Park, while the Menlo Park City School District and Las Lomitas share the remaining portions of the city of Menlo Park. In 2018 the Ravenswood City School District had 590 employees – most of them (56%) engaged in direct instructional services, 12% in administration and policy and 32% in support services. The Menlo Park City School District had 576 employees with 48% engaged in instructional services, 3% in administrative and policy and 15% in support services.
Transparent California data has employee names plus the title of their positions, however, 35% of the information although it had the name of employees there was no position title information. Additionally, some of these non-titled employees earned as little as $.09 to $111,956 in 2018. The Las Lomitas School District had 132 employees, 66% of whom engaged in instructional activities: 30% in support and 4% in administrative services.
Average teacher salaries nationwide in 2017-18 ranged from a high of $84,227 in New York to a low of $44,926 in Mississippi.
