I

thought enough had been said about the City of East Palo Alto acquiring its own ZIP code and for once totally relinquishing its de facto association with the city Palo Alto. Then recently, many residents in the community got a letter from the Census Bureau, encouraging them to complete the census information online. The letter had the right street address but the wrong city! Now one would not expect the Census Bureau to mix up cities in its once-a-decade effort to count people. The City has been in existence for almost four decades and it should be clear by now that it is a separate city and in a different county from Palo Alto. I am surprised the post office even delivered the letter. Similar letters with the correct street address but with the City of Menlo Park have not made it despite East Palo Alto and Menlo Park shariing the street called Menalto. But rather than being mad at outside entities for misconstruing what city we are in, we should be angry against East Palo Alto’s leadership since incorporation for not taking the issue of the community’s identity seriously enough. Efforts should have been made to rebrand the city by launching serious efforts with the Postmaster General to explore getting the city its own ZIP code. This would have been a good step towards the city getting its own name and new brand. Geographically the community is not east of Palo Alto. It is geographically actually northwest. Councilmember Duane Bay, while serving on the City Council did make an individual effort to find out how a city would initiate an effort to change a ZIP code. The effort was however abandoned before it could be introduced to the entire council. The council and incidentally any community group should reinitiate the effort to get East Palo Alto its own ZIP code. Congress has established an easy and clear process to accomplish such requests due to many communities over the years hounding their congressional representatives with demands for changes in their ZIP codes. The same goal could be achieved by a change of name. The name East Palo Alto, after all, was chosen by a group of less than 200 people who met to decide on a name for their community. The name ’East Palo Alto’ was chosen to describe the part of East Palo Alto between Cooley Avenue and the Bay. The rest of the community continued to be known as Ravenswood. Names considered also included Ravenswood, Runnymede and Dumbarton. In the sixties, failed attempts were made to call the community Nairobi. Either action would free up the city from living under the shadows of Palo Alto and ensuring that any kind of data collected whether by public and or private agencies are clearly attributable to the right community.

Goodbye Ravenswood Family Health Clinic, Hello Ravenswood Family Health Network

A

s of April 1, 2020, the Ravenswood Family Health Clinic (RFHC) has acquired all the sites, operations, grants, staff and patients of the MayView Community Health Center (MCHC), according to RFHC CEO Luisa Buada. MCHC, popularly known as MayView, was a nonprofit primary care clinic, founded in 1972, to provide health care to underserved women throughout northern Santa Clara County. Today MCHC offers primary health care for people of all ages, as well as behavioral counseling, addiction assistance and critical care referral programs. The new entity will be doing business under the new name Ravenswood Family Health Network (RFHN). According to Ms. Buada, the RFHC Board of Directors is the surviving board and it hopes to recruit patients of

the former MayView clinic sites onto its board. With this being an acquisition, the MayView Community Health Center, Inc. corporation and its board of directors has no further role in the RFHN and, according to Luisa, is in the process of winding down and dissolving. Five clinical sites will now be operated by RFHN including: Ravenswood Family Health Center - 1885 Bay Road, East Palo Alto; Ravenswood Family Dentistry – 1807 Bay Road, East Palo Alto; MayView Community Health Center 270 Grant Avenue Palo Alto CA 94306; MayView Community Health Center 900 Miramonte Avenue, 2nd Floor Mountain View CA 94040; MayView Community Health Center Columbia Neighborhood Center, 785 Morse Avenue, CA 94085. Luisa Buada, who has headed the RFHC since 2003, will serve as the

Chief Executive Officer of RFHN. “Our combined organization, she said in a letter to the community, ”is expected to have approximately 100,000 patient encounters a year with the potential for growth in 2021 with the gradual expansion of dental services.” Patients of the RFHC will have access to all the sites with some limitations as Santa Clara County has not signed a contract to include Optometry and Optical in their Medi-Cal contract with RFHN. “We are still in the process of adding RFHC at 1885 Bay Road to some of MayView’s payor contracts such as Blue Cross Medi-Cal,” Said Ms. Buada. “Dental services however, due to COVID-19, will continue to remain limited to all our patients because of the new infection control guidelines.” “For now, only urgent dental care will be available for the MayView patients.”

he South County Community Health Center, popularly known as the Ravenswood Family Health Clinic was founded in 2001. It is a federally qualified health center headquartered in East Palo Alto. It provides a full scope of health care services, including pediatrics, women’s health, family practice, behavioral health, dentistry, optometry, pharmacy, ultrasound, mammography, X-ray, lab, health education and referrals, to underserved individuals, children, and families in parts of San Mateo County and since April 1 to some communities in Santa Clara County. The primary service area in San Mateo County includes East Palo Alto, Belle Haven in Menlo Park, and North Fair Oaks in Redwood City. With the creation of the Ravenswood Family Health Network, the primary service area in Santa Clara County

includes Palo Alto, Mountain View and Sunnyvale.

Mayview Community Health Center MayView Community Health Center (MCHC) was founded in Palo Alto in July of 1972. Initially called Our Health Center inc. and part of the Free Clinic tradition with the goal from the very start to provide free health care to everyone. At its inception however, its initial purpose was to provide health care primarily to young underserved women in Silicon Valley. It later changed its name to Mayview Clinic expanding its services to include all low-income individuals. The original clinic is still located at the Palo Alto Courthouse. MayField Clinic merged with the the Mountain View Clinic to form MayView

Community Health Center and later a third MayView clinic was opened in Sunnyvale as part of the Columbia Neighborhood Center. MCHC eventually expanded its services to include pre/post-natal and pediatric care. MayView has developed strategic partnerships with El Camino Hospital, El Camino Healthcare District, Stanford Healthcare and the County of Santa Clara with each partner augmenting the Center’s myriad of health services or funding specific programs or projects.

Beware - Scams Targeting The Elderly

S

ix out of every 10 seniors report that they have been targeted by a fraud attempts annually. This was the conclusion of an unpublished report commissioned by the Justice Department a few years ago. The report also acknowledged that most victims of fraud or fraud attempts rarely report those attempts to the police. Both East Palo Alto and Menlo Park report violent crimes against seniors, but do not report such crimes against seniors. My personal experience has however been that even when reported, such

attempts are rarely investigated, particularly in resource strapped police departments. I have received two calls that I know of recently, obvious attempts to gather my personal information. Both calls alleged that my Social Security number had “been suspected for fraudulent activities” and urged me “once you get this message to kindly call us back as soon as possible at the same number or press 1 to speak to our investigating officer.” Around the same time, I received a letter, alleging that a person, named Mr. Geo Okelo, possibly related to me, died in 2010 in Canada, without leaving a will and that all attempts by his bank to locate relatives had been unsuccessful. The letter purportedly came from a bank employee that had the responsibility to monitor the $9.2 million account. The employee, Mr. Daniel McFarland, offered to present me to the bank “Canada Trust” as the late Okelo’s next of kin and facilitate my

claim to the balance. For his assistance, he indicated that funds would be shared between the two of us. The Department of Justice study found that the primary mode of contact was by telephone although fraudsters also use the internet, mail and even person to person contact. The AARP, in recognition of the growing threat from telephone and internet fraud, set up the Fraud Watch Network in 2013. To date, according to the AARP, 6,000 people call the Network’s toll-free helpline every month to report suspected scams. “Our goal is to help people understand what a scam looks like,” says Kathy Stokes, the director of the Fraud Watch Network, “so if one comes along, they’ll be less likely to fall victim.” The Fraud Watch Network’s toll-free helpline is 877-908-3360 and anyone can call to report a scam. Trained volunteers answer calls and provide advice on what to do next.

Spear phishing is an e-mail act that targets a person or organization, seeking access to sensitive information. Spear phishing attempts are typically initiated by hackers and criminal perpetrators out for financial gain or valuable information. IRS Scams (Courtesy Fremont Police Department) Scammers will call a taxpayer saying money is due and demand immediate payment via prepaid debit card, threatening arrest, deportation or loss of your driver’s license. If you have caller ID, the number may even show up as IRS. Callers threaten arrest if you don’t pay. A variation of the IRS scam has the caller saying he is from the sheriff’s office, clerk of courts or other agency, threatening arrest if the target doesn’t pay for

an infraction such as missing jury duty. The caller demands payment immediately, via wire transfer or a pre-paid card, which is a telltale sign of a scam. Remember, the IRS does not use unsolicited email, text messages or any social media to discuss your personal tax issue. They will never demand immediate payment and they do not accept gift cards for payment. You should always check with the IRS before you pay any money.

senior in a parking lot and makes the same kind of claims. They’ll show the senior what appears to be large sums of cash and asks the senior to take them to a church so they can donate the money. A second scammer approaches, pretending to be a stranger. The two then work together to convince the senior to help them donate the money. They take the senior to his/her own bank, insist the senior withdraw funds to provide “good faith” money to prove he won’t take the money meant for the donation himself. The scammers then place all the money in a bag or tied bandana, leave it with the senior and then find a way to separate themselves from the senior. Secretly, the scammers swap out the bag or bandana and the remaining contains only shredded newspaper, not the senior’s good faith money.

The Pigeon Drop The con artist tells the individual that he/she has found a large sum of money and is willing to split it if the person will make a “good faith” payment by withdrawing funds from his/her bank account. Often, a second con artist is involved, posing as a lawyer, banker or some other trustworthy stranger. Unfortunately, this scam is also done in person. The con artist approaches a

The June 3rd East Palo Alto Black Lives Matter Protest in memory of George Floyd organized by 15-year-old Menlo Atherton High School student, Alanna Stevenson, went well by everyone’s estimation. Hundreds of individuals from diverse backgrounds bearing a variety of signs attended and peacefully matched from Jack Farrell Park and snaked their way through several streets to the Bell Street Park. El Ravenswood interviewed Ms. Stevenson a few days after the protest. How and why did you come up with the idea of a protest in East Palo Alto? When the story of 25-year-old Ahmaud Arbery, killed on February 23 in Brunswick, Georgia came out, it did not sit right with me. But then George Perry Floyd was executed shortly afterwards on May 25 by Officer Derek Chauvin, and I was overwhelmed with this feeling that I had to do something. Yet another innocent unarmed black man was killed! God put the peaceful protest idea in my heart. Black Lives Matter in East Palo Alto too! What did you do to prepare for the protest? And who did you work with? I quickly developed a flier and sent the it to friends on social media without parent knowledge and permission. Then, I had on-line meetings leading up to the day with several different organizations. I also met with the Chief Pardini,

and one of his commanders to ensure the protest and march was safe for all participants. I also met with Mayor Wallace Jones, Councilmember Gauthier, former mayor Sharifa Wilson, an uncle who is a police officer, two youth organizations: Youth United for Community Action (YUCA), and Live In Peace as the plans progressed. I learned from former mayor, Sharifa Wilson, that the City of East Palo Alto’s police have policies that help and protect our community. Also, I learned that some police officers are afraid to speak up due to lack of cultural inclusion. Cultural Inclusion means diversity in the police department and black police officers having the freedom and the ability to speak up. During the preparation, it allowed me to learn ways to organize another protest - if I want too. What did you hope to achieve with the protest? I hoped to get my message across

that it is not okay to kill someone because of their race. We all bleed the same blood. Also, I want change. I also wanted to listen to other people’s voices so that they can be heard as well. Do you think the protest achieved the purpose you intended it for? Yes, I know it did and believe that there will be a significant amount of change. I also believe that there will be justice for George Floyd and many others. George Floyd’s death was so impactful to the point where the whole world started protesting. There were protests in every state in the country and in internationally in the UK, Japan, Australia, Germany, Denmark, France, Sweden, Canada, Greece, New Zealand, Italy, Kenya, Syria, Brazil, Ireland, Australia, Mexico and more. We all see the inequalities. Something will be done.

Government Compensation Sequoia Union High School District (2018) In 2010, the State Controller’s Office (SCO) created the Government Compensation in California (GCC) website to enhance government transparency. At first, the SCO collected government compensation data as a component of the financial transaction reports from cities, counties, and special districts. In 2015, however, the Legislature explicitly authorized SCO to

SEQUOIA UNION HIGH SCHOOL DISTRICT The Sequoia Union High School District (SUHSD) in 2018-19 served approximately 10,000 9-12th grade students. SUHSD operates four high schools (Carlmont, Menlo-Atherton, Sequoia, and Woodside), one dependent charter school (East Palo Alto Academy), one continuation high school (Redwood), one Middle College (in collaboration with Cañada College). The district is also the sponsoring agency for two independent charter high schools (Summit and Everest). The District’s Adult School based in Redwood City serves 2000 students annually.

EAST PALO ALTO ACADEMY (EPAA) EPAA is a small neighborhood public charter high school, grades 9-12 for approximately 360 students predominantly from East Palo Alto and the Belle Haven neighborhood of Menlo Park The school is open to all students in the Sequoia Union High School District through an open enrollment process.

Oxford Day Academy (ODA), a charter high school, was granted permission to continue using 1001 Beech Street in East Palo Alto for its school. Bayshore Christian Ministries owns the site and uses it to operate after school programs. ODA is a Public Charter High School whose charter was authorized by the San Mateo County Office of Education. In the fall of 2017, the city awarded it a two-year conditional use permit to use the Bayshore Christian Ministries site pending the school getting a permanent more appropriate site. ODA has failed to secure a permanent site and officially applied for an extension of their use permit. On May 11, the Planning Commission approved a Conditional Use Permit extension for ODA to operate at 1001 Beech Street for an additional three years.

Meet Amy Chen - East Palo Alto’s New Director of Community and Economic Development

A

my Chen is the new Director of Community and Economic Development. She replaces Patrick Heisinger who left the position to become the city’s Assistant City Manager. Like her predecessor, she joins the City of East Palo Alto from San Jose after serving in different positions, most recently as a Senior Development Officer in the City’s Inclusionary Housing Program. Before coming to East Palo Alto, Patrick Heisinger was the City of San Jose’s Housing Department’s Production and Preservation Division Manager which included the city’s Inclusionary Housing Program. Amy holds a Bachelor of Science degree from Santa Clara University and a Master of Public Administration degree from Syracuse University. A first generation American she was born and raised in Portland Oregon, of an immigrant Chinese family. In this city of pageantry, famously known as the City of Roses, she liked being in pageants. In fact, in fourth grade, she was the Junior Rose Festival Queen for Portland Oregon and was interviewed on television, an experience she believes led to her desire to be a news anchor. She attended La Salle High School where she was involved in track serving as captain of her school’s track team and running the 4 X 100 relay. “I enjoyed sports, but my parents were more supportive of my academics and, with a family-owned restaurant, I was required to help every weekend. My dad always reminded me that the reason why they placed so much importance on school was because he did not want me to follow in his footsteps and own a restaurant; they wanted me to go to college and continue learning.” She went to Santa Clara University, largely due to the influence of her

Len Materman leaves San Francisquito Creek Joint Powers Authority Len Materman the Executive Director of the San Francisquito Creek Joint Powers Authority (SFCJPA) since 2008, has left the organization. SFCJPA is a regional government agency created after the creek overflowed its banks in the 1998 floods. He has assumed the leadership of the San Mateo County Flood and Sea Level Rise Resiliency District as its first Chief Executive Officer. The District was launched on January 1, tasked to develop coordinated plans to address coastal erosion, sea level rise and flooding, and to improve regional stormwater infrastructure.

Ravenswood Family Health Network New CEO Luisa Buada, RN, MPH is the Chief Executive Officer for the newly formed Ravenswood Family Health Network (RFHN) She brings to her position several decades of health care administration, and organization development. Her professional life includes the founding of several health care institutions including Clinicas de Salud in the Salinas Valley and the Berkeley Primary Care Access Clinic and the co-founding of the Lifelong Medical Care in Berkeley, a merger with Over 60 Health Center in 1996. Her first association with East Palo Alto was as a consultant in the development of the Ravenswood Family Health Center. She first served as the Center’s Interim Chief Executive Officer before assuming the permanent CEO position in 2003. Luisa received her Bachelor of Science degree in Nursing from the University of California, San Francisco (UCSF) School of Nursing in 1977 and her Master’s degree in Public Health (MPH) Policy and Administration from the University of California, Berkeley in 1990. A recipient of many awards, including induction into the San Mateo County Women’s Hall of Fame in 2010; receipt In 2013 of the California Senate Woman of the Year Award for the 13th District; honoree of the 2016 San Francisco Chronicle and the School of Economics and Business Administration at St. Mary’s College Visionary of the Year Award; receipt of the 2016 American Leadership Forum of Silicon Valley John W. Gardner Exemplary Leadership Award; and the 2018 California State Assembly Woman of the Year award for the 24th District.

New Street Sweeping Signs To Be Installed The City of East Palo Alto will be installing new street sweeping signs in more neighborhoods. There are neighborhoods where limited or no street services have been provided due to the nonexistence of signs warning motorists about street sweeping days and times and advising them to move their parked cars. The 2200 block of Menalto is such street where not street sweeping occurs and yet property owners pay for the service through their property taxes. The city began street sweeping services in 1992, according to a report presented to the city council recently, and to inform residents to move vehicles for street sweeping, signs were installed on streets indicating street sweeping days and times. are not moved risk being cited. Signage, according to the staff report, was initially only installed on major arterials. In 2008 however following complaints from residents, the city reportedly installed 110 addition signage in the Kavanaugh/Gloria Way neighborhood and in 2012 and 2017 additional signs were installed in the Village and Gardens/University Square neighborhood. Street signs usually indicate not only the days street sweeping occur but the times, usually between 8:00 a.m. to 12:00 p.m. when parking is prohibited on those streets. Currently the city has a co ntract with Clean Streets a company that sweeps streets citywide, including streets with no signage such as Menalto Avenue

between Bay Road and East Bayshore road. The city anticipates that the project would cost approximately $110,000 and with the council approval of the project city staff will be seeking a contractor to put up the signs. Adrian Biggs, the city’s Assistant City Engineer anticipates that approximately 260 signs will be installed.
