Suicide in New Zealand’s construction industry A report into suicides of construction industry workers has highlighted the need for all sectors of the industry to work together to support the mental health of workers

T

he report showed that while there is no identifiable single cause, there are common factors in some cases the industry can work on, including work and financial stresses and physical injuries.

Brett Murray, chief executive of Site Safe, says Site Safe is already developing a mental health and wellbeing strategy based on the findings of the report which studied coroner reports from 2007-2017.

“To lose 300 people to suicide in our industry over 10 years is devastating.” he says.

“It’s an employer’s responsibility to provide a safe environment for their workers and this includes protecting physical and mental wellbeing.

“There has been huge progress in workplace health and safety over the past 20 years, but we all need to play our part in shifting attitudes towards mental health.”

The workplace pressures mentioned in coroners’ reports included: • job insecurity or uncertainty • stress related to running a business • pressure to deliver under deadlines • juggling responsibilities • dealing with an injury or illness affecting the ability to work.

One in eight (13 percent) of all cases listing workplace pressures included experi-

ences of job insecurity.

Notably, people who were self-employed or business owners (11.3 percent of all cases) were twice as likely to have been affected by work-related factors than employees.

“The findings in this report outline some of the pressures on people working in the construction industry,” say Murray.

“These pressures aren’t unique to the construction industry, but the solutions can be found by getting the industry set-up to address these challenges and improve the mental health of its people.”

Murray says the report

aims to help industry, government, and the public understand the risk factors and pressures that can contribute to suicide in the construction industry.

“Suicide prevention is something for all New Zealanders to work on, but the most effective suicide prevention initiatives are tailored to the environments and cultures of people at risk.

“In the case of the construction industry, pilots of programmes in New

Zealand and Australia have found that initiatives targeted at people who work in the construction industry can prevent suicide and improve mental health and wellbeing.”

The report was researched and written by Dr Kate Bryson, Janette Doblas, Dr Christopher Stachowski and Andy Walmsley. It was co-funded through the building research levy by the Building Research Association (BRANZ) and Site Safe.

How machine tools and systems can operate safely and efficiently Sponsored Article

Sensors are not only a matter of process control – today one of their primary tasks is to link processes together, says Leuze electronics Michael Scalet

S

ensor and control systems, like those of the RSL 400 safety laser scanner, can be integrated intelligently into the processes performed by machines and safeguard these machines in a reliable and tamper-proof manner.

At the same time, the processes are structured efficiently and cost-effectively.

Machining work pieces

In machining centres, parts of various materials are machined, turned, and drilled.

The prerequisite for processing work pieces in complex machining centres with

a high degree of precision is having the right tool available for each work step.

In addition to checking whether the tool is present and identifying it, the drill or milling cutter must also be monitored for tool breakage.

Inductive switches or camera-based code readers clearly identify whether the correct tool is mounted for the respective processing step.

Focused laser photoelectric sensors can – thanks to their very small light spot – reliably check whether even the smallest drills or milling cutters are intact.

Increased level of automation

Industrial robots, which can perform a large number of swivel and gripping movements in a very short period of time, are often used for automated loading and unloading of machine tools.

Their movement zones must be reliably protected against access over a large area.

Before a robot picks up a part, the part must be uniquely identified to ensure that the correct processing step is carried out.

This can be done by using the DCR 200i camera-based

code reader. The DCR 200i is a reader used to detect and identify Data Matrix codes.

The fast imager, integrated high-performance LED illumination, as well as high resolution in combination with a very high depth of field, guarantee reliable decoding even with fast processes and high object speeds.

Safety-related monitoring of machines and systems

Safety laser scanners such as the RSL 400 from Leuze electronic are used for the safety-related monitoring of areas in and around machines and systems.

A maximum operating range, robust operation and simple handling are crucial here.

The simultaneous monitoring of four protective fields means the working area can be split up and the speed safely reduced.

In future, an important aspect in addition to the automated loading and unloading of machine tools will above all be the linking together of multiple machine tools in combination with automated production processes.

This includes, for example, storage systems that optimise material flow, but also a wide variety of transport

equipment such as linear gantries, pallet handling systems and conveyor systems, which all increase the level of automation considerably.

For the safeguarding of large access points, safety laser scanners with vertical alignment of the protective field are used, for example, to detect vehicles and persons.

The RSL 400 safety laser scanner provides a solution for such applications. Its large operating range of 8.25 meters allows large areas to be monitored.

With two parallel protective fields and two integrated safety-related switching outputs, only one RSL 400 safety laser scanner can also monitor two stations independently of one another.

A further option is safeguarding using multiple light

beam safety devices. These devices provide a greater operating range and therefore an efficient solution for safeguarding access points over long distances of up to 70 meters – even “around the corner� solutions with multiple mirror columns are possible.

Intelligent products such as the MLD 500 safety light curtain have an integrated laser alignment aid for time-saving and cost-effective alignment.

Simple configuration by means of wiring and integrated indicator lights for status display are possible, even over long distances.

Different safeguarding options are available depending on the respective requirements and application.

A comprehensive range of

products helps in choosing the best possible solutions to ensure safety at work and also in optimising collaboration between man and machine.

In-house logistics with automated guided vehicles (AGVs)

An AGV, which moves autonomously and flexibly in space, transports blanks into the working area of the robot or machine tool.

On completion of the production process, the machined work pieces are collected again.

The transportation path of the AGVs must be safeguarded with safety sensors which monitor the presence of persons and objects.

An important consideration

here is the flexible adaptation of the protective fields to the movement situation and the different loads.

In the case of the triangulation principle, an AGV must be equipped with two different scanners. Unlike the contour navigation principle, just one scanner is needed for safeguarding and navigation. This means that safeguarding and data capture for navigation requires one single safety laser scanner.

In other words, the scanner simultaneously also provides the measurement data needed for navigation.

In addition to that, the measurement values have an extremely high angular resolution and accuracy.

The core problem

W

hile 130,000 businesses are reportedly captured by the Hazardous Substances and Major Hazard Facilities regulations, the official mantra of “600900 persons seriously harmed each year by unwanted exposure to chemicals in their workplace” presumably applies to all of the country’s 530,000 workplaces.

Downgrading the flawed but effective HSNO Certified Handler requirement has inadvertently undermined an invaluable capability.

The action deprived businesses, particularly

SMEs, of an immediate and recognisable source of workplace chemical safety and compliance advice -a safe chemical handling capability and emergency response knowledge – critical when a chemical incident occurs.

PCBUs and SMEs must now devise their own solutions to ensure employees are competent to safely handle the chemicals with which they work.

So where to from here?

Internationally, chemical industry leaders are moving away from relying on

chemical requirements from suppliers and can benefit from product stewardship advice and cost-effective industry compliance initiatives.

Responsible Care NZ extols less regulation in favour of enabling business operators to be increasingly self-sufficient, using cost-effective products and services such as site compliance assessments and specialist training.

The focus is keeping people safe around the chemicals we encounter every day, by once again adding value to businesses.

Proven, collaborative and cost-effective initiatives to raise awareness and improve workplace chemical safety performance include:

• Joint agency and industry-focused local compliance workshops at times convenient to SME operators.

• WorkSafe NZ inspectors distributing free copies of user-friendly ‘compliance tools’ such as the Storage of Hazardous Substances HSNO Approved Code of Practice and posters explaining GHS pictogrammes • Supporting industry initiatives such as product stewardship • Referencing industry ‘compliance tools’ • Upskilling workplace inspectors in chemical safety.

• Encouraging ‘no blame’ reporting of incidents • Acknowledging

successful, proactive industry compliance initiatives • Restoring the status of Approved Industry Codes of Practice A refreshed and energized government strategy for improving workplace chemical safety is both welcome and essential if we are to significantly improve sub-standard performance and learn from our

successes and shortfalls.

Workplace bullying and harassment stastistics concerning Bullying and harassment is a serious yet common work risk that businesses are required to take as seriously as any other health and safety issue

S

tudies suggest that between one in five and one in three New Zealand workers report bullying or harassment annually. Under the Health and Safety at Work Act 2015 (HSWA) businesses are expected to manage all health and safety risks arising from their work as far as is reasonably practicable.

Businesses must recognise that bullying is a health risk and deal with reports of concerns quickly and appropriately, with clear processes in place to do so.

It is crucial to have or create a culture that: - values people speaking up through having a simple way for people to report concerns - builds good relationships and identifies appropriate behaviour - has speedy resolution options available.

It is important all businesses provide a means for workers to feel safe reporting concerns about bullying and harassment. The usual business reporting mecha-

nisms may not work for bullying, and businesses need to be flexible about how it is reported to avoid the risk of issues not being raised with them.

As the health and safety regulator, WorkSafe helps businesses meet their HSWA responsibilities to keep their workers healthy and safe. The bullying prevention toolbox has informa-

harassment where the person making the claim has a diagnosis of a serious mental health condition AND there is a link to bullying at work as the cause.

Investigations follow a formal, structured process of inquiry to identify any breaches of HSWA. This focuses on business processes to manage the risks rather than determining

whether or not somebody is a bully. An investigation process may add further stress to the person raising the concern.

Preventing unreasonable behaviours before harm escalates is better for all.

Because bullying and harassment concerns often involve employment relations issues, the Employment Relations Authority may be best placed for bullying concerns to be raised and remedied. At this point, bullying is a very small proportion of issues, but unreasonable behaviours at work are an emerging health and safety issue not only here, but globally.

WorkSafe is working to provide New Zealand businesses with the means to effectively manage risks to health and safety and to create work cultures that support good health and safety.

WorkSafe is currently building competency in mental health and psychosocial harm over time.

Machine guarding failures in the meat processing industry are continuing to cause life-changing injuries to workers

T

he Alliance Group Limited was fined $332,000 and paid reparations late last year after an incident where an inexperienced worker’s hand was amputated in a piece of machinery in March 2017.

WorkSafe found that the worker had been employed at the plant for only five days and was left unsupervised on a task. Due to the worker’s lack of familiarity with the job, he opened a section of the machinery used for dehydrating blood into a powder and placed his right hand inside. His hand came in contact with a rotating screw and was amputated.

Yet, this month, Alliance was back in the District Court and fined $331,875 as a result of a January 2018 incident at a different plant in which one of its workers had the tips of his fingers amputated while cleaning the mincer box of a beef boning machine.

After last year’s case, WorkSafe’s Deputy General Manager for Investigations and Specialist Services at the time Simon Humphries said, “This is a stark reminder to others operating machinery in every industry to ensure machinery is adequately guarded.

“New Zealand has rigorous and accessible standards for machine guarding – adhering to them and mitigating the risks your machinery poses is imperative to keeping workers safe from harm,” he said at the time.

Following this latest

incident, the worker was unable to locate anyone to assist them on site and had to drive to Gore Hospital for medical assistance which was more than a 12km away.

A WorkSafe investigation found the lid of the mincer box wasn’t secure. The worker had not received adequate training to clean the machine. There were also no written procedures for the operation or clean-up of the machine.

WorkSafe Chief Inspector Investigations Steve Kelly said numerous health and safety failings led to this incident, which will continue to impact the worker for the rest of their life.

“This incident could have been avoided simply by placing a padlock over the mincer lid to secure it, or by

ensuring workers were provided with adequate training and supervision.

“The risks associated with unguarded moving parts of machinery in the meat processing industry are obvious and well-known. However, machine guarding failures in the industry continue to cause significant injuries to workers and it’s unacceptable.”

In both cases the Alliance Group Limited was sentenced under sections 36(1) (a), 48(1) and (2)(c) of the Health and Safety at Work Act 2015.

In essence: being a PCBU, Alliance failed to ensure, so far as was reasonably practicable, the health and safety of workers who worked for the PCBU. The maximum penalty is a fine not exceed-

ing $1.5 million.

For its part Alliance, which is a cooperative owned by New Zealand farmers, said in its annual report dated November 2018 “Health and safety is a key part of our strategy and our first consideration when making any business decision.

“We are committed to achieving world class health and safety standards across the co-operative and continuing to invest in this area.

“Our Total Recordable Injury Frequency Rate (TRIFR) has improved by 34 per cent this year and we are preparing to launch a new initiative on well-being, specifically focusing on mental health,” the report said.

The Annual Report devoted three sections to “Keeping our people safe”, “We care about our people” and “Sustainability – the environment.”

Lone worker solutions a winning formula

A solutions provider for lone and remote workers, has won a share of up to half a million dollars for a five year interest free loan from global female entrepreneur network SheEO

uardian Angel Security was one of five New Zealand businesses selected by 500 women (SheEO Activators) who contributed $1100 each to support early stage female entrepreneurs.

This is the second year SheEO New Zealand, led by businesswoman Theresa Gattung, has backed ventures via their unique ‘Act of Radical Generosity’ crowd funding model.

The win continues a successful run for Guardian’s Angel Security’s founder and CEO Petra Hakansso.

In February was selected through a competitive application process for the Sprint Global programme run by ecentre, the business incubator hosted at Massey University, to help startup founders accelerate their garage-to-global journey.

Hakansson set up Guardian Angel Security in 2014 to deliver solutions that deliver safety and protection for lone and remote workers, after seeing a gap in the market for technology solutions that provided 100 percent connectivity with immediate response and support for this growing group of workers.

“We take our guardian role very seriously and bridge the gap between people and technology to keep them safe,” says Hakansson.

“We were first to market with complete technology, training and monitoring solutions for lone and re-

mote workers in New Zealand, and the success with ecentre and now SheEO provides important validation for our business.”

The fast growing lone worker market is estimated at around 500,000 in New Zealand and 1.9 million in Australia.

The overall winner discovered it was not able to predict rockfall accurately enough during the rebuild of Sumner Road, in the hills above Lyttelton harbour following the Christchurch earthquakes.

More rocks were falling during rain events than the company had anticipated.

The company reviewed 75 previous rockfalls, giving it a better understanding of the factors that could lead to rockfall, including rainfall, blasting, earthquakes, and slight vertical movements of the bluffs along the route.

This led to it developing a Rockfall Response Decision Matrix, using a traffic-light system in which conditions were assigned: green, where work could continue; orange triggered a geotechnical assessment before work could continue; and red meant the

immediate stoppage of work and evacuation of all on site.

The initiative led to no lost time injuries during the project.

Bathurst Resources

The first of the company’s two project finalists was named ‘Creating Health’.

Bathurst wanted to systematically improve on its worker health and wellbeing.

It engaged an occupational medicine specialist who helped the company develop its own health management strategy.

Its second project followed its acquisition of the

The company believed improvement was needed in the notification of underground fires and other emergencies, particularly involving mobile plant at its Waihi operation. It developed an automated electronic radio notification system, now fitted to all trucks and loaders.

At Macraes, the company wanted to eliminate potential injuries from manually manoeuvring heavy equipment tyres during inspection and repair. Welding fume a known carcinogen

The recent reclassification of welding fume as carcinogenic to humans by the International Agency for the Research on Cancer (IARC) has encouraged many workplaces to rethink their stance on welders’ respiratory protection

I

n March 2017, scientists from around the world met at the International Agency for Research on Cancer (IARC; Lyon, France) to evaluate the carcinogenicity of welding fume.

Based on substantial new evidence through observational and experimental studies, welding fume has now been reclassified from “possibly carcinogenic to humans” as it was originally classified in 1989 to its new Group 1 classification as “Carcinogenic to Humans”.

The working group concluded that there is “sufficient evidence in humans” that welding fumes cause lung cancer and limited evidence for kidney cancer.

What this new categorisation means

“Group 1” or “Category 1A” in Australian terms has the following description as outlined in “the guidance on the interpretation of workplace exposure standards for airborne contaminants”

by Safe Work Australia: “Substances known to have carcinogenic potential for humans are substances for which there is sufficient evidence to establish a relationship between human exposure to these substances and the development of cancer.”

Current workplace exposure standards for welding fume

In addition to complying with the exposure standards for specific contaminants, the fume concentration in the breathing zone (which is inside a welder’s helmet when a helmet is worn) must not exceed 5 mg/m3 using a TWA (Time Weighted Average). This means that the maximum average airborne concentration of total welding fume when calculated over an 8 hour working day, over a five day working week, must not exceed 5 milligrams of substance per cubic metre of air.

In addition to this general exposure standard there are then specific exposure standards for particular types of chemicals.

clearly states that “exposure standards are updated occasionally and may not always reflect the latest research or state of knowledge on the hazardous effects of chemicals.

Classifications may become out-dated and incorrect where new information about a substance’s hazards become available. Exposure standards do not identify a dividing line between a healthy or unhealthy working environment and are only provided for information purposes to help minimise exposure.

Therefore, exposure standards should not be considered as representing an acceptable level of exposure to workers. They establish a statutory maximum upper limit”3. As a result, it’s important to note that the current Australian exposure standards should only be taken as a starting point and they have not been revised since the reclassification of welding fume by the IARC.

If welders are operating under the exposure standard are they safe?

Based on the typical respiratory rate of 20 litres of air per minute or 2,300 m3 of air per year, a welder operating within the workplace exposure standards for general welding fume (5 mg/ m3), wearing no respiratory protection could inhale up

to 11 grams of welding fume per year. So year on year, an unprotected welder operating within the workplace exposure limits can inhale 11 grams of a now known, identified and classified carcinogen.

Workplace exposure standards in the rest of the world

In Germany, there is a regulation translated as “Technical Rules for Welding Applications” (TRGS 528) which is based on the TRGS 900 Exposure Limits.

Currently the exposure limit and regulation for general dust or nonspecified welding fume (where no other specific exposure limit exists for that substance) is 1.25 mg/m3.

All German exposure limits are monitored and revised (if necessary) every two years to give the best possible picture of the hazards and associated risks.

Therefore a welder operating under the legal workplace exposure limits (5 mg/m3) for welding fume in Australia is exposed to 4 times the level of a known carcinogen than that of a German welder working under the TGRS 528 (1.25 mg/ m3) regulation in Germany. www.awsi.com.au

New Zealand an attractive option with few barriers and plenty of opportunities Strong population growth and a thriving economy are driving a pipeline of construction projects across all market sectors in New Zealand, says Turner & Townsend senior economist Gary Emmett

W

ith increased government spending on key infrastructure, New Zealand is securing a high-ranking position on the world stage.

Concerns linger over shortages in the workforce to keep up with the pipeline of projects ahead.

Still, New Zealand continues to impress with its strong economic indicators in a robust economy.

GDP annual growth was 2.3 percent in the March quarter with an unemployment rate sitting at a low 4.2 percent.

With a population of 4.9 million, New Zealand holds the number one ranking for ease of doing business, ease of obtaining credit and ease of registering a property according to the World Bank.

These first-place rankings, as well as a desire to succeed, make New Zealand an attractive place for people to live and work. Population growth is two percent per year, with 35 percent of this being overseas migrants, helping to add young, healthy and well-educated people the workforce.

In the first quarter of 2019, the annual inflation rate dropped to 1.5 percent, from 1.9 percent in December 2018.

House prices have plateaued in Auckland and Christchurch over the past 12 months. Overall, a 2.9 percent national increase since March last year has driven the construction of dwellings around the country.

There are also high levels of activity in the social, infrastructure, institutional and non-residential sectors.

Following the devastation of the 2011 earthquake, Christchurch experienced a wave of construction with the repair work of existing buildings and the construction of new buildings,

consuming a large portion of the construction workforce.

As the bulk of this work is now completed, the government has shifted its focus to a pipeline of non-earthquake recovery work and focusing on master-planning the major cities to support sustainable growth.

Such projects include road, rail and transport upgrades, as well as significant investments into health, education and growing tourism industry. However, concerns are being raised over the shortage of construction workers in the industry and whether these projects can make it to construction.

The mixed-use Commercial Bay Development (NZ$681m)

Infrastructure

In order to sustain New Zealand’s population growth, the government is investing large sums of money upgrading its infrastructure: • Services and utilities – New construction and upgrades to water reserves and waste/storm water • Transport – New and upgraded bus and rail networks, airports and ports • Roads – New and upgraded road networks • Tourism infrastructure – Cultural and heritage facilities, airport infrastructure and communications infrastructure The efficiency of New Zealand’s internal transport systems play a key role in the country’s economic growth and development, which is seeing some major projects get underway across the country.

Further demonstrating Auckland’s economic growth and commitment to becoming a world class city, Auckland’s international and domestic airports are being upgraded by a NZ$1.8bn redevelopment project.

Additionally, the Government and Auckland Council have ambitious plans

for Auckland’s Transport Alignment Project (ATAP).

Altogether operational costs, asset renewals and new capital expenditure represents a significant investment up to NZ$28 billion.

The City Rail Link is the largest infrastructure project ever to be undertaken in New Zealand at a total project cost of NZ$4.4bn up to April 2019.

Should all of the proposed capital projects proceed including Light Rail busway networks and transport corridor upgrades, the total expenditure could reach NZ$17bn over the next 10 years.

Non-residential

The total value of non-residential building work consented (approved) was $7.1bn for the year ending March 2019, up 7.6 percent.

Office space in Auckland CBD is in short supply with

vacancy rates of 5.2 percent according to research from Colliers International (2019).

Tenants are seeking quality office space in a limited market, which is driving up prices.

To take advantage of low vacancy rates some major projects are in the pipeline for Auckland CBD. An example of this, is the mixed-use Commercial Bay Development (NZ$681m), which will be New Zealand’s most expensive office tower and will include 39 levels of commercial office space and world class retail.

Auckland CBD alone will provide 42 percent of the 150,000m2 of office space under construction in 2019.

It is likely that vacancy rates will remain low until 20202021 when this pipeline of projects are expected to be completed.

Wellington CBD also remains tight with prime office

vacancy down to 1.2 percent and secondary vacancy at 7.6 percent according to Colliers International (2019).

High levels of pre-commitment from tenants will assist in the construction of new developments and mostly the refurbishment of existing buildings in Wellington CBD, which should alleviate the short supply of office space for the interim.

A large supply of office and commercial space was added to the Christchurch market in 2015, resulting in a jump in construction costs.

This supply is still yet to be absorbed, which has slowed new development projects over the past year and is expected to remain relatively flat across 2020.

Christchurch (NZ$150m) and Auckland’s Hospital redevelopment (NZ$350m).

Plans are moving ahead for the Dunedin Hospital redevelopment which is set to be the most modern hospital in New Zealand, adding 100,000m2 of build and costing NZ$1.4bn to complete.

Despite this strong pipeline of projects around the country, there are still concerns regarding the shortage of skilled construction workers driving up costs. Wage increases and supply chain bottlenecks could drive up construction costs by up to four percent over the next 12 months.

Sub-contractor cost increases add to the risk for managing contractors with some suffering significant losses. For example, Fletchers Building Ltd recently suffered significant losses as a result of being in a fixed price contract where sub-contract costs spiked.

Residential

With New Zealand’s population growing at around 100,000 people per year, an additional 40,000 dwellings will need to be constructed per annum to accommodate this growth.

The number of building consents for new dwellings has shown significant growth since 2011, as shown in the graph from StatsNZ.

By March 2019 consents reached 3,064, up 10 percent from March 2018. The start of 2019 saw building permit numbers reach a decade high of 3,292, close behind the record of 3,387 in June 2004.

The government’s Kiwibuild Scheme for first home owners is still driving construction of homes across the nation. Nevertheless, a 6.9 percent decline in March 2019 and plateauing house prices in Auckland and Christchurch may indicate that the cycle is reaching its peak.

Construction costs

New Zealand’s relatively small population means that the construction sector is occupied by relatively small contractors, with skills shortages a constant concern when the market is busy.

Adding to this, some construction workers have left to work in Australia in the thriving New South Wales and Victoria markets. New Zealand contractors may miss out on economies of scale in the construction

supply chain that helps to keep costs down in other countries.

In Turner & Townsend’s recent International Construction Market Survey the average construction costs for six common building types in Christchurch and Auckland are relatively similar to those of Brisbane and Perth in Australia, but lower than Sydney and Melbourne. Construction costs increased by 3.5 percent over 2018 and are likely to increase again by 4 percent in 2019.

What lies ahead for the housing market

It has been an eventful year so far for the residential property market which makes it a good time to look ahead and see what might be in store for the rest of 2019, says CoreLogic Senior Property Economist Kelvin Davidson

T

o date, sales activity around the country has generally been pretty sluggish, albeit for different reasons in different places.

Auckland for example has seen caution on the part of buyers (due largely to stretched affordability and tighter lending standards), and that has restrained sales volumes.

But in many other places like Dunedin and Wellington sales activity has been held back simply because there haven’t been many listings, or in other words not much actually available to buy.

This, of course, has differing price implications too. In Auckland, subdued demand and high levels of listings have caused average property values to drop a bit – by 2.1 percent in the year to May. But elsewhere the lack of available stock to buy has boosted prices – Dunedin’s up by 11.5 percent.

Whanganui is leading the pack around the regional centres, with a rise in average property values of 16.9 percent in the year to May, ahead of next-best Hastings (14 percent), and Palmerston North (13.8 percent).

Hastings has an average property value in excess of $500,000, but Palmerston North and Whanganui are

more affordable, especially Whanganui where average values are sub-$300,000.

The respectable performance of many of our main agricultural segments in the past year or two will be bolstering property in these areas.

It’s also been really interesting to see that first home buyers (FHB) have played a key role in the market in recent months. Across New Zealand as a whole, FHB have accounted for almost a quarter of purchases in 2019 to date, which matches their previous peak for market share back in late 2006 and early 2007.

Access to their KiwiSaver pots for a deposit, the potential to get a Welcome Home Loan, as well as a willingness to compromise

on the location and/or the type of property have all been factors helping FHB to get on to the ladder.

Mortgaged multiple property owners – or in other words, investors -- have also begun to make a return to their more normal levels for market share, having previously been hit hard by the third round of loan-to-value ratio (LVR) rules in October 2016 which required them to have a minimum 40 percent deposit.

By contrast, existing owner occupiers – or movers – have generally been less active than normal, in many cases renovating their existing property rather than moving.

Of course, some homeowners will already be fully mortgaged and unable to

access the finance required to trade up. Indeed, a lot of the growth in lending in the past 6-12 months has actually come from FHB borrowing with less than a 20 percent deposit.

Although these FHB have a lower deposit, they still have to pass stringent income/ expense and debt serviceability tests.

The rest of 2019

• We would anticipate sales activity to stay relatively subdued, as key drivers such as GDP growth and net migration ease. That said, sales won’t slump either, due to still-low interest rates and wages edging higher.

Our sales model points to an annual total of 85,00090,000, about in line with the average for the past decade.

New Plymouth Queenstown • With sales activity not surging, property prices are unlikely to soar either. True, some parts of the country will see continued growth – primarily more affordable towns and cities in ‘regional New Zealand’.

But other areas will be soft.

It wouldn’t be a surprise to see property values in Auckland continue to drift lower as both buyers and sellers remain content to bide their time.

• Within that overall picture, Government and Reserve Bank (RBNZ) policy decisions will be vital to watch: > The Foreign Buyer Ban is already having an impact in areas such as Central Auckland and Queenstown. This will clearly remain a factor and seems likely to contribute to further sluggishness in prices in those parts of the country. > KiwiBuild – there seems to be a reasonable chance of some kind of reset on this policy in the second half of 2019, but we’ll just have to wait for the details. > Look for the LVR rules to

The previous loosening was to increase the speed limit for the share of lending to owner occupiers at high LVRs (i.e. less than a 20 percent deposit) from 15 percent to 20 percent, and to lower the deposit requirement for investors from 35 percent to 30 percent (with a five percent speed limit).

In November, it’s possible that the owner-occupier deposit requirement could be lowered from 20 percent to 15 percent, and that the investor speed limit could go up from 5 percent to 10 percent. > There’s a possibility of a further cut to the official cash rate (from 1.5 percent to 1.25 percent) in the second half of the year, but it’s probably only 50/50 at this stage. > The RBNZ will also announce their final decision on bank capital by the end of November. Look for some sort of extra requirement for the banks to have more capital on their balance sheets

Average property values – level ($) and annual change (percent) (with a phased approach perhaps over five years), meaning less money to lend out and/or higher mortgage rates.

• We also wouldn’t be surprised to see the growth in residential building consents taper off in the second half of the year, as capacity constraints around labour and materials bite. However, construction activity is likely to stay high, helping to start to reduce the shortfall of housing that exists in some parts of the country.

• Rental yields should continue to rise (albeit from a low level), as rental growth ticks along at its usual consistent pace of about five percent, but property values remain more muted. That will obviously be helpful for investors, who are facing other pressures such as extra insulation standards and the tax ring-fence for rental property losses – although at least they’re not also having to adjust to the prospect of a capital gains tax anymore.

• Lower-than-usual numbers of homeowners are

moving at present, but there seems to be scope for some to take advantage of a soft market to trade up their property, in terms of quality, type, location, or size.

We’ve recently analysed the gap (or ‘trade up premium’) in prices between three bedroom and four bedroom properties, and it’s fallen lately in some parts of the country, e.g. the North Shore of Auckland.

It’s also worth a brief look at Australia. As our CoreLogic research colleagues over the ditch have recently been pointing out, the pace of the decline in Australian property values has slowed in the past few months and talk is now shifting to a looming floor for prices, potentially by the end of the year.

Whether or not that actually proves to be correct is still up for grabs, but recent cuts to interest rates in Australia and the fact that affordability has already improved are certainly factors that back up that outlook.

Australia is surely a good thing for New Zealand, given our close banking ties.

A final issue that isn’t always a core part of some property market analysis is insurance – but as we move through the second half of 2019, it will have to be at the forefront of thinking.

After all, we’ve already seen issues in Wellington

with the changes to insurance pricing methods and big increases in premiums.

In turn, this is surely impacting the values of the affected properties (in many cases apartment blocks) and needs to be watched closely – not just in Wellington either.

Natural disaster risk, including earthquakes and

coastal flooding, is a constant threat in NZ and that’s not about to change.

So that’s our perspective on where the property market currently stands and how it might pan out for the rest of the year. A As a broad summary, it’ll be ‘slow and steady’, with sales volumes and property values tracking along in line

Unlocking major growth in Auckland

Auckland is in a tough spot - the city is bursting at the seams, housing remains among the most expensive in the world and traffic is continuing to worsen Infrastructure NZ’s vision for a city at Paerata

he population growth that is driving these challenges is not slowing down. In the next 25 years Auckland will likely be home to over 2.3 million people, an almost 50 percent increase.

Imagine taking the combined population of Wellington and Christchurch and moving them into the Auckland Region over the next few decades. That will give you some idea of the scale of Auckland’s future challenges, let alone its current ones.

It is tempting to blame Auckland’s population growth as the root cause of these issues. But while growth is a challenge, it is ultimately a tool for driving Auckland and New Zealand to new heights.

Growth is good. People who live in growing cities have access to better transportation, better healthcare, better water and sanitation, and have more jobs to choose from.

Cities are compact, efficient, and innovative. As the world population becomes increasingly urbanised, cities are becoming the powerhouse of the nation’s economy.

Paerata Rise

If New Zealand wants to be competitive, developing talented workers and building strong companies, it needs to embrace the growth it is experiencing in cities like Auckland.

Auckland’s housingtransport challenge

The problem for Auckland is that growth in housing and employment are not aligned with infrastructure services.

Pockets of growth are emerging across the city that are disconnected from where residents work, shop, and relax.

It’s happening in small quantities everywhere that prevent efficiencies of scale in building either houses or supporting infrastructure.

Providing timely transport improvements is impossible.

The solution is large-scale, concentrated growth that matches homes with jobs and provides robust and unified transportation.

By concentrating its new housing into groups of tens of thousands, instead of hundreds, Auckland is fully capable of delivering this targeted growth affordably.

Auckland Needs Development at Scale

Growth can pay for itself, if it is well planned.

To address the current housing shortage of 50,000 homes as well as provide 10,000 more per year for future growth, Auckland will need to build homes at rate of 15,000 per year for the next decade.

This number is large, but not insurmountable.

Brisbane and Perth have both issued around 20,000 residential building permits per year over the past two decades.

The challenge is how Auckland delivers these homes affordably – both for authorities and for buyers – and in a way which does not exacerbate transport problems.

Paerata’s Growth Opportunity

Land in the south of Auckland represents the best opportunity to grow the city affordably and efficiently.

The unzoned land in Paerata can be bought relatively cheaply ($20,000 per typical section), since residential

zoning has not yet inflated its price to typical Auckland land prices.

Paerata’s proximity to rail and State Highway 1 lowers the substantial risks and uncertainties around future transport needs. Regional road and water investment for a 30,000 home Paerata city could be achieved for as little as $700 million above what is planned to be spent anyway – lower than the estimated $1 billion that the council would earn in development contributions.

Building at scale will facilitate a much-needed shift to prefabricated housing.

Prefab is faster and cheaper than conventional building and requires less skilled labour. Procuring housing in large tranches will give the supply industry the confidence to invest in factory production of housing.

Homes in Paerata could be produced for $500,000 or less – a significant saving over the $850,000 median house price in Auckland, or a $650,000 Kiwibuild home.

By owning the unzoned land prior to development, the government can realise all the benefits of creating

the homes: up to $7 billion in market uplift. That’s $7 billion that the government can invest in more homes, rail, and roads to address Auckland’s challenges.

The government can use this captured land uplift to fund a $2 billion duplication of the North Island Main Trunk Line, supporting growth in commuter rail through Auckland as well as rail connections to Hamilton, Tauranga, and Whangarei.

Four rail lines between Papakura and Westfield, including grade separation from general traffic, would allow non-stop services from Paerata to the CBD. Rail freight services could be separated from commuter services, removing constraints on KiwiRail activities.

Traffic congestion and risk taking at level crossings would reduce. Tens of thousands of homes would be within 30 minutes of central Auckland.

Growth could be extended north into Karaka to combine with a strategic link across the Pahurehure inlet.

direct access to SH20, the airport and Manukau.

By developing at scale in Paerata, jobs will also be created locally. With such a concentrated hub of consumers, retail and commercial development can capitalise on Paerata city’s density.

This local job growth will limit the strain on Auckland’s transportation network.

Combined with the strategic connections to major employment centres at the airport, Manukau, Mt Wellington, Penrose, Newmarket and the city, Paerata city’s resident wouldn’t have to travel as for their jobs, shopping, and leisure.

The innovation city

Paerata city doesn’t need to mimic the cities we are used to seeing. Planning for growth and master-planning for quality opens the door for even bigger possibilities.

Technology is changing every aspect of cities.

Connected networks, the internet of things and automation are the infrastructure of tomorrow. Incremental development does not support the trends and opportunities we know are coming to urban environments.

A brand new Paerata city can be digitally enabled from the roads on the ground to the tallest buildings. People can communicate with vehicles, vehicles with networks, networks with operators and operators with people.

Incorporating new opportunities in design, engineering and sustainability, a new city can be made more efficient and more resilient.

Streets can be configured to support autonomous vehicles. Low impact design can maximise existing land and water features to reduce impacts on the environment.

vices can protect Auckland’s essential services.

Leveraging public investments in research, education and health in a digitally enabled city will drive investment in high-skilled, high-income employment.

Paerata can become the centre of a new southern city of 500,000 or more with technology, innovation and prosperity at its heart.

The time to act is now

Paerata’s land is still cheap but rising quickly. If bought at today’s prices, an average section of raw land would cost $20,000. Five years ago, it cost $10,000.

Land in Dairy Flat is over twice the price, rising faster and sections are smaller so land aggregation more difficult. If authorities can move before the market in Paerata, land value can be captured and used to offset infrastructure costs.

Central government must play its part. This project would be too capital-intensive and risky for Auckland

Council and developers to do alone. A satellite city at Paerata will return $3-4 billion in GST alone, but less than $100 million in rates.

Property investors know the system is not working.

They know the city will grow and they know there is money to be made betting on future zoning. Speculation is driving up the cost of land every week and reducing the ability to leverage land values to deliver affordable housing.

Through Kiwibuild and the new Urban Development Authority, the Government can acquire land, rezone it and capture the value to deliver tens of thousands of

homes.

There is no time to waste.

Auckland has up to 50,000 households living with family, in garages, and on the street.

A new Paerata city would deliver housing at scale and affordably. By capturing land value uplift, the city would effectively pay for its own transportation links to Auckland and strengthen Auckland’s overstretched rail and road networks.

The city would also deliver better jobs, better networks, stronger communities and desirable urban living.

The Budget – who gets what and what’s what Finance Minister Grant Robinson has unveiled his second budget and arguably, for this coalition, his most important one, says Kensington Swan

A

s expected, the focus was on addressing key social concerns like mental health and child poverty, as well as infrastructure and innovative sustainability.

There is a lot to consider in this budget and Robertson said in his budget address that the Government’s focus is on “measuring what matters”.

“We won’t know whether they have really delivered on their promise until the results of that measurement are in, and that will not be next year or the year after, but only in the years to come,” says Kensington Swan Partner and co-author Hayden Wilson.

“Right now we can only analyse the Budget against the Budget Policy Statement, the promises that have been made and the actions to come from the coalition Government,” he says.

Despite the political shenanigans surrounding the “leak” of budget information, and the fumbled response to that story, this is a budget with some real substance.

In our view it is that

substance that should be the focus.

Infrastructure

First, infrastructure. The Minister of Finance has assured that the coalition Government is “balancing the need for fiscal sustainability for future generations and making long term infrastructure investments”.

The Government has taken a new approach to the budget – with a rolling four-year funding envelope based on the fiscal headroom for the next four budgets. Previous budgets were set with a single-year allowance.

Our message to this Government has been that business values certainty and this move provides the Government more space to plan, procure and prepare for longer-term, better investment decisions.

This should in turn benefit businesses, with more certainty, better insights and early involvement in

Government projects

Some $51.3m has been put towards establishing the new Infrastructure

Commission, Te Waihanga.

Infrastructure Minister Shane Jones says: “The New Zealand Infrastructure Commission, Te Waihanga, will provide expert advice, assistance with planning and strategy, support the delivery of major infrastructure projects across the country and act as the golden thread between the various pieces of work this Government is

undertaking with regards to major capital projects.”

To front foot this new longterm perspective for the Government, the Minister has already announced a pipeline which includes five capital intensive agencies; Education, Health, New Zealand Transport Agency, New Zealand Defence Force and the Department of Corrections.

The Government says that

these large investments in infrastructure are being done “while maintaining a sustainable fiscal outlook”, and with the intention to help New Zealanders plan for a better future.

Our hope is that agencies will firmly buy in to these changes and commit to better planning, procuring and preparing of major infrastructure projects.

Rail

Rail appears to be the way of the future for the coalition Government with a $1 billion boost to the redevelopment of KiwiRail and $405.5m to the Auckland City Rail Link project.

Transport Minister Phil Twyford said this budget will be the “first step to rebuilding rail as the backbone of a sustainable 21st century transport network”.

The coalition Government hopes improved rail infrastructure will unlock regional economics, reduce emissions and traffic congestion and prevent road deaths and injuries.

Education

A huge part of the infrastructure conversation has been around schools and the Government has committed itself to a 10year School Property Programme, with $268.8m allocated to the first wave of investments under this programme.

Two other large education investments are $20.7m operating to improve education infrastructure for students in Christchurch after the 2011 earthquake, and $61m operating to maintain the Ministry of Education’s current level of service in managing the school property portfolio.

Health care

The Budget 2019 includes two years of capital funding for health: $850 million for 2019/20 and a further $850 million for 2020/21. The Government’s intention is that this cash injection will help DHBs put in place improvements and new initiatives for their staff and patients.

The long-debated Dunedin Hospital rebuild is also

noted in the Budget – with funding being put aside in a contingency for when the business case is completed.

If and when completed the new Dunedin Hospital may be the Coalition’s primary example of the benefits of long-term infrastructure investment.

Other major investments into infrastructure:

• $84.3 million to keep the Christchurch Rebuild programme on track for completion • Provincial Growth Fund has now been fully allocated, including $855 million to capital investment • $273.8m operating and $1.7b capital on future air surveillance capability, with the purchase of four P8 patrol aircraft to replace the aging P3 planes • $300m capital in water and roading infrastructure • $1.7b capital in health infrastructure, such as building hospitals • $31.5m operating to support the delivery of the Strategic Defence Policy Statement • $20m operating supporting DHB capital projects • $50m operating investment in Te Papa Tongarewa • $18.7m operating and $16.4m capital to preserve our country’s archival and library materials PROPERTY&BUILD.COM

Wellbeing priorities

“The focus of this budget was always going to be about New Zealand’s most vulnerable - and in that, they delivered” say Linda Clark, Partner at Kensington Swan.

“Improved national wellbeing is important, not just for individuals but for businesses as well. Every business employs people and business is more successful when those employees and their families are mentally and physically healthy.”

Below is a summary of how the coalition Government has planned to tackle each of the five Wellbeing Budget priorities.

1. Supporting mental wellbeing of all New Zealanders, with a special focus on under 24-year-olds.

In response to He Ara Oranga – Report of the Government Inquiry into Mental Health and Addiction, the Coalition Government has promised the following: • New frontline service for mental health with a $455m programme providing access for 325,000 people by 2023/2024 • Tackling homelessness

with 1,044 new places with $356m operating and $134m capital • Suicide prevention services to get a $40m boost • $58m operating on treating drug and alcohol addiction • $131m operating and $4m capital on Hapaitia

The Coalition Government have focused their efforts on breaking the cycle of abuse, sexual abuse, suicide and youth offending. Put forward to support this priority: • Specialist services as part of a $320m package to address family and sexual violence • Taking financial pressure off parents by increasing funding to decile 1-7 schools so they don’t need to ask for donations • Lifting incomes by indexing main benefits and removing punitive sanctions • $1.1b operating and $187m capital on breaking the cycle for children in state care, including helping 3,000 young people into independent living • $535m operating on improving incomes and addressing the cost of living

• $650m operating and $96m capital taking financial pressure off parents 3. Lifting Maori and Pacific incomes, skills and opportunities.

In collaboration with Maori and Pacific communities and stakeholders, the initiatives the Government has put its money towards are: • $81m boost to Whanau Ora, including a focus on health and reducing reoffending • Ensuring Te Reo Maori and Pacific languages survive and thrive • An additional 2,200 young people in the Pacific Employment Support Service • $12m programme targeting rheumatic fever • $208m operating and $2m capital supporting Te Reo Maori and communities • $113m operating valuing the contribution and ensuring the wellbeing of Pacific communities • $95m operating and

$3m capital on Kaupapa Maori approach to tackling reoffending 4. Supporting a thriving nation in the digital age through innovation, social and economic opportunities.

With the hope of supporting people adapt to technology, the Coalition Government has put forward: • $300m to support startups and bridge the venture capital gap • $106m operating and $51m capital funding for research and innovation to help New Zealand transition to a low-carbon future • $197m operating on the reform of vocational education reforms to boost apprenticeships and trade training • Opportunities for apprenticeships for nearly 2,000 young people through Mana in Mahi 5. Create opportunities for productive businesses, regions, iwi and others to transition to a sustainable and low-emissions economy.

Hon Grant Robertson has stated that this transition will take time and the Budget will be an important step. So, has the budget solidified this priority for New Zealanders?

• Over $1b boost in funding for KiwiRail • Helping famers with the climate change challenge by investing in scientific research • Encouraging sustainable land use with a $229m package • A freshwater focus improving water quality in at-risk catchments • $8.5 million in 2019/20 in the Global Research Alliance on Agricultural Greenhouse Gases (GRA) • $3.2 million will go into the Agricultural Climate Change Research Platform

Embedding the principle of Wellbeing

The coalition Government has listed four actions it intends to take to embed the concept of wellbeing into New Zealand politics.

First, amend the Public Finance Act 1989 to ensure that broader framing is used in the development of the Budget. Going forward, the Government will be required to set out wellbeing objectives as well as fiscal objectives.

Second, Treasury will be required to report on current and future wellbeing outcomes at least every four

years.

Third, re-write the State Sector Act 1998 to make it easier for the Public Service to mobilise quickly around the priorities of any Government to improve the wellbeing of New Zealanders.

And fourth, change the way Agencies report on performance to incorporate: • taking a longer-term, intergenerational view • thinking broadly about impacts, both positive and negative • working collectively towards shared outcomes, and • recognising and building on existing frameworks, strategies or indicators.

From an ambitious promise, the Coalition Government has made real efforts to balance the needs of people, communities, the environment and businesses with this budget. Is it transformational? Probably not in and of itself. But with strong budget surplus headroom forecast in the out years, this budget does provide a solid foundation on which this Government will look to build. We will watch with interest whether they are able to do so as they move into an election year.
