Located in the municipality of Aracati, on the East coast of the State, Canoa Quebrada is a true gem of Ceará, internationally recognized for its unique landscape. A moon and star carved into the cliffs are the symbol of the destination. With ideal winds for water sports and paragliding flights, as well as thrilling buggy rides through the dunes, Canoa Quebrada offers an unparalleled experience for nature and adventure lovers.
The tourist history of the area dates back to the 1960s and 1970s when it was inhabited by a few fishermen. During this time, hippies, mainly from European countries, discovered an almost untouched refuge inhabited by a simple and welcoming people.

In recent years, in addition to visits to family and friends or travel for other personal reasons - main reasons for Germans arriving in Brazil - German tourists visited Brazil for leisure and business activities. For leisure, the most sought-after destinations were Rio de Janeiro (RJ), Foz do Iguaçu (PR), São Paulo (SP), Angra dos Reis (RJ), and Paraty (RJ). And to explore even more of Brazil and all its strategy for this year of 2024, we talked to the Minister of Tourism, Celso Sabino, in this exclusive interview for ITB 2024.
MERCADO & EVENTOS - How is the federal government progressing to attract more international flights?
CELSO SABINO - We have been working hard to expand Brazil’s air connectivity with the rest of the world, and this work has already shown quite evident results. In the last six months, about 20 new international flights were created or resumed for Brazilian cities. Brazil has already returned to pre-pandemic levels in terms of the number of flights offered by airlines. Both in 2019 and in 2023, the number was 64.8 thousand flights. But this number is still far from our possibilities, which is why we continue to maintain permanent contact with sector operators to strengthen our global connections.
M&E - What message would the Ministry of Tourism of Brazil have for the German public visiting the fair?
CELSO SABINO - Brazil is home to numerous unique natural, cultural, historical, and gastronomic attractions, among many others, which provide singular experiences worldwide and could be your next travel destination! In 2023, Germany was the eighth country to send the most tourists to Brazil, totaling more than 158 thousand visitors, and we are ready to present to Germans the best of our tourism treasures. In terms of nature, by the way, Brazil was elected in 2023 by Forbes Magazine, one of the most prestigious international publications in economics, as the best ecotourism destination in the world among 50 nations. Therefore, I invite German tourists here to get to know Brazil even better. Don’t miss the chance to enjoy wonders that catch the eye of travelers worldwide! In terms of safety, we have excellent news. Brazil rose 27 positions in the global ranking among the safest countries to travel to in 2024. In the global classification, the country ranked 15th, being the only representative from Latin America to appear on the list. The information comes from a recent survey conducted by the American insurer Berkshire Hathaway Travel Protection.
M&E - What are the preferred destinations and segments of Germans visiting Brazil?
CELSO SABINO - In recent years, in addition to visits to family and friends or travel for other personal reasons - main reasons for Germans arriving in Brazil - German tourists came to the country for leisure and business activities. For leisure, the most sought-after destinations were Rio de Janeiro (RJ), Foz do Iguaçu (PR), São Paulo (SP), Angra dos Reis (RJ), and Paraty (RJ). As for business, the main cities visited were São Paulo (SP), Rio de Janeiro (RJ), Curitiba (PR), Campinas (SP), and Porto Alegre (RS). In fact, surveys by the Ministry of Tourism have already indicated a good evaluation of hospitality services, gastronomy, and infrastructure in Brazil by German tourists, confirming the great potential we have to receive and welcome this audience well.

And what are the tips for making the most of their visit to our country? All these questions were clarified by the president of the Brazilian Agency for International Tourism Promotion (Embratur), Marcelo Freixo, in this exclusive interview for the special magazine produced by M&E for ITB 2024.
MERCADO & EVENTOS - What kind of Brazil will German tourists find in 2024?
MARCELO FREIXO - A plural and multicultural country that values the diversity of its people, respects human rights, and democracy. A country committed to climate action and undergoing transformation towards a sustainable development model, where tourism plays a part of the solution, generating employment and income for over 8 million Brazilians while increasingly promoting environmental and social sustainability. German tourists visiting Brazil will encounter a cheerful and receptive people who combat racism and promote inclusion.
M&E - What actions can we expect from Embratur alongside international agents and operators in 2024?
MARCELO FREIXO - We are focused on generating new business. We celebrated the end of the first year of management with a 40% increase in international air connectivity and a 62.7% increase in tourists visiting Brazil in 2023, recovering pre-pandemic levels, with a highlighted growth of 31.42% in the number of Germans
compared to 2022. For Germany, a priority market for Embratur, our efforts in 2024 will be aimed at recovering the volume of travel we had pre-pandemic. For this, Embratur has been working with key operators in the German market, having resumed the partnership with ARGE, the association of operators specializing in Latin America, with airlines, and with the support of the Brazilian Embassy in Berlin. We have positive expectations for this year. Lufthansa announced seat growth for 2024, with increased capacity on the Frankfurt-Rio de Janeiro route from 3 to 5 weekly flights starting April 1st, and to 7 weekly flights starting October 27th. We are also monitoring the positive results of the campaigns we conducted in 2023, cooperatively with important players in the German trade, such as Expedia, Opodo, TUI, and Viventura.
M&E - What strategies has Embratur adopted to promote Brazil abroad in 2024?
MARCELO FREIXO - We have the mission of consolidating Brazil’s image as a country recognized for its diversity and authentic and sustainable tourism experiences, contributing to increasing the entry of international tourists and foreign exchange. In 2024, we are consolidating the strategy we started last year, with actions focused on promoting a diverse, innovative, democratic, and sustainable country.
M&E - When is the best times to visit Brazil? How much time is needed to truly get to know the country?
MARCELO FREIXO - “Our strategy at Embratur prioritizes efforts to encourage tourists to travel outside of the peak season. According to market intelligence data, it’s possible to see that the main volumes of travel from German tourists to Brazil are from October to December. There is a large window of opportunity in the other months of the year. Knowing that ecotourism is a segment with great appeal to tourists in this market, the months of May and June can be of great interest to visit Chapada Diamantina in Bahia and Chapada dos Veadeiros in Goiás. It’s also a good time to visit the Pantanal.
Brazil, the largest country in Latin America, with its continental extension, 5 regions, 6 different biomes, and over 7 thousand kilometers of beaches, is considered the most biodiverse country in the world by the United Nations.
