Edmonton (ATB): Chief Mike LeBourdais of the Whispering Pines First Nation, a community to the north of Kamloops, told Radio NL that the group has met with banks, industry and other potential equity participants. With a federal election expected by N o v e m b e r , LeBourdais told Radio NL’s Shane Woodford that “we are going to put a pre-emptive bid” in front of government, probably by April or May. The Whispering Pines community is one of 43 First Nations in B.C. and Alberta that have reached impact benefit agreements with the TransMountain project, if it

goes ahead. Last summer, LeBourdais told media that the hope is that the proposed pipeline expansion would get more Indigenous support if First Nations were in charge of it. “The best way for those who are worried about the environment is to have control over the thing you fear,” he said. Last year the federal government took ownership of the Trans-Mountain pipeline for $4.5 billion after previous owner Kinder Morgan s u s p e n d e d construction of its $7.4billion expansion unless government could offer the company certainty that

the project would go ahead. O t h e r Indigenous groups have also discussed buying into the project, including the Indian Resource Council of Canada, which held high-level meetings with government last month, according to the CBC. And the IRCC is set to meet with its membership near Calgary to discuss possible ownership models. However, First Nations representatives who have opposed the pipeline project say those discussions don’t necessarily advance the project. “One Indian Act band or a couple of Indian Act bands purchasing the pipeline doesn’t give them

consent (to proceed),” said Judy Wilson, chief of the Neskonlith First Nation and secretary treasurer of the Union of B.C. Indian Chiefs. First Nations that oppose the expansion project include Lower M a i n l a n d communities such as the Squamish, Musqueam and TsleilWaututh. W i l s o n , whose Neskonlith First Nation’s territory is east of Kamloops, said that whether federal government or other First Nations own the pipeline, they still have to meet obligations to properly consult with First Nations. A Federal Court of Appeal decision last fall quashed the pipelineexpansion project’s environmental approval because the project, in part, hadn’t adequately consulted with six First Nations that had challenged the permit. Wilson said the federal government’s attempt to restart that consultation process in her region hasn’t gone well.

PATNA (ATB)After constantly facing jibes from Shatrughan Sinha, BJP MP from Patna Sahib, the BJP finally advised the veteran actor to leave the party “if he does not like it.” The advice came from Bihar’s deputy CM and senior BJP leader Sushil Kumar Modi who said Sinha had “fallen into bad company of Yashwant Sinha.” Modi was speaking at a programme organised by a TV channel on Tuesday night. Sinha, an actor-turned-politician, has virtually turned into a BJP rebel, lashing out at his own party leaders on national and state issues, often from public platforms. He has also targeted Prime Minister Narendra Modi on issues like rising fuel prices, demonetisation, Rafale deal and the Vijay Mallya case. “Shatrughan Sinha is also my icon but the manner in which he is targeting the BJP, he should quit. He is using all sorts of language against the party which made him the cabinet minister, Rajya Sabha member

for two terms and gave him two terms in the Lok Sabha,” said Modi. What embarrassed the BJP most that while criticizing the party and demonetisation and GST, Sinha also started visiting opposition leaders, including Lalu Prasad. “He met Lalu Prasad and has started projecting his son as CM of Bihar,” said Modi. Sinha, who had been visiting an ailing Lalu Prasad at his Patna residence, also went to RIIMS in Ranchi December last to meet the RJD chief. Modi also dared Sinha to contest from Patna Sahib if he was so sure of his popularity. “His victory in last parliamentary elections was made possible by the joint efforts of BJP leaders like Nand Kishore Yadav,

Modi, whose name is doing the rounds in political circles as the probable BJP candidate from Patna Sahib, left it to party to take a call on it. “If the party decides, I will contest. Modi, who won Lok Sabha polls from Bhagalpur in 2004, was later made the deputy chief minister in the Nitish Kumar-led NDA government in 2005. As regards Sinha, he announced his intention to contest again from Patna Sahib in 2019, but did not specify if he intends to join any other party. “The BJP did not give me a ticket; I took it on my own. And I will contest from Patna Sahib

again,” he said at the same event held by a TV?channel. “The location (constituency) will be the same, even if the situation is otherwise,” he said. Sinha has been cosying up to opposition parties such as the Rashtriya Janata Dal (RJD) and the Congress. He has praised RJD’s Tejashwi Yadav, calling him a “very mature leader”. Yadav reciprocated the gesture at an iftar party last year. “Chacha (Shatrughan Sinha) is with us,” he said, fuelling speculation that Sinha could be the RJD candidate for the Patna Sahib seat in 2019. The two-time Lok Sabha MP has also openly praised Congress chief Rahul Gandhi.

India can gain massively from the space race The moon completes one revolution around the earth in the same time as it completes one rotation around its axis. This unique characteristic means that we on earth always get to see the same side of the moon. The other, dark, side of the moon, has been understudied and could reveal a number of things about its origin and that of the earth. With Chang’e4’s landing last week, China became the first country to land a spacecraft on the dark side of the moon. Chang’e-4 is equipped with a lander and a rover. Interestingly, India’s Chandrayan-2 has a similar remit and it will be equipped with an orbiter, a lander and a rover. The two Asian giants seem to be locked in a space race. India has recently decided to send a human into space. If successful, it will only be the fourth country in the world to achieve this feat. It also plans to send an orbiter mission to Venus and a second mission to Mars. China has its own mission to Venus but it plans to put a lander and a rover on Mars before that. Its targets before 2030 include exploration of Jupiter and asteroids as well. In sheer terms of budget and achievements, China is ahead of India but the latter has not done badly given its myriad other economic challenges. The race, though, has only begun. This race is an opportunity to be taken advantage of. The previous episode of a space race between the US and the Soviet Union during the Cold War helped both the superpowers modernise their industries and accelerate scientific progress. The battle for ideological supremacy may have had other negatives, but it proved a boon for the march of technology. The winner of the Cold War race — the US — is by no means out of the game. Its private industry, led by Elon Musk’s SpaceX, is churning out new ambitious projects like a trip to the moon for customers who agree to pay. The next big thing is militarisation of space. The US announced a space force last year. Russia has had an aerospace force since 2015 and China’s space programme has always had military aspirations. India opposes weaponisation of space but having an opinion does not count for much unless you have capabilities. Pick reminders of the reasons that are most important to you, focusing on the results you can envision if you are successful.
