∂ ≈ Á∆ ’Ω∫√Ò∂‡ ‹ÈÒ Ó∆¡≈ Ô∂È City Council plans budget cuts for ’ÀÈ‚ È∂ ’ÀÍ‡È È≈Ò ’∆Â∆ ÓπÒ≈’≈ cannabis legislation among others Edmonton (Mary Thomas)-“The city could spend less money enforcing cannabis-related bylaws than police are calling for,” says Councillor Ben Henderson. In a budget presentation to council last week, city police asked for 24 new officers to deal exclusively with cannabis-related cases, like enforcing impaired-driving b y l a w s hikingbudgetsby more than $3 million. “I’m not convinced that cannabis usage is going to go up, particularly; that all the kind of problems that we’ve had with people driving stoned etc. have always existed.” Edmonton police budget request swellsanother 25 per cent by 2022. Edmonton councillors weigh options for cannabis control. Henderson said some costs related to zoning and smoking rules are a reality but he doesn’t

want the city to overspend.Mayor Don Iveson blames the Alberta government for leaving cities to pay for enforcement cannabis-related laws. The province committed $11.2 million for all municipalities with populations of over 5,000 people, $1.1 million a year for Edmonton, an amount Iveson said is a tenth of what the city needs. The city has invested in education campaigns to inform people about cannabis bylaws. “We’re in a real tight spot over cannabis,” Iveson said. The federal government is letting the province keep 75 per cent of the tax from cannabis. While frustrated councillors

and Mayor Ivesonhope to approach Ottawa to mandate the province create a revenuesharing deal, AB Finance Minister Joe Ceci said he’s not about to increase it. Cutting back proposed spending on cannabis enforcement is just one of the potential trimming measures city council is weighing in its budgetdiscussions for the next four years. Iveson thinks council can “easily” get the property tax hike down into the 2% range for 2019, and keep it there for the remainder of the budget cycle in 2022.Council also heard from administration there’s $10 million in the pot that hasn’t yet been allocated and that could be used to further cut down on the property tax bump: $5 million from larger than expected Epcor revenues, and $5 million from the one-

time sale of Edmonton Tower. The mayor also tabled motions Monday that would require Edmonton police to increase planned “efficiencies” to one per cent from 0.25 per cent, and to restructure the backalley renewal levy so that it would be paid for partially through the general tax base, and partially through a fee to homeowners adjacent to the laneways. The operating budget prepared by administration that council is in the midst of amending and debating originally proposed tax increases of 3.3 per cent in 2019, 2.7 per cent in 2020, and a 2% hike in both 2021 and 2022. Council is simultaneously tackling its multi-year budgets for building and renewal, and for utilities. The budget deliberations are scheduled to run until Dec. 14.

Besides pursuing my studies, I also resumed the responsibility of family business and dealing with other stakeholders. Back home, I am still the Vice-President of Land Mortgage Bank, Ludhiana which provide loans to small farmers of 941 villages. In Edmonton, besides running Edmonton Furniture Shop, I am equally involved in community work and have organized number of community events. Your regret in life: None. SOHI: Alberta – this government has always had your back, and always will When I was elected as the MP for Edmonton Mill Woods in 2015, Alberta’s energy sector was hurting. The oil price downturn was having a real impact on my community, neighbours, family and friends. Our government understood that Alberta needed our support, so we stepped up. Not with words, with actions. That came in the form of $250 million to offset the impact of low oil prices, $1 billion to support small and medium-sized Alberta businesses, $30million to enable Alberta to clean-up orphaned wells, and $1.3 billion to extend EI benefits to laid off energy sector workers in time of need. We also extended work sharing programs to keep Albertans working. In the past three years, we’ve invested $8.5 billion in combined infrastructure funding to build roads, bridges, public transportation, and much, much more. These are more than dollar figures: they are investments in the people of Alberta. That is why when I see Conservative politicians try to make the claim that our government hasn’t been there for my province, I feel an obligation to set the record straight. Beyond investments, we have taken decisive action. Before and after taking office, we have supported the Keystone XL pipeline and, more recently, fought on behalf of our energy sector during the negotiations of NAFTA 2.0. The result? The elimination of a clause that prevented Alberta from having full ownership over our resources, and administrative changes that will save the oil patch more than $60 million a year in fees and costs. All of this is having an impact. We just saw more evidence this week, as Statistics Canada reported that global investment in Canada was up again during the third-quarter of this year —led by the largest investments in mining and energy companies in nearly two years. Albertans now face another challenge – a perfect storm that has led to a painful oil price differential. I know how painful this differential is.And I know how frustrating it was to see Jason Kenney and his government fail for ten years to get a drop of oil to non-US markets– over 3,500 days and nothing to show for it. Last weekend, the government of Alberta made an important decision regarding production curtailment, which they have

www.asiantribune.ca. Also, follow us on twitter @AsianTribuneEdm

determined to be in the best interest of Albertans. Our government, the governments of Alberta, industry, and the hard working Canadians who work in the oil industry all share the same goal: ensuring that every barrel of Canadian oil gets its full value. We knowthat the best way we can support the energy sector is to make sure producers can diversify exports to non-US markets. We are making significant investments in the safety of Canada’s rail system, andeliminating bottle necks for shipped commodities. However, the long-term solution lies in building pipelines that allow our resources to get to non-USmarkets. That is what our government is focused on, and that is what I’m working each day to deliver. The Enbridge Line 3 pipeline project, which we approved, is under construction and will come into operation in 2019. This will bring with it a major boost to pipeline capacity — some 370,000 barrels per day. And, of course, we invested in the Trans Mountain Expansion Project in the spring, as it faced politicalheadwinds. This was an investment in our energy sector, Albertans and Canada’s future. In response to the Federal Court of Appeal ruling, I am now focused on making sure we move forward on this project in the right way through meaningful consultations. Doing this is not only the right thing to do, it’s also the most efficient and focused path forward. There’s a lot of work ahead, but it is my top priority. I spent most of this week on the road in BC, engaging with Indigenous communities. All told, I have met with over 40 communities from all along the route.I am doing this because I understand that trust needs to be rebuilt. This is what we mean by moving forward in the right way. Even with all of this hard work and support for Albertans, I know there is always more that our government can do. That’s why we are working across federal departments and with the provinces of Alberta and Saskatchewan to analyze solutions the differential. I have also asked the NEB to look at all options to ensure our existing pipeline capacity is being utilizedefficiently and provide a report as soon as possible. We are taking action and we will deliver results. Alberta – our government has always had your back, and always will.

Lessons from the Paris riots Paris is burning, and everyone should be worried. Violent protests by the gilets jaunes, or yellow jackets, in Paris over the weekend should set alarm bells ringing everywhere. Some of the protestors sported the Anonymous mask made famous by the Occupy protests, and modelled after the one worn by the protagonist in Alan Moore’s graphic novel, V for Vendetta, and which itself was a stylised rendition of Guy Fawkes’ face. The ostensible reason for the protests, simmering for some time, was anger over green taxes and high fuel prices, and although the latter came down by the time of the outbreak last weekend, people are still unhappy with the lack of jobs,

the

failure

of

local

administration to provide basic services in the French hinterland, and rising prices. That this happened in France, the most socialist of all First World countries, is telling. It was inevitable, though. Since the financial crisis of 2008, it has become evident that the current model of global business and trade is flawed. Indeed, leaders of the world’s most powerful nations admitted as much at the recent G20 summit at Buenos Aires. Over the past decade, real incomes have declined across many countries, and even in those countries that do not have an unemployment problem, there are significant numbers of underemployed (simplistically explained as PhDs flipping burgers). The result is a desire for change — the election of Donald Trump in the US

and

Brexit

both

manifestations of this. The result is a wave of protectionism around the globe that threatens global trade. And the result is anger of the sort seen in Paris over the weekend. Yash Sharma Editorial Team

Gone are the days of extended and tight knit families where no child was left alone to grow or his every action monitored anxiously. As nuclear families became prevalent, if

parenting intelligence over the generations had been codified into a rule book, we’d probablyhave much richer generations following us than we do. Since babies don’t come with an instruction manual, we are forced to figure it out as we go along. The way you parent is influenced by the way you were parented, and probably complicated by the way your partner chooses to parent. Spanking might not be the way to discipline a

child but some form of discipline is imperative. “20% of secondary school children agreed” with the idea of coercive ways of disciplining. That children themselves are advocating for it is a pretty good indicator of how much we lack, as a society, in providing the muchneeded structure toour children today. M a r s h a Ferrick, licensed clinical psychologist says, “Success lies in the parent-child fit that

looks at how characteristics of parents and the child are able to work together. It takes the blame out of the equation. It looks at what is successful for each child and how can we help the parent to develop the flexibility to meet the needs of that child.” Flexibilityis key. Our children’s success comes from a variety of factors, including genetics, but parenting style plays a huge part. Four common parenting styles on the spectrum

are 1.Authoritarian 2Authoritative. 3. Permissive and 4. Uninvolved As parents, we have seen that authoritarian, permissive and uninvolved parenting styles manifest as negative outcomes. The main denominator that defines good, bad and ugly parenting styles is how you discipline or control your child’s behavior. Inductive discipline is about teaching your child to think — constructively and nonselfishly — about how his behavior affects others. Instead of trying to enforce good behavior through threats and punishment, we could help develop internal tools to regulate themselves: shaping behavior through reasoning, emotion coaching and emphasizing empathy. Inductive discipline nurtures a child’s intrinsic motivation to cooperate and behave with respect and kindness. When children realise there are consequences to their actions, that every action impacts people

around them, they have a reason to behave responsibly. Experts concur that the authoritative style works best around the world to develop kids with their own moral compass. Though it might look different in every family, warm, r e s p o n s i v e parentingpromotes secure attachments, protects children from internalizing problems, keeps drug and alcohol dependency, juvenile delinquency, or other antisocial behaviorat bay, strengthens a t t a c h m e n t relationships, developstheminto better “mind readers”, createsresiliency in problem-solving and learning, prevents aggression and reduces peer problems. E n c o u r a g i n g independence in children is linked with more self-reliance, better problem solving, and improved emotional health. Parenting is a serious responsibility and cannot be taken lightly. If tended carefully, parenting can become more of a joy rather than a liability.

There is harmony at home and synergy at work, which enables you to achieve professional goals and take care of family responsibilities this week. You share hospitality, warmth and a happy time with family and friends. You remain in touch with your sense of humour and manage to keep things light during heavy work schedules. You are not interested in superficial relationships or dramas that people around you are engaged in but opt for meaningful connections.

You manage business affairs with skill, capability and creativity to achieve financial status and professional repute this week. You tend to ignore emotional and spiritual aspects, as you are busy and involved with work and business. Family and children are independent and handle their own affairs but need appreciation and love from you. Personal and business partnerships are lucrative and supportive at this point. A celebration at the end of the week is hectic.

You have great energy to achieve business targets and professional goals by making quick decisions and plans. Personal relationships are full of romance and passion! Don’t expect similar intensity or totality from others or you may be disappointed. You can be fiery and outspoken when opposed or attacked by adversaries or competitors. Despite changes you retain rank and dominate professional scenes with confidence.

You become aware of your inner voice, which speaks in the wordless language of the heart. It’s time to trust your intuition, your feelings and make a promise in the moment, to yourself, and the other, in love. An older man or father has some good advice to offer. Children need your support and guidance.

A variety of experiences teach you important lessons in personal relationships and business associations. Stubborn strength, toil and endurance bring their own rewards in the business area this week. Your persistence in projects and loyalty to people who matter brings respect and support when you need it. Academic involvement in institutions is satisfying as you can express your views and share expertise at this point. Patience, peace and a good heart endear you to family, friends and loved ones. You are a great organizer of people, events and programs while also connecting and interacting with people.

You are graceful and amiable in family matters and social occasions. You respond quickly to attraction and new ideas at work but may find it hard to sustain the same level of interest for a length of time. Beware of external influences or interested people who attempt to sway your resolve and decision to make a professional move. Parents, family, friends and close relationships are loving, caring and supportive. A sentimental journey down memory lane with an old friend is on the cards. Look for depth and character when choosing a partner or associate. A brief, sporty holiday is on the cards.

You shine with true confidence in professional situations this week. You influence and advise professional groups, clubs and institutions in the capacity of a consultant. Family and friends value your positive suggestions. Your partner is appreciative and caring. You go all out to win back the favour of a special person that you may have annoyed in the past. Be realistic and don’t set yourself up for disappointment by having great expectations. Friendly visitors from overseas are likely to surprise you. Things look different and easier when you view them from a higher perspective.

You may get stressed by thinking negatively and imagining the worst this week, which of course is not happening. It’s best to watch and wait for things to change rather than strive against powerful opposition. Taking one step at a time takes you to the top of the ladder. even on the corporate front. It’s best not to do too much at the same time and cause stress or confusion. Display and superficiality fascinate you; make an attempt to look deeper for true relationships. You are likely to make an important breakthrough in old patterns and feel released from limitations and restrictions this week.
