Heated War in Cold Weather- Ward 12 By-election Í·≈Ȓ؇ ‘Ú≈¬∆ √ÀÈ≈ ¡º‚∂ ˘ Í»∆ E d m o n t o n (ATB):Edmonton Ward 12 by election has generated lot of interest among seasoned and rookies politicians. “This is the most people who’ve filed an intention. If all of these 24 come out on nomination day that would be the most candidates we’ve had for a riding,” said Laura Kennedy, the city’s chief returning officer. The official list of people who have said they intend to run to replace former Coun. Amarjeet Sohi in the city’s southeast has grown to 24 people,

the most a by-election in the city has ever seen, but it could get even bigger. “There could be more,” said Kennedy, adding this is the first time candidates have to file a notice of intention in order to raise campaign funds.

But anyone choosing to self-fund a campaign only need to show up on Jan. 25 and fill out the proper forms, pay the fee and be nominated by 25 people living in the ward, meaning the list of contenders could grow.

As it stands, the list includes a school trustee, a restaurateur, a dentist, a former provincial Wildrose candidate, a former federal Green Party candidate, a federal Conservative Party candidacy hopeful, a blogger, a media personality, a union leader, a fundraiser, a non-profit fund developer and a PhD candidate researching crime and racism. During the last municipal election, just three people ran in the ward. Sohi, who since gave up the seat following a federal election win, coming

out on top with 13,427 votes. The next nearest contender garnered 3,572 votes with 17,478 votes being cast altogether. London An Indian-origin cancer research expert has received a Knighthood from Queen Elizabeth II for his “influential” work on prevention and treatment of cancer in the annual New Year’s Honours list published here today. Harpal Singh Kumar, who is the chief executive of Cancer Research UK (CRUK), has been honoured for services to cancer research and being “hugely influential in promoting research into the prevention, early diagnosis and treatment of cancer, and cancer care.” “CRUK’s income and research spend are at an all-time high. Under his leadership, it has been instrumental in pushing the government to take further measures to reduce smoking and to ban sun-beds for under18s,” Kumar’s citation reads. “He also chaired the Independent Cancer Taskforce and authored the NHS Cancer Strategy ‘Achieving World Class Cancer Outcomes. A Strategy for England 2015-20’, published in July 2015,” it said. In total, 1,196 people have received an award in this year’s list. In addition to the honours recipients, this year sees three new admissions to the

Order of Merit, which is awarded to those who have rendered exceptionally meritorious services towards the advancement of the Arts, Learning, Literature and Science. The award is in the personal gift from the Queen and is limited to 24 living recipients. This year it went to Iraqi-born Professor Lord Darzi for services to medicine, Professor Dame Ann Dowling for mechanical engineering and Sir James Dyson, of the Dyson vaccum cleaner fame, for his work in industrial design. There are 578 successful women candidates in the List, representing 48 per cent of the total, and 5.7 per cent of the successful candidates come from ethnic minority backgrounds. The awards are presented in the name of the British monarch and published by the UK government in the London Gazette on New Year’s Eve every year.

Instead, a short term tender was floated by HSDC inviting private seed producers without even assigning the reasons for doing so.Only one seed producer Metro Hybrid Seeds made an offer to supply the green gram seed at Rs 8,412 per quintal as against the negotiated rate of Rs 8,400 per quintal agreed by NCCF and NAFED, officials said. In fact, the NCCF made a formal complaint in this regard to the HSDC stating that if

they had been given a counter offer to supply the seed they would have done so at the rate od Rs 8,000 per quintal on consignment basis as the rates of moong seed had considerably decreased in market during March-April 2013. The Federation also said that denying them the supply order without any intimation about the status of their tender was illegal and undue favour was shown in placing order to Metro Hybrid Seeds. While Khemka had put a condition for NCCF and NAFED that the seed supplies should be from their own-coproducers and not through traders or middlemen no such condition was imposed for Metro Hybrid Seeds. The private seeds producer supplied about 6,600 quintals of seed after buying it from other 24 seed producers and traders. The fifty-year-old officer has been transferred at least 45 times in 22 years of his service and belongs to Kolkata. Khemka was the topper in computer science and engineering at IITKharagpur in 1988 before he joined the civil services.

Hanuman Sena workers clash with ‘Kiss Street’ organisers

Activists of Hanuman Sena and members of a cultural organisation clashed in Kozhikode on Friday when the latter gathered for a ‘Kiss Street’ programme. The clash occurred when the Sena members protested against the 10-member group, including women, of ‘Njattuvela S a m s k a r i k a Pravarthaka Sangam’ who assembled near the Central Library in Kozhikode to protest against facism and intolerance. Police dispersed the groups and booked the volunteers of the organisation. None was injured in the clash, police said. Cases under IPC section 160 (punishment for affray) has been registered against 16 Hanuman Sena activists. Three volunteers of the sangam, including two women, were booked under 332 (voluntarily causing hurt to deter public servant from his duty). The organisers said the ‘Kiss Street’ had no connection with the ‘Kiss of Love’ movement against moral policing conducted last year.

Most important lesson learnt from Pathankot is keep it simple Rewind to July 2003, Tanda, on the Jammu-Rajouri highway. And sure enough they do — from General Officer Commanding in Chief of Northern Command, his Corps Commander, Divisional Commander and so on downwards. Their stars were aligned right that day so they all got away with, at worst, shrapnel injuries. Tanda was forgotten when Pathankot began because while the terrorists followed their standard operating procedures, the various agencies of the government seem to have forgotten theirs. Institutional memory is short as there is clearly no databank to rely on. Had there been one, then it would’ve been plain how the attack plan would unfold. The same tactics, whether in India or the numerous attacks in Pakistan, have been followed. Now that the guns have fallen silent in Pathankot, it is worth going through the entire operation so as to learn lessons. After all, every operation yields a trove of information, and collating everything can only add to institutional memory, while preparing a long overdue databank on tactics, targets and the terrorists. The only Indian force trained to incapacitate airfields are the Army Special Forces (SF). Every SF battalion practises airfield raids as a matter of routine, whether as an airborne attack or as a raid like this one by Pakistani terrorists. And they practise them obviously on Indian Air Force airfields. So it is perplexing that those trained to strike at the very target attacked were not in the loop at all. The Defence Security Corps is the force that checks visitors’ passes at the various gates of the Ministry of Defence. Someone checking journalists’ passes at Gate 2 of South Block can theoretically – and practically — be posted to prevent a strike at Air Force Station Pathankot. Most are retired ex-servicemen on reemployment so that they can work into their 50s. Which is the likely age of most of those martyred in Pathankot. They were, unsurprisingly, the first in the line of the terrorists’ fire. And sadly five unprepared, over-age for combat soldiers paid the ultimate price. Next up was a Garuda soldier. This is an Air Force asset that is supposed to be a special force, as they draw an allowance eligible to SF personnel. Streamlining his chain of command, the Garuda soldier is trained to see life in ambushes, raids, surveillance and all other operations expected of special forces. For him to develop into a fully functional SF asset, however, he would need to be deployed in roles other than static anticipatory base protection types. For some inexplicable reason, the National Security Guard (NSG) was called into action in anticipation of the impending attack. The NSG in question is made up of army men on deputation to the home ministry to essentially undertake anti-hijacking or hostagerescue missions. Their chain of command is totally different from a military one, which is where this operation was located. There is an army cantonment near Air Force Base Pathankot, with more than enough manpower and firepower to contain and neutralise the Pakistani terrorists. The infantry units there have certainly returned recently from some counter-insurgency operation or hard field tenure. So they would have been ready to go. When it came to the actual assault, a nearby SF battalion would have done the job clinically. This scenario has been repeated many a times in Jammu and Kashmir. It is the simplest operational command and control in India, and also the most accountable. There was also the Punjab Police, who initially didn’t even believe their SP had been waylaid. To its credit, they did a good job in Gurdaspur when a similar attack took place in July 2015. Then it was a single service under a single command. Finally, not to forget the Border Security Force (BSF), under whose nose these terrorists entered India. Anybody living along the borders knows how porous this terrain is. Other than these players, there were the various interception agencies who followed the phone trail of the terrorists, each answering to a different commander. This made for a recipe that was bound to take its time to work, and at a cost unacceptably steep. So, the most important lesson learnt from Pathankot is keep it simple.

Does Modi have the patience for peace! After the Pathankot attack, an Indian intelligence agency source told the media that although only a thorough investigation by the NIA would reveal the real face behind the attack on Pathankot airbase. “But prima facie evidence shows that the militants who carried the assault had a connection with the JeM. They carried bags with markings of executed Parliament attack convict Afzal Guru. JeM had formed Afzal Guru Squad. This squad had also made an attack recently near the Line of Control in Kashmir. Dots need to be connected,” an intelligence agency source said. Intercept of calls made by the terrorists before the attack shows a connection with Pakistan and also with a few top-level functionaries of JeM, he added. “One of the call intercepts shows that a militant had spoken with Masood’s younger brother, who’s also a leader of JeM.” The sudden reactivation of Jaishe-Mohammad has raised concerns among the Indian s e c u r i t y establishment. The National Security Advisor Ajit Doval had even spoken up about the outfit and it was decided that the matter would be pursued with Pakistan. This, according to experts keeping a close eye on changing equations between terror outfits and their handlers in Pakistan, could work to India’s advantage vis-a-vis Azhar. Alok Bansal, director, Centre for Security and Strategy, India Foundation, observed, “Though a section has claimed so, it’s not clear whether JeM is involved in Pathankot attack or not. If it is

The one case not being investigated concerned a 23-year-old from Foggia in southern Italy who was approaching her due date and died suddenly at home.
