UCP Tabled Bill to Scrap Carbon Tax PM magic steers BJP to more seats than 2014 Edmonton (ATB): True to its word, Bill 1 under the UCP government axes the NDP-era tax, which saw Albertans pay a levy on their home heating bills and fuel. However, there’s no word on what will happen to the thousands of projects across Alberta funded by the carbon tax. The UCP did not make a minister available to answer questions on the bill after it was tabled. As such, there were no answers on what happens to carbon taxfunded projects like solar, small-town energy retrofits to help municipalities save money on their utility bills, energy efficiency programs for farmers or upgrades to seniors homes. Nor is there any word on the future of Energy Efficiency Alberta, the external agency that oversees efficiency. The message from officials: You’ll have to wait to find out. “Promise made, promise kept,” Kenney said of tabling Bill 1. “This will lift a $1.4-billion burden from Alberta’s economy and will put that money back in Albertans’ pockets where it belongs.” But Albertans happy with the prospect of a carbon tax-free life shouldn’t hold their breath. Despite Kenney’s insistence his
government will launch a court challenge, Ottawa is already working on how it will impose its carbon tax on Alberta once the provincial tax is removed. Kenney said his government is already preparing for the “likely prospect” of the federal government imposing its carbon tax on the province. He has already directed Attorney General Doug Schweitzer to prepare a constitutional challenge through the Alberta Court of Appeal. “(It) will challenge the jurisdiction of Ottawa to bigfoot in here and punish Alberta taxpayers for filling up their gas tanks and heating their homes,” Kenney said. Saskatchewan recently lost a similar court challenge to the federal tax, but Kenney thinks Alberta will have more chance of success thanks to the province’s carbon tax on large emitters. “Stay tuned for all of our legal arguments,” he
said. Along with ending the carbon tax, Bill 1 will remove legislation that requires all cash collected by the tax up to May 30 to be spent on green projects and rebates.Instead, the money will be funneled into general revenue to spend on whatever the government sees fit. Opposition leader Rachel Notley called
that “a bonafide baitand-switch.” “For four years, these guys accused us of making this a general revenue slush fund and then they turned around and — with their first piece of legislation — that’s what they make it,” she said. “What this bill will do is take all that revenue and hand it over to the big corporations who are getting an immediate big tax break” she said. Kenney contended axing the tax will create 6,000 jobs, but Notley countered that jobs in the renewable sector and on green projects will be lost. Albertans will wait and watch the outcomes down the line.

Interestingly, while political pundits ran down the “polarising” Modi and Shah, their carefully designed campaign around the emotive themes of national security and nationalism resonated, resulting in a massive rise in saffron vote share, breaking conventional barriers set around geography, caste lines, age, gender and economic status. Shah’s strategic planning saw the party make significant inroads into West Bengal and Odisha, while reasserting position in Maharashtra and Karnataka. Only Kerala, Tamil Nadu and Andhra Pradesh appeared untouched by the saffron surge. In southern Telangana, where it was expected to fare poorly, the party actually managed to make a resounding mark. Backed by Modi, Shah’s five years of diligence
saw the organisation emerge as a formidable force. He was able to take controversial decisions like dropping tall leaders above the age 75 years. Many factors worked in tandem, the chief being the projection of Modi as a decisive and strong leader in whose hands the country was safe. After Pulwama and Balakot strikes, the BJP kept highlighting national security as a key electoral issue, which was lapped up by voters. Keeping in mind states where the BJP could have fared poorly, Shah identified around 120 seats in new catchment areas under his Coromandel plan
— Bengal, Odisha et al — and northeastern states. In spite of Assembly setbacks in strongholds like Gujarat, Rajasthan and Madhya Pradesh, the BJP leadership worked hard in these states. Even in Uttar Pradesh, where political observers predicted a decline in numbers, the party set a target of 50 per cent vote share. materialised. The Congress and other parties were unable to stitch up a prepoll alliance with an undisputed leader who could match Narendra Modi stride for stride. There were at least four prime ministerial hopefuls: Rahul Gandhi, Mamata Banerjee, N Chandrababu Naidu and Mayawati. The last three, all regional satraps, were eyeing a largerthan-life role on the national stage. Naidu, who unreasonably projected himself as the glue that could bind notso-like-minded groups, suffered a debacle on his own home turf. Jaganmohan Reddy-led YSR Congress Party in the Assembly as well as parliamentary elections. Ironically, the main Opposition party — the Congress — was decimated even in states in the Hindi heartland where it had won the Assembly polls less than six months ago: Rajasthan, Madhya Pradesh and Chhattisgarh. The Grand Old Party did pretty well in Punjab and Kerala, two states where it has a robust organisational set-up and popular leaders such as Capt Amarinder Singh and Oommen Chandy. Another saving grace for the party was Tamil Nadu, where it partnered a resurgent DMK. Shockingly, Rahul Gandhi couldn’t do an Amethi encore in Uttar Pradesh, where the Congress tried to bite more than it could chew by fielding candidates against nominees of the formidable SPBSP combine. The organisational weaknesses were all too evident in UP, even as Priyanka Gandhi was pitchforked into the general secretary’s
