Welcome to another issue of SHAPING South Asia. It has been a great start to the year for Meinhardt with project wins across South Asia. In the following pages, you will read about how we have helped our clients make the best use of design and cost through innovative solutions. Starting from our headquarters in Singapore, our MEP team has been working on what will be the tallest building in Singapore adding to the towering skyline of this city-state. Moving across the border to Malaysia, Meinhardt has an active role in the Iskandar property boom with ongoing residential projects in the exclusive marina precinct. At Meinhardt, we are known not only for an excellent track record in Buildings across the globe but also our expertise in a wide area of Infrastructure projects.

You will read about how the team has picked up yet another contract in the ongoing MTR Shatin to Central Link expansion in Hong Kong thanks to an alternative, cost-saving design proposal. As part of the government’s urban development plans, the team was also awarded contracts for pipelaying works in Kai Tak, Hong Kong. Apart from project wins, the Group is also restructuring itself strategically to bolster its position at the forefront of engineering with the acquisition of local engineering firm, LBW LLC and a major project win in Lahore for the Ravi Riverfront Development. SCALING NEW HEIGHTS IN TANJONG PAGAR Meinhardt’s MEP team is working on an iconic mixeduse development which is set to be the tallest building in Singapore.
Building on solid foundations of peerless experience and expertise in the field of tall buildings, the Tanjong Pagar Centre is set to be the jewel in the crown of Meinhardt’s extensive involvement in the portfolio of new developments taking shape in Singapore’s new Downtown. Throwing down the gauntlet to newer developments such as the Marina Bay Financial Center, the new 290-metre skyscraper will break current height records in the Republic - spearheading an exciting new wave of regeneration in Tanjong Pagar whilst adding to Meinhardt’s already towering reputation for providing innovative and buildable designs. Expected to be completed by 2016, the mixed-use development will feature Grade A offices, retail, a hotel, as well as Clermont Residence, Singapore’s highest residences. The development also offers connectivity to Tanjong Pagar MRT station.
Appointed as the Design Engineers of the Mechanical and Electrical Services & QP of the Mechanical & Electrical System, the team is committed to providing a design which meets the multi-tier MCST requirements with minimised GFA for the MEP Services Plant Rooms as well as to ensure flexibility in provision for future tenancy works. The team’s design for the proposed Electrical Sub-Station also includes a contestable scheme for commercial purposes. Above all that, Meinhardt strives to provide engineering solutions for award-winning developments and Tanjong Pagar Centre is no exception. In line with achieving the best built environment for Singapore, the team will ensure that the proposed design of the MEP services meets the Green Mark Platinum and LEED requirements, striking a delicate balance between engineering excellence and sustainability for the future.

ENGINEERING SINGAPORE’S THIRD LARGEST SUBURBAN MALL With the rapidly-changing retail landscape in the heartlands, Meinhardt Infrastructure was appointed as Civil and Structural engineers for the construction of JEM, one of the newest developments in the up-and-coming Jurong Gateway area.
With a gross floor area of 76,000m² and 35,000m² for retail and office space respectively, it is Singapore’s third-largest suburban mall. The S$350M project features a 17-storey building with a 3-level basement comprising of a 5-storey shopping complex and an 11-storey office tower. This fast track project features Meinhardt’s ability to provide Civil, Structural and Geotechnical Engineering Consultancy Services within a short completion period of 24 months. The design stage began in October 2010 with construction commencing in April 2011. Phase 1 was unveiled to the public in May 2013 while Phase 2 was targeted for 5 months later in October. Besides working within a tight deadline, the team had to carry out full top down
construction with plunge-in columns in every single diameter bored pile supporting permanent columns to enable the construction of basement and superstructures simultaneously. Part of the permanent reinforcement also involves the bondek slab being supported on post-tensioned band beam with bondek. The design was not the only challenge as the construction of the 3-level basement was adjacent to a live MRT line as well as a cantilever bridge connecting to the concourse of Jurong East MRT Station. Security was also a top consideration for the team who ensured a security-enhanced design of structural strengthening to meet the security consultant’s requirements. The design is subjected to the review and approval by MND.

KEEPING CITIES COOL This first-of-its-kind district cooling system will be part of the Hong Kong Government’s urban development plans for the old Kai Tak Airport area. Meinhardt has won the Phase IIIA Design Consultancy Assignment covering the design, tender and construction supervision of both Civil and E&M contracts worth almost USD 100 million for the Chilled Water Pipe Laying Works in Kai Tak, Hong Kong. The scope for Phase III of this major project involves the laying of underground DCS distribution pipes extending from existing underground DCS distribution network carried out by the Phase I & II works to the substations of the two user buildings and
This is the first time in Hong Kong that two 2.8m diameter pipelines will be constructed underneath seabed using the TBM pipe jacking method. The pipelines underneath the seabed will pass through a layer of marine clay which require ground treatment for stabilization before commencement of the pipe jacking.

along Roads D1, D2 & L2 and laying of chilled water and sea water pipes.
Many underground utilities were not shown in the drawings provided by the relevant utility undertakers during the design stage and these utilities obstructed construction of the working pit and the subsequent installation of the DCS pipelines by trenchless method. As a result, it required a non-standard design of temporary works by widening the width of temporary pit below underground utilities using the mining method to suit site constraints. Both contracts are expected to be completed in 2016.

TRANSPORT INFRASTRUCTURE FOR THE FUTURE As one of the world’s most densely-populated cities, an efficient and reliable transport system is key to Hong Kong’s economic growth.
Meinhardt was awarded Contract No. 1107 of the on-going MTR Shatin to Central Link project as the Contractor’s Designer for the twin-running tunnels between Diamond Hill Station and Kai Tak Station of the East West Corridor. Priding ourselves on providing innovative and buildable solutions for our clients, it was our alternative design proposal for the cut-&-cover tunnels which won us the job.
pile wall cofferdam for construction of the cut-&-cover tunnels. A section of cut-&cover tunnels will be constructed in the launching shaft after completion of the TBM tunnels. The maximum excavation depth in the cofferdams is approximately 18m. Additionally, Meinhardt also provided temporary traffic engineering for the road diversion scheme necessary to facilitate construction of the tunnels.
Engaged as the Contractor’s Designer for the alternative 185m length of permanent cut-&-cover tunnel with cross-over and the 7.1m outer diameter TBM tunnel, Meinhardt used conventional and steel fibre to reinforce concrete segmental linings and all associated major temporary works for construction of the tunnels.
VALUE-ADDED SOLUTIONS Meinhardt’s alternative design proposal for the cut-&-cover tunnels involved raft footing and sheet pile walls temporary works to replace a long section of the reinforced concrete diaphragm cofferdam. This allowed the JV to submit an alternative tender at a price substantially less than the conforming tender. The change to sheet pile wall also offered the benefit of ease of overcoming abandoned piles which are known to exist in the ground.
The major temporary works comprise a 49m long, 27m wide temporary reinforced concrete diaphragm wall cofferdam to initially serve as the TBM launching shaft and an interconnecting 136m long sheet

The SCL project comprises two parts – The East West Corridor and the North South Corridor. The approximately 11 km East West Corridor will connect the existing Ma On Shan Line at Tai Wai to the West Rail Line. The North South Corridor will extend the existing East Rail Line across the harbour to Wan Chai North and Admiralty. The length is this extension is approximately 6 km. The estimated construction cost of the SCL project is HK$65 billion (based on September 2011 prices).
The Downtrack and Uptrack cut-&-cover section of tunnels at Kai Tak North are 175m and 185m in length, respectively. The connecting TBM tunnels are 785m and 754 long, respectively. The internal diameter of the TBM tunnel is 6.5m and constructed with a 7.4mm earth pressure balanced TBM. Cross passages are provided at approximately 250m intervals to connect the tunnels. Jet grouting and TAM grouting of the soil were employed to improve the existing ground conditions during tunnelling adjacent to existing structures and for TBM break-in, break-out, interventions and subsequent cross passage construction

CS3 PUTERI HARBOUR Moving on to yet another waterfront property, Parcel CS3 is located within the business and residential hub of Iskandar and overlooks the marinas of Puteri Harbour. Meinhardt was engaged as the Civil and Structural Engineering Consultants for the construction of this upcoming prime mixed development project in this exclusive marina precinct .
Parcel CS3 Puteri Harbour will occupy a gross land area of over 7 acres and feature 2 blocks of 35-st orey apartments, a 35-storey hotel and office, a shopping mall, 4-storey podium car park and a basement car park. Set to be completed in 2017, the mega project costs RM 370 million to build and looks set to epitomise true waterfront luxury living in Puteri Harbour. The project design complies with the Urban Design Guideline (UDG) and is implemented throughout the development to convey a consistent design language. Being a mixed use development project with apartments,
hotels, offices and shopping malls, the project team is committed to retaining the ambience and atmosphere of an exclusive luxury lifestyle. Located near the seafront, the team conducted a wind tunnel text which allows them to determine the actual impact of the wind load on the building.This will enable them to develop a leaner design instead of the conservative load typically determined by the BS Code of Practice. As a result, we would achieve significant cost savings, which is part of the value engineering service that Meinhardt offers.

AWARDED RAVI RIVERFRONT REDEVELOPMENT PROJECT Meinhardt and the Lahore Development Authority (LDA) are involved in a mega urban redevelopment project to transform the River into a sustainable, livable and well-managed waterfront development.
The Ravi Riverfront Urban Development Project is a landmark project undertaken by Meinhardt and other consortium partners. As one of the market leaders in providing consultancy services for project management, urban planning and design, water and environmental engineering and civil and structural engineering, the consortium was awarded the Rs 700million job by the Lahore Development Authority (LDA).
