ASSISTANCE AVAILABLE FOR FLOODING

On August 15th, President Biden signed a disaster declaration allowing the Federal Emergency Management Agency (FEMA) to offer individual assistance to any resident and business impacted by the severe storms and flooding that occurred between June 29-July 2. Financial assistance can include free grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help our community recover from the damages suffered due to these storms. North Riverside residents and business owners can NOW apply. Village staff, FEMA, and Cook County Emergency Management personnel are here to assist residents and businesses through the application process. The application process takes approximately 20 minutes. The deadline to request financial assistance is October 16, 2023.

Grateful and blessed. Many thanks to all who participated in the 100th Anniversary Celebration on July 30 Not only were the days’ events fantastic, but we were honored to have Senator Mike Porfirio, Cook County Commissioner Frank Aguilar and mayors from neighboring communities attend our festivities. The fireworks were amazing but maybe not nearly as spectacular as Congressman Jesus “Chuy” Garcia’s speech on the House floor at the U S Capitol a few days earlier on July 27, congratulating the Village on its centennial The Village Board and I, together with our staff, were proud and humbled to accept the official Congressional Record Honoring North Riverside’s 100th Anniversary from Congressman Garcia. To watch the C-SPAN video of his speech, visit the Village Facebook page or website This is just the beginning of the exciting things happening for our Centennial be sure to check page 5 of this issue to see upcoming dates and details about our memorabilia Relentless. When it comes to grants, we are relentless and we are starting to see results. Our lobbyist Chris Nybo gave a presentation at the August 14th Village Board meeting detailing our efforts. To date, the Village has received three grants totalling $650,000 and is working on getting another $500,000 of earmarked funds for the Village to be released in Springfield Prior to my election, our Village received $0 during one of the most robust infrastructure campaigns in state history, Rebuild Illinois. Since 2021, we have received $1.3 million in state funds to reinvest in our community. Thank you to State Senator Mike Porfirio, State Representative Abdelnasser Rashid and Senator Kimberly Lightford for hearing our voices and supporting North Riverside Eco-Friendly. The Village has been focusing on being a better steward to our environment and moving toward being a Green Community. In addition to receiving $1.6 million in financial support from the Metropolitan Water Reclamation District for a large permeable paver project on the Village campus, we received a $25,000 grant to install EV charging stations, part of the Powering Safe Communities Program sponsored in cooperation with ComEd and the Metropolitan Mayors Caucus; and $40,000 from the IEPA to complete an inventory of all lead-based pipes in the Village. As we move forward to further reduce our carbon footprint, we are seeking volunteers to serve on our new Committee for Green Initiatives. Works in Progress. We’ve devoted the cover of this issue to the FEMA assistance available to residents and businesses impacted by flooding Together

(the key word here), the Village Board, Village staff and I were determined to make sure that our community was not left behind. We are always hard at work for our residents and businesses to make sure that we get what we need and deserve. Anyone who needs assistance applying for FEMA assistance can call the Village and we will direct them to the right resources for completing the application before the October 16, 2023 deadline

Renew now thru 9/30

Renewal notices have been sent to all households with vehicles previously registered in the Village. The vehicle sticker sale period is ongoing through Saturday, September 30. The Administration cashier window is open Monday-Friday, 8:30 am to 4:30 pm as well as 9 am to Noon every Saturday in September. Please note that the cost per vehicle doubles after October 31, 2023. Every vehicle, regardless of whether or not it is parked on public streets, must be registered and have a vehicle sticker. This is the second year of the Village’s tiered pricing structure that was approved by the Village Board as a way to alleviate parking congestion on Village streets. Discounted rates are offered for seniors, disabled individuals and veterans. More information on the pricing structure can be found on the Village’s website.

DON’T FORGET TO PROTECT YOUR GUESTS! Plan ahead and always have visitor passes on hand. Overnight parking booklets are available for purchase when visitors need to park on Village streets. Booklets of 10 are $25, and can be conveniently purchased at the Administration, Recreation and Police cashier windows.

We’re trying to reach almost 200 seniors

Each year, seniors must reapply for the proper ty tax savings they are entitled to receive. This process is NOT automatic from year to year, even if you received an exemption previously. These savings are especially impor tant for senior omeowners as they provide ousands of dollars of savings on their proper ty tax bill. Homeowners over the age of 65, with a total ousehold income of $65,000 or less, eligible for a Senior Freeze mption, which lowers your tax bill by ng” the equalized assessed value of an eligible proper ty.

It truly takes a Village to address these issues and we need your help In 2022, Code Enforcement officers issued 270 proper ty maintenance violations. Village inspectors have already issued 450 written violations in 2023. The majority of violations are for tall grass/ overgrown weeds, exterior storage, deteriorating garages/structures and feeding wildlife, all of which are ideal conditions for unwanted rodents, especially rats and mice, to build homes and thrive in our residential neighborhoods.

ELIMINATE SHELTER/HARBORAGE

• Close all openings larger than ¼ inch to exclude rats and mice.

• Trim trees, bushes and vines at least 4 feet away from the roof

• Removing vegetation from buildings and fences removes rat hiding places.

• Remove all trash and debris.

• Store trash in garbage cans with lids; clean up garbage on the ground.

• Immediately clean up after pets.

• Clean bird feeders daily and rake up bird food on the ground.

• Do not feed animals.

Rodent-proofing proper ty is the best way to eliminate conditions that make it possible for rats and mice to sur vive. The Village baits for the exter mination of rats in public alleys and streets Baits are checked weekly to ensure their continued effectiveness, but the Village’s targeted effor ts cannot be successful without the cooperation of all residents. Jason attended DePaul University for undergraduate studies before pursuing his Master ’s of Parks and Recreation Management from the University of Illinois Urbana-Champaign. Jason will be responsible for all aspects of development, management and the administration of Adult and Youth athletics, fitness, dance, athletic leagues, special events and field and facility rentals as well as budgeting, organizing, supervising and evaluating all programs

Jeanmarie, a former Commissioner with North Berwyn Park District, has extensive experience in parks and recreation and is especially proud of the successes of that District’s Club 55 and the activities offered to the senior community. DON’T BLOW YOUR LEAVES IN THE STREET

The Village does not allow stockpiling of leaves within the roadway for many good reasons:

1 It benefits everyone to avoid having leaves within the sewer collection system by entering through the catch basins

2. Because they are not illuminated and kids love playing in huge leaf piles, it’s an enormous safety hazard No one wants a child to be struck by a car because they were not seen within the pile of leaves

3. Stockpiled leaves also take up parking spaces.

4 When a vehicle parks on top of or too close to a leaf pile, the hot exhaust can start the pile on fire quickly

Using the brown yard waste bags for leaf pickup is the best way to clear your property of unwanted leaves. Last day for yard waste pickup is December 1st

TREE TRIMMING

Fall is typically the final phase of tree trimming efforts before next Spring. At this time, we will provide one last evaluation of parkway trees to examine all trees for safety and health

BRANCH COLLECTION

Branch collection continues every Tuesday through November 14. Place your cuttings at the curbside on Monday PW goes down every street picking up the clippings but will not pick up debris left by contractors

CONSTRUCTION TO HAPPEN IN THREE PHASES

The Village’s partnership with the Metropolitan Water Reclamation District to replace all of the asphalt parking lots (shown above in red) at the Village Commons campus with a more environmentally-friendly option will move forward in three phases starting in mid-September:

also replace the existing planters with benches and raised planter beds and provide opportunities for the Garden Club to beautify the new gathering areas A new sidewalk will also be installed along the gym to improve pedestrian safety and create better access to the bike path.

This project will play an important role in diverting storm water away from the sewer system during rain events and be a building block for our green infrastructure plan. Our partnership with Metropolitan Water Reclamation District will help address long-term flooding issues in our entire community and offer beauty and other benefits.

4 One great idea is using rain barrels and cisterns to collect rain water for future use

4 Plant deep-rooted plants in a rain garden. Consider planting or installing more pervious surfaces to absorb stormwater in place of driveways, lots or other paved areas.

4 Green infrastructure is an excellent tool that can help manage flooding by capturing water and allowing it to infiltrate into the ground before it enters the traditional collection systems. Everyone can play a role in fighting runoff!

The Standpipe

Extensive work has begun on the village’s most essential structure

This colossal structure is the cornerstone of the Village’s water delivery system. The tank has been drained and cleaned. All steel panels and welds are being checked for leaks and structural integrity with repairs made as needed

Outriggers and cables for the containment system are in place and workers have begun sandblasting the interior of the pilasters. All exterior hatches of the standpipe will be replaced and the structure will be examined for rust and weakened metal New cathodic protection and mixers will also be installed to guarantee the best quality of water for our community

Residents are asked to comply with the ordinance prohibiting lawn sprinkling between 11 am and 7 pm of any day through September 30 to avoid placing a higher demand on the water supply during renovations

The standpipe is expected to be back in service by mid-November. The Village saved approximately $75,000 by scheduling the work in the fall instead of the busy spring season.

When the standpipe renovations are finished, visitors will clearly know they are in North Riverside The NR logo will be prominently displayed on the outside of the tank, with the addition of a very important message: “Stay Local,” intended to remind everyone that staying local supporting and shopping North Riverside creates jobs, funds Village services and promotes a more vibrant and sustainable community.

village Awarded $40,000 grant FROM ILLINOIS ENVIRONMENTAL PROTECTION AGENCY

One of the purposes of the State of Illinois’ Lead Service Line Replacement and Notification Act (LSLRNA) is to require owners and operators of community water supplies to develop, implement, and maintain a comprehensive water service line material inventory and replacement plan. For many communities, affordability is the biggest hurdle to overcome. To assist communities in meeting the inventory requirements outlined in the LSLRNA, the IEPA accepted grant applications, which were carefully reviewed and scored to determine priority. North Riverside received $40,000 to complete an inventory of water service line composition (lead or copper) to the IEPA by April 15, 2024. This inventory is the first step in planning for the replacement of all lead-based pipes in our community as mandated by the State of Illinois

YOU HOLD THE KEY: FOLLOW THESE TIPS

Because Illinois had the largest increase in vehicle thefts in any state in 2022, we ask that everyone share these tips with neighbors and friends to create a safer environment for all Village residents

1. The easiest thing you can do is lock your car when parking on the street overnight. This seems obvious, however, police departments take a considerable number of burglary reports from owners who left the car unlocked

2. Don’t leave valuable items, such as electronics or bags, visible inside your car Store them in the trunk or take them with you to avoid tempting burglars.

3. Ensure all windows are full closed before leaving your vehicle Even a small opening is an opportunity for theft

4. Never leave spare keys in the car, even if you think they are well hidden.

5 If possible, check on your parked car throughout the night This can discourage potential criminals and allow you to address any concerns promptly.

6. Take photos or make a list of valuable items you keep inside your vehicle, including serial numbers, if applicable This can be an immense help to police in case of theft

7. Clean out the garage. Most people like to use their garages for extra storage instead of using it for the car If you have access to a garage, use it Parking in a secured location greatly reduces the risk of theft or vandalism.

Take Back Day

The National Prescription Drug Take Back Day aims to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse of medications. For more than a decade, Take Back Day has helped Americans easily rid their homes of unneeded medications those that are old, unwanted, or expired. These medications can be a gateway to addiction, and have helped fuel the opioid epidemic. The U.S. Department of Justice’s Drug Enforcement Administration (DEA) national prescription drug take back day is held annually this year on October 28, 10 am to 2 pm.

It’s an excellent and successful concept since the program’s inception in 2010, more than 17 million pounds of unnecessary medications from communities across the country have been collected and destroyed But the North Riverside Police Department saw the potential do more. How much more? Making the safe disposal of medications available 24/7 every day of the year.

“The DEA program is exceptional,” said Police Chief Christian Ehrenberg,” but I thought we could do even better. Collaborating

with the Cook County Sheriff ’s Department, we bought our own collection box, which will be placed in the lobby of the police department Instead of having to assign an officer to a collection day, the box will be safely housed here and videotaped at all times Nothing can be retrieved from this box,” stressed the Chief The Sheriff ’s Department will not only provide graphics for the new box but it will oversee the monthly collection of whatever gets deposited and the incineration of all the drugs

“Through the accessibility of this box, we hope to provide an incentive for proper disposal and maybe even save lives in the process,” added the Chief “It’s just another service that we felt compelled to offer the North Riverside community ”

The NRPD’s partnership with the Cook County Sheriff ’s Department will also include drive-up shredding events to safeguard personal or private information such as bank statements, medical records, pay stubs, old bills and receipts, credit card offers, tax returns and other documents and well as a drive-up event for recycling old electronics Watch the Department’s official Facebook page for updated information.

Our Outdoor Weather Sirens HOW THEY WORK, WHEN WE TEST

The Village uses its extreme weather/tornado sirens to alert citizens who may be outdoors when a tornado warning is issued The sirens are not intended to alert people indoors but many times they are loud enough to be heard inside your home. It is highly recommended that each residence, business, school and church purchase weather alert radios that are automatically activated during severe weather occurrences

These sirens are activated when severe weather or a tornado is in the area and they sound continuously for THREE minutes. Please take shelter immediately in the lowest floor of your home. If you do not have a basement, take shelter in an interior room away from windows for the most protection

Colin mcmanus NEWEST FF/PARAMEDIC

Colin McManus is the newest probationary firefighter/paramedic to join the North Riverside Fire Department A graduate of Lyons Township High School and College of DuPage, Colin’s passion for public service began when he was just 14 years old and a member of the Broadview Fire Explorers “I knew then that I just couldn’t imagine doing anything else for a career,” Colin says. As a paid-on-call FF/EMT with LaGrange Park, he obtained his Basic Operations, Hazardous Materials and EMTBasic certifications While part-time with the Westmont Fire Department, he earned his Fire Apparatus Engineer certification Upon completion of Paramedic School at Good Samaritan Hospital, Colin passed the national exam and is ready to do his best for the Village of North Riverside

FIRE PROTECTION WEEK

This year ’s Fire Prevention Week campaign, “Cooking safety starts with YOU Pay attention to fire prevention,” works to educate everyone about simple but important actions they can take to keep themselves and those around them safe when cooking. Cooking fires are the leading cause of home fires and home fire injuries Unattended cooking is the leading cause of cooking fires and deaths. For simple safety tips and coloring sheets for kids, visit www.nfpa.org. Stay safe at the stove and the grill!

“There is no all clear signal or sound that is activated when the warning has been canceled or expired. We suggest you monitor local radio or TV for updates during severe weather or if you hear the siren activated PLEASE DO NOT CALL 911 when you hear these sirens,” explained Fire Chief McDermott

A three-minute test of the system is conducted on the 1st Tuesday of each month at 10 am to check the operation of the sirens and to familiarize the citizens with the sound of the siren. Our North Riverside siren is located on the northeast corer of 26th Street and 1st Avenue

Lightning Detection Systems are located at Veterans Park, the Tot Spot and the Village Commons Sirens will activate at Veterans Park and the Village Commons when lightning is detected within 2.5 miles of the transmitter. Once activated, a high-pitch alarm will sound for 15 seconds and a flashing strobe light will display (parks only) until an “all-clear” alarm sounds and the strobe lights stop flashing The “All-Clear” alarm is indicated by (3) 5 second horn blasts. Activation at the Tot Spot will be indicated by the flashing strobe only.

If you hear the siren and/or see the flashing strobe light, please leave outdoor spaces immediately to take shelter and do not return until the “All Clear” alarm sounds and/or the strobe light stops flashing.

“Keep in mind, like all technology, the system is not foolproof. It is still the responsibility of all residents to seek shelter anytime lightning is seen or thunder is heard,” stressed the Chief “Whenever lightning is observed or thunder is heard, all outdoor activities should be suspended for a minimum of 30 minutes after the last sign of lightning or thunder is noted.”

Remember: One long blast, seek cover fast! 3 short sounds, it’s safe to be around!

We’re excited to announce that plans have been approved to move forward with the construction of these two new additions to our community Pollo Campero is a fast-casual chicken restaurant that first opened its doors as a tiny, family-owned restaurant in Guatemala in 1971; when it opens in North Riverside, it will be located as a stand-alone restaurant on the outlot of Hobby Lobby, 7451 W Cermak Discount Tire, the nation’s largest independent tire and wheel retailer, will open behind Miller ’s Ale House, bringing a wide array of products and services to the community, including rotation and balance, tire inspection, flat repair, alignments and rim repair. Construction is expected to begin soon, with both businesses planning to open in 2024.

As our 2023 North Riverside Youth Scholarship award winners begin their school year, we just want to remind them that a little piece of all of us from the Mayor and Village Trustees, the Youth Scholarship Committee, the department heads, all of the sponsors and golfers from this year ’s event and everyone in the Village are right behind you, cheering you on Not all of the 36 winners were able to attend the luncheon but those pictured above were applauded by Trustees Nick Tricoci and Terri Sarro (at left) and Mayor Joseph Mengoni, Trustees Jason Bianco, Debbie Czajka and Fernando Flores (at right) in front of Riverside Golf Club on June 12th.
