National ID registration starts in September
T
he first batch of registration for the implementation of the National Identification System Law will start in September, according to Speaker Gloria Macapagal-Arroyo. “I am happy that it’s all systems go for the national ID system based on the timeline they have presented to us this morning,” she told reporters yesterday after the House oversight committee on population and family relations advised her of the latest development. The panel, in a hearing with officials of the Philippine Statistics Authority (formerly National Statistics Office) in Dumaguete City,
Negros Oriental, informed her that they are ready to conduct the “first batch of registration” and issue the first IDs this September. President Duterte signed Republic Act 11055, the Philippine Identification System or National ID Law, in August 2018.

Valenzuela City (9.9 µg/m³) and Carmona City (10.9 µg/m³) ranked second and third, respectively. Other Philippine cities on the list were Parañaque (12.2 µg/m³), Davao (12.2 µg/m³), Makati (13.7 µg/m³), Manila (14.3 µg/m³), Mandaluyong (14.5 µg/m³), Balanga (16.1 µg/m³), Quezon (17.5 µg/m³) and Las Piñas
(17.9 µg/m³). Meanwhile, Jakarta (45.3 µg/m³) and Hanoi (40.8 µg/m³) had the highest recorded air pollution in the region. Meycauyan (32.4 µg/m³) and Caloocan (31.4 µg/m³) were included on the list of most polluted cities. “Air pollution steals our livelihoods and our futures, but we can change that. In addition to human lives lost, there’s an estimated global cost of 225 billion dollars in lost labor and trillions in medical costs. Report: 11 of 15 cities in S.E Asia with cleanest air are in Philippines

leven of the cities in Southeast Asia with cleanest air are in the Philippines, with Calamba in Laguna taking the top
spot. This is according to Switzerland-based IQ AirVisual and Greenpeace’s 2018 Air Quality Report, which measured the amount of fine particulate matter known as PM2.5 (µg/m³) in cities in 73 countries. PM2.5 is a particulate matter (ambient airborne particles), which measures up to 2.5 microns in size and causes a wide range of short and long term health effects. Common sources of PM include combustion as well as through other pollutants reacting in the

PH a ‘happier’ country at 69th place in the world

he Philippines is the 69th happiest country in the globe after slightly moving up in the rankings from last year, a report has revealed. In the 2019 World Happiness report, the country placed 69th among 156 countries with 5.63 points out of 10 points in terms of happiness. The report ranked countries on six variables that support well-being, namely income, freedom, trust, healthy life expectancy, social support and generosity. It asked respondents to value their lives on a 0 to 10 scale, with 0 being the worst possible life and 10 being the best possible life. With 5.52 points, the Philippines’ 2019 ranking was 2 places higher than its placement last year which was at 71st. The country was able to rank higher than its neighbors in Asia, with Malaysia in 80th place, China 93rd and Vietnam 94th. The World Happiness report came as a survey by the Social Weather Stations (SWS) showed that 87 percent of Filipinos said they were having “happy/fairly happy” lives. While indicating that nearly 9 out of 10 Filipinos were happy, the “Happiness score” was the lowest in the past four years. For the second time in a row, Finland landed as the happiest country in the world, followed by Denmark, the global report said. Norway ranked third, while Iceland and the Netherlands placed fourth and fifth, respectively. Meanwhile, the United Kingdom placed 15th and the United States ranked 19th. In the report, South Sudan was the least happy country in the world, placing 156th.

‘Solo parent’ OFWs to benefit from bill
pouses of Filipinos working abroad for over a year should be regarded as “solo parents” who are entitled to benefits accorded to senior citizens and persons with disabilities (PWDs). This is among the salient provisions of a measure introduced by Sen. Risa Hontiveros that would expand the mandated government assistance given to single parents and their children under Republic Act No. 8972, more known as the Solo Parents’ Welfare Act. “(T)he reforms (I proposed) would alleviate the plight of solo parents in the country and mitigate the disadvantages that children in solo parent households have to live with,” Hontiveros said in a statement on Sunday. Under Senate Bill No. 1936, spouses of “low and semiskilled” overseas Filipino workers (OFWs) staying in a foreign land
for more than a year fall under the “solo parent” category as defined by law. 20% discount Hontiveros proposed that individuals married to OFWs be allowed to enjoy 20-percent discount when paying for medicines, vaccines, health supplements and other medical needs of their children under 18 years old. They would also be entitled to 20-percent discount in hospital expenses, medical consultation and laboratory fees, both in private and public health establishments, she said. The measure would also provide the same discount to spouses of OFWs and their kids for the use of “all private and public recreational facilities,” a privilege accorded to senior citizens and PWDs. Hontiveros said the measure would also mandate public and private schools
to give the “solo parents” 20-percent discount on their children’s tuition from preschool to college. Tax amnesty “Solo parents could also claim tax amnesty and/or reduction of real estate or inheritance taxes, as well as P50,000 personal exemption from the individual income tax in addition to the existing exemption that a solo parent may claim for their children,” she added. Her bill would likewise require all local governments to establish their own “Solo Parents Affairs Office” and companies employing more than 100 people to have day care facilities. The Philippine Statistics Authority estimated 3 million solo parents in the country in 2015, twothirds of whom were mothers. —Inquirer
Monument ‘taller than Statue of Liberty’ to be unveiled in Pangasinan
A
51-meter statue of St. Vincent, touted to be taller than the Statue of Liberty in New York and the Christ the Redeemer statue in Sao Paolo, Brazil, will attempt to make it in the Guinness World Records as the world’s tallest St. Vincent Ferrer statue once it is unveiled next month in Bayambang, Pangasinan. The monument will be revealed during the 405th anniversary of Bayambang, a town at the southern tip of Pangasinan and was the fifth capital of the Philippines during the first Philippine Republic under the revolutionary government of Gen. Emilio Aguinaldo. The town fiesta coincides with the marking of the 400th year of the foundation of St. Vincent Ferrer Parish (the physical church was built in 1869), and worldwide, the commemoration of the 600th year of the saint’s death. The centuries-old place of worship enshrines St. Vincent Ferrer, the patron saint of Bayambang, whose feast day is on April 5. Bayambang takes pride as the record holder of the longest barbeque grill in the Guinness World Records. During the town fiesta this year, the town will attempt to double its fame in the annals of Guinness by unveiling what is believed to be the world’s tallest statue of St. Vincent Ferrer, which is made of steel frame and engineered bamboo panels. The soon-to-be iconic monument will stand in Saint Vincent Ferrer Prayer Park, the first part of the sprawling 67-hectare new town center of Bayambang. The statue was the brainchild of the town mayor’s wife, former “Pinoy Big Brother” housemate Niña Jose. “St. Vincent Ferrer is a significant part in the culture and history of our town. We decided to build a statue in his honor as a thanksgiving for everything that he has done for Bayambang in the past 400 years,” the former actress shared. Bayambang’s vast territory used to include Bautista town, where the Philippine National Anthem was written by Jose Palma; and Camiling town (now a part of Tarlac), the home of Jose Rizal’s inspiration for Maria Clara, Leonor Rivera, and the birthplace of former United Nations General Assembly President Carlos P. Philippines launches refreshed tourism slogan

he Philippines is repurposing the word “fun” in its old tourism slogan, “It’s More Fun in the Philippines”, by involving the travelers themselves and incorporating sustainability in the refreshed campaign. At the unveiling ceremony, Tourism chief Bernadette Romulo-Puyat said the Department of Tourism’s (DOT) campaign would be 100 percent crowdsourced from social media users, both Filipinos and foreigners, who shared their experiences and travels in different destinations in the country. In every photo or video contributed, the DOT would be donating USD10 to the World Wide Fund for Nature under the name of the contributing tourist. “When we think of fun, actually it started with
the Boracay closure, it’s already redefined. When we think of fun, we can have fun but at the same we protect the environment,” she told reporters. With more travelers conscious about their ecological footprint, the culture and experience they are consuming, and simply wanting to give back, Romulo-Puyat said “the time is right for the repurposing of the word fun.” She said the refreshed campaign serves as the country’s invitation for local and foreigners alike to “be part of the fun.” “In addition to your content, a contribution is made in your name in the preservation of our beaches, mountains and wildlife-- we thank you and the environment thanks you,” she added. To inspire the spirit of participation, the DOT is set to release a custom-made font
that could be used by anyone sharing their photos, videos, and reasons why they like the country-- free of charge. The free font called “barabara” draws on the Filipino style of hand-painted lettering. It is also supported by the new tourism logo, inspired by local woven textiles - which offer a fresh graphic identity system that symbolizes not only fun but also contemporary and more sustainable tourism offering. Meanwhile, Howie Uyking, DOT Assistant Secretary for Branding and Marketing Communications, said the Philippines is now riding the sustainability wave by striking a balance between development and conservation, as well as making the tourism industry inclusive-- an example of which is the Boracay and Manila Bay rehabilitation. The bureau urged Filipinos expecting guests from abroad to know the visitor’s flight details if they find themselves in situations where scammers would pose as immigration officers demanding money to get the supposed foreigner out of trouble. “Immigration officers are not authorized to make the first contact to non-passengers during their tour of duty. hree Filipino dishes have made it to this year’s list of the “World’s 100 best dishes,” according to the food website Taste Atlas. Lechon was included in the list as it was described by Taste Atlas as “the best pig in the world, so it is definitely worth a try.” Lechon is usually stuffed with lemongrass, tamarind, garlic, onions, and chives and then cooked on a large bamboo spit over an open fire. Another traditional dish, karekare, was also included in the list and was named as “a favorite dish among the natives.” Kare-kare’s ingredients include meat such as tripe, pork leg, ox tail, goat or chicken, vegetables and a thick, savory peanut sauce flavored with annatto seeds. Crispy pata is a whole pork leg cooked until tender, was also listed among the world’s best dishes. Other popular dishes that landed in the list are sushi (Japan) followed by sashimi (Japan), pho (Vietnam), pasta (Italy) and mac and cheese (United States). Taste Atlas is dedicated to preserving and promoting local ingredients, traditional recipes and authentic restaurants. Its website was created to report on the world’s dishes and ingredients and preserve traditional food recipes.
99 percent of ballots for overseas voting in May polls now in PH posts

lmost all of the ballots for overseas voting in the May polls, 99.48 percent to be exact, have been shipped to Philippine foreign posts worldwide, the Commission on Elections (Comelec) said. Comelec Director Elaiza Sabile-David made the announcement on her Twitter account. A total of 1.7 million ballots for overseas absentee voters were printed. As this developed, the poll body also issued notice to political parties, independent candidates, organizations/ coalitions as well as accredited citizens’ arms, Overseas Filipino Workers organizations for the May polls to submit the names and specimen signatures of their respective authorized representatives who will function as counsel or watchers in each Philippine embassies, and consulates abroad. “These [requirements] should be submitted not later than April 3, 2019 pursuant to Section 26, Comelec Resolution No. l0489-A,” Comelec said. David also sent a copy of the said notice to Comelec Commissioner Rowena Guanzon who functions as the Comelec commissioner-in-charge on the Office for Overseas Voting.
‘Picking up trash’ may be the coolest trend this 2019

Take a photo of an area that Needs some Cleaning or Maintenance, Then Take a Photo after you Have Done Something about it, and Post it,” the challenge stated. A lot of the posts which took on the challenge showed Filipinos from different parts of the country. US travel firm names Boracay among best beaches in Asia

oracay’s White Beach was named the ninth best beach in Asia in TripAdvisor’s 2019 Travelers’ Choice Award. The recognition came following the island resort’s reopening after it went through a six-month intensive rehabilitation last year. The award named 24 other beaches in Asia’s Bests category with the Radhanagar Beach of Havelock Island in India on the top of the list. Boracay, even while under rehabilitation, lorded over the top five best Asian islands in the 2018 Condé Nast Traveler Readers’ Choice Awards, together with Siargao and Palawan. The 10.32 square-kilometer island paradise reopened its beaches to tourists on Oct. 26, 2018. Boracay, one of the country’s top tourist draws, where foreign and local visitors flock for sun and beach holiday annually, is nestled between the Sulu Sea and the Sibuyan Sea. The island, belonging to the municipality of Malay, Aklan, is comprised of three barangays --the Yapak, Bulabog, and Manok-Manok.
2 hot air balloon fests set in Pampanga in April

wo hot air balloon festivals will be held in Pampanga next month, bringing once again the spotlight to the province as the Philippines’ prime sports aviation events hub. The Lubao
International Hot-Air Balloon and Music Festival, to be held on April 5-7, will be followed by the Front Row Hot Air Balloon Festival on April 12-14. During the press conference in Taguig, Front Row Hot Air Balloon Festival organizers vowed a “bigger, bolder, busier, and better” hot air balloon fair. “What we will have is a tethered balloon festival. The balloon will fly 50 feet to 70 feet and it will be pulled down and we have 15 balloons that will do that,” said Wilfredo Placino, vice chairman and president of Global Gateway Development Corp. Noel Castro, event consultant, also assured that safety and security for the riders are top priorities in this activity. “In our experience, tethered flights are safe because they are anchored to the chase cars and we have two or three ropes to prevent them from flying away. This is not the first time that we will do this,” he told reporters. This year, 15 regular-shaped and five special-shaped balloons will be floating in the skies of Pampanga. The tethered balloon flight in the morning and afternoon would be priced at PHP500 per person. The week-long event is expected to gather some 70,000 people. But aside from flying via hot air balloons, the organizers are also preparing musical performances by such popular artists as Ely Buendia, Kamikazee, Slapshock, Hale, and Unique Salonga.

Ipinaliwanag naman ni Apostol Pablo sa aklat ng Mga Gawa 14:15-17 kung bakit. Ganito ang sabi, “…….manumbalik kayo sa Diyos na buháy na lumikha ng langit, lupa, dagat, at lahat ng naroroon. Sa mga panahong nakalipas, hinayaan niyang gawin ng lahat ng bansa anuman ang kani-kanilang maibigan. Gayunman, nagbigay siya ng sapat na katibayan upang makilala ninyo siya sa pamamagitan ng kabutihang ginagawa niya sa inyo. Binibigyan niya kayo ng ulan mula sa langit at ng masaganang ani sa takdang panahon. Binubusog niya kayo ng pagkain at pinupuno ng kagalakan ang inyong mga puso.” Ginawa ang lahat bilang ebidensiya na may buhay na Diyos na Siyang may katha at kaloob ng lahat. Tuwing na-aaliw ako sa ganda ng Yangmingshan, paalala ito sa akin nang Diyos na Siya talaga ang umaaliw sa akin. Siya ang nagbibigay ng kagalakan. Siya ang nagbibigay ng inspirasyon at pag-asa sa buhay. Siya ang bumubusog ng aking buhay. Sa Kaniya galing ang hanap buhay, pagkain, damit, at lahat ng mabuti. Ang problema, bakit tila dedma o bulag ang maraming tao sa mga katibayan ng nagawa ng Diyos sa kanilang paligid. Ang karaniwang angal ng marami, bakit hindi nila maranasan ang kasaganaan sa buhay? Bakit mailap ang mabubuting bagay sa kanila? Bakit kahirapan ang dinadanas? Bakit maraming pagsubok? Ang mga dahilan ay ipinahayag ni Apostol Pablo sa Roma 1:19-25, “Mula pa nang likhain ng Diyos ang sanlibutan, ang kanyang likas na hindi nakikita, ang kanyang kapangyarihang walang hanggan at ang
kanyang pagka-Diyos, ay maliwanag na inihahayag ng kanyang mga ginawa. Kaya't wala na silang maidadahilan pa. Kahit na kilala nila ang Diyos, siya'y hindi nila pinarangalan bilang Diyos, ni pinasalamatan man. Sa halip, naghaka-haka sila ng mga bagay na walang kabuluhan kaya't nagdilim ang hangal nilang pag-iisip. Sila'y nagmamarunong ngunit lumitaw na sila'y mga hangal. Tinalikuran nila ang kaluwalhatian ng Diyos na walang kamatayan, at ang sinamba nila'y mga larawan ng mga taong may kamatayan, ng mga ibon, ng mga hayop na lumalakad, at ng mga hayop na gumagapang. Kaya't hinayaan na sila ng Diyos sa kanilang maruruming pagnanasa hanggang sa hindi na nila mapigil ang paggawa ng kahalayan sa isa't isa. Tinalikuran nila ang katotohanan tungkol sa Diyos at pinalitan ng kasinungalingan. Sinamba nila at pinaglingkuran ang mga nilikha, sa halip na ang lumikha, na siyang dapat papurihan magpakailanman! Amen.” Sa madali at sabi, mas ginusto ng ibang tao na walang Diyos. Ang iba naman, bagamat kumikilala na may Diyos, nais naman nila na hayaan na lamang sila sa sariling kagustuhan. Ang iba, mas sinasamba pa ang mga ginawa ng Diyos kaysa sa Diyos mismo. Ayon kay Apostol Pablo, pinabayaan na nga sila ng Diyos gawin ang kanilang naisin. Subalit ang naging kahulugan ng pagsasarili ay kapighatian, kapahamakan at pagkahiwalay sa biyaya ng Diyos. Ito ang dahilan kung bakit hindi na nila maranasan ang tutuong kagalakan, katuwaan, at kasagaan sa buhay. Para bang mga musmos na mga bata na nawalan nang magulang. Tiyak na kapahamakan ang kinasuungan. Naalala ko ang mga 5-10% na abandonadong mga batang kalyeng nagkalat sa Pilipinas. Lantad sila sa sexual exploitation, drug abuse, mga sakit, prostitusyon at iba’t ibang klase ng abuso. Hindi tinalikuran ng Diyos ang mga batang ito. Malamang na tinalikuran nang kanilang mga magulang ang Diyos kaya't napabayaan ang mga ito. May relihiyon
marahil sila ngunit walang tutuong relasyon sa Diyos. Naaalala ko rin ang maraming taong tanyag. Sila bagaman may kakayahan, o karangyaan sa buhay ay masasabing hindi rin dumanas nang kapayapaan ng Diyos. Si Marlyn Monroe ang sex symbol ay uminom ng sobrang barbiturates at namatay. Isa pa ay si Anthony Bourdain na nagbigti sa sarili sa isang hotel. Maraming pang gaya nila na winakasan din ang sariling buhay. Patutuo na ang pagtalikod sa Diyos ay kawalan at kapamahamakan. Layunin talaga ng Diyos na maranasan ng tao ang tutuong kasaganaan ng buhay na hindi lamang sa pamamagitan ng salapi, karangyaan o katanyagan matatamo kundi sa tutuong pakikipag-ugnayan sa buhay na Diyos. Ang pag-ibig ng Diyos sa tao ang nagbunsod sa Kanyang isinugo ang bugtong niyang Anak na si Jesus upang iligtas ang tao sa pagkakahiwalay sa Diyos dulot nga ng kasalanan ng pagsasarili. Upang maranasan muli ang kabutihan at kasaganaan sa Diyos, kailangan lamang naisin mo na talikuran ang pagsasarili at manumbalik makipag-ugnayan sa Diyos. Gagawin ito sa pananalig kay Jesu Cristo na Siyang tumubos ng kasalanan ng lahat. Isuko mo ang sarili sa Diyos at sabihin, “Kailangan kita o Diyos!” “Patawarin mo ako sa aking pagtalikod at pagsasarili.” “Sumasampalataya ako sa iyong Bugtong na anak na si Jesus, Amen.” Sambitin mo ngayon din sa panalangin. Mamimis ko ang Cherry Blossom sa Yangmingshan ngayon wala ako sa Taiwan. Subalit, nararanasan ko ang ganda ng mga ginawa ng Diyos saan man ako naruruon. Philippines turns to Singapore to ease water crisis in Metro Manila

resident Rodrigo Duterte is turning to Singapore for help to ease metropolitan Manila’s worsening water crisis. “We need a lot of advice from Singapore, and I’m sure the advice will go a long way to help us solve our problem, especially water,” Mr Duterte told Singapore’s new Ambassador to Manila, Mr Gerard Ho, on (March 19). Mr. Ho was presenting his credentials to the Philippine president. Mr. Duterte was especially interested in Singapore’s experience with desalination. “I know Israel and Singapore (have) the best operating (desalination) machines,” he told Mr Ho. Singapore has three desalination plants that produce up to 490 million litres per day, enough to cover up to 30 per cent of its water needs. Desalination, though, is too expensive to be viable for the Philippines. Experts estimate that it would cost more than US$2 (S$2.70) per cubic metre of water. Large parts of the Philippine capital are in the grip of a water crisis. More than 13 million people live in Metro Manila, which spans 16 cities and one town. Taps have run dry for over two weeks for some six million customers of privately held concessionaire Manila Water. Long queues have waited for hours in front of water trucks, deep wells and stores
selling distilled water across metropolitan Manila. Hospitals have had to cut water supply to its rooms and scale back on operations. Malls have had to close toilets, and police stations and jails have had to purchase extra pails for inmates in their cells. In hearings in Congress, executives of Manila Water owned up to the “supply deficit situation.” Taps are running dry because Manila Water, which supplies half of Metro Manila, does not have access to enough water sources to cover growing demand. Manila Water draws 1.6 billion litres a day
from Angat dam, in Bulacan province, north of Manila. In recent years, though, it has had to supply 1.75 billion litres a day, as the population in its concession area grows. To cover for the shortfall, Manila Water has also been drawing water from the much smaller La Mesa dam. But, following the recent long dry spell, the water level at La Mesa plunged to its lowest level in 21 years, and Manila Water could no longer draw sufficient volume from it. Government regulators are blaming Manila Water for failing to augment its capacity and
tap new sources and relying instead solely on La Mesa and on water rationing. Company officials however have responded by claiming that the government had yet to approve its requests to build more reservoirs and water treatment plants, as well as proposals to build new dams. Manila Water chief executive Ferdinand dela Cruz again offered to step down. This came hours after Mr Duterte threatened to scrap Manila Water’s contract with the government and berated officials of the Metropolitan Waterworks and Sewerage System (MWSS), the agency that oversees Metro Manila’s two water concessionaires. Mr Duterte summoned officials of the MWSS, Manila Water and the other concessionaire, Maynilad Water Services, for a dressing down. “In a stern message delivered without even once looking at the officials, the obviously outraged President threatened to fire the MWSS officials and terminate the concessionaires’ contracts,” said Mr Duterte’s spokesman Salvador Panelo. Mr Panelo described the meeting as a “presidential monologue”. “(Mr Duterte) told them he was not going to listen to their explanation… as such would be just plain excuses. They simply did not do their job. All they care about is get profit,” he said. —Straits Times

SSS members to start paying higher contributions next month
M
embers of the Social Security System (SSS) and their employers will start paying higher contributions this
April. The state pension fund announced that the increase in contribution rates from 11 percent to 12 percent will be implemented starting April 1. That means that for an employee earning
₱10,000, ₱400 will be slashed from his or her pay check – an increase of ₱36.70 from the current ₱363.30. The employer, meanwhile, will now pay ₱800 instead of ₱736.70, an increase of ₱63.30 for its share. The SSS said this 1 percentage point hike is just “reasonable,” stressing that it will enable members to save more for retirement. “We all want a comfortable retirement and to do that, those who are in their productive years must work hard to save more,” SSS Officer-In-Charge Aurora Ignacio said in a statement. The minimum and maximum monthly salary credits will also be adjusted to ₱2,000 and ₱20,000 respectively. “The good news is that those who will save more with SSS under the new maximum Monthly Salary Credit of ₱20,000
Duterte signs law requiring car seats for children in vehicles

resident Rodrigo Duterte has signed a law that would require car owners to use a child restraint system in vehicles. Duterte signed Republic Act 1129 or the Child Safety in Motor Vehicle Act on February 22, a copy of which was released to the media. The law aims “to guarantee the safety and welfare of infants and children and prevent traffic-related deaths and injuries. It cites the need to adequately, consistently and objectively require, regulate, promote and inform the public on the use of child restraint systems in motor vehicles.” A child restraint system, the law stated, refers to “a device capable of accomodating a child occupant in a sitting or supine position,” which is “designed to diminish the risk of injury in the event of a collision or of abrupt deceleration of the vehicle by limiting the mobility of the child’s body.” Under the law, children 12 years old and below would not be allowed to take the front seat unless the child meets the height requirement of at least 150 centimeters or 4’11” and is properly secured using the regular seat belt. “It shall be unlawful for the driver of a covered vehicle not to properly secure at all times a child, in a child restraint system while the engine is running,” the law stated. According to the law, “the child restraint system shall be appropriate to the child’s age, height, and weight.” The new law also stated that the restrained child should not be left unaccompanied by an adult. The law, however, does not require the use of child restraint system in cases that would put the child in greater danger such as during medical emergencies, when the child transported has a medical or developmental condition, or other analogous circumstances. Violators of the law would be fined P1,000 for the first offense, P2,000 for the second offense and P5,000 and the suspension of the driver’s license for one year for the third and succeeding offenses. The same penalty would be imposed on any driver who allows the use of substandard and/or expired child restraint system or permits the use of child restraint system that does not bear the Philippine Standard mark shall also be slapped with the same penalties. “Tampering, alteration, forgery and imitation of the PS mark or Import Clearance Certificate (ICC) stickers in the child restraint system” shall be punished with a fine of not less than P50,000 but not more than P100,000 for each and every child restraint system product, the law stated. —Inquirer

She explained that under the new scheme, an employee earning ₱20,000 monthly can enjoy a ₱600 sickness benefit per day, up from the current ₱480. That employee’s monthly basic pension will also increase to ₱8,000 from ₱6,400. The Social Security Act of 2018, signed by President Rodrigo Duterte in February, allowed the SSS to increase the monthly contribution of its members. It will further increase by 1 percent every other year until it reaches 15 percent in 2025. The law is expected to generate an additional ₱31 billion for the pension fund,
the SSS said, adding 13 more years to its fund life up to 2045. Critics say the SSS should improve its collection first before implementing any contribution hike but the state pension fund said its collection capabilities have improved under the Duterte administration. Resigned SSS President and Chief Executive Officer Emmanuel Dooc told CNN Philippines last month that only 16 million out of around 38 million registered SSS members were actively paying. He explained that some members usually stop paying premiums when their employment ends, but added that this could be addressed now that the new law enables the government to give unemployment benefits. He said this cash assistance will help the members find new jobs.

Duterte signs law expanding maternity leave to 105 days

resident Rodrigo Duterte has signed a law extending paid maternity leave to 105 days, Executive Secretary Salvador Medialdea said. The new law, which was signed (February 20), also allows working mothers-- regardless of civil status-- to extend their leave for another 30 days, but without pay. On the other hand, single mothers can have an additional 15-day paid leave. Seven of the 105-day leave benefit may be transferable to fathers. This may be claimed on top of the seven-day paternity leave provided under the 1996 Paternity Leave Act. The previous law allows only 60 days paid maternity leave for women for normal delivery and 78 days for caesarean section. Politicians and a labor group welcomed the new law. Senator Risa Hontiveros, author and principal sponsor of the measure, said the new law is a “massive victory” for women and
their families. “The signing into law of the Expanded Maternity Leave Act is a moment mothers, families, and children will not only remember, but a victory generations of Filipinos will reap the benefits of for the rest of their lives,” Hontiveros said in a statement. “Mothers will have more time to rest after giving birth. Children will be better fed. Fathers and caregivers can bond and create more lasting memories with their loved ones, as families everywhere receive the greatest gift of all - time,” she added. Women party-list group Gabriela said decade-long efforts and campaign of female workers have finally paid off. “Produkto ito ng aming masigasig na kampanya at lobby kasama ang iba’t ibang grupo, bilang pagkilala sa ambag ng mga kababaihan sa ating ekonomiya,” the group said in a statement. “This is a significant
advance in ensuring women’s right to maternal health and in upholding the security of tenure of pregnant women workers.” Akbayan party-list Rep. Tom Villarin said the law is a “decisive win” for both women workers and social justice. Meanwhile, labor group Trade Union Congress of the Philippines (TUCP) said the law is a winwin situation for both working mothers and businesses. With the faithful enforcement of the law, the TUCP expects the next generation of Filipino workers to be healthier and more productive with the measure ensuring more protection for their working mothers who nurture them,” it said in a statement. Presidential Spokesperson Salvador Panelo, on the other hand, issued a warning to companies against gender discrimination now that maternity leaves are longer. Panelo, in his media briefing, said
companies which would refuse to hire women following the law’s enactment will be held accountable. “Bawal ang discrimination sa atin (discrimination is not allowed here), they will be accountable for that. I don’t think they will,” the spokesman said. “Regardless of the rules and regulations ng mga (of the) companies, they will have to follow the law now. Wala na silang (they don’t have a) choice.” Panelo said companies should consider the granting of long leaves as a “social service.” Vice President Leni Robredo said the measure will be a huge help for mothers who don’t have the financial capacity to hire babysitters. “At least maiiwanan niya iyong kaniyang anak na medyo malaki-laki na. While posting the names of overseas voters on our website, we do not post in public sensitive and personal information such as birth dates, addresses, and the like. We adhere to the law (R.A. No. 10173 a.k.a. Data Privacy Act of 2012) and have created measures to protect such,” said Atty. Catherine Fernandez of OFOV in an online
interview with GMA News Online. Also, she added, “The OFOV has drafted the ‘Systems and Data Policy,’ which standardize protocol in processing and securing personal data in the system. In our system, we strictly regulate access to personal data by securing the identity of personnel who will access personal data online like secure encrypted link and use of multi-factor usernames, passwords and biometrics.” A total of 1,822,173 OFWs have registered for the May 2019 election —1,779,140 were
land-based while 43,033 were sea-based —as of end of registration on September 30, 2018. Filipinos overseas will be voting for national positions only (12 senators and one party-list group) from April 13 to May 13. n official of the Office for Overseas Voting (OFOV) has assured the public that data breaches are unlikely to hit the overseas absentee voting process for the coming midterm polls. Manila Water can’t say yet if it could refund consumers who had no water
T
he Manila Water Company cannot say for sure yet if it could refund consumers of the minimum amount they will be paying for water service even if there is no water flowing through their faucets. Manila Water president and chief executive officer Ferdinand Dela Cruz made the remark during the joint House panel hearing on the water shortage supply in some areas in Metro Manila. In his interpellation, Bayan Muna partylist Representative Carlos Zarate pointed out that even if there is no water supply, consumers would still pay a minimum amount for their water service, to which Dela Cruz affirmed. “Are you going to refund the consumers sa isang linggo o dalawang linggong walang tumutulong tubig sa mga gripo namin? Kanina halos nagpupunas-punas lang ako dahil ang hina ng tubig. Will you refund the consumers?” Zarate asked Dela Cruz. Dela Cruz, however, said they have not talked about such matter yet. “There is no discussion yet on that one because our focus is in the restoration of water,” Dela Cruz said. Zarate insisted on his point, asking Dela Cruz if they are at least willing to refund consumers even if there is no discussion on that matter yet. “Malinaw na talong-talo ang consumers dito. Walang tumutulong tubig pero magbabayad pa rin sila ng minimum amount.
Hindi ba talagang tubong-tubig ‘yan?” Zarate said. Dela Cruz replied: “We will follow the prescribed process of the MWSS Regulatory Office for what has happened.” Earlier in the hearing, Metropolitan Waterworks and Sewerage System chief regulator Patrick Ty said that even if Manila Water violated the concession agreement of providing uninterrupted water service to its consumers, the MWSS does not have the authority to impose fines and penalties on the public utility company. Dela Cruz, however, said they would still be paying penalties in addressing the water supply shortage. “Based on the process, we will pay the penalties to the RO (regulatory office) of the MWSS. The penalty is in the form of expenses that we’ll incur to fix this. That is, in effect, whatever cost we use to cure the issue will not be charged to the consumer,” he said. “It will still impact our rate of return in the end,” he added. —GMA News
Duterte signs OFW Handbook law

resident Rodrigo Duterte has signed into law the bill that aims to produce a handbook on the rights and responsibilities of overseas Filipino workers (OFWs). Republic Act 11227, also known as the “Handbook for OFWs Act of 2018,” was signed by the President on February 22, but was released to the media only on (March 2) Under the new law, the Philippine Overseas Employment Administration (POEA) will develop, publish and disseminate a standard handbook on the rights and responsibilities of Filipino migrant workers. The handbook for OFWs shall be issued to all land and sea-based workers free of charge. The guidebook shall serve as a reference for OFW rights and shall contain vital information to help Filipino workers address their problems and concerns abroad. It would also include information on the labor and living conditions in the country of their destination, as well as in the Philippines for their return. The handbook shall be written in languages, including local dialects, that would be easily understood by OFWs. The POEA, in coordination with other concerned agencies, is mandated to implement the new law, which takes effect
15 days after its publication in the Official Gazette and in at least one newspaper of general circulation. Sen. Joel Villanueva, chairman of the Senate Committee on Labor, Employment and Human Resources Development, earlier said the distribution of such handbook would help in preventing abuses of Filipino abroad. The move, he added, also complements the workers’ education programs by various government agencies working on the welfare of OFWs. “In the face of increasing number of abuses against OFWs, perhaps, we can go back to the basics by equipping our workers abroad with the right information at the right time and in the right way,” Villanueva said. —Manila Times

BI, OWWA ease travel procedures for OFWs

he Bureau of Immigration (BI) has introduced new procedures to further ease and expedite its processing of departing overseas Filipino workers at the Ninoy Aquino International Airport (NAIA) with the recent acquisition of several stateof-the-art gadgets from the Overseas Workers Welfare Administration (OWWA). BI Port Operations Division Chief Grifton Medina announced that he personally received from OWWA Deputy Administrator Josefino Torres six tablets and six bar code readers that BI personnel at NAIA would use to check the authenticity and validity of OWWA E-cards presented by departing OFWs. The OWWA E-card, available for BalikManggagawa OFWs, serves as their exit clearance from the country. Apart from this, the card likewise allows OWWA members
to avail OWWA services faster, allow use of the mobile application, and may be used as a permanent government-issued ID. Medina recounted that there have been instances in the past when OFWs who were

ry season may come earlier than usual this year and could prolong the effects of El Niño, the weather bureau said. Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) climate information monitoring and prediction chief Analiza Solis said the dry season may be declared at the end of March, a few weeks earlier than last year. The dry season was declared on April 10, 2018. Solis clarified that the Philippines, as a tropical country, has dry season and not summer as it is popularly called. She explained that winter, spring, summer or fall only occur in temperate countries. Solis said the earlier onset of the dry season and the delay of the rainy season, which is expected to come later in June, may extend the dry spell and could lead to drought in more areas. Pagasa expects 33 areas to experience drought by the end of May. In Luzon, these are Pangasinan, Bataan, Pampanga, Tarlac, Zambales, Metro Manila, Batangas, Cavite, Laguna, Quezon, Marinduque, Occidental Mindoro, Oriental Mindoro, Romblon, Palawan, Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon. In the Visayas, drought would affect Aklan, Antique, Capiz, Iloilo, Negros Occidental, Biliran, Eastern Samar, Leyte, Northern Samar and Western Samar, while in Mindanao, Misamis Occidental and Dinagat Islands would be hit.
MOA Arena to host SEA Games basketball
T
he Mall of Asia Arena in Pasay City will be the venue of the basketball games in the 2019 Southeast Asian Games, Samahang Basketbol ng Pilipinas (SBP) president Al Panlilio confirmed. This, a week after it was reported that the games will be held at the considerably smaller FilOil Flying V Centre in San Juan. The report drew a negative reaction from basketball fans, leading SBP, the Philippine Olympic Committee (POC) and Philippine SEA Games Organizing Committee (PHISGOC) to come together to try and find a solution. Panlilio met with POC president Ricky Vargas and PHISCOG chief operating officer Tats Suzara in Hong Kong to discuss and finalize plans to bring SEA Games basketball back to the MOA Arena. “We heard the voices of our people,” Panlilio said in a statement. “We were also made aware that some sectors have started to put the blame on certain agencies, without really understanding the complexities of the situation. “The best way to solve an issue is to discuss peacefully, and look for ways to find an acceptable solution,” he added. Panlilio said they were able to find “a win-win solution” to the problem, after Suzara himself initiated the discussion and asked for their support regarding the venue. According to the center, recognizing these symptoms early is important to get the appropriate treatment right away which can save one’s life. role in developing heart diseases despite the growing health and wellness trends in today’s generation. “While symptoms like chest pain or weakness are quite common, there are subtle signs that can be hardly noticed,” said Dr. Mary Milagros Uy of MakatiMed’s Cardiology, Department of Medicine. Uncomfortable pressure, fullness or pain in the chest area If you have a blocked artery, you may feel pain, tightness, or pressure in the center or left side of your chest area. This sudden feeling can last for a few minutes, go away, and then return. If the pain continues for more than five minutes, immediately seek help and go to the hospital. Soreness or discomfort The center also warns against noticeable soreness or discomfort in your arms, the back, jaw, and abdominal area. While chest pain is an obvious sign, arm, shoulder or back pain that waxes and wanes
can also be an indicator of a possible heart attack caused by reduced blood flow to the heart muscles. Fatigue, shortness of breath If you are suddenly experiencing unusual fatigue, shortness of breath and cold sweat especially if you are diabetic, do not be afraid to see a doctor and request for an electrocardiogram or ECG, which can detect a possible heart attack. “Women and diabetics may have atypical manifestation of heart attack,” said Dr. Uy. Prevention is the best way to avoid cardiovascular diseases whatever season of life you are in, so start nurturing your heart by improving your lifestyle and quitting unhealthy habits. Pulang ubas – Ang pulang ubas ay may taglay na flavonoids, quercetin, at resveratrol (nasa balat ng pulang ubas). Ayon sa pagsusuri, ang ubas ay nagpapataas ng ating good cholesterol. Pinipigilan din nito ang pagbuo-buo ng platelets sa dugo para hindi magbara ang ugat. Ayon sa mga eksperto, mas masustansya ang pula o itim na ubas kumpara sa puti o berdeng ubas. Ang pulang ubas ay napag-alaman ding may panlaban sa virus at sa bacteria. Huwag lang kumain ng sobrang dami dahil ito’y nakatataba rin. 2. Pulang mansanas – Ang red apples ay mataas sa quercetins. Ayon sa pagaaral, ang mga taong kumakain ng “one apple a day” ay mas nakaiiwas sa kanser sa baga at sa Alzheimer’s disease. Ang balat ng mansanas ay may pectin, na nagpapababa rin ng lebel ng bad cholesterol (LDL cholesterol) ng 16% kaya

Dahil mas payat sila, mas madali malasing ang mga babae kumpara sa mga lalaki. 4. Strawberries – Ang strawberries ay may taglay na ellagic acid at polyphenols, na nagpro-protekta laban sa kanser. Mataas din ang strawberries sa antioxidants, vitamin B at C, at potassium na kailangan sa normal na pagtibok ng puso. 5. Kamatis, tomato sauce at ketsap – Ang kamatis ay mayaman sa anti-oxidants tulad ng lycopene at beta-carotene. Ang lycopene ay isa sa pinakamalakas na anti-oxidant. Maraming pagsusuri ang
nagpapatunay na ang pagkain ng kamatis, tomato sauce o ketsap ay nagpapababa ng tsansang magkaroon ng sakit sa puso, prostate cancer, at kanser sa bituka. Ang arginine ay na-co-convert sa nitric oxide, isang kemikal na nagpaparelaks at nagpapabuka ng ating ugat. Dahil dito, makatutulong ito sa pag-iwas sa stroke at heart attack. Ang pulang pakwan ay may taglay na lycopene na nagpapabagal sa ating pag-edad. Konting kaalaman: Ang dilaw na pakwan ay may lutein na mabuti naman sa ating mata. Doctor reminds: Have your breathing difficulty checked

efore he succumbed to pulmonary edema and heart attack last March 9, comedian Chokoleit was seen having difficulty in breathing during his last performance in Abra. For those also having difficulty in breathing or experiencing other symptoms such as irregular heartbeat; pounding in one’s chest, neck and ear; and high blood pressure, physician Deborah Ona, Secretary of the Philippine Society of Hypertension, urged one to have oneself checked as soon as possible. These symptoms, said Ona, are signs of hypertension, which she described as a “walking time bomb.” “Hypertension or high blood pressure is a walking time bomb because most of the patients don’t really have symptoms. Some of them develop symptoms and they are in the emergency room already, they have a stroke or heart attack because they don’t know what their BP is,” Dr. Ona told Philstar.com in a recent interview. The doctor stressed that there is a direct relationship between high blood pressure and mortality. “Ang ibig sabihin nito, the higher your blood pressure is, the higher your risk of dying. And this was proven all over through literature,” she said. “So any change that leads to improve BP control is likely to get beneficial. So kung linear equation siya, kung bumaba ang BP niyo, bababa din ang risk niyo,” she added. For the doctor, the need to monitor the person’s blood pressure is vital. She advised to use blood pressure automated measurement devices for better blood pressure management. “The use of automated BP measurement devices has the potential to improve BP management. Because all of us can use it unlike the other mercurial you need a person, dapat dalawa kayo. At saka ‘yung taong ‘yun na kukuha ng BP mo dapat marunong siya. But now there is a potential to improve BP management because anybody can get their blood pressure,” she said.

Taiwan-Philippines demo mushroom farm breaks ground

fficials from Taiwan and the Philippines broke ground on a demonstration mushroom farm in the country’s Baguio City, as part of a joint collaboration aimed at helping the Southeast Asian nation gain a deeper understanding of Taiwan’s agricultural development and its mushroom industry. The project, the first of its kind to be established by the two countries, aims to assist the Philippines with its button mushroom cultivation and also to explore export opportunities for Taiwan’s agricultural equipment and materials. Michael Hsu (徐佩勇), Taiwan's representative to the Philippines, told CNA at the groundbreaking ceremony that the project was first conceived

when Philippine officials expressed the desire to learn from Taiwan's mushroom industry during a bilateral meeting last year. The Council of Agriculture (COA) then deployed a team of experts to the Philippines to scout for possible areas to set up a demonstration farm, Hsu said, adding that Baguio was chosen because of its ideal climate. Kaohsiung Mayor apologizes for calling Filipinos ‘Marias’
aohsiung Mayor Han Kuo-yu (韓國 瑜) apologized for a recent remark in which he referred to Filipinos as "Marias," saying the term, considered by many to be a racial slur, was a slip of the tongue. The mayor said he did not intend to denigrate the Filipino people, according to a statement from Kaohsiung City Government. Han was sorry for the misunderstanding caused by his misuse of the term and said he looks forward to future cooperation with the Philippines, it added. Responding to a proposal that Taiwan could hire bilingual Filipino white-collar workers at a conference on Wednesday, the mayor said employing “Marias” as teachers would be a psychological shock for Taiwanese. His comment led to an outcry and Philippine representative to Taiwan, Angelito Tan Banayo, expressed “deep regret” over Han’s choice of words.

Taiwan’s NIA defends amnesty policy for people who overstay visas
he National Immigration Agency (NIA) defended its policy to encourage foreign nationals who have overstayed their visas to turn themselves in after it was harshly criticized by an official with a crime control association. The NIA accused the critic, Asian Association of Police Studies Secretary-General Sandy Yeh (葉毓蘭), of misunderstanding the nature of the policy and what it entails. Under the NIA amnesty program, those residing in Taiwan beyond the expiration of their visa who turn themselves in from Jan. 1 to June 30 will only be subject to a maximum penalty of NT$2,000 (US$64.89) and a limited re-entry ban or suspension of visa-free privileges. Visa overstayers who are arrested face heavier punishment, including a penalty of up to NT$10,000 and a longer re-entry ban. It also noted that the amnesty program, designed to reduce the number of violators that has built up in recent years, is temporary, and that after June 30, the law will be amended to stiffen penalties for visa overstayers, regardless of whether they turn themselves in or are arrested. Check out these old-school Taiwan snacks
aiwan is a second heaven for foodies, with its bustling night markets, street vendors and hole-in-the-wall eateries serving up deliciously affordable snacks. First-time visitors will no doubt be introduced to iconic delicacies such as stinky tofu, beef noodles or bubble milk tea. Real connoisseurs, however, should delve deeper and will be rewarded for doing so by experiencing an absolutely phenomenal food experience. 1. Seasoned wheat flour (mia ncha, 麵茶) Miancha was used as a substitute for milk and meat by some impoverished families in the 1960s and is easily made at home. All you need is some flour, seasoning (sesame or peanuts), sugar, oil, and hot water. First, add oil and flour to a saucepan, then add the flavorings
and blend for up to two hours into a yellow paste. Alternatively, buy pre-seasoned wheat flour at a store, pour miancha powder into a cup of hot water and stir for a couple of minutes, until it becomes creamy. Or you can simply buy a pack of seasoned wheat flour at a store, pour desired portion of the Mi-Te powder into a cup of hot water, and stir it for a couple of minutes until it becomes a creamy texture of the Mi-Te soup. 2. Grass Cake (caozaiguo, 草仔粿) Caozaiguo is a sweet pastry shaped like a turtle and made of glutinous rice flour, sugar and mugwort paste that has been ground up and cooked. The fillings are usually red bean or radish. Mugwort is an aromatic herb that gives the treat a brownish-green color and free grass type of flavor. Turtles symbolize
luck and longevity, which is why caozaiguo are traditionally eaten on Tomb-Sweeping Day. Caozaiguo can be found in traditional markets, particularly in Taipei’s Maokong and in New Taipei City’s Jiufen. They are chewy and it’s best not to eat too many because the glutinous rice flour can be difficult to digest.
3. Candied fruit on a stick (tanghulu, 糖葫蘆) Tanghulu is a traditional snack that features fruit neatly arranged on a stick. The hardened sugar coating comes from dipping the fruit in a heated sugar syrup. Tr a d i t i o n a l l y , hawthorns were used for tanghulu, but today vendors use a wide variety of fruits, such as cherry tomatoes, kiwis,
strawberries or even bananas. The bright and colorful tanghulu typically sold by street vendors attract buyers of all ages. 4. Puffed Rice Cake (mixiang, 米香) Puffed-rice cake is a popular traditional food that is a bit like popcorn and is popular in Taiwan, China, India and Japan. The ingredients are rice, malt syrup and other grains. The rice is roasted in a pressure cooker and there is a kind of explosive sound as the rice kernels expand and create steam. After mixing the rice with the heated malt syrup, the rice cakes are cut into pieces and packaged. Although puffed-rice cakes are no longer as popular as they used to be, you can still find them in traditional or night markets. —Taiwan News
Taiwan will have to compete for Filipino English teachers: educator

aiwan will have to compete with China, the United States and countries in Europe if it plans to hire Filipinos as English language teachers, a Filipino-Chinese educator said recently. The incentives to work in the U.S. are strong and include the possibility of obtaining a green card, while teacher salaries in China are also competitive, said Wilfred U. Tiu (張漢 威), president of Trinity University of Asia in the Philippines. In the U.S., Filipinos do not have to struggle with a language barrier like they do in Taiwan and many of them have relatives there, Tiu said in an interview with CNA. He said schools in the U.S. and Europe are hiring many Filipinos to teach English,
and demand is growing in the China market. The teaching profession, however, is becoming less attractive to young Filipinos
because of their country’s rapid development, he said. In light of those factors, it would be a more sustainable solution if Taiwan could figure out how to develop a teacher talent pool rather than trying to recruit Filipino teachers of English, Tiu suggested. However, Gisela D.A. Luna, vice president of the university, said Taiwan has the advantage of being geographically close to the Philippines, which means Filipino teachers can easily travel back and forth. If the salaries offered in Taiwan are close to what they are in the U.S., Taiwan may attract Filipino teachers of English, Luna said. Tiu suggested an alternative approach to Taiwanese learning English, saying they could
attend English classes in the Philippines. According to Tiu, a university in Kaohsiung is planning to send 500 freshmen to Manila on a one-month English learning program, after which they will take the TOEIC. Sunshine, Timothy Tan inireklamo kay Tulfo ng dating kasambahay

YAW na sanang magsalita ni Sunshine Dizon tungkol sa mga reklamo ng dating yaya ng kanyang mga anak pero sumosobra na raw ang mga bashers na nagkocomment sa kanyang Instagram. Nauna nang umalma ang estranged husband ni Sunshine na si Timothy Tan sa mga akusasyon ni Anabel Agullo na dumulog pa sa radio show ni Raffy Tulfo para humingi ng saklolo. Ayon sa dating yaya ng mga anak ni Sunshine, basta na lang siyang tinanggal sa trabaho at pinagbawalan pang kunin ang mga naiwan niyang gamit sa bahay ng aktres. Kuwento nito kay Tulfo, nag-day off daw siya noong March 2, pero hindi na siya nakabalik kinabukasan dahil daw nagkasakit siya at aminado naman siyang nagkamali siya roon. Hindi raw siya nagpaalam sa kanyang mga amo na hindi siya makakapasok at hindi rin niya nasagot ang mga tawag ni Timothy noong March 4, Lunes. Dinenay din niya ang bintang ni Timothy na tinangay niya ang cellphone (iPhone 5) na ipinahiram sa kanya para magamit niya during emergency. Bilang parusa, iniutos ng Fourth Division ng anti-graft court na makulong si Ronnie ng mula anim hanggang walong taon, at hindi na rin siya maaaring humawak ng posisyon sa gobyerno. Bukod kay Ronnie, hinatulang din ng guilty sa kaparehong kaso at may kaparehong kaparusahan laban sa dating Enforcement and Inspection Division (EID) computer operator na si Glenn Perez.
