Duterte wants martial law extended till December

resident Rodrigo Duterte is asking for 5 more months of martial law from Congress. Presidential Spokesman Ernesto Abella read out Duterte’s letter to Congress stating that he is asking for martial law to be extended until December 31, 2017, or 5 more months. The extended martial law will still cover the entire Mindanao. “I call on Congress to extend until 31st of December 2017, or for such a period of time as the Congress may determine the proclamation of martial law and the suspension of the privielge of the writ of habeas corpus in the whole of Minadnao,” reads Duterte’s letter, as read out by Abella on Tuesday, July 18. Duterte said an extension is necessary since the Marawi crisis is not likely to end by

In an interview with CNN Philippines, after Abella’s announcement, Pimentel stood by his statement. Abella said it’s possible Duterte changed his mind from the dinner until the letter was drafted afterwards. The spokesman also said the 5-month extension is not necessarily the recommendation of the military, police, and Defense Secretary Delfin Lorenzana. Duterte’s 7-page letter to Congress comes with a “detailed report,” said Abella. The document was not yet released to media since the copy with Abella was not yet signed. This is the second straight year that Palawan was ranked first in Travel + Leisure’s World Best Island list based on readers’ ratings and the third time that it was ranked No. 1, the first being in 2013. With a score of 93.15, Palawan bested other destinations like Hilton Head Island in South Carolina, which ranked second (90.83); Boracay, third (89.67); Galapagos Islands in Ecuadior, fourth (89.20); and Santorini in Greece, fifth (89.19).

he government is planning to put in place a national ID system within President Rodrigo Duterte’s term to help ease the delivery of social services, one of his economic managers said Wednesday. The national ID will replace all government-issued identification cards, except the passport and drivers’ license. It will contain biometric data and will be issued at birth and renewable when the citizen turns 18, Budget Secretary Benjamin Diokno said. An executive order is being drafted for the national ID, which will be issued to all 105 million Filipinos “within two years of the enactment of the proposal,” he said. Palace: Govt considering national ID system “We intend to give all Filipinos a national id that will also function as a social welfare card,” Diokno told a tax forum. The EMV or chip-based technology in the National ID will determine who can avail of discounts on transportation, medicine and health care services, he said. The roll out of the national ID will prioritize senior citizens and the poorest 5 million households, he said. A House of Representatives committee last month approved a bill that sought to unify government-issued identified cards into a single national ID. Duterte’s predecessors had unsuccessfully pushed for a national ID, following criticism that could invade privacy.

Smoking ban takes effect July 22
T
he Department of Health (DOH) said that the nationwide smoking ban will take effect starting July 22, or 60 days after the publication of Executive Order (EO) 26 signed by President Rodrigo Duterte. In a press briefing, DOH spokesman Dr. Eric Tayag said the public, as well as different establishments, are advised to start preparing for the implementation of the EO or else risk being among the first offenders that will be penalized. “Those who won’t be able to comply with the requirements of the ban, you could be the one that will be made as an example offender,” said Tayag. He said it would be better if establishments will start putting up “No Smoking” signage, which is at least 8 by 11 inches, with the symbol occupying 60 percent of the signage. Tayag also advised establishments to display “Designated Smoking Area” (DSA) signage, which must be accompanied by graphic health warnings (GHW) on the ill-effects of smoking. He said having the Implementing Rules and Regulations (IRR) for the EO 26 is not necessary for the nationwide smoking ban to take effect. “Having an IRR is not necessary for implementing the ban. But we still hope to come out with it as soon as possible so that some of the provisions of the EO will become clearer,” said Tayag. It was on May 16 when Duterte signed EO 26, wherein smoking will be strictly prohibited in all public and enclosed places nationwide.

LTFRB clarifies Grab, Uber services not suspended
T
he Land Transportation Franchising and Regulatory Board (LTFRB) clarified that Grab Philippines and Uber were not suspended despite an ongoing online campaign by drivers to lift the suspension order against transport network companies (TNCs). “Ride-hailing services have not been suspended,” the LTFRB said in a statement. “However, only those with provisional authority (PA) or certificate of public convenience (CPC) may be allowed to operate,” it added. The board issued the statement in light of the online campaign to lift the suspension order which, if granted, would effectively give new TNCs drivers the permission to go ahead. Hosted by online platform change.org, the campaign is led by TNC driver Bobby Colonel. The appeal is for the government to lift the suspension and allow additional TNC drivers to operate and meet the growing demand for the service. “If TNCs want to engage in the business of public transportation, they need to follow

Apart from operating without franchises, some drivers were also found trading franchises among them, the LTFRB said. TNCs also failed to comply with other requirements such as IDs for drivers and company signage on the vehicles. There have also been numerous complaints of rude and abusive TNVS drivers, according to the board. “We cannot have one rule regarding colorum for them and another rule for the rest of the modes of public transport, i.e. bus, UV express, taxi and PUJ,” Delgra said. “Where service is imbued with public

interest and no less than the safety and welfare of the riding public is concerned, regulations become priority,” he added. TNCs have to show “good faith” by complying first while LTFRB creates a Technical Working Group (TWG) to discuss issues such as accreditation and pending applications, and the core issues of accountability and dynamic pricing scheme as a way to move things forward. “They have to show good faith first. Right now, they are not cooperating,” the LTFRB chair said. “The board has welcomed the creation of a TWG to help address the demand of such mode of public transport in a rational, comprehensive and systematic manner. We expect the TNCs to be candid, accurate, complete and transparent in submitting all the data and information the board will need in addressing the issues,” he added. More than 20 TNVs have so far been apprehended for operating without a franchise. — GMA News

Gov’t bares funding source for Marawi ‘multi-year’ rehabilitation

epartment of Budget and Management Secretary Benjamin Diokno said in a Palace briefing the recovery of Marawi City will take years. The rehabilitation of Marawi, which is set to start in August, will have a P5 billion budget for the remaining five months of 2017. Diokno said the bulk of that amount will come from the budget of the National Disaster Risk Reduction Management (NDRRMC). “I have already identified some P5 billion for the Marawi restoration. It’s a standby money there. We will get it from the National Disaster Risk and Management fund and then also there’s part from the contingent fund and there are existing budgets of some related agencies such as DOH, DSWD, DepEd, DA, DPWH, DOTr, TESDA, and others,” he said. He added the government could also tap into the foreign grants and donations from several countries. The P10 billion budget for the rehabilitation in 2018 has already been set aside, Diokno said. “Next year,

Duterte’s new order simplifies gov’t procurement process
R
odrigo Duterte has signed an executive order (EO) amending the rules and procedures on the review of all government contracts, in order to achieve a “more optimal and expedient procurement system.” EO 34, which amends EO 423 issued in 2005 by then President Gloria MacapagalArroyo, was signed by Duterte on July 17. Duterte deemed it necessary to amend Sections 4 and 6(b) of EO 423, which assigned the head of procuring entity as the primary accountable in ensuring that government
contracts have been executed in faithful compliance with all applicable laws, rules and regulations. Section 4 of EO 423 provides that the head of procuring entity, before resorting to any of the alternative methods of the procurement for government contracts amounting to at least P500 million, must get the approval of the Government Procurement Policy Board (GPPB). The President said requiring GPPB to determine and approve the alternative method of procurement “adds to the total
procurement process and timeline, and defeats the very purpose of resorting to alternative methods of procurement, which is to promote economy and efficiency.” He then ordered the head of the procuring entity under the new EO to make a determination on government contracts worth P500 million, provided that the projects are certified to fall within the exceptions from public bidding; enter faithful compliance with all applicable rules and regulations; and are advantageous to the government.
Duterte also amended Section 6, which provides instructions pertaining to government contracts requiring presidential action and approval. The EO states that all government contracts required by law to be acted upon and approved by the President shall be submitted with complete documentation to National Economic and Development Authority director general within seven days from approval by the head of procuring entity. The Gabaldon segment is near the Digdig Fault that caused the magnitude-7.7 tremor that killed 1,300 people in Cabanatuan City in Nueva Ecija and Baguio City on July 16, 1990. “It is important to teach our people how to prepare for earthquakes and how to be safe from these,” Solidum said. He called for detailed planning, observing that local governments “don’t have written plans” and have generally been slow to respond to disasters. Indonesia urges Taiwan employers to pay broker fees for caregivers

ndonesia is in the process of revising its labor regulations with the objective of promoting “zero costs” for Indonesian nationals who work overseas as caregivers, Indonesian labor officials said on Thursday, urging Taiwan employers to help pay the brokerage fees for these workers. In an interview with CNA that day, Nusron Wahid, head of the Agency for the Placement and Protection of Indonesian Migrant Workers, said his country is seeking to improve work conditions for its people to prevent them from being exploited. The Indonesian government’s “zero costs” plan aims to encourage employers to cover all expenses for caregivers, including brokerage fees, airfares, visa fees, health checkup fees and job training fees, according to Nusron. Agusdin Subiantoro, deputy head of the agency, said the brokerage fees paid by Indonesia’s migrant workers in Taiwan are too high, amounting to NT$60,000 (US$1,972) over a period of three years. Currently, Indonesian domestic caregivers in Taiwan earn NT$17,000 per month. Agusdin said he hopes the new “zero costs” plan will be embraced in Taiwan as that would attract more Indonesian caregivers to the country in the future. As of the end of June, there are 186,826 Indonesian caregivers in Taiwan, accounting for about 77 percent of the total number of foreign caregivers in the country, according to statistics from Taiwan’s Ministry of Labor. Foreign nationals working as domestic caregivers in Taiwan are not covered under Taiwan’s Labor Standards Act and therefore not entitled to the statutory minimum wage and mandatory days off as stipulated in the act. These workers have long protested, demanding higher wages, mandatory days off and exemption from brokerage fees.
New gov’t agencies sought to address metro’s hellish traffic

ouse Speaker Pantaleon Alvarez said the Congress should create new agencies that would focus on managing specific modes of transportation in the metro in a bid to solve gridlocks that have been paralyzing Metro Manila for years. “We can merge LTO (Land Transportation Office) and LTFRB (Land Transportation Franchising and Regulatory Board). Rails could be governed by a PH Railway Authority,” Alvarez said in his speech delivered during the opening of the 17th Congress’ second regular session. A new regulatory body for airport operations should also be created, he said. “We should work towards reorganization of gov’t bureaucracy,” Alvarez said, heeding the call of President Rodrigo Duterte Last year, the Department of Transportation’s request for emergency powers to solve the traffic crisis in the metro was thumbed down by legislators. Last week, President Rodrigo Duterte said he would like to reorganize government to make transactions with state agencies more efficient. “If there’s an ideal set-up that we can follow, I’d be glad to destroy government and put in place something of a bureaucratic authority that would move by itself automatically without the need [for] an authority there and an authority here,” said Duterte, in an apparent reference to overlapping functions of state agencies.

Sa edisyon ngayon, titignan natin ang mga nakakalason na ugali, ano ang dahilan at nagkaganuon at ano ang solusyon mula sa Biblia. Ok, heto ang ilang mga ugaling malimit na nakakalason sa kapwa. Mapanira o mapanghusga-Nakakalason sapagkat nagdadala ng tiyak na kasiraan sa kapwa. Karaniwan intensyonal na wasakin ang pagkatao ng kapwa. Ang bilin ng Biblia, “Mga kapatid, huwag kayong magsiraan sa isa’t isa. Ang naninira o humahatol sa kanyang kapatid ay naninira at humahatol sa Kautusan. ....Ang Diyos lamang ang nagbigay ng Kautusan at siya rin ang hukom. Tanging siya ang may kapangyarihang magligtas at magparusa. Ngunit ikaw, sino ka upang humatol sa iyong kapwa (James 4:11-12)?” May mga tao na mabilis humusga sa mali ng iba liban kaysa sariling mga kamalian. Sinabi pa ni Jesus, ““Huwag kayong humatol, nang kayo’y di hatulan. Sapagkat hahatulan kayo ng Diyos ayon sa paghatol ninyo sa iba, at susukatin kayo ayon sa panukat na ginagamit ninyo sa iba. Bakit mo pinapansin ang puwing sa mata ng iyong kapatid ngunit hindi mo pinapansin ang trosong nasa iyong mata (Mateo 7:1-3).” Matsismis, Mapanulsol- Nakakalason sapagkat nagdudulot ng awayan at kapahamakan sa kapwa at pagkakawatak ng magkakaibigan. Sinabi ng Biblia, “Huwag kayong gagawa ng anumang pahayag na walang katotohanan. Huwag kayong magsisinungaling para lamang tulungan ang isang taong may kasalanan (Exodus 23:1). Naalaa ko ang isang balita kung saan ang may sakit na babae ay nagpakamatay sapagkat naniwala sa tsismis na may kabit ang OFW asawang lalaki sa Taiwan. Nagimbal ang asawang lalaki nang malaman ang dahilan kung bakit ginawa ng asawa ang gayon sapagkat hindi naman totoo. Ang isa pang pahayag sa Biblia ay tungkol sa relihiyosong tsismoso. Ganito ang pahayag, “Kung inaakala ninuman na siya’y relihiyoso, ngunit hindi naman siya marunong magpigil ng dila, dinadaya lamang niya ang kanyang sarili. Walang kabuluhan ang kanyang pagiging relihiyoso ( James 1:26).” Sinabi ni Haring Solomon,”Namamatay ang apoy kung ubos na ang kahoy; nahihinto ang away kapag walang nanunulsol (Kawikaan 26:20).” Tiyak na lason sa buhay ang tsismis at panunulsol. Magagalitin- Nakakalason sapagkat nagdadala ng gulo at kapahamakan kaysa kahinahunan. Nagpapa-alala ang Biblia na, “ Huwag kang makipagkaibigan sa taong bugnutin, ni makisama sa taong magagalitin (Kawikaan

Ganito ang pahayag ng Biblia, “Ngunit kung ang naghahari sa inyong puso ay inggit at makasariling hangarin, huwag ninyo iyang ipagmalaki at huwag ninyong ikaila ang katotohanan. Ang ganyang karunungan ay hindi galing sa langit, kundi makalupa, makalaman at mula sa demonyo. Sapagkat saanman naghahari ang inggit at makasariling hangarin, naghahari din doon ang kaguluhan at lahat ng uri ng masamang gawa (Santiago 3:14-16).” Masakim o Ganid. Nakakalason sapagkat walang kasiyahan at nakakasagasa sa kapwa. Ang kanyang motto ay “more, more, more!” Ganito ang kasusuungan ng mga taong ito ayon sa Biblia, “Ang mga nagnanasang yumaman ay nahuhulog sa tukso at nasisilo sa bitag ng masasama at mga hangal na hangarin na nagtutulak sa kanila sa kamatayan at kapahamakan. Sapagkat ang pag-ibig sa salapi ay ugat ng lahat ng kasamaan. Dahil sa paghahangad na yumaman, may mga taong nalalayo sa pananampalataya at nasasadlak sa maraming kapighatian (1 Timothy 6:9-10). Walang masama na maging masigasig maghanap buhay ng matuwid upang mapabuti ang kalagayan sa buhay. Subalit kung pagiging sakim ang kahahantungan ay pagsalangsang sa Diyos ito. Bakit? Sapagkat inalis mo na ang pagasa sa Diyos at inalagay mo na ang pag-asa sa kayamanan. Tinutulungan ng Diyos ang umaasa sa Kanya, ngunit inggit, galit, pagkayamot, hinagpis, pagkasira ang tutunguhin ng taong ganid at sakim. Mapagkunwari o mapagpanggap- Nakakalason sapagkat uri ito ng pagsisinungaling. Sinabi ng Biblia, ang nagsasabing, “Iniibig ko ang Diyos,” subalit napopoot naman sa kanyang kapatid ay sinungaling. Kung ang kapatid na kanyang nakikita ay hindi niya magawang ibigin, paano niya maiibig ang Diyos na hindi niya nakikita?(1 John 4:20).” Nagpapanggap sapagkat taliwas o hindi ugma ang sinasabing pagmamahal sa Diyos gayong napopoot pala sa kapwa. Ang pagkukunwari ay pandaraya din sa sarili. Sa hilig magkunwari, nagiging hindi na siya tutuo sa sarili. Lumalabo at lubos na nawala na kung sino siya talaga sa sarili niya. Ayon sa Biblia, nababasa ang mapagkunwaring puso. Ganito ang sabi ng Diyos, “Ang paggalang sa akin ng bayang ito ay pakunwari lamang, sapagkat sa bibig at hindi sa puso ito bumubukal(Mt.15:7-9).” Marami ang nagsisimba subalit tumutupad sa utos ng Diyos. Ika nga, Santo Santito ngunit demonyito. Ang pagkukunwari ay tiyak na malalantad. Sinabi ni Jesus, “ Walang natatago na di malalantad at walang nalilihim na di mabubunyag. Ang sinabi ninyo sa dilim ay maririnig sa liwanag at ang ibinulong ninyo sa loob ng silid ay ipagsisigawan sa lansangan (Luke 12:2-3).” Maraming na-bulgar ang lihim na dati rati ay malayong mabatid. Mga taong hindi mo aakalaing gagawa ng kababalaghan ay nalalantad. Kaya nga pinag-iingat sa mga taong mapagpanggap. Sinabi ni Jesus, “Mag-ingat kayo sa mga huwad na propeta. Lumalapit sila sa inyo na parang tupa, ngunit ang totoo’y mababangis na asong-gubat (Mt.
7:15).” Hindi porke disente ang hitsura ay matino. Hindi lahat ng may alahas, magara ang kasuotan, edukado, mabango at mapera ay tutuo. Sinabi ni Jesus, “Makikilala ninyo sila sa kanilang mga gawa. Mapipitas ba ang ubas sa puno ng dawag, o ang igos sa matitinik na halaman (Mateo 7:16)?” Sinabi ni Apostol Pablo, “Sila’y may anyo ng pagiging maka-Diyos, ngunit hindi naman nakikita ang kapangyarihan nito sa kanilang pamumuhay. Iwasan mo ang ganyang uri ng mga tao (2 Tim. 3:5).” Ang sabi nila’y kilala nila ang Diyos, ngunit ito’y pinapasinungalingan ng kanilang mga gawa. Sila’y kasuklam-suklam, suwail at hindi nababagay sa gawang mabuti ( Titus 1:16). Kaya mag-ingat sa mga nakakalasong pagpapanggap ng kapwa. Ang ugat ng lason sa ugali. Sinabi ng Biblia, “”Dapat mong malaman na sa mga huling araw ay darating ang mga panahon ng kaguluhan. Sapagkat ang mga tao’y magiging maibigin sa sarili, maibigin sa salapi, palalo, mapagmataas, mapagsamantala, suwail sa magulang, walang utang na loob at lapastangan sa Diyos. Sila’y magiging walang pagmamahal sa kapwa, walang habag, mapanirang-puri, walang pagpipigil sa sarili, marahas, at walang pagpapahalaga sa mabuti. Sila’y magiging mga taksil, padalus-dalos, mayayabang, maibigin sa kalayawan sa halip na maibigin sa Diyos. Sila’y may anyo ng pagiging maka-Diyos, ngunit hindi naman nakikita ang kapangyarihan nito sa kanilang pamumuhay. Iwasan mo ang ganyang uri ng mga tao (2 Tim.3:1-5).” Sinabi ni Jesus kung saan galing ang nakakalasong ugali, ““Ang lumalabas sa tao ang nagpaparumi sa kanya sa paningin ng Diyos. Sapagkat sa loob, sa puso ng tao,
nagmumula ang masasamang isipang naguudyok sa kanya upang makiapid, magnakaw, pumatay, mangalunya, mag-imbot, gumawa ng kasamaan tulad ng pandaraya, kahalayan, pagkainggit, paninirang-puri, pagmamayabang, at kahangalan. Ang lahat ng masasamang bagay na ito ay nanggagaling sa puso at dahil sa mga ito ay nagiging marumi ang tao (Marcos 7:20-23).” Kung galing sa puso ng tao ang mga nasaad na bagay, lahat tayo kung gayon ay humigit o kumulang toxic sa ilang inu-ugali, sa halata o hindi. Bakit? Sapagkat sinabi ng Biblia, lahat nga tayo ay makasalanan (Roma 3:23). Hindi natin puedeng itatwa na may hibla tayo ng nalasong isip, salita at gawa. Walang exempted. Walang perpekto. Maging presidente, senador, kongresista, pari,madre, pastor, titser, mga relihiyoso, janitor, driver, salesman, housewife, OFW, bata, matanda ay may kanya-kanyang antas ng pagka-toxic sa ugali sa harap ng Diyos at sa harap ng kapwa tao. Kaya nga kalat ang kaguluhan sa mundo bagaman may nararanasan kapayapaan. Basahin mo ang pahayagan araw-araw at makikita mo ang iba’t ibang resulta ng toxic na ginawa ng mga tao. Paano aalisin o babawasan ang lasong ugali sa buhay? Lahat ng mga alagad ni Jesus ay may pagkakamali at kahinaan at ganuon din tayong lahat. Isa sa nakasama ni Jesus na sobrang toxic ang ugali ay si Hudas Iscariote. Si Hudas ay nagnanakaw sa kaban ng yaman para sa mahihirap (Juan 12:6; 13:29). Ibinenta ni Hudas si Jesus sa halagang tatlumpong pilak (Mateo 26:15).

Ex-president Aquino to be charged with graft over Mamasapano massacre
T
he Office of the Ombudsman has found basis to file charges against former president Benigno Aquino 3rd in connection with the deaths of 44 police commandos in Mamasapano in Maguindanao in 2015. In a statement on July 14, the Ombudsman also cited as Aquino’s co-respondents former Philippine National Police Chief Alan Purisima and former PNP-Special Action Force (SAF) head Getulio Napeñas. The Ombudsman said it was levelling charges of graft and usurpation of authority against Aquino and the two police officials before the Sandiganbayan.
The Ombudsman said that “certainly a public officer who is under preventive suspension in barred from performing any public functions and from meddling into the affairs of the government. In other words, Purisima would not have been placed in such a position of continuing to conduct himself, in relation to Oplan Exodus, in a manner as if he was not under preventive suspension at that time, from his position as PNP chief, were it not for the complicity and influence of [then-] President Aquino.” In December 2014, the Ombudsman had ordered the six-month preventive suspension of Purisima pending an investigation into the
alleged anomalous courier deal forged by the PNP with Werfast Documentation Agency, Inc. in 2011. The PNP had terminated the deal in March 2014. Despite Purisima’s suspension, however, Aquino relied on his trusted aide to plan and enforce “Oplan Exodus”, which sought the arrest of international terrorist Zulkifli bin Hir alias Marwan in Mamasapano by members of the PNP-SAF. An ensuing gunbattle with Muslim insurgentsin January 2015 resulted in the deaths of 60 people, including 44 police commandos.

n July 17, Mr. Duterte signed Executive Order No. 33 raising the funeral benefits under the Employees Compensation Program (ECP) from P20,000 to P30,000. “The current Employees Compensation (EC) Funeral Benefit for both the private and public sectors is no longer sufficient to cover ordinary funeral costs,” the President said. “Therefore… the amount of the EC Funeral Benefit is hereby increased from P20,000 to P30,000 effective immediately,” he added. Kaibigan, huwag mong tanggihan ang alok ni Jesus gaya ng pagtanggi ni Hudas. Kung nais mong alisin ang lason ng kasalanan sa iyong puso at mabigyan ng bagong pagkatao at matuwid na ugali, tanggapin mo si Jesus na sarili mong Tagapagligtas at sumunod sa Kanya. Ipinangako ng Biblia ang ganito, “Kaya’t kung nakipag-isa na kay Cristo ang isang tao, isa na siyang bagong nilalang. 3. NEGOTIATE WITH YOUR CREDITORS
It’s stressful to receive phone calls and notices from loan companies reminding you of unpaid credit card balances or other related loans. If you borrowed money from a friend or fellow OFWs, you may also receive inevitable text messages almost every day. However, approach the creditor and learn to negotiate politely. You can discuss penalties for paying late, lowering down the interest rate, allowing you to skip one or more payments with no penalty, and requesting loan to be extended or restructured. Just be honest as you explain the current financial condition and be responsible enough to follow the written agreement to protect your reputation as a borrower.
4. CONTROL YOUR SPENDING HABITS
We always hear the phrase “live within your means” over and over. But if you find yourself in excessive debt, to live below your means is more reasonable and practical. Control your spending by eliminating unnecessary expenses. A small purchase on your credit card seems like nothing, yet it can accumulate huge amounts of debt when it becomes a habit. Benjamin Franklin once said, “Beware of little expenses. A small leak will sink a great ship.” Learn to re-define wants versus needs and live with it. If you’re spending more than what you’re actually earning, it’s time to cut back on luxurious that you can live without such as movies, extra clothing and dinner out. As an OFW, it’s essential to be frugal and control your spending habits to avoid debt.
5. LEARN TO LIVE A SIMPLER LIFE
Life is about choices. It’s worth to re-examine your lifestyle if you really want to get out of debt. If your pleasure is always purchasing branded or expensive items at the mall, think of replacing this habit where you will not be tempted to spend much money. Learn to explore new habits and pleasures which don’t require much spending money. Picnicking at the park, biking, watching movies at home, and roller skating with kids are a few activities that can give simple joys.
6. INCREASE YOUR INCOME STREAM
Find out how you can make extra money aside from your regular employment. One way to increase your income stream is to use your talent and skills. This could include activities such as writing, tutoring, making crafts, or even web design. Convert skills into extra sources of income. For instance, a part time job would help you to earn extra money which is helpful, especially when your budget is tight. You may also set up a garage sale to sell stuff or other unused item at home. Finding ways to increase your income will expedite the process of repaying debt. Don’t be discouraged if you’re facing financial difficulty right now as God brings hope even in an extreme financial situation. Why sitting is the new smoking

itting is the new smoking,” goes the adage coined by Dr. James Levine of the Mayo Clinic. It warns that the sedentary life is not only linked to weight problems but also poses greater risks of cancer and heart diseases. The Mayo Clinic studied the sitting habits of 800,000 people over a 15-year period. The findings showed that people who sat in front of the screen for more than four hours have increased risks of death by any cause by 50 percent and risks of heart attack, chest pain or similar ailments by 125 percent. Moreover, Dr. Levine pointed out that regular but moderate exercise didn’t counteract the risks. “The solution seems to be less sitting and more moving overall,” said Levine. “In the Philippines, people are sitting for prolonged periods, commuting from one place to the other,” said Dr. Martin Camara, chiropractor. “Traffic has become unpredictable. People are entertained nowadays sitting behind a computer, doing Facebook, playing video games or watching television. “Children are losing their regular movement patterns, unlike the normal healthy development from running, doing the monkey bars, playing basketball or football. We are seeing a lot more back pain, headaches and conditions of postural dysfunction.” American teaching expert and kinesiologist Dr. Scott Cuthbert added: “Gravity is no friend of a person who’s seated. It makes for a strange disorientation of the joints. A lack of physical health results in chronic illness. Another big study showed that people, after age 65, can’t lift their arm because they’re so deconditioned.” Cuthbert observed that people’s health is degenerating due to sitting for long hours. “This is the biggest reason people in the United States have disabilities.” Camara cited that poor diet and unhealthy emotional life add to the burden. “The body is naturally self-correcting,” said Cuthbert. “We’re not doing it as well anymore because our bodies are weaker.” Some back pains, headaches and other muscular conditions are extremely chronic, born of years of habitual movement patterns. Hence, Camara set up the new Intercare clinic at Olympia Building in Makati City, which invites foreign specialists to share expertise with local healthcare practitioners. Cuthbert recently visited the Philippines to meet patients in the specialized clinic. These patients have been evaluated in top medical institutions and cleared of serious conditions. Intercare offers integrated chiropractic rehab, physical therapy, massage therapy and acupuncture, which complement conventional medicine. Cuthbert was trained by Dr. George Goodheart, dubbed by Time Magazine as “The Man with the Magic Fingers.” Goodheart taught how to look at muscles adhering to the bones and their connecting nerve supply and how to apply various healing methods to assuage ailments.
Patients undergo diagnostic muscle testing to determine the health of the nervous system and how it influences body functions. “A kinesiologist looks at the alignment and structure of the bones and how they affect the muscles working as a group,” Cuthbert explained. “The work is to identify exact areas of your spine that are causing big problems. It’s like a sniper, precision work. It goes straight to the root cause of the problem. These guys can make a huge impact in a relatively short period.” He added: “Applied kinesiology is a way of making the muscle system work better. People who are indolent or sedentary, who are in chairs all the time, need to have an ally in their life, who helps them condition their muscles.” During his visit, Cuthbert handled cases of fatigue, migraines and temporomandibular joint problems. Kinesiology can also treat ear pain, ringing in the ears or tinnitus and other ailments. Treating headaches, a common problem, is complicated. “It’s important to address the entire patient’s picture— nutritional imbalances, the cranium, the skull itself, the jaw and the joints of the neck,” said Cuthbert. “There are biochemical, digestive issues, toxic issues— all of those can be remedied with proper chiropractic work,” Having written papers on asthma, Cuthbert said that it could be remedied when the kinesiologist fixes the muscles between the ribs and the diaphragm. “Most asthmatics don’t breathe fully with the muscles on their chest and if you fix that, they breathe so much better,” he pointed out. Camara said that the doctor’s aim wass to make patients perform their daily tasks with ease: “We want people to be as functional as possible, given their age and condition. An 80-year-old will have a different functional capacity from a 30-year-old. The idea is that by correcting their structural alignment, the muscles become mobile and strong, and joints are stable. Taiwan to expand ban on free plastic bags next year

eginning next year, Taiwan will ban 80,000 more stores from offering free plastic shopping bags to customers, to further reduce the use of plastic, the Environmental Protection Administration (EPA) said. Since 2002, certain establishments such as government agencies, schools, department stores, shopping malls, hypermarkets, supermarkets, convenience stores and fastfood restaurant chains have been prohibited from providing customers with free plastic shopping bags.
The ban imposed by the EPA applies to about 20,000 stores and has resulted in a supply decrease of 2 billion plastic shopping bags per year. Starting Jan. 1 next year, the ban will be expanded to another 80,000 retailers with the aim of reducing plastic bag use by 1.5 billion per year, EPA officials said during a report to Premier Lin Chuan. Pharmacies, medical equipment stores, retailers of computers, consumer electronics and communications products, book and stationery stores, laundries, beverage stores,
and bakeries will be prohibited from offering free plastic bags to customers, or will risk a fine of NT$1,200 (US$39) to NT$6,000, the EPA said. In addition, the EPA said, it will revoke its stipulation on the minimum thickness of plastic bags sold by such retailers, which is now specified as 0.06 millimeters. Furthermore, plastic bag use will be tightened in cities such as Taipei and New Taipei where residents are currently required to purchase government-issued garbage bags to dispose of their trash.
Beginning next year, hypermarket, supermarket or convenience store in these cities will only be allowed to sell governmentcertified garbage bags that can also be used as shopping bags to customers who wish to buy a shopping bag. Also, with effect from January 1 next year, the EPA said, it will ban the manufacture and importation of shampoos, shower gels, facial cleansers, soaps, scrubs and toothpastes that contain plastic particles and will prohibit their sale in Taiwan from July 1 that year.

everal Taiwanese universities established partnerships with counterparts in the Philippines during a recent trip to the Southeast Asian country aimed at promoting bilateral educational and academic exchanges. ike riders who stray from the official bike lanes on sidewalks will be fined NT$300 (US$10) beginning July 17, announced the head of Department of Transportation Chang Jer-yang at a transportation meeting report presided over by Taipei Mayor Ko Wen-je. Once enforcement of the law begins, those bike riders who are caught cycling on the sidewalk outside of bike lane markings will be subject to a fine of NT$300. If a sidewalk does not have a designated bike lane, they must ride in the slow lane of the street. Also, beginning on January 1 of next year, bicycles which have been parked illegally will be towed away. During the meeting, Ko said that the police department reported that the six month grace period since the new law went effect is reaching its end, and the new bicycle lane network is nearing completion, such as sections of Xinyi Road, Renai Road, Xinsheng Road, and Roosevelt Road. After hearing the details of the new enforcement measures that are about to go into effect, Ko said that publicity about the new law has not been widespread enough, saying, “If the mayor doesn’t know about it, how can the average citizen?” He said that because of this lack of public awareness, another two weeks of intense publicity should be carried out first before the fines are levied on cyclists. Chang told the media that since January 5 of this year, there have already been 296 reported cases of cyclists straying onto unmarked sidewalks and covered sidewalks. However, because the mayor has asked for two more weeks of publicity, no fines have been imposed thus far.
Taiwan 6th top source of visitors to Philippines in first 5 months

he number of Taiwanese visiting the Philippines in the first five months of 2017 rose 20 percent from the previous year, making Taiwan the Philippines’ sixth largest source of overseas visitors, according to the latest Philippine Department of Tourism data. The figures showed that the Philippines had 2.88 million overseas visitor arrivals from January to May, up 14.4 percent yearon-year, with East Asia accounting for 1.49 million, or just over half, of them. he Department of Labor and Employment (DOLE) is encouraging Filipino migrant workers to invest in the Overseas Filipino Workers (OFW) Bank that will be operational in October. Labor Secretary Silvestre Bello III on July 10 said interested OFWs may opt to use their credit line with the Overseas Workers Welfare Administration. “Once the OFW Bank is launched you can borrow from your funds in OWWA to buy the shares of stocks so that you will become part owner. I want all OFWs to have shares in the banks and have their own credit facilities,” Bello said. The OFW Bank will handle the remittances and other banking needs of Filipino workers abroad. “By October the OFW Bank will be there. So instead of applying for a loan from the Land Bank or other banks, you can do it with the OFW Bank, your own bank,” he added. The creation of the OFW Bank is one of President Rodrigo Duterte’s three promises to migrant Filipino workers during the presidential campaign. The other two were the creation of a Department of OFW and to make it mandatory for the consul general to keep track of all Filipinos abroad and the provision of free airfare to abused overseas workers who want return home. The labor chief said that the OFW Bank will complement the OFW Integrated DOLE System (iDOLE), which will also be operational soon. The iDOLE-OFW ID card will serve as a debit card and an ATM card for the OFW Bank as well as a beep card for LRT and MRT, among other purposes. Meanwhile, Bello assured repatriated OFWs from the Kingdom of Saudi Arabia of continued assistance while they are waiting for final court action on their unpaid wages and other monetary claims. Bello said the OWWA is continuously monitoring and following up their monetary claims. OWWA Deputy Administrator Brigido Dulay and Ceasar Chavez of the OWWA Repatriation Assistance Division said that they are coordinating with the Philippine Overseas Labor Office (POLO) in Al Khobar to hasten the processing of the OFWs’ monetary claims before the Saudi court. Dulay said they are also accommodating the labor cases filed by around 100 lateclaimants so they can also receive their unpaid wages and benefits from their employers. —Manila Times

Lack of guidelines on newly launched OFW ID causes confusion
T
he lack of implementing guidelines on the Department of Labor and Employment’s (DOLE) newly launched Overseas Filipino Workers (OFW) identification card has left many OFWs confused regarding its benefits and functions. The OFW ID, also called iDOLE, is supposedly one of the Duterte administration’s key programs for OFWs and was launched on July 12, 2017. According to Labor Secretary Silvestre Bello III in a briefing in Malacañang on July 4, the ID will be given to “all bonafide OFWs at no cost” and will serve as their overseas employment certificate (OEC). “This will serve as your OEC…so they don’t have to go to the POEA (Philippine Overseas Employment Administration) every time they go and come back. All they have to do is to show their ID,” he said said. Bello also said they are looking into adopting a system that would let IDOLE serve as the designated passport of OFWs. OFWs however, slammed the agency for announcing the IDs without clear guidelines. “How could it be the ‘best gift’ when even the DOLE is clueless on its relevance? There is as yet no implementing guidelines on how it is supposed to function,” Migrante International’s spokesperson Arman Hernando said in a statement. Bello in a media briefing said that the IDOLE is “the best gift of our President to OFWs.” The militant group also claimed that the IDOLE is not really free and does not really replace the OEC. “It will not even benefit all OFWs and only new hires. Worse, the DOLE claims that it will be free of charge, to replace the useless scrap of paper that is the OEC (overseas employment certificate), but it turns out to
be seven times more expensive at Php701. Employers are expected to pay for the iDOLE but since when has this stopped them from passing on the burden to recruitment agencies and, consequently, to OFWs?” Hernando said that the government would do well to cease from its “big talk” and instead genuinely address issues that would stop forced migration and put an end to the policy of labor export. “Thanks, but no thanks, President Duterte. Hindi po ito regalo kundi dagdag-perwisyo para sa mga OFW,” he said. (This is not a gift but a new problem for OFWs.) Saudi-based Filipino community leader John Leonard Monterona, in a press release, asked the DOLE to clarify if the ID is indeed free. Monterona said that he tried to avail his own ID through the iDOLE website, only to find out that he was being charged with Php501 for the card and another Php200 for the delivery. The website, as of writing, is now inaccessible. “Many OFWs welcome the iDOLE/OFW ID card. But upon knowing now that there will be fees on getting it, then we would probably chose not to avail the iDOLE OFW ID,” Monterona he said in a statement. Dubai-based OFW Jun Cargullo echoes Monterona’s statement, saying that the announcement of the ID before guidelines were released only caused confusion among OFWs. For him, the government should stop insisting that the ID is free. “Personally, hindi naman issue ang 700pesos (700 pesos is not an issue). The thing is they keep on saying that it’s free, then say that the employers will shoulder it. Is that still free?” he said in an interview with Rappler. Cargullo also said that there’s no way the
Philippine government can make employers of OFWs to pay for the fee. “This ID is only relevant to domestic transactions and has nothing to do with our employment abroad. This is not like the Emirates ID or UAE health card.” “At the end of the day, it is us, OFWs, who will have to pay for the card,” Cargullo said. The Philippines Overseas Employment Agency (POEA) clarified however, that while the IDs have been launched, they will not distribute them to OFWs yet until the implementing guidelines have been formalized. The POEA said the guidelines on the implementation of the program are still being finalized. An announcement will again be issued to inform OFWs of the proper procedure of application. In an interview with TV5 on July 17, Bello said they will release the guidelines with one or two weeks and the IDs might be ready by distribution by “the first or second week of August.” Bello also said that the IDs will be free for the OFW, with either the recruiting agency or the employer paying for it. “Depende na yan sa pag uusap ng technical people maaring ung employer maaring ung recruitment agency basta inportante walang babayaran ang OFW.” (It depends with the talks between the technical people but it could be that the employer or recruitment agency will pay what’s important is that the OFW won’t pay for anything.) hether in distress and in need of help or just curious about current goings-on in the world of entertainment and sports, OFWs now have an app that they can use for these purposes. On July 13, the Overseas Workers Welfare Administration (OWWA) announced that it has partnered with OFW Watch, a software program, to make life easier for OFWs regardless of their location. OWWA said OFW Watch is designed to link OFWs in distress and those calling for help anywhere in the world and anytime of the day. “It is a one-click process of asking ‘help,’ data sharing, and other means of internet applications made easy via mobile phones,” OWWA Administrator Hans Leo Cacdac said in a statement. The partnership

Taiwan holds visa-free entry for Philippine citizens

aiwan is eager to offer visa-free entry for Philippine citizens but is unable to do so due to the Marawi crisis. According to Taipei’s representative office in Manila, the government of Taiwan will not provide visa-free entry for the Philippine passport holders until the unrest in Marawi is settled. The city of Marawi has been under siege since May, with intense clashes between the government forces and the Islamic State affiliated militants.
On July 10, Gary Song-Huann Lin from Taiwan Economic Cooperation Office in Manila said the situation in Marawi is identified as one of the considerations for holding up the implementation of the visa-free entry. “We are reviewing the administrative and security procedures to ensure that people like Hapilon don’t enter Taiwan,” the Philippine-based Business World online quoted Lin as saying. “I’m sure the Marawi situation will not last long,” he added. Although Philippine
passport holders have been allowed e-visa facility since October last year, the Taiwanese government is eager to ease the entry requirements further. This effort is part of the government’s measures aimed at bolstering ties with South and Southeast Asian countries. Taiwan citizens are the sixth largest visitors to the Philippines and about 170,000 Filipinos visited Taiwan in 2016 compared to 130,000 in 2015, according to Taiwan’s Central News Agency.

Noven Belleza asserts innocence in sexual assault case

Inaresto ng Mabolo Police si Noven matapos itong magperform sa Pusuan Mo Si Vice Ganda Sa Cebu concert, sa IEC Pavillion, Barangay Mabolo, Cebu City, madaling-araw ng July 16. Ito ay matapos akusahan si Noven ng panggagahasa sa isang 19-anyos na babae, noong madalingaraw ng July 15, sa isang condo unit sa Barangay Lahug. Ang nagpakilalang biktima ay naging contestant din sa “Tawag ng Tanghalan,” kung saan si Noven ang itinanghal na grand champion. inoy Aquaman’s latest open water swimming challenge lasted about 8 hours as he made his way to Bohol island from Cebu province to promote marine environment conservation and tourism of the two provinces. Lawyer Ingemar Macarine caps another accomplishment with the 8-hour swim covering a distance of at least 18.15 kilometers from Argao town in Cebu to Cabilao Island in Loon town in Bohol province. Macarine said his latest feat was not easy because of the jellyfish he encountered along the way.”During the first 8 kilometers I was really thinking of abandoning the swim because of the jellyfish. l suffered for the first 8 kms, the good thing no more jellyfish along the way but I encountered the strong current,” he said. The Cebu-Bohol stretch is part of his training as the first Filipino to swim through the English Channel next month. “This is my last swim before I depart for UK next week to start my training for the ultimate swim of my life that would be August 14,” he said. “So, I will try to swim again the English Channel because last year I was not able to swim because of the bad weather,” he added. Earlier this year, Macarine swam from Guinsiliban, Camiguin Island, crossed the Macajalar Bay, and reached Balingoan town in Misamis Oriental to promote peace in Mindanao. Last year, he swam from Loon town in Bohol to Argao town in Cebu.

Nabili ng ABS-CBN ang Philippine franchise nito at si Ogie sana ang gusto ng management na mag-host nito. Nag-mock up taping na nga raw ang singer-songwriter para sa show. Ngunit mas pinili raw ng franchise owners si Billy Crawford na mag-host ng show dahil sa internationalstar status nito. Si Xian ay naging viral kamakailan dahil sa billboard invitation nito to have coffee kay Kapamilya actress Erich Gonzales. Kumalat naman sa social media ang Twitter posts ng isang netizen na nagngangalang Dewanie Catapang. Ibinunyag nito ang sinasabi niyang kuwestiyonableng pagkatao ng negosyante. Biktima siya umano ng pangii-scam ng 24-taong-gulang na si Xian, na nagpakilalang CEO ng Hong-Kong based company na Guanxiquian Group. Maliban kay Dewanie, lumantad na rin si Jesica Cruz, ina ng Viva artist na si Ella Cruz, upang sabihin na naging biktima rin sila ng kanyang mister ng panloloko ni Xian. Nitong July 3, nag-post sa Facebook ang ina ni Ella bilang reaksiyon sa pagpapagawa ng billboard ni Xian para kay Erich. Pahayag ni Jesica, “Wow para luminis name nya sa scammer issue nya, may pa billboard naman ngyon... may nauto nanaman sya guys para mag invest sa monkey business nya.” Sa comment section, sinagot ni Jesica ang tanong ng isang kaibigan tungkol kay Xian. Dito ay tinawag ng ina ni Ella na “scammer” ang negosyante. “Oo sis sya nga. Millionario ek ek daw. Pero scammer nman. “Recently may issue din yan kc may na scam sya. “Ngayon gumawa ng ganyan para matabunan issue nya at maka uto nnman ng investo. Sick!” Sinabi rin ni Jesica na dati nang ini-stalk ng negosyante ang anak niyang artista kaya kilala niya ito. Sa social media ay makikitang may pictures si Ella kasama si Xian. Bukod kay Ella, makikita ring maraming kuha ang negosyante kasama ang iba pang mga artista, kabilang na si Liza Soberano. Nang kunan ng karagdagang detalye ukol sa kanyang Facebook posts, aniya, isa raw fan si Xian na nang-stalk sa anak niyang si Ella. Ito raw ang dahilan kung bakit may
kuhang magkasama ang dalawa. Ayon kay Jesica, may nilapitan si Xian na kakilala nilang producer dahil gusto niyang makisosyo para sa isang concert ni Ella. Hiningan niya ng DP (down payment) ‘yan for Ella. “Wala naman siyang ibinigay sa amin, kaya naloka si Qatar guy. “May mga convo sila na babayaran daw niya si (Qatar) guy, pero walang napapadala na money. “Tsaka may issued check sa amin na hindi naman niya (Xian) napondohan.” Dagdag pa ng ina ni Ella tungkol kay Xian, “Mahilig manggamit ng artista. “Kay Ella, wala naman siyang atraso, naging feeling lang siya.” Noong December 2016 raw ay binalak ng negosyanteng bilhin ang isang Fortuner sa mister ni Jesica na si Thristan Cruz, na may buy-and-sell car business. Post-dated check daw ang iniabot ng negosyante na naka-petsa ng pagkatapos ng Pasko. Pero lagi umanong nagdadahilan ang negosyanteng i-hold muna ang tseke dahil babayaran daw niya ito ng cash. “Hindi pala napasok ni Papi yung tseke niya kasi pinapa-hold daw lagi at ika-cash na lang. “After New Year, nag-ask ulit kami kung may fund na yung cheke. “Ginagawan daw niya ng paraan kasi he’s having a financial problem, at andun nga daw siya sa dad niya para umutang. “Days passed.. wala pa din. “So Papi asked baka puwedeng isoli na lang niya yung sasakyan bago pa kami magkaproblema nang malaki, kung talagang hindi niya kayang pondohan yung tseke. “Kinabukasan, isinauli niya yung car.” Sa huli, sinabi ni Jesica na hangga’t maaari sana ay ayaw niyang magsalita, dahil gusto raw talaga ng negosyante ang atensiyon. Ngunit napilitan na rin siyang magsalita upang ibulgar kung ano ang tunay na pagkatao ni Xian.“Akala niya siguro walang lalabas na baho niya,” sabi pa ng ina ni Ella.
