LTFRB: No more old jeepneys by 2020

he Land Transportation Franchising and Regulatory Board (LTFRB) yesterday warned jeepney operators nationwide of the looming deadline to comply with the government’s public utility vehicle (PUV) modernization program. LTFRB board member Ronald Corpuz assured commuters that they would no longer see old jeepneys plying the streets by July 1, 2020. “The deadliest deadline is June 30, 2020. By then, all polluting and dilapidated jeeps will be gone,” he said. Corpuz said “if the existing units are not changed and the existing operators do not consolidate by June 30, 2020, their routes will be opened to those willing operators that would want to run new compliant units.” Under the government’s PUV modernization program launched in 2017, old jeepneys are required to be replaced with

Old Jeepney modern PUVs that are powered by either brand-new Euro 4-compliant diesel engines or electric motors. The program is part of efforts to provide a safer transport system for commuters while mitigating the effects of climate change. However, LTFRB technical division chief Joel Bolano said there are only 4,000 modern

he Philippines is known for its gorgeous islands and beaches. Tourists, both local and foreign, attest to its awesome allure. For instance, the island of Palawan - hailed by Travel+Leisure magazine as the world’s second-best island this year - is among the many attractions the archipelago takes pride in. The selection of the island from among 15 major tourist attractions should not come as a surprise: Palawan actually held the exclusive bragging rights when it was voted as the world’s premier island in 2013 and 2017. Its rise to the No. 2 spot this year (with a 90.87 score) from sixth place last year cements anew its reputation as a must-go-to destination. The Philippines’ fifth largest island, Palawan was next only to Sri Lanka in Travel+Leisure’s “The World’s Best Awards 2019.” One reader, according to the magazine, said that the island was the “single most beautiful place I have ever seen.” Maldives, Milos, and Bali join Sri Lanka and Palawan in this year’s top global tourist havens. The criteria for voting, based on Travel+Leisure’s reader choices, examines “activities and sights, natural attractions and beaches, food, friendliness, and overall value.” Palawan also bagged second place in the magazine’s yearly listing of Best Islands Category in Asia, joined by Cebu and Boracay, the Philippine’s seventh and ninth best islands that garnered a score of 87.09 and 86.90, respectively.

According to Travel+Leisure, Palawan, Boracay, and Cebu are long-time favorites, citing “top-notch reef and wreck diving, whitesand beaches, hiking trails with waterfalls and welcoming locals,” as the best features in the selection. In 2007, National Geographic Traveler magazine listed Palawan - home to the PuertoPrincesa Subterranean River, a UNESCO World Heritage Site - as the best island destination in the East and Southeast Asia region. Palawan has had a Biosphere Reserve status since the 1990s, proof of its massive push for conservation and sustainable development. Situated on the northern end of Palawan is El Nido, also currently named as the “Most Beautiful Beach in the World” by Conde Nast Traveller. Meanwhile, Premiere Horizon Alliance Corp (PHA)’s bet in Palawan’s enduring beauty is pushing this Qatari holdings company’s stocks to the roof. PHA, which is currently developing one of the biggest tourism properties in the Philippines, has grown 300% this year, beating global competitors with over $15 million in market value. Premiere’s Palawan masterplan includes the construction of 5 hotels, 3 shopping malls, and a golf course in three years. The development is expected to give the island some $248 million in revenue, in addition to a yearly income of $86-million generated from this project, PHA said. —Business Times

Modern Jeepney jeepneys operating at present, far from the government’s target of replacing 170,000 units nationwide. LTFRB officials said there are certain groups and operators who continue to oppose and reject the PUV modernization plan of the government. “Accepting and understanding a message depends really on the receiver. There

are really those who just refuse to accept and understand. And that is really one of the main challenges in implementing this program,” Corpuz said. Corpuz also criticized groups saying that they should be allowed to adjust and adopt gradually to the shift. “This started in 2017. Isn’t that considered gradual? Three years already and it is not still gradual?” he said. Transportation Secretary Arthur Tugade earlier said there is no stopping the PUV modernization program despite a few who are opposing it. Tugade earlier instructed the Office of Transportation Cooperatives to fasttrack approvals of transport groups intending to modernize their fleet and consolidate into cooperatives to further strengthen the country’s shift towards the utilization of modern public utility vehicles. —Philstar

DOH declares national dengue alert

T

he Department of Health (DOH) declared a national dengue alert amid a spike in reported cases of the viral illness caused by female Aedes aegypti mosquitoes in several regions. DOH Secretary Francisco Duque III said from January 1 to June 29, 2019, 106,630 dengue cases have been reported nationwide, an 85 percent increase from the 57,564 cases reported over the same period last year. “This is the first time that we’re declaring a national alert. Because the objective is very clear. We want to raise awareness among the public and more importantly, in communities where signs of early dengue increases are evident,” Duque pointed out. Duque clarified there is no national epidemic as the cases of dengue are localized. “We don’t have a national epidemic. It’s localized. As I have mentioned, the top among the regions would be Western Visayas, followed by Calabarzon, Central Visayas, Soccsksargen and Northern Mindanao. There is no national epidemic but there is certainly regional” added Duque. Duque said that the five regions have exceeded the epidemic threshold. The following regions, on the other hand, are being monitored after exceeding the alert threshold: Ilocos region, Cagayan Valley, Calabarzon, Bicol region, Eastern Visayas, Zamboanga Peninsula, Davao region, Bangsamoro Autonomous Region in Muslim

Health Secretary Francisco Duque III said that Code Blue Alert has also been raised for the National Disaster Risk Reduction and Management Council (NDRRMC) health cluster. Mindanao and Cordillera Administrative Region. Western Visayas had the most number of reported dengue cases so far this year with 13,164, followed by Calabarzon (11,474 cases), Central Visayas (9,199 cases), Soccsksargen (9,107 cases) and Northern Mindanao (8,739 cases). “Dengue is a viral disease with no known vaccine or specific antivirals,” Duque explained. “Effective surveillance can also help in reducing cases and deaths if areas with clustering of cases are identified early.” —Inquirer

NEWS PRRD signs law granting 20% fare discount to students

S

tudents will now be granted a 20 percent discount on all public utility vehicles as long as they present their school IDs. President Rodrigo Duterte signed “Student Fare Discount Act” (R.A. 11314) into law to “encourage students, particularly the poor, and underprivileged, to pursue quality education to secure their future and make them responsible citizens.” “A student under this Act shall be entitled to a grant of 20% discount on domestic regular fares, upon personal presentation of their duly-issued school identification cards (IDs) or current validated enrollment form, supported by the prescribed government-issued identification document, subject to an appropriate verification mechanism to be provided in the implementing rules and regulations,” the law read. Only Filipino students in elementary, secondary, technical-vocational, or higher education institutions can avail of the

discount privilege. The discount privilege does not apply to students in post graduate degree courses and informal short-term courses such as dancing, swimming, music, and driving lessons, and seminar type of courses. It covers all public transportation utilities including public utility buses, public utility jeepneys, taxis, and other similar vehicles-for-hire tricycles, passenger trains, aircraft, and marine vessels. However, the law does not cover school service, tourist service, and any similar service covered by contract or charter agreement and with valid franchise or permit from the Land Transportation Franchising and Regulatory Board (LTFRB). Students can only avail of this discount during the time they are enrolled including weekends and holidays. Transport utilities that refuse to grant the student the fare discount privilege will face penalties including suspension of driver’s license, fines ranging from PHP1,000 to PHP15,000, and the cancelation of their

certificates of public convenience. Earlier, the Department of Transportation (DOTr) has also announced that students can now ride several major rail lines absolutely free of charge. According to agency secretary Arthur Tugade, students can now ride the MRT-3, LRT-2 and PNR for free, Mondays to Fridays (except on holidays) during select hours in the morning and afternoon. Students will now also be exempted from terminal fees charged at airports under the jurisdiction of the Civil Aviation Authority of the Philippines (CAAP), as well as at public ports under the Philippine Ports Authority (PPA). The free train rides will be available starting July 1. The schedule is as follows: MRT-3: 5:00-6:30 am, 3:00-4:30 pm LRT-2: 5:00-6:00 am, 3:00-4:00 pm PNR: 5:00-6:00 AM, 3:00-4:30 pm The PPA will implement the terminal fee exemption starting July 16, and the CAAP on August 1.

PH has most cases of fake medicines in S. Asia: UN report

A

United Nations study on transnational crime found the highest incidence of “falsified medicines” in the Philippines among Southeast Asian countries. Of 460 incidents of counterfeiting and illegal distribution of pharmaceutical products recorded within the region from 2013 to 2017, 193 occurred in the Philippines, 110 in Thailand, 93 in Indonesia, and 49 in Vietnam. Most counterfeit medicines were for urinary tract infection, erectile dysfunction, anti-infectives, and central nervous system (CNS). Nutrition supplements, cadiovascular, CNS, and metabolism drugs were among the most illegally distributed. In the Philippines, counterfeit over-thecounter drugs like paracetamol, as well as anti-tuberculosis medicines and anti-rabies vaccines are a growing threat. The study defined “falsified medicines” as pharmaceutical products “marketed with the intention to deceive buyers.” They could be misbranded, falsely labeled, or expired; may contain too little, too much, or none of its purported active ingredient. These products are ineffective at best. Otherwise, they may be harmful or even deadly. In some cases, genuine medicines are sold illegally for non-medical use, as in the case of opioids and other psychoactive drugs, although these could be faked too. Pakistan, India, and China are the leading sources of falsified medicines that end up in DEPENDS Continued from Page 5 Kasabay ring nag-lapse into law ang bill na nagpapalawig sa franchise ng Catholic Bishops Conference of the Philippines o CBCP. The Philippines itself turned out to be the source in 12 incidents of either falsified or illegally distributed medicines in the United States, Japan, and Germany. Transnational crime The report “Transnational Organized Crime in Southeast Asia: Evolution, Growth and Impact” by the United Nations Office on Drugs and Crime (UNODC) published on July 18, said international criminal organizations may have earned as much as $2 billion from trafficking falsified medicines in the Philippines in 2014. It identified the 4 most active transnational crime markets in the region, including the Philippines: lDrugs and precursor chemicals (methamphetamine and heroin) lTrafficking in persons and smuggling of migrants lEnvironmental crimes (wildlife and timber trafficking) lCounterfeit goods and falsified medicines Of these, “the illicit trade in falsified medicines…could represent the most harmful form of transnational organized crime in terms of its direct impact on public health and safety.” Criminal syndicates take advantage of corruption in the pharmaceutical industry and in the government, the study said. They recruit company executives and state officials to benefit from their professional knowledge and connections, and exploit weaknesses in national and industrial systems. They then smuggle the falsified medicines into countries where they are sold online or even by unscrupulous pharmacies. Often, buyers are unable to distinguish between genuine and fake medicines. Counterfeits also tend to be cheaper, making them more attractive to developing markets.

The Philippine government has acknowledged the problem of falsified medicines and issued several public warnings in recent years. In May 2014, the Intellectual Property Office warned against counterfeit weight loss and skin whitening products. In March 2018, President Rodrigo Duterte ordered the police to arrest makers and sellers of fake medicines after counterfeits of a popular paracetamol brand were found in the market. In November 2018, police arrested an alleged distributor of falsified medicines in Tondo, Manila. The suspect was found with a stash worth P1.2 million. In June this year, the Food and Drug Administration stopped online shopping websites Lazada and Shopee from selling medicines, at least until they secure proper licenses. The release of the UNODC report coincided with a warning from the World Health Organization against two vaccines and a serum against rabies circulating in the Philippines. To solve the problem, the report recommended cross-border cooperation among countries. It warned against hastily tightening laws as this may only divert the illicit trade toward more vulnerable areas. The study said the Southeast Asian region must boost the legitimate trade in pharmaceuticals and make genuine medicines more available and affordable. DOLE may halt collection of SSS fees from OFWs

T

h e Department of Labor and Employment (DOLE) is likely to temporarily halt the collection of Social Security System (SSS) premiums from departing overseas Filipino workers (OFWs). After sectoral consultation, the Philippine Overseas Employment Administration (POEA) recommended to DOLE the suspension of the collection of SSS premiums. Contrary to the implementing rules and regulations (IRR) of the new SSS Law, the POEA said it has no authority to collect SSS premiums. According to POEA administrator Bernardo Olalia, members of the agency’s governing board reached a consensus that collection of SSS contributions must

not be tied to the issuance of the required overseas employment certificate (OEC). “Tying up the payment of SSS premium to issuance of the OEC is an ultra vires act, or beyond the authority of the agency,” Olalia said in a memorandum to DOLE. “The POEA should not be a collecting agent of SSS. It is not the mandate of the POEA to collect SSS contributions, as such is mandated to SSS,” Olalia added. While the POEA supported compulsory SSS coverage of OFWs, Olalia said it should be done through bilateral labor agreements and other measures of enforcement. The POEA chief further stressed that SSS contributions should be collected after the OFW’s deployment, when the OFW is already earning. Olalia noted that the SSS premium cannot be collected prior to deployment

since the source of the contribution should be the salary earned. The POEA further called for the convening of the joint committee of the DOLE, SSS and the Department of Foreign Affairs (DFA) to review certain provisions of the IRR of the new SSS law. “The bone of contention is the incoherence of the provisions that newly hired OFWs shall pay one monthly contribution and for re-hires, three monthly contributions,” POEA noted. Under the new law, newly hired OFWs are required to pay in advance P960 per month SSS premium, while returning workers will pay three-month contributions amounting to P2,880 or they will not be issued the mandatory OECs. POEA said that while the review is being undertaken, implementation of such provision should be suspended. —Philstar

The PNPACG must develop an online mechanism for reporting, in “real time,” gender-based online sexual harassment. — Sexual harassment in workplaces, educational institutions The act defines sexual harassment in workplaces this way: “An act or series of acts involving any unwelcome sexual advances, requests or demand for sexual favors or any act of sexual nature, whether done verbally, physicall or through the use of technology such as text messaging or electronic mail or through any other forms of information and communication systems, that has or could have detrimental effect on the conditions of an individual’s employment or education, job performance or opportunities.” It also includes unwanted conduct of sexual nature or conduct based on sex affecting the dignity of a person. Employers and other persons of authority must prevent or punish these acts, says the law. Among actions they must pursue is the creation of an independent internal committee to address complaints and investigate them. The committee should be headed by a woman and must be at least half composed of women. The same responsibility is placed on the shoulders of school heads for sexual harassment in educational and training institutions. — Rappler.com

LIST: Duterte’s priority bills in SONA 2019 2019

I

n his 2019 State of the Nation Address (SONA) on July 22, President Rodrigo Duterte asked the 18th Congress to pass various laws within the last 3 years of his term. These are a mix of new proposals and laws he had sought for a long time. Reinstate death penalty for heinous crimes related to illegal drugs and plunder When he started his term as President, Duterte wanted to bring back the death penalty “especially for drug traffickers.” He reiterated this plea in his 2017 SONA. Two years later, in his 2019 SONA, Duterte included plunder among the crimes punishable by death. Plunder was included in a death penalty House bill in the 17th Congress, but was later removed in early 2017, along with rape and treason. The House passed that bill in March 2017, but it has languished there since. In th e current 18th Congress, Senators Bong Go and Manny Pacquiao had already filed bills seeking to reinstate the death penalty for illegal drugs. In Go’s bill, plunder was included as a capital offense. Postpone barangay, SK elections to October 2022 Under Duterte’s term so far, the barangay and Sangguniang Kabataan (SK) elections have been postponed twice: from October 2016, it was moved to October 2017, then to May 2018. By then, the barangay officials had served for almost 5 years, while SK posts had been vacant for the same length of time. The barangay officials elected in May 2018, however, will serve for only two years, until May 2020. In his SONA 2019 speech, Duterte asked Congress to postpone the next village and youth council polls to October 2022 “to rectify the truncated terms of sitting barangay officials.” Enact a Magna Carta for Barangays A Magna Carta for Barangays aims to declare barangay officials as regular government officials, and further empower barangays to improve their delivery of government services. Two Senate bills – including the measure by Senator Koko Pimentel – and 4 House bills were filed in the 17th Congress for this magna carta.

Establish a Department of Overseas Filipinos A Cabinet department for overseas Filipino workers (OFWs) was among Duterte’s campaign promises when he ran for President in 2016. The President had even told the Filipino community in Bahrain in April 2017 that such department was about to come “in a few months.” However, bills in the 17th Congress did not prosper. Pass TRAIN 2 or Trabaho bill, as well as 3 remaining tax reform packages The second of 5 tax reform packages by the Duterte administration, the Tax Reform for Attracting Better and HighQuality Opportunities (Trabaho) bill aims to reduce the corporate income tax rate to 20%, broaden the tax base, and rationalize tax incentives to businesses. In his SONA 2018 speech, Duterte hoped to have TRAIN 2 signed by the end of that year. In the 17th Congress, the House approved the Trabaho bill in September 2018. However, similar versions of the bill at the Senate remained pending at the ways and means committee when session ended. The 3 remaining packages seek to raise the excise tax on both alcohol and tobacco, reform the real property valuation system, and revise the taxes on capital income and financial services. Pass new Salary Standardization Law with pay raise for teachers, nurses Duterte said in his SONA 2019 speech that the compensation adjustment under the Salary Standardization Law (SSL) will end this year. In his plea to pass a new SSL, Duterte also wanted to include a pay raise for public school teachers and nurses. In the 17th Congress, at least 12 bills were filed in the House and two in the Senate to upgrade the salary grades of public school teachers, who are currently at Salary Grade (SG) 11. The measures want to raise this salary grade to at least SG 15, or as high as SG 18, 19, or 20. Some proposals also seek an across-the-board increase of either P10,000 or P12,000, or set the basic salary to P30,000. All of these measures, however, remained pending at the committee level in the 17th Congress. Review and pass government rightsizing bill Duterte had sought a government

rightsizing bill in his 2017 SONA. Two years later, he called yet again for the bill’s passage “to reconfigure the existing Metro Manila-centric bureaucracy and streamline government systems in order to deliver services without delay and within a short timeline.” In the 17th Congress, the House passed HB 5707 in July 2017, but it remained pending in the Senate. Establish a Department of Disaster Resilience Duterte had called for the creation of a Department of Disaster Management in his 2018 SONA. In the 17th Congress, the House passed House Bill 8165 in October 2018, seeking the creation of a Department of Disaster Resilience. However, the bill remained pending in the Senate until their terms ended. Similar bills were filed in the 16th Congress (before Duterte’s presidency), but remained pending at the committee level. Establish a Department of Water Resources and Water Regulatory Commission In his SONA 2019 speech, President Duterte pitched to Congress the creation of this department to enact reforms in water management in the country. This Cabinet department has been proposed or supported by administration senators Francis Tolentino and Bato dela Rosa. In March 2019, NEDA Secretary Ernesto Pernia also suggested its creation, following a water crisis in Metro Manila, but Presidential Spokesperson Salvador Panelo disagreed. In the previous 17th Congress, one Senate bill and 6 House bills were filed, but none progressed beyond the committee level. Pass Fire Protection Modernization program Bills in the 17th Congress for this legislation aimed to put up fire stations and emergency medical services in every local government unit, upgrade existing equipment and services, and train personnel and volunteers using state-of-the-art tools to prevent and suppress fires. Enact National Land Use Act within 2019 The proposed law will regulate the use and management of the country’s land and water resources, and classify land according to its use. The President had mentioned the need for such a law since his 2017 SONA. The Aquino administration had also certified this measure as urgent in 2013. In the 17th Congress, the House passed HB 5240 in May 2017, but it remained pending along with 5 similar Senate bills

in the Senate environment and natural resources committee. Urgent utilization of coconut levy fund for farmers Duterte said in his 2019 SONA, “I also have not forgotten my commitment to uplift the lives of coconut farmers.” In February 2019, Duterte vetoed a bill concerning the coco levy fund and the Philippine Coconut Authority, saying the version passed by the House would likely put the fund in the hands of private individuals and would compromise executive branch actions. He also hit Landbank for not focusing on helping farmers, and being instead “mired in so many commercial transactions.” The President gave Landbank until end-July to come up with a plan to help farmers more. “Or else, I will ask Congress to reconfigure you, whatnot.” Pass National Defense Act, Uniformed Personnel Separation Retirement Pension Bill These legislative initiatives are “aimed at strengthening defense-related systems,” said Duterte in his 2019 SONA. The National Defense Act, for instance, seeks to update national defense policies, include the defense secretary in the chain of command, and exempt the purchase of special defense equipment from the government procurement law, among other proposals. Meanwhile, Duterte in February 2019 certified as urgent a bill that seeks to reform the pension system for military and uniformed personnel. Mandatory ROTC for Grades 11 and 12 As early as April 2015, Duterte had pushed for the revival of the Reserve Officers’ Training Corps (ROTC). When Duterte became president, he again threw support behind the measure to “instill discipline and patriotism among young Filipinos.” It was also in the list of priority bills of the Legislative-Executive Development Advisory Council (LEDAC) in 2017. He mentioned it again in his 2019 SONA. The House moved accordingly, passing HB 8961 in May 2019, requiring ROTC for Grades 11 and 12. Duterte then certified the bill as urgent the following month. However, the Senate education, arts and culture committee did not take up the House bill until the end of the 17th Congress. The same Senate committee approved its own version (also for Grades 11 and 12), Senate Bill 2232, but it didn’t reach second reading. – Rappler.com

Duterte yet to decide on Security of Tenure Bill

P

resident Rodrigo Duterte has yet to make up his mind on the bill seeking to end contractualization, which is set to lapse into law by the end of this week. Duterte, speaking with the press after his fourth State of the Nation Address at the Batasang Pambansa on Monday, said that he had consulted with a “lot of people”

regarding the proposed measure, which was one of his campaign promises. “Pinag-aralan na namin mismo. I have to confer with a lot of people affected. you know this is two to tango to eh. It would affect the employers and of course it could also greatly favor the workers,” the president explained. “It’s a catch 22 for me.”

Duterte said he could sign, veto or allow the bill to lapse into law. Several business groups had urged Duterte to veto the bill, warning that its enactment could lead to job losses and affect the economy. The proposed measure would eliminate the subcontracting of labor.

It also seeks to limit job contracting to licensed and specialized services and classify workers into regular and probationary employees, treating project and seasonal employees as regular employees. —GMA News

Philippines bags Jones Cup 2019 title

T

he Philippines defeated the Taiwan men’s basketball team in a close game on July 21 – the win that solidified Mighty Sports’ crown at the Xinzhuang Gymnasium in New Taipei City, Taiwan. In a packed stadium of Taiwanese and Filipino fans cheering on the sideline for their teams, the Philippines’ Mighty SportsGo For Gold won 97-74 against the Taiwan Blue. With that win, the seventh in the tournament for the Mighty Sports, they effectively secured the championship title for the second time in four years. “It was a good win for us because it was

a tough game,” Mighty Sports head coach Charles Tiu told CNA afterwards. “We are very happy to win this championship. To all our Filipino fans, thank you for the support, it means a lot to us. And if we have any Taiwanese fans, I hope we have gained your respect because we play basketball the right way, and we really thank everybody who came out to watch us.” Despite bagging the championship title on July 21, they had one more game to play the next day July 22 against another Taiwan team the Taiwan White, that being said, the final game for Mighty Sports-Go For Gold Philippines gave them yet another win

against over Chinese-Taipei B with 81-71 victory. Eugene Phelps top-scored with 24 points while McKenzie Moore and Joseph Yeo added 16 and 11 points, respectively. This completed an eight-game sweep of the tournament for the Mighty Sports. Renaldo Balkman sat out the match after suffering a broken nose during their 97-74 victory over the Chinese Taipei-A squad on Saturday evening (July 21). “We missed the energy and power of Renaldo but it was a good win for the team, everybody contributed,” said Mighty Sports head coach Charles Tiu.

The Mighty Sports was uncharacteristically engaged in a tight match with Chinese Taipei B in the first three quarters where the Philippine side was just clinging to a 59-55 edge. The Philippines finally got its game going in the fourth period on inside conversions from Phelps and Moore for its biggest lead of 77-67 after a drive by Fil-Am guard Jason Brickman. It was the Philippines’ sixth William Jones Cup championship and second in the last four years. “As they say, it’s sweeter the second time around. The boys really played well,” said Mighty Sports owner Alex

Isko Moreno’s clearing operations: Which Manila areas have been covered?

L

ess than a month since Manila Mayor Isko Moreno assumed office, observers of the capital city have already heaped praises on the young mayor for the drastic changes he’s done to persistent issues that have plagued the city for years. Images of Moreno’s first week included surprise inspections all over the city, visits to some of Manila’s landmark sites, and the destruction of gambling machines and illegally built barracks. But it was the sight of declogged major thoroughfares like the previously chaotic streets of Recto, Divisoria, Soler, and Carriedo that caught the attention of most. Moreno’s promised clearing operations have been regarded as his biggest accomplishment so far. Which places in Manila have Moreno’s clearing operations covered? l Juan Luna St (connected to Recto) - cleared of vendors l Soler St (connected to Recto) - cleared of vendors l Recto Avenue - vendors allowed on sidewalks l Ilaya - vendors allowed on sidewalks l Tabora - vendors allowed on sidewalks l Asuncion - vendors allowed on sidewalks l Sto Cristo - vendors allowed on sidewalks l Carmen Planas (Divisoria area) - vendors allowed on sidewalks l Dagupan St (connected to Recto Avenue, Divisoria) - cleared of vendors l Plaza Miranda - public square cleared, vendors allowed in perimeter l Carriedo St - vendors allowed to occupy one lane, foot traffic must be unhampered l Evangelista - vendors allowed on sidewalks l Quezon Boulevard - vendors allowed on sidewalks l Blumentritt - vendors allowed on sidewalks l Rizal Avenue - vendors allowed on sidewalks l Lagusnilad underpass - cleared of vendors What will happen to ambulant vendors? Moreno said vendors who used to occupy these areas will need to set up shops in designated areas but must ensure people can still pass. “If you want to organize as vendors, you organize among yourselves based on the policy of the city. What is that? Bigyan ng madadaanan ang tao. Panatilihing malinis ang inyong mga panindahan. Huwag niyong ookupahan ang lugar na hindi pinapayagan. Ganun lang. (Give way to people, keep your selling area clean, don’t occupy prohibited spaces. That’s all),” Moreno told reporters in a press conference on July 4. Though the clearing operations may disrupt the livelihood of some vendors, Moreno said it was needed to put order in the city and give the streets of Manila “back to the people.” In an earlier Rappler Talk, Moreno also said he would only allow vendors who are residents of Manila to sell in the city. Moreno is eyeing a longterm solution to have an alternative shopping area for vendors to set up shop permanently. The mayor said clearing operations will most likely follow in Paco, Padre Faura, and Pedro Gil.

Our sweat glands produce sweat to help us cope with the heat. Ayon sa everydayhealth.com, “Normally, we sweat to cool our body and control our body’s temperature.” Note that aluminum salts do not really stop sweat production. Ang ginagawa nito ay bina-block ang pagexit ng pawis through the duct sa skin. Temporary lamang ang blockage kaya kailangang mag-reapply throughout the day. Make your armpits hair-free. Wait a few minutes before dressing up Iwasang magbihis shortly after taking a bath, lalung-lalo na kung ikaw ay nag-hot shower, kung saan mas magiging mainit ang body temperature mo. And when you feel warmer, siyempre, pagpapawisan ka. So, whether hot or cold shower, magpatuyo munang mabuti bago magbihis, okay. Watch what you eat Believe it or not, ang ating kinakain ay may epekto rin sa ating pagpapawis. Try the advanced treatments

Although there are several natural ways para iwasan ang excessive underarm sweating, there are some who prefer undergoing advanced treatments. Ang botox ay isang anti-wrinkle drug na, ayon sa webmd.com, works on our armpits “by preventing the release of a chemical that signals the sweat glands to activate.” Mahal man at masakit, “Botox is more than ninety percent effective as a hyperhidrosis medication,” sabi ng webmd. com. MiraDry, on the other hand, eliminates not just the underarm sweat, kundi pati na rin ang odor glands at underarm hair.

Ganito inilarawan ng Department of Surgery ng University of California San Francisco ang minimally-invasive surgical procedure na ito: “A sympathetic chain is cut or clamped to eliminate the excessive sympathetic nerve activity that causes the abundant sweating.”

Many who suffer from this condition sweat nearly all their waking hours, regardless of their mood or the weather.” —www.pep.ph

Ipon tips for OFWs: daily, monthly, and long-Term

B

etween the high cost of living overseas and providing for loved ones at home, sometimes OFWs forget things like savings. Here are a few tips to help you save money as an OFW:

BEFORE YOU START TO SAVE: 1. Talk to your family The first thing you need to do is to talk to your family and manage their expectations. Have a serious discussion about how much money you truly will be making. While there’s nothing wrong with enjoying the increase in

disposable income, budgeting and saving will still be integral parts of the financial dynamic. The talk may become uncomfortable, but remember that the family’s support and understanding, or lack of, can make or break your journey overseas towards a better life. 2. Set financial goals Do you plan to pay off the home loan with the money you make abroad? How many years do you intend to work towards achieving that? How much do you plan to save before moving back home permanently? What will you do then?

Start with the big picture. These big financial goals will set the course for your smaller ones. 3. Research on the cost of living in your host country Before you even leave, you need a rough estimate of what the cost of living is in your host country. This way, you’ll know how big of a “war chest” to bring with you for all the initial bills, transportation, food, and rent.

DAILY SAVINGS 4. Set a proper daily budget Once you’re in your host country, take the first couple of weeks to really drum down what a modest but comfortable daily spending will be for you. Remember that you shouldn’t completely deprive yourself of basic comforts, but a daily US$8 coffee may not be such a smart spend either 5. Save your coins They say every penny counts. Whether it’s for bus fare during petsa de peligro or a mini rainy-day fund, little bits of savings can grow substantially through time. 6. Cash over credit as much as possible While it’s true that some purchases in this day and age require the use of the credit card, one of the fastest ways to lose track of your spending is by its frequent use. Avoid purchases on credit as much as possible. You’ll notice that when you keep using your cash, you can easily track your unnecessary

expenses that you use to pay for using your credit card.

MONTHLY SAVINGS 7. Separate your accounts Make sure that your spending, savings, and bills money don’t overlap by creating separate accounts for each. Once you get the hang of it, you’ll have a more seamless system to automatically transferring money to your savings account and bills account, and still have a modest amount for all your spending.

LONG TERM SAVINGS 8. Remember your gov't mandates While separate savings accounts are good, you should remember local government mandates like Pag-IBIG and SSS. These savings, albeit forced, add a tidy sum to your retirement funds. Some of their products even have better interest rates than banks. 9. Stay on track Remember that the goal is to either go back home permanently or to migrate the entire family into your host country. Either way, this will take considerably more than most salaries (even OFW salaries) can provide immediately. That’s why it’s wise to diversify and put your income into different “buckets,” whether it’s stocks, real estate, mutual funds, a small business, or any combination of the above. —Coins.ph

5 Money Management Tips for OFWs

B

udgeting and financial planning are important, especially for OFWs. While a lot of Filipinos do choose to migrate to their host countries, many of our OFW brothers and sisters do plan to make enough money abroad and come back home when they save up for a big enough “war chest”. Afterward, they usually start a business of their own. If you’re starting to work abroad or are just looking into it, here are tips to help you manage your budget better: Don’t be blinded by peso amounts Before you even accept an overseas job offer, the first thing you need to do is to

stop thinking in the context of Philippine Peso amounts. While an offered salary may seem impressive when you convert it into our local currency, chances are it may not even be enough to sustain a modest lifestyle abroad. One of the main reasons why overseas jobs pay more is because their cost of living is also higher. Do your research before saying yes to a job (and salary), and see if it can sustain your lifestyle and allow you to send a substantial amount back home.

Take care of yourself first The most common reason why Filipinos choose to become OFWs is to provide a

better life and more opportunities for their families. While this tip may seem contradictory, remember that you must take care of yourself before you can take care of anyone else. Make sure that you have enough money for rent, groceries, utilities, transportation, and other needs before sending money to your family. The last thing you want is to get evicted by your landlord, or get sick and have to pay for hospitalization because you forgot to consider your own basic needs wanting to give all you have back home. Remit monthly government contributions Make sure to be on top of your government

contributions while you’re working overseas. This comes in handy when you’re in your golden years or when you decide to come back to the Philippines. With your Coins.ph wallet, you can pay for your Pag-IBIG contributions from anywhere in the world. You can even pay for your spouse’s contributions straight from your phone too.

Stay on top of household bills You can also pay for household bills in the Philippines straight from your phone. This way, you can still take care of your loved ones even when you’re thousands of miles away. —Coins.ph

Bakit?

Amen! Duterte signs law on community-based poverty analysis

P

resident Rodrigo Duterte has signed a law forming a community-based monitoring system that aims to improve poverty analysis in the country. Under Republic Act No. 11315 or the Community-Based Monitoring System Act, local communities are ordered to help in the collection and verification of household data in their area, which can be used in the implementation of poverty alleviation programs. The data collection system is eyed to help in “targeting beneficiaries, conducting more comprehensive poverty analysis and needs prioritization, designing appropriate policies and interventions, and monitoring impact over time.” Some 9.5 million Filipino families consider themselves poor as of the first quarter of 2019 according to a Social Weather Stations (SWS) survey. Signed by the President last April 17, the new law requires cities and municipalities to collect data every 3 years with the assistance of a government statistician. Duterte designated the Philippine Statistics Authority to lead the implementation of the new law by setting standards for collecting data. The law also assures Filipinos of their right to privacy, noting that participation in the data collection is “purely voluntary.”

Glutathione needs prescription, considered as drug: FDA

T

he Food and Drug Administration (FDA) said the use of glutathione, widely used for skin lightening, requires a doctor’s prescription. Glutathione is not registered as a skin-lightening product but as a drug for illnesses, said Katherine Lock, officer-in-charge of FDA’s Center for Drug Regulation and Research. “Dapat hindi po ito ginagamit sa ibang purpose dahil ito po ay panggamot sa sakit. Kung wala pong sakit, dapat hindi po ito ginagamit,” she told radio DZMM. “Kailangan po meron pong reseta galing sa doktor. Lalo na po itong mga binibigay sa pamamagitan ng drip o mga tinatawag na injectable.” The FDA earlier warned consumers of the “toxic side effects” to the liver, kidney, and the nervous system linked to glutathione use. FDA says it ‘has not approved’ injectable products to whiten skin “Ito po ay gamot, ginagamit lamang para manggamot ng sakit. Yun pong pampaputi ay side effect po ito ng gamot,” Lock said. Lock said the FDA would look into the sources of beauty clinics that offer glutathione drips and other products. “Ang susunod po na hakbang ay sisilipin po namin kung saan po nila kinukuha itong mga gamot na ginagamit nila dahil ang mga distributor po dapat nitong glutathione ay dapat nagbebenta lang din sa mga lisensyadong establisyimiento ng FDA,” she said.

Coming soon: P20 coin

T

he Bangko Sentral ng Pilipinas (BSP) is set to launch a coin version of the P20 banknote toward the end of the year or the start of next year. BSP Assistant Governor Dahlia Luna said a study conducted by the University of the Philippines showed that the P20 bill is the dirtiest banknote as it is the most used currency in the country. Luna, who is also head of the BSP’s Security Plant complex, said that the central bank’s Monetary Board has instructed the department to finalize the design of the proposed P20 coin. She added that the BSP is aiming to launch the coin version before the Christmas season. According to Luna, the minting cost of the coin version would be more expensive than the production cost of the P20 banknote at about P2 per piece. But she said the lifespan of the coin version is longer than the banknote. “The lifespan of a coin when re-circulated is more than 10 to 15 years compared to banknotes, which is less than one year,” Luna said.

Phivolcs unveils app that maps out hazards in the Philippines

T

he Philippine Institute of Volcanology and Seismology (Phivolcs) has come up with an application that can give you that information on July 16, the anniversary of the 1990 Luzon earthquake. Named HazardHunterPH, the web application is used to generate assessment reports on the user’s location, featuring a summary of seismic (earthquake), volcanic, and hydrometeorological hazards, along with explanations and recommendations. This means people can see if their chosen location is prone to floods or is near an active fault, among others. Users will just have to type the location in the search bar of HazardHunterPH’s website, and double-click or tap on the map to select the target area. The hazard assessment report can be accessed after 15 seconds, with trivia about earthquakes and other relevant topics being shown during the waiting period. A full report can also be seen by clicking on the view explanation and recommendation link in the initial report. “This technology arises from the need for everyone to be aware of the hazards and potential impacts in our communities,” said Department of Science and Technology (DOST) Undersecretary Renato Solidum Jr. Through the app, people can choose a variety of base maps to check out the hazards in their chosen location and see if public schools, health facilities, and road networks will be affected.

TV5 gets its franchise renewed for another 25 years

T

he TV5 Network got its franchise renewed for another 25 years after President Rodrigo Duterte did not sign the bill and eventually lapsed into law. Republic Act 11320 granted the television its franchise renewal after the bill lapsed into law on April 22. The bill lapses into law 30 days after it was submitted to the President for signature. TV5 Network got its franchise renewal as Duterte threatens to block the renewal of its rival, ABS-CBN, whose franchise would expire in 2020. Duterte has slammed ABS-CBN for not airing his 2016 election advertisement and for alleged biased reporting.

PDEA: Drug war death toll now over 5,500; arrests reach 193,000

T

he number of drug suspects killed in anti-drug operations has reached 5,526, data from the Philippine Drug Enforcement Agency (PDEA) showed (July 18). Another 193,063 drug personalities, meanwhile, have been arrested in 134,583 operations conducted nationwide. The data which covered July 2016 until June 2019 were disclosed during the Real Numbers PH presentation that aims to clarify data on the drug war, amid the 27,000 deaths that human rights groups allege could be related to the drive against the illegal drug trade. This also clarifies the 6,600 deaths earlier reported in the unofficial data of the Philippine National Police (PNP). This earlier figure has not yet been verified with PDEA. A total of P34.75 billion worth of illegal drugs have been confiscated by authorities during the period. The data also showed that a total of 42,045 villages have also been cleared of drugs.

P

hilippine tourism arrivals in Taiwan increased 44 percent in 2018 from a year ago, according to data on the top 10 countries visiting Taiwan released recently by the Taiwan Tourism Bureau. Taiwan received 13,000 more tourists from the Philippines in the first quarter of 2019 from the same period last year because of the extension of the visa-free entry offered by Taiwan to select countries. “We’ve found that more and more Filipino friends are visiting Taiwan. Last year we had 420,000 Filipino tourists come to our country. This year our target is 500,000,” said Taipei Economic & Cultural Office economic division director Alfred Wang during the Meet Taiwan Networking Event held Friday

at the Makati Shangri-la Hotel in Makati City. Top players from Taiwan’s Meetings, Incentive Travel, Conferences, Exhibitions industry travels, including travel agencies, venues, hotels, city government and public relations agencies introduced the country’s many incentive provisions to local travel groups and businesses. As a result of the steady growth of Filipino tourists flocking to Taiwan, TECO hopes to continue strengthening relations between the Philippines and Taiwan through a possible extension of the visa-free policy for Filipinos that was first implemented on a trial basis from November 2017 to July 2018. The policy was extended until July 31, 2019.

Taiwan to include 7 Southeast Asian languages in basic education

A

total of seven Southeast Asian languages will be included in the curriculum of schools at primary and secondary education levels in Taiwan coming August, as part of the island’s effort to promote cultural diversity and inclusiveness. The language training will be provided as mandatory courses once a week starting the first year at elementary schools. Students are allowed to select languages they prefer, including Vietnamese, Indonesian, Thai, Burmese, Cambodian, Malay, and Filipino. The courses will become elective for junior high and senior high school students, said the Ministry of Education (MOE) in a press conference on Tuesday (June 25). The policy is implemented to accommodate the increasing number of descendants --estimated to be 153,987 -- of new immigrant families. Around 2,328 teachers will be put in place for the language program, reported Liberty Times. While the program is aimed to equip Taiwan’s youngsters with more skills, it also seeks to acquaint them with Southeast Asian cultures. For example, students will learn about the cultural connotation associated with the hijab worn by Islamic women, said a teacher in the press event. MOE is also teaming up with National Central University and Institute for Information Industry for the development of digital learning materials regarding the language program. This will allow for distance education and increase efficiency of learning, the report said. —Taiwan News

Another Filipino nun closer to sainthood

A

Filipino nun, Mother Francisca del Espiritu Santo, is now a step closer to sainthood after Pope Francis recognized her heroic virtues, the Vatican announced on July 5. Del Espiritu Santo is now “venerable” or two steps away from being declared a saint. The Vatican said that Pope Francis authorized the Congregation for the Causes of Saints to promulgate the decree on “the heroic virtues of the Servant of God Francisca del Espiritu Santo (born Francisca de Fuentes), founder of the Congregation of the Dominican Sisters of Saint Catherine of Siena.” Del Espiritu Santo was born in Intramuros, Manila in 1647 and died on August 24, 1711. She is buried at the Colegio de San Juan de Letran in Manila. A website dedicated to Del Espiritu Santo said that she was a “woman of unwavering faith who carried out her mission with dauntless courage and trust.” A biography written by Letran rector and president Fr Clarence

Marquez OP chronicled Del Espiritu Santo’s life, from being widow to her struggles as part of the Rule of the Third Order of St. Dominic. He said that Del Espiritu devoted her life pushing for women in the religious community to “establish themselves in ways on which the church laws of those times were still silent.” Del Espiritu Santo founded the Congregation of the Dominican Sisters of Saint Catherine of Siena, that was caught in between what Marquez called a “juridical crossfire.” Then archbishop of Manila Diego Camacho closed down the convent for two years and excommunicated Del Espritu Santo among with other nuns, in a bid to enforce church laws and discipline. Del Espiritu Santo was later “restored to grace” when the archbishop approved the petition for absolution, after a series of negotiations. “Francisca is the viuda beata, the widow who lost a husband, but found God; who bore no children but mothered a whole new

religious family; who received more than what was taken away; and who gave the most because she gave all that she has, all that she is,” Marquez wrote. The United States Conference of Catholic Bishops (USCCB) lists 3 basic steps to sainthood: “a candidate becomes ‘venerable,’ then ‘blessed,’ then ‘saint.’” “Venerable” is “the title given to a deceased person recognized formally by the Pope as having lived heroic virtues,” the USCCB said. “Blessed” is the title given to a “venerable” who helped produce at least one miracle through his or her intercession. The Catholic Church officially considers a person as “blessed” in a ritual called beatification. To ensure that each reported miracle is divine intervention, the Vatican subjects them to stringent scientific and theological examination. If a second miracle is attributed to a “blessed,” the “blessed” becomes a “saint.” The Pope officially lists a person as a saint in a

Founder of Dominican Sisters of the Most Holy Rosary of the Philippines ritual called canonization. If the Catholic Church beatifies and eventually canonizes her, Del Espiritu Santo will become only the third saint from the Philippines, but also the first Filipina to reach the stature. The Philippines has two saints: Lorenzo Ruiz, who was canonized in 1987, and Pedro Calungsod, canonized in 2012. — Rappler

‘Life-changing moment’: Filipino filmmaker wins BAFTA film grant

F

or someone who’s a queer person of color doing a documentary on his recovery from sexual assault, 24-yearold New York Film Academy student Drama del Rosario wasn’t expecting to bag a coveted grant. But Del Rosario surpassed boundaries with his new documentary after being recognized by the British Academy of Film and Television (BAFTA) and the Global Student Accommodation (GSA). Calling the achievement a “truly lifechanging moment,” Del Rosario was awarded as one of two winners of the inaugural Short Film Commissioning Grant of BAFTA-GSA at the Broad Stage in Santa Monica, California, on July 9 for his documentary I’m Okay (And Neither Are You). Lola Blanche Higgins was also awarded for her short film Kissy and the Shark. The BAFTA-GSA Commissioning Grant was launched in 2019 with a theme focused on raising awareness of mental health and well-being among 15- to 25-year-olds. Del Rosario’s documentary takes off from his personal experiences, similar to his coming-out documentary film In This Family, which was shortlisted in the 2018 BAFTA Student Film Awards. I’m Okay (And Neither Are You) traces Del Rosario’s yearlong recovery from sexual assault trauma – an experience that eventually led to suicidal thoughts. Documenting the strain that sexual assault brings not only to its victims but also to the people around them, the film captures how Del Rosario’s trauma affected his boyfriend’s mental health as well, and follows the journey of overcoming trauma from the perspective of a couple. “In the early stages of developing this film, I thought that it was just gonna be a film about my mental health and how I have a hard time opening up to people. Upon filming my everyday life, I started to realize how my trauma was affecting my boyfriend,” he said.

Struggles to get help Del Rosario shared how he faced a number of obstacles that hindered him from opening up to friends and family in the Philippines. Among these were gender bias, and the dismissal of trauma, with religion and prayers being considered as serious remedies. It was also especially hard for him as a gay man to tell people about his trauma for fear that they would turn a blind eye to his experience and label it as a dramatic act to get attention. Although therapy might have seemed the most ideal response to Del Rosario’s trauma, he was held back from seeking professional help because of the stigma surrounding mental health and the financial costs that come with it. “One of the struggles I had in making the film was that there were no therapy services addressed to male sexual assault victims. I’ve come to realize that it’s not because there are no male sexual assault victims, but because there is no demand for it. The people who need it aren’t really demanding for it,” he said. “If I don’t address it openly, then I’m just gonna be throwing all of this burden to someone who I care about,” he said. Until now, sexual assault is not often talked about, especially when it involves male survivors. Research says that at least 1 in 6 men have been sexually abused or assaulted, though this is a low estimate since these cases often go unreported. Help is out there Anchored on the journey to recovery, Del Rosario said telling people when you’re not okay serves as the overall message of his upcoming documentary. “The truth is that we are not these strong beings that can solve things on our own. If we don’t ask for help from people, we’re just gonna be burying ourselves in our own little bubble and it’s gonna start affecting the people around us,” he said. Del Rosario added that he wants the

Filmmaker Drama Del Rosario accepts the BAFTA-GSA Commissioning Grant film to make an impact on people who have experienced trauma. “I just think about all the people who are burying all of the things in their head and staying in their bubble and how much weight could be taken off if they just go to the closest person that they love,” he added. Del Rosario hopes that the film would help eliminate the stigma surrounding mental health and sexual assault, especially involving male survivors, and normalize the act of seeking help. Through the grant, Del Rosario will be getting $8,000 for I’m Okay (And Neither Are You) – more than half of the $12,000 commissioning grant. He said he will allocate the grant for principal photography and post-production expenses. Del Rosario plans to finish his documentary when he graduates with his master’s degree in Fine Arts in Documentary at the New York Film Academy in September. He also plans to send the documentary to film festivals and screen it to students with the help of GSA and non-profit organizations in Los Angeles.

BINAWI Continued on Page 17

Migrant workers attend caregiving classes in Taipei

F

ilipino migrant workers attended a team building event to promote communication, solution finding and teamwork, organized by a church organization at Taipei’s Bihu Park on Sunday (June 30). The event, which was planned by the Migrant Workers’ Concern Desk (MWCD) of the Catholic Archdiocese of Taipei, divided the 68 migrant workers into groups where they were required to communicate and work together to find solutions to problems. The activities included a group building activity that divided participants into groups of five as they competed to make the tallest and most solid structures out of marshmallow and chopsticks. Othe r activities included a race in which long lines of migrant workers with balloons in between them competed to get to the finish line without dropping a balloon. A group sack race was also held to test how the teams arranged the order of their participants to maximize their chance of

No more free WiFi on Taipei MRT trains

T

here will be no more free WiFi on Taipei MRT trains after Taipei Rapid Transit Corporation (TRTC) terminated its contract with the company that provides free WiFi service to the riding public on Monday (July 1). TRTC, a government-owned corporation that operates the Taipei Mass Rapid Transit (MRT), signed a contract in 2017 with Forest-wide Industrial Co. for the Free AD WiFi service, in which MRT riders can enjoy free WiFi service at every station and in train coaches by just clicking ads using their mobile devices. However, the Free AD WiFi service has been disrupted since June 25 due to low usage as more riders have shifted to unlimited data promotions offered by telecommunication companies, resulting in an operating loss for Forest-wide. After the company failed to resume the free WiFi service within the prescribed period, the TRTC announced on Monday it has terminated its contract with Forestwide and confiscated the NT$4 million (US$128,000) security deposit. According to TRTC’s statistics, average usage of the Free AD WiFi was around 70,000 clicks on ads per day in recent months. That accounted for only 3.6 percent of the 2.1 million daily ridership of Taipei MRT. The TRTC said it will look for other WiFi service providers soon, while informing the riding public that they can still enjoy another free WiFi option, the TPE-Free WiFi service, at 158 hotspots, including every information counter inside MRT stations. The company said it had tried to help ease Forest-wide’s pressure by changing the collection time of related rental fees from every six months to every month, and by providing free ad space inside train stations, on the platforms and in train coaches. Forest-wide meanwhile has confirmed on its website that it will no longer provide the Free AD WiFi service and thanked the public for their support over the years. —Focus Taiwan

winning. Leoni Pascual Ngo, coordinator of the caregivers’ training program, said she hopes the team building activities teach participants the meaning of teamwork. “This is the first time we have held these activities for care giving (courses), so we hope the students will learn about unity, sportsmanship and coordination with others,” she said. In addition, the activities also teach participants, who were all Filipino migrant workers, how to work with others before they start once-weekly on site practical training in July through to December, at an orphanage and center for the disabled in Taipei, Ngo said. Marlyn Co, course instructor for practical demonstrations, said some of the more practical skills taught during the course included changing diapers and bedsheets, cleaning patients and their living environment. Courses are usually held at the Ugnayan Center near Taipei Main Station. Perla Lupo, course instructor for

interpersonal relationships and personality development, said communication is very important when they start their practical studies because they maybe working with people of other nationalities. “We focus more on teamwork, because they will have a duty for a number of months where they will be working with other people (that are) not only Filipinos, so we have communication skills as part of our training,” she said. Judy, a caregiver, said she enjoyed the course and is happy learning new things she can put to use in her work. “We learn new things to take care of and help other people, especially those who can’t look after themselves,” she said. Ludy, another caregiver, said the course would help her improve and possibly find better opportunities in other countries. “This is very important especially if you are planning to go abroad, for example Canada where you can look for a caregiver job, she said.” A report issued by the MWCD on the

caregiver course program indicates it was started in 2010 under the guidance of the nursing department of Cardinal Tien Hospital in New Taipei before the office of Migrant Workers Cultural Center organized three courses from 2012-2014. Since 2015, the program has been carried out by MWCD with classes held every Sunday for approximately eight months per course. The current group of students are the ninth since the program was transferred from Cardinal Tien Hospital, the MWCD report said. The course under MWCD requires students to take part in 64 hours of theory and a minimum of 64 hours of practical experience. To date, the highest number of hours of practical experience has been 171 hours, the report said. Some of the students have taken what they learn and relocated to other countries, including over 20 who now live in Canada, and several others in New Zealand and Poland, the report said. — William Yen Focus Taiwan

Taiwan, Philippines discuss cooperation in higher education

T

aiwan and the Philippines seek to collaborate on higher education and promote student exchanges between the two countries. Nearly 150 education officials, and principals and faculty members from 102 universities in Taiwan and the Philippines took part in the 2019 TaiwanPhilippines University Presidents’ Forum, held in Kaohsiung on Monday (July 8). Participants shared their experiences of promoting higher education in their own countries. They also discussed future cooperation, according to the Ministry of Education (MOE) via a press statement issued on Monday (July 8). Taiwan extends visa-free entry for Pinoys until 2020

T

aiwan has extended its 14-day visafree entry privilege for Filipinos until July 2020, the Taipei Economic and Cultural Office (TECO) in Manila announced. “The government of the Republic of China (Taiwan) announced on July 2, 2019 that the visa-free privilege for the nationals of the Philippines will continue for another year from August 1, 2019, through July 31, 2020,” TECO said in a statement. “This privilege is a display of Taiwan’s amity with the Philippines as the country continues to boost the travel convenience for Filipinos to visit Taiwan for leisure, business, or other short-term purposes,” it added. The visa-free privilege aims to further deepen Taiwan’s relations with the Philippines, particularly in the areas of tourism, trade, investment, education, agriculture, fisheries, and healthcare. Taiwan stressed that the Philippines is not only its closest neighbor but also a “priority partner” to its “New Southbound Policy” which seeks to bolster relations and people-to-people ties with its neighbor countries in the region. According to TECO, the implementation of the visa-free program since November

2017 has resulted in a rapid increase of Filipinos visiting Taiwan. In 2018, visitors from the Philippines reached 419,000, recording a 44 percent increase as compared to the number in 2017. Further, regional airlines both from Taiwan and the Philippines have launched more direct flights and opened new routes to the major cities between the two countries. Filipinos have more choices as they could now depart for Taiwan from Manila, Puerto Princesa, Clark, Cebu, and Kalibo, helping Filipino travelers save more time and money. “The Taipei Economic and Cultural Office in the Philippines encourages more Filipino friends to maximize the visa-free status and to visit Taiwan as often as possible to enjoy its beautiful attractions, the wide variety of shopping and dining options and the warm hospitality,” TECO said. At the same time, TECO urged the Philippine government to grant visa-free treatment to Taiwan on the basis of reciprocity, so as to attract more Taiwanese tourists and businessmen to visit the country. TECO emphasized that this could further strengthen the friendship and bring mutual benefits to Taipei and Manila. The said visa-

free treatment for Filipinos was supposed to expire on July 31, 2019. With the extension, Filipino may enter Taiwan and stay for up to 14 days without having to apply for a visa until July 31, 2020, granted they comply with the conditions listed below: 1. Possess an ordinary/regular passport with remaining validity of at least six months from the date of entry; 2. Hold a confirmed return plane or boat ticket, or a confirmed plane or boat ticket, along with a valid visa, for an onward destination; 3. Provide the confirmation of hotel reservations or an address and contact details for their stay in Taiwan, as well as a financial statement; 4. Have a clean criminal record, as verified by immigration upon arrival at an airport or seaport in Taiwan. TECO for its part reminded that the duration of the 14-day visa-free is not extendable and begins on the following day of arrival in Taiwan. For more information regarding their visas, interested applicants are encouraged to visit http://www.roc-taiwan.org/ph or follow their Facebook page Taiwan in the Philippines. —PNA

Pacquiao romps as oldest welterweight champ in history

F

ilipino legend Manny Pacquiao rolled back the years to become the oldest welterweight champion in boxing history with a thrilling split decision victory over WBA champion Keith Thurman on Saturday, July 20 (Sunday, July 21, Philippine time). The 40-year-old Pacquiao, 10 years older than the previously undefeated Thurman, delivered a vintage performance at the MGM Grand Garden Arena to leave the sell-out crowd of 14,356 roaring its approval, which included former welterweight king Floyd Mayweather. Pacquiao floored Thurman with an electrifying combination in the 1st round and remained on the front foot throughout a pulsating 12-round duel. Although the bloodied Thurman rallied in the later rounds to narrow Pacquiao’s lead, the judges scored it in the Filipino’s favor. Two judges scored it 115-112 for Pacquiao with the third scoring it 114-113 for Thurman. A jubilant Pacquiao punched the air as the arena erupted after the victory was confirmed. “It was fun,” Pacquiao said afterwards. “My opponent is a good fighter and boxer. He was strong.” Thurman had riled Pacquiao in the build-up to the fight by vowing to “crucify” his deeply religious opponent, and later promising to send the Filipino icon into retirement. Pacquiao, who improved to 62-7-2 with 39 knockouts, was gracious in victory.

Manny Pacquiao reacts after defeating Keith Thurman by split decision in a welterweight title fight Saturday, July 20, 2019, in Las Vegas. “I’m not that kind of boxer who talks a lot; we were just promoting the fight,” he said. “He’s a good boxer and he’s strong. I was just blessed tonight.” Pacquiao, who earned an estimated $20 million from Saturday’s fight, is now a major player in the competitive welterweight division once again after capturing Thurman’s WBA welterweight “super” champion belt. The eight-division world champion said he will now return to the Philippines to resume his work as a senator before deciding on his next move inside the ring. “I think I will fight next year,” he said. “I will go back to the Philippines and work and then make a decision.”

No complaints Thurman meanwhile had few complaints in defeat, embracing Pacquiao after the final bell in recognition of an epic contest. “I knew it was too close,” Thurman said. “He got the knockdown so he had momentum in round 1. “This was a beautiful night of boxing. I wish I had a little bit more output to go toe to toe. I felt like he was getting a little bit tired, but he did have experience in the ring. I would love the rematch.” Earlier, a pumped-up Pacquiao had danced into the ring to the strains of Rocky movie anthem “Eye of the Tiger” to bring the crowd to its feet. Deafening chants of “Manny, Manny” rolled around the packed arena as Pacquiao

immediately set about building an advantage. Towards the end of the round, the crowd erupted as Pacquiao sent Thurman crashing to the canvas, uncorking a left to the ribs before detonating a right hand on the American’s jaw. That set the tone for the early rounds, with Pacquiao urging Thurman on before using his superior handspeed and footwork to bamboozle his rival. A dazzling combination wobbled Thurman again at the end of the 2nd, and Pacquiao delighted the crowd with an Ali shuffle as the round closed. Although Thurman improved, Pacquiao was able to control the tempo and had Thurman in trouble again in the 5th round with blood pouring from his mouth. Thurman though was in no mood to surrender and he came back into the fight, snapping Pacquiao’s head back with a right cross left jab combination in the seventh round. The younger Thurman appeared to be gaining momentum as the fight drew on, backing up Pacquiao with a clean combination in the eighth. But again, Pacquiao responded strongly, swarming forward in the ninth round to have Thurman rattled again. With Pacquiao leading after the 10th and 11th rounds, Thurman came out for the final round knowing he probably needed a knockout to win. But Pacquiao drew on all of his experience, skipping out of range cleverly to keep Thurman at bay and score a famous win . — Rappler.com

MOFA urges public to stay alert to passport theft scams

S

everal Taiwanese recently gave their passports to a person offering a great opportunity overseas only to find they were the victims of fraud, the Ministry of Foreign Affairs (MOFA) said Tuesday (July 9), and it urged people not to give their passports to strangers. According to news media ETtoday, a man recruited Taiwanese via Facebook to build concert stages in Australia, promising free travel and high salaries. He asked recruits to hand over their passports so that he could help them process the necessary formalities for going abroad. Several Taiwanese believed the man and gave him their passports, but they later were unable to get in touch with the contact or get their passports back. Fearing their passports would be sold to fraud rings, some of them reported the situation to the government. MOFA spokesman Andrew Lee (李憲章) said the ministry has received word of 19 people who handed their passports to a stranger to work and travel overseas only to find they were victims of a scam aimed at getting hold of Taiwan passports. Lee did not say if the 19 victims were all part of the same fraud case or how widespread such scams are. He simply urged travelers to choose trustworthy travel agencies and intermediaries and never give their passports to people they do not know or whose identities are not clear.

12 Taiwan national forest recreation areas accept EasyCard and iPASS

T

welve of Taiwan’s national forest recreation areas will begin to accept payment of admission fees by EasyCard and iPASS on Monday (July 15), Taiwan’s Forestry Bureau said on July 12. The bureau said that EasyCard and iPASS sensors have been installed at the entrances of 12 national forest recreation areas, as well as the Bong Bong Train in the Taipingshan National Forest Recreation Area, and the sightseeing mini trains in Wulai, New Taipei City to provide domestic and foreign tourists more versatile ways of paying for admission to these facilities. The 12 national forest recreation areas are Taipingshan, Manyueyuan, Neidong, and Dongyanshan in northern Taiwan; Basianshan, Dasyueshan, and Aowanda in central Taiwan; Alishan, Shuangliou, and Kenting in southern Taiwan; and Jhihben, and Chihnan in eastern Taiwan, the bureau said. The bureau added that these facilities had been adapted to accept four NFC-enabled smartphone payments linked to visitors’ credit cards--Apple Pay, Samsung Pay, Google Pay, and Taiwan Pay--in December last year. Taiwan’s forest recreation areas are rich in health-enhancing phytoncides and negative ions, so they are perfect destinations for a healthy holiday, the bureau added. Phytoncides (wood essential oils) are produced by plants and trees to protect themselves from insects and germs and are used in aromatherapy. For more travel information about the forest recreation areas and their nature trails, please visit the Taiwan Forest Recreation website, the Forestry Bureau’s Taiwan forest Facebook account, or Forestry Bureau’s website.

Circumnavigate Taiwan with new online guide

T

aiwan Tourism Bureau’s East Rift Valley National Scenic Area has posted a message on its website introducing the “Taiwan on 2 Wheels” website, a portal for cycling largely dedicated to Cycling Route No. 1, which circumnavigates the country. “Driving is too fast, walking is too slow; change your speed and perspective at a speed of 20 kph on a bicycle so you can experience the natural beauty of Taiwan,” the introduction to the website says. “If you want a great way to challenge your body and mind, and to experience the true beauty of Taiwan’s mountains and the friendliness of its people, you could make no better choice than to ride your bike around the island.” The introduction adds that for people who want to follow the recommended route, they can travel around the island either clockwise or counterclockwise. The Cycling Route No. 1 portion of the website divides the around-the-island route into 12 sections. Under each section, visitors will find useful information including a map, route guide, plus scenic and rest spots along the route.

Taiwan first in Asia to have real-time bikeshare info on Google Maps

G

oogle Maps has rolled out a new feature -- real-time bikeshare information -- covering 24 cities in 16 countries around the world, including New Taipei and Kaohsiung, making Taiwan the only country in Asia to enjoy the service. Google Maps software engineer Andrew Hyatt introduced the new function in an article published on Google’s official blog. He wrote that bikesharing is booming, as it transforms how people get from A to B in cities around the planet. “With an estimated 1,600 bikeshare systems and more than 18 million shared bikes in urban centers worldwide, bikesharing has gone mainstream,” Hyatt said. He noted that over the past year, travelers and commuters in New York have been using Google Maps to both locate bikesharing stations and see exactly how many bikes are available at a station in realtime. “Today, we’re rolling out this feature to a total of 24 cities in 16 countries,” Hyatt said. “From New Taipei to Toronto, you can now use Google Maps to locate bikeshare stations and pinpoint how many bikes are available near you.” With the new function, users can also find out whether there are empty spaces at nearby stations where they can leave their bikes. Apart from the two Taiwanese cities, others in which the new Google Maps function is available include Barcelona, Berlin, Brussels, Budapest, Chicago, Dublin, Hamburg, Helsinki, London, Los Angeles, Lyon, Madrid, Mexico City, Montreal, New York City, Rio de Janeiro, San Francisco Bay Area, São Paulo, Toronto, Vienna, Warsaw and Zurich. I caused her at sa lahat ng mga medical professionals who were affected by my posts. There is no excuse. I will do my best to be more responsible next time.’
