ormer president Ferdinand Marcos was buried at the Libingan ng mga Bayani with full military honors past noon Friday, November 18, giving closure to his family and supporters but reopening wounds inflicted by his 21-year rule marked by human rights atrocities. The “simple and private” funeral rites, as requested by the Marcos family, were carried out late Friday morning so that the remains of Marcos would be interred by 12 noon, Chief Superintendent Oscar Albayalde said in an interview with different media groups. Albayalde said there was a 21-gun salute for the late strongman as part of the military honors, but there was no parade that marked a state funeral service. Philippine National Police chief Director General Ronald dela Rosa told reporters outside the cemetery gates that 3 helicopters brought members of the Marcos family and the remains of the late dictator to the LNMB. Reporters who were at the Heroes’ Cemetery said they thought there would only be a rehearsal for the burial until the PNP chief himself arrived on site. Dela Rosa said police were only informed about the final schedule of the burial on Thursday night. He said authorities were ordered to ensure that the former president would be “buried properly.” Palace spokespersons said they did not know about the burial, which was carried out while President Rodrigo Duterte was abroad. He left Manila on Thursday to attend the Asia-Pacific Economic Cooperation Leaders’

Barry Gutierrez, counsel for the anti-Marcos court petitioners, said the burial was illegal because of the outstanding appeals. “It’s not really surprising that this is happening. Marcos flouted the law when he was still alive, and even at his burial, he is still breaking the law,” Gutierrez told Agence France-Presse. “We are shocked and angered,” Gutierrez added. Anti-Marcos groups and others opposed to the burial, who were caught flat-footed by the surprise burial, also slammed the Marcoses for their “underhandedness” and said they would mark the day with a “Black Friday” protest. “This is a continuing deception, deviousness, abuse, and underhandedness of the Marcos family. They are just continuing the abuses and atrocities committed during the martial law regime,” said Albay Representative Edcel Lagman. Rule of plunder, abuse Marcos ruled the Philippines for two decades until forced into US exile by the “People Power” revolution, a largely peaceful event that inspired democracy movements throughout Asia and around the world. Marcos, his infamously flamboyant wife Imelda, and their cronies plundered up to $10 billion from state coffers during his rule, according to government investigators and historians. The dictator also oversaw widespread human rights abuses to maintain his control of the country and enable his plundering, with thousands of people killed and tortured, previous Philippine governments said.

Anti-corruption watchdog Transparency International in 2004 named Marcos the second most corrupt leader of all time, behind Indonesian dictator Suharto. The Philippines’ foreign debt went from $2.67 billion in 1972, when Marcos declared martial law, to $28.2 billion in 1986, according to the World Bank. After Marcos died in Hawaii in 1989, his family began a successful political comeback and tried repeatedly to have him buried at the heroes’ cemetery, where other presidents and celebrated military figures are interred. Imelda became a congresswoman and fended off all corruption charges against her. Two of her children established themselves as influential politicians. Ferdinand “Bongbong” Marcos Jr, was the more successful, becoming a senator before almost winning the vice presidency this year. However previous presidents had refused to allow the burial in the heroes’ cemetery because of Marcos’s crimes, so the family kept the preserved body in a glass casket at his home in the northern province of Ilocos Norte. The family’s fortunes changed with the election of Duterte, a longtime ally of the Marcos family, as president in May this year. He said Marcos deserved to be buried at the heroes’ cemetery based on the fact he had been a president and a veteran of World War II. Duterte also said he owed loyalty to the family because his father served in the Marcos government and the family had helped fund his election campaign. —Rappler

New textbooks to include SC ruling on Marcos burial – DepEd

In a statement on November 14, the Department of Education (DepEd) said it would include the SC decision in its “thorough review of textbooks and objective account of history.” It cited its “commitment to be fair in its assessment of all administrations.” DepEd’s communications’ team clarified it further for Rappler: the decision on a hero’s burial for Marcos is not only being considered, it will already be part of the fresh batch of textbooks for public schools. Next on Duterte’s to-do list: Abuse of women and children

t’s not just illegal drug operations that are on President Duterte’s radar. Cases of child abuse and violence against women are on the rise, and the government will address these developments, Mr. Duterte said before departing for Lima, Peru to attend an economic summit with world leaders. “Cases of child abuse, sexual or battery are on the rise and crimes against women are increasing a bit. I think we really have to talk to the [Department of Social Welfare and Development],” Mr. Duterte said in his predeparture remarks. He said he learned of the development from the briefer provided to him, though he did not mention the statistics. He cited a case where a two-year-oldchild was beaten to death after being left in the care of cousins. The child’s mother was working in the Middle East at the time. This is really very disturbing, for a human being who cannot defend himself to die in a brutal manner through negligence. We’ll have to do something about this,” he said. According to him, there are many cases where parents leave their children in the care of relatives while they earn a living in other countries. And in not a few incidents, their hard work becomes all for naught when their children end up abused or dead back home. Some children of overseas workers also end up addicted to drugs, he added. “These are the things we have to balance. Their hard work, almost killing themselves in the Middle East, might go to waste,” he said. At the same time, Mr. Duterte said Filipino workers in the Middle East are treated brutally, like most foreigners. He recalled an experience as Davao City mayor where he had to fly to Saudi Arabia to seek help for five Filipinos who had been arrested by the religious police there for giving out rosaries.

P2,000 hike in SSS pension to be staggered

etirees will receive a P2,000 increase in their monthly Social Security System pension on a staggered basis – the first half in January 2017 and the second tranche in 2020. SSS chairman Amado Valdez manifested this position before the committee on government enterprises and privatization at the House of Representatives on November 15. The committee approved the report regarding the P2,000 pension hike. Committee chairman Jesus Sacdalan said they were able to talk to SSS officials during an executive session where they found a way to invest the money to ensure its financial viability, like investing in public-private partnership agreement. Last September, the committee consolidated and approved 16 bills seeking to provide a P2,000 across-theboard increase in the monthly SSS pension for retirees, with a corresponding adjustment of the minimum monthly pension. It approved the bills seeking to amend Section 12 of Republic Act 1161, as amended,

otherwise known as the Social Security Act of 1997. About two million SSS pensioners and their families stand to benefit from the proposal. Deputy Speaker Raneo Abu and Leyte Rep. Yedda Marie KittilstvedtRomualdez welcomed the approval of the proposal as a show of President Duterte’s commitment to help the pensioners. Abu said it is a very worthy proposal that would show Congress’ sincere desire to serve the people’s interests. “It is feasible, necessary and urgent,” he said. “The current pension benefit was not adjusted enough to meet the current cost of living standards. “It’s a major step towards sharing the inclusive growth to the elderly. I hope the Senate will also expedite the passage of the measure aimed at easing the plight of our SSS pensioners.” Romualdez, wife of former lawmaker Martin Romualdez, agreed. “This is a good gift to our elderly and we hope that Congress will rally on its passage until it reaches the President’s table for his

signature to make this measure a law,” she said. “This would extend economic relief to retired private workers who are in their sunset years. The increase on their monthly pension is a good act of Congress to champion their plight.” The Senate and the House approved the SSS pension hike proposal during the 16th Congress (July 2013-July 2016) but former president Benigno Aquino III vetoed it. The committee on government enterprises and privatization is within its timeline, where it vowed to approve the bill at the committee level this month and reach the plenary of the House of Representatives by mid-November. Sacdalan said they approved the 16 bills last Sept. 7, after which they were referred to the committee on appropriations headed by Davao City Rep. Karlo Alexei Nograles for the funding provision of the proposals. Sacdalan said the proposals were given back to the committee on government enterprises and privatization after the

appropriations committee had acted on them. “We are done with the committee report and it is only a matter of approving it on Nov. 15,” he said. Parañaque Rep. Gus Tambunting said there was no justifiable reason to delay further their approval of the pension hike since this proposal was approved by both the Senate and the House during the 16th Congress. “The bill has priority status in this 17th Congress,” he said. “This was thoroughly studied during the 16th Congress. So whether or not the SSS officials will show up, we need to discuss and vote on the report so it can already proceed thereafter to the plenary.” Tambunting said the authors want to prove to SSS officials that the pension hike can be funded. “First of all, the collection rate of the SSS has not improved, it has remained at 40 percent,” he said. “The lack of SSS funds is due to the unimproved collection rate of the agency.” —Philstar

CHR bucks lowering of crime liability age

he Commission on Human Rights (CHR) is opposing a proposal lowering the minimum age of criminal responsibility from 15 to nine years old. In a position paper submitted to the House of Representatives, the CHR said lowering the age of criminal liability violates the principles of child protection and welfare. “The principle of protecting a child’s wellbeing and development is entwined with that of their best interest. It encompasses the need for additional measures and protections due to a child’s vulnerability,” CHR said. “The Commission joins all civil society organizations and other rights advocates in their fight against the proposal. May this also serve as a reminder to our legislators and the present administration to recognize the role of the youth in nation-building,” it added. The agency said lowering the age of criminal liability violated the United Nations Convention on the Rights of the Child, which the Philippines ratified in 1990. It said the committee on the rights of the child previously stated that a minimum age of criminal responsibility below 12 years old “is unacceptable by international standards.” “To renege on this commitment would constitute violation of international law and the principle of non-regression,” the CHR said, referring to the provisions of the ratified convention. Instead of lowering the age, CHR urged the government to fully implement the provisions of Republic Act 9344 or the Juvenile Justice Law, including the allocation of funds for the building or restoration of Bahay Pag-Asa facilities for children in conflict with the law (CICL). The agency said only 37 Bahay Pag-Asa facilities were established across the country, even as the law mandates there should be one in each of the 81 provinces and 33 highly urbanized cities. “Aside from the lack of residential facilities for CICLs, we have observed that most Bahay Pag-Asa facilities have structural deficiencies as they fail to provide the pleasant domestic and therapeutic environment that is appropriate for children,”

RA 9344 makes children responsible without making them criminal and holds them accountable in entirely non-punitive, welfare-based, and education-oriented measures,” she said. The Department of Social Welfare and Development chief said lowering the minimum age of criminal responsibility runs counter to scientific knowledge about the cognitive, psychosocial and neurological development of children. She said the proposal is anti-poor, citing data showing most CICL comes from lowerincome families. 85% of Pinoys satisfied with drug campaign–SWS

mid criticisms from US President Barack Obama and the European Union that the Duterte administration’s bloody war on drugs had resulted in grave human rights violations, a majority of Filipinos thought otherwise and rated the antinarcotics drive “excellent.” Results of a Social Weather Stations (SWS) poll found that 85 percent of 1,200 adult respondents were satisfied with the campaign against illegal drugs, while 7 percent were either dissatisfied or undecided, giving the administration a net satisfaction score (satisfied minus dissatisfied) of “excellent” +78. The nationwide and noncommissioned survey, conducted on Sept. 24-27, had a margin of error of plus-or-minus 3 percentage points. The survey also found that 74 percent were satisfied with the administration’s promotion of human rights, while 11 percent were dissatisfied and 15 percent undecided, resulting in a “very good” +63 net satisfaction score. SWS said 75 percent were satisfied with the administration’s overall performance, while 8 percent were dissatisfied and 17 percent expressed indecision, yielding a “very good” net satisfaction score of +66. It was a record-high that was similarly achieved by the administration of former President Benigno Aquino III in June 2013. Malacañang expressed its gratitude to

the public for the Duterte administration’s high net satisfaction rating in the latest SWS survey. Presidential Communications Secretary Martin Andanar said the +66 net satisfaction rating of President Duterte’s leadership was

The administration scored lowest net ratings, which SWS still rated as “good,” in fighting inflation (+33), eradicating hunger among families (+37), reconciling with communist rebels (+39), ensuring an efficient transport system (+39) and maintaining foreign relations (+39). It also obtained “good” net ratings in efforts at reconciling with Muslim rebels (+42), providing jobs (+46) and developing science and technology (+49). Despite Facebook’s expansive reach in the Philippines, searching a Facebook page for information is not as easy as going through a website’s archives. A website is crawled by Google, making its content available to an even wider user base. PCO’s Twitter and Viber accounts are not as active, with fewer than two tweets and posts a day, and with a few photos from some of the president’s activities. “(Presidential Communications) is now the official social media account for both Facebook and Twitter,” Andanar said. The last update on its Google Plus account was on September 30, before which the page would release photos of presidential appearances as well as statements, transcripts and other releases quickly. The Official Gazette last updated its Facebook page also on September 30. Its Twitter account has been similarly neglected. The website, meanwhile, contains Duterte’s latest orders, signed legislation and only a few Palace statements. In October, Andanar said it will be returned to its “constitutional function” of publishing administrative and executive orders, proclamations and legislation. Recent documents, however, are not posted on the site’s accompanying social media accounts, which have a combined number of 2.6 million followers. The Official Gazette was established by Act No. 453 in 1902, and given further mandate to publish new laws to effect their promulgation by President Corazon Aquino in 1987. An online version with social platforms started during her son’s presidency in 2010. The website of the Philippines News Agency,

a unit reporting to the PCO, has similarly experienced downtime for the past week. The current online efforts are a far cry following Duterte’s inauguration in late June when photo releases became available right after his address, and all the other properties released information relevant within the news cycle. In September, netizens slammed the Official Gazette for “historical revisionism” when its Twitter and Facebook accounts seemed to downplay abuses during the martial law period under dictator Ferdinand Marcos. The publication has since apologized, claiming that it based statements on its archives. A string of infographics on the PCO’s main Facebook account on illegal drug use in the Philippines were criticized for misinterpreting the numbers. The posts were later on deleted, noting complaints by Facebook users. This month, the agency was again in hot water over a Facebook infographic on infrastructure spending. “The graph is misleading because averages were used with different number of years per value. You can improve the comparison by using year one of each administration,” a netizen pointed out. In the wake of the September 2 Davao City blast, where more than a dozen people died, informal statements made via SMS, social media and broadcast interviews by Duterte’s officials sowed confusion among journalists on whether the declaration of a “state of lawlessness” applied nationwide or only in Mindanao. The proclamation was posted only a day after on the Official Gazette. Andanar, in mid-September took full responsibility for his team’s failings, and appealed for understanding. He said the team follows a daily communications plan, but sometimes has to revise it at the last minute because of input from Duterte.

Palace online platforms left inactive for months

t has been months since online platforms of the executive branch’s lead communications arm were updated with information on President Rodrigo Duterte’s activities as well as statements and other media releases. The main digital properties of the Presidential Communications Office (PCO), which Secretary Martin Andanar heads, show a black homepage labeled “under maintenance” since late September, a few months after the staff of former President Benigno Aquino III turned it over to the new administration. “We will turn off the pcoo.gov.ph site this weekend for design upgrade. We shall notify you when the new website will be online,” the white text over a black background on the site’s homepage reads. There was no date indicated in the advisory. Asked when the PCO’s websites will relaunch, Andanar said the new target is the end of November. In early October, the PCO chief said they would be restored that month. “[The] delay is caused by other projects,” Andanar said in a text message. “We will be releasing new web products soon.” He said these are part of a change in the office’s “policy direction”. House sub-group OKs bills to extend passport validity

technical working group (TWG) of the House committee on foreign affairs has finished consolidating 22 bills all seeking to lengthen the validity of the Philippine passport to 10 years for adults and five years for minors. Deputy Speaker Gloria MacapagalArroyo, who chairs the TWG, approved the proposals to amend Republic Act 8239, otherwise known as the “Philippine Passport Law.” Under the proposed amendment, passports of adults or those 18 years old and above will have a 10-year validity while those

of minors will remain at five years. Arroyo clarified it was not the intention of the bills’ authors to introduce any other amendment to the existing law, but only to lengthen the passport’s validity. The lawmaker from Pampanga said the current five-year passport validity “is rather too short given the tedious process and cost it requires to obtain or renew a passport.” ACTS-OFW Rep. Aniceto Bertiz III and Pangasinan Rep. Leopoldo Bataoil expressed support for the amendment during the TWG meeting. Under Section 10 of RA 8239, the

passport is valid for a period of five years, regardless of the age of the applicant. With the amendment approved by the TWG, the provision of the said law shall read: “SECTION 10. Validity. Regular passports issued under this Act shall be valid for a period of five (5) years for minors, ages zero to seventeen (0-17) years old and ten (10) years for adults eighteen (18) years old and above.” The amendment, however, allows the issuing authority to limit the period of validity to less than ten years “whenever in the national economic interest or political stability of the country such restriction is

purchased by the government. Dengaxia was given an exemption from this assessment by former Health Sec. Janette Garin in February, though an invitation to bid and a purchase request was prepared in January. Department of Health (DOH) Department Order No. 2014-0088 states that exemptions can only be granted for “a current or potential urgent health situation” and “for concerns that are of public health importance upon decision and endorsement of the Secretary of Health.” Garin explained that the purchase request would not have pushed through had the exemption not been approved. “Kunwari nagkaroon ng Purchase Request pagkatapos wala pang exemption, hindi ‘yan magpu-push through. The DOH said it was able to procure the vaccines at P3,000 for all three doses. Jimenez added that experts do not need to worry about ordinary citizens getting access to the vaccine due to the DOH’s campaign for stricter rules on antibiotics. Since the DOH began its free immunization program in April, almost 500,000 Grade 4 students in Metro Manila, Regions 3 and 4 have been inoculated. —GMA News

It would take about 11 months to conduct due diligence on and get a valuation of Postbank as well as get the Bangko Sentral ng Pilipinas’ nod for Landbank’s acquisition of Postbank, Dominguez said. According to its website, Postbank has 31 branches and microfinance banking offices nationwide. As of end-September, Landbank is the country’s fourth biggest bank in terms of assets with P1.29 trillion.

Leachon, an ardent opponent of the vaccination program, said Dengvaxia should have been put through a more stringent testing process before it was used in a mass inoculation program. “Hindi ako kumporme na public vaccination kagad or mass vaccination. Dapat optional and private muna, tapos gawa ka ng physician-lead clinical trial,” Leachon said. He also pointed out that the vaccine was not prequalified by the World Health Organization (WHO). President Rodrigo Duterte has been eyeing the conversion of the Philippine Postal Savings Bank into a bank that will cater to overseas Filipino workers (OFWs) since sending mail is becoming obsolete. In a speech before the Filipino community in Tokyo, Japan last Oct. 25, Duterte said: “Maybe ‘yung postal bank ng gobyerno, wala namang nagmail, sumusulat ngayon sa—sulat, ‘my love, dadating ako diyan.’ Eh puro load lang naman ‘yan, loadload lang ‘yang love ngayon, hindi na sulat.” During the campaign season before the May 2016 polls, Duterte said he wants to create a dedicated government agency and bank for OFWs. He said the bank would enable OFWs to send their remittance more efficiently. Data from the Commission on Filipinos Overseas showed there are at least 4.21 million OFWs as of 2013.

‘Legitimate contracting’ is necessary for Philippines, says group

espite issues surrounding “contractualization,” the Philippine contracting industry cannot be fully removed since it employs millions of people in the country according to a contractors organization. The Philippine Association of Local Service Contractors (PALSCON) believes that the Department of Labor and Employment (DOLE) should first address problems and issues with fly-by-night contractors instead of a blanket ban on contract labor. PALSCON Chair Butch Guerrero said contractors and contracted employees can reach a beneficial situation for both parties where employees are rewarded full benefits under a contractual setup and are given a separation or retirement pay when work stops. Rhoda Caliwara, PALSCON president, defended the contracting industry saying there is legitimate service contracting that guarantees full benefits to its employees. “There is legitimate service contracting and when we say legitimate service contracting we give full benefits, we comply with the general labor standards issued by the DOLE. We also provide occupational health and safety standards,” she said on ANC’s “Headstart.” They explained that what is only illegal in the country is labor-only contracting and the 5-5-5 system, where employees are prevented from being regularized by renewing contracts every five months, commonly known as “endo,” an abbreviation of “end of contract.” President Rodrigo Duterte has previously announced that he wants contractual jobs halved by the end of the year and completely eliminated in 2017. Duterte has also ordered an inspection of all companies and warned those that would not terminate short-term contracts, saying “you will not only lose your money, you will lose your pants.” Guerrero however explained that companies who engage in labor-only contracting should not be closed down. “They don’t need to be closed down they need to stop this illegal practice and then correct the practice,” he said.He added: “Contracting is a worldwide trend. Pastor Ko kanila, ang sino mang hadlang sa kanilang pansariling kaaliwan, ambisyon sa buhay, at sagabal sa kanilang sexual pleasure, walang kailangan patayin ang mga baby na iyon. Sariling convenience o comfort kaysa sa buhay ng bata ang mahalaga sa kanila. Sino ba ang aking tinutukoy na modern day Herodes o Heroda? Malamang kilala mo sila o kaisa ka nila. Ang aking tinutukoy ay ang mga sinasadyang ilaglag ang mga baby sa sinapupunan ng ina. Kasama na ang lahat ng kasapakat sa pag-aabort gaya ng mga ina mismo ng baby, ang asawa nito, mga hilot o doctor na nagsasagawa nito. Ang abortion ay termination of a pregnancy by the removal or expulsion of an embryo or fetus from the uterus, resulting in or caused by its death. Abortion can occur spontaneously due to complications during pregnancy or can be induced (Wikipedia). Hindi ko tinutukoy iyong kusang nalaglag (miscarriage). Ano ang puno at dulo kung bakit nagagawa ito ng tao laban sa sariling laman? Ang sagot ay paghahari ng kasalanan sa tao. Layunin ng Pasko na wakasan ang kapangyarihan ng Kasalanan. Ipinanganak ang Messias ng Pasko upang wakasan ang kapangyarihan ng Diablo at kasalanan. Newsbits New top Philippines envoy Banayo arrives in Taiwan he Philippines’ new top envoy to Taiwan has arrived the country to start his tenure as chief representative of the Manila Economic and Cultural Office (MECO). Angelito Banayo, concurrently serving as MECO chairman and resident representative in Taiwan, arrived in Taipei Tuesday (November 8) afternoon. MECO functions as the Philippines’ de facto embassy in Taiwan, in the absence of diplomatic relations. Speaking to Taiwan’s Central News Agency in Manila before he departed for Taiwan, Banayo said he was “very happy” to take up the top envoy post. “I am very happy that I Angelito Banayo have being given the responsibility to represent the Chief representative of the Manila Philippines to the ROC Taiwan.” The new envoy said he Economic and Cultural Office (MECO) wished to continue with efforts to strengthen relations with the Philippines closest neighbor to the north, adding he would prioritize the enhancement of bilateral exchanges in agricultural, finance and industry. “There are a lot of things (for bilateral cooperation), even tourism, where we can really help each other out. “I also want Filipinos to go to Taiwan so that they can learn (about) the culture of Taiwan, which is very rich.” Serving as Manila’s top envoy in Taipei, Banayo fills the vacancy left by his predecessor Antonio Basilio, who has moved into a role as a senior advisor to MECO. He was appointed by President Rodrigo Duterte in June before assuming his current post on Aug. 1. Banayo, 70, previously served as postmaster general during the Cory Aquino administration, head of the Philippine Tourism Authority during the Joseph Estrada administration and administrator of the National Food Authority from 2010-2012 under President Benigno Aquino III.

Amended migrant worker employment law to come into effect Nov. 5 resident Tsai Ing-wen (蔡英文) promulgated on Thursday (November 3) an amendment to the Employment Service Act that scraps the maximum stay requirement for migrant workers and will come into force on Saturday, the Ministry of Labor said. The Legislative Yuan passed the amendment on Oct. 21, removing a provision that required migrant workers who work in Taiwan for three years — the longest contract allowed — to leave the country for at least one day if they want to be re-hired. The ministry said that Pres. Tsai Ing-wen (蔡英文) once the amendment comes into effect, migrant workers Taiwan President who have lived in Taiwan for three years can be re-hired without having to leave the country if their employer applies for a new permit from the ministry. However, the amendment also stipulates that foreign workers can still take paid holidays and paid time off to visit their home country and employers must comply with this requirement or face a fine, according to the ministry. In line with the amendment, the Regulations on the Permission and Administration of the Employment of Foreign Workers will be revised to include new procedures that enable employers to extend the employment of workers who have already worked three years, the ministry said. Regulations governing how to change employers will also be revised to give migrant workers clear guidelines on what steps to follow if their labor contracts are not renewed after three years, according to the ministry.

Taiwan to invite Filipino basketball teams aiwan will increase sports exchanges with Southeast Asian countries in line with the government’s “new southbound policy,” the Sports Administration said. This will be one of three strategies to promote the government policy, the other two being to encourage new immigrants and migrant workers to take part in local sports meets and increase exchanges with sporting officials from other countries. Wang Han-chung, chief secretary of the administration, cited as an example plans to invite Filipino basketball teams to Taiwan early next year, noting that the Philippines excels at the sport. Wang said that Filipino basketball players could come as early as March when the Taiwan’s High School Basketball League season ends. He also said that the 2018 Asian Games will be held in Jakarta, Indonesia and as that country is particularly good at badminton, “we could invite players to Taiwan or send Taiwanese competitors to be trained there.” Taiwan will also encourage its many foreign workers and brides to take part in local sports meets. “Foreign migrants could form a team themselves to take part in local sports meets,” he said. Noting that separk takraw and kabaddi are popular in Southeast Asian countries, Wang also expressed the hope that the national High School Athletic Meet, National Intercollegiate Athletic Games or National Sports Meet could invite foreign migrants to demonstrate the sports which are less well known in Taiwan. Wang said the administration’s program to promote the “new southbound policy” will be launched next year with a budget of NT$72.7 million (US$2.3 million).

Taiwan has no plans to allow foreign farm workers: minister aiwan has no plans to use migrant workers in the agricultural sector to ease the current labor shortage, Minister of Agriculture Tsao Chi-hung (曹啟鴻) said. However, the Council of Agriculture (COA) and the Ministry of Labor will continue to study issues related to bringing in foreign farm workers, with an initial focus on the dairy industry, according to Tsao. Tsao made the remarks during a meeting of the Legislative Yuan’s Economic Committee to review the COA’s 2017 budget, at which several ruling Democratic Progressive Party legislators expressed concern that Taiwan’s agricultural sector is being held back by a severe labor shortage and the aging of the nation’s farmers. Meanwhile, Chang Chih-sheng (張致盛), director of the COA’s Department of Farmers’ Service, said that the council has adopted two measures to cope with the growing shortage of farm workers, including establishing agricultural service work teams made up of 320 workers from six cities and counties and a program to encourage the wider use of female labor in rural areas

MOCA Taipei held Filipino Fiesta M OCA (Museum of Contemporary Art, Taipei) together with MECO have organized a fiesta for all Filipino friends in Taiwan last November 13. This event aims to introduce the Filipino talents to Taiwanese people. The celebration showcases the traditional Filipino dance perform by the COT (Cordirella Organization in Taiwan) called “Pattong”, a dance that usually performed during their festivals such as Kanyaw, it’s the thanksgiving feast for a good harvest, good health and a good life. Filipino communities also display the native delicacies while EEC offers the local famous products from the Philippines. Mario Subeldia, hails from Lucena City and works in a shipment company in Taiwan. Way back then in the Philippines, he’s already interested in sand performances and when he came here to Taiwan he continued to enhance his talent. In 2011 he joined the Pinoy Got Talent Season 4 in Tanzu organized by Father Joy Tajonera and bagged the first prize. After the competition he continuously explore ideas to enhance his talent, he also tried to take his sand performance on the streets, but unfortunately he was caught by the police, because it is illegal to perform on the street without a license. That’s when he decided to apply for street artist license. He is the first Filipino Artist who got the certification as a street artist performer. He can now perform legally around Taiwan. Recently he was awarded second placer at 2016 Street Artist Competition last September, participated by Taiwanese and foreign artist. His advice to fellow OFW who have talent, is that to not be afraid to show your given talent, and that being away from our family is not a hindrance to pursue our talent but an inspiration. “My performance show my homesickness to my family because I pour all emotions on it, he said.” He was recently invited to perform at the concert (北飛的)of famous Hakka singer in Taipei together with the Hakka singer in Miaoli.

Miss Universe 2016 pageant will be in Philippines

t’s official: the 65th Miss Universe pageant will be held here in January. The Miss Universe Organization and the Department of Tourism (DOT), along with partners from the private sector such as the LCS Group of Companies, Okada Manila, Solar Entertainment Corp. and SM Lifestyle Entertainment Inc., have signed a contract officially making the Philippines host for next year’s pageant. Richelle Louise Singson-Michael will lead the Miss Universe competition’s host committee from the private sector. “The Philippines will benefit from the staging of the Miss Universe pageant. The event will bring not only pride to the country, but also revenues for the tourism sector,” Michael said. Shawn McClain, vice president for the Miss Universe Organization business

development and marketing, committed to highlight the destinations and positive aspects of the Philippines during the threehour telecast of the pageant. “We have about 400 people and we’re going to visit a lot of places and show the world what the Philippines has to offer. We’re seeking other venues, provinces that the contestants will go to,” Michael said. Former Ilocos Sur governor and LCS Group chief Chavit Singson said the company was not expecting to profit from hosting the international event. “What I’m after is for the good of our country and the effect of tourism is good. It benefits all businesses,” Singson said in Filpino. Tourism assistant secretary Frederick Alegre expressed confidence the pageant would bring in more tourists in the coming

years. “Even each candidate can bring their delegates, as many as they want. Can you imagine the multiplying effect?” Alegre said. The DOT said the sponsors would shoulder only the expenses of the Miss Universe candidates. This means hotels, airlines and other businesses will earn from the expenses of delegates and supporters who will come to the Philippines for the pageant. Assistant Secretary Cesar Chavez revealed that this is upon the instruction of Secretary Arthur Tugade. “All infrastructure projects under the Department of Transportation and all attached agencies, [sic] before its implementation, should have a

clear traffic management plan. Otherwise, the Secretary will not approve,” he said. Under the Duterte administration, several railway projects may be constructed, including a line that will connect the Diliman campus of University of the Philippines to Quiapo in Manila. The project, which will be a combination of underground and viaduct railways, will traverse through Elliptical Road, Quezon Avenue, España, and Lerma. “This is a 10-kilometer project to be finished in three

and a half years,” said Chavez. Recently approved is a public-private partnership (PPP) project for the Philippine National Rail (PNR) South Line from Tutuban to Los Baños, Laguna. “We’re expecting that this will also be finished within the term of the president,” he said. The government is also studying “Line 5”, which will connect the business districts in Makati City, Taguig, and Pasay City. Chavez noted that this would be “very, very critical” to the public because

it can accommodate plenty of passengers everyday. Chavez added, their plan is for every station, as much as possible, to have a commercial complex which can serve as an intermodal passenger terminals as well as a multi-level parking to allow private car owners to “park-and-ride.” He added, there are bills pending in both Houses of Congress to have a “Rail Regulatory Board” that will determine “whether the price is sufficient, the price is affordable to commuters.”

BI launches face recognition system in 10 Philippines airports

he Bureau of Immigration has upped the Philippines’ security against foreign visitors. A report by Jun Veneracion in Unang Balita said that face recognition systems are now installed at the immigration counters at 10 international airports in the country. The faces detected by the machine located at the immigration counter are cross-checked with the government’s and Interpol’s database to see if they have existing records.

Filipino information technology experts were the ones who created the program. One of them said that it is the first of its kind in the country. “Sa buong bansa ngayon, this is the first time na magkaroon ng system na banggaan ng mukha, hindi lang pangalan. Alam naman natin na minsan, pinepeke lang ang mga documents eh,” he said. The National Intelligence Coordinating Agency (NICA) is still collecting information on wanted personalities from different

intelligence and law enforcement units to complete the database. Authorities are hoping that the system will be fully operational before the year ends. BI Comm. Jaime Morente said this will help deter those involved in crimes. “Of course, ‘yung deterrence niya. Matatakot ‘yung those involved in criminal activities to come in to the country,” he said. National Security Adviser Sec. Hermogenes Esperon, Jr. said that the new system will help with counterterrorism efforts.

“Isang napakagandang bagay insofar as security is concerned. Kung tama ‘yung input mo diyan, Interpol, ‘yung ating security services, ay magagamit mo na agad sa counterterrorism ‘yan,” he said. The new program will also improve the processing time at the immigration counters. Authorities have noticed that the processing time decreased from 40 to 60 seconds to 20 to 30 seconds. The BI will formally introduce the new system on November 25.

Robin Padilla sa natanggap na absolute pardon: Hindi ko hiningi

Sa ulat ni Nelson Canlas sa GMA News “24 Oras”, sinabing naluluha si Robin nang basahin niya ang dokumentong ibinigay sa kanya ni Duterte na nagsasaad ng kaniyang absolute pardon. Kuwento ng aktor, nagtungo siya Palasyo para makapanayam ang pangulo tungkol sa ilang hospital na ipapaayos nila. Hindi raw alam ni Robin na may malaking surpresa na inihahanda para sa kaniya ang pangulo. Ayon sa aktor, pinababasa sa kaniya ni Duterte ang ibinigay sa kaniyang absolute pardon pero hindi niya ginawa dahil maiiyak siya.

Kasikatan ni Robin noong 1994 nang hatulan siya ng korte na guilty sa kasong illegal possession of firearms dahil sa ilang baril at mga bala na nakuha sa kaniya sa Angeles City, Pampanga noong 1992. Pinatawan ng korte si Robin na makulong ng 17 hanggang 21 taon sa New Bilibid Prison. Sa loob ng kulungan, nagconvert siya sa relehiyong Islam. Habang nakakulong, naamyendahan ang batas na nagtatakda ng parusa para sa illegal possession of firearms. Ang parusa ay naibaba sa anim na taon hanggang 12 taon na lamang. Matapos ang tatlong taong pagkakakulong, binigyan si Robin ng conditional pardon noong 1997 ng noo’y Pangulong Fidel Ramos. Tuluyan siyang nakalaya noong Abril 1998. Pero nakalaya man, hindi pa rin naibalik ng conditional pardon ang ilang karapatan ni

How OFWs can get NBI clearance abroad

ilipinos who want to work abroad needs to submit documents on a licensed recruitment agency. These documents include curriculum vitae, diplomas, transcript of records, police clearance, certificate of trainings and NBI clearance. All of which should be authenticated. Among these documents, the NBI clearance expires yearly and so an overseas Filipino worker or OFW should renew it. But it would be a hassle if you are working abroad. So, how would you get one since it has to be obtain personally for security purposes? OFWs can obtain their NBI clearance by following the steps below: 1. The OFW should secure NBI Clearance Application Form (NBI Form No. 5) from the Philippine Embassy/Consulate in the country where you currently are. 2. Fill out the form and go to the Embassy/Consulate or nearest police station for fingerprinting, which should be rolled impressions. The one who took the fingerprint impression must sign on the form. 3. OFWs must attach a 2x2 picture in white background, taken within three (3) months prior to application, photocopy of passport and other valid identification card/s. 4. Other than the instructions above, OFWs are also required to register online at www.nbi-clearance. com. An applicant is required to sign-up and o sign-in to apply for clearance where a reference number will appear on the screen. The OFW must copy this reference number which will serve as the NBI’s code in the retrieval of the applicant’s data and status of application. 5. Enclose money order or bank draft in the amount of two hundred pesos (P200.00), Philippine currency, negotiable in the Philippines, payable to the NBI Director. Cash is also accepted equivalent to two hundred pesos (P200.00). Clearance fee is one hundred fifteen pesos (P115.00) and the remaining eighty-five pesos (P85.00) will be used to send clearance through the Philippine Post. 6. OFWs should send completed application form to: Ms. Sandra P. Sobida , Mailed Clearance Section 3rd Floor, NBI Clearance Bldg.,UN Avenue, Ermita, Manila, Philippines Ms. Sobida can also be reached at (+632) 523 8231 local 5465. 7. Processing time for applications will take a maximum of five (5) days upon receipt of documents. 8. How OFWs can avail Enterprise Dev’t and Loan Program from OWWA and DTI

ow OFWs can avail the Enterprise Development and Loan Program from OWWA and DTI Overseas Filipino workers can avail up to 2 million pesos loan from DTI and OWWA to start their own business here in the Philippines. The Enterprise Development and Loan Program (EDLP) caters to repatriated OFWs affected by employment crisis abroad. EDLP is a joint program of DTI and OWWA which aims to provide OFWs the assistant they need to start anew. OFWs can get a minimum of P100,000 up to a maximum of 2 million pesos loan once the requirements presented passed the evaluations. Here are the steps to avail the loan program: STEP 1. Verification of OWWA Registration * For OFWs still outside the Philippines — Email the Welfare Officer of the Embassy that covers your country of work about the OFW Reintegration Program. — The Welfare Officer will verify your registration in OWWA as an OFW. — Upon verification, the Welfare Officer in the Embassy will refer the OFW to an OWWA office in the Philippines — Upon returning to the Philippines, the OFW must visit the OWWA office to get the certification — This certification will be presented to Landbank. * For OFWs already in the Philippines - Visit the nearest OWWA office to verify your eligibility to the program - If the OFW is eligible, a certification of membership will be issued, which will be presented to Landbank for assessment. STEP 2. Enterprise Development Training — An eligible OFW will be advised to personally attend the Enterprise Development Training (EDT) conducted by OWWA, DTI and Landbank — The OFW must present the certificate of attendance on the EDT to Landbank as part of the requirement. * The EDT will empower the OFW on how to manage a business. It will also be the best opportunity to ask questions about the business loan.

STEP 3. Preparation of Business Pland and other requirements The OFW must prepare the business plan and other requirements of Lanbank * Processing requirements for the loan — OWWA certification that the borrower is a bonafide overseas worker and has completed EDT — A business plan on the specific projecy that will generate income for OFW and his/her family — With contract growing agreement, purchase order or service contract, if applicable — Certificatie of Registration with DTI — Bio-data of OFW applicant — Mayor’s permit — Income tax return (last 3 years), if applicable - Financial statements (last 3 years, BIR-filed), if applicable — Latest Interim Financial Statement, if applicable — Statement of Assets and Liabilities STEP 4. Submission of Processing Requirements, Review and Inspection — Submit your business plan and other requirements to Landbank for review. — Inspectin of your business (if already existing) will be done STEP 5. Approval of Loan — If approved, Landbank will release the fund to the OFW. Other information: Eligible borrowers - Overseas Filipino workers certified and endorsed by OWWA to Landbank Eligible projects - Viable projects with confirmed market or Purchase Order (if any) that will generate net monthly income of at least P10,000. Eligible loan purposes - Working capital, Fixed asset acquisition Loanable amount - Minimum of P100,000 and maximum of P2,000,000 Interest rate - 7.5% per annum fixed for the duration of the loan Loan repayment Short term loan - maximum of 1 year Term loan - based on cash flow but not to exceed 7 years inclusive of maximum of 2 years grace period on the principal. —ofwguide
