DBM : Cops, soldiers, gov’t officials receiving pay hike this year

The pay hike has been included in the 2017 national budget and should be effective January 1, Budget Secretary Benjamin Diokno said in a press briefing in Malacañang. Diokno said this year’s salary increase is the second in a four-tranche salary adjustment system that the Duterte government adopted from the previous administration. “As you know we gave salary increase last year. There will be another round of

salary increase this year both for civilian and military and policemen,” Diokno said. Former President Benigno Aquino III on February last year signed an executive order raising the salary of government employees every January for four years. This is after Congress failed to pass the Salary Standardization Law (SSL4). “There’s maybe a legal defect because it did not go through Congress … but [in] 2017 there’s already a budget allocation for a salary increase,” Diokno said. President Rodrigo Duterte failed to fulfill his promise to double cops’ and soldiers’

salaries within 2016. Diokno said the implementation of a salary hike would need the approval of the Senate and the House of Representatives. But the men in uniform should not worry, because “going by the behavior of Congress, they won’t object to a salary increase,” Diokno said. The Budget Secretary added he already submitted to the Office of the President a proposal seeking the salary adjustment. He said he is confident they will be able to deliver that promise next year. “We would be able comply with the desire of the President to double their take

home pay by January of 2018,” Diokno said. He added this could even happen sooner if the proposed tax reform plan is passed, reducing the tax rate from 32 percent to 25 percent, resulting in higher net income for taxpayers. So-called e-waste in Asia has jumped 63% in 5 years, the report by the United Nations University said, as it warned of a need for most nations across the region to improve recycling and disposal methods. “For many countries that already lack infrastructure for environmentally sound e-waste management, the increasing volumes are a cause for concern,” said Ruediger Kuehr, the report’s co-author and head of the UN University’s Sustainable Cycles Programme. Children in the town also had high lead levels in their blood, the university study found. Caticlan airport upgrade means tourism boost for Boracay

ore travellers can now fly direct to Boracay, now that facilities in the Caticlan Airport have been upgraded to host larger aircraft. The Godofredo P. Ramos Airport extended its runway to 1,800 meters from the previous length of 1,400 meters so larger aircraft can take off and land there, airport manager Felix Lizares said in an interview on Saturday. Philippine Airlines began flying its Airbus A320 aircraft to Caticlan on Friday, while Cebu Pacific is expected to do the same this week. Before the runway was upgraded, only smaller turboprops could operate in the Caticlan Airport, Lizares said. These could carry only around 60 passengers; narrow-body aircraft like the Airbus A320 have a capacity of about 180 passengers. Lizares estimated a surge in passengers once airlines shifted to larger aircraft for their Caticlan routes. The airport currently sees about 1,200 travellers each day. The upgrade could bring in about 2,800 people daily. More than the runway extension, the

Caticlan Airport also built a new ramp area so it can host nine narrow-body and turboprop aircraft. The ramp area was only able to accommodate four turboprops before the renovation. This new segment, called the Nabas Apron, is just one part of the greater redevelopment planned for the gateway to Boracay. Boracay, known for its white sand, clear

According to Lizares, this should keep on growing so the airport must be able to keep up with the demand. An entirely new passenger terminal will be built alongside the Nabas Apron, he explained. Most travellers pass through the Kalibo airport to go to Boracay since it accommodates larger aircraft and international flights. However, it is roughly a three-hour journey by land and sea to get to the island. Tourist Nica Uy tried the Kalibo route once and then never again. “It was a really long flight. It was so inconvenient to take the bus then the boat just to get to Boracay.” She welcomed the Caticlan airport

OFWs have until 2017 to replace old peso bills

ilipinos working abroad have until 2017 to have their old banknotes exchanged with new ones, according to the Bangko Sentral ng Pilipinas (BSP). The BSP is urging the public to have their old banknotes—or those released before December 2010—exchanged before December 31, 2016. However, a special exception was made for those with legal cases that involve banknotes as evidence and for OFWs who cannot return home before the deadline. The report said the OFWs must first register their names on the BSP website to qualify for the exception before the end of the 2016. “Kung sila ay nagrehistro nung October 15, 2016, they have until October 15, 2017 to exchange,” BSP Deputy Governor Diwa Guinigundo said in the report. Concerned OFWs must register their name, passport number, passport issue date, address in the Philippines, country where they are registering in, their e-mail address, and the total amount that they will exchange. An OFW can exchange up to P50,000, the report said.

Philippine FDA orders Sanofi to take down dengue vaccine ads

he Philippine Food and Drug Administration said that it has ordered pharmaceutical giant Sanofi Pasteur Inc. to stop airing television and radio advertisements for its dengue vaccine in violation of a ban on promoting prescription or ethical drugs in mass media. The FDA said in a statement that it issued a summons on Dec. 13 directing the drugmaker to take down the ads for Dengvaxia. It also wrote to television and radio stations, asking them not to air the ads. Sanofi said in a statement that the ads have been taken down. The company said the order was in connection with a disease awareness campaign that it conducted. The vaccine against dengue, a tropical mosquito-borne illness, became available in 2016 and was rolled out in Philippine public schools in April 2016. The Philippines’ generic drug law prohibit the promotion in mass media of pharmaceutical products that can only be dispensed with a doctor’s order.

‘Bawal tsismosa’: Pangasinan town seeks to punish rumor-mongers

This encouraged barangay officials to implement the law. “Kasi yun yung simula ng awayan tsaka walang magandang maidudulot ang tsismis [Rumors start conflicts. Pernia also said that “the government cannot continue to tolerate this delay in judgment” and they are hoping the TRO would be lifted. Duterte orders full implementation of modern family planning by 2018

resident Rodrigo Duterte signed an executive order providing funds and support for modern family planning, in a bid to make modern family planning available to the poor by 2018. “This Order aims to intensify and accelerate the implementation of critical actions necessary to attain and sustain ‘zero unmet need for modern family planning’ for all poor households by 2018,” reads Executive Order No. 12, signed by Duterte on January 9 and released on January 11. Among the strategies outlined in the four-page document is to do a comprehensive review of couples and individuals in need of family planning services. “There is a plan in the next six months for local governments to go out in the field, to do house-to-house visits, identify those in need of family planning, [and work] with all these agencies,” National Economic and Development Authority (NEDA) Director General Ernesto Pernia said in a press briefing. Strengthening the Implementation of the Reproductive Health law is part of President Duterte’s 10-point socio-economic agenda. Pernia said that if the law was not implemented properly, the Philippines would be “unable to meet our poverty reduction target.” The government hopes to reduce poverty to 13 percent by the end of Duterte’s six-year term in 2022, the socio-economic manager added. The Philippines has six million women, of which two million are poor, that “have unmet need for any modern method of contraception, and remain unable to fully exercise their reproductive rights,” the Executive Order said, citing Philippine Statistics Authority findings from 2013. The order seeks to mobilize the Department of Health, Commission on Population, Department of Interior and Local Government (DILG) in implementing “quality modern family planning information and services.” It called for the agencies to map areas and locate individuals with unmet needs, mobilize local structures, conduct demand generation and referral activities, and partner with the private sector. The Health Department is tasked by the EO to “review the gaps in the implementation of the (Reproductive Health) law, issue corresponding orders and guidelines, and implement interventions to support LGUs (local government units) and (civil society organizations).” The Department of Education is also tasked to implement a “gender sensitive and rights-based” sexuality education in schools. he Filipino-American head of the New York City Economic Development Corporation (NYEDC), Maria Torres-Springer, will be the next housing commissioner in New York City (NYC). New York Mayor Bill de Blasio announced that Torres-Springer, an expert in affordable housing and neighborhood planning, will be taking over the Department of Housing and Preservation beginning February 6. The outgoing commissioner Vicki Been will be starting a teaching job at the New York University. Torres-Springer was just promoting the now ongoing NYEDC’s big apps competition – a premier civic technology contest that rewards Maria Torres-Springer winning coders or app makers close to a million dollars in total prizes. De Blasio appointed Torres-Springer as the NYEDC president in June 2015. She also served as commissioner of the Department of Small Business Services under de Blasio, making this her third appointment in four years.

ustice Secretary Vitaliano Aguirre II warned “5-6” operators, or those who lend cash at a hefty 20-percent interest a month, that they could be arrested any time even without a warrant. “Pwedeng hulihin ang mga iyan. They are operating without permit or license...They could be arrested without any warrant because when they are doing that, they are committing a crime,” Aguirre said in a news conference. Aguirre echoed the statement of Agriculture Secretary Manny Piñol, who disclosed in his Facebook account that President Rodrigo Duterte, during the Cabinet meeting on Monday, moved for the arrest and deportation of foreigners involved in the usurious “5-6” money lending scheme. During the campaign, Duterte talked about the experience of common folk who fall prey to loan sharks especially Indian citizens, who allegedly sell appliances and other items to the borrower on top of the cash loan. To address the usurious lending scheme, the Department of Trade and Industry said that it would implement a P1-billion micro-lending program for small and medium enterprises (SMEs), which makes up more than 90 percent of the country’s businesses. The soft loans to be extended to businessmen will charge 20 percent interest every year.

Gov’t aims to create 1.5 million jobs a year

he Duterte administration released the initial version of the Philippine Development Plan (PDP), and it is setting an ambitious goal of creating 1.2 million to 1.5 million jobs every year until 2022. Socioeconomic Planning Secretary Ernesto Pernia said on the same day that the goal can be achieved, because of so much untapped potential especially in manufacturing and tourism. This comes after the government reported that the output of manufacturing companies jumped close to 15% last November. Production was highest for petroleum products, transport equipment and food. Pernia said this could grow even stronger in December because of demand during Christmas season. According to the latest survey of Philippine Business and Industry, manufacturing earned the most income among all sectors in 2014. The sector employed 1 in 4 people, and accounted for 25% of salaries or wages. More importantly, it hired the most people and spent the most in salaries and wages.

10 Weird phenomena that perfectly sum up today’s Filipino culture

10. The “My Way Killings.”

hile the Philippines is not the only karaoke-crazy nation on the planet, only it can lay claim to a crime so bizarre it’s known internationally as the “My Way Killings.” Specifically, singing Frank Sinatra’s timeless classic has a higher chance of igniting a barroom brawl (and an early death) than any other song. So what makes “My Way” such an accursed song? Explanations have ranged from the song’s arrogant lyrics to its own popularity. According to pop culture authority Roland B. Tolentino of the University of the Philippines, the song itself acts as a trigger for a culture predisposed to violence whenever social rules are broken. Simply put, violence will happen whenever there’s a breach of karaoke etiquette (hogging the microphone, singing a song badly, laughing or jeering). Add the self-indulgent lyrics of “My Way” plus its higher probability of being sung in a bar, and you have a recipe for disaster.

9. The Aswang Phenomenon.

f there has to be a national bogeyman, it would have to be the aswang. As we’ve discussed before, the Spanish successfully utilized the natives’ own folklore against them by equating the aswang with the once-revered caste of babaylans. During the Spanish period, the image of an aswang became heavily “Westernized” with horns and wings attached to reflect the European version of the devil. In Capiz—the so-called home of the aswang—the lack of understanding by foreigners and locals over the endemic disease X-linked dystonia Parkinsonism (known as “lubag” in the vernacular) also contributed to the aswang myth. In time, virtually every area controlled by the Spanish had its own version of the aswang. As to why the myth of the aswang remains so prevalent even today, it now has something more to do with a concept rather than an actual monster. As stated in the documentary by Canadian filmmaker Jordan Clark, a town with lots of problems would attempt to turn them into a real, tangible object which it could defeat, thus providing townspeople with a sense of unity and healing. In this case, the perfect personification would be the aswang. On the national level, Filipinos equate aswang with the country’s social evils—a practice that goes back to our ancestors’ original folklores which treated the aswang as more of a symbolic social evil which harms the people rather than a real monster.

8. The Querida Syndrome

hile it is indeed a country-wide cultural practice which encompasses practically every demographic, it is interesting to know Filipino men’s penchant for keeping No. 2s did not originate with the Latin machismo culture brought by the Spanish. Before their arrival, the natives heartily practiced the art of concubinage. In short, virtually every activity in the Philippines comes to a grinding halt whenever Pacquiao fights—a testament to his popularity.

6. The Filipino Ability To Smile During Disasters

f the Japanese are disciplined during disasters, then the Filipinos are happy go-lucky. We have proven it so many times in the face of disasters, especially with floods as the Philippines happens to be a typhoon magnet. Even though our homes are flooded and our properties are destroyed, we will just smile away and laugh (and make countless memes). By extension, we smile and laugh at our personal, social, and economic troubles. Just how do Filipinos in general cope up with life’s problems? The answer lies of course in the national psyche, known as the “Bahala na” or fatalistic attitude. As we’ve discussed before, Filipino fatalism can be double-edged; while it resigns a Filipino to his fate, it also gives him the strength to endure.In cases of troubles and disasters, “optimistic fatalism” gives Filipinos the resiliency they need to survive in the belief that such problems will eventually go away. And as we have seen, this good kind of “Bahala Na” has served Filipinos well countless times already.

Alam kong may Diyos ngunit ito ay sa isip ko lamang nakatimo ngunit hindi ko Siya tutuong nararanasan. Nagsisimba naman ako at sumasama sa mga ritual na gawain ngunit hindi ko tutuong maranasan ang ibig sabihin ng pag-ibig ng Diyos sa buhay ko. Wala o malayo ang Diyos sa akin, pakiramdam ko. Wala naman nagtuturo sa akin kung paano dadanasin ang pag-ibig ng Diyos. Tutuo ko lamang nadama ang pag-ibig ng Diyos nang ako ay magkasakit. Akala ko katapusan ko na sa tindi ng aking nararanasan. Sa unang pagkakataon, tumawag ako sa Diyos bagaman hindi ko Siya lubos na kilala. Hiningi ko na iligtas ako sa aking karamdaman. Nakadama ako ng kaginhawaan matapos ang mataimtim na panawagan. Matapos iyon, naging marubdob ang aking pagnanais na makilala ang Diyos. Nagsimula akong sumama sa Bible Study sa imbitasyon ng aking kapit-bahay. Duon ko nakilala ang Diyos na tinawag na Jesu Cristo. Alam ko ang kanyang pangalan at nakikita ko ang kanyang litrato subalit sa pag-aaral lamang ng Banal na Kasulatan ko nakilala ang

katotohanan tungkol sa Kanya. Duon ko lubos naunawaan ang Agape o pag-ibig ng Diyos at paano Niya ipinakita at ipinadama ang pagibig Niya sa akin. Kung susumahin ko, ganito ang kapahayagan ng pag-ibig ng Diyos mula sa kanyang Salita, “Sapagka’t gayon na lamang ang pagsinta ng Dios sa sanglibutan, na ibinigay niya ang kaniyang bugtong na Anak, upang ang sinomang sa kaniya’y sumampalataya ay huwag mapahamak, kundi magkaroon ng buhay na walang hanggan” (Juan 3:16). Ang ibig sabihin ay ang pag-ibig ng Diyos Ama (Agape) ang nagbunsod sa Diyos Anak na bumaba sa lupa, lumapit sa atin at ibinigay ang sarili sa krus upang maranasan ko (natin) ang pag-ibig ng Diyos. Duon ko naunawaan at naranasan ang kaibahan ng pag-ibig ng Diyos sa tatlong iba pang uri ng pag-ibig. Ito pala ang pinakamataas na uri ng Pag-ibig. Hindi ito uri ng pag-iibigan ng mag-asawa lamang. Hindi ito uri ng pagiibigan ng magkaibigan lamang. Hindi rin uri ito ng pampamilyang pag-iibigan lamang. At lalong hindi rin ito emosyon lamang. Ang kapangyarihan ng tatlong uri ng pag-ibig ay limitado at mararanasan lamang sa relasyon sa asawa, kaibigan, kapatid, tatay o nanay at kapamilya. Sa madali at sabi, hanggang pan-tao lamang ang uri ng pag-ibig. Mas higit at malawak ang Agape love o pag-ibig ng Diyos sapagkat ito ay sakop ang buong sangkatauhan at kanilang spirituwal na pangangailangan. Diyos lamang ang mayroon nito at makapagbabahagi nito. Ito ang uri ng pag-ibig na makakatugon at maka-aalis sa problema ng kasalanan ng tao. Hindi kayang iligtas ng ng makataong pagibig ang asawa, anak, kapamilya, kabigan sa kapangyarihan ng kasalanan. Sa limitadong paraan, puedeng magpatawad ang tao ngunit hindi kayang burahin ang kasalanan. Lahat ng kapamilya, kaibigan at asawa ay makasalanan at nangangailangang maligtas sa kapangyarihan nito. Agape o pag-ibig ng Diyos lamang ang makagagawa nito. Ipinahayag ang

ginawa ng Agape love sa Roma 5:8, “Datapuwa’t ipinagtatagubilin ng Dios ang kaniyang pagibig sa atin, na nang tayo’y mga makasalanan pa, si Cristo ay namatay dahil sa atin.” Iyan ang kapangyarihan ng pag-ibig ng Diyos. Ang paraan ng Diyos ay ihain si Jesus na walang kasalanan para sa makasalanan. Boluntaryong ibinigay ni Jesus ang buhay at namatay sa krus upang resolbahin ang pagkakahiwalay ng tao sa Diyos gawa nga ng kasalanan. Iyon ang uri ng pag-ibig na maka-panunumbalik sa relasyon ng tao at Diyos na pinutol ng kasalanan. Natanto ko na kaya pala hindi ko tutuong maranasan ang pag-ibig ng Diyos nuon ay sapagkat inihiwalay ako ng kasalanan ko sa Diyos (Isias 59:1-2). Paano ang gagawin upang maranasan ang pag-ibig ng Diyos (Agape love). 1. Ipahayag at aminin ang iyong kasalanan sa Diyos at patatawarin at lilinisin ka ng Diyos(1 Juan 1:9). Gawin mo ito sa panalangin diretso sa kanya. 2. Pagsisihan at talikuran ang pagkamakasalanan (Acts 2:37-38) 3. Manampalataya kay Jesu Cristo na sarili mong Tagapagligtas at Panginoon (Roma 5:1-8; 10: 9-10; 1 Corinto 15:3; Acts 2:37-38; Epfeso 1:13). Siya ang nagbayad ng iyong kasalanan, hindi ang iyong simbahan, hindi ang iyong mga ginawang mabuti, Hindi relihiyon mo, hindi dahil sa magulang mo. ingi Tingi or Sachet Phenomenon in the Philippines It is said no bonafide Filipino community would be complete without a sari-sari store. Said to have started as early as 1127 AD when Chinese from the Sung dynasty would frequently barter with the natives, the sari-sari store has been a timeless fixture of Filipino culture. However, the “tingi-tingi” or sachet phenomenon really went off during the 1990s when manufacturers began the trend of “downsizing” in response to the troubled economic times of that period. For lowincome Filipinos, the practice of buying by sachet meant they could still satisfy themselves with a product even though they had less money. The practice also serves practical purpose as far as choice as concerned as it gave the customer a wider latitude with which to choose his products at low cost. Lastly, the practice of buying tingi-tingi has also been spurred with the Filipino belief that products in smaller amounts are more concentrated and hence pack more value than one bought at wholesale.

4. The Istambay Phenomenon.

While the first two are self-explanatory, the third one is a bit surprising. However, as Batan discovered, the closeness of a typical Filipino family provides sustenance and shelter for the istambays, allowing him to survive his joblessness. As a result, his transition to independent adult living is severely delayed or even brought to a permanent standstill.

3. The Filipino Text Messaging Phenomenon.

s the perennial “Texting Capital Of The World,” Filipinos have sent out more than a billion text messages daily since 2008. Being more affordable and faster than the traditional modes of communication, text messaging quickly caught on with the Filipino public. The phenomenon even gave rise to the sub-culture known as “Generation Txt” whose adherents have developed their own unique language. Aside from being a product of the Filipino practice of “tingi-tingi,” texting’s popularity is also reflective of the typical Filipino’s preference for non-confrontational communication. According to sociology professor Josephine Aguilar, the art of texting provides Filipinos a convenient vehicle with which to express themselves things that could not normally be said easily face-to-face.Simply put, texting allows Filipinos to overcome their shyness or “hiya” which is deeply embedded in the Pinoy psyche—and which might also explain why courtship is done through text these days.

According to Ateneo pop culture professor Louie Sanchez, Filipinos are drawn to teleseryes mainly because they can relate to the personal, social, and political issues repeated so often in the genre. In spite of having far-fetched, tacky or clichéd plots from time to time, teleseryes really reflect life in the Philippines which Filipinos can emphatize with. And the good thing about teleseryes is that they are constantly expanding their repertoire to include a wider audience demographic—even the upper classes are now into teleseryes. Yunlin festival to feature Southeast Asian lanterns

his year’s Taiwan Lantern Festival, which is to run from Feb. 11 through Feb. 19 in Yunlin County, is to include five pavilions themed on Vietnamese, Indonesian, Thai, Philippine and Cambodian cultures, the Yunlin County Government said on January 8. The pavilions, set up in a special area of the venue, will allow new immigrants from Southeast Asia to make and display lanterns from their respective nations at Taiwan’s biggest lantern festival for the first time, Yunlin County Commissioner Lee Chin-yung said at an event for foreign-born spouses. According to statistics provided by the Ministry of the Interior, there were 3,986 marriages between Taiwanese and Vietnamese in 2015, a rise of 672 from the previous year. There were 841 marriages between Taiwanese and Indonesians in the same year. Lee invited new immigrants and foreigners in Taiwan to visit the lantern festival in Yunlin, saying that their participation would help Taiwanese learn more about other nations and promote cultural exchanges. “New imigrants have become an integral part of Taiwanese society and the public must do its best to welcome them, because love knows no boundaries,” Lee said. The festival is to feature more than 3,000 lanterns on a site covering more than 50 hectares.

Health ministry to set up long-term care unit: minister

he Ministry of Health and Welfare is planning to set up a long-term care department to push forward the government’s long-term care program, Health Minister Lin Tzou-yien said. Lin revealed the plan when touring a pilot facility for the government’s long-term care plan in Yilan County to learn about the county’s home-based long-term care program and its implementation. Since the long-term care plan officially went into effect on Nov. 1, 2016, the country’s 22 city and county governments have introduced their own approaches to carrying out and promoting the plan. To better coordinate the program, the ministry plans to set up a government agency dedicated to long-term care by integrating units within health ministry departments involved in the service. The departments that could be affected are in the Social and Family Affairs Administration, Department of Nursing and Health Care, Department of Social Insurance, National Health Insurance Administration, Health Promotion Administration and the Department of Information Management, according to Lin. Lin said Premier Lin Chuan (林全) has not given his nod to the new unit plan but appeared to be supportive of the policy direction. He also said the ministry has asked city and county governments around Taiwan to submit their ideas for models of community-based long-term care.

Foreign caregivers in Taiwan work daily average of 9.8 hours: poll

oreign nationals working as domestic caregivers in Taiwan worked an average of 9.8 hours per day in June, although 82 percent of employers failed to follow the laws regulating working hours for migrant caregivers, according to a survey issued by the Ministry of Labor. The survey also found that 93 percent of foreign caregivers were allowed to receive at least eight hours off work per day during the month. The poll results show that foreign workers hired by businesses received an average of NT$25,440 (US$802) per month in June, although the average wage for foreign caregivers was NT$19,643. In terms of working hours, foreign workers hired by companies worked 210.7 hours on average in June, including 33.3 overtime hours. They got eight days off in the month, according to the survey. It also revealed that 65.5 percent of foreign caregivers had fully or partially used their regular paid days off for the month, up 1.6 percent from June 2015. Meanwhile, 98 percent of the employers of foreign caregivers paid those who did not take their paid time off. The survey also found that 45.9 percent of businesses and 36.6 percent of families who employ foreign workers said they have encountered difficulty in the management and use of foreign workers, including poor communication. The survey collected responses from 10,404 employers, including 5,839 companies and 4,565 families.

Tzu Chi Foundation receives Philippines Presidential Award

he Taiwan-based Buddhist charity Tzu Chi Foundation was presented with the Philippines Presidential Award in Manila last December 18, in recognition of its service to Filipino migrant workers in Taiwan. The biennial Presidential Awards for Filipino Individuals and Organizations Overseas are intended for overseas-based individuals and organizations that have work in the service of Filipinos, selflessly supported relief, rehabilitation and development programs in the home country, or who have excelled in their field or profession, according to the Office of the President of the Philippines. Tzu Chi was among the 23 organizations and individuals that received the awards this year. According to Mario Molina, director of the Kaohsiung extension office of the Manila Economic and Cultural Office (MECO) in Taiwan, MECO had applied for the award for Tzu Chi to show the Philippines’ gratitude to the group. Over the years, Tzu Chi has provided humanitarian and spiritual support to numerous Filipino migrant workers in Taiwan, he said. More than 10 percent of Filipinos are currently working in foreign countries, including Taiwan, according to Molina.

Four airlines to allow check-in at Airport MRT Taipei station

China Airlines and EVA Airways will have check-in counters at the Taipei MRT station, as will their respective subsidiaries Mandarin Airlines and UNI Airways, Taoyuan Metro Corp. said. The service will allow outbound travelers to check their luggage and obtain seat assignments and boarding passes before taking the 35-minute MRT train journey to the Taoyuan airport, the company said. However, Taiwan-based Far Eastern Air Transport and foreign airlines that serve Taiwan routes have said they do not intend to immediately provide similar services at the MRT station. Cathay Pacific, for instance, has said there is no demand in Taiwan for early check-in but it will not rule out the possibility of providing such a service in the future. Cathay Pacific is the largest foreign carrier operating in Taiwan, offering 163 flights per week from Taoyuan alone.Transportation Minister Ho Chen Tan has said his ministry is “optimistically looking forward” to issuing the permit for the airport MRT line to begin trial runs before the Lunar New Year holiday, which begins on Jan. 27. The 51.03-kilometer line will serve more than 20 stations between Taipei and Taoyuan, including 14 between Taipei Main Station and Taiwan Taoyuan International Airport.

Several new regulations to take effect in Taiwan on Jan. 1

aiwan will implement a slew of new measures on Jan. 1, including higher monthly and hourly minimum wages, an increase in the number of annual leave days for workers, and more stringent food labeling regulations. l Labor: The monthly minimum wage in Taiwan will be increased from NT$20,008 (US$618) to NT$21,009 with effect from Jan. 1, while the hourly minimum wage will be increased from NT$126 to NT$133. The wage increases are expected to extend to about 1.62 million employees. An amendment to the Labor Standards Act will also be implemented, mandating a fiveday work week for all workers in Taiwan who are covered by the Act and reducing the number of annual national holidays from 19 to 12 days to partly offset the reduction in work hours. Before the revision, the Act had specified a maximum of 84 hours of work over a twoweek period. Taiwan will also increase annual leave for workers, from zero to three days for employees who have worked at least six months but less than a year; from seven to 10 days for employees who have worked at least two years but less than three years; from 10 to 14 days for those who have worked at least three years but less than five years; and from 14 to 15 days for employees who have worked at least five years but less than 10 years. l Postal Service: The new labor regulations will result in the closure of Saturday services at about half of the 287 Chunghwa Post offices that currently open on Saturdays. l Environment-friendly: Also on Jan. 1, a new air quality standard will be introduced, requiring all municipalities except Taitung to take steps to reduce their levels of fine particle (PM2.5) pollution. Another environmental measure will be a ban on smoking at all 932 bus stops in Taipei from Jan. 1. However, no penalties will be imposed until March 1, when violators will be subject to a fine of between NT$2,000 and NT$10,000. A new regulation regarding utility bills will also take effect on Jan. 1, allowing a NT$3 reduction on water bills that are issued online at the request of the consumers.

l Food Safety: In the food industry, Taiwan will also tighten labeling regulations for cod, chocolates and Semen Coicis to improve food safety. For example, products labeled as dark sweet chocolate must contain at least 35 percent cocoa solids, and only fish classified as Gadiformes should be labeled as cod, the new regulations specify. Violators will be subject to fines of between NT$30,000 and NT$4 million.

l Transportation: Meanwhile, pregnant passengers or drivers will no longer be subject to the highoccupancy vehicle policy on freeways in Taiwan, a new rule that aims to allow pregnant women to commute more comfortably on the freeway rather than on provincial highways. Also in the field of transportation, people who have been convicted of sexual crimes against children and youth will be banned from registering as taxi drivers, with effect from Jan. 1.

l Child Care: New regulations will also be applied in social areas to help reduce the financial burden on citizens, for example, allowing greater accessibility to public kindergartens. The government plans to increase the number of public kindergarten classes by 1,000 by 2020, and raise enrollment in such classes from 30 percent to 40 percent of the total over the next four years.

l Airport landing fees: In an effort to attract more carriers to Taiwan’s smaller airports, landing fees will be reduced by 20 percent at the country’s airports, excluding Taiwan Taoyuan International Airport and Taipei Songshan Airport.

l Law Enforcement: In the area of law enforcement, the Supreme Prosecutors Office’s Special Investigation Division, which was established in 2007 to investigate allegations of corruption by senior government and military officials, will be dissolved with effect from Jan. 1.

l Taxation: On the international cooperation front, Taiwan’s double taxation avoidance agreements with Canada and Japan will take effect on Jan. 1. — Focus Taiwan

OFW bank set to open September 2017

he country’s fourth largest commercial bank, Land Bank of the Philippines (LandBank or LBP), is set to open a bank that will be partly owned by overseas Filipino workers (OFWs) by September 2017, the Department of Finance (DOF) said. Finance Secretary Carlos Dominguez III, who also chairs LandBank’s board of directors, said that LBP will be converting its newlyacquired Philippine Postal Savings Bank into a subsidiar, 30% of which will be owned by OFWs. “The acquisition of the postal bank will be completed by the third quarter of 2017, after all required procedures are completed and approvals are secured. The LBP has sufficient resources to complete this transaction,” Dominguez said. LBP president Alex Buenaventura said that the OFW bank will be a listed company with an authorized capital of P3 billion and a subscribed capital of P2 billion, of which P1 billion is paidup by LBP itself. Another P1 billion will be open for subscription to OFWs who can acquire them by buying shares in the bank.

Buenaventura said it would take 8 months to accomplish the requirements that would convert the postal bank into a LandBank subsidiary. LandBank will have to seek clearances from the Governance Commission for Government-Owned and Controlled Corporations (GCG) and the Philippine Competition Commission (PCC), as well as approvals from the Monetary Board, Securities and Exchange Commission (SEC), and the Bangko Sentral ng Pilipinas (BSP) for the OFW bank to be operational by September 1, 2017. But while the OFW bank is still in the works, Dominguez said LBP will set up a representative office in Saudi Arabia to cater to the banking needs of Filipinos there. Buenaventura added that the LandBank decided to open the Saudi unit in Riyadh because 40% of OFWs based in that country reside there. “The LandBank unit will be opened near the Philippine labor office or near a place where OFWs usually converge and meet,” he said.

Linan Forest Park/Linan Tarsier Conservation Sanctuary

iving on the eastern side of South Cotabato are communities of the indigenous group, the B’laan, who are, likewise, guardians of another treasure: the tarsier. Known in the B’laan vernacular as Mal, this smallest of primates was first reported to be seen in the forests of Mt. Matutum, South Cotabato’s hightest peak, back in 2007. Since then, documenting the tarsier population has been ongoing but early estimates say it could be bigger than the tarsier population in the island of Bohol, where the primate is an icon. In one village in South Cotabato alone, 19 tarsier habitats have been identified so far. Tarsiers are territorial creatures so there are usually only a couple of them living in one habitat. Specifically, the Tarsiers can be found in Barangay Linan, Tupi which has been turned into the Linan Tarsier Conservation Sanctuary, efforts are also underway to create the Tarsier Trail which will allow guests to view the Tarsiers from a safe distance without disturbing them. Nickelodeon attraction in Palawan ‘land-based,’ developer clarifies

fter drawing flak from environmentalists, the developer of the planned Nickelodeon attraction in Palawan has clarified that a resort and not a theme park as previously reported will be built in Coron. In a statement by Nickelodeon owner Viacom International Media Networks on Thursday, developer Coral World Park Undersea Resorts Inc. (CWP) said the Agence France-Presse report titled “Nickelodeon to build underwater theme Park in Palawan” did not “clearly reflect the full details” of their original announcement. CWP marketing and communications director Susan Lee said reports that a full 400-hectare structure would be developed under water were “inaccurate,” noting that only 100 hectares have been allocated for the Nickelodeon facility and 30 hectares for the attraction itself. “There will be no theme park development in Palawan… There has never been any form of communication from our side mentioning a theme park. Our plans are to build a resort and attraction, of which we are designing as an undersea attraction with an ocean conservation focus – this is reflected in the press release with Viacom International Media Networks,” Lee said in a statement. “The only infrastructure in the water is floating and all developments are on land. The “undersea themed” Coral World Park

We aim to create a large scale reef conservation program which is sustainable, together with sanctuaries for key species in the area – these are part of our blue-print besides the job creation opportunities. We aim to work with as many advocates as possible to create a world class destination for tourism with an undersea theme,” it added. Palawan, dubbed as the Philippines’ last frontier, is home to two heritage sites—the Puerto Princesa Subterranean River and the Tubbataha Reefs.
