Anti-Distracted Driving law to take effect on July 6

he Department of Transportation (DOTr) on June 21 released the revised implementing rules and regulations (IRR) for Republic Act 10913 or the AntiDistracted Driving Act (ADDA). With the issuance of the revised IRR, the law, which stirred controversy when it was first implemented, will take effect on July 6. Last May, the DOTr decided to defer the law’s implementation in response to the call of lawmakers amid public confusion on purported violations in the law. Under the revised IRR, the DOTr said the following would be considered distracted driving when the motor vehicle is in motion or temporarily stopped at a traffic light or

intersection: using a mobile communications device to write, send or read a text-based communication or to make or receive calls; and using an electronic device to play games, watch movies, surf the internet, compose messages, read e-books, perform calculation and other similar acts. Drivers using the hands-free function of mobile devices through speaker phones, earphones or microphones to make or receive calls will not be called out for distracted driving. “The use of a mobile communications or hands-free device shall be considered as interference to the line of sight of the driver Distracted

Not a rip-off: DOT defends ‘Experience the Philippines’ ad

he Department of Tourism denied that the concept of its new “Experience the Philippines” ad was copied from one released by South Africa in 2014. “(It is) not a rip-off, definitely this is experiential,” Tourism Assistant Secretary Frederick Alegre said in an interview with ANC’s “Early Edition.” The new Philippine tourism video, released June 12 on the 119th anniversary of the country’s independence, features blind Japanese retiree M. Uchimura, who explored some of the country’s best known tourist spots. Netizens have pointed out the video’s striking similarity to a South African tourism ad which also featured a blind man whose disability was revealed when he pulls out a walking cane. What sets the two ads apart, Alegre said, is that DOT’s campaign stars a real-life retiree staying in the Philippines. “Our ad that was released yesterday was beautifully executed. While it has similarity with the ads of South Africa, the biggest difference really is that is a true story. The Japanese retiree is an actual retiree residing in the Philippines,” he said. “We’d also like to add that we have been consistently putting out testimonials of foreigners in the Philippines and retirement

Sen. Villar: No ban on ‘unli-rice’

enator Cynthia Villar quashed fears that she would be proposing a ban on the serving of unlimited rice or unli-rice in restaurants and food outlets. “I am not planning to make a law banning ‘unli-rice.’ Not at all,” Senator Cynthia Villar said in a statement. Villar issued the statement amid reports that she wanted to ban unli rice. “I just voiced out my concern that eating too much rice is one of the main causes of high blood sugar that leads to diabetes,” the senator said. “I cannot prevent people from eating unlimited amount of rice. It is their choice. It

was just a genuine expression of concern on my part,” she added. The unli-rice issue came up during Wednesday’s hearing of the Senate committee on agriculture and food, which Villar chairs. “Unlimited rice is bad for the health. We should learn how to eat more vegetables,” the senator said during the hearing. In a statement, Villar recognized that it would be difficult to stop Filipinos from eating rice “as the Philippines is a nation or rice eaters.” “But to decrease health risks, cutting down on rice is still a good idea,” she said.

The senator cited a study, which showed that eating one plate of white rice everyday increases the risk of developing diabetes by 11 percent. Health experts, she said, also recommend adding 20% of brown rice to the daily white rice consumption as it can reduce the risk of diabetes by around 16%. “Rice causes an increase in the level of sugar in the blood, which makes pancreas produce more insulin and cause frequent spikes in blood sugar level leading to diabetes. When not managed, diabetes may cause organ malfunction leading to death,” Villar said. The senator earlier urged concerned

government agencies such as the Department of Agriculture, Department of Social Welfare and Development, and the Department of Health (DoH) to align their programs in order to promote better nutrition and health among the young Filipinos. “I have recommended to the government departments and they are doing it in some areas already to incorporate vegetable gardening in schools in the feeding program, for instance. They can also source the ingredients locally, particularly the perishable produce, to help the small farmers and cooperatives,” she said.

In separate hearings of the Senate and House ways and means committees, Chua noted the government has jurisdiction only over domestic remittances, which are not actually taxed as the value-added tax (VAT) is not imposed on the amount of money involved but only on transfer fees charged by money transfer companies. “We have to distinguish between foreign and domestic remittances. Those coming from abroad are not within our tax regime, so that is not covered under the CTRP,” Chua said. Under existing tax laws, transfer fees in domestic remittances have long been

subjected to the VAT but are not collected fully by the Bureau of Internal Revenue (BIR). “Let me be clear, it’s not a VAT on remittance, it is VAT on the money transfer like all other services which has been VAT-able from before,” Chua noted. To plug the loophole, Chua said legal and tax experts have agreed that because the transfer fees are not explicitly exempted from the VAT under the National Internal Revenue Code, such fees must be subjected to the consumption tax. He said the BIR has advised the DOF that there is no need to amend the Tax Code to do this, and that a revenue regulation is all that is required to remind companies that transfer

fees on domestic remittances are VAT-able. The tax laws applicable to remittances hinge on the country of origin of the remittance, Chua noted. On May 3, the House of Representatives approved HB 5636 or the Tax Reform Acceleration and Inclusion Act (TRAIN) by a 246-9 vote with one abstention. The HB 5636 consolidated the DOF’s original proposal – HB 4774 – with 54 other tax-related measures aiming to cut personal income tax rates and adjust excise taxes on certain products while broadening the VAT base as compensating measure for possible revenue loss. —GMA News

Provisions of the IRR also apply to agricultural machineries, as well as construction equipment, when these are operated or driven in public thoroughfares, highways or streets. Meanwhile, motorists using a mobile phone to report a crime, accident, natural calamity or terrorist activity to a law enforcement agency or to respond to an emergency call shall be exempted from the provisions of the IRR. A nationwide public information campaign will be conducted by the DOTr, Land Transportation Office, Philippine Information Agency, Department of Education, Department of the Interior and Local Government, Philippine National Police (PNP), as well as private agencies within six months from effectivity of the IRR.Motorists who violate any of the provisions of the IRR shall pay a fine of P5,000 for the first offense; P10,000 for the second; P15,000 and suspension of driver’s license for three months for the third, and P20,000 and revocation of driver’s license for the fourth offense. “The owner and/or operator of the vehicle driven by the offender shall be directly and principally held liable together with the offender for the fine, unless he or she is able to convincingly prove that he or she has exercised extraordinary diligence in the selection and supervision of his or her drivers in general, and the offending driver in particular,” the IRR stated. The Metropolitan Manila Development Authority, PNP and other concerned government agencies shall be responsible for the enforcement of the anti-distracted driving law.

Harnessing the power and potentials of communication technologies, the DOH now offers Filipinos who want to kick their smoking habits real-time counseling and support through a quitline. Quitline is a hotline –165364 - that smokers can call. For the mobile-based cessation, simply text ‘STOPSMOKE’ to (29290)165364 – and text messaging will begin support and guidance to quit smoking, instead of actual operators and voice. Services will be available and accessible via SMART/Sun Cellular and Globe. “We are all pleased to share with the public new services that will help them initiate or continue quitting the use of tobacco products,” Health Secretary Paulyn Jean B. hile the cost of President Rodrigo Duterte’s foreign trips is triple that of his predecessors, Malacañang gave assurances that the Chief Executive is “very disciplined” when it comes to such expenses. “The President is very, very clear, he’s very disciplined about expenses,” said Presidential Spokesman Ernesto Abella on June 19, in an interview with Rappler. “There’s very strict accounting regarding that matter…In fact, there is always a finance officer coming along in all those trips,” he added. A Rappler report found that the government spent P386.2 million on 17 of Duterte’s 21 foreign trips in his first year as President. This amount is around triple what former president Benigno Aquino III spent in his first year, factoring in the dollar-peso exchange rate at the time. The amount is more than 4 times what former president Gloria MacapagalArroyo spent in her first year. Duterte went on 21 foreign trips in his first year in power while Aquino went on 8 foreign trips. Given that Duterte’s number of trips is more than double Aquino’s, Abella was asked if the present administration makes efforts to save on expenses during these travels. “I will find out about that but definitely part of the trips is really investing and making sure we are able to gain back our interest in investments,” said Abella.

During the interview, Abella emphasized that Duterte’s trips have resulted in billions in pesos worth of deals. He cited previous computations by Finance Secretary Carlos Dominguez III that for every peso the Duterte administration has spent on foreign trips, it gets back P1,000 in deals. Dominguez, last January, praised Duterte for “single-handedly” raising “the highest amount of foreign development assistance ever.” The finance chief had announced then that the President’s China and Japan trips raised P890 billion in official development assistance (ODA). However, Dominguez said in the same press conference that the ODA comes in the form of financial loans from foreign governments, with low interest rates and long terms to pay. verseas Filipino worker (OFW) Jennifer Dalquez has been acquitted of murder charges, her mother confirmed on June 20. The OFW’s mother, Alicia Dalquez, said the Department of Foreign Affairs (DFA) has informed her of her daughter’s acquittal. “DFA Manila ang nagreport sa akin. Inosente si Jennifer (DFA Manila reported it to me. Jennifer is innocent),” she told INQUIRER.net in a phone interview. She said a court at the United Arab Emirates acquitted Dalquez on June 19, of the charges of murder, thus, saving her from the death row. “Kahapon yung last hearing. Five years na lang siya mag-serve sa kulungan (Yesterday was the last hearing. She will now just serve five years in jail),” she said. Dalquez was sentenced to death in 2015 after she accidentally killed an Emirati police who attempted to rape her in 2014. “Masayang-masaya ako at nabunutan ng tinik sa dibdib. Wala akong mapagsidlan ng kasiyahan (I am really glad, just like a big thorn has been removed from my chest. I am overwhelmed by gladness),”

she said. Her daughter, she said, was happy with the decision. In a statement, Migrante International welcomed the acquittal of Dalquez. “We have talked to Jennifer’s parents and they confirmed that they were contacted by the Department of Foreign Affairs who relayed to them the good news,” Arman Hernando, Migrante International Spokesperson, said on Tuesday. “Because of her acquittal, no blood money is required of Jennifer. She, however, is still expected to serve a five-year jail time,” Hernando added. Migrante thanked the DFA “for having graciously imparted directly to us the positive update.” “Once again, our collective prayers, active intervention and resounding clamor for justice have prevailed,” Hernando said. “On behalf of the Dalquez family, we thank all supporters, migrants advocates and human rights defenders in the “Save Jennifer Dalquez” campaign. Indonesia, Malaysia and Philippines launch joint patrols to tackle ISIS threat

hree Southeast Asian nations have started trilateral naval patrols in the first concrete sign of cooperation against ISIS-inspired terror groups operating in the region. The Philippines, Malaysia and Indonesia will begin joint patrols and informationsharing to curb the influence of local Islamist terror groups, according to a joint statement released by the three governments. Southeast Asian terror cells aligned with the Iraq- and Syria-based group have been emboldened in recent years, culminating in a month-long battle for the city of Marawi on Mindanao island in the southern Philippines. The Trilateral Maritime Patrol Indomalphi -whose name incorporates elements of each of the three countries’ names -- was “initiated and implemented” by the governments of the “three in order to face the security challenges associated with each country’s border waters,” according to the statement. The start of the initiative was marked with a ceremony aboard an Indonesian naval vessel in the Javanese province of North Kalimantan Monday, attended by the defense ministers of the three countries, alongside each nation’s armed forces commander. “The Trilateral Maritime Patrol Indomalphi is a concrete step taken by the three countries ... in maintaining stability in the region in the face of non-traditional real threats such as piracy, kidnapping, terrorism and other transnational crimes in regional waters,” the statement said. To implement the increased intelligence sharing

and joint patrols, there will be a Maritime Command Center (MCC) in each nation -Tarakan in Indonesia, Tawau in Malaysia and Bongao in the Philippines. The maritime patrols will also include air and land elements. Chief among the issues that the Southeast Asian nations face is the rising threat of local terror groups from the three countries, who use the channels and inlets of the nations’ coastlines on the Sulu Sea to move weapons, cash and personnel between the Indonesian island of Java, Malaysia’s Sabah province and the Philippines’ Mindanao, a large southern island with a large Muslim population and a long history of religiously-motivated separatism. Kidnappings, especially by Mindanao-based militants of Indonesian nationals, has also been a key issue in moving the initiative forward. In addition to dozens of Indonesians, mainly fishermen and seamen, kidnapped in the past few years, the Sulu-based faction of the Abu Sayyaf Group (ASG) recently kidnapped two Canadians, a Norwegian and a Philippines national from a marina in the southern Philippines. Most recently an alliance of ISIS-aligned groups in Mindanao have organized to sweep into the Mindanao city of Marawi, holding territory in the city of some 200,000 people for a month. It is the first instance of disparate, ISIS-aligned Filipino groups banding together and holding territory. Philippines Armed Forces (AFP) operations continue but have not been able to yet dislodge

a core group of militants, organized by the infamous Maute group and led, ultimately, by the ASG leader Isnilon Hapilon, who has been declared the emir of Southeast Asia by ISIS’ leader, Abu Bakir al-Baghdadi. “This is a warning so we can be ready to address this together because there are sleeper cells that are in each of our countries,” Indonesian military chief Gen. Gatot Murmatyo said at the ceremony. “With this trilateral cooperation it will ease the exchange of information because the speed and accuracy of information is very much needed to put in place measures and anticipate the possible escape of (militants) out of Marawi.” Despite the three nations’ increasing issues with ISIS-inspired terrorism and their long unguarded coastlines bordering the Sulu Sea, long used for smuggling routes, active cooperation between the countries’ governments has been lacking, Sidney Jones, director of the Institute for Policy and Analysis of Conflict told CNN. “Part of the problem is that borders in this archipelago are extremely porous. It’s still possible to get in by boat. All three countries -- Malaysia, Indonesia and the Philippines -are trying to strengthen their border controls and their immigration checks,” the Jakartabased regional terrorism expert said. “One thing that’s needed is a common watch list so that all three countries are operating from the same information about who may be dangerous. Thus, instead of implementing all promised infrastructure projects, the government may be constrained to implement “just one or two.” Alarm bells have also been sounded on possible pitfalls of entering into financial agreements and loans with China and its state-run companies. To allay such concerns, Dominguez has said questionable companies will not be allowed to participate in auctions for infrastructure projects. Loan agreements typically entail conditions to the benefit of the country offering the loan. For instance, there are often clauses that the project must be implemented by a company owned by that government. (1) Katamaran, kapabayaan, o katakawan. Sinabi sa Kawikaan na ang ibang tao ay mahirap dahil sa maling mga ugali at walang paki-ki-alam o bahala na, na kaisipan (Ref: Mga Kawikaan 10:4; 13:4; 19:15; 20:13; 23:21). (2) Kultura ng kahirapan. Ang kahirapan ay nanganganak ng kahirapan. Ang siklo nito ay mahirap putulin. Ang mga taong lumaki sa kahirapan ay malimit kulang sa nutrisyon at edukasyon. Ang kakulangan sa mga bagay na iyon ang nagiging hadlang upang maka-ahon sa situasyon. Sinabi sa Kawikaan10:15,”...ang kahirapan ng yagit ay kanyang kapahamakan.” (3) Pang-aapi at pandaraya. upang malaman mo paano maka-hulagpos. Nagsimulang mangyari ang pagkakabihag ng tao sa kahirapan mula ng magrebelde sa Diyos ang tao. Wala sanang nabihag ng kahirapan kundi nag-rebelde ang tao laban sa Diyos duon sa Hardin (Gen. 3). Tandaan na inilagay ng Diyos sa kasaganaan ang tao at binigyan ng responsibilidad na huwag galawin ang bunga ng puno sa gitna ng hardin. Subalit pinili ng tao na mag-rebelde at kanin ang ipinagbawal ng Diyos. Nagpadala ang tao sa manunuksong ahas. Ang resulta, pinalayas ng Diyos ang tao mula sa masaganang hardin at itinakda ng Diyos ang kaparusahan laban sa manunuksong ahas (Satanas). Mula nuon, nagbungkal na ang tao ng lupa upang kumain. Kailangan na ng tao na kumayod upang kumain. Gawa na rin ng pagrerebelde ng tao, napailalim siya sa kapangyarihan nang hari ng sanlibutan. Ganito ang sabi ng Biblia”....ang kanilang isip ay binulag ng diyos ng kasamaan sa daigdig na ito, upang hindi nila makita ang liwanag ng Magandang Balita tungkol sa kaluwalhatian ni Cristo na siyang larawan ng Diyos (2 Cor. 4:4).” Maliwanag ang pagkaka-ugat sa pagkakabihag ng tao. Hindi na makita ng tao ang daan sa tutuong kasaganaan gawa ng nabulag at patuloy na binubulag ng hari ng sanlibutan. Kung ano palakad ng ahas sa sanlibutan, natural apektado ang lahat. Sadyang layunin ng diyos ng kasamaan sa daigdig na bihagin, pagnakawan, patayin at sirain ang buhay ng lahat ng tao (Juan 10:10). Kaya sa pagnanasang sumagana ang iba, ang paraan na rin ng diablo ang kanilang gawa. Pandadadaya, pagnanakaw, pangugulo, pagbebenta ng bawal na duroga o katawan. Pagbubudol-budol gang, pagsasalisi, pandurukot, pang-i-iscam, pang ha-hack at kung ano-ano pa. Marami rin ang kumakayod ng malinis ngunit tutuong hirap. Sa kabila ng pagsisikap ng taong maka hulagpos sa kahirapan, marami tila nababaon pa kung hindi nanatili sa gayong kalalagayan. Wala na ang pag-asang maka-ahon. Galit, iyak, hinagpis, kabiguan at pagtatanong na lang ang nangyayari. Subalit, huwag rin mag-akala na kapag naka-ahon na sa hirap at yumaman ay ligtas na sa problema. Sa ulat ni Robert Frank sa Wall Street Journal, Marso 9,2011, miserable ang buhay ng mga mayayaman. Sa isang pag-aaral na pinonduhan ng Gates Foundation, ipinahayag na ang mga ultrarich ay “lost souls”, walang kasukat sa sosyodad at nabibigatan sa katatakutan, alalahanin, at pagkakabaluktot ng pamilya gawa ng kayamanan. Gayun man, kailangang matanto na hindi galit ang Diyos sa kayamanan. Sa katunayan, ang kayamanan sa sarili nito ay hindi isinusumpa ng Diyos. Halimbawa si Abraham ay pinagpala ng Diyos na magkaroon ng kayamanan (Gen. 13:2). Makikita na pinagpala ng Diyos si Job ng materyal na kayamanan (Job 42:10). Ang kayamanan ay ebidensiya ng pagpapala ng Diyos (Deut. 8; 28; Prov. 22:2; Eccles. 5:19). Subalit sa kabila na ang kayamanan ay ebidensiya ng pagpapala ng Diyos, ayaw ng Diyos na manalig ang tao sa kanilang kayamanan kundi sa Diyos lamang (Prov. 11:4; 11:28; Jer. 9:23; 1 Tim.

Ikalawa, kapag na-isumpa ng Diyos ang isang mayaman na tao, nasumpa siya gawa na rin ng paraan ng kaniyang pagkuha ng kanilang kayamanan. Ang propeta na si Amos ay nagprotesta laban sa hindi makatarungan pagpapayaman sa pamamagitan ng pang-aapi o pandaraya.(4:11; 5:11). Ang propeta Micah ay nagsalita laban sa maling gamit ng timbangan na pandaraya laban sa mga mahihirap (6:1). Hindi kinukundena ang kayamanan mismo. Ang hindi makarungan paraan ng pagpapayaman ang masama’ at huhukuman. Ikatlo, may epekto ang kayamanan sa tao. Ang kayamanan ay malimit tumutukso na makalimot ang tao sa Diyos (Kawikaan 30:8-9 ; Hosea 13:6). Kayamanan na ang diyos nila. Sinabi ng Biblia na hindi naman talaga masisiyahan ang tao sa kanilang kayamanan kung kinuha sa masamang paraan (Eccl. 2 at 5). Higit pa rito, ang kayamanan ay maaaring tumungo sa kapalaluan at pagmamataas (Kaw. 28:11 at Jer. 9:23). Bagaman nag-rebelde ang tao, plano ng Diyos na iligtas sa pagkabihag ang tao. Sinabi ng Biblia, “...Kaya’t naparito ang Anak ng Diyos upang wasakin ang mga gawa ng diyablo (1 Juan 3:8).” Sinabi pa ni Jesus, “Naparito ako upang ang mga tupa ay magkaroon ng buhay, buhay na masaganang lubos.” (Juan 10:10b). Paano makakamtan ang mga pangako ni Jesus? Gawin mo lamang ang dalawang bagay.... (1) Magsisi at talikuran ang pagiging rebelde sa Diyos. Aminin mo na isa kang makasalanan sa isip, salita at gawa. Itatwa at talikuran mo na ang buhay ng pagrerebelde sa Diyos. Talikuran mo na ang pakikipag-isa mo kay Satanas kung saan ang mga paraan niya ang iyong ipinatutupad sa buhay.

(2) Sumampataya ka kay Jesus Cristo. Bakit at paano? Ganito ang sabi ng Biblia, “Ginagawang matuwid ng Diyos ang lahat sa pamamagitan ng kanilang pananampalataya kay Jesu-Cristo. Walang pagkakaiba ang mga tao, sapagkat ang lahat ay nagkasala, at walang sinumang nakaabot sa kaluwalhatian ng Diyos. Ngunit dahil sa kanyang kagandahang-loob na walang bayad niyang ibinigay, sila ay itinuring na matuwid sa pamamagitan ni Cristo Jesus na siyang nagpapalaya sa kanila. Siya ang inialay ng Diyos bilang handog, upang sa pamamagitan ng kanyang dugo ay mapatawad ang kasalanan ng lahat ng sumasampalataya sa kanya at itinuturing niyang matuwid ang mga sumasampalataya kay Jesus(Roma 3:22-25).” Pansinin na hindi sinabing sumampalataya sa ano mang relihiyon, tradisyon, denominasyon, kayamanang panlupa, o sa sariling pagpapakabait kundi kay Jesu Cristo lamang. Wala kasi sa mga iyon ang kapangyarihang magkalag sa iyo sa pagkakabihag sa kahirapan ng iyong kaluluwa at buhay. Nakay Jesu Cristo lamang! Kapag ginawa mong “sumampa” at “itaya” kay Jesu Cristo ang iyong buhay ngayon, kakalagan ka niya at pagkakalooban ng masagana at walang hanggan buhay dito sa lupa hanggang sa langit (Juan 10:10). Saan ka man ngayon, tawagin mo ang pangalan ni Jesu Cristo. Ipahayag mo ang dalawang bagay na sinabi ko. Gawin mo lamang tutuo sa puso ang panawagan mo kay Jesu Cristo at mararanasan mo ang kanyang tugon. Nag-iintay Siya sa iyong pagtawag. More OFW households turn to savings

ore Filipino households are saving the money sent home by their loved ones from abroad for future expenses while less households are investing amid the volatile global financial markets, according to the results of a quarterly survey conducted by the Bangko Sentral ng Pilipinas (BSP). Rosabel Guerrero, director of the BSP’s Department of Economic Statistics (DES), said results of the Consumer Expectations Survey (CES) for the second quarter showed an increase in the percentage of households with savings to 45.9 percent in the second quarter from 36.9 percent in the previous quarter. The percentage of OFW households using remittances to save as of the second quarter was more than six times the 7.2

percent recorded in the first quarter of 2007 when the CES was launched. “OFW households that utilize their remittances for savings continued to increase in the second quarter,” she said. According to Guerrero, 97 percent of the 434 households included in the survey that received remittances used the money to purchase food and other household needs while 68 percent allotted part of the remittances for education. Likewise, 60.8 percent of the OFW households allocated part of the remittances for medical expenses, 43.1 percent to pay debt, 25.3 percent to purchase consumer durables, 16.4 percent to acquire a house, and 7.4 percent to buy a vehicle.

Overall, including households that do not receive remittances, the percentage of respondents with savings increased to 35.8 percent from 34.9 percent. Guerrero said the respondents are saving money for emergencies, education, retirement, health and hospitalization, business capital and investment as well as for the purchase of real estate. She said almost two-thirds or 65 percent of household savers had bank deposit accounts while 45 percent kept their savings at home. On the other hand, 28.6 percent of the household savers put their money in cooperatives, paluwagan, other credit or loan associations as well as investments in stocks and insurance. Guerrero said the percentage

of respondents who reported that they could set aside money for savings during the current quarter declined slightly to 44.9 percent from 45.1 percent. Moreover, the proportion of those who could set aside 10 percent or more of their monthly gross family income was lower at 38.6 percent from 41.4 percent. Guerrero also reported the number of households that allocated remittances for investments slipped anew to 4.4 percent in the second quarter from 6.2 percent in the previous quarter. The percentage of OFW households investing remittances is almost double the 2.3 percent level when the survey was first conducted. —Philstar

Stores in New Taipei to stop selling single-use shopping bags

tarting in October, all hypermarkets, supermarkets and convenience stores in New Taipei will stop selling single-use plastic shopping bags to customers, as part of effort to reduce plastic waste, the city’s Environmental Protection Department said. The program, which was first implemented in May on a trial basis in 21 stores, will be expanded to another 330 stores in July, the department said. By October, all 2,630 stores in the city will be part of the trial program, according to the department. Starting on Jan. 1, 2018, the program will be officially adopted and hypermarkets, supermarkets and convenience stores in the city will only be allowed to sell plastic bags that can be reused as certified garbage bags to customers asking for a temporary shopping bag. Any store found to be in violation will be fined, the department said. Under the “per-bag trash collection fee” system implemented in Taipei and New Taipei, residents are required to put household garbage in certified garbage bags to be able to dump it in a garbage truck. Since 2003, the Environmental Protection Administration has prohibited certain stores from providing customers with free plastic shopping bags. This ban applies to government agencies, schools, department stores, shopping malls, hypermarkets, supermarkets, convenience stores and fast-food restaurant chains. On Jan. 1, 2018, the ban will be expanded to include pharmacies, drug and cosmetics stores, medical instrument stores, retailers of electrical appliances, cameras, information and communication equipment, book and stationery stores, laundries, beverage stores and bakeries.

Marinate meat or vegetables before grilling to avoid harming health

Ministry denies spending big to place abandoned foreign children

he Ministry of Labor denied an online rumor that it spends NT$2 billion (US$66 million) annually to subsidize the placement of 8,000 children abandoned by migrant workers using the Employment Stability Fund. To refute the erroneous claim which has been reported on local television, the ministry provided a detailed explanation of the situation in the Legislative Yuan and also posted four online items to clarify the issue. Citing data provided by the Ministry of Health and Welfare, the Ministry of Labor indicated that about 45 children of migrant workers have required out-of-home placement since 2007 and total expenditure on such services is estimated to be NT$5.51 million. The ministry is responsible for resolving the placement of abandoned children

in collaboration with social services in accordance with regulations governing the Employment Stability Fund, officials said. To qualify for such subsidies, children must be born to migrant workers, with at least one legally working in Taiwan according to the Employment Services Act and the whereabouts of those parents unknown. Children being cared for by their parents or third parties arranged by their parents are not eligible, according to the ministry. The ministry also noted that it generally seeks assistance from the Ministry of Foreign Affairs to locate the parents of children born to foreign nationals when they are under three months old, after which age if their birth parents cannot be found they are put up for adoption with most adopted before they reach three years old.

ew visa regulations for passport holders from South and Southeast Asian countries took effect June 1 as part of efforts to expand multifaceted exchanges with the regions under the government’s New Southbound Policy, the Ministry of Foreign Affairs announced. Under the revised rules, passport holders from Cambodia, India, Indonesia, Laos, Myanmar, the Philippines and Vietnam who have been issued an entry visa or alien resident certificate by the Republic of China (Taiwan) in the past 10 years are now eligible to apply online at no cost for a Travel Authorization Certificate. The TAC program, launched in 2009, offers a multiple-entry visa that is valid for 90 days and permits a maximum stay of 30 days. According to the MOFA, this mechanism currently facilitates 160,000 visits from Southeast Asian countries annually. The new regulations are expected to further boost people-to-people exchanges between Taiwan and the region since an estimated 1.35 million people from the seven aforementioned countries have been issued visas in the past decade, making them eligible to apply under the TAC program, the ministry added. The TAC eligibility changes do not apply to nationals of these countries who have previously engaged in blue-collar work in Taiwan or have a record of immigration irregularities or legal violations. Also under the new rules, nationals from Bhutan and Sri Lanka can now apply for tourist visas to Taiwan. In addition, passport holders from the two nations are no longer required to have a Taiwan company as a guarantor when requesting business visas, while ROC overseas missions have been authorized to grant one-year multiple-entry visas to Bhutanese and Sri Lankan business travelers who make frequent trips to Taiwan. The MOFA has also extended its eVisa

scheme to include business travelers from Bangladesh, Bhutan, Iran, India, Nepal, Pakistan and Sri Lanka. Nationals from these countries who receive recommendations from branch offices of the government-supported Taiwan External Trade Development Council can apply for e-visas online once their application has been approved by the ministry’s Bureau of Consular Affairs. Launched in January 2016, the eVisa scheme aims to boost the nation’s overseas commercial ties, enable convenient travel to trade shows and other events in Taiwan, and help local enterprises identify new economic opportunities. Besides passport holders from the seven new additions, citizens from 20 ROC diplomatic allies and 14 other nations, as well as travelers from all countries and territories invited to attend major international events such as conferences, sporting competitions and trade fairs, can apply to visit Taiwan under the eVisa scheme. Taiwan currently offers visa-free privileges of either 30 or 90 days to passport holders from 48 countries, with the government working to further streamline the visa application process so as to expand international exchanges and strengthen the nation’s tourism sector. The latest changes mark the second wave of visa relaxation measures for passport holders from New Southbound Policy target countries since September last year. Indonesia seeks better treatment for migrant caregivers in Taiwan

ndonesia has plans in place to improve the treatment of its migrant caregivers in Taiwan, including exemption from brokerage fees, an Indonesian labor official has said. Agusdin Subiantoro, deputy head of the Agency for the Placement and Protection of Indonesian Migrant Workers, said that his agency has drawn up three plans aimed at ensuring better treatment for its migrant caregivers in Taiwan. The plans include exempting Indonesian migrant workers from paying brokerage fees for applying to work as domestic caregivers in Taiwan and instead, having their Taiwanese employers to make the payments, he told CNA in a recent interview. The second plan is a one-day care system, under which Indonesian migrant caregivers do not have to live with the families they work for and instead can live in accommodation provided by the company that provides their domestic care services, he said. For example, they can work for a family for a couple of hours per day and then move to another family to work for the rest of the day, he said.

The third plan, he said, is to exempt Indonesian caregivers working for care centers or related institutions from paying brokerage fees and instead having the institutions hiring them to pay the fees, Agusdin said. Meanwhile, the Indonesian government is demanding that Taiwan raise the minimum wage for Indonesian domestic caregivers, he said. Currently, Indonesian domestic caregivers in Taiwan earn NT$17,000 (US$562) per month, while migrant factory workers and workers at institutions for caregiving are paid around NT$21,009 in line with Taiwan’s monthly minimum wage, which was increased this year from NT$20,008, Agusdin said. He said the Indonesian government is seeking to narrow the gap in the monthly wages for Indonesian domestic caregivers and factory workers in Taiwan. There are currently 187,281 Indonesian caregivers in Taiwan, accounting for about 77 percent of the total number of foreign caregivers in the country, according to government statistics. —Focus Taiwan

Aurora is a paradise for surfers, with its long coastline exposed to the Pacific Ocean. The sport was made famous in the Province by the classic film Apocalypse Now. The scene in which U.S. soldiers are surfing was filmed here, and the production crew left behind surfboards for the locals to use. The locals of Baler claim that the surf is sometimes so huge that they could hear it all the way from the provincial capitol building, some 1.5 km away from the coast.

The Aurora Surfing Cup is an annual surfing competition held in Baler. The Cup was first held in September 1997. It is a three-day competition with several different events and an open-to-all surfing clinic.

One of the Cup's biggest attractions is its free surfing clinic, open to anyone interested in learning the basics of the sport. Local Baler surfers conduct the clinic and even lend out their equipment for use by the participants. Lessons include bodyboarding and stand-up surfing.

As the capital and oldest municipality of Aurora Province, Baler is the seat of government and the center for trade and industry. The most progressive town in Aurora, Baler commands the most resorts, public institutions and facilities, as well as business establishments.

Undertows, which are helpful to surfers and dangerous for non-swimmers, do occur in certain areas. The most popular surfing point is found right in front of Bay's Inn, where beginners brave the moderate waves and regular surfers practice. The name of the sculptor is lost; however, locals claim that this icon possesses miraculous powers and grants miracles to those who believe. After Good Friday, they retrieve their respective amulets now "recharged with power." It is also said that the amulets in the niches are visible only to their owners.

Here, the last Spanish garrison of four officers and 50 men was besieged by Filipino insurgents from June 27, 1898 to July 2, 1899. This was the last pocket of resistance of the Spanish Armed Forces to surrender to American troops. This is also where the La Campana de Baler, an ancient bell, was used and later stored as a relic. Aniao Islets Two small but imposing islands lie

south of the islet of Dimadimalangat. These islets jut straight from the sea like bullets, with shrubs, small trees and other greenery growing on top surfaces. Kingfishers, gulls and hawks use these islets as lookout points for fish. Towering waves relentlessly pound the base of the formations, challenging even the most intrepid of rock climbers.

The area is good for diving and, during calmer months, snorkeling.

GETTING TO AURORA The province can be

accessed from Manila via two routes, the Canili-Pantabangan road and the Baler-Bongabon Road. The former leads into the town of Maria Aurora. Some portions of the road are very steep. The latter route leads to the town of San Luis and ends in Baler. This route is more commonly used. The use of public transportation is recommended for traveling to Baler. Driving a personal vehicle to Baler may be difficult, given the long drive through rough, narrow and zigzagging mountain roads. Through the joint efforts of Senator Edgardo Angara and Governor Bella Angara-Castillo, the Baler-Bongaban Road has been largely paved with cement. This cuts travel time by almost two hours, making it a more comfortable trip for private vehicle travelers. Sport utility vehicles are highly recommended.From time to time, the Baler-Bongabon road is inaccessible due to landslides and typhoons.Travelers are advised to contact locals, local government offices or public transportation companies which have routes to/from Aurora for information on which route is ideal to use at any given time.

From Manila, enter the North Expressway at Balintawak and exit at Sta. Rita Bulacan. From there, follow the highway leading to Cabanatuan City, Nueva Ecija. From Cabanatuan City Proper, follow signs leading to Bongabon until you come to a fork, where you see a sign "to Baler" headed right. Turn right and you will reach the foot of the Baler-Bongabon highway which eventually runs right into Aurora National Memorial Park. Beware of wild zigzagging roads, fast trucks and landslides during rainy season. Use this opportunity to view the lush virgin forests of the Sierra Madre Mountain Range. Genesis Transport Bus provides the only direct route to Baler from Metro Manila. There are Pantranco North buses that go on daily trips from Manila to Cabanatuan, and sometimes also goes through to Baler. Take a bus marked Aparri, Ilagan, San Jose or Tuguegarao. The trip takes about two and a half hours. Travelers from the north will have to change buses at Cabanatuan. Alternatively, take a Baliwag Transit bus from the terminal at Cubao, Quezon City, which goes to Cabanatuan, Nueva Ecija. From there, go to the Sierra Madre Transit or Pantranco terminals and take a bus heading for Baler. The last bus leaves at 3:00 p.m. Jeepney rides are also available. On the return trip, take the Genesis Sierra Madre and Pantranco buses from Baler Poblacion.

Grow your money: Teach your teen to save P10,000 in a Year

re your teens growing up to be money-wise? No longer children but not quite adults, they can now understand what money can do, yet they may not fully grasp its value. Having been dependent on their parents for almost everything, they may not realize how hard it is to earn money. It’s pretty common for teenagers to ask for expensive gadgets and clothes from their parents, not understanding that these can be way beyond their parents’ budget. The good news is your teenagers are in a learning phase where they can absorb the savings habit before jumping into the real world. The best way to educate your teenagers on money issues is to let them experience how it is to earn and save money on their own. One good way to let them do this is to set a goal, say saving P10,000 a year. You might think this is not easy, and your teenager will likely agree with you – but the truth is P10,000 is a very modest savings goal, as we will illustrate here. Yes, even teenagers who are not yet earning, but receive allowances and gifts, will discover that this is a realistic goal. The sum of P10,000 is not too difficult to attain – by saving P200 a week, they can easily come up with this amount within one year.

Here are eight simple steps to get you and your teenager to raise P10,000 after twelve months:

1. Open a savings account for your teenager. Make sure your teenager will be able to safekeep his or her money. The best way to do this is to have a savings account, which your teenager should be able to open with your assistance. Choose a bank with a small opening requirement and with online and mobile services to encourage your teenager to monitor her or his funds.

2. Introduce budgets and how they work. Show your teenager how to create and manage a personal budget (e.g their allowance), by knowing his or her own spending habits. This entails finding out how much she or he gets in allowances and how much he or she spends on school days, as well as on weekends. This will give your teenager an idea of the resources that are available at his or her disposal.

3. Teach priorities. This early, teach your teenager how to let go of unnecessary expenses so that she or he can learn to prioritize. Some of the things that your teenager can drop are soda (P20 a day, or P100 per week), cell phone load (P30 for 3 days), or visits to the fast food joint (where meals cost anywhere from P100 to P250, depending on what was ordered). Savings of P40-50 a day could add up to P10,000 in savings per year.

4. Discover rate shopping. Encourage your teenager to find more affordable alternatives to those things that he or she usually buys. At the fast food outlet or restaurants, show your teenager the less pricey alternatives to the top-of-the-line item he or she usually gets, such as the P100 budget meal versus the P250 upsized order. Take them to the grocery, and pick a product and show how the same item can be priced differently depending on brands and house brands. Strategic substitution will let your kid realize his or her goal.

5. Give your teenager opportunities to earn. It’s time to let your teenager understand that money is earned by giving him or her an opportunity to do so. Tutoring another child can yield P350 -P500 an hour. Teaching sports, walking someone’s dog, or watching over young children present earning opportunities. Just an hour of work every weekend could mean P1400-P2000 a month, which will let your teener get past the P10,000 goal in less than half a year. 6. Offer a matching program. To make things more interesting, offer to give the amount she or he raises at the end of every month. To reach P10,000 that means he or she needs to save around P450 a month, which translates to about P120 a week. Your offer to match their savings will hopefully encourage them to save more and will let them reach their goal of P10,000 faster.

7. It’s never too early to invest. Let your teenager earn from investing. If he or she receives cash gifts from relatives, encourage your teenager to put these into a mutual fund, and see how this can grow in a year. Better yet, open a fund for your teenager, which you can do with just P5,000. Let your kid put money into this fund each time his or her savings reach P1,000, and let them enjoy how money could appreciate in value.

8. Download apps to track savings and expenses. As most teenagers are heavy mobile phone users, introduce them to fun apps and online sites to help your teenager check his or her finances, and put fun into the saving game. Encourage them to monitor their money weekly by looking not only at savings, but at expenses as well. This will help lay the foundation for personal budget-setting and monitoring. Still not convinced you can reach the goal? Consider this: Put your child on the right path and encourage savings while he or she is still young and already has the means to do so. Tilapia lake virus infected fish farms in Taoyuan rise to 7

nother fish farm in Taoyuan was confirmed to have been infected with the tilapia lake virus (TiLV), bringing the total number to seven since the virus was first reported in the city on June 13, according to the Council of Agriculture (COA). All seven infected fish farms are in the city’s Guangyin District and within three kilometers of the first infected site, according to the COA. The city government has ordered inspections of all ponds within a threekilometer radius of the site. Once those are completed, farms within a five-kilometer radius of the site and others in neighboring Hsinchu will be checked to ensure the virus has not spread, the COA said. Although the virus only infects tilapia and there is no risk of it being passed on to humans, it is incurable and is listed as a major infectious disease by the World Organization for Animal Health (OIE), the COA noted. Were it to spread to other parts of

Taiwan, it could jeopardize the country’s tilapia industry, which is why the COA also ordered expanded inspections of 12 brood fish farms upstream of Shihmen Reservoir, which did not find any evidence of the disease. Inspections of two fish farms near a farm in Tainan from which the infected tilapia fry were sourced also came up negative, as did inspections of 147 fish farms within one kilometer of the Tainan farm, according to the COA. The results indicated that the virus is confined to Taoyuan and has not spread to other parts of Taiwan, the COA said. The infected farms are banned from transporting any living creatures from their premises for two weeks, the COA said. The virus was first discovered in Israel in 2009 when up to 70 percent of the wild fish population of a natural lake died. Taiwan is the sixth country to report the virus, after Colombia, Ecuador, Egypt, Israel and Thailand.
