Pag-IBIG’s savings plan is still better

M

any people who are employed may not notice the meager amount deducted from their monthly salaries that go to their Home Development Mutual Fund (Pag-IBIG) accounts. After all, what’s a few hundred pesos? But cumulatively, and most especially when checked years after the 9-to-5 routine, one might be surprised to see how much those few hundreds of pesos can grow. It may not be enough to buy a house, but it’s still a sizeable sum that could have been otherwise spent on stuff that may no longer spark joy.

Unknown to most though, that mandatory monthly contribution to your Pag-IBIG account isn’t the only savings plan offered by the government-run savings and mortgage fund. The Pag-IBIG Fund’s Modified PagIBIG2 (MP2) savings program, which seeks placements maintained for a five-year period, offers a more competitive dividend rate than most offered by banks and even corporate bonds. As seen in the infographic below, the program has been offering higher dividend rates for the past eight years in contrast to the average interest rates offered by leading commercial banks on time deposits, based on data from the Bangko Sentral ng Pilipinas (BSP).

Launched in 2010, the MP2 only seeks a minimum monthly contribution of Php500 over 60 months or five years, with the promise that members can earn 50 basis points above the fund’s annual dividend rate. The annual dividend rate is based on the financial performance of Pag-IBIG in the preceding year so it varies annually. In April, the government-run fund set the annual dividend rate of the MP2 Program at 7.41 percent for 2019. While almost one percentage point lower than the previous year, it’s still higher than the average interest rate offered by commercial banks in 2018 on time deposits kept for less than two years at 3.45 percent. It’s also technically a better investment

plan than the seven-year corporate bond offer of SMC Global Power Holdings Corp., the power subsidiary of San Miguel Corporation, which promises a 7.6 percent annual yield. The SMC bond offer not only demands investors to keep their money a bit longer, but it seeks a higher investment amount, too. Moreover, annual dividend rates offered by Pag-IBIG have been on an upward trend for years now. And with its recent financial performance, closing 2018 with a net income of P33.17 billion, up by 10 percent from the previous year, it’s likely that MP2 Savings members may enjoy above-market interest rates for quite a while. —Esquiremag.ph

Pantawid Pamilyang Pilipino program now a law

P

resident Rodrigo Duterte has signed into law a measure institutionalizing the government’s national poverty reduction strategy. The Pantawid Pamilyang Pilipino Program (4Ps) or Republic Act (RA) 11310, aims to provide financial aid to poor households that meet certain qualifications, to improve the health, nutrition and education aspect of their lives. Duterte signed the measure into law on April 17, but was released by the Palace only last May 22. Under the law, the government will provide conditional cash transfers to qualified poor households

for a maximum period of 7 years. The National Advisory Council, however, may recommend a longer period under exceptional circumstances. Among those qualified for the program are farmers, fishermen, homeless families, indigenous peoples, those from the informal sector, and those living in isolated and disadvantaged areas including places without electricity. The Department of Social Welfare and Development (DSWD) is tasked under the measure to review qualified beneficiaries using a standard targeting system every 3 years. Pantawid, Continued on Page 4

House panels OK bill creating hospital for OFWs hree House panels have consecutively approved a measure seeking to establish a dedicated hospital for overseas Filipino workers (OFWs) and their dependents. The House Committee on Health joint with the Committee on Appropriations on (May 27) approved House Bill 9194, principally authored no less than by Speaker Gloria Macapagal-Arroyo, while the House Committee on Ways and Means approved the measure’s tax provision on (May 28). Under the measure, a hospital, to be called the OFW Hospital, will be developed to cater to the health care needs of Filipino migrant workers and their families. The said hospital will be under the full administrative and technical supervision of the Department of Health and will serve as the primary

referral hospital for repatriated OFWs who need medical assistance and support. Apart from providing comprehensive health care services to OFW contributors to the Overseas Workers Welfare Administration and their legal dependents, the hospital is also mandated to conduct medical examinations to make sure that OFWs are well-capacitated

when they work abroad. Further, the hospital is also tasked to set up systems that will monitor the condition of patients and to produce relevant health information and data for policy formulation. Arroyo said the House is proposing such a measure after President Rodrigo Duterte called for proworker bills during the celebration of Labor Day earlier this month. “You remember I sent a letter to Senate… this is not one of them. This is an additional bill, because he (Duterte) asked for a bill for workers during Labor Day, so it’s best effort,” Arroyo told reporters in an ambush interview. “Definitely if we don’t get to pass it, this particular 17th Congress, I will ask our allies to refile it,” he added.

National ID, data sharing can prevent scams like Philhealth ‘ghost’ treatments —Drilon

inority Leader Franklin Drilon urged the Philippine Statistics Authority (PSA) to enhance its data sharing capability with the imminent implementation of the national identification system. Drilon expressed hope the PSA, repository and custodian of all data and main implementer of the Philippines Identification System Act, would be more open to sharing the data relevant to service delivery. This was after Philhealth said PSA refused to confirm whether the patients of a dialysis center claiming benefits with the state health insurer have already died due to the data privacy law. PSA said Philhealth should have requested a data sharing agreement with them. Drilon, principal author of the Philippine ID Act, said simple sharing of data could help prevent fraudulent transactions such as the ‘ghost dialysis’ treatment controversy that plagued the Philippine Health Insurance Corporation (Philhealth) that caused the government billions of pesos. “The establishment of a single national ID system and an effective data sharing between and among government agencies could help prevent fraudulent transactions from arising in the future,” he said. He said the fact of death of a person is not a privacy issue and not a sensitive personal information that PSA should withhold, particularly if it involves the disbursement of public funds. “What danger would it pose to the deceased person, or his or her family, if Philhealth knows that he or she is already dead?” Drilon asked. “None. This is just a factual question answerable by just yes or no, but is very important for Philhealth and other agencies disbursing public funds for the benefits of claimants to know in order to verify the legitimacy of a claim and prevent fake, illegal and fraudulent transactions,” he added. He said the law mandates establishment of a single national identification system for all Filipinos, here and abroad, to enhance the delivery of basic services to the public and eliminate corruption, among others. He said once the national ID system is in place, agencies tasked to disburse public funds for the benefit of claimants, including Philhealth, Social Security System, the Government Service and Insurance System, and the Philippine Veterans Affairs Office, among others, can readily verify information about the claimant before they disburse pubic funds. The senator said this is because the implementation of the national ID system will provide for a mechanism or a system to verify the existence of a person, most importantly whether the claimant is alive or not, or whether the transaction is fraudulent or not. He further said the law’s implementing rules and regulations also clearly included that the death of the registered person would cause the deactivation of the person’s permanent identification number. He said that could potentially eliminate fraudulent transactions such as what happened in the ghost dialysis treatment controversy. Drilon said the national ID law will empower the agencies against fraudulent claims, while helping them provide efficient delivery of service to the public. —GMA News

Rules on lifetime mobile phone numbers takes effect on July 2

S

tarting July 2, 2019, subscribers of mobile telecommunications networks can have their phone numbers processed permanently for life regardless of the subscription or carrier, according to the National Telecommunications Commission (NTC). The commission has released the implementing rules and regulation (IRR) of the measure which allows portability or permanence of a cellular phone number even if the subscriber has switched to another service provider. In a statement, the NTC said has issued Memorandum Circular (MC) No. 03-06-2019 on the “Rules and Regulations Implementing Republic Act (RA) No. 11202 Otherwise Known as the ‘Mobile Number Portability Act’.” President Rodrigo Duterte signed RA 1102 into law on February 8, 2019.

The NTC is mandated to implement nationwide the mobile number portability (MNP) law and issue the rules and regulation for the law. The circular promotes “easy and expedient” mobile phone or device usage by allowing the convenient transfer of a mobile postpaid or prepaid subscriber from one service provider to another, or change the type of subscription from postpaid to prepaid or vice-versa, without changing the subscriber’s mobile number. According to the circular, every subscriber applying for MNP service should be qualified as follows: l no outstanding financial obligation with the donor provider l the mobile number used in a device is not locked to any mobile service provider l 60 calendar days must have lapsed from the

date of activation of the ported number l no pending request for transfer of assignment of the mobile number l no order from a court of law stopping the mobile number porting l not blacklisted by a service provider due to previous fraudulent activities “A subscriber who intends to avail of the MNP service shall first request from donor provider a nine-digit unique subscriber code (USC) which is valid for 15 days,” the circular read. “The subscriber shall submit his/her porting application (PA) indicating therein a valid USC to recipient provider (RP) in person or through a duly authorized representation, or online, or through an SMS via a five-digit access code,” it said. Within 24 hours after receiving the application, the telco must

either transmit the clearance to the other company preferred by the subscriber, or that the porting application has been rejected, or that the applicant still has outstanding financial obligation. The porting process should be completed within 48 hours after a telco receives the application as long as the subscriber has no outstanding financial obligation or has not been rejected, the NTC said. Postpaid and prepaid subscribers of the same mobile network may also go for the MNP service, with the application processed within 24 hours subject to existing policies of the telco. The NTC emphasized that no fees and charges will be collected from subscribers applying for MNP service. The memorandum circular will take effect on July 2, 2019. —GMA News

Shopee Philippines denies ‘scam’ in BLACKPINK meet and greet event

hopee Philippines on June 14, denied allegations that they had duped fans of K-pop group BLACKPINK over a meetand-greet event hosted by the e-commerce platform. “The revocation of the tickets of some BLACKPINK fans was the result of a system error and not due to a change in promotional mechanics,” Shopee Philippines said in a statement released to media. Shopee also claimed it did not change contest mechanics for the event, held on June 6. The mechanics initially stated those who were among the 568 Top Shopee spenders for cumulative purchases within the period of May 11 to May 25 would get one pass to the event. Of the 568, the Top 40 would be given a chance to receive autographs from BLACKPINK on stage.

Public warned vs groups fronting as MCGI to ask for cash donations

everal cases of street scams have been reported not only in the Philippines but in different parts of the world. Scammers usually pose as members of charitable institutions or religious groups to ask for cash donations allegedly to fund charity events or programs. Many of them have gone viral on social media such as a Filipina who was caught on camera asking money from customers inside a restaurant abroad saying the donations were to support a certain “children’s foundation”. Another incident which happened in Japan was recorded by an overseas Filipino worker (OFW) who, in the video,

was questioning another Filipino about the legality of her action. The latter was caught collecting cash donations from passers by allegedly to support the same foundation for children. Such scheme was reported by a local news agency in Japan. Three Filipinas also made headlines in Thailand this year for illegally soliciting funds allegedly to support the victims of Typhoon Yolanda in the Philippines even if the calamity happened six years ago. The same modus operandi was reported in Brazil where the scammer was confronted by another Filipino in an airport. The scammer was caught on video asking monetary donations from tourists

and locals to allegedly raise a Yolanda fund and also to donate to a certain children’s foundation by a Filipino founder. Just recently, President Rodrigo Duterte directed the National Bureau of Investigation (NBI) to investigate and facilitate the closure of a religiouslyinclined group luring Filipinos into an investment scam. Because such modus operandi have been exposed, scammers are now using the names of legitimate organizations to push their interests. The Members, Church of God International (MCGI) was not spared from such illegal activities. A report has reached the knowledge

of MCGI administration about individuals posing as supporters of the group’s charity works and collecting money from just anybody on the streets. The street scammers were using the name of La Verdad Christian College (LVCC) and MCGI to ask for cash donations. “We vehemently deny the involvement sa mga ganyang klase ng pangongolekta, panghihingi ng donasyon sa kalsada o saan mang lugar, (in any practice of collecting or begging for donations on the streets or just anywhere),” Kuya Daniel Razon said during the program “Good Morning Kuya” on UNTV. “Hindi po iyan totoo. Hindi po nanggagaling iyan sa organisasyon, iyang ganyang klase ng panghihingi para maipagpatuloy ang ating charity works. Natuto po tayo sa katwiran ng Panginoon na magbatak ng buto,” he further stressed. (That is not true. That is not a practice in the organization to collect money [from just anybody] to support our charity works. We have learned from the righteousness of God to work and earn a living.) Kuya Daniel offered a reward to anybody who could provide information that will lead to the arrest of these scammers implicating the names of LVCC and MCGI and to curb such illegal practice while putting those behind the scams to justice. “Anybody na gumagawa ng ganyan, ipahuli ninyo. Kuhanan ninyo ng video dahil iyan ho ay scam, isang paninira din iyan na maituturing dahil wala hong ganyan na ginagawa ang mga members ng Church of God International o anybody na nagtataguyod po ng La Verdad Christian College or ng ating mga ginagawang mga charity works,” he said. (Anybody who engages in such schemes, have them arrested. Get videos of them because that is a scam, a form of provocation and defamation because such is not a practice among members of Church of God International or anybody who supports La Verdad Christian College or any of our charity works.) La Verdad Christian College is a private, non-stock, non-profit institution that provides scholarship to deserving but financially challenged students. The school is operated by MCGI spearheaded by Bro. Eli Soriano and supported by UNTV under the supervision of Kuya Daniel Razon. “Sina Bro. Goodbye, Filipino? National language stricken from college curriculum

I

n an incredible twist of irony during National Heritage Month, the Supreme Court of the Philippines on Sunday, May 26, 2019, upheld a decision it made in October 2018 declaring Filipino and Panitikan (Literature) as non-core subjects in college, meaning they are no longer required for college students. Back in 2013, the Commission on Higher Education or CHed issued Memorandum Order No. 20 or CMO 20, declaring Filipino and Panitikan no longer core subjects. The decision drew public backlash, which resulted in the postponement of the Order’s implementation. The Alyansa ng mga Tagapagtanggol ng Wikang Filipino (Alliance of Defenders of the Filipino Language) claimed the Constitution states that Filipino subjects should be included in the curriculum of all levels. But the Justices of the Supreme Court disagreed. “CMO 20 did not violate the Constitution when it merely transferred these subjects as part of the curriculum of primary and secondary education,” said the ruling. The “transferring” being referred to in the ruling is the transferring of Filipino

subjects from first year and second year college to Grades 11 and 12, which is the age equivalent of the latter before the K to 12 program was implemented. The Supreme Court Justices also pointed out the Constitution does not specify the education levels in which Filipino and Panitikan should be taught. The Supreme Court clarified public and private universities and colleges can still teach Filipino even if it is no longer in the curriculum. “It does not limit the academic freedom of universities and colleges to require additional courses in Filipino, Panitikan and the Constitution in their respective curricula,” an SC explanation said. Although the teaching of Filipino and Panitikan are no longer mandatory subjects in the General Education Curriculum of colleges and universities, the Department of Education, which regulates education from Kindergarten up to Grade 12, says the K to 12 curriculum has enhanced the Filipino subject. “Filipino and Panitikan have become more advanced in senior high school,” said Briones in 2018. —Esquiremag.ph

Free internet, clean restrooms now a must for transportation terminals

ransportation terminals are now required to provide free internet service and clean restrooms to passengers under a new law. Republic Act No. 1131, signed by President Rodrigo Duterte on April 17 but a copy of which was released by Malacañang only on (June 19), covers land transportation terminals, stations, stops, rest areas, and rollon/roll-off terminals. Rest areas are defined in the new measure as facilities along major roads which are provided with parking space, restaurants or snack bars, restrooms or waiting sheds for commuters. Under the measure, there should be separate restrooms for persons with disabilities, and male and female passengers. Transportation terminals are also required to set up at least 1 lactation station separate from the restrooms. More anti-diabetes, cholesterol drugs to be VAT-exempt

M

ore drugs for diabetes, high cholesterol and hypertension are set to be exempted from value added tax (VAT). The Food and Drug Administration (FDA) has required pharmaceutical companies to submit a list of products not included in the initial list of VAT-exempt medicine within 14 days. The FDA said it will later issue an addendum to reflect the drug products not included in the initial list. The FDA earlier submitted to the Bureau of Internal Revenue a list of registered drugs for diabetes, high cholesterol and hypertension for VAT exemption. However, the agency received numerous reports from the pharmaceutical industry that a number of medicine for these ailments were not included in the list. Last January, the government started implementing the 12 percent VAT exemption on sale of medicine for diabetes, high cholesterol and hypertension as mandated by the Tax Reform for Acceleration and Inclusion or TRAIN law.

DOST’s Hazard Hunter app launched in July

n application that can detect natural hazards at any location will be launched on July 16 as part of government’s disaster risk reduction efforts, Science and Technology Undersecretary for Disaster Risk Reduction and Climate Change Renato Solidum Jr. said. “The Hazard Hunter, just one click of any point, all the natural hazards will simultaneously be assessed,” Solidum said at a press conference. According to Solidum, PAGASA, PHIVOLCS and the Mines and Geosciences Bureau shared their information to establish the Hazard Hunter app. “It will assess all the hazards like distance to the active fault, tsunami, landslide, flood, storm surge and also possible volcanic hazards,” Solidum said. Solidum said the app could can also be used for real estate and tourism purposes. The DOST will hold the National Science and Technology Week in World Trade Center in Pasay City on July 17 – 22 with the theme, “Science for the People: Enabling Technologies for Sustainable Development.”

PAL is world’s most improved carrier – Skytrax

lag carrier Philippine Airlines (PAL) got the top spot in the 2019 list of the world’s most improved air transport service providers, research firm Skytrax reported. Second to PAL was British Airways, followed by Malaysia Airlines. Also making it to the Top 5 of most improved carriers were Fiji Airways and Royal Brunei Airlines. Skytrax said that the rankings were based on the change in the airlines’ global ratings and performance improvements. PAL had also worked it’s way up to be among the World’s Top 30 Airlines. It placed 30th this year from being 49th in 2018. Meanwhile, Qatar Airways was hailed as the best airline in the world, as voted on by airline customers. House passes bill requiring graduating students to plant 10 trees on final reading

he House of Representatives has approved on third and final reading a bill requiring all graduating elementary, high school, and college students to plant at least 10 trees each before they can graduate. House Bill 8728, or the “Graduation Legacy for the Environment Act,” is principally authored by MAGDALO Party-list Rep. Gary Alejano and Cavite 2nd District Representative Strike Revilla. “With over 12 million students graduating from elementary and nearly five million students graduating from high school and almost 500,000 graduating from college each year, this initiative, if properly implemented, will ensure that at least 175 million new trees would be planted each year. In the course of one generation, no less than 525 billion can be planted under this initiative,” Alejano explained in the bill’s explanatory note. “Even with a survival rate of only 10 percent, this would mean an additional 525 million trees would be available for the youth to enjoy, when they assume the mantle of leadership in the future.” The trees shall be planted in forest lands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas under the greening plan of the local government units, inactive and abandoned mine sites, and other suitable lands. These planted trees must be appropriate to the location, climate and topography of the area, and there will be a preference for the planting of indigenous tree species. Under the bill, the Department of Education and the Commission on Higher Education will be the implementing bodies, in partnership with the Department of Environmental and Natural Resources (DENR), Department of Agriculture, Department of Agrarian Reform, and the National Commission on Indigenous Peoples and other government agencies. The agencies shall be responsible for nursery establishment, seedling production and site preparation, monitoring and evaluation, and technical support and extension services. The Oxford English Dictionary (OED) – one of the largest and longest-running language research projects in the world – is committed to make space for words from the Philippines. Words like “gimmick meaning ‘a night out friends’ and viand meaning ‘a meat, seafood, or vegetable dish’ that accompanies rice in a typical Filipino meal; loanwords from Filipino like bongga (extravagant, flamboyant; impressive, stylish), halo-halo (a dessert made of mixed fruits, sweet beans, milk, and shaved ice), and kilig (exhilaration or elation caused by an exciting or romantic experience), from Chinese, like pancit (noodles), and from Spanish, like pan de sal (a bread roll) and despedida (a going-away party); and formations in English that are only used in the Philippines, like kikay kit (a cosmetics case), comfort room (a toilet), OFW (overseas Filipino worker), and trapo (a politician perceived as belonging to a conventional and corrupt ruling class)” have found their way in the OED’s third and current edition, said Ambassador to the United Kingdom Antonio Lagdameo during an event the Philippine embassy hosted on June 14 which celebrated “the uniqueness and creativity of Philippine English.” “Filipinos have enriched the English vocabulary since the language was first introduced to the country on a wide scale at the turn of the 19th century.

Puwede magdulot ng Bell’s Palsy at Sore Throat.” “Hindi alam nang marami na puwedeng maparalisa ang mukha sa paggamit ng electric fan. hink you’re farting too much? Don’t worry. It’s actually normal, said oncologist Dr Isaac David Ampil II in recent Pinoy MD episode. “Farting is a normal process of digestion,” Ampil continued, adding it’s actually a way for our body to expend the excessive air released when we digest food. He cites a study that says it’s actually normal to fart 17 to 23 times a day — roughly once an hour, if you think about it. It’s just, we don’t usually count how many times we fart, right? “So normal naman talaga ang pag-utot pero ‘pag sumobra siya, it may be a sign na may problema ka sa digestion,” he added. Aside from a possible health condition, farting too frequently can be a sign that your diet is composed of too much complex carbohydrates such as potatoes and sweet potatoes, locally known as kamote. This is because when complex carbohydrates are digested, gas is really released and this comes out as farting, Ampil said. If you’re one of the people who fart way too excessively, Ampil advised that you cut down on potatoes and kamote and see if anything changes. Should you pass away 60 days from the start of the monthly pension and have no primary beneficiaries listed, the secondary beneficiaries will be awarded a lump sum benefit equal to the five-year guaranteed period, excluding the dependents’ pension. Manning agencies oppose SSS coverage of OFWs

ajor associations of local manning agencies asked the Supreme Court to stop the implementation of the Social Security System (SSS) Rationalization Act, which requires mandatory membership of overseas Filipino workers (OFWs). They also asked for the issuance of a temporary restraining order against the law, signed by President Duterte in February and which formally took effect yesterday. In a petition for certiorari and prohibition, the Joint Ship Manning Group Inc. and eight other associations of manning agencies questioned the constitutionality of Republic Act 11199 and demanded that it be declared unconstitutional for containing irrational provisions. “The irrational provisions of the SSS law must be declared unconstitutional since it gives the impression that it only seeks to collect the much needed funds for the depleting coffers of the SSS,” Oscar Orbeta, one of the petitioners, said during a press conference prior to the filing of petition. He stressed that manning agencies are not against the compulsory SSS coverage for OFWs, but do not agree with the unfair and arbitrary treatment of Filipino seafarers under the new law. “We don’t oppose compulsory

SSS coverage. What petitioners condemn is the new law’s harsh and irrational provisions imposed on manning agencies,” Orbeta said. In particular, the petitioners questioned the imposition of new and increased rates, which they said impairs the existing employment contracts of Filipino seafarers. Another alleged irrational provision is the classification of manning agencies as employers of seafarers, as provided under Section 9-B, when they are mere recruiters for foreign ship owners or employers. “In a way, the liabilities are being passed on to the manning agencies, the recruiters, instead of the employers. So, instead of the employers being the ship owners, it would now appear that the manning agencies are the employers when all they did really was to recruit the OFWs,” said Blessilda Abad, one of the petitioners’ lawyers. The new law, Orbeta said, also burdened manning agencies with several liabilities – as provided under the special criminal liability on managers for acts committed by foreign employers – but did not apply the same treatment to recruitment agencies deploying landbased OFWs abroad. This, he argued, violated the manning

agencies’ rights to due process. The group also cited a difference in the rates of monthly SSS contributions between land-based OFWs and seafarers. the Philippine Association of Service Exporters Inc. (PASEI) sought a three-month moratorium on the implementation of the SSS law. Lito Soriano, PASEI official warned that the increased SSS premium as provided under the new law and the impending Philippine Health Insurance Corp. (PhilHealth) premium hike can lead to further decline in hiring of Filipino workers abroad. Soriano said the deployment of Filipino workers in the Middle East and other countries dropped by half in the past three years and requiring foreign employers to shoulder the cost of SSS and PhilHealth may discourage them from hiring OFWs. Under the new law, newly hired OFWs are required to pay in advance the P960 per month SSS premium while returning workers will pay a three-month contribution amounting to P2,880 or they will not be issued the mandatory overseas employment certificate (OECs). Acting PASEI president Racquel Bracero said OFWs would also shoulder the 1.5 percent yearly increase in SSS premium for the

next six years, aside from the burden of paying for the PhilHealth premium. “While the program is good in itself, payment for the premiums of Pag-IBIG, PhilHealth and SSS should be made voluntary and not tied to the issuance of OEC,” Bracero said as she expressed fear that such impositions will drive Filipinos to leave the country illegally. The Blas Ople Center shared the sentiments of the recruitment and manning agencies, saying the government should take it slow in enforcing premium hikes for OFWs. “The outlook for OFWs is not at its brightest with tensions rising throughout the Middle East. Any imposition of additional financial burdens would push our workers away from existing legal deployment channel,” Center head Susan Ople said. Ople said SSS and PhilHealth should look into the concerns of OFWs before fully implementing the premium hikes. SSS president and chief executive officer Emmanuel Dooc said requiring all OFWs to become members of the SSS will secure their retirement through entitlements to lifetime pension benefits. e lamented that less than 600,000 of an estimated three million OFWs are registered as SSS members. — Philstar

Ito ay ang operasyon na tinawag na “Overlord” ng mga Allied Forces nang lupigin nila ang kabuktutan ng Nazism nuong 1940’s. Halos na- abo ang buong Europa sa kasiraang idinulot ng Nazi Empire. Nagtagumpay ang mga Allied forces sa pangunguna ng Estados Unidos pasukuin ang puersa ng Nazi Empire. Kasabay nito ay ang pagpapalaya naman ng Pilipinas sa kamay ng mga Puwersang Hapon sa panahon ding iyon. Nagsama ang sandatahang puwersa ng Estados Unidos at Pilipinas upang pabagsakin ang panlulupig nang Hapon. Ipinagdiriwang ang mga paglayang ito upang huwag makalimutan ang gayun masamang karanasan at hindi na maulit pa ito. Ngunit sa kabila ng paglaya sa kamay ng mga manlulupig at pagkakaroon ng pagsasarili, may panibagong hamon at banta naman sa ating panahon ngayon laban sa pamilyang Pinoy. Panibagong klase ng panlulupig ang nararanasan ng mga Pinoy ayon kay Grace Mabasa. Malakas at malubha ang mga puwersang ito na pumapatay sa kalayaan at buhay ng mga Pinoy. Ito ay ang mga sumusunod: (1) Pagkamarupok ng Pamilya. Ang pagkamarupok nang pamilya ay tumutungo sa paghihiwalay, pagpapalit ng asawahan, pagluluwag ng kontrol sa mga anak, kahirapan ng pagmomonitor sa mga bata, delinquency o pagsalangsang sa mga tamang asal at mga karahasan sa tahanan (2) Pag-abuso ng ipinagbabawal na gamot na tumutuloy sa pagkasira ng normal na pagtupad sa mga responsibildad sa buhay. Ito ay isa nang epidemia sa bansa (3) Pagliban (absentism) ng magulang sa paghahanap ng mas magandang opportunidad sa kabuhayan at naiiwan ang mga anak na walang magulang (4) Kahirapan Ekonomiko na isa sa mga ugat ng pagkasira ng pamilya gawa ng kakulangan sa mga pagkukunan ng pangangailangan (5) Kawalan ng layunin at pag-

kawasak ng mga pinahahalagahan sa buhay (6) Pagtaas ng bilang ng pagbubuntis sa mga kabataan, kasama na ang aborsyon at (7) Malakas na negatibong inpluwensiya ng media sa pamilya. Sa tantiya ko ay gumuguho na ang maraming pamilya at marami na rin ang tuluyan nasira sapagkat walang kapangyarihan labanan ang puwersa ng masasamang bagay na ito. Para bang mga bahay na kubol sa dalampasigan na inagos ng rumaragasang tubig sa gitna ng malakas na bagyo. Paano lulupigin ang ganitong mga hamon at banta? Paano titindig laban sa mga ito? Sino ang nasa likod ng mga bantang ito? Anong puwersa ang kailangan upang malupig ang kapangyarihan ng mga banta at hamong ito? Ang mabuting balita ay mayroon kapangyarihan na puedeng sandalan upang tagumpay na maharap ang mga hamon at banta nasasaad. Pero bago ang lahat, Kilalanin ang may pakana ng masama sa iyong buhay. Kapag hindi mo kilala ang iyong kaaway na ang sadyang pakay ay sirain ang iyong buhay, talo ka. Para sa mga sundalo, bago sumabak sa giyera, ang unang tanong ay sino ang aking kaaway? Ano ang pakay at plano nito? Gaano kalakas ang puwersa nito? Hindi puedeng sumabak ng walang Intel. Ang mabuti nito, nai-bulgar ang kalikasan at layunin ng kaaway ng tao sa buhay. Diyos mismo ang nagbulgar nito na isinulat sa Biblia (Efeso 6:12-13). Ganito ang sabi, “Sapagkat hindi tayo nakikipaglaban sa mga tao, kundi sa mga pinuno, sa mga maykapangyarihan, sa mga tagapamahala ng kadilimang umiiral sa sanlibutang ito, sa mga hukbong espirituwal ng kasamaan sa himpapawid.” Samakatuwid, ang kapangyarihang kalaban at sumisira ng ating buhay ay hindi tao bagaman ginagamit din ang kapwa tao at mga bagay bagay at situasyon. niya mapatay, gagawin niyang sirain ang iyong buhay. Nais niyang linlangin ang tao upang ipahamak ang buhay nito. Oo, may parte din ang tao sa lahat ng bagay sapagkat responsible ang tao at may pananagutan sa harap ng mga hamon at banta. Subalit lubhang marupok ang tao kung kaya’t madaling maigupo at talunan. Kaya nga lantad kung bakit maraming hiwalay at sirang mga pamilya. Maraming lango at gumon sa bawal na duroga. Maraming wasak ang moralidad at gumagawang mangangalunya, mangaliwa at magbuntis sa labas ng pag-aasawahan. Maraming mga patayan, pandaraya, pagnanakaw, pagpapabaya sa mga anak at iba pang karumal dumal na gawain sa buhay. Walang pinipili ang kaaway ng tao -presidente, senador, congressman, teacher, police, pari, pastor, janitor ay nagiging biktima. Nagiging biktima sapagkat may kapangyarihan ang Diablo na dayain sila at ihulog sa kanyang bitag. Sa tutuo lang, lahat ng tao ay nasa ilalim ng kapangyarihan ng Diablo sa ayaw nila at sa hindi (Basahin sa Efeso 2:1-3; Juan 16:11; Mt. 4:8-9; Heb. 2:14). Liban lamang sa mga taong nagpasakop na sa Diyos. Matatandaan na dinaya nang diablo sina Adan at Eba, (Gen. 3) ang unang taong ginawa ng Diyos. Nagpadaya at nagkasala ang unang tao ayon na rin sa kanilang desisyon. Sinadya nilang sundan ang diablo sa kabila ng babala g Diyos at nagpatuloy pa sa pagsuway sa Diyos. Kaya nga ganito ang sabi ng Biblia (1 John 3:8a), “Ang nagpapatuloy sa pagkakasala ay kampon ng diyablo, sapagkat sa simula pa’y nagkakasala na ang diyablo.” Ang dinadanas na iba’t ibang kapahamakan ngayon ay resulta ng sariling pagtanggi sa kalooban ng Diyos at panunulsol ng diablo. Diyos pa nga ang sinisisi ng iba samantalang sila ang tumatanggi na pasakop sa Diyos. Sa kabila nito, gumawa pa rin ng paraan ang Diyos upang iligtas ang tao sa sariling kapalaluan. Ganito ang sabi sa 1 Juan 3:8b, “Kaya’t naparito ang Anak ng Diyos upang wasakin ang mga gawa ng diyablo.” Layon ni Jesus wasakin ang masamang gawain ng diablo laban sa tao. Iyan ang magandang balita. Sinabi pa ni Jesus,”Naparito ako upang ang mga tupa ay magkaroon ng buhay, buhay na masaganang lubos” (Juan 10:10b). Masaganang buhay ang nais ng Panginoong Diyos ibigay sa tao kung mananalig at pasasakop sa Kanya. Hindi lamang nga maranasan ang masaganang buhay sapagkat hiwalay ang tao sa Diyos gawa ng pagpapatuloy sa kasala-

nan. Kilalanin ang may tutuong kapangyarihan. Ating liwanagin muna sa sarili, sino ang makapangyarihan, ang diablo o ang Diyos? Mababasa sa Banal na Kasulatan, kilala ng diablo si Jesus at yumuyukod ang mga ito kay Jesus (Mark 1:24; Mark 3:11 at iba pang katulad na talata). Sumusunod ang mga ito kapag pinalayas ni Jesus (Mark 5). Maging ang mga natural na kalikasan gaya ng unos ay napapatigil ni Jesus. Si Jesus ay nagpapagaling ng mga may sakit at bumubuhay sa mga patay. Sadyang mas nakakapangyari ang Diyos sa lahat sapagkat Siya nga ang may katha ng lahat. Kayang puksain ni Jesus ang sino man at ano mang anghel, tao, bagay na ginawa niya kung gugustuhin niya. So, sa ano mang bagay sa buhay , walang impossible para hindi matugonan ni Jesus. Gaano pa nga kaya ang mga hamon at banta sa buhay ng tao? Kayang kaya niyang pigilin, itigil, alisin o alisin ang mga ito. Ganito ang sabi ni Jesus kung paano magtatagumpay ang tao laban sa impluwensiya ng Diablo at laban sa masamang sanlibutan, “sapagkat napapagtagumpayan ng mga anak ng Diyos ang sanlibutan; at nagtatagumpay tayo sa pamamagitan ng pananampalataya. Sino ang nagtatagumpay laban sa sanlibutan? Ang sumasampalataya na si Jesus ang Anak ng Diyos”(1 John 5:45). Oo, nasa pananampalataya kay Jesus ang kaligtasan, kapayapaan, kaseguruhan at tagumpay laban sa diablo, sanlibutan at sa mga hamon sa buhay. Pagpapasakop sa Diyos ang sekreto ng tagumpay sa mga banta at hamon sa buhay. Tandaan ang sinabi ng Diyos, “Kaya nga, pasakop kayo sa Diyos. Labanan ninyo ang diyablo at lalayuan niya kayo” (James 4:7). Ang ibig sabihin ay pasakop muna sa aral, katuwiran, turo ni Jesus at ang magiging bunga ay malalaman na ninyo kung paano lalayas ang diablo sa iyong buhay. Magtatagumpay ka sa sanlibutan at mga hamon at banta sa buhay. Tandaan, ang sundalong hindi alam kung sino ang kaaway niya at ayaw magpasakop sa may kapangyarihan at nakatataas sa kanya ay tiyak na itatayang patay at talunan na. Ngunit kapag nagpasakop at nanalig kay Jesus, ganito ang pangako laban sa lahat ng banta, hamon, manlulupig at kaaway sa buhay,“Ako’y sasaiyo, huwag kang matakot, ako ang iyong Diyos, hindi ka dapat mangamba. Palalakasin kita at tutulungan, iingatan at ililigtas” (Isaiah 41:10).

Melody, a Filipino migrant worker who has been working in Taiwan for 10 years, said she had no regular leave during her first eight years in Taiwan when she worked for her first employer and was monitored by the family’s driver whenever she went out during rare rest days. At her second job, Melody was not allowed to rest, as she was tasked with tending two elderly people at the same time in a hospital around the clock. This prompted her to seek settlement at the migrant protection department of the New Taipei City government, Melody recalled. Taiwan gov't urged to support migrant assistance center

he Taipei-based Garden of Hope Foundation urged the government (June 9) to provide inter-agency support to a new migrant assistance center, as some migrants, such as migrant workers and foreign students, face difficulties while in Taiwan. The non-governmental organization devoted to providing assistance to the socially disadvantaged opened the migrant assistance center that same day. Center director Kaili Lee (李凱莉) told the press that the new facility was established to provide counseling and information on migrants' legal rights when they encounter problems. The center will also work on migrant empowerment and international exchanges and transform itself into a platform to promote understanding between mainstream Taiwan-

Taiwan set to extend visa-free program for Philippines, Thailand, Brunei, Russia

aiwan is poised to extend the visa-free program for passport holders from the Philippines, Thailand, Brunei, and Russia. The Ministry of Foreign Affairs (MOFA) on Monday (June 10) announced that a cross-ministerial meeting decided to extend the visa-free program for citizens of the Philippines, Thailand, Brunei, and Russia, but formal approval of the results by the Cabinet is still pending. Minister without Portfolio Chang Ching-sen (張景森) told CNA that the Cabinet wishes to extend the program. MOFA said that it recently invited of-

aiwan is seeking to attract thousands of Filipino tourists to the Taiwanese capital as it launched the “Undiscovered Taipei” tourism campaign in Manila (June 14). Director Jerry Chuang of the Taipei Economic and Cultural Office (TECO) in Manila cited a “very dramatic increase” in Filipino tourists to Taiwan, who reached around 419,000 in 2018. “Filipino tourists have become popular tourists in Taiwan. You are well-informed and a lot of Filipinos make their travel plans,” Chuang told reporters in Makati City during the launch. “The Filipinos, they share information to their friends, they become ambassadors of Taiwan,” he added. To keep this “positive momentum”, the capital seeks to reintroduce the Undiscovered Taipei campaign to Filipinos and to promote the city as “the best destination in the region.” Yi-ting Liu, the commissioner of the Taipei’s Department of Information and Tourism, said the Undiscovered Taipei campaign is targeting Filipinos tourists who had already visited the capital. “There are more and more spots that the people who’ve been there for the first time, for sure the second time they haven’t been there,” he told reporters. “The number last year was 420,000 so I believe, this year, it could increase until 500,000 and I believe there will be more,” he added. Chuang attributed the growth of Filipino tourists to Taiwan with its visa-free entry policy for Filipinos, set to expire in July 2019. When asked if there is a high possibility this could be extended, Chuang said the TECO will announce soon. “Our office, we try very hard to follow up. Filipino teen may be the next Catholic saint

The Vatican has declared Ramos a “Servant of God,” allowing the local diocese of Cubao to start the process for beatification and canonization, the Catholic Bishops’ Conference of the Philippines said. “The Vatican has given us the go signal to go deeper in his life how he lived his faith and how he gave witness to Jesus to whom he was very close,” Cubao Bishop Honesto Ongtioco said in a statement on the CBCP News website. During the process for sainthood, church officials examine if a candidate indeed lived a devout Catholic life. Taipei 101’s top floor opens to public for first time

or the first time in the 15 year history of Taipei 101, the observation deck will be opened to visitors on Saturday (June 15), announced the building’s management team on Thursday (June 13). At a press conference on Thursday afternoon, Liu Chia-hao (劉家 豪), Chief Operating Officer of Taipei 101, said that in the past, visitors could only venture to the observation deck on the 89th floor, while the top observation deck was reserved exclusively for VIPs such as U.S. President Bill Clinton and movie star Will Smith. However, Taipei 101 president Angela Chang (張振亞) said that in order to enable visitors to have a different experience, she decided to

open up the top floor for the public, reported CNA. Chang said that standing on the top observation deck for the first time made her feel “very touched inside,” and she believes that not only foreign tourists but Taiwanese will have a special feeling when they step out on the top deck, according to the report. To reach the top viewing platform, visitors will first need to reach the 89th floor, and from there, they will need to transfer to two elevators and take stairs from there. As the top observation deck is a small space, it can only accommodate 12 people at a time. Starting Saturday, only three groups of 12 will be allowed on the deck per day, at 40

minutes each. Reservations for the terrace will start on Saturday and tickets are NT$3,000 per person. Those who register before the end of June will receive a nine percent discount. Because it is an outdoor viewing platform, it will be necessary to wear safety equipment, including a safety belt, which is buckled to the railing. Taipei steps up free at-home training for foreign caregivers aipei City will continue to provide free at-home training for the city’s foreign caregivers to help them sharpen their caregiving skills and adapt to the local environment, after having provided the service for a year. According to the city government, training in medication safety, living environment safety, dementia care techniques, and social resources linkage will be added to this year’s services plan. City statistics indicate there are

approximately 44,143 foreign caretakers in Taipei – about 1,000 more than last year. The training sessions will be provided by a team consisting of nurses and bilingual interpreters. “First, health management assessment of the care recipients is conducted,” the city said in a news release. “Then, the team will provide one-on-one instructions for foreign caregivers with respect to the necessary and appropriate skills and daily life counseling,

such as oral care, turning patients in bed and patting their backs, moving patients, and other simple movements.” Foreign and Disabled Labor Office (FDLO) Director Yeh Hsiu-shan (葉琇姍) said the training program will improve migrant workers’ care techniques and establish a friendly communication channel. “Ultimately, the care recipient’s overall life quality will be greatly improved, and the

goal of bringing in dedicated migrant workers that satisfy hirers will be achieved,” Yeh added FDLO expects to provide services to 480 families before the end of November. The top three nationalities currently working in Taiwan in order of population numbers are Indonesians at 271,000 (38.4 percent), Vietnamese at 221,000 (31.4 percent), and Filipinos at 154,000 (21.8 percent). In terms of gender, women account for the majority, at 385,000 workers (54.6 per-

cent), while there are 321,000 male workers (45.4 percent). As for field of work, 447,000 (63.3 percent) worked in manufacturing, construction, and agriculture. Over 70 percent of workers in these sectors are male and 76.2 percent are under the age of 35. The next largest field was domestic care and service, accounting for 259,144 (36.7 percent) workers. Of this group, 99.3

percent are women, and 50 percent are aged between 35 and 44. The cities with the most migrant workers involved in manufacturing, construction, and agriculture were Taoyuan (91,000), Taichung (78,000), and New Taipei City (56,000). of a judicial process defined as a writ, warrant (or) subpoena.” “That there is no probable cause of the warrantless arrest of the subject has been held not a valid ground for the issue of a writ of habeas corpus,” she added. Filipino game show host rocks Independence Day fest in New Taipei

eteran Filipino game show host and former public servant Arnell Ignacio stole the hearts of over 5,000 people who gathered at an event in New Taipei on (June 16) to celebrate the 121st anniversary of the proclamation of Philippine Independence. Sunday’s gathering -- one of several events held this past week to celebrate Philippine independence -- was geared mostly to Filipino migrant workers, who formed the bulk of the crowd, and they had plenty to keep their attention. It started with a fun run in the morning, and also included a parade, music performances by rock brands, and a commemoration ceremony attended by officials from both the New Taipei City government and the Philippine representative office in Taiwan. But more than anybody else, it was Ignacio who drew the most vocal response from the crowd with his comedy and music performances accompanied by rock band G-male. Scores of fans latched themselves onto Ignacio for photos and selfies while the crowd sang and danced with him as he performed. In an interview with Ignacio a day before the event, he said he came to Taiwan specifically to celebrate the 121st anniversary of Philippine Independence Day with Filipinos in Taiwan. “I will be celebrating it with my fellow Filipinos. There will be a lot of singing, dancing, fun, eating and a lot of picture taking,”

He also praised the more than 13,000 Filipino workers in the city, saying their contributions and hard work in both the industrial and domestic caregiver sectors were greatly appreciated. “They bring us stability in industry, harmony in the home, and our future in New Taipei,” Hou said. Free Chinese program for New Taipei migrant workers set for July

N

ew Taipei’s free Chinese language program designed for migrant workers to help them assimilate more quickly into society is being held again this year and will start in early July, a New Taipei Labor Affairs Department official said Tuesday (June 11). The classes will begin on July 7 and will be split into four sections catering to Indonesian, Vietnamese, Filipino and Thai workers, said Huang Yu-wen (黃郁雯), an official with the department's Foreign Workers Service Division. The classes are grouped based on nationality because they rely on bilingual instructors who use their native tongue to help teach the the course material, Huang told CNA.

There will be about 30 students in each class, which will involve phonetic symbols, communication and dialogue, reading, and learning by singing, Huang said. Each group will initially go through a basic beginners program every Sunday for seven weeks from July 7 to Aug. 18 before progressing onto an advanced program consisting of six classes from August to September, she said. By offering Chinese classes to foreign workers free of charge, the program hopes to minimize language barriers and give the workers an indepth understanding of local Taiwanese customs and living habits, Huang said. Participation is limited to foreign migrant workers in New Taipei. For more information

on the registration process, they can call the number 02-2366-1368, Huang said. The course will follow on from a similar program last year, which students described in a video uploaded on YouTube. In the video, a Thai foreign migrant worker named Ah Min said students should not be afraid of joining the classes if they don’t know the language well at first and look forward to the benefits it will bring afterwards. “After you learn Mandarin, you can speak and communicate with your (Taiwanese) friends and employer to understand what they are talking about. It feels great,” he said. Hartini, a migrant caregiver from Indonesia, said she was very happy with the

course and praised the instructors for putting a lot of effort into teaching the class. “The program was very successful and through the course I met many new friends,” she said. The program was first initiated in 2016, and after a one-year hiatus in 2017, it resumed in 2018, Huang said. According to Ministry of Labor statistics, New Taipei had 98,156 foreign migrant workers as of the end of April, of which 42,165 were from Indonesia, 34,471 were from Vietnam, 14,040 were from the Philippines and 7,479 were from Thailand. Legendary actor Eddie Garcia dies at 90

Mula nang isugod siya sa ospital ay naging comatose na ang beteranong aktor. Nagdesisyon din ang pamilya ni Eddie na ilagay sa “Do Not Resuscitate” (DNR) status ang beteranong aktor. a-indict na sa korte ang dating executive at segment producer ng isang dambuhalang istasyon ng telebisyon dahil sa reklamong sexual harassment ng isang reporter. Ito’y kaugnay ng reklamong inihain ni ABS-CBN showbiz reporter Gretchen Fullido laban sa dating TV Patrol supervising producer na si Cheryl Favila at segment producer na si Maricar Asprec. Pormal nang na-charge sa paglabag ng Republic Act 7877 (Anti-Sexual Harassment Act) ang dalawa sa Quezon City metropolitan trial court nitong ika-28 ng Mayo. Sa resolusyong nakuha mula sa Department of Justice kahapon, sinabi ng Quezon City prosecutor’s office na nakitaan nila ng “probable cause” ang reklamong isinampa ni Fullido noong 2018. Sinabi ni investigating assistant city prosecutor Rosalinda Sajot na meron siyang otoridad at “ascendancy” sa kanilang opisina bilang ecosystem head ng kanilang integrated news department noong 2015 hanggang 2017, panahon kung kailan humingi raw siya ng mga sekswal na pabor mula sa complainant.
