Lower rice prices seen thru rice tariffication law

ilipinos can expect lower prices of rice following the approval of a new law that imposes tariffs in lieu of import limits on the staple, Malacañang said. Republic Act No. 11203 or “An act liberalizing the importation, exportation and trading of rice, lifting for the purpose the quantitative import restriction on rice, and for other purposes” was signed by President Duterte last Feb. 14. The rice tariffication law takes effect 15 days after publication in the Official Gazette or in newspaper. A copy of the law was released to the media. “This law is expected to result in lower rice prices and help cushion the impact of inflation for the benefit of the consumers,”

Panelo said. Panelo assured that the law has ample safeguards to protect the welfare of local farmers amid concerns raised by some groups about the influx of cheaper rice from abroad. “The law, at the same time, protects our farmers from the emerging competition as a result of its implementation through a direct safety net and productivity support in the form of the Rice Competitiveness Enhancement Fund,” he said. Under the new law, a 35 percent import tariff will be imposed on rice imports coming from the Association of Southeast Asian Nations. For non-ASEAN member states, the government will collect a 50 percent tariff for rice imports.

The law also states the creation of the Rice Competitiveness Enhancement Fund with an annual allocation of P10 billion for the next six years. “It is the policy of the State to ensure food security and to make the country’s agricultural sector viable, efficient, and globally competitive. The State adopts the use of tariff in lieu of non-tariff import restrictions to protect local producers of agricultural products,” it said. At least 50 percent of the Rice Fund will be used for rice farm machineries and equipment; 30 percent for rice seed development, propagation, and promotion; 10 percent for expanded rice credit assistance; and 10 percent for rice extension services.

If the annual tariff revenues exceeds P10 billion, the excess revenues would be earmarked for rice farmer financial assistance, titling of agricultural rice lands, expanded crop insurance program on rice, and crop diversification program. “The beneficiaries of the Rice Fund shall be those farmers and farm workers and their dependents listed in the Registry System for Basic Sectors in Agriculture and rice cooperatives and associations accredited by the DA,” the law said. The law also directed the DA and concerned government agencies to formulate and adopt the “rice roadmap” to restructure the government’s delivery of support services for the rice sector. —Tempo

Duterte approves lifetime cellphone number law

resident Rodrigo Duterte has signed a law allowing mobile phone users to keep their numbers even when they switch networks. Republic Act 11202 or the “Mobile Number Portability Act” requires mobile service providers to provide nationwide mobile number portability to subscribers. Section 3(a) of RA 11202 noted that the basic premise of the law is to “promote consumer welfare as it fosters the freedom to choose and to respond to quality, pride and other relevant considerations without the consumers having to change their mobile numbers whenever they change mobile service providers or subscription plans. Mobile number portability (MNP) is also seen to encourage mobile service providers to compete with each other to provide subscribers with the best that they can offer. “Mobile Number Portability represents an opportunity to rebalance the relationship between mobile service providers and consumers in a vibrant economy and a well-served consumer sector,” it read. The new law obligates public telecommunications entities to provide MNP to all subscribers completely free of charge. All mobile service providers are also directed to set up a mechanism for MNP that would interconnect with systems of other providers, allowing the implementation of the law. Under Section 11, the National Telecommunications Commission shall coordinate with the Department of Information and Communications Technology, the National Privacy Commission, the Philippine Competition Commission and other concerned agencies to promulgate rules and regulations within 90 days from the act’s effectivity. Mobile service providers are mandated to comply with the provisions of RA 11202 and set up a mechanism of implementing the law within six months from the promulgation of rules and regulations. “The rules and regulations shall also prescribe a meditation procedure before the one-stop shop of the NTC to accept customer complaints of denied or delayed MNP, where the NTC may mediate between subscribers and mobile service providers to facilitate MNP and where the NTC may, after granting both parties due process, resolve to either compel or deny MNP,” it read. Duterte signed the RA 11202 into law on February 8 but the document was released on February 19. —Philstar

‘Drastic change’ in Manila Bay to be felt in at least 6 months: DENR

he massive cleanup of Manila Bay that began in late January is expected to bring a “drastic change” in its polluted waters within at least 6 months, the environment department said. Tons of garbage have been carted off by thousands of volunteers and government workers from the bay since the cleanup started last Jan. 27. “Within 6 months to one year, may mararamdaman po tayong drastic change dito po sa water quality natin,” Environment Undersecretary Benny Antiporda told DZMM. The fecal coliform content of water samples from the bay’s Ermita area has gone down to 7.9 million most probable number (mpn) from the previous 330 mpn, Environment Secretary Roy Cimatu said. It may take 7 years for water quality to reach 100 mpn, which is classified as safe for recreational activities such as swimming, said Antiporda. The rehabilitation of the whole Manila Bay and its tributaries meanwhile may take up to 20 years, he said. This, he added, will require not just the removal of trash but a crackdown on fishpens, dumpsites and ships that contribute to the bay’s pollution. Google to launch builtin job search, free WiFi stations for Filipinos

oogle Philippines introduced a builtin job search feature which aims to make finding opportunities easier by collating lists from different platforms and websites across the internet. “Jobs on Google Search” brings together listings from across the web, the Philippine unit of the global tech firm said during its Google for Philippines event held on February 13. It will feature listing from the Department of Labor and Employment, Civil Service Commission, Kalibrr, Jobayan and Jobs Cloud, the company said. It also has “smart filters” such as job type, location, posting date and company type giving jobseekers customized results. “This experience will be unique because we surface diverse job postings from hundreds of websites,” said Google Asia-Pacific Product Partnerships manager Stacie Chan. “We’ve already helped connect over 100 million people in many countries to job listings, and we’re really excited about the impact it will bring to Filipinos,” she said. Over half a million job listings await Filipinos once it becomes available in the next few weeks, Google Philippines said. The

new feature will be available for desktop and mobile and for both Android and iOS devices. Google Philippines also partnered with Smart to launch Google Station, a platform that will provide free and high quality WiFi hotspots in areas with heavy traffic such as airports, markets, malls and bus stations. Google Stations will be available in more than 50 locations including airports in Manila, Clark and Davao and in LRT 2 and MRT 3 stations by the end of the month, the company said. “Access to information plays a great role in the everyday lives of people. It creates opportunities for individuals and businesses to learn and grow and that is why we want to bring high quality internet to more Filipinos across the country and create positive impact on their lives,” said global director for Next Billion Users Partnership Mahesh Bhalerao. Tullahan River flows from Quezon City to the cities of Valenzuela and Malabon before discharging into Manila Bay. The cities are some of the country’s centers of population, trade and industry -highlighting Tullahan River’s potential as an alternative transport route. Masungi Georeserve shortlisted as ‘tourism for tomorrow’ finalist

he Masungi Georeserve in the province of Rizal is among the World Travel and Tourism Council’s (WTTC) Tourism for Tomorrow 2019 finalists. Masungi Georeserve, the only Philippine destination from the 15 shortlisted finalists, will compete for the Destination Stewardship Award with Brazil’s Grupo Rio de Prata and St. Kitts and Nevis’ Sustainable Destination Council. The geotourism destination, currently managed by the Masungi Georeserve Foundation, is located at Kilometer 47, Marcos Highway in the town of Baras. The conservation area, frequented by adventure-seeking tourists, is famous for its rustic rock garden within the forests of Rizal province. Masungi is derived from local name “masungki” which means spiked. The Tourism for Tomorrow 2019 awardees, is divided into four categories -- Climate Action, Investing in People, Destination Stewardship, Social Impact and Changemakers -- will be announced at the 19th WTTC Global Summit in Seville, Spain in April. The category where the Philippines is listed is given to organizations “helping a place to thrive and bring forward its unique identity for the benefit of its residents and tourists.”

Duty Free to open stores in Palawan, Bohol

he Duty Free Philippines Corporation (DFPC) is planning to expand its operations in Palawan and Bohol by end of this year, a ranking official said. “We are set to open Duty Free Philippines stores in Palawan and Bohol-Panglao International Airport this year,” DFPC chief operating officer Vicente Angala told a press briefing in Pasay City. Angala said no definite date is set but these stores are slated to open within 2019. “It’s still with the DOTr (Department of Transportation), it should be eventually transferred to CAAP (Civil Aviation Authority of the Philippines),” he said. “We still don’t have the details yet as to how big these stores will be but definitely it will happen this year,” he added. Angala said the DFPC has also allotted a budget of PHP27.2 million for the renovation of Duty Free Fiestamall in Parañaque City. In its newest upscale store -- the Luxe Duty Free -- the DFPC seeks to feature more export-quality local products through a collaboration with the Department of Tourism. During a walk tour at Luxe, Angala showcased the store’s designated space for Filipino-owned Kultura and its kiosk for Philippine-made confectioneries such as the world-class Malagos chocolates. “These plans and programs bode well for the higher target sales for 2019,” he said.

Boracay tourists warned vs bluebottle jellyfish

ourists visiting Boracay Island were advised by local authorities about the presence of the bluebottle jellyfish.Beachgoers were advised against touching the jellyfish even if it is not in the water since its stingers remain active. The warning was issued after the Municipal Environment and Natural Resources Office reported sightings of the bluebottle jellyfish on Puka Beach. A venomous type of jellyfish, the bluebottle’s sting is very painful and could be felt for up to 2 hours. However, it is not capable of killing people, said Aaron Senday, information officer of the Municipal Disaster Risk Reduction and Management Office.

DOLE strengthens One-stop service center for OFWs

he Department of Labor and Employment (DOLE), with the Philippine Overseas Employment Administration (POEA), signed a collaboration deal with over 16 government agencies to further strengthen the One-Stop Service Centers for OFWs (OSSCO) in the country. In an advisory released, DOLE secretary Silvestre Bello III said that through the OSSCO, the “time to process documents is shortened, travel expenses are reduced, and effectiveness of delivery of services is increased.”

POEA Administrator Bernard Olalia, on the other hand, said, “We have already signed MOU with our partners in the regions, but it is the first time that we will be signing the MOU at the national level. Through this, we expect to explore other areas of cooperation with our partner agencies.” As of December 2018, a total of 3.8 million clients have already been served by the 19 OSSCOs nationwide. Aside from over 30 identified services from 16 different government agencies now accessible to OSSCO clients, a 24/7 hotline has also been set up to provide guidance for

various OFW concerns. The OSSCO, launched back in August, 2016 at the POEA in Mandaluyong City, give Filipinos currently working or planning to work overseas an easier time in approaching government frontline services. The service operates from 8 a.m. to 5 p.m., Mondays to Fridays. Among the government agencies in collaboration for the OSSCO are: Department of Foreign Affairs (DFA), Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), Technical Education and Skills

Development Authority (TESDA). The other agencies are the Professional Regulation Commission (PRC), Maritime Industry Authority (MARINA), Home Development Mutual Fund (HDMF), Philippine Health lnsurance Corporation (PhilHealth), Social Security System (SSS), Philippine Statistics Authority (PSA), Bureau of Immigration (BI), National Bureau lnvestigation (NBI), Commission on Higher Education (CHED), Tourism lnfrastructure and Enterprise Zone Authority (TIEZA), Philippine National Police (PNP), and Bureau of lnternal Revenue (BIR). — GMA News

It was adopted and ratified before the Senate and the House of Representatives adjourned last December. It is expected to lapse into law if President Duterte fails to act on it after 30 days, or after February 24. Under the measure, the Philippine Overseas Employment Administration (POEA) is required to publish, disseminate, and update a handbook for Filipino migrant workers. The guidebook shall serve as a reference for OFW rights and shall contain vital information to help them address their problems and concerns abroad.

Pacquiao, principal author of the bill, said it was the obligation of government to take care of the millions of OFWs all over the world, “by providing them with standard printed information.” “We want to equip our OFWs with the necessary information they can access once they are out there in the global marketplace,” he said. Under the measure, the book should be issued to all Filipino migrant workers “free of charge.” It would also include information on the labor and living conditions in the country of their destination, as well as in the Philippines for their return. The handbook shall be written in languages that would be easily understood by OFWs.

Pacquiao said that while the 23-year old Republic Act 8042 or the Migrant Workers and Overseas Filipinos Act of 1995 authorized the POEA to “undertake other programs or resort to other modes of information and dissemination campaign,” existing efforts by government agencies to provide OFWs with such handbooks are “limited and inconsistent.” Also contained in the handbook are the necessary information needed by OFWs for their reintegration once they return to the Philippines. Aside from Pacquiao, the Senate’s version of the bill was authored by Senators Aquilino Pimentel III, Richard J. Gordon, and Cynthia A. Villar. —Manila Bulletin

House panel supports travel tax exemptions for OFW dependents

he House Ways and Means Committee approved a measure extending the travel tax exemption to dependents of overseas Filipino Workers (OFW) and establishing an OFW Sovereign Fund to encourage investment. The panel approved the Substitute bill to House Bill No. 6138, which extends coverage of the OFW travel tax exemption to dependents. At present, Philippine nationals pay P1,620 and P2,700 travel tax for economy and first class passage, respectively, charged upon departure from the Philippines or upon purchase of the plane ticket. Already exempted from the payment of travel tax are OFWs, while their dependents are entitled to a reduced travel tax rate of P300 for economy passage and P400 for first class. The Department of Finance (DoF) and the National Tax Research Center (NTRC), however, did not support the measure, arguing that current laws already privilege OFWs. “We have recognized the importance or the role of the OFW in our economy. There have been a lot of laws that give them privileges,” Finance Director Juvy C. Danofrata told the panel. “Granting it or expanding it further… is not supported by the DoF, primarily because there’s already a law that gives the privilege of reduced travel tax to OFW dependents.” She said that with the reduced tax rate in place, the government had foregone revenue of P176.76 million in 2018. This covered over 133,000 OFW dependents that benefited from the reduced travel tax in 2018. For his part, National Tax Research Center (NTRC) Officer-in-Charge Deputy Executive Director Donaldo M. Boo said “Additional outright exemption of dependents from travel tax might be deemed too generous for the government to grant because there are already a number

Social welfare attaché bill for OFWs to be elevated to Palace for signing

he Senate has adopted the House version of the bill calling for the creation of social welfare attachés in countries with high concentrations of Overseas Filipino Workers (OFWs). House Bill No. 8908 amends Republic Act No. 8042 or the Migrant Workers and Overseas Filipinos Act of 1995 and requires the Department of Social Welfare and Development (DSWD) to deploy social welfare attachés. With the adoption of the measure, a bicameral conference committee is no longer required, and the measure will be sent directly to the President for signature. Under the bill, the Department of Foreign Affairs (DFA) and the Department of Labor and Employment (DoLE) will determine which countries will have social welfare attachés. According to Senator Joel J. Villanueva, chair of the Senate committee on labor, employment and human resources development, there are only eight social welfare attachés deployed around the world as of May 2018. The Philippine Embassies in Riyadh, Saudi Arabia and Doha, Qatar have social welfare officers to assist OFWs. The attachés are tasked to manage the cases of OFWs needing psychological services, especially in cases of human trafficking, sexual abuse or maltreatment. The officers should also respond and monitor the problems and complaints of OFWs and their families. The social welfare attaché is also directed to establish networks with overseas-based social welfare agencies and individuals which may provide assistance to distressed OFWs. A databank of OFWs and their families will also be maintained by the attaché in order to effectively provide appropriate social services. The social welfare attaché is also tasked to submit regular reports to the DSWD and DFA and provide recommendations and updates on the situation of OFWs, especially those encountering difficulties in their host country. — Business World

a separate special fund for OFWs to invest in. The proceeds of the fund will be finance “significantly urgent national government and private projects,” as directed by the President. As for the tax provision, the Committee agreed to do away with the proposed interest income tax exemption under section 6, and adopt the concerned provisions, as approved in House Bill No. 8645, or the “Passive Income and Financial Intermediary Taxation Act.” “We don’t express any disagreement in the possibility of making this consistent with what has already been approved by this Committee, we just don’t want it to be archived,” Mr. Salo said in response to concerns raised by the DoF and the NTRC. Ilalaglag ba o hindi ang sanggol may karapatang mag desisyon kung gagawin ito o hindi? Ang ina, ang asawa, ang mga magulang ng mag-asawa, doktor o gobiyerno? Ang paglalaglag (abortion) ay ang pagwawakas o paghinto sa pagbubuntis sa paraan ng pag-aalis ng embrayo o sanggol bago pa ito ay mabuhay sa labas ng matres. Ang pagkalaglag ng bata na nangyari na lang basta (spontaneous) ay tinatawag na pagkabigo (miscarriage). Kapag sinadyang ihinto o pigilin ang pagbubuntis, ito ay tinatawag na sapilitan na paglalaglag (induced abortion). Alam ko na ang paglalaglag ay kinikilalang isang krimen ayon sa “Articles 256, 258 and 259 ng Revised Penal Code ng Pilipinas. Nagbibigay ng mandato na ipakulong ang babae na nagpasa-ilalim sa paglalaglag at gayun din sa sino mang tumulong sa gawain na ito. Nalaman ko ayon kay Clara Rita Padilla ng Rappler (2015), ang abortion bagaman illegal ay hindi nakapipigil sa mga babae na magpalaglag. Tinataya na 610,000 babae nuong 2012 ay nagpalalag at mahigit na 100,000 babae ay na-ospital. Tatlong babae ang namamatay araw-araw gawa ng komplikasyon sa paglaglag. Ang mga dahilan ng paglalaglag ng sanggol ayon sa pangkalahatang pag-aaral ng Guttmacher Institute ay ipagpaliban ang panganganak. Ikalawa ay may kinalaman sa kabuhayan. Kasama na ang ayaw magambala ang pag-aaral, pagtratrabaho, kakulangan ng suporta ng ama ng bata, kahirapan at hindi kakayanin ang maganak pa. Maliwanag sa akin na hindi napapatupad ang batas tungkol rito. Mas masidhi ang maglaglag kaysa sa takot sa batas laban

dito. Dahil dito, nagbunsod sa akin na magtanong kung ano ba ang halaga ng buhay ng sanggol? May karapatan ba ang tao na basta na lang kitilin ang buhay kung ayaw o hindi pa napapanahon mag-anak? Ang embrayo ba sa sinapupunan ay kinikilalang tao at hindi isang pirasong laman lamang? Ano ba ang moralidad tungkol sa bagay na ito? Dahil sa paniwala sa Diyos, kumunsulta kami sa mga sinabi ng Biblia na may kinalaman sa paglaglag ng bata (Abortion) at ganito ang aking na diskubre, Sino ang gumawa sa tao? “Ganito ang sabi ng Panginoon, ng iyong Manunubos, at niyang nag anyo sa iyo mula sa bahay-bata, Ako ang Panginoon na gumagawa ng lahat na bagay....’” (Isaiah 44:24, ADB1905). Sinabi pa rin, “Nguni’t ngayon, Oh Panginoon, ikaw ay aming Ama; kami ang malagkit na putik, at ikaw ay magpapalyok sa amin; at kaming lahat ay gawa ng iyong kamay.” (Isaiah 64:8, ADB). Sinabi pa sa Mga Awit 139:13-14, ADB, “Sapagka’t iyong inanyo ang aking mga lamang loob: iyo akong tinakpan sa bahay-bata ng aking ina. Ako’y magpapasalamat sa iyo; sapagka’t nilalang ako na kakilakilabot at kagilagilalas: kagilagilalas ang iyong mga gawa; at nalalamang mabuti ng aking kaluluwa.” At sinabi, “Bago kita inanyuan sa tiyan ay nakilala kita, at bago ka lumabas sa bahay-bata ay pinapaging banal kita; inihalal kitang propeta sa mga bansa” (Jeremiah 1:5, ADB1905). Pinatotohanan ng Biblia na Diyos ang may katha ng buhay at may layunin sa bawat taong ipinanganak. Hindi gobyerno, doctor at mambabatas ang lumikha ng tao. Hindi rin ang mag-asawa bagaman sa kanilang pagtatalik nabuo ang embrayo, ito ay parte ng disenyo ng Diyos. Binigyan lamang ang tao ng sariling kalooban subalit pinananagot ng Diyos ang tao sa mga gagawin nito. Tao na ba ang sanggol sa sinapupunan ng ina nito? Ganito ang tugon ng Biblia, “At nangyari, pagkarinig ni Elisabet ng bati ni Maria, ay lumukso ang sanggol sa kaniyang tiyan; at napuspos si Elisabet ng Espiritu Santo.” (Luke 1:41, 44, ADB). Ang pagsasakatawang tao mismo ng Panginoong Jesus ay dumaan sa proseso na nagsimula isa isang embrayo, naging sanggol, naging bata, tinedger, binata bago tumanda (Luke 2:6-7, ADB). Samakatuwid, ang tao ay sadyang dumadaan sa prosesong nagsimula sa pagpunla ng binhi na nangyari ng magsanib ang sperma ng lalaki at itlog ng babae at naging embrayo sa sinapupunan ng ina nito. Hindi ito isang pirasong laman lamang gaya ng pananaw ng ilang mga tinatawag na eksperto. Kapag sinadyang kayurin ito sa matres, tiyak na pagpatay ang gawang iyon. Liban lamang kung natural na nalalag ito sa pagbubuntis na hindi sinasadya. Sino ang may karapatan sa buhay at kamatayan? Ganito ang pahayag ng Diyos sa Biblia, “Huwag kang papatay.”(Exodus 20:13, ADB). Maliwanag na ipinagbabawal ng Diyos ang sadyang pagkitil ng buhay. Sinabi pa, “Aking tinatawag ang langit at ang lupa na pinakasaksi laban sa inyo sa araw na ito, na aking ilagay sa harap mo ang buhay at ang kamatayan, ang pagpapala at ang sumpa; kaya’t piliin mo ang buhay, upang ikaw ay mabuhay, ikaw at ang iyong binhi...” (Deuteronomy 30:19, ADB). Iniuutos ng Diyos na piliin ang buhay kaysa kamatayan. Kasamang pipiliin ang buhay ng embrayo o sanggol sa sinapupunan ng ina nito kung hindi nabibinggit sa alanganin at puedeng iligtas pareho. Diyos lamang ang sadyang may kapangyarihan kunin ang buhay ng isang tao. Sa pangkalahatan, wala sa tao ang desisyon at dahilan upang kitilin ang buhay. Ang batang bunga ng rape o incest ay dapat ba na ilaglag? Ganito ang sabi ng Biblia,

“Hindi papatayin ang mga magulang dahil sa mga anak, ni ang mga anak ay papatayin dahil sa mga magulang; bawa’t tao’y papatayin dahil sa kaniyang sariling kasalanan. (Deuteronomy 24:16, ADB). Walang kinalaman ang sanggol sa nangyari. Kasalanan ng rapist ang panghahalay at siya ang pananagutin. Ang naging bunga nang kanyang ginawa na sanggol ay walang kasalanan kaya hindi dapat patayin. Maraming paraan kapag ipinanganak ang bata. Puedeng ipa-ampon, ipagkatiwala sa kamag-anak ng babaing na-rape o ilagay sa kamay ng gobyerno kung ayaw ng ina nito. Hindi kailangan patayin. Ang pagpatay o paglaglag sa bata ay isang krimen at labag sa patakaran ng Diyos. Dapat bang ilaglag ang batang may kapansanan sa sinapupunan pa ng ina nito? Ganito ang nasusulat, “At sinabi sa kaniya ng Panginoon, Sinong gumawa ng bibig ng tao? o sinong gumawa ng pipi, o bingi, o may paningin, o bulag sa tao? Hindi ba akong Panginoon?” (Exodus 4:11, ADB). Matapos maunawaan ang mga katugunan ng Biblia, nanalangin ng lubusan bago nag-desisyon ang aking anak at hinayaan nang mabuo. Sa paglipas ng limang buwan, Inultra sound at nakita na buo naman ang pisikal na katawan ng bata. Subalit ang pinag-aalala ay kung ayos ba ang loob ng katawan at lalo kung walang pinsala ang utak. Maraming mga kasama at kakilala ang hiniling na manalangin. Dumating ang araw ng panganganak. Nag labor at itinakda para sa normal delivery, pero humihina ang pintig ng puso ng bata. Nag desisyon silang gawin emergency Caesarian section. Napag-alaman na naghihiwalay ang bahay bata at ang bata. Subalit laking gulat nang lumabas, Wow! 9 lbs. Normal at pinakamalaking baby sa nursery. Sa sobrang laki hindi nagkasya ang mga damit sa nursery kasi pang 3-6 months ang kasya. Inilagay sa recovery room nang dalawang oras ang aking anak, kasi nag-ble-bleed pa. Malaking pasasalamat at naka-recover siya at ligtas na silang dalawang mag-ina. Sa ngayon 6 yrs old na ang bata na pinangalanan Sonpa. Matatas magsalita at very bright. Ang puntos ng aking maybahay ay paano kaya kung nakinig sa admonisyon ng mga doktor? Lalo na sa mungkahi na ilaglag ang bata? Dito, mataginting na lumantad ang kaisipan ng tao ay sadyang limitado. Diyos lamang ang may kapangyarihan. Siya lamang ang may karapatan sa buhay na siya rin ang may akda. Walang karapatan ang tao na kitlin ang buhay ng mga sanggol sa sinapupunan ng ina. Kung sakali man na ang nangyari ay may kapansanan si Sonpa ng ipanganak, mamahalin at aalagaan pa rin sa tulong at awa ng Diyos. May isa pang tanong na kailangan sagutin ng Biblia. Pinatatawad ba nang Diyos ang mga naglaglag ng bata? Ganito ang tugon ng Biblia, “Na sa kaniya’y mayroon tayo ng ating katubusan sa pamamagitan ng kaniyang dugo, na kapatawaran ng ating mga kasalanan, ayon sa mga kayamanan ng kaniyang biyaya “ (Ephesians 1:7, ADB). “Ako, ako nga ay siyang pumapawi ng iyong mga pagsalangsang alang-alang sa akin; at hindi ko aalalahanin ang iyong mga kasalanan. (Isaiah 43:25, ADB). Gagawin patawarin ng Diyos ang sinumang tutuong magsisisi sa ginawang paglalaglag ng anak at kasama na rin ang mga tumulong na gawin. Subalit ito ay KUNG tutuong magsisisi sa Diyos at hihingi ng tawad buod sa puso. Iglesia ni Cristo expands OFW outreach program in Asia

he Iglesia ni Cristo (INC) has expanded its outreach and aid program for overseas Filipino workers (OFWs) to several Asian countries. INC general auditor Glicerio Santos Jr. said the Lingap sa Mamamayan program recently conducted events in China and Thailand. The events for OFWs were held in Hong Kong on Jan. 27, Macau on Jan. 20 and Bangkok on Jan. 13, according to Santos. The INC has also held Lingap programs in Kuala Lumpur in Malaysia on Oct. 28 as well as in Taipei and Kaohsiung, both in Taiwan, on Nov. 18 and Nov. 25, respectively. “For the most recent Lingap activities abroad, we made a conscious effort to reach out to our OFWs. Our kababayans are scattered all over our neighboring countries in Southeast and Northeast Asia, but seldom do they get

together as one big Filipino community. That’s what we did and accomplished with our Aid to OFW events. We opened up opportunities for us to meet and help each other,” Santos said. Santos stressed that the Lingap efforts in Asia were fueled by INC Executive Minister Eduardo Manalo’s continuing desire to offer tangible, effective and needed assistance to Filipinos abroad who toil hard for their families back home. The INC official noted that in realizing Manalo’s goals for foreign-based Filipinos, they specifically chose spacious venues that could accommodate as many OFWs as possible. The Taiwan legs were held at Taipei’s Hua Nan Bank International Convention Center and Kaohsiung International Trade and Exhibition Center. HE Catholic Bishops’ Conference of the Philippines-Episcopal Commission on Migrants and Itinerant People (CBCP-ECMI) advised overseas Filipino voters to weigh the candidates in the midterm elections in May against the values that are important to them. “It is always a reminder to our overseas Filipino workers (OFWs) that they have to look in themselves before electing their candidates, that is, those whom they will vote must be like them,” Balanga Bishop Ruperto Santos, CBCP-ECMI chairman, said. He said that the common values of OFWs were honesty, helpfulness and industriousness. “OFWs are honest, hardworking and helpful to others. So decide on candidates who are honest, who will not steal nor tainted with graft and corruptions,” the bishop said. “They should vote for candidates who will really work hard for them, those who are after their well-being and will not side and work only for certain persons, not for (a) particular party and not for personal benefits,” the bishop said. In an apparent swipe at legislators and senatorial hopefuls who are death penalty advocates, Santos said OFWs must vote for those who would “really help our fellowmen to improve, promote and preserve life.” “Not those candidates who suppress life nor destroy life. Elect those who will help take care of your balikbayan boxes, create jobs here for you and help you to promote your rights and dignity,” Santos said. Members of the Catholic Church, like civil servants, are prohibited from engaging in partisan political activities. Dioceses last week banned the posting of campaign paraphernalia in the church premises. Based on the Commission on Elections’ January 10, 2019 data, there are a total of 1.8 million registered overseas Filipino voters. This is higher than the 1 million recorded in the 2016 elections. At least 887,686 came from the Middle East Africa; 401,390 from Asia; 345, 418 from the North and Latin America; and 187,621 from Europe. The national and local elections are set on May 13, 2019. The 90-day election period for the national posts started on Feb. 12, 2019 and will end on May 11, 2019. Sixty-two hopefuls are vying for 12 slots in the Senate. — Manila Times

Residents and attendees at the various Canadian locations received approximately 4,000 “goodwill bags.” The FYM Foundation likewise donated funds to each of the centers and shelters visited. For 2019, the INC plans to re-establish Lingap in various parts of Europe, Africa, the Middle East and Australasia while sustaining efforts which have already gained momentum in North America. —Philstar

odernized dresses made of Maguindanao’s iconic inaul fabric will be displayed in a fashion in Toronto, Canada this coming June, according to a prospect model and event organizers. Reigning Miss Asia-Pacific and Mutya ng Pilipinas Shariffa Akeel said fashion designer Renee Salud has asked her to lead a group of Filipino models for the first-ever showcase of inaul-derived dresses abroad. She said Salud has already made arrangements with counterparts in Canada for the staging of the fashion show in Toronto. The Manila Bulletin interviewed the 22year old coed, known in her Sultan Kudarat home-province as Shariffa Mangatong Areef Mohammad Akeel, last February 13 in Buluan, Maguindanao where she and other reigning Philippine beauties attended the province’s Third Inaul Festival as guests. He said implementation of the policy would require amendments to the relevant laws, while the Council of Agriculture (COA) would be required to report on the outcome of the policy after a year. Tsai Pei-chun (蔡佩君), executive secretary at the COA’s Personnel Office, said that in the initial stages of the plan, dairy farmers who have at least 80 cows and currently employ at least four local farmers will be eligible to apply for one migrant worker. Under the project, some 400 migrant workers are expected to be brought in to help dairy farmers in Taiwan, she said. According to Tsai, local people are reluctant to seek employment on dairy farms because of the heavy workload and a fear of big animals. She said an initiative was launched some time ago to recruit 54 local dairy farm workers at a monthly salary of nearly NT$40,000 (US$1,050), but only 20 of the 90 applicants accepted the jobs and none of them have remained.

ooperation between law enforcement agencies of the Philippines and Taiwan have reached new heights during the past year with the series of successful operations that have brought high-profile criminals before the bar of justice. In May last year, Taiwan police tracked and apprehended high-profile fugitive Ricardo Parojinog Jr. in his hideout in Pingtung, a fishing village south of the island. Parojinog, wanted on drug charges, fled to Taiwan purportedly posing as a fisherman to escape from Philippines authorities. Philippine National Police intelligence operatives, however, received a tip regarding Parojinog’s movements and immediately coordinated with counterparts in Taiwan. Sparing no time, Taiwan police tapped into its own intelligence network and traced Parojinog in the multi-story apartment building where he was staying and captured him. He was eventually turned over to Philippine authorities to face trial. A few months later, it was the Philippines’ turn to help Taiwan in pursuing a suspect in a high-profile case involving an

Israeli-American immigrant who, along with several accomplices, murdered a Canadian national whom they suspected of having turned to authorities regarding their drug dealing activities. The incident drew national attention for its gruesomeness with Oren Shlomo Mayer and another suspect chopping their victim’s body into pieces and discarding them in the city’s riverbanks in an attempt to hide the crime. Mayer fled to the Philippines before Taiwanese police could arrest him but swift coordination with the PNP Directorate for Intelligence led to his immediate arrest in Cainta, Rizal in September 2018. In recent years, there have been reports of illegal brokers in New Taipei hospitals issuing “government case” business cards in hospitals claiming that caregivers can “be at work tomorrow with one phone call.” The market exists for illegal brokers because family members of the patients are in urgent need of someone to share the burden of caring for them, and they have no time to review the relevant laws or check the caregiver’s documents. Statistics show that from 2014 to the end of 2018, there have been 120 incidents in which employers have been found to be illegally staffing foreign caregivers in hospitals. The total fines imposed for these cases has reached NT$11.52 million (US$373,000). According to the New Taipei City Government Labor Affairs Bureau, over the past five years, several New Taipei hospitals have been found to be illegally employing unaccounted for foreign workers as caregivers. The largest number of reported cases by one employer was Fu Jen Catholic University Hospital in New Taipei City’s Taishan District, with 20 incidents, followed closely behind by the Tamsui Branch of Mackay Memorial Hospital at 19 reports. Many unscrupulous business operators have been taking advantage of brokers to provide illegal foreign workers to members of the public in urgent need of care. Not only do these practices exploit foreign workers for profit, but they also inflict harm on the employers in terms of penalties. Foreign workers are not only exploited in the process, but they also may fail to have regular health checkups because they have left their original employers. There is a concern that they may in turn spread diseases to their patients and create a loophole in epidemic prevention. New Taipei City Government Labor Affairs Bureau Director Chen Rui-chia ( 陳瑞嘉) stressed that patients or family members who need to hire caregivers can contact their nursing stations for inquiries. Concern raised on measles outbreak impact on OFWs, tourism

ith the number of measles cases still on the rise, the Department of Health (DOH) yesterday expressed concern over its possible impact on tourism and the deployment of workers overseas. Health Undersecretary Eric Domingo said over 800 more measles cases were recorded in a span of two days. “It’s still increasing. We now have 9,267 measles cases from our report on Feb. 16,” Domingo said. He said the death toll from measles has climbed to 146 from 136. Domingo said 824 new cases were reported, bringing to 9,267 the total number of measles cases from Jan. 1 to Feb. 18 this year. DOH data showed that 8,443 measles cases, with 136 deaths, were recorded from Jan. 1 to Feb. 16. There were only 2,534 measles cases during the same period last year. The regions where measles outbreaks were declared posted the highest number of cases. These are Calabarzon (Cavite,

Laguna, Batangas, Rizal, Quezon) with 2,310 cases; National Capital Region, 1,937 cases and Central Luzon with 1,387. Domingo said they are concerned over the possible effects of the measles outbreak on tourism and the deployment of overseas Filipino workers (OFWs). “If we fail to control the outbreak, you can’t stop other countries from giving travel advisories for their nationals not to go to the Philippines because of the measles epidemic,” he said. He added OFWs may be “restricted from traveling to other countries or may be asked for additional requirements” such as vaccination. Domingo said Hong Kong, which is measles free, has inquired about the situation in the Philippines, apparently because of heavy traffic between the two places. “Hong Kong has been declared measles-free. They expressed their concern about the measles outbreak here. We have many Filipinos traveling to Hong Kong,” he said. Domingo assured the public that the

measles outbreak would be controlled soon as the DOH intensified its immunization program among children aged six to 59 months. “Measles vaccines are now almost exclusively limited to children. We are intensifying vaccination in all regions because we don’t want measles to spread further,” he said. The DOH targets to vaccinate 12 to 14 million children, including 2.4 million infants aged six to 59 months; seven to eight million grade schoolers and pre-schoolers and 2.6 million adults. Domingo said if they meet the vaccination coverage rate of 95 percent, “herd immunity” would be achieved, which means even unvaccinated individuals are protected. Aside from the scaled up immunization program, the DOH also asked the Bureau of Quarantine to establish health desks at the airports to provide medical services to departing travelers.

“The people should be responsible to have themselves voluntarily checked before leaving the country. Because if other countries have this bad experience from us, there could be repercussions,” Domingo said. Caceres Archbishop Rolando Tria Tirona urged non-government organizations and church groups to work together with the DOH in eradicating measles, particularly in Bicol. Tirona also appealed to parents to bring their children to government health centers for free measles vaccines. “We are saddened by the reported deaths of children, mostly from poor families and communities,” the archbishop said. Ernie Vera, DOH Bicol officer-incharge, said they recorded 53 measles cases from Jan. 1 to Feb. 2. Sorsogon recorded the highest number with 21 cases, followed by Masbate with 12; Camarines Sur, 12; Albay, 5, and Camarines Norte with 3. There was no reported case of measles in Catanduanes. —Philstar

Duterte signs Integrated Cancer Control law President Rodrigo R. Duterte has signed into law a bill institutionalizing a ‘national integrated’ program to control cancer, one of the leading causes of death in the Philippines. Duterte signed Republic Act No. 11215, now also known as the ‘National Integrated Cancer Control Act’ on February 14. “The State shall adopt an integrated and comprehensive approach which includes the strengthening of integrative, multidisciplinary, patient and family-

centered cancer control policies, programs, systems, interventions and services at all levels of the existing health care delivery system” the law reads. The National Integrated Cancer Control Program shall serve as the framework for all cancer-related activities of the government to “decrease the overall mortality and impact of all adult and childhood cancer”. The program also aims to lessen the incidence of preventable cancer, prevent cancer recurrence, provide timely access

to optimal cancer treatment and care, make treatment affordable and accessible, and eliminate various forms of burden on patients and their families. Under the new law, the Department of Health is tasked to provide early and sufficient access to cancer medicines and “ensure highest possible chance of survival among people with cancer”. The DOH and local government units are expected to strengthen the capabilities of public health care systems and facilities in

dealing with cancer. A Philippine Cancer Center and Regional Cancer Centers will be established to strengthen the specialization and research on cancer treatment. The new law created the Cancer Assistance Fund, which will support the cancer medicine and assistance treatment program. The DOH is also mandated under the new law to provide subsidies and scholarships for the training of oncology professionals.

Duterte signs universal healthcare bill into law

resident Rodrigo Duterte on February 20 signed into law a landmark bill that guarantees all Filipinos equal access to quality and affordable goods and services in healthcare. Duterte signed the Universal Health Care Act during a ceremony in Malacañang. Under the law, all Filipino citizens are automatically enrolled into the National Health Insurance Program as direct contributors or those who have the capacity to pay premiums, and indirect contributors

sponsored by the government such as indigents and senior citizens. It has a funding requirement of P257 billion, but was given an appropriations of only P217 billion under the proposed 2019 national budget. Health Secretary Francisco Duque III earlier said the funding gap of P40 billion would mean not all hospitals or health centers as envisioned under the law would be constructed. The construction of barangay health units

in fourth to sixth class municipalities would be prioritized, so patients would not have to visit hospitals for minor ailments, Duque said. The law also mandates the expansion of Philippine Health Insurance Corporation (PhilHealth) coverage to include free consultation fees, laboratory tests, and other diagnostic services. PhilHealth was created in 1995 to implement universal health coverage in the country. As a government-owned and controlled corporation, PhilHealth is tax-

exempt and attached to the Department of Health. Filipinos who are not enrolled in PhilHealth could still benefit from health care services since the premium subsidy will be gradually adjusted and included in the General Appropriations Act. The law also calls for an improved doctor-to-patient ratio as well as an upgrade of hospital bed capacities and equipment and the establishment of hospitals in remote areas. —GMA News

New OFW center inaugurated in Bataan town

new center catering to the needs and addressing the concerns of overseas Filipino workers has been inaugurated in Abucay town in Bataan over the weekend. ACTS-OFW party-list Representative John Bertiz III and Bataan Representative Geraldine Roman led the inauguration of the new OFW Building in the town, which was then turned over to the local group OFW Family Care.

The center primarily aims to address the concerns of Filipino migrant workers in the area as well as to introduce skills livelihood programs, financial literacy seminars, and other projects of OFWs. Bertiz said the center was instituted to recognize OFWs and their families in the local government level. “Patuloy po nating aaksyunan ang mga pangangailangan ng ating mga OFW dito sa Bataan,” Bertiz said.

“‘Yung mga naipangako po natin na mga scholarship programs at medical assistance, patuloy po nating ibababa dito sa Bataan para po sa inyo at sa inyong mga kamag-anak,” he added. Bertiz recently reiterated his call for the immediate creation of national department focused on promoting and protecting the rights and welfare of overseas Filipino workers (OFWs) and their families. In June 2016, Bertiz filed House

Bill 192 seeking for the creation of the Department of Migration and Development in order to maximize the assistance given to Filipino migrant workers. Under the measure, all agencies concerned about OFW affairs would be unified under one department. Pinay scientist named director in Austria-based atomic energy agency

Filipino scientist was recently appointed as one of the directors of the International Atomic Energy Agency (IAEA) in Vienna, Austria, the Department of Foreign Affairs (DFA) said. The DFA said Dr. Jane GerardoAbaya was appointed as IAEA’s Department of Technical Cooperation Division Director for Asia and the Pacific on Jan. 1. She last held the post of section head at the same division. Abaya is an Austria-based scientist who has been with the IAEA in various capacities since 1994. She has spoken about educating students and teachers about nuclear science and technology and capacitybuilding in the same area. An expert

She also worked as a geochemist at the Philippine National Oil Company and senior environmental planning researcher at the Department of Environment and Natural Resources. ost Taiwanese people may take everything about Taiwan’s metro systems for granted, because they have long been using the public transportation to get around their city for work, recreation, and every imaginable purpose. However, in many foreigners’ eyes, Taiwan’s metro systems are a marvel. For example, a Korean YouTuber, Kyeong Heum, shared in a video his experience of riding in Taiwan’s rapid transit systems, noting four surprisingly good things he found to be pleasantly “shocking” to him on Facebook last year. 1. Cheap fares KyeongHeum said that he felt Korean bus and subway fares are inexpensive compared with Korea’s high cost of living, but “after I came to Taiwan, I was shocked,” because the fares for riding in Taiwan’s metro system are even more inexpensive. “Seoul’s subway fares are probably two times more expensive than those of Taiwan’s metro systems,” he said. 2. Meticulously clean The cleanness of Taiwan’s metro systems

also surprised KyeongHeum, who said, “I’ve never seen a piece of trash, not one....How is this possible?” KyeongHeum actually looked around a station, and found it so clean that it was “shocking” to him. 3. he Taiwan Education Center Philippines, and St. Paul University Quezon City held an event to encourage students and faculty from the university to study in Taiwan and to even apply for scholarships to pursue doctoral degrees. Lee Cheng-han (李政翰), the education secretary at Taiwan's representative office in Manila, briefed students and faculty at the event on Taiwan's higher education system and the quality of instruction. Whether students want to develop academically or develop practical skills, Taiwan can provide appropriate courses, and scholarships are also available from Taiwan’s government, Lee said. The program’s manager, Huang Tse-hsiang (黃澤翔), said another purpose of the event was to expose Filipino students to the possibilities and fun of learning a foreign language

The management clarified that the passenger has to drink the water, spray the perfume, or use the lotion or rubbing alcohol in front of the MRT security personnel before being permitted to enter. The management also reminded commuters to claim confiscated liquid items from the Station Control Room (SCR) of the station where the item was seized. Passengers just have to present an ID for verification. The Light Rail Transit (LRT) management has yet to announce if it will also lift its liquid ban.
