LTFRB grants provisional increase for jeepney, taxi fares

n response to the nationwide strike staged by transport group Stop and Go coalition last February 6, the Land Transportation Franchising and Regulatory Board (LTFRB) approved a one-peso fare hike for public utility jeepneys. This puts the jeepney base fare at P8. In addition, the LTFRB also ordered reverting the flag-down rate in taxis to P40. The LTFRB announced that it will implement that two fare adjustments either on February 9 or a day after the transport agency publishes its order, whichever comes first. LTFRB notes that the two fare adjustments are not effective nationwide. The jeepney fare increase takes effect only in Metro Manila, Central Luzon, and CALABARZON areas. Meanwhile, the P40 base fare for taxis will be implemented in Metro Manila, Panay, Cebu, and other areas where the Philippine National Taxi Operators Association (PNTOA) is active. In an interview, LTFRB Chairman Martin Delgra III stated that the adjustments cover only base tax fares, as the succeeding perkilometer rate remains the same—for jeepneys, it’s P1.50, and for taxis, P3.50. Delgra added that taxi operators have 10 days to file any request to modify the wait time and rates for succeeding distances. The fare hike is primarily a response to an urgent motion filed by the Alliance of Concerned Transport Organizations (ACTO) and three other transport groups in December last year. The groups stated that the reason for the motion requesting

the fare hike was because fuel prices rose consistently throughout 2016. They added that the increase present jeepney drivers and operators with “an opportunity to earn and uplift their livelihood.” The recent transportation strike itself was meant to protest the government’s plan to phase-out passenger jeepneys 15 years old and above in a move to upgrade transport vehicles and make them eco-friendlier. Stop and Go expressed its opposition of the plan, claiming small-time drivers and operators will suffer most. The group suggests that it should be enough to upgrade the jeepneys themselves to meet modern standards, and for authorities

to strictly enforce road-worthiness rules for public utility vehicles. Duterte approves mandatory ROTC for Senior High students

resident Rodrigo Duterte approved the restoration of the Reserved Officers Training Corps (ROTC) for Grades 11 and 12 in public and private schools nationwide. In a Facebook post, Agriculture Secretary Emmanuel Piñol said the President approved the mandatory ROTC after thorough discussion with members of the Cabinet on February 7. He said the proposal “will now be forwarded to Congress and Senate and certified as urgent by President Duterte.” Piñol said Defense Secretary Delfin Lorenzana presented an amendment for Republic Act 7077 or the “Citizen Armed Forces of the Philippines Reservist Act” to make ROTC mandatory. The Agriculture Secretary also quoted Lorenzana, saying that “ROTC instills patriotism, love of country, moral and spiritual values, respect for human rights and adherence to Constitution.” Piñol said the Anti-Hazing Law will be strictly implemented to “avoid hazing deaths” and will be one of the measures to safeguard the mandatory ROTC. The implementation of mandatory ROTC stopped in 2001 when University of Santo Tomas student and ROTC member Mark Welson Chua was found dead after exposing the alleged corruption in his unit. The ROTC has since been offered as an optional program under the National Service Training Program (NSTP) through Republic Act 9163. Other components of NSTP include the Civic Welfare Training Service, which requires students to participate in community service programs, and the Literary Training Service, which allows students to teach basic skills in public schools.

The House foreign affairs committee’s report on the measure said HB 4767 will “ease the burden of the overseas Filipino workers (OFWs), seafarers, business persons and the traveling public from having to renew their passports every 5 years.” During his first State of the Nation Address last year, President Rodrigo Duterte urged Congress to amend the 20-year-old RA 8239 to make passport renewal more convenient for OFWs.

Manila rolls out smoking ban

resident Rodrigo Duterte “approved, with conditions” the proposed special card for overseas Filipino workers (OFWs), which will make it easier for them to avail of government services. Presidential Spokesman Ernesto Abella said the President made the decision on the program, called the iDOLE-OFW Identification Card System, during the Cabinet meeting on Tuesday, February 7. Asked why the President approved the proposal “with conditions,” Abella said this was because of “certain technicalities” but did not elaborate. The envisioned “unique ID card for OFWs” will have several features, all geared toward improving the experience of OFWs when dealing with the government. The features, according to Abella, are as follows: • Easier transactions with the government and private agencies • Access to OFWs’ records with government agencies • Serves as a debit card for the OFW bank • Serves as a reloadable Beep card that can be used for MRT or LRT rides Prior to the President’s approval of the plan, the Department of Labor and Employment (DOLE) had created a one-stop service center for OFWs. In response to Duterte’s directive to streamline government processes, the requirement to present an overseas employment certificate or OEC was scrapped for OFWs on vacation. OFWs had complained about the tedious process of applying for an OEC, especially during the holiday season. Looking after the welfare of the sector was among the campaign promises of Duterte. His first order to the Department of Foreign Affairs as a newly-elected leader was the improvement of services for OFWs.

He invited a group of friends to help organize the event and put into realization his plans to turn wastes into fashion articles that were shown to the crowd by making the streets of Ximending as their catwalk. Waste including cigarette boxes, lottery cards, McDo French fries cup, bamboo, dry leaves, used cellphone cards, broken cellphone and feathers, have been turned into fashion statements. The main purpose of the said event is to open the awareness of the onlookers about the environmental and social issues that plagues our society nowadays, like stray animals, garbage, leftovers etc. The show was called “Art and Fashion: Waste Recycling Production Fashion Weekly, the scene of fashion with six themes: food waste, environmental protection, animal Protection, health, science and technology. Mario organized this event not for recognition, nor for self-interest, but only to arouse people’s attention to the public issues. He said that the scene of the performance is not just a fashion catwalk, but also to combine with his best “sand painting” arts, an unprecedented, fusion of sand show and fashion show. Mario will return home in March in his hometown in the Philippines, where he plans to do more public welfare program.

OFW News Indonesians, Filipinos protest Trump’s immigration policy

In Jakarta, dozens of students and activists from several rights groups called on the Indonesian government and the international community to help stop Trump’s order that temporarily banned travelers from seven predominantly Muslim countries. They do not include Indonesia, the world’s most populous Muslim nation, and the Philippines, a key US ally. However, Indonesia is home to nearly 14,000 refugees seeking resettlement in third countries, and Trump’s ban will significantly impact their chances of going to the US, said rights activist Veronica Koman, who organized the protest. A US judge imposed a nationwide hold on Trump’s ban on travelers and immigrants from Iran, Iraq, Syria, Sudan, Somalia, Libya and Yemen, siding with two states that had challenged the executive order that has launched legal battles across the country. “We are here to protest Trump’s xenophobic and Islamophobia policies,” Koman said. Protesters waved banners such as “I’m angry with Trump” and “No ban, no wall.” “Actually this is not only for Muslims, but this is war against humanity because the immigrants or refugees around the world, not only from Muslim countries, don’t have to be treated like this,” said activist Filza Inanuma. “Everybody should have rights to go everywhere they want for their protection, for their life.” A similar rally was held outside the seaside US Embassy in the Philippine capital, Manila, where protesters burned a portrait of Trump. Man faces raps over ‘plot’ to kill Pinay wife, daughter over insurance

42-year-old man from Monroe, Washington was arrested and charged for allegedly plotting the murder of his Filipina wife and daughter for insurance money. A probable cause synopsis document sent to ABS-CBN News by Snohomish County Prosecuting Office showed that Jeffery Lytle sent a text message to someone named “Shayne” that allegedly greenlighted the murder of Rhoda Mee Funtanilla Lytle, his wife of more than 6 years, and their 4-year-old daughter. The text said: “Hey Shayne how’s it going. You remember you said that you would help me kill my wife. I’m going to take you on that offer.” Jeffery also mentioned that his wife’s life insurance is worth $1 million and if Shayne wanted a bonus he can also kill their daughter whose life insurance is worth half a million dollars ($500,000). In the text, Jeffery even requested Shayne to make it appear that the killing was a robbery gone wrong or an accident. In return, Jeffery texted that he will split everything with Shayne 50/50. The unintended recipient, Robert Alexander, Lytle’s former employer immediately called 911 and reported the seemingly “murder-for-hire” text to the police, according to the synopsis. Jeffery was arrested and charged last Wednesday with domestic violence and two counts of criminal solicitation for murder in the first degree. His bond was set at 1 million dollars. The synopsis also stated that: “Jeffery initially denied sending any text message to anyone. However, when confronted, (he) admitted he had authored the text in question but never sent it to anyone and that it was just him ‘venting’ his anger at his wife.” Jeffery denied any life insurance was in effect and claimed he had no intention of ever harming his wife and young daughter. Lytle stated that he had written that message but left it in “drafts” folder and said that it may have been sent out by his daughter to Alexander, accidentally. The report also said that when deputies called Rhoda Mee at work, she did confirm that she has been married to Jeffery since 2010 and resided in the same home. She also confirmed that she has life insurance and that there were financial issues at home but stated that “She was unaware of any marital issues which would cause Jeffery to want to kill her and their young daughter.” A warrant was requested to search the residence of Jeffery Lytle, for his cellular device and paperwork related to life insurance, the results of which are still pending.

Bello to enforce MidEast deployment ban if another OFW executed

Bello issued the threat three days after meeting officials of recruitment agencies engaged in sending OFWs to the Middle East. “I said that kayong mga agency owners, including yung mga counterpart, you better talk to your people out there especially in the Middle East. I said if another OFW is executed, then I will seriously consider banning deployment of our OFWs in the Middle East,” Bello said. Domestic worker Jakatia Pawa was executed last month in Kuwait for the murder of her employer’s daughter. Until the end, Pawa maintained her innocence. Bello also belittled the effect of the planned ban on OFW deployment as this will only cover domestic helpers. “Ang ban naman is only on household naman e kasi ito yung madalas nagiging victim ng maltreatment, harassment,” he said. Asked what will make him lift the temporary ban if ever it is really imposed, Bello said: “Kung halimbawa they will show more compassion to our OFW workers, especially our household workers o yung domestic workers natin, ili-lift ko. Kasi we have to make sure that our OFWs are well protected especially their lives.” Bello said he is closely monitoring the performance of a number of personnel of the Philippine Overseas Labor Office (POLO) in the Middle East due to numerous complaints against them by OFWs.

Report abuses of OFW children to DOLE Hotline 1349

he Department of Labor and Employment (DOLE) urged the public to report abuses of children of overseas Filipino workers (OFWs) through its Hotline 1349. “I am asking the public that if they witness or suspect that a child of an OFW is being abused, they should call our Hotline 1349 so we can ensure the safety of the child,” DOLE Secretary Silvestre Bello III said. Citing the UNICEF’s “National Baseline on the Study on Violence Against Children: Philippines,” Bello said that children left behind by OFW parents are prone to abuses. Last year, an OFW working in Bahrain came home to bury her 2-year- old son who was mauled to death by his guardians in Davao City. Death penalty bill to cover plunder anew

or many of us, this may be a new term, considering that microfinance is relatively young in the Philippines, with the government regulating the sector only in 2009, as it recognized its impact on people’s lives. What, exactly, is microinsurance? Microinsurance is very much like your usual insurance product, except that it is geared towards low-income households and people who do not have access to the financial markets. Think of it as tidbit-sized insurance with premiums that are well within the minimum wage worker’s reach. Under the law, premiums cannot go higher than 7 percent of the current daily minimum wage. This is to ensure that these policies are affordable to most people. At the same time, the rate and its benefits could amount to no more than 500 times the daily minimum wage. That means that for a minimum wage of P500, the maximum coverage is P250,000. Microinsurance comes with a 45-day allowance, unlike the usual 30-day allowance for regular insurance. Over the past few years, the microinsurance industry has grown in leaps and bounds in the Philippines, which has one of the most advanced microinsurance markets in the world. Individual insurance providers have disclosed plans to offer micro pre-need products, such as education and pension insurance, in the future. According to the Insurance Commission, almost 3 out of 10 Filipinos are covered by microinsurance as of 2015. The government foresees microinsurance uptake reaching 50 million in the next two to three years, covering nearly half of the Philippine population. Easy to apply for and easy to access, no wonder its popularity has grown by leaps and bounds. No doubt, microinsurance is a tool that helps promote financial inclusion, by providing tailored services that have been especially designed to address clients’ needs. Here’s a rundown of the most common microinsurance products available today. Newer ones are expected to be introduced in the market as regulations are finalized by the government: lLife insurance. A typical microlife insurance product would start with a coverage of P5,000, with a premium payment of about P40 pesos, covering a period of less than six months. You could go for a coverage of as much as P250,000 under microinsurance. lAccident insurance. A typical plan could start with a coverage of P20,000, with premiums starting at less than P100. lProperty insurance. Coverage for disaster-related losses to your home could go from P100,000 to P200,000, with premiums at around P100 for a year of coverage. lPersonal property insurance for small businesses. This can include protection against damage to property, as well as losses from burglary and robbery. Typical coverage is P100,000 with premiums of around P1,500-P2,000. Microinsurance plans are designed to be straightforward, making it easy for plan holders to understand how to use these. Documentary requirements are also minimal and easy to comply with. Restrictions are minimal. It is almost always paid for in cash, but it can also be paid through other ways such as through mobile payments, as well as salary deductions. Depending on the specific product you need, you can purchase these microinsurance products from retail stores, banks, convenience shops, schools, pawnshops, and local government units. Should you need to file a claim, most providers offer 24/7 support using various communication channels. To make it easy to pay and easy for providers to manage, microinsurance is usually prepaid. This makes it convenient on the part of the plan holders as well, eliminating the need to come up with funds to make future payments and keep the plan active. If you don’t have insurance and are interested in getting one, this could be the best way to be introduced to this practice. Make sure to get quotations from more than one insurance provider so you can compare their claims and benefits. Also, choose a plan that best suits your lifestyle and your needs (do you need an accident insurance more than a property insurance?). Since microinsurance is only effective for a short duration you can opt to get regular insurance once you have the means to pay for higher premiums. Gov’t eyes more airports to unclog Manila

he government is considering adding airports to serve Manila and nearby areas, including a sprawling airport city complex that could handle 100 million passengers a year, officials said February 15. Manila’s congested international airport, the Ninoy Aquino International Airport (NAIA), once was dubbed the world’s worst airport in surveys by travel website The Guide to Sleeping in Airports. Improvements have allowed it to escape that listing since 2015, but it remains overly

congested. Transport Undersecretary Roberto Lim said a multi-airport system could include the NAIA, an expanded Clark airport in Pampanga that could handle eight million passengers per year, another 2,500-hectare (6,177.5 acre) airport in Bulacan, and possibly yet another airport and seaport in the former United States naval station in Cavite. The Department of Transportation is evaluating a proposal by conglomerate San Miguel Corporation to build the P699 billion ($14 billion) airport

city complex in Bulacan, Lim said. The NAIA handled 36.7 million passengers in 2015 — more than the 30 million combined capacities of its terminals. Last year, 5.9 million tourists arrived in the Philippines, and the target is to attract 12 million by the year 2022, said Tourism Undersecretary Benito Bengzon Jr., adding that the government is developing more air routes to achieve its goal. Nearly 99 percent of arrivals in the Philippines, an archipelago, are through airports.

The water supply in Linkou, Banqiao and Xinzhuang districts in New Taipei and in Taoyuan, Hsinchu and Kaohsiung began flashing a “green” light earlier this month, suggesting a tight water supply, leading to various water system management and conservation measures, the WRA said. roughly 120 million cubic meters of water was saved through various water conservation measures around the country, which is roughly half of the capacity of Shimen Reservoir in northern Taiwan. Due to insufficient rainfall, however, water reserves at Shimen Reservoir and at Nanhua and Tsengwen reservoirs in southern Taiwan were down to less than 60 percent of their capacity as of February 15. If the persistent dry spell continues, a “yellow” light, which triggers the first stage

of water restrictions, will be issued for the city of Taoyuan and Linkou, Banqiao and Xinzhuang districts, most of which are served by Shimen Reservoir. First-stage water rationing means tap water pressure will be reduced during offpeak hours, according to the WRA. If the dry weather conditions persist, the WRA is also expected to flash a “green” light on Feb. 23 for Miaoli, Taichung, Chiayi and Tainan, signaling tight supply and suggesting that water resource allocation needs to be adjusted, it said.

ollowing confirmation that poultry farms in Taiwan have been infected with the highly pathogenic avian influenza virus H5N6, the Cabinet-level Council of Agriculture (COA) said that it plans to establish a disaster response center in an effort to curb the outbreak. At a press conference, COA Deputy Minister Chen Chi-chung announced the plan and said such a facility -- the highest-level government disaster response center -- will be established as soon as approval is received

Fatal crash prompts fresh calls for better safety checks

he family of Kang Yu-hsun, a driver who was killed along with 32 tourists in a bus crash on February 13 condemned a travel agency for overworking him. The travel agency dismissed the accusations, claiming that Kang had received sufficient rest before the fatal trip. Kang had been the driver during a one-day cherry blossom sightseeing tour organized by Tieh Lien Hua Travels to Wuling Farm in Greater Taichung. On the return trip, his bus overturned while banking left on an exit ramp off the side of another exit ramp connecting National Freeway No. 5 to southbound lanes of National Freeway No. 3. The crash injured 11 and killed 33 including the driver. Preliminary investigations showed that the bus was going at 60 kph when the speed limit was 40 kph and indicated that the accident was likely caused by driver fatigue. Tieh Lien Hua Travels said it was technically not Kang’s employer, providing papers to show that the driver had been under the employ of Yu Li Express. The Ministry of Transportation and Communications revoked the business license of Yu Li Express on February 14, and followed up with an order to Tieh Lien Hua Travels demanding that the agency cease all operations by Tuesday evening until further notice. In the wake of Taiwan’s deadliest bus crash for 30 years, government officials and lawmakers urged stricter safety inspections on tour vehicles. Around 9 p.m. Monday night (February 13), a tour bus carrying 44 people attempted to turn right near the Nangang Interchange of National Freeway No. 5 onto National Freeway No. 3. Indonesia to seek higher pay for its domestic workers in Taiwan

ndonesian labor authorities are planning to raise the issue of higher monthly wages for their country’s migrant domestic workers in Taiwan with effect from next year to bring them closer to the minimum wage. Agusdin Subiantoro, deputy director of Indonesia’s Agency for the Placement and Protection of Indonesian Migrant Workers, told CNA in an interview earlier this week that the request will be made in light of the significant gap between the wages of migrant domestic caregivers and factory workers. Currently, Indonesian domestic caregivers in Taiwan earn NT$17,000 (US$543) per month, while migrant factory workers are paid around NT$21,009 in line with Taiwan’s monthly

minimum wage, which was increased this year from NT$20,008, Agusdin said. He said the Indonesian government is seeking to narrow that gap and will ask Taiwan to raise the monthly wage of Indonesian home helpers and domestic caregivers to NT$19,000 with effect from next year. The Taiwan government raises the minimum wage almost every year, Agusdin noted, adding that factory workers and caregivers in institutions are covered by that labor regulation, but not domestic workers. Philippine visitor arrivals in Taiwan up nearly 24%

he number of arrivals from the Philippines in Taiwan reached over 172,000 in 2016, an almost 24 percent year-on-year increase, as a result of Taiwan’s streamlined visa procedures for Philippine nationals and its tourism promotion efforts. Taiwan saw a total of 172,475 visitor arrivals from the Philippines in 2016, an increase of 23.89 percent from the previous year, according to statistics compiled by Taiwan’s Tourism Bureau. Among the total, 48,198 came to Taiwan for tourism, up almost 60 percent from the previous year, according to bureau figures. Last year, 6,551 came to Taiwan on business trips, 4,843 came to visit relatives living in Taiwan, 3,238 came to attend meetings, the bureau said. Others came for academic studies, exhibitions, medical treatment and other purposes, it said. Commenting on the overall increase, Taiwan’s representative office in the Philippines attributed it to the country’s measures to streamline visa procedures for citizens from the Southeast Asian country, as well as the Tourism Bureau’s efforts to promote Taiwan tourism at travel fairs in the Philippines. In September 2016, Taiwan eased regulations on the entry of Philippine visitors to Taiwan, allowing Philippine citizens who hold permanent residency, visas and resident permits that are valid or had expired within the past 10 years issued by the United States, Canada, Japan, Australia, New Zealand, the United Kingdom, the Schengen area or South Korea, to visit Taiwan without a visa. Travelers need only to apply through an online system for multiple-entry permits valid for three months and allowing them to stay in Taiwan for up to 30 days. In October that same year, Taiwan also included the Philippines in its e-visa program. Since then, Philippine citizens can apply for e-visas to Taiwan for tourism, business, visiting relatives, attending meetings or sports events and other short-stay purposes. Under President Tsai Ing-wen’s (蔡英文) “New Southbound Policy,” more academic exchanges between Taiwan and the Philippines are anticipated in the coming year, the representative office said. The office said it expects a greater number of Philippine visitors to Taiwan in 2017. Salagdoong Beach Like most beaches in Siquijor, Salagdoong is a white sand beach. It also has limestone outcrops scattered from end to end with a huge rock formation in the middle dividing the beach into two sections. The most striking thing about Salagdoong though is its crystal-clear waters painted by nature in varying shades of aquamarine, turquoise and blue. This is best viewed from the top of the limestone rock formation in the center of the beach where local tourism authorities also installed two slides (one no longer functioning because of damage due to typhoon Pablo) and a diving ledge. From here one can easily spot the abundance of coral just off Salagdoong Beach and gaze towards the larger area covered by Maria Bay. Divers have reported seeing manta rays and schools of barracuda on occasion here.

iquijor is a small island in Visayas. Siquijor Island or Isla del Fuego as the Spanish named it, due to the intensity of fire flies lies some 22 km east of Southern Negros. Legend has it that Siquijor rose from the sea during a tremendous thunder storm sited as evidence is fossils and shells which can still be found in Mount Bandila-an, Siquijor's highest point. While the coastline is mostly white sand beaches, oceans full of tropical marine life the interiour is mountainous. There are two ferry terminals on the west side of the island: Siquijor town and Larena. At the end of the pier of each you'll find waiting touts and tricycles. It is possible to rent a motorbike for Php400/day from either pier, perhaps less if renting for multiple days and depending on your bargaining skills. There are several passenger boats daily from Dumaguete pier in downtown to Siquijor town (Php120 GL Lines, Php200 OceanJet) and some larger Roro boats (Php100, slower). Most of the boats leave before 2pm. GL lines may tell you to turn up at 5.15am for their earliest trip, only for the boat not to arrive until 7am. There are also several boats a week between Tagbilaran on Bohol and Larena. From Siquijor port tricycles have "fixed" prices for tourists. For example, Siquijor port to San Juan town should be 250 pesos per trip (13km). They have printed price lists in the tricycle as these are officially approved prices, but if you ask for the price, most drivers will start at 500 or more. Remember to confirm whether the agreed rate is per person or total. Even though it is not generally known there is an airport in Siquijor town. There is no scheduled traffic but if time is important and money unlimited, ask about possibility of renting a private aircraft to fly you there - it is possible. Get around  Hire a motorbike for around 280-350 pesos per day (cheaper for long term). Available from Siquijor & Larena towns and many resorts, you may also be offered motorbike rental from a tricycle driver. Before renting, check if helmets are included (they should be!) and if price per day means 24 hours or i.e. 8AM to 6PM (some resorts require you to return motorbike before sunset). You won't have to leave your passport with the renter, any form of ID should do the trick, even a photocopy.  Hire a tricycle. Tricycles are now using a tariff system with fixed prices for tourists. They are much more expensive than on other islands. For example, Siquijor town to Larena (10km) costs Php250 regular fare. Opposite the waiting line for the tricycles you will find a price board with government approved prices - look here first before approaching a driver! When ordering a Tricycle from your hotel, haggle hard (on other islands it only costs a tourist about 10PHP per km...) work out distances before you start!  Jump on a Jeepney. Jeepneys run between the main towns on the island, although somewhat infrequently. Ask your accommodation for up to date information.

Lugnason Falls Lugnason Falls is a cluster of limestone rocks from wide opening water drop. Right after the trail there is landing area where you can see the falls, and it’s water basin from above. You need to get down on a steep man-made steps to reach the water basin. On that elevated landing area though, are several benches for family to gather, and parents to watch the young ones enjoy their swim. The water basin is not that deep, roughly around 5ft during our visit. Local kids would climb on the slippery rocks on the waterfall facade, and jump into the water basin. A host’s family friend accompanied us, and he told us that the community would remove sediments from the pool basin when water overflows, or the water basin becomes to shallow for swimming. HOW TO GET THERE: – Your landmark from the National Highway would be Coco Grove Beach Resort. – There’s a road leading inland on the other side of the road from the resort. – Drive uphill, you will reach a barangay hall with a basketball court, take the road on the left. – Keep driving ~10minutes uphill. – A Lugnason Falls signage or marker is on the right side of the road. It is where the trials starts, leave your vehicle properly parked in that area.

Dole appeals to OFWS to come back, teach in PH

he Department of Labor and Employment appealed to overseas Filipino workers (OFWs) who are licensed teachers to return to the country and practice their profession as public school teachers. The labor department’s appeal is in line with the Dole’s OFW reintegration program called “Sa ’Pinas, Ikaw ang Ma’am/Sir,” which allows OFWs who passed the Licensure Examination for Teachers to apply and be employed by the Department of Education (DepEd) as teachers. “We aim to provide decent and

sustainable work for returning OFWs as public school teachers,” Labor Secretary Silvestre Bello III said. The program will cover OFWs who returned to the Philippines in the last three years and had teaching experience in the past five years. Those who have no teaching experience at all, or those whose teaching experience was interrupted for more than past five years, will undergo an online refresher course. The DOLE’s National Reintegration Center for OFWs implements the program with the DepEd, Professional Regulation Commission, Commission on Higher Education, Technical Education and Skills Development Authority and the Philippine Normal University. Bello noted that the OFW reintegration program has been a good source of public school teachers for the DepEd. “It has helped ease the country’s insufficient supply of public school teachers especially in the provinces and remote areas,” he said.

The program has also reunited several OFW families after years of separation. The labor secretary pointed out that 19 OFWs who were licensed teachers have been employed by different public schools in Central Visayas. The former OFWs used to work as teachers and household service workers in Thailand, Hong Kong, China, Singapore, United Arab Emirates and Turkey. They were hired for permanent positions with a Teacher 1 or Salary Grade 11 rank after having complied with all the requirements.

Hayaan ang Diyos ang magbigay sa iyo ng direksyon. Ganito ang payo ng Diyos sa pamamagitan ng mga Alagad ni Jesus, “Kayo namang mga babae, pasakop kayo sa inyu-inyong asawa. Sa gayon, kung mayroon sa kanila na hindi pa naniniwala sa salita ng Diyos, mahihikayat din silang sumampalataya dahil sa inyong magandang asal. Kahit hindi na kayo magpaliwanag pa sa kanila, sapat nang makita nila ang inyong maka-Diyos at malinis na pamumuhay. Ang inyong ganda ay huwag maging panlabas lamang tulad ng pag-aayos ng buhok at pagsusuot ng mga gintong alahas at mamahaling damit. Sa halip, pagyamanin ninyo ang kagandahang nakatago sa puso, ang kagandahang walang kupas na likha ng maamo at mapayapang diwa, na lubhang mahalaga sa paningin ng Diyos. Iyan ang pagpapagandang ginawa noong unang panahon ng mga babaing banal na umasa sa Diyos. At sila’y nagpasakop sa kanilang mga asawa. hindi ang sinabi ng Diyos ang pundasyon nang pagsasama, wala sa kanila ang pag-papala at pagsama ng Diyos. Marupok at magiging puno ng pagsubok, pasakit at salungatan ang gayong pagsasama. Malimit ito pa nga ang magdadala sa motibasyon na maghanap ng bagong kakasamahin. Ilan na ang nag-hiwalay gawa labas sa patakaran ng Diyos ang pagsasama? Nagpakasal ngunit hindi tutuong tanto ang kahulugan ng pagsasama ayon sa tagubilin ng Diyos. Iyan ang dahilan kung bakit mataas at tuma-taas pa ang paghihiwalayan sa Pilipinas at maging sa buong mundo. Makabago na daw dapat kasi ang panahon. Korni daw, pase na at makaluma ang Diyos! Dapat tandaan, sa makabago, sa makaluma..... Permanente ang relasyon sa asawa (Matthew 19:6). Diyos ang nagtatag ng pag-aasawa, hindi tao. Dalawang bagay lamang ang puedeng pag-umpisahan ng kasiraan ng itinatag ng Diyos. Una, pag-re-rebelde ng tao sa Diyos kahit may relihiyon pa ito. Lumalakad siya sa kasalanan at rebelyon sa Diyos. Sariling pagnanais, patakaran at kalooban ang sinusunod. Asahan na ito ang magdadala ng kasiraan. Maliwanag ang Salita ng Diyos, “Hindi na sila dalawa kundi iisa, kaya’t ang pinagsama ng Diyos ay huwag paghiwalayin ng tao.” Sa kabila nito, tuloy pa rin ang pag-giit ng sariling patakaran ng marami. Binabale ang sinabi ng Diyos. Mas marunong pa sa Diyos na Siyang nagtatag ng pag-aasawa ng tao. Ikalawa, dahil marupok ang pundasyon tungkol sa kalooban ng Diyos, madaling igupo ng tukso ang mag-asawa. Konting problema at mabulungan lamang ni Satanas, hiwalay na at humanap na ng iba. Ang lalaki o babaing rebelde sa Diyos, kumakabit sa asawa ng iba. Ang ibang single ay nahuhulog din pumatol sa may asawa sapagkat hindi kumukunsulta sa Diyos. Gumagawa pa ng dahilan upang ma-”justify” ang kasalanan. Sunod sunuran sa takbo ng sanlibutan. Sinasabi sa sarili, “ Marami naman daw ay gumagawa niyon, bakit de ako rin?” Nagdadala tuloy ito ng iskandalo, kasiraan sa kanilang buhay at kasiraan ng mga anak. Bad example pa sa mga kabataan at kapwa. Naapektuhan din ang trabaho, ang mga kaibigan, ang mga kamag-anakan. Ano ang gagawin kung nahulog ka sa ganitong pagkakamali? Una, lumapit sa Diyos at pagsisihan ang pagkakamali at patatawarin ka ng Diyos kung buod sa puso ang pagsisisi. Kung ikaw ang ginawan nito, patawarin mo ang iyong asawa at tanggapin. Magsimula muli ayon sa katotohanan ng pahayag ng Diyos. Kung hindi

Foreign workers stage ‘One Billion Rising’ protest in Taipei

ozens of migrant workers from the Philippines and Indonesia staged two dancing flash mob shows at Taipei Main Station and a shopping center, dubbed “the Little Philippines,” in Taipei on February 12, in a protest against labor exploitation. The foreign workers danced to showcase control over their own bodies and call for the government to protect their rights and interests, said the organizers of the shows, the Taiwan Chapter of Migrante International and the Taoyuan Service the People Association. They explained the dancing performances were held to echo the “One Billion Rising” movement, launched by American feminist Eve Ensler and started on Valentine’s Day in 2012 as a call to mass action to end sexual violence against women.

In Taiwan foreign caregivers are not entitled to the rights and protections stipulated in the Labor Standard Act, therefore many work without a break all year around, according to Migrante International’s Taiwan Chapter. As for their wages, the organization cited Ministry of Labor data from June 2016, which shows the average wage for foreign domestic helpers was NT$19,643 (US$632) per month, with regular monthly earnings of NT$17,449. These figures are lower than the minimum monthly wage of NT$21,009, which came into effect on Jan. 1 this year. —Focus Taiwan
