Philippines rebuffs China: Benham Rise is ours

he Philippine government asserted its right to Benham Rise, following China’s claim that Manila cannot declare the resource-rich water way as its territory despite a 2012 United Nations ruling. “Benham Rise belongs to the Filipino people. The Philippine government is duty-bound to defend and protect the sovereign and territorial right of this region,” Presidential Spokesperson Ernesto Abella said in a press briefing. “Other countries can exercise innocent passage and territorial navigation, but they are disallowed to stay and establish any structure in the area.”

The Araneta Center Busport will cater to commuters heading to and from the Bicol Region, Visayas, Mindanao, and Southern Tagalog, serving as a stopover for airconditioned buses from 19 bus companies. Located at the ground level of Manhattan Heights, the facility comes with top-of-theline amenities like air-conditioned passenger lounge, a check-in baggage counter, and a centralized automated ticketing system. Vice President Leni Robredo, who was at the launch of the new busport on Tuesday, hailed the unveiling of the world-class bus terminal.

“I’m very glad na, finally, we have a world-class bus terminal... We have gone a long way from where we started before. Everyone knows I prefer riding buses, and I know the difficulties that every passenger goes through kapag naghihintay. This new busport will give a lot of comfort to everybody, and it will make the bus-riding public safer and more comfortable as they travel,” Robredo added. The new busport is also equipped with CCTV systems and walk-thru detectors to ensure travelers’ safety and security. It is also strategically located across Ali Mall, where passengers can stop by for meals or do their last-minute shopping. Passengers can expect the upgraded bus terminal to be fully operational starting March 15, from 5 a.m. to 11 p.m. — GMA News

larmed by a recent report that more than 8 million Filipinos are overworked, Senator Grace Poe now wants the Senate to look into the problem and propose legislative measures to address it. Poe has filed Senate Resolution No. 316 calling for a probe on the dramatic rise in the number of overworked Filipinos in the last 20 years. In the resolution, the senator cited the Philippine Statistics Authority’s (PSA) report on Decent Work in the Philippines which showed that there were 8.105 million overworked Filipinos in 2015 in primary jobs, an increase of 41.2 percent or 2.363 million from 5.742 million in 1995. The same report showed that employed persons with excessive hours of work per week in all jobs were around 8.845 million in 2015, higher by 4.5 percent or 378,000 from the 8.467 million in 2005. “Several studies have shown that excessive work hours could trigger serious

health problems and even cause death. Chronic overworking, as various research suggest, can lead to threatening levels of stress,” Poe said in a statement. More Filipinos, she said, “may be working their way into an early grave” if the problem would not be addressed immediately. “Too much work will kill you,” the senator further said. OFWs exempted from terminal fee starting April 30 - MIAA

verseas Filipino workers will no longer pay terminal fees at the Ninoy Aquino International Airport (NAIA) starting April 30, the agency overseeing terminal operations said. The previous NAIA management required OFWs to pay a P550 airport terminal fee when they buy tickets online or in airline ticket offices. OFWs need to line up to claim a refund before departure, but many fail to do so because of their hectic schedule. Airline companies will sign on Wednesday a memorandum of agreement (MOA) to eliminate the terminal fees altogether, Manila International Airport Authority (MIAA) General Manager Ed Monreal said. “’Pag bili po nila (OFWs) ng ticket on April 30, hindi na po sila sisingilin ng P550,” he said in a phone interview with radio DZMM. (When OFWs buy tickets on April 30, they will not longer be charged P550.) MIAA originally aimed to scrap the fees by March but encountered delays in drafting the implementing rules. “Medyo natagalan lang po iyan kasi mahabang proseso ang aming pinagdaanan, may mga dapat kaming ayusin (We encountered slight delays because we we went through a long process and had to hammer out many details),” Monreal said. OFWs may also continue to claim refunds for previously purchased tickets, he said.

Labor dept to expand jobs training program

Regional visas a must for ASEAN’s grand tourism ambitions

f Southeast Asia is to truly be a single tourist destination, give visitors from afar a single visa to travel freely. The Association of Southeast Asian Nations (ASEAN) is undertaking a tourism marketing campaign to mark its 50th anniversary this year. It is called “Visit ASEAN@50: Golden Celebration” and aims at increasing the number of international arrivals by 10 percent to 121 million, up from 109 million in 2015. ASEAN is promoting the 10 member countries — Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam — as a single tourist destination of immense diversity. The question is whether the average foreign tourist actually knows what ASEAN is, even if he’s heard of Southeast Asia. Surely the basic initial task for the policymakers behind this scheme is to make the “ASEAN brand” better known globally. Next, to promote our region as a single tourist destination, all 10 member-countries will have to achieve a level of harmonious collaboration that’s usually beyond them. They will have to abandon the inbuilt tendency to fret that some countries will get more out of this joint effort than others will. Southeast Asia is indeed physically and culturally diverse, so much so that collective tourism promotion might be a daunting challenge. Every country has its own unique attractions and all of these must be highlighted if the region is to benefit as a whole. Thanks to all the wonderful sights

and experiences on offer here, tourism is a massive revenue earner for Southeast Asia. More than in any other region of the world, ASEAN’s 10 countries depend on tourism (to varying degrees) to fuel their economic engines, says the World Travel and Tourism Council. It reckons tourism contributed 12.4 percent of the region’s gross domestic product in 2015, when 109 million foreigners came to visit. Compared to other industries, tourism requires little government investment to sustain it. However, the governments of our region will have to help facilitate growth in this sector by easing visa restrictions, deregulating the skies, and building the required infrastructure. Member nations should consider adopting a common visa to make it easier for foreigners to travel around the region. It is far from practical to queue at 10 different embassies for 10 different visas, as would be the case currently. Such restrictions constitute a major deterrent for people to visit from outside the region.

Labor Undersecretary Joel Maglunsod said the Philippine government has allocated P160 million for the program this 2017. Registration for the 2017 JobStart program will begin in April on a first-come, first-served basis. Applicants only need to bring proof of their identity and age. Some 2.76 million Filipinos were jobless in January, as the country’s unemployment rate rose, official data released showed.

The Memorandum of Agreement (MOA) was signed by Department of Labor and Employment (DOLE) and the IOM, which includes a two-year project which consists relevant programs and initiatives mainly focused on the welfare of “balikbayans”. DOLE said in their statement, the signing of agreement is in line with the Migration and Development, and Crisis Management Frameworks in the Philippines, which seeks to contribute to the outcomes of improving the national reintegration framework and service

delivery systems.This project also included the production of reintegration services duty bearers handbook, which covers products and services of relevant institutions; reintegration services menu for migrant returnees and their families; ISO certification of reintegration service delivery systems; and training of reintegration counselors and duty bearers. Overseas Workers Welfare Administration (OWWA) and the National Reintegration Center for OFWs (NRCO) will also be joining the projects that provide services and programs for OFWs and their families. The signatories in the agreement are DOLE Undersecretary Dominador Say, OWWA Administrator Hans Leo Cacdac, IOM Mission Coordinator and National Programme Officer Ricardo Casco, and NRCO Director Chona Mantilla.

Robredo reveals gov’t forces use ‘palit-ulo scheme’ in drug war

Duterte unveils transport plan for Metro Manila

Bello: Unrefunded terminal fees should go to OWWA

he Department of Labor and Employment (DOLE) has asked the Civil Aviation Authority of the Philippines (CAAP) to remit the unrefunded travel tax and terminal fee of OFWs o the Overseas Workers Welfare Administration (OWWA). By law, OFWs are exempted from travel tax and terminal fees, but still have to pay them as they are incorporated in the cost of plane tickets. For this, a refund system is in place, although OFWs often complain about how time-consuming it is. “While some OFWs are refunded of these travel tax and fees at the airport prior to their departure, most of them, however, are not refunded of the same either because of lack of awareness about this privilege or lack of material time to process their claim for refund at the airport,” Labor Secretary Silvestre Bello III said in a letter to CAAP Dir. Gen. Capt. Jim Sydionco dated February 21. “Considering that the inclusion of these travel tax and terminal fees in the cost of tickets has been a practice of airline companies for several years, we request that travel tax and fees collected from our

Bello also called on the CAAP to inform airport terminals to stop collecting travel tax and terminal fees from OFWs. He also asked Sydiongco to tell airline companies to stop including travel tax and terminal fees in tickets purchased by or for OFWs. “We likewise request your good office to make the necessary representation to concerned government office in different airport terminals to cease and desist from collecting travel tax and terminal fees from our travelling OFWs, and for the airline companies to stop incorporating in the cost of their tickets issued to OFWs such travel tax and fees,” he said. Meanwhile, Bello also ordered Undersecretary and Philippine Overseas Employment Administration (POEA) OIC Dominador Say and OWWA administrator Hans Leo Cacdac to find ways to automatically exempt OFWs from travel tax and terminal fees.

VERSEAS Filipino workers need to learn to properly manage their hardearned money when they return to the country and decide to stay here for good, Senator Cynthia A. Villar said. Villar, an advocate of OFW welfare and protection, emphasized overseas workers must be armed with the right know-how on how they can grow and use their savings to ensure the good future of their families. “They worked hard and sacrificed their time with their families so they will have a bright tomorrow. It will be disheartening, and more so frustrating, if they do not use their savings wisely,” Villar said. “Our workers need all the help and support when it comes to handling their savings. 1M Pinoys stopped smoking in past 6 years partly due to tax – DOH

ne million Filipinos stopped smoking in the past six years partly due to tobacco taxation measures put into place in 2012, Health Secretary Paulyn Jean Rosell-Ubial said. Citing the 2015 Global Adult Tobacco Survey (GATS), Ubial said the million-person drop was “the biggest decline” they have seen in the Philippines and was achieved through the work of various stakeholders. “The success of these efforts is living proof that health for all can truly be achieved when all partners work toward the same goal,” Ubial said. According to the survey available on the World Health Organization (WHO) website, tobacco use among Filipinos 15 years and above “significantly decreased” from 29.7 percent in 2009 to 23.8 percent in 2015. Quit attempts by smokers and people who are interested in quitting rose to 76.7 percent, with 4 percent succeeding in the last 12 months of the study and 56.5 percent being advised to quit by healthcare providers. Ubial attributed part of this success to taxation measures taken by the government since 2012, which she believes could be advanced to further limit tobacco use especially among vulnerable groups. “There is still much to be done in our country’s efforts to limit and curtail tobacco use, especially for our economically disadvantaged countrymen who are the most affected with diseases linked to long use and exposure to tobacco products,” she said. Daily cigarette smokers supposedly spend P696.1 among men and P515.8 among women per month on tobacco. The base price of tobacco increased after the passage of Republic Act 10351, or the Sin Tax Reform Law, signed in 2012 as a health measure taken for the government’s

Universal Health Care program. Finance ASec. Ma. Teresa Habitan said they will observe how well RA 10351 “works in the long run” to see if it will significantly curb smoking among Filipinos and generate more income for the government. Exposure to secondhand smoke in homes and public places significantly declined from 25.5 percent in 2009 to 13.6 percent in 2015 in government buildings and 54.4 percent in 2009 to 34.7 percent in 2015 in homes. “We are grateful for government initiative to impose smoking bans in public places where non-smokers become unwillingly exposed to second-hand smoke,” Ubial said. However, exposure in other public places remained high, with 21.9 percent of adults visiting restaurants and 37.6 percent of adults using public transportation being exposed to secondhand smoke. Ubail said this called for better measures from the national and local governments to “protect the health of all Filipinos who choose not to endanger themselves with these substances, and are inadvertently exposed to them due to the actions or indifference of many other Filipinos.” WHO Representative Dr. Gundo Weiler concurred and said that while the Philippines has”one of the most pronounced decreases in prevalence of tobacco use among countries in Asia”, it still needs to redouble its efforts. “ While this is truly a great achievement, we need to redouble our efforts and intensify the interventions that have been proven to be effective,” Weiler said. The 2015 GATS, a study done every five years, was the result of a collaboration between the DOH and Philippine Statistics Authority (PSA). DOLE puts clamps on job contracts

espite strong opposition from labor groups, the Department of Labor and Employment (DOLE) finally issued new policy guidelines on contracting and subcontracting. Labor Secretary Silvestre Bello III expressed optimism that Department Order 174 would lead to the reduction, if not total eradication, of the end of contract (endo) scheme and all other illegal forms of contractualization. Bello said the new policy prohibits labor-only contracting as well as contracting out of job work through an inhouse agency and in-house cooperative, which merely supplies workers to the principal. Contracting of jobs by reason of strike or lockout, whether actual or imminent and when the principal farms out work, are also prohibited under the new regulation. The new department order also bans contracting out jobs being performed by union members. “Requiring contractor or subcontractor employees to perform functions by regular employees of the principal and requiring workers to sign as a precondition to employment an antedated resignation letter and blank payroll are prohibited under the new department order, “ Bello added. The new guidelines further disallow repeated hiring under an employment contract of short duration, requiring employee to sign contract fixing period of employment to a term shorter than the term of service agreement and other practices designed to circumvent the right of workers to security of tenure. Labor coalition NAGKAISA spokesman Renato Magtubo said workers are against the new department order because it does not conform to President Duterte’s directive to end all forms of contractualization. “While there was an improvement compared to the previous policy, this new department order still does not address and cannot prevent the widespread contractualization in the country,” Magtubo said. Magtubo said workers would seek again an audience with the President and demand the ouster of Bello as labor secretary. “What the workers want is a full-time labor secretary who can protect the rights of workers,” Magtubo said, adding that various labor groups also intend to launch a nationwide protest to press for the junking of the new department order. Associated Labor Union spokesman Alan Tanjusay said Duterte’s directive was very clear to prohibit all forms of contractualization. But Tanjusay said the new policy issued by the DOLE still allows agency hiring and illegal endo scheme. “While it prohibits the contractualization of jobs directly related to main business and subject to control of principal, interpretation disputes shall mean expensive and wearisome litigations in DOLE, NLRC (National Labor Relations Commission) and the courts,” Tanjusay explained. He said the new order opens floodgates to agencies to set up shop and enhance competition among contractors, bidding down salaries and benefits of their employees. According to Bello, the DOLE

tried to come out with a new policy that is acceptable to both workers and management, but they failed to resolve the fundamental differences between the two parties after nine months of dialogue and meetings. “The management is of the position that contracting and subcontracting is allowed by law, while the workers insist on total prohibition. Given this impasse and taking into consideration the social and economic impact of prolonged policy uncertainties, we think it would be for the benefit of the greater public if DOLE exercise the power and discretion given by the law,” Bello pointed out. Under the law, Bello said the DOLE has no power to prohibit all forms of contractualization and the labor secretary cannot amend existing provisions of the law. “The labor secretary can only regulate contracting and subcontracting, hence this new department order,” Bello said. He said the policy, which will take effect 15 days after publication or in early April, reaffirms the workers’ right to security of tenure, reinforces the rights of workers to labor standards and requires mandatory registration of contractors and subcontractors. The new policy applies to all parties in an arrangement where employer and employee exist and prohibits all illicit forms of employment arrangement. Labor Undersecretary Joel Maglunsod said the new policy is expected to benefit over two million workers who are not regular employees and currently under contractual arrangement. —Philstar

Nora Aunor backs out of It’s Showtime guesting because of Vice Ganda

Taiwan striving to improve workers’ rights: Presidential Office

aiwan’s Presidential Office said that the government is committed to the protection of workers’ rights and interests and will continue its efforts to improve labor conditions in the country. In a statement issued the day after the release of the U.S. State Department’s 2016 Human Rights report, the Presidential Office noted that the exploitation of foreign workers was one of the major issues listed against Taiwan in the report. However, President Tsai Ing-wen’s administration is firmly committed to the protection of workers’ rights and interests and has already made several regulatory changes in that regard, Presidential Office spokesman Sidney Lin said in the statement. For example, Tsai’s administration has

removed a regulation that required the departure for at least one day of foreign migrant workers who have been in Taiwan for three years and wish to remain, Lin said. The government has also introduced a 40-hour work week that cut down on the maximum number of hours employees are allowed to work, he said. Lin said the government is continuing its efforts to improve conditions for workers in the country and one of its goals is to carry out reforms in the industrial sector, including the area of employees’ pay. The Ministry of Foreign Affairs also issued a statement, saying that safeguarding human rights is a major policy of the country’s government. In recent years, the government has

enacted several laws to adopt international conventions on human rights and has taken steps to enforce those laws, the ministry said. The government is now working to carry out reforms in the national pension system, judiciary system and housing policies and is pushing for transitional justice, all of which are linked to human rights, the foreign ministry said. The ministry said it will convey to the U.S. State Department the responses of the relevant Taiwan authorities to the problems listed in the most recent Country Reports on Human Rights Practices. Commonly known as the Human Rights report, it said that the problems reported in Taiwan in 2016 were “exploitation of foreign workers, including foreign crewmembers

on long-haul fishing vessels and household caregivers; domestic violence; and official corruption.” “Other human rights concerns during the year included some media self-censorship with regard to China; vote buying; violations of legal working hours; lack of barrier-free spaces and accessible transportation systems for persons with disabilities, particularly outside Taipei; gender-biased sex selection; and a rise in child abuse,” the report said. The annual report covers internationally recognized individual, civil, political, and worker rights, as set forth in the Universal Declaration of Human Rights and other international agreements, according to the U.S. State Department. —Focus Taiwan

Passing a refugee law will not suddenly make Taiwan a beacon of humanitarianism. But it must cement our resolute commitment as a collective to be a tolerant, accepting society toward all who find themselves on our island — be they tourists, migrant workers, family members of different cultures or asylum seekers. Such tolerance must also work to banish discrimination and alienation. Our country’s track record to date on those fronts, however, has been uneven at best and woefully inadequate at worst. Select groups of foreigners find Taiwanese society open, friendly and relaxed. But are these feelings shared universally? The treatment of some overseas migrants has been shameful: local

law enforcement continues to use racial profiling to follow people who “look different”; not on the basis of warranted suspicion, but simply because of their ethnic origin. These problems aren’t just problems for those who hire domestic workers, the shady brokerage agencies and the lax government enforcement of labor laws — the inability or unwillingness to right these wrongs leave indelible marks on our collective society, and the perception of us as both tolerant and open. Instead of treating this refugee law as just another check box toward gaining international recognition, Taiwanese civil society must create much more extensive linkages and outreach toward our existing

and diverse communities. We need to improve and update our school curriculum to help build empathy and awareness for the displaced millions around the globe. This process also involves owning up to and looking introspectively at Taiwan’s own tumultuous history of immigration, ethnic strife and political suppression. A tolerant society accepts outsiders regardless of their point of origin while acknowledging that their contributions and diversity can strengthen our communities: Can we say that about ourselves today? If not, we must ask how we can bring about that change, while working toward making the refugee law a reality. —China Post

Taiwan must do more for migrants than pass a law

aiwan is taking important steps toward passing a landmark law that could allow refugees fleeing persecution to be given asylum on the island. This is an important and encouraging development many years in the making, and one that could come at no better time. In a world where fear has been trumped up to justify the erecting of walls, tightening of border controls and discrimination based on one’s passport cover, Taiwan’s move toward accepting asylum seekers is a rare positive, and can hopefully send a message to all that democratic values and freedom cannot easily be brushed away by simple decree. However, let us not pat ourselves on the back too soon.

Proposal to raise bar for calling migrant workers ‘runaways’

lawmaker will propose amending an employment law that allows employers to accuse migrant workers they employ of absconding from their jobs without providing evidence, according to a United Evening News report. Ruling Democratic Progressive Party Legislator Wu Yu-chin said she will introduce an amendment to the Employment Service Act to require that employers provide evidence when accusing their foreign employees of running away, according to the report. According to Article 56 of the Act promulgated in 2013, if a foreign worker has been absent from work without reason for three consecutive days and has not contacted their employer, the employer is to notify local authorities, immigration officials and the police in writing within three days. Wu said the proposal was a response to recent cases in which foreign workers were reported to have absconded from their jobs

when in fact they had simply failed to make contact with their employer, possibly because they were injured at work or were mistreated. Under the proposed amendment, employers who falsely report that foreign employees have run away could face a fine ranging from NT$60,000 (US$1,954.08) to NT$300,000, Wu told the newspaper. The Taiwan International Workers’ Association supported the proposal, arguing that the existing law gives employers too much power over their foreign employees. Once migrant workers are listed as a runaway, the group said, their personal freedoms and their right to work and reside in Taiwan are stripped immediately, and they are subject to fines and repatriation. In contrast, the association said, foreign workers are required to provide evidence to prove they had no intention of running away before their “runaway” status can be rescinded, a process that can take more than six months to complete.

Taiwan sees sharp rise in number of foreign domestic workers

he number of foreign domestic employees in Taiwan increased 5.77 percent last year, an annual growth number that was nearly triple that in the previous year, according to the latest statistics released by the Ministry of Labor (MOL). As of the end of 2016, there were 624,758 migrant workers in Taiwan, 237,291 of whom were employed as caregivers and home helpers, the data showed. The number of domestic workers grew by an annual 1.97 percent, or 12,935, in 2015 to 224,356, then spiked last year by 5.77 percent, according to the MOL figures. The number of foreign employees in the industrial sector also increased last year by 23,893, or 6.57 percent, to 387,477, the figures showed. Meanwhile, the annual increase in the total number of foreign workers in Taiwan was 6.26 percent, the statistics showed. According to labor industry experts, the sharp growth rate in the number of foreign domestic employees could be attributed to a change in government regulations in August 2015 that allowed the employment of foreign caregivers for people over the age of 85 with mild disabilities.

However, Wu Ching-ju, director of the Taiwan International Workers’ Association, said she doubted the high growth rate was linked to government’s 2015 regulation. In fact, since the introduction of a government policy of long-term care in Taiwan 10 years ago, the number of foreign caregivers in Taiwan has been increasing steadily, Wu said. The MOJ also did not support the idea that the 2015 regulation had contributed significantly to the increase last year in the number of foreign domestic workers, saying that only 700 foreign workers had been employed last year to provide care for people over 85 with mild disabilities. The ministry, however, did not offer another reason for the increase, saying only that it would seek an answer. Hsueh Chien-chung, section chief of the MOJ’s Workforce Development Agency, said it may have been due to a relatively low comparison base in 2015. He said there have been fluctuations in the growth of the number of foreign domestic employees in Taiwan over the past 10 years because supply and demand hinge on the number of people eligible to hire such workers. —Focus Taiwan

Museum show focuses on Southeast Asians’ lives

new exhibition at the National Museum of Taiwan History, “Southeast Asian Immigrants and Migrant Workers in Taiwan,” explores the lives of these people through personal artifacts and creative works. Personal items from three families and 14 workers were collected by curators at the Tainan museum, who said they are hoping to show the new face of Taiwan through individual stories. The exhibition opened on March 11 with a performance by women from the Philippines, Vietnam and Indonesia who sang a “eulogy to sisters” to the melody of a Thai folk song. The song expresses the challenges the women face in migrating to a new place far from their homes, and the difficulties of leaving family members who cannot stay with them in Taiwan because of the nation’s immigration laws. Museum Director Margaret Wang said Taiwan is home to more than 140,000 Southeast Asian immigrants and 680,000

migrant workers, and Southeast Asians have long been an important part of the nation’s culture. The exhibition explores 50 years of immigration from Southeast Asia, telling individual stories through video clips, sound recordings and creative works, Wang said, adding that she hopes it will inform others about the immigrant and migrant worker communities. One section focuses on the rapid growth in the number of immigrants starting in the 1990s, Wang said, adding that it reflects on challenges that emerged due to immigration regulations and questions related to human rights and social justice. Social groups such as the TransAsia Sisters Association, Taiwan and the 4 Way Voice media outlet have been active in leading discussions on these issues, Wang said. Firm accused of false imprisonment of migrant workers

factory in Kaohsiung has apologized for hiring foreign migrants illegally — but denied accusations it falsely imprisoned the workers for years at a time. “We are very sorry for illegally hiring foreign workers, but there was no such thing as imprisonment,” Tsai Chia-ping, owner of the Chan Shen Country Food. Co., Ltd. said. Local media reported that one of the four illegally hired Indonesian workers, known only by her nickname “Fang,” had been held against her will for 14 years and forced to work daily 15-hour shifts. Factory owner Tsai rejected the claims, saying that every employee had been given

keys and an access card to the factory. “They could easily come and go. I don’t understand how this was interpreted as false imprisonment.” Tsai said that the factory was a relatively small one, with around seven employees, and that she could only “calmly accept” some business partners’ decision to cut ties amid threats from consumers to boycott products made at the factory. She denied the company had been avoiding the press since news of illegally hired workers broke, adding that accusations of false imprisonment and minimum-wage violations were “utterly contradictory to the truth.” “Hopefully the justice system will clear

our name,” she said. Hsueh Chien-chung, section chief of the Ministry of Labor, said authorities had uncovered the workers last April during a police raid. The suspects had been charged with violating the Human Trafficking Prevention Act in November but had not yet gone on trial, Hsueh said. The workers were currently being held at shelters and would be introduced to other jobs by labor authorities according to their preference, Kaohsiung labor officials said. As per the Employment Service Act, employers accused of mistreating foreign workers are subject to a temporary ban

on hiring migrant laborers, to be made permanent if the employer is found guilty. Every member registered under the same household as the perpetrator would also be banned and monitored for two years, Hsueh said, to prevent family members lending their names to apply. Officials advised foreign workers to take advantage of its dual-language hotline, 1995 for any labor questions. Popular organic and healthy food store Leezen Company Ltd. announced that it has immediately ceased partnership with Chan Shen, taken all its products off the shelves, and will await results of the investigation until further action.

egislators gave preliminary approval to a bill that would increase the tax on cigarettes by NT$20 a pack. If the law is passed, the tobacco tax would increase from the NT$590 per 1,000 cigarettes to NT$1,590 per 1,000 — or from NT$11.8 a pack to NT$31.8 per pack. If approved, the law would come into effect as early as June. Raising the cigarette tax was part of a set of policies announced earlier this year. These policies were aimed at generating more funds for the government’s long-term care program. The Finance Ministry said that it expected income from its annual tobacco tax and surcharge to exceed NT$23.3 billion next

year. Imported cigarette vendors are expected to be hit harder than the relatively cheaper locally produced cigarettes, the Finance Minister Sheu Yu-jer said. Sheu said, drawing from statistics compiled by the ministry, the smoking rate for people with a monthly income between NT$20,000 to NT$40,000 is more than 20 percent, while the rate is a higher 34 percent for those who earn more than NT$100,000 per month. “The cigarette hike will impact people with middle and high income the most,” said Kuomintang (KMT) lawmaker Luo Ming-tsai, opposing the measure. Luo added that there’s only 10.9 percent of low-income individuals that smoke, while all higher income brackets each see more

than 20 percent that smoke. According to data released by the Ministry of Health and Welfare, the smoking rate for 2015 was 17.1 percent. They aim to lower that percentage to 15.3 percent this year, and to 14 percent in 2025. New Power Party (NPP) legislator Huang Kuo-chang argued the cigarette tax hike will not be a stable source of funding for the longterm care program, calling the policy design “unpractical.” “When the Finance Ministry failed to consider the Health Ministry’s smoking prevention policy. If smoking rates fall year by year as planned by health officials, the drop will absolutely affect long-term care tax revenue. While at the same time, both demand and required funding for long-term

care is set to increase,” Huang remarked. Responding to Huang’s criticism, Sheu said they have already considered the declining smoking rates while designing the funding structure, adding that since it is “impossible for addicts to stop smoking in an instant,” the smoking population will not drop immediately. Sheu said annual cigarette tax and estate and gift tax combined will add up to approximately NT$30 billion, which the Health Ministry believes can sustain the longterm care program within the next five years. “We will reevaluate the policy in the future, and perhaps include new sources of revenue or insurance plans depending on other considerations the Executive Yuan or Health Ministry may have.”

From Nov. 1, 2016 to Jan. 31 this year, OpenSignal crowdsourced its data from more than 1 million people worldwide who have downloaded its app. It tracked network quality, whether the users were inside or outside of a building, in a city or rural area, so their numbers represented “performance the way users experience it,” the company said. It found that Korea had the fastest mobile data download speed at 37.5 Mbps, followed by Norway, Hungary, Singapore, Australia, the Netherlands, Denmark, Lithuania, Sweden and Japan, in that order. At 20.49 Mbps, Taiwan was 11th, ahead of Canada, Belgium, Slovakia, Austria, Croatia, New Zealand, Finland, Switzerland, and Latvia, in that order. Costa Rica was at the bottom of the rankings, preceded by the Philippines, Venezuela, Sri Lanka and Pakistan. OpenSignal defines overall speed as the average mobile data connection a user experiences based on both the speeds and availability of a country’s 3G and 4G networks. Overall speed measurements vary considerably from country to country depending on their particular stage of 3G and 4G development, it said. For instance, a country with fast LTE speeds but low 4G availability might have a much lower overall speed than a country with moderate LTE speeds but a very high level of 4G availability, according to OpenSignal.

Taipei, Manila reach agreement on fishery programs

Such a bill would help to reduce fishing disputes, Lin said, adding that the fishery meetings have helped boost relations between Taiwan and the Philippines and their cooperation in law enforcement efforts related to fishing. Thanks to the meetings, which began in 2015 under the principle that at least one meeting should held each year, the two nations have gradually established mutual

trust in law enforcement aimed at protecting fishermen’s rights and interests, and have seen their friendship deepened, Lin said. During the meeting, delegates agreed on proposals to promote fishing regulations, complete the mutual reporting mechanism,

establish a communication hotline, assist Taiwanese fishing boats seeking passage through the Philippines’ territorial waters, share fishery information and jointly crack down on illegal fishing, Lin said. Taiwan and the Philippines signed a fishery agreement in 2015, two years after a Taiwanese fisherman was killed in May 2013 when a Philippine Coast Guard vessel fired on his family’s fishing boat in waters that both nations consider part of their exclusiveeconomic zones. The incident triggered a diplomatic row, but eventually led to negotiations over how to avoid similar incidents in the future. Under the pact, the two sides organized their own panels, which hold at least one meeting a year to discuss fishery law enforcement. The first meeting was held in Taipei in November 2015, and the second took place in March last year, also in Taipei.

Beginning September last year, smoking has been forbidden on sidewalks and other areas near 336 schools in New Taipei. Three hundred and thirty-seven violations were recorded last year, amounting to a total of NT$674,000 in fines, the city government said.

EPA says toilet paper should now go down the toilet

oing against what Taiwanese children have been taught for decades, the Environmental Protection Administration (EPA) on March 14 declared that toilet paper should not be chucked in the bin but flushed down the toilet. Environmental Minister Li Ying-yuan explained that it was previously believed that flushing paper down the toilet would clog the drain. But research has shown that modernday toilet paper in fact dissolves in water, the minister said. “All toilet paper on the market today can be flushed down the toilet,” Lee said, but noted that facial tissues and napkins should still go in the bin because they have longer fiber and contain wet strength agents. According to EPA statistics, every person

produces about approximately 32 to 35 grams of feces per toilet session. Every piece of toilet paper weighs approximately 0.3 to 0.5 grams. If two to five pieces of toilet paper are used per session, the weight of the toilet paper would be about 3.4 to 14.3 percent of the weight of the feces produced — a negligible additional burden that’s unlikely to clog the drain, the minister said. Despite the EPA’s calculations, some plumbers were unconvinced and suggested that people living in older buildings continue to throw used toilet paper in the bin. These plumbers said that toilets installed over the past 20 years have plastic pipes measuring 3.5 to 4 inches wide — enough space to allow toilet paper to glide right through.

But toilets installed over 30 years ago are fitted with iron pipes that rust with age and become increasingly resistant to the passage of waste and toilet paper. Officials from the EPA’s Environment Sanitation & Toxic Substance Division seconded the plumbers’ assessment, advising citizens to evaluate their buildings’ condition before taking up the new practice. At present, the EPA is nearly the only government unit in Taiwan singing the praises of flushing toilet paper. In many commodes across Taiwan, signs still read “do not throw toilet paper in the toilet.” At a press conference to explain the new policy, Lee said the EPA was asking Taiwan to change their everyday habits starting Tuesday. Other government agencies, hospitals

and the 78,000 public toilets in Taiwan will soon catch up with the new mode of thinking, with a raft of supporting measures slated to be announced by June. In the future, vending machines outside public toilets will be stocked only with dissolvable tissue paper, according to the ministry. The EPA said that in addition to asking Taiwan to flush and not chuck their toilet paper, it was also issuing an open call for a design that can be the face of the new policy. The winner receives NT$50,000 and be posted at public toilets at hotels, transportation stations, tourists spots, and government buildings, the ministry said. —China Post
