Pag-IBIG Fund mulls raising monthly contributions

P

ag-IBIG Fund is considering raising the decades-old P100 monthly savings in 2021 to answer the increasing demand for its low-interest housing and calamity loans. Top executives of the agency, however, explained that they will hold consultations first and vowed improved members’ benefits if the savings hike is to proceed. Secretary Eduardo del Rosario, Chairman of the Housing and Urban Development Coordinating Council (HUDCC) and Pag-IBIG Fund Board of Trustees, said that the Fund achieved another banner year in 2018 as the agency earned P33.17 billion in net income. The increase in the demand for loans, however, may soon outpace the growth in collections derived mostly from the mandatory P100 monthly savings of its members. In the recently held Pag-IBIG Fund

Chairman’s Report, del Rosario said that PagIBIG plays a major role in the government’s housing efforts because the Fund is recognized as the single largest source of housing loans in the country. In 2018 alone, the Fund released P75.31 billion in housing loans. “We offer the lowest housing loan and calamity loan interest rates. The demand for housing loans alone has seen consistent double digit growth over the recent years as it averaged 19.8 percent growth since 2016. So we’re exploring all sources of additional funding. We might have to increase the P100 monthly savings in order to continue providing the low interest rates,” del Rosario said. He added, “But because President Rodrigo Roa Duterte has standing orders to consider the plight of the Filipino workers,

this will not happen immediately. If we have to increase, the increase will happen in two, maybe three years, from now because we have to consult our stakeholders first.” Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy Moti explained that the monthly savings remained unchanged since 1986, which means that P100 monthly contribution from each Filipino worker has never been adjusted despite the inflation over a span of 32 years. The availment of housing loans, on the other hand, has been growing at a faster pace. He said that they expect the upward trend to continue in the next few years and project the demand to increase by 10 percent every year. If the growth exceeds their projection, only then will they consider raising the monthly savings. “In order to sustain our low housing

loan and calamity loan interest rates, we may have to raise the monthly contributions to P200. We can also borrow money from other institutions to raise more funds, but doing this will affect our low interest rates,” Moti said. “We reiterate that if the increase is needed, this will be implemented in 2021 at the earliest. But as early as now we want to assure our members that the benefits will definitely improve if the monthly savings is raised from the current levels. Members will enjoy bigger savings after maturity. They will also get bigger cash loans as a result of the bigger savings,” Moti continued. “This member-centric thinking is at the core of our Lingkod Pag-IBIG values. After all, we are only administrators of the workers’ fund. The real owners of Pag-IBIG Fund are its members,” he said. —Philstar

The Social Security System (SSS) said overseas Filipino workers (OFWs) would have a say on how mandatory pension coverage would be implemented. “We should be partners in doing this for the good of our workers,” said Roberto Bautista, SSS assistant vice president for bilateral agreements, in an interview with CNN Philippines.

President Rodrigo Duterte signed in February the Social Security Act of 2018, which would make SSS coverage mandatory to land-based and sea-based OFWs. An OFW advocacy group spoke out against the new policy, which imposed a new predeparture requirement. “Sana isipin din wag naman bagong umalis ang worker ang dami nang kumukulekta.

Sana maging stable muna ang isang OFW and then let the mandatory contribution kick in,” said Toots Ople of the Blas Ople Policy Center. [Translation: I want them to consider that the OFW might have to pay even before they leave the country for work. We want the OFW to be stable before the mandatory contribution kicks in.] Ople said mandatory SSS coverage could be

good for OFWs, but pointed out the law’s flaws such as identifying OFWs as self-employed and making manning agencies middlemen in filing contributions. The SSS previously held two public forums on the Social Security Act of 2018 in March. The pension agency is expected to hold more consultations in the wake of criticism from OFW groups. —CNN Philippines

Taxi driver robbed OFW at airport

A

irport authorities announced that the taxi driver who robbed an overseas Filipino worker (OFW) on April 17 had been arrested by operatives of Las Piñas police. Manila International Airport Authority (MIAA) General Manager Ed Monreal said the suspect was identified as Orestes Quizon, driver of a Shammah taxi with plate number UVV-570. Monreal said the passenger, identified as Karen Mitschek, rode the suspect’s taxi at the Ninoy Aquino International Airport (NAIA) terminal 2. The OFW had arrived from Hong Kong. A few meters away from NAIA terminal 2, Quizon announced the hold up. Airport authorities said the OFW immediately returned to NAIA and filed a complaint against the suspect. She told investigators the suspect threatened to shoot her if she made any noise or refused to give her bags at gunpoint. The OFW begged for her life and said she was longing to see her child. The suspect left her on C5 Road after the robbery. The suspect took all her belongings including the passenger slip bearing the plate number of the taxi, given by the airport taxi dispatcher at the terminal. Airport police officials conducted manhunt operations and found the Shammah taxi abandoned near the airport a few hours later on the same day. The police later impounded the vehicle and contacted the operator of Shammah taxi. Monreal banned the fleet of the Shammah taxi company from picking up passengers at NAIA. The MIAA said it had coordinated with Las Piñas police for the possible turnover of the suspect to the airport police for the proper filing of robbery and abduction cases.—Manila Times

Self-employed SSS members now covered by ECP – Bello

S

elf-employed members of the Social Security System (SSS) are now covered by the benefits and services of the Employees’ Compensation Program (ECP), Labor Secretary Silvestre Bello III said. “We recognize that most selfemployed members of the SSS are also workers who need to be protected in time of work-connected sickness, injuries, or death. Since the creation of the ECC in 1975, the EC program has been limited only to workers in the formal economy, so it’s high time to expand the coverage of the program, for after all, they are part of our workforce,” Bello said. According to ECC Executive Director Stella Banawis, a self-employed member of SSS will receive loss of income benefits, medical benefits, caregiver allowance, and

rehabilitation services, in the event of workrelated sickness or injuries. The beneficiaries will also receive death pension and funeral benefits if the worker died because of workrelated sickness or injury. Banawis said that rehabilitation services under the EC program include the provision of remedial treatment, entrepreneurial or vocational assessment and training designed to meet the individual needs of each person with work-related disability (PWRD). Depaprtment of Labor and Employment (DOLE) defines a selfemployed worker as one “engaged in any trade or business or occupation, who has no employer other than oneself, derives an income of at least P2,000 a month from his or her physical and mental efforts, and who is not over 60 years of age, during the

time of initial coverage.” DOLE said the following are considered as self-employed individuals who are entitled to avail of the benefits of the EC program: self-employed professionals who have their own business offices; partners, single proprietors of businesses, and Directors or Trustees of the Board of corporations duly registered with appropriate government agencies; actors, directors, scriptwriters, and news correspondents who do not fall within the definition of the term ‘employee’ in Section 8(D) of the SS Law; professional athletes, coaches, trainers, jockeys, individual farmers, and fisher folks; workers in the informal sector such as market and ambulant vendors, transport workers, and those similarly situated; contractual

and job order personnel engaged by the government through a Contract of Service and who are not covered under the GSIS Law; and any other self-employed as determined by the Social Security Commission is subject for compulsory coverage, if for initial membership. Self-employed workers should register for SSS membership at the nearest SSS branch. Their coverage under the program will start as soon as they pay their first EC contribution. The amount of contribution they will pay will depend on the corresponding monthly salary credit of the amount of earnings that they will declare at the time of registration. Self-employed members will pay P10 per month if they have a monthly salary credit (MSC) of P14,500 or below, and P30 per month if they have a MSC of P15,000 and above. Self-employed members may avail of simultaneous benefits under the EC program and the SSS for the same contingency, provided that they are qualified to get the benefits under each program. “With this development, the ECP will be able to serve more Filipino workers,” Banawis said. The 2018 Philippine Statistics Authority Labor Force Survey indicates that 11.07 million or 26.9 percent of the total working population of the country are selfemployed without any paid employee. As of March 2018, there are about 36.3 million workers registered under the SSS. About 12.4 percent of the registered members of the SSS or 4.5 million are self-employed. —Manila Bulletin

DFA warns Pinoys of human trafficking through social media

T

he Department of Foreign Affairs has reminded Filipinos who intend to work abroad to be wary of individuals, manpower agencies or recruitment agencies who offer employment in Dubai or in any other place through social media following numerous cases of human trafficking. In a statement issued, the DFA said that in 2018 alone, 17 cases of human trafficking were handled by the Philippine Embassy in Baghdad, Iraq. Among them was a trafficking victim detained at Basra Prison in Iraq for the last three months who was released just Wednesday for deportation. Two more Filipinos were secured, while 10 other trafficking victims have been under the Embassy’s custody since January this year. ccording to the DFA, the victims were trafficked from Dubai to Iraq from July 4 to December 22 last year. Citing information from the Embassy, the DFA said that trafficking syndicates persuade their victims through social media by offering to advance their travel cost to Dubai where they would supposedly work in highpaying jobs. The victims then enter Dubai using tourist visas where they will work without pay supposedly as part of their “training.” When their visas are about to expire, the victims are told to accept jobs in Iraq, otherwise they would be required to pay US$3,000 to the syndicates for their supposed deployment expenses. The victims are then trafficked through Erbil in the Kurdistan Region in Iraq and smuggled to Baghdad or Basra, the DFA said. Because their visas from Erbil will not be valid outside the Kurdistan Region, the victims are transferred from various vehicles at least five times throughout the entire trip to avoid getting caught. The victims, the DFA said, may be suffer molestation and maltreatment during the trip, and they may suffer more when they get employed. “The Embassy reminds Filipinos that a deployment ban remains in effect over Iraq. It also warns Filipinos who enter Iraq without visas that they face imprisonment and hefty penalties if caught,” the DFA said. “The Embassy further advises Filipinos who want to work abroad to first check the job offers with the Philippine Overseas Employment Administration,” it added. At the same time, the DFA also advised Filipino workers to follow pre-departure procedures implemented by Philippine immigration authorities to ensure their safety and prevent illegal recruitment, people smuggling, human trafficking and as well as of internal organs. —GMA News

India received the biggest remittance from its migrant workers with $78.6 billion, followed by China with $67.4 billion, and Mexico’s $35.7 billion, he noted citing the BSP. “From a high of about $170 million in 2016, OFW money sent from the Chinese mainland to dependents here in the Philippines fell to $70 million in 2017 and $48 million last year,” Salo said. “But the reverse is happening in Taiwan and Hong Kong. OFW remittances from there are rising and strong,” he added. He cited that the remittances from Bahrain are growing steadily, but Saudi Arabia and other Middle East countries continue to post declines. Congress urged to pass bill creating the Dept. of Overseas Filipino Workers

Salo pressed the need Saturday for Congress to pass a bill seeking the creation of the Department of Overseas Filipino Workers (OFWs) to safeguard and promote the interest and welfare of the country’s modern-day economic heroes. He made the call as he cited that OFWs contributed a total of $33.8 billion to the Philippine economy in 2018. “Having all the various agencies dealing with migrant workers all in one department will improve the way government delivers its services and address many of the issues and problems OFWs and other migrant Pinoy workers face,” Salo said in a statement. Salo noted that the Technical Working Group of the House Committee on Government Reorganization which he chaired, was working double time to ensure the passage of the five pending

OWWA launches 24/7 hotline service for OFWs

T

he Overseas Workers Welfare Administration (OWWA) has launched a hotline call service that overseas Filipino workers (OFW) can contact to report their concerns or queries. OWWA said that OFWs can dial the hotline 1348 anytime of the day for a faster and more responsive service to address any of their problems. The 27/7 hotline

service is expected to speed up the process of requesting assistance on several OWWA services which include employment contracts issues, repatriation assistance, and other OFW-related queries and concerns. “With the Hotline 1348, clients can easily reach the OWWA 24/7 Operations Center that is responsible in monitoring and endorsing OFW-related concerns to appropriate OWWA

offices or government agencies for immediate action,” said Labor Secretary Silvestre Bello III. “This is our way of adhering to President Rodrigo R. Duterte’s mandate to improve government programs and services for our OFWs and their families,” he added. OFWs can contact the hotline every day of the week, including holidays. For OFWs, outside of Metro Manila, they may dial (02)

1348 while those who are outside of the Philippines may dial 0632-1348. “We want the OFWs, their families, and the public to be able to connect with OWWA with as much ease as possible. Thus, our Hotline 1348 is staffed by dedicated live agents trained to respond to calls, provide information, and gather requests for assistance from our clients,” said OWWA Administrator Hans Leo Cacdac.

Philippines taking legal action over China’s harvesting of Scarborough clams

he Philippine government will be taking legal action against Chinese nationals harvesting giant clams in Scarborough or Panatag Shoal in the West Philippine Sea, Foreign Affairs Secretary Teodoro Locsin Jr. said. This statement comes in response to an ABS-CBN News report that the Chinese continue to extract giant clams at Scarborough Shoal, a traditional fishing ground off the coast of Zambales. “We just caught them doing that recently, filed a diplomatic note, and will be taking legal action. With our legal department now,” Locsin said on Twitter. In the report, Filipino fishermen revealed that they have been watching the

Chinese harvest giant clams in the area for years. According to local fishermen, Chinese Coast Guard speed boats prevent Filipino and other fishing vessels from accessing the shoal.Just last month, the camp of opposition senatorial bet Neri Colmenares released a documentary video where Filipino fishermen narrate how the Chinese Coast Guard would seize their catch and drive them away from Scarborough Shoal. Presidential spokesperson Salvador Panelo then said the Philippine government would protest if proven that the Chinese harass Filipino fishermen. Panelo insisted that the Philippine Coast Guard said here have been no

incidents of harassment. The Armed Forces of the Philippines also disputed the claims of Filipino fishermen from Masinloc, Zambales, which has jurisdiction over the Scarborough Shoal. “We have coordinated with the Bureau of Fisheries and Aquatic Resources and initially, there were no reports of Filipino fishermen being subjected to the said attack of Chinese water cannons, and so far, there were no sightings of dredging ships in the waters of Bajo De Masinloc or in the West Philippine Sea,” AFP Northern Luzon Command commander Lt. OFWs turned entrepreneurs honored at 2019 MARILAG Awards

F

or most Overseas Filipino Workers, leaving their loved ones, particularly their children, is a hard sacrifice. Gina Balagot Nesperos was one of these OFWs. She had to leave her family back in Isulan, Sultan Kudarat to work as a domestic worker in Taiwan. For two years she scrimped and saved money so that one day she could return to the Philippines, start her own business and hopefully never have to leave her family again. When Gina returned to the Philippines she took a chance and ventured into agricultural trading business, buying and selling farm products. Luckily, starting the business was possible when Gina took advantage of the Overseas Workers Welfare Administration’s OFW reintegration program which provides livelihood loans. Gina started out with P20,000 in capital. Her business was now worth P20 Million pesos. It also provided regular employment to fourteen people and part-time jobs for eight others. To celebrate the successful balik manggagawa stories like Gina’s, ten outstanding women, including Gina, were honored at the Marilag Awards 2019 held in Intramuros Manila last March 29, 2019. The award aims to highlight and recognize the inspiring and courageous stories of OFWs and their families who availed of various DOLEOWWA Reintegration Programs such as the Balik Pinas, Balik Hanapbuhay (BPBH), and Balik Pinay business loan programs. Other recipient of the 2019 Marilag awards are Marites Lambino Benito from Benguet, Felipa Cortes Maldora from Bohol, Cyntehia Racaza Labor from Bukidnon, Antuza Wanason Refalda of Kalinga, Veronica Nicolas De Vera of Nueva Vizcaya, Melinda Godinez Lapingcao of Lapu-Lapu City, Madelyn Bahala De Guzman of Davao City, Mirasol Sta. Tired of Metro Manila traffic? Hop on a helicopter

ick of Metro Manila’s horrid traffic? Soon you can take a traffic-free route: just three minutes between Makati and Bonifacio Global City (BGC) – if you’re willing to shell out P6,900. A pioneer helicopter ride-sharing platform is set to take off in the Philippines. Tech startup Ascent and air operator INAEC Aviation Corp. launched its helicopter ridesharing and on-demand platform in the country, which will commence operations on April 8. The Department of Transportation (DOTr) said opening the country’s airspace to the new service does not mean it is giving up on solving road traffic woes. The platform will allow passengers to fly between locations such as the Ninoy Aquino International Airport, central business districts in Makati, BGC in Taguig and Quezon

City, as well as regional locations in Clark and Tagaytay. Ascent and INAEC aim to provide an alternative, safe, reliable and more convenient way of traveling in the city by air, allowing customers to avoid traffic and take control of their time. With studies showing the massive economic impact of road congestion in the Philippines, Ascent chief executive officer Lionel Sinai-Sinelnikoff said “skipping the traffic from above is a solution.” He said flying a helicopter could save 70 percent of one’s time, and the platform they are offering is 10 times cheaper than chartered flight. “Despite being one of the fastest growing business hubs in Southeast Asia, Manila’s traffic situation is also one of the most challenging in the region. CHED-UniFAST, DBP sign pact to implement student loan program

T

he Commission on Higher Education-Unified Student Financial Assistance System for Tertiary Education (CHED-UniFAST) on signed a memorandum of agreement with the Development Bank of the Philippines for the launch of the full implementation of the Student Loan Program for Tertiary Education-Short Term basis (SLPTE-ST). SLPTE-ST is among the programs under Republic Act 10931 or the Universal Access to Quality Tertiary Education Act (UAQTEA) with a budget of P1 billion for Academic Year 2018-2019, the CHED said in a statement. TRUTH # 1 : Ang ugat ng masasamang bagay gaya ng mga sakit, kapansanan, aksidente, kahirapan, pagdurusa, mga kakulangan, kapalpakan, pang-aabuso, kamatayan, at iba pa. Mula ng mag desisyon ang unang tao na magkasala, naputol na ang kaugnayan sa Diyos.(Gen.3; Rom 3:23). Ang pagkaputol ng ugnayan sa Diyos ang naging ugat ng masasamang bagay sa buhay. Nawala ang free access sa biyaya ng Diyos. Tuloy naging marupok, nakorap at bumaluktot ang lakad ng tao sa buhay mula nuon. Sa pagtalikod sa Diyos, nagpailalim ang tao sa kapangyarihan ng demonyo. Ito ay sa alam ng tao o hindi o sa gusto ng tao o sa hindi. Dahil marupok, madaling matukso, mahulog sa bitag ng diablo, nakakagawa ng masasamang bagay at naka-didisgrasya sa sarili at sa kapwa. Lalong dumadami ang masasamang bagay sa buhay. Wala mabuting na-imbento ang tao na hindi nakokorap din ng tao. Nang-maimbento ang internet, kumalat din ang porn at iba pang maruming gawain. Ano mang Social media platform gaya ng facebook, tweeter, youtube ay ginagamit din sa mga masasamang bagay. TRUTH # 2: Ang magandang layunin ng Diyos. Ginawa ka upang makipag-ugnayan sa Diyos una sa lahat at bigyan ng masaganang buhay (Juan 10:10). Layunin ng Diyos na tulungan ka manumbalik sa Kanya matapos kang mahulog sa pagkakasala. Nais ng Diyos na iligtas ka sa mga bunga ng pagkakahiwalay sa Kanya. Ginagamit din lamang ng Diyos ang ilang masamang bunga ng kasalanan mo hindi para parusahan o sirain ka. Ito ay upang maging daan na makipag-ugnayan ka muli sa Kanya. Hindi para wasakin ka kundi para ilayo pa nga sa mas masamang kahuhulugan ng patuloy na pagsa-sa-walang bahala sa pakikipag-ugnayan sa Kanya. Iligtas ka sa baluktot na landas. Binibigyan ka ng maraming pagkakataon na matagpuan ang daan pabalik sa Kanya. Ito ay dahil sa pag-ibig at awa sa iyo (Juan 3:16). Nais iiwas ka sa walang hanggang kapahamakan. Unawain mo lamang ang magandang layunin ng Diyos sa iyo. TRUTH # 3: Ang Taga-Putol ng Ugat ng masama. Sii JesuCristo ang Bugtong na Anak ng Diyos ang ipinagkaloob Taga-Putol ng ugat ng masama. Siya ang daan mo at Tagapagdugtong sa naputol na ugnayan mo sa Diyos. Si Jesus lamang ang tanging Daan, Katotohanan, at Buhay. Walang makababalik sa Diyos Ama liban sa Kanya (Juan 14:6). Hindi ka ma-iuugnay sa Diyos ng simbahan o iglesya bagaman walang masama ang magsimba ka. Hindi ka mai-uugnay ng iyong pagpapakabait bagaman dapat magpakabait. Hindi ka mai-uugnay sa Diyos ng kapwa tao miski santo pa ang taong iyon. Nakasalalay ang iyong pakikipag-ugnay sa Diyos kay JesuCristo lamang. Siya ang puputol ng ugat ng masama sa iyong buhay. Wala ng pangalan ibinigay sa silong ng langit sa ikaliligtas ng tao liban sa pangalan ni JesuCristo (Acts 4:12). Putulin mo na ang ugat ng masama. Aminin mo na ikaw ay nasa kapangyarihan ng kasalanan. Aminin mo na ang kasalanan mo ang pumutol ng kaugnayan mo sa Banal na Diyos. Habang nagkakasala ka sa isip, salita at sa gawa, pinananatili mong putol ang iyong kaugnayan sa Diyos. Habang nagpapa-ilalim ka kay Satanas, putol ang iyong ugnayan sa Diyos. Humingi ka ng tawad sa Diyos ng buong pagkumbaba. Magsisi ka sa iyong kasalanan. Tanggapin mo ang Bugtong na Anak ng Diyos na si JesuCristo na Siyang kabayaran sa iyong kasalanan. Gawin mo si Jesus na iyong Tagapag-ugnay sa Diyos. Ibabalik ng Diyos ang free access mo sa Kanyang awa at biyaya (Heb 4:14-16). Gawin mong manalangin sa Kanya. Duterte to sign EO creating ‘zero hunger’ task force

P

resident Rodrigo Duterte is expected to sign by the end of April an executive order seeking to establish an inter-agency task force which will roll out policies aimed at eradicating hunger by 2030. “Inaasahan natin na ngayong buwan ng April, bago matapos, mapipirmahan na po ni Pangulong Duterte itong executive order para tuloy-tuloy na po ang trabaho natin,” Cabinet Secretary Karlo Nograles said. The new entity would be known as the Zero Hunger Inter-Agency Task Force. “Gagawa tayo ng isang body under the Office of the President na tututok talaga sa pagkamit natin ng zero hunger [by 2030]. So ang target natin, every... two and a half years, mabawasan natin ang hunger sa bansa by 25 percent,” Nograles explained. The cabinet secretary said they have identified 31 hunger-stricken provinces that would be given priority by the task force. “Na-identify na po natin ‘yung 31 priority provinces kung saan malawak po ‘yung incidence of hunger na kung ito ang mga tututukan natin na 31 priority provinces, mapapabilis po ang programa natin,” Nograles said. “Of course, ‘yung ibang provinces, patuloy pa rin ang programa pero may special attention lang tayo dito sa 31 priority provinces po natin,” he added. Nograles had announced over a week ago that Duterte approved the issuance of the executive order. He cited data showing that 2.4M families experienced moderate to extreme hunger in 2018, 13.7M Filipino children are undernourished and that a fifth of Filipinos children until the age of five are underweight. —GMA News

Northern Philippines jolted by magnitude 6.1 earthquake

t least 11 people have been killed and more than 100 injured (as of April 23) in the magnitude 6.1 earthquake which jolted the northern Philippines on (April 22), causing structures to collapse and knocking out power. The quake hit 60km northwest of the capital, Manila, disrupting air, rail and road transport and causing some damage to buildings and infrastructure. The province of Pampanga was worst hit where eight people were killed and about 20 were injured, according to provincial governor Lilia Pineda, citing information from disaster officials. Rescuers were using heavy equipment and search dogs to try to reach people trapped after a four-floor building went

The Philippines is located on the Pacific Ring of Fire, where about 90 percent of the world’s earthquakes strike. The last major quake to hit the country was a 7.1-magnitude tremor that killed more than 220 people in the central Philippines in October 2013. In July 1990, more than 2,400 people were killed on the northern island of Luzon in a magnitude-7.8 quake, one of the strongest tremors ever to hit the country.

enator Sonny Angara on Wednesday said more social welfare attachés will soon be deployed abroad to assist distressed overseas Filipinos and their children now that the bill seeking to institutionalize their deployment is up for President Rodrigo Duterte’s signature. Angara, a principal author of the measure, said deploying more social welfare attachés in Philippine embassies and consulates would help bring comfort and provide assistance to overseas Filipino workers, who are victims of abuse, illegal recruitment, and maltreatment, among others. Angara noted that only seven social welfare attachés are currently deployed in several parts of the world, including Malaysia, Kuwait, Qatar, Hong Kong,

Dubai, and Jeddah and Riyadh in Saudi Arabia. “Having ‘malasakit officers’ in Philippine embassies and consulates is a reassurance that the government truly cares for our modern-day heroes, who sacrifice a lot to create better lives for their families and help the Philippine economy to stay afloat through their remittances,” Angara said. Angara cited the need for a trained professional who can provide “care, comfort, and counseling” to OFWs in crisis situation and in need of special protection, noting that this kind of skill-set might not be found in the organizational setup of an embassy. “In the division of labor inside what is basically a multi-agency embassy, there are assigned personnel that can handle legal cas-

Netizens slam whitening skincare brand for ads discriminating against morenas

n social media, netizens grilled whitening skincare brand Glutamax for an advertising campaign that discriminated against people who have kayumanggi skin. As part of their campaign to launch their new line Nano White, the brand released a series of advertisements, which used the hashtag #YourFairAdvantage and #UnfairDiba. The ad showed a photo of a morena Filipina looking at a fair-skinned woman with a copy that read, “Maputi lang, pinaupo sa bus? 3 in 5 Filipinos believe that people with fairer skin receive better treatment from others based on a poll by Opeepi.” Glutamax has taken down the ads in question, apologized and issued a statement:

According to the ASC, the advertisement materials in question were not approved. “ASC stands for responsible communications and abides by a strict code of ethics,” the statement began. “In connection with the recent GLUTAMAX skin care digital and outdoor ads, the materials posted and displayed were not approved by ASC. “GlutaMAX’s advertisment violated ASC’s code of ethics, specifically Article IV Section 1 Item A: Article IV Section 1 Item A. of the ASC Code of Ethics on DISPARAGEMENT states that: “Advertisements shall not directly or indirectly disparage, ridicule, criticize, or attack any natural or juridical person, groups of persons, or any sector of society, especially on the basis of gen-

der, social or economic class, religion, ethnicity, race, or nationality. “The posting of a disapproved material is in violation of the ASC Manual of Procedures. New voting system introduced as Taiwan-based Filipinos go to polls

new voting system has been introduced to Philippines’ representative offices in Taiwan for the Filipino midterm elections starting April 13, according to the Manila Economic and Cultural Office (MECO). Filipinos in Taiwan can vote for their local officials, district representatives for the lower house, and 12 nationally elected senators in a mid-term vote at Philippines representative offices in Taipei, Taichung and Kaohsiung until May 13. According to MECO, a new optical scan voting system will read paper ballots automatically and tally the results May 13. Jocelyn Wu, a Filipino spouse voting for

the second time in Taiwan, said Saturday that the new computerized system is “fast and accurate” and that her vote took only about five minutes. However, Alvin Hernandez, a patent engineer voting for the third time, said the new system did not save him much time due to the large number of candidates and parties contesting the elections. “We have 60 senatorial candidates, which is quite a lot,” Hernandez said. “Choosing from 60 candidates is crazy. I cannot remember their names,” Hernandez told CNA, showing a sheet listing his choices and helping him find the candidates in the polling booth.

Filipinos appeal for extension of visa-free treatment in Taiwan

s visa-free treatment for Filipinos is set to expire in July, the Taipei Economic and Cultural Office in the Philippines has been receiving hundreds of emails every month from Filipinos expressing their hope that the visa-free policy will be extended as soon as possible, reported CNA. In order to promote the New Southbound Policy and attract tourists from Southeast Asia to Taiwan, the Ministry of Foreign Affairs (MOFA) launched its pilot program allow citizens of the Philippines to travel visa-free to Taiwan in November 2017. The program lasted until July of last year, and the results were so favorable that MOFA decided to continue the program for another year back in June. During a meeting of the Taiwanese Chamber of Commerce a few days ago, Taiwan Representative to the Philippines Michael Peiyung Hsu 徐佩勇) said that EVA Air, China Airlines, and Philippine Airlines expressed their hopes that the visa-free treatment for Filipinos would be extended. The tourism organizations the Philippines Travel Agencies Association (PTAA) and the Philippine Tour Operators Association (PHILTOA) told CNA that they had written to the Taiwan representative office and expressed their hope that the visa policy would be continued as soon as possible. During a visit to Taiwan in early April, Philippine Dental Association President Arleen Reyes thanked the Taiwan representative office in the Philippines during a courtesy call for visa-free treatment. She said that many Filipinos have been flocking to Taiwan for travel under the new program and she hopes it can continue. According to the Ministry of Transport’s Tourism Bureau, 70,803 Filipino tourists arrived in Taiwan between January and February this year, representing an increase of 31.37 percent over the same period last year. An employee of a Taiwanese air carrier told CNA that most of the Philippine tourists in Taiwan range in age between 20 and 40 and are on a limited budget. They prefer to book cheap tickets and usually plan their trips three to four months in advance, and thus they need to know in advance whether the visa-free privilege will be extended. The source said that last year, the renewal of the visa program last time around was not announced until June, which was “in fact, a little late. In fact, the number of Philippine visitors to Taiwan declined in August and September of last year, but it’s quite obvious.” Because no announcement about extending the visa-free policy has been made yet this year, reservations have dropped off again, and the source expressed the hope that an extension would be announced soon. the 2016 Philippine presidential election and there are about 40,000 Filipinos registered for overseas absentee voting in Taiwan this year. Registered voters can cast their ballots from 8 a.m. to 5 p.m., including weekends, at MECO offices during the period, apart from April 18-19, when polling booths will be closed in observance of a Philippine religious holiday, according to MECO. Erik Matti tapped for “Quezon’s Game” named HBO series ‘Food Lore’ Best Foreign Movie at int’l

ingaporean filmmaker Eric Khoo, showrunner of the upcoming HBO Asia original anthology series “Food Lore,” recently recruited Filipino director Erik Matti to helm an episode of the eight-part show, which starts airing in November. Prior to this, Khoo gathered fellow auteurs from the region to direct stand-alone stories in another series, the six-part “Folklore,” which was aired by the channel and streamed via HBO Go late last year. “I’m quite a spontaneous person,” the “Be With Me” director told the Inquirer in a recent interview at the Hong Kong Convention and Exhibition Centre. “I’ve always wanted a director from the Philippines. Actually, even for ‘Folklore.’ But because of commitments, it was a little difficult. But I’m so happy I have a Filipino now for ‘Food Lore.’” Khoo recalled watching Matti’s “On the Job” some years ago and immediately got “hooked”: “The raw energy got to me. And it was good that I was able to meet him at Bucheon International Fantastic Film Festival (years ago).” He described the Filipino filmmaker, known for his gritty films as well as his outspoken nature, as someone with “a great, strong aura.” “He’s got a lot of life and zest,” Khoo said. “I watched his recent film, ‘BuyBust,’ and he took it to another level.” Khoo recalled suddenly getting a bright idea: “I thought, ‘Oh my God! If he were to do a food episode—I know he likes to eat!’” That’s where the showrunner’s aforementioned spontaneity came in: “I contacted him, and he replied, ‘Definitely! aiwan businessman Ting Chin-huang (丁金煌) has been providing aid to the Philippines’ indigenous Aeta people from Pampanga Province for a decade, and this charitable giving is now continued through his son, Ting Chun-feng (丁 俊峰). The 61-year-old started his company that manufactures electrical products and components in the Philippines in 1987. He is currently an advisory committee member for Taiwan’s Overseas Community Affairs Council and honorary president of an association for Taiwanese businessmen in the Philippines. On the Sunday (April 7) before Holy Week (April 14-20), Ting and his son led their employees to the mountainous ranges of Pampanga Province, where the indigenous Aeta people live, reported Central News Agency. They brought with them food and groceries that would eventually be given to about 950 local people. Since 2008, Ting has organized this charity event two or three times a year, usually before Holy Week and Christ-

mas. It is his belief that with success, one should give back to society. Ting entrusted his son to organize the charity event this year. At midnight on Sunday, Ting Chun-feng and company employees began preparing 1,000 servings of lunch, including 200 kilograms of cooked rice and side dishes. They also prepared a 5-kilogram sack per person of rice, canned food, bread, and instant noodles. “Our idea is to provide them with aid they need every day, including food and such groceries as shampoo and buckets,” said Ting Chun-feng. The Aeta people rely on hunting animals, raising pigs, and growing papaya, sweet potato, and banana. They do not have many opportunities to find a job in the city, Ting Chun-feng added. A local woman said the food she got from the event would be enough to feed her family for a month. In addition to the woman, many elderly people and children attended the event on Sunday. Many of them live in remote areas and had to walk for several hours to get home after receiving the aid. —Taiwan News

Dairy farms can hire migrant workers: MOL

airy farms are to be allowed to hire up to 400 migrant workers in an effort to help solve the sector’s labor shortage, the Ministry of Labor (MOL) said. Qualified dairy farms can hire migrant workers in accordance with the procedures for recruiting local laborers, effective immediately, said Hsueh Chien-chung (薛鑑忠), a section head at the Workforce Development Agency. Farms with a minimum of 80 cows that employ at least four Taiwanese could apply to hire one migrant worker, at a minimum monthly wage of NT$28,000, the MOL said. In addition, up to 450 young Indonesians annually would be able to work in agriculture under an internship program, with the first group of 75 expected to arrive next month, Council of Agriculture (COA) official Su Meng-

lan (蘇夢蘭) said. Requests have been received from 118 farms since the program was announced last month, Su said. The plan is based on a Japanese apprentice system that allows firms to accept foreign skilled workers from developing economies to fill personnel gaps, the council said. Other measures are also being planned to address the nation’s agricultural labor shortage, it said. It is considering allowing local farmers’ associations to directly recruit migrant workers, if they pass a review by officials from the council and local government, and experts, Su said. MAY 2019 Tigerair to launch direct flights to Palawan Island

igerair Taiwan said that on June 7 it would launch direct flights from Taiwan Taoyuan International Airport to Puerto Princesa International Airport on Palawan Island in the Philippines.This would be the budget airline’s third direct service to the Southeast Asian nation, following a direct service to Kalibo International Airport on Boracay Island launched on Tuesday last week and another to Mactan Cebu International Airport in Cebu that began at the end of last year. Palawan is between Mindoro Island and Malaysia’s North Borneo. It is reputed to be the last pristine land in the Philippines and has attracted visitors and scuba divers from around the world with its diverse fauna and flora, the airline said. Puerto Princesa International Airport offers a convenient transport service for people to access the tourist attractions around the island, it said. The airline said three flights would depart from Taoyuan every week, leaving at 1:15pm on Tuesdays, Fridays and Sundays, while return flights would leave from Puerto Princesa at 5:05pm on Tuesdays, Fridays and Sundays.

he Fulong International Sand Sculpting Art Festival was kicked off last April 19 in New Taipei City, drawing visitors from home and abroad to the golden beach on Taiwan’s northern coast. Organized by the Northeast and Yilan Coast National Scenic Area Administration, the 12th edition of the annual exhibition runs through Aug. 25. A total of 25 sand sculpture artists from seven countries and territories have been invited to produce works around the theme Crossing the Town to Find Atlantis. The event will be comprised of three exhibitions areas, each featuring pieces inspired by the mythical Greek city. The first focuses on the origin story of Atlantis— said to have been created by the sea god Poseidon—and features sand sculptures intended to make visitors feel like they are strolling through the legendary metropolis.

Themed around Atlantis’ embrace of technology and its ultimate fall, the second area will comprise artworks showcasing the co-existence of ancient and modern worlds. The final section consists of sculptures based on marine environments and wildlife, and aims to encourage visitors to cherish the natural world. On June 15, the festival will also host an attempt to break the Guinness World Record for the largest number of people simultaneously creating sand sculptures. A total of 300 participants will attempt to produce depictions of dolphins under the supervision of professional artists. First staged in 2008, the festival is held along the popular golden beach between Fulong and Yanliao on Taiwan’s northern coast. The soft, highly cohesive white quartz sand makes the site ideal for producing sculptures.

Migrant workers stage show to spread awareness for better rights

ver 100 migrant workers from the Philippines and Indonesia staged a flash mob show at Taipei Main Station, the city’s main transport hub, to protest gender-based violence and ask for better work conditions. The 135 workers were part of the performance to showcase the theme of “Rising for a Better System” and call for better rights and protection of female migrant workers, said the show’s organizers, including the Taiwan Chapter of Migrante International (Migrante Taiwan). Gilda Banugan, chairperson of Migrante Taiwan, said that even though the “One Billion Rising Taiwan” campaign has been in place for seven consecutive years, the country has not done much to improve the working work conditions of female migrant workers. In an interview with CNA, she said many female migrant workers, especially domestic helpers, make a salary of only NT$17,000 (US$550) per month, which is not enough for them to both send money back home and also to live on. Migrant workers protest gender-based

violence and ask for better work conditions In addition, they are constantly forced to overwork or face verbal, physical or sexual abuse, Banugan said. Banugan called for domestic helpers to be included in Taiwan’s main labor law, the Labor Standards Act, to be covered by labor insurance, and to be incorporated into the national long-term care system so migrants can get the same benefits as other caregivers. The group has also suggested allowing migrant workers to have paid leave, stopping illegal charges by brokers, and giving migrant workers a full 24 hours on holidays or requiring employers to pay overtime, Banugan said. There are some 700,000 migrant workers in Taiwan, of which 380,000 are women, according to government statistics. Over 90 percent of foreign domestic helpers are women. decision by 7-Eleven to end 24-hour service at 400 of its convenience stores might affect its cooperation on Automatic Teller Machines (ATM) with CTBC Bank, reports said. Last month, the operator of 7-Eleven Taiwan, President Chain Store Corporation, announced that 400 of its 5,300 branches had already ended offering 24-hour service to customers. However, the move is now likely to sink a plan by the country’s largest ATM operator, CTBC, to reach 6,000 ATMs by the end of the year, the Apple Daily reported. The bank runs 5,836 ATMs, 5,100 of which are installed inside 7-Elevens, for a market share of 20 percent, with Cathay United Bank following as Taiwan’s second-biggest ATM manager, with 4,015 machines. A major consideration for CTBC would be the cost and profit of running an ATM, the Apple Daily reported. One machine costs NT$800,000 (US$26,000) and requires 300 transactions per day to be profitable when one considers the additional costs of manpower, repair, maintenance and transportation of cash. If 7-Eleven reduces its opening hours but keeps rental fees for CTBC frozen at the existing level, it might no longer be profitable for the bank to continue its cooperation, the Apple Daily suggested. An additional element in the relationship between the two companies was the recent theft of a complete ATM machine from a 7-Eleven in Hsinchu, which provoked fears about the safety of the funds and of the equipment, according to the Apple Daily.

Taiwan 4th worst for rate of kids getting asthma from traffic pollution: study

aiwan ranked fourth worst for rate of children developing asthma from traffic pollution out of 194 countries, according to a study published in the prestigious journal The Lancet Planetary Health. Taiwan reports 420 new cases each yer per 100,000 kids, following Kuwait (550 cases), United Arab Emirates (460 cases), and Canada (450 cases). Traffic-related air pollution is resulting in four million new cases of asthma each year, the study shows. Alarmingly, the study appears to provide evidence supporting research that children breathing in toxic exhaust gases could suffer from stunted lung growth and are at a higher risk of getting asthma, said Dr. Samantha Walker of Asthma UK. The Daily Mail reports that the number of childhood asthma cases is rising steadily from the 1950s, making the inflammatory illness the most common among children on a global scale. Previous research suggests nitrogen dioxide could be a major culprit, among various pollutants found in traffic air pollution, that causes people to become asthmatic. The government of Taiwan recently backtracked on a plan to deal with the ever-severe issue of air pollution by phasing out old diesel vehicles, in the wake of protests over an amendment introduced in 2018 that mandated tougher emission standards.

Taiwan develops Asia’s first African Swine Fever rapid test kit

A

Taiwanese biotechnology company says a rapid test kit it has developed forAfrican swine fever has been recognized by the World Organization for Animal Health, making it the first such test provider in Asia. Excelsior Bio-System says its kit can diagnose in 10 minutes if a live hog has contracted ASF, even if the animal is still in the incubation period, through detecting the presence of antibodies against the ASF virus protein p30. The testing method can ascertain a case of ASF as early as 14 days after a hog is infected, beating out the world’s other existing rapid test kit, developed in Spain. The Council for Agriculture says Taiwan is not an ASF endemic area and has only reported ASF in dead hogs that have washed ashore from China and in meat products brought in by travelers. Hence, there are no plans for the government to use the test kit at the moment. Taiwan has adopted stiff fines against those attempting to bring pork products from ASF-affected areas into the country, including a fine of NT$200,000 (US$6,484) for first-time offenders and NT$1 million for repeat offenders.

McDonald’s in Taiwan to stop providing plastic straws by July

ast food company McDonald’s said yesterday that it will no longer offer plastic straws at its restaurants in Taiwan, with effect from July, in accordance with a government initiative to reduce the use of plastic. At a press conference, the company said it is phasing in the new plan, starting Friday (April 12), by not proactively offering plastic straws at its checkout counters, the company said. The complete removal of plastic straws at McDonald’s restaurants will begin in Taipei on April 22, Earth Day, and will gradually expand to the rest of the country, the company said. By July, the initiative should be fully implemented throughout Taiwan, McDonald’s said. However, if customers with special needs require straws, the restaurants will provide paper straws upon request, the company said. The move is being carried out in keeping with a plan by the Environmental Protection Administration (EPA) to ban the use of plastic straws in the government sector and at all public and private schools, department stores, shopping malls and fast food stores, with effect from July 1, according to Lin Li-wen (林 麗文), deputy head of supply chain management at McDonald’s in Taiwan. Lin said MacDonald’s compliance with the plan will result in a 16 percent reduction in the company’s plastic use in Taiwan. She said McDonald’s is hoping that not only will its efforts help reduce the use of plastic straws throughout the country but will also change consumer behavior. EPA Deputy Minister Shen Chih-hsiu (沈志修) said he welcomed the decision and was pleased to see fast food restaurants responding to the EPA’s calls, which will have a positive effect on the marine ecology. The government’s ban on plastic straws is expected to be implemented in phases, extending to all food court services by 2020, requiring payment by customers from 2025, and stopping all use by 2030, according to the EPA. —Chinapost

MAY 2019 SSS warns public vs phishing scam

he Social Security System warned the public against a phishing scheme that attempts to collect information to allegedly update membership records. The fraudulent phishing activity involves individuals pretending to be SSS employees who are reaching out to unsuspecting members to request information such their mobile numbers and email addresses, the SSS said in an advisory. The SSS will never secure personal information through direct request via email, SMS, phone calls or via social media, the statement said. “These scams are attempts to compromise the security of your SSS account,” the pension fund said in an advisory. “Please remain vigilant and avoid disclosing your personal information to unverified sources,” it said. Social Security System warns members not to disclose personal information to people who will contact them & identify themselves as SSS employees. Transactions should be done in official branches and accredited partner agents or through online self-service facilities, the SSS said.

Philippines internet speed improves significantly

OKLA’s Speedtest Global Index for February 2019showed that the Philippines’ average download speed for fixed broadband improved by 143.74% from 7.91Mbps in July 2016 to 19.28Mbps in February 2019. The country’s average download mobile broadband speed also improved by 94.35% from 7.44Mbps in July 2016 to 14.46Mbps in February 2019. The Philippines’ internet speed placed twenty-ninth (29th) for fixed broadband and (33rd) for mobile out of fifty (50) Asian countries. Out of forty-six (46) Asia Pacific countries, the average download speed of the Philippines ranked twenty-first (21st) for fixed broadband and twentythird (23rd) for mobile. Among the Association of Southeast Asian Nations (ASEAN), the average download speed for fixed broadband of the Philippines registered faster than that of Brunei, Indonesia, Cambodia and Myanmar’s. For mobile, the Philippines’ speed came out faster thanCambodia and Indonesia’s. As the country prepares for the eventual entry of MISLATEL, which was named as the provisional new major telco player, internet speed and pricing areexpected to improve further. The NTC is currently awaiting for the House of Representatives confirmation of the Senate version of the approval of the sale/transfer of MISLATEL’s controlling interest in favour of Udenna, Chelsea and Chinatel. To ensure global competitiveness, the Department of Information and Communications Technology (DICT) has also linked up with tower firms and is looking to partner with telcos to fast track the rollout of the government’s common tower initiative. In a Memorandum of Understanding (MOU) the DICT is proposing to sign with the National Telecommunications Commission (NTC) and with each telco company, the DICT and NTC are set identify sites where common towers are recommended to be built. The plan is to build 50,000 common towers in the next seven (7) years with a target of 3,000 sites on Year 1 and gradually increasing it to 10,000 sites from Year 5 to Year 7. PRRD signs law dividing Palawan into 3 provinces

resident Rodrigo R. Duterte has signed the law dividing Palawan into the provinces of Palawan del Norte, Palawan Oriental, and Palawan del Sur. In Republic Act 11259, signed by Duterte on April 5 and released to the media, the three provinces will be created if ratified through a plebiscite to be held in the affected areas in May 2020. Palawan del Sur will be considered the “mother province” and will be composed of the municipalities of Aborlan, Narra, Quezon, Rizal, Espanola, Brooke’s Point, Bataraza, Balacbac, and Kalayaan with Brooke's Point as capital. Palawan del Norte will consist of the municipalities of Coron, Culion, Busuanga, Linacapan, Taytay, and El Nido with Taytay as capital, while Palawan Oriental will be composed of the municipalities of Roxas, Araceli, Dumaran, Cuyo, Agutaya, Magsaysay, Cayancillo, and San Vicente with Roxas as capital. Puerto Princesa City will not be part of the plebiscite and proposed division being a highly urbanized city (HUC). The election of the new officials for the three provinces will be during the May 2022 national and local polls. Elected officials prior to the May 2022 elections will continue to serve their unexpired terms until after the election of new provincial officials. In 2022, each newly-created province will have its own provincial governor, vice governor, Sangguniang Panlalawigan secretary and members, provincial administrator, provincial treasurer, and other provincial government officers. One of the law's authors, Palawan 3rd District Rep. Gil Acosta, earlier said the division of Palawan will be advantageous as it will bring government services closer to the people.

Darren Espanto camp not open to settlement in cyber libel case vs JK Labajo

E-gates to be installed at NAIA departure areas this month

A

t least two electronic gates (e-gates) will be installed at the Ninoy Aquino International Airport (NAIA) Terminal 2 departure area by end of April. Immigration Port Operations Division chief, Grifton Medina, told the Philippine News Agency (PNA) that these will have a dry run and become operational next month. “All they would have to do is tap their passport and e-card. The e-gates at the departure area would be a big help to make transactions faster since this would only take them 10-15 seconds without facing an immigration counter,” he said. The two e-gates would be for the use of overseas Filipino workers (OFWs) since the prototypes require that passengers were pre-screened and already had previous engagements with the Bureau of Immigration (BI). “OFWs have the lowest risk in terms of assessment. Because BI is actually the last one to screen them. They were already screened by OWWA (Overseas Workers Welfare Association) and the DFA (Department of Foreign Affairs),” he said. He, however, clarified that this does not mean that immigration officers should be complacent in dealing with the OFWs. Medina said another 20 e-gates are planned to be installed in the departure areas of NAIA Terminals 1 and 3 next year. At present, the country’s major airports have e-gates installed at the arrival areas that can be used by Filipino passport holders. The e-gates minimize the long queues at immigration counters. A passenger using an e-gate would only need at least 15 seconds, or one third of the usual processing time in an immigration counter.

he Department of Health (DOH) warns against testimonials circulating on Facebook about herbal supplements curing cancer. According to DOH cancer program manager Clarito Cairo, testimonials are weak evidence so they are not considered acceptable. The DOH made the statement due to reports that some cancer patients preferred to used herbal supplements and stopped taking their medication. Cairo added that there aren’t enough claim to support that herbal supplements can help in curing cancer. “There are anecdotes saying that they are proven safe and effective, there’s not enough evidence. And then some patients would go back to their oncologists since they have developed complications,” Cairo said. A recent study showed that patients using Complementary and alternative medicines (CAM) such as herbal supplements had worse survival than patients who did not use CAM. “Unless we know what’s in [the herbal supplements], I would recommend patients avoid using them during radiation because [certain supplements] could interfere with treatment,” according to Dr. Nina Sanford, one of the authors of the study.

School opening stays on June 3 – DepEd

he Department of Education (DepEd) maintained that the school opening for the basic education level this School Year (SY) 2019-2020 will remain on June 3. Education Secretary Leonor Briones explained that the school calendar for this coming school year has already been approved and is set to be released next week. Briones expressed the agency’s reluctance to move the school calendar because of three major considerations that involve students and learners such as school facilities, health, and other “summer” activities already scheduled. The Education Secretary emphasized on the matter following a directive from the Commission on Higher Education (CHED) which ordered all State Universities and Colleges (SUCs) as well as Local Universities and Colleges (LUCs) to shift their respective academic calendars to August starting the Academic Year (AY) 2019-2020

PDEA warns public vs. fake agents asking for cellphone load

he Philippine Drug Enforcement Agency (PDEA) has warned the public against unscrupulous people posing as officers from the agency who ask for thousands of pesos worth of cellphone load. PDEA Director General Aaron N. Aquino made the warning after one of their offices in Davao City was victimized by scammers last April 4. A spurious mobile phone call was received by one of their staff allegedly originating from PDEA Regional Office-11 saying that Regional Director Antonio E. Rivera and companions will drop by their office. The caller also asked for a cellphone load amounting to PHP3,000. The staff, who received the call, immediately went out to buy the load. However, after the load transaction was completed, and when the staff called the number, it was already unattended. The employee then called PDEA RO-11 to confirm the visit, but found out that Rivera is not visiting any PDEA satellite office in the region. “Do not be fooled. It is a strategy of swindlers exacting cellphone load using the identity of people in authority. They tried to defraud victims by riding the crest of the intensified national anti-drug campaign,” Aquino said. “The PDEA advises the public after ending the conversation with a suspicious caller, to confirm the appointment first by calling the official contact numbers of PDEA offices and personnel. Immediately report any fraud or scam carried out through phone calls, texts or internet using the name of the Agency,” he added.
