This was done under a Memorandum of Agreement with the Department of Transportation to install high-speed Wi-Fi service in key transport hubs all over the country within the first 100 days of the Duterte administration. The first deployment of carrier-grade Smart Wi-Fi was in Davao City’s Francisco Bangoy International Airport on July 19. High-speed internet will also be installed in the terminals of MRT and LRT in Metro Manila. With the installation of Smart Wi-Fi at NAIA terminals we are on track to meeting our commitment to government to make available carrier-grade Wi-Fi services in major transport hubs all over the country, which will be a boon to domestic and international tourism,” said Eric Alberto, executive vice president for PLDT/Smart. Smart has allocated about P1 billion for the first phase of the deployment of carriergrade Smart Wi-Fi. OWWA, DTI tie-up for OFW reintegration in Region 12

FWs and their families who intend to pursue micro, small and medium enterprises (MSMEs) will be given assistance by the Overseas Workers Welfare Administration (OWWA), in partnership with the Department of Trade and Industry (DTI). According to OWWA 12 OIC Marlyn Jamero, qualified OFWs and their dependents will be given Enhanced Entrepreneurial Development Training (EEDT) to equip them with knowledge on how to properly handle their business enterprise. “This is in line with the implementation of the enhanced reintegration program or the

Enterprise Development and Loan Program (EDLP) of OWWA”, Jamero added. The trainings will be conducted in DTI’s Negosyo Centers in different cities and municipalities across the region. The first tranche of EEDT was held on October 4-5 at DTI- Negosyo Center General Santos City and participated by 16 prospective OFW entrepreneurs. Participants were given training- workshops on choosing the right business appropriate to their skills and passion as well as inputs on financial management. They were also taught on how to craft a simplified business proposal.

The OFW-EDLP, formerly known as OFW-Reintegration Program (OFW-RP), is an enterprise development intervention and loan facility of OWWA in partnership with Landbank of the Philippines (LBP) and the Development Bank of the Philippines (DBP) intended to support enterprise development among OFWs and their families. A memorandum of understanding (MOU) has been signed by the DTI-Regional Operations Group (ROG) and the OWWA last September to formalize their partnership in implementing the Enterprise Development and Loan Program (EDLP) for returning

OFWs. Under the MOU, OWWA will sustain the promotion of MSMEs as part of the entrepreneurship development component of its Reintegration Program for OFWs. It will also organize entrepreneurship development trainings, refer prospective OFWinvestors to the DTI and offer its business loan program for expansion or start-ups done by OFWs. The DTI, for its part, will package priority MSME business models to be offered to prospective OFW-entrepreneurs and investors and provide resource persons for OWWAorganizes entrepreneurship development trainings and related activities. —pia.gov.ph

Among the goals of the i-ACT is to get local government units (LGUs) to eventually agree on a single ticketing system. Under the current setup, the MMDA, LGUs, LTO, and LTFRB have different rates for different traffic violations. Apprehended motorists would have to pay different fines, depending on who flagged them and where. Different agencies were able to come up with an agreement following a workshop conducted by the i-ACT with LGU traffic managers last Friday. Meanwhile, the i-ACT also reached an agreement with LGUs in the National Capital Region to extend coding hours under the current Unified Vehicular Volume Reduction Program (UVVRP) or the Number Coding Scheme, as well as expand the coverage of the “no window hours” policy for coded vehicles. From the existing 7 a.m. to 7

p.m. period, coding hours will now run from 7 a.m. to 8 p.m. Further, the “no window hours” scheme for coded vehicles shall also cover all radial roads (R1 to R10) and circumferential roads (C1 to C6) in Metro Manila. These measures shall take effect on November 1, or five days after publication of a resolution signed by the Metro Manila mayors. The extended coding hours and expanded coverage of the “no window hours” policy are aimed at decongesting traffic flow and reducing the volume of vehicles on national roads in Metro Manila. Today, the “no window hours” policy was implemented on EDSA, C5, Mandaluyong, Roxas Blvd., Alabang-Zapote Road Las Piñas, and Makati. Metro Manila mayors and traffic managers responded positively to the measure, paving the way for the expansion

of the policy. The affected Metro Manila roads for the “no window hours” policy are as follows: C1: CM Recto to Padre Burgos Street; C2: Abad Santos to Quirino Avenue; C3: Libis Gocheco St. to Buendia; C4: EDSA; C5: Mindanao Avenue-NLEX to Sucat Road; C6: Bulacan-Rizal-Manila-Cavite Regional Expressway. Metro mayors agree on unified ticketing system

N a show of cooperation to solve the worsening traffic problem in the metro, the Inter-agency Council on Traffic (i-ACT) and the Metro Manila mayors agreed to come up with a unified ticketing system for traffic violations. In a special meeting of the Metro Manila Council (MMC) and Inter-agency Council on Traffic (i-ACT) on Monday, local chief executives committed to pass uniform ordinances on traffic violation fines and penalties. The MMDA, Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB) also agreed to modify their rates. This initiative is consistent with the government’s move to establish a single traffic authority through the i-ACT, which aims to centralize and solidify traffic enforcement in Metro Manila under one chain of command.

he Duterte government is pushing for a stronger economic integration with the country’s fellow members in the Association of Southeast Asian Nations (ASEAN) along with China, Japan and South Korea, the government’s economic leaders underscored. Finance Secretary Carlos Dominguez III and Socioeconomic Planning Secretary Ernesto Pernia said this thrust by the government will help open opportunities for trade and investment to a market of 1.8 billion people across the region. The National Economic and Development Authority, headed by Pernia, called it a move toward an “economic regional re-balancing.” “The Cabinet will move strongly and swiftly towards regional economic integration. This is why the President prioritized foreign trips to ASEAN and Asia,” Dominguez and Pernia said in a joint statement.

“ASEAN economies have expressed interest in integration. China has committed to open its capital markets,” the two secretaries added. While the government pivots to its Asian neighbors, the two cabinet members clarified that good relations with Western economies will remain. “We will maintain relations with the West but we desire stronger integration with our neighbors. We share the culture and a better understanding with our region,” Dominguez and Pernia said. Dominguez also explained that the president is not changing the country’s foreign policy but merely “recalibrating” it to open the country to markets other than the West. “The President has indicated to us that he’d like to strengthen and exploit opportunities…in countries other than our traditional trading partners,” Dominguez said in a Senate hearing. The Philippines

has committed to join the ASEAN Economic Community (AEC), an economic bloc designed to create a single market and production base for ASEAN members. The creation of AEC will facilitate the free movement of capital, goods, services, skilled labor and investment among the 10 ASEAN member-nations—the Philippines, Malaysia, Singapore, Brunei, Thailand, Indonesia, Laos, Cambodia, Myanmar and Vietnam. Such regional integration would include China, Japan and South Korea, Dominguez and Pernia said. President Duterte also plans to tap Chinese investments to fund the administration’s ambitious infrastructure program. During the President’s state visit to China, Dominguez signed three key agreements: two Memoranda of Understanding (MOU) on Financing Cooperation, and an Agreement on Economic and Technical Cooperation.

The first MOU, signed with Vice President of the Export-Import Bank of China (China EXIM) Sun Ping, will allow China EXIM to fund Philippine infrastructure, agriculture and energy projects, among other priority sectors, through concessional loans and other preferential financing facilities. The other MOU, signed with Chinese Commerce Minister Gao Hucheng, will provide Manila with financing support from Beijing in conducting feasibility studies for the Philippine government’s major projects in infrastructure, agriculture and rural development, among other priority areas. Dominguez and Gao also signed the Agreement on Economic and Technical Cooperation, in which China will grant RMB100 million (approximately P712 million) for the Philippines’ anti-illegal drugs efforts and law enforcement security cooperation. —mb.com.ph

uring the campaign period, presidential candidate Rodrigo Duterte promised to make the concerns of overseas Filipino workers (OFWs) his top labor priority. In his labor day rally in May, he promised to streamline government processes for OFWs, saying he “hated to see Filipinos lining up and waiting.” A month before that, he unveiled his plans to create a dedicated department for OFWs. His message resonated among OFWs, giving him a huge following from the sector that brings in billions of dollars to the Philippine economy every year. By the end of the 2016 elections, the Mayor of Davao City topped the overseas absentee voting results. Fast forward to October, toward his 100th day in office, the new administration has made several changes and new policies on OFWs affairs.

Streamlining government processes Duterte’s promise of streamlining government processes was met with optimism by OFWs, who had long criticized red tape in the government. In his first State of the Nation Address (SONA), Duterte reiterated his plan to create a department dedicated to OFWs. He said he had asked Labor Secretary Sylvestre Bello III to create a one-stop shop for OFWs. “I asked Secretary Bello, gusto ko he will rent a building [that’s] for overseas [concerns] only. Ilagay na lahat, BIR, lahat ng something to do with clearances with police… in one building, may booths lang.... Doon lang siya mag-ikot sa isang building…ang Pilipino,” the President he said. The Department of Labor and Employment (DOLE) and the Philippines Overseas Employment Agency (POEA) launched in August a one-stop shop for OFWs inside the POEA building in Mandaluyong. The newly opened center houses representatives from agencies that offer services that are “relevant to OFWs,” according to POEA Administrator Hans Leo Cacdac, who now heads Overseas Workers’ Welfare Administration (OWWA). The service center aims to reduce the transportation expenses of OFWs and shorten the processing time for their documents. More service centers opened later on in Clark, Calamba, Tacloban, Palawan, and Zamboanga. In its accomplishment report on its first 100 days, the POEA said the one-stop shop service centers have so far served a total of 88,351 OFWs since its opening. Passports, employment certificates Barely a week after assuming office on June 30, Duterte’s first marching orders for the Department of Foreign Affairs (DFA) was to “make sure that our overseas Filipino workers’ needs and problems are specially and adequately addressed,” according to Foreign Secretary Perfecto Yasay Jr. The needs included the fast processing of travel documents, passports, and other documents. In his SONA, Duterte urged Congress to extend the validity of Philippine passports to 10 years. He told lawmakers in jest: “Tutal kayo naman ang maggagawa ng batas, you’re the ones who will pass the law, even if you make it good for 30 years, okay ako, bahala kayo. Basta stretch a little bit.” By August 15, the government started issuing new passports with added security features. This was announced by Presidential

Communications Office (PCO) head Martin Andanar, who also said that the issuance of these new passports will be faster by 35%. A new printing system, he said, will allow the delivery and printing of a passport within only 5 days. This move, however, was initiated by the previous administration, led by former President Benigno Aquino III. Despite this, recruitment consultant Emmanuel Geslani said that new passport applications by Filipinos who want to work abroad still face delays – they still have to pass through an appointment system with the DFA which often takes almost 3 months. Geslani also accused some DFA regional offices of unreasonably asking for different forms of identification from applicants. He urged the government to simplify the requirements for new OFWs, according to a Business Mirror report. In the first week of October, the Senate committee on foreign relations started the hearings on the proposal to extend the validity of passports. Two resolutions were also passed by the POEA to further make processing of documents faster for OFWs: the removal of the overseas employment certificate (OEC) and the online registration for seafarers. Resolution Number 12 was passed on August 4 by the governing board of the POEA, chaired by Secretary Bello and vice chaired by the then POEA Administrator Cacdac. It removed the OEC requirement for vacationing OFWs who are bound to return to the same employer at the same job site. Before the resolution was passed, there had been calls for the OEC to be scrapped. During peak seasons like Christmas and graduations, the volume of OFWs securing the OEC reached up to 5,000 to 7,000 workers a day. OFWs complained about long lines and having to wait for hours, wasting time they could have spent with their families. POEA also replaced the Seafarers Registration Certificates (SRC) with an online seafarer registry. In a Resolution issued August 5, DOLE’s governing board instructed the POEA to implement the online registration system for seafarers starting September 15. Bello said the online registry shall benefit around 50,000 SRC applicants per year, and remove long lines at POEA offices. Human trafficking and Mary Jane Veloso In his SONA, Duterte said that he intends to intensify the war against human traffickers and illegal recruiters – a problem he considers as grave as illegal drugs. POEA’s first 100 days report said that, from January to August this year, 35 such cases, involving a total of 59 victims, have been endorsed to the Department of Justice

for preliminary investigation. Seventeen establishments have been closed down for illegal recruitment activities. On September 1, Duterte said that he intended to plea with Indonesian President Joko Widodo for the life of Mary Jane Veloso, an alleged victim of human trafficking who is now on death row in Indonesia. Veloso narrowly escaped execution in April 2015 after she was granted a last-minute reprieve. In an emotional video message released last August, Veloso appealed to Duterte for help in “getting justice.” But a series of miscommunication followed Duterte’s trip to Indonesia. Foreign Secretary Perfecto Yasay Jr initially said that Duterte did not discuss the case of Mary Jane Veloso with Widodo during his trip. But when the media asked Duterte himself about it, the President only said, “not for public consumption.” Later on upon his arrival in Manila, he said he discussed the case of Mary Jane Veloso with Widodo, but did not provide details of their meeting. He said he was not at liberty to divulge details and would talk to Veloso’s family first. A couple of days later, on September 12, the country was shocked with a statement from Widodo: that Duterte told him to “go ahead” if Mary Jane Veloso “were to be executed.” “I have already spoken [to President Duterte] about Mary Jane’s case. I said that Mary Jane brought 2.6 kilograms of heroin. And I also told him about the postponement of the execution. At that time, President Duterte said ‘go ahead’ if [Mary Jane] were to be executed,” Jokowi told the media. Presidential Spokesperson Ernesto Abella later clarified Duterte’s statements, saying, “his actual statement and conversation with President Widodo went like this: ‘Follow your own laws, I will not interfere.’ End of statement.” President Duterte admitted on September 13 that he felt awkward about “begging” Widodo to spare Veloso’s life because of his own hardline stance against illegal drugs in the Philippines. He also clarified that his utterance of “go ahead” referred to his support for Indonesia’s death penalty and not to Veloso’s case specifically. “I said, ‘Mr President, so as not to apologize or anything – it’s good you have the death penalty here. At least you can bring the problem to the barest minimum.’ I said, ‘Go ahead and implement the law.’ We never mentioned about Veloso,” said Duterte. But Widodo, the following day, said he stands by his interpretation that Duterte said “go ahead” with Veloso’s execution. Saudi crisis Perhaps the biggest OFW-related

challenge that the Duterte administration faces is helping OFWs affected by the global oil crisis. The price of crude plummeted to one of its lowest in the past 12 years, pushing the government of oil-rich Saudi Arabia to cut spending and put up austerity measures, leaving thousands of jobless Filipinos, Indians, and Pakistanis stranded and destitute in Saudi Arabia. The Department of Foreign Affairs, in response to the crisis, formed and sent a Rapid Response Team (RRT) to assist OFWs stranded in work camps in Saudi Arabia. According to a report they submitted in June, at least 11,000 OFWs in several large Saudi contruction and maintenance companies and their sub-contractors were not paid their salaries on time, ranging from 2 to 6 months. Some were no longer receiving food allowances and were threatened with eviction from their accommodations. Migrante International coordinator Gilbert Saludo, however, said that as many as 20,000 Filipinos could be affected. The RRT provided immediate humanitarian assistance to these OFWs, and brought their situation to the attention of the senior officials of the concerned companies, and with the Saudi government authorities. Secretary Bello also visited Saudi Arabia last July to check on the situation and give aid. In a radio interview with dzMM before leaving, Bello said he ordered the recall of two labor attachés in Saudi Arabia for failing to do their duties, a move lauded by Migrante International. OWWA has been giving financial assistance to affected OFWs amounting to P20,000 each and P6,000 for their families as part of the Relief Assistance Program (RAP). But the lack of manpower and records hamper OWWA’s efforts. In a dialogue with the families of stranded OFWs on August 9, OWWA Director Emma Sinclair admitted that they were having a hard time extending financial assistance to beneficiaries due to the lack of a complete master list containing the names of stranded OFWs. This has been criticized by known OFW advocates. ACTS-OFW Representative John Bertiz expressed concern that the assistance that Saudi Arabia King Salman bin Abdulaziz al Saud pledged to give may not immediately be given because of the lack of manpower and master list of stranded OFWs. “OWWA doesn’t know how many people are on the list. The POEA’s list has 8,000, but the DFA listed around 11,000,” said Bertiz at the Usaping Balita Media Forum at the Serye Cafe Filipino in Quezon City.

Filipino housewife is ‘Vietnam Idol’

hey told her she couldn’t make it in “Vietnam Idol,” a popular singing tilt. But 28-year-old Janice Buco was destined to prove them all wrong. On night of September 30, Buco wowed even her fiercest detractors and was adjudged the winner of the seventh season of “Vietnam Idol.” She is the first Filipino and foreigner to ever join and win the contest, which only opened its doors to non-Vietnamese singers this year. Buco, who adopted the stage name of Janice Phuong, chalked up her victory to sheer determination and a lot of guts. “I didn’t have an inkling that I would win. I thought I’d only end up in second place because I was a Filipino and not Vietnamese,” she said. On the night of the finals in Ho Chi Minh City, she could not believe her ears when the host called her name as the victor, defeating a 22-year-old local. “Up to now, it still hasn’t sunk in. I couldn’t help crying when they announced that I won,” she said. She won 54.25 percent of the audiences’ votes with her powerful alto, taking home a cash prize of 600 million Vietnamese dong ($28,600). “Vietnam Idol” is based on the show, “American Idol.” Buco, a native of Bohol province, has been staying in Hanoi for a couple of years with her Vietnamese husband, Minh Que. She was supposed to perform for President Duterte when he visited and met with overseas Filipino workers in Hanoi last week, but her busy training schedule got in the way. “I really wanted to perform for him. It would be a once-in-a-lifetime experience,” she said. Before joining “Vietnam Idol” in March, she was making a living by singing in bars, while her husband was her band mate and a flamenco guitarist. Her parents, Eutiquio and Honoreta, wanted to fly to Vietnam to see her perform

but her father did not have a passport at the time. “He told me, ‘You’ve reached your dreams. Don’t ever change.’ He even said ‘sorry’ because they were not here for me,” she said. Joining the popular contest was unplanned. She and her Vietnamese husband were at the movies when they chanced upon the ongoing auditions for “Vietnam Idol” in March. “I asked my husband to ask the organizers if I could join. He told me that I couldn’t since I was not Vietnamese. But it was open to foreigners, who could speak and sing in Vietnamese,” she said. Their movie date had to give way for an impromptu audition as she rushed in, in unglamorous clothes and sans make up. “If I went home to change, the organizers might change their mind,” she said. For her audition, she sang a Vietnamese song, “Cam On Tinh Yeu” (Thank you, my

love), while her piece for the finals was “Hello Vietnam.” She was the only foreigner who auditioned, competing against local singers who obviously had better grasp of their native language. Buco never expected that she would eventually make it to the list of Top 12 finalists, with the organizers assuming that she only sang English songs. For her audition, she was even asked to belt out Filipino tunes like Freddie Aguilar’s “Anak” and “Sa Ugoy ng Duyan.” Buco trained intensively for three months, leaving behind her work, and had to catch up on her halting Vietnamese. She also had to learn more Vietnamese songs. It hadn’t been a bed of roses for her at all. Aside from singing in a language she was not very fluent in, she had to contend with bashers on social media, who told her that she didn’t belong.

“They told me that I shouldn’t have joined the contest and that only Vietnamese singers could win this contest. They even told me to go back to the Philippines and sing there,” Buco said. Unperturbed, she went on with her training as the criticism only pushed her to try even harder. “I was even more inspired to practice singing in Vietnamese. I wanted to show them that I can sing their songs as well,” she said. Her husband, being a professional musician, also supported her by coaching her in Vietnamese diction to make her performance as natural as possible. Victory became within reach when she ranked second, just a spot behind her 22-year-old Vietnamese rival, Viet Thang, from the northern province of Hai Duong. On night of finals, triumph became officially hers when she was adjudged the best singer in the land. “I was quite nervous before the performance. But I didn’t feel any shyness at all. I told myself, ‘Bahala na (Come what may)’ It turned out to be a great night,” Buco said. As the newest Vietnam Idol, she will be managed by the organizers for the next couple of years—a dream come true for this Filipino woman who was unable to finish college due to poverty. Buco is looking forward to jumpstart her professional career in music, with her husband by her side and her family in the Philippines cheering her on. She launched her first single: “Love You in Silence,” a melody with lyrics that are a mixture of Vietnamese and English. To Filipinos in Vietnam who dream of joining singing tilts but are apprehensive in doing so, she has this simple advice: Muster your guts and courage, and dream big. “If you really want to sing, you can’t be fainthearted. Thanks to the central government’s “new southbound policy” and its streamlined tourism visa process for applicants from Southeast Asia, the number of tourists from the region has grown steadily, the department said. The trend underscores the need for the city, which has 72,498 new immigrants from Southeast Asia, more than any other city or county in Taiwan, to find tour guides who can speak Malay, Vietnamese, Thai or Indonesian,

Minimum wage hike, new labor rules take effect

Starting October 1, the minimum hourly wage is NT$126 (US$4.01), up from the original NT$120. According to a decision by the Cabinet last month, the hourly wage will be raised

further to NT$133, while the minimum monthly wage will be increased from NT$20,008 to NT$21,009, with effect from Jan. 1, 2017. Also implemented was a new regulation requiring workers to have at least one regular day off every seven days. The regulation stipulates that workers should have a regular day off every seven days, meaning that a worker is not allowed to

work for more than six days in a row. However, there are certain cases in which workers can work for more than six days -- but no more than 12 days -- if they agree to the request of their employers to do so. This only applies to workers in the meat and poultry industry, and the passenger transportation industry, who may have to work on public holidays or other holidays to provide services to the public and thus may

have to work for more than six days in a row. It also applies to those who work at destinations that take a lot of time to get to, such as remote areas in the mountains and at sea. Gov’t sees no Christmas port congestion

here will be no repeat of the port congestion that halted shipments to Metro Manila and resulted in price hikes during the past two Christmas seasons, officials said. “We do not see that happening this year,” Customs Commissioner Nicanor Faeldon said in a phone interview. Jay Daniel Santiago, general manager of the Philippine Ports Authority, agreed. “We are not expecting port congestion as of the moment,” he told reporters. As of October 19, Port of Manila and Manila International Container Port (MICP) have recorded an average yard utilization of 68 percent, far from over 90 percent recorded in 2014 and in early 2015. The two ports, the largest in the country, got clogged with shipments as a result of Manila’s truck ban in February 2014, preventing deliveries from plying the capital’s roads. Manila Mayor Joseph Estrada, who imposed the expanded prohibition to address heavy traffic, lifted the ban in September 2014, but it was not until March last year that congestion was solved. “This time we are seeing very effective movements of shipments. It is averaging 25 to 30 moves per hour compared with just 10 during the congestion,” Santiago said. Outside the ports, he said the “no-window policy” for vehicle coding that began this week could also help ease shipment deliveries. For Faeldon, “reforms” undertaken may have contributed to better port facilitation, without giving specifics. He said this gave Customs more revenues for the holidays.

he government launched double-decker buses as a trsaport option for motorists affected by the “no window hours” in major highways starting later of October. The Department of Transportation (DOTr) said 14 new double-decker buses were launched under the point-to-point (P2P) program. The new busses were assigned to ply the TriNoMa-Makati (Glorietta 5) route. The P2P, double-decker units will be deployed 24 hours, Monday to Sunday. The single journey fare is P55, and a round trip ticket is P80. Passengers can also buy the one month, unlimited ride promo for P 1,300. “The fleet will ferry passengers who will be affected by the “no window hours” policy on private vehicles that will strictly be implemented on EDSA, C5, Mandaluyong, AlabangZapote, and Roxas Boulevard starting October 17,” the DOTr said. The launch included two VIP, seven semi-VIP, and five PWD-friendly buses. The VIP units have an upper floor equipped with 52 reclining sleeper seats with foot rests and reading lights. Each seat is equipped with a monitor loaded with games, latest movies, and other entertainment apps. The lower floor features a VIP cabin with a comfort room, cooler, VIP sofas, conference table, and two 50-inch flatscreen TV monitors that also function as KTV (karaoke TV). The buses, equipped with CCTV cameras, have passed Euro 5 emission standards.

he Land Transportation Office (LTO) announced it is set to issue driver’s licenses with a five-year validity, but clarified it will be rolled out on a staggered basis. The licenses with an extended validity will be issued by three LTO branches in Quezon City on October 10, while other LTO offices in Metro Manila will have these available by October 14, LTO Assistant Secretary Edgar Galvante said. The new licenses will be issued by LTO branches outside of Metro Manila by year-end, he added. Despite having an extended validity, the new licenses will still come in the form of paper receipts instead of plastic cards as the agency has yet to resolve the procurement issue that has hounded the agency since 2013. The LTO’s 600,000 backlog of driver’s licenses stemmed from a 2013 order by the Commission on Audit that prevented LTO from transacting with its previous supplier, Amalgamated Motors Philippines, due to lack of a proper contract. “Since the temporary restraining order has been lifted, we are now processing the procurement of the license cards,” Galvante said. Galvante admitted that they still have a few stocks of the plastic cards, but are reserving these for overseas Filipino workers (OFW) as most foreign governments and employers would not honor licenses printed on paper. The LTO targets to issue plastic license cards again by the second quarter of 2017, along with the distribution of vehicle plates that have bar codes. The LTO is hopeful that the processing of driver’s licenses will be faster this time as “it will no longer undergo bidding” as the agency sought the help of the National Printing Office to handle the production of the new licenses and plates.

rivers of pedicabs marched toward Manila City Hall on October 17 to oppose the launch in November of the e-tryke and the eventual phasing out of their vehicles, a report on News To Go said. The drivers complained that they will lose their livelihood, GMA News’ Mark Salazar reported. The Manila City Hall said the launching of the e-tryke will help solve the traffic and pollution problems in the city. The e-tryke program is set to be launched in November in Binondo, Ermita, and Tondo. Charging stations will be set up in time for the launch. The e-tryke program will be handled by the Manila City Hall. Authorities said they offered pedicab drivers the option to apply as e-tryke drivers but they declined. Pedicab drivers said it was not clear how much they will earn if they drive the e-trykes. Drivers earn about P400 to P500 daily with a pedicab. The pedicab drivers also said they only use inner roads, and thus they do not caue traffic. Their vehicles also do not emit smoke, they added, thus they do not contribute to air pollution. There are 30,000 pedicab and tricycle drivers in Manila according to the Pagkakaisa ng Three-Wheel Organization para sa Kabuhayan (PATOK). The drivers are hoping to have a dialogue with Manila Mayor Joseph Estrada. However, police stopped them on Taft Avenue on their way to Manila City Hall.

DOT: Miss Universe to be held in Manila he Department of Tourism dispelled the rumors on social media that the next Miss Universe pageant will no longer be held in the Philippines. Tourism Secretary Wanda Teo and Undersecretary Kat De Castro assured the public that the coronation night will happen in Manila on January 30. The candidates are expected to arrive on January 13, weeks ahead of the coronation night at the SM Mall of Asia Arena in Pasay. De Castro said that the department is following President Rodrigo Duterte’s instructions to confine all the activities for the pageant to one venue in Manila, but they are also working on the itinerary for the candidate’s visits to different provinces in the country. “Not all the girls will be going to different provinces, some would have like 10 to 15 girls. For example, [for] Siargao, we will only bring the candidates who know how to surf,” De Castro explained. DOT is also eyeing Intramuros, Batangas, Palawan, Legazpi, Cebu, and Davao as venues for candidates to visit. The Tourism department will be working with the Department of Interior and Local Government, the Philippine National Police, and the Armed Forces of the Philippines for a security plan. The officials also stressed that the government is not spending a single centavo to stage the pageant.

NEWSBITS Taiwan eases visa rules for PH passport holders

tarting last September 1, qualified Philippine passport holders may now visit Taiwan for up to 30 days without a visa, according to new rules set by the Taiwanese government. Filipinos who have either a residence/permanent residence card, valid visa, or an expired residence card or visa that is less than 10 years old, issued by certain countries, can enter the country visa-free. The countries included in the list are Australia, Canada, Japan, Korea, New Zealand, any of the Schengen countries, the United Kingdom, or the United States, according to an update from the Taiwan Economic and Cultural Office (TECO) in the Philippines. Aside from the residence permit/visa from the abovementioned countries, visitors should also have return tickets and must not have worked as a blue-collar worker in Taiwan before. The Travel Authorization Certificate can be applied for online, the TECO said. Previously, all Philippine passport holders needed to apply for a visa before they could visit Taiwan. The new entry rules are also in effect for passport holders from Cambodia, Indonesia, Laos, Myanmar, Vietnam, and India. This, the Taiwan government said, is an extension of a pilot program that first covered visitors from Thailand and Brunei. “The adjustments come following the consultations between the Ministry of Foreign Affairs, the National Immigration Agency, and the Tourism Bureau which aims to furthering the interactions with the 10 members of the Association of Southeast Asian Nations,” a TECO press release last September 21 said. “At present, nationals of Brunei, Malaysia, Singapore, and Thailand enjoy visa-free entry to Taiwan,” the TECO added. The TECO website provides more details on the visa-free entry rule.

Bello on end of ‘endo’: 16,000 workers regularized

ome 16,000 workers have been regularized under the administration of President Duterte, who earlier said in his trademark colorful language that he would kill businessmen engaged in illegal contracting or “endo” (end of contract), Labor Secretary Silvestre Bello III said. “Endo is a no-no. It is contrary to law. Even the employers have agreed to stop it,” Bello said in an interview with Inquirer editors and reporters, adding that ending the practice was only a matter of strict enforcement of the law. Bello deemed the 16,000 figure, which “probably represents about 10 to 15 percent of the total number of irregular workers,” as a good start for the first three months of the Duterte administration. “There is willingness and earnestness to comply,” he said. In an earlier statement, the Department of Labor and Employment (Dole) said 10,532 workers nationwide were regularized by 195 establishments within 100 days of consultations with the regional offices. Endo is a scheme that circumvents the law by hiring workers for less than six months to avoid having to regularize them. Bello said legal contracting, such as for security and janitorial services, was different from endo and labor-only contracting. He said the Dole would hold two more labor summits in the Visayas and Mindanao before issuing a position on Department Order (DO) No. 18-A, which labor groups have denounced for legalizing contractualization. “Labor groups are complaining because in the DO, which provides abuse of legal contractualization, you are allowed to source out employees,” Bello said, citing salesclerks in department stores who are hired only during the Christmas season. “Why source out salesgirls when they are essential and necessary service of your business? They shouldn’t be sourced out,” he said. During the consultations with employers, Dole regional offices urged them to voluntarily regularize their workers under endo or labor-only contracting. Establishments, principals and contractors will also be inspected to ensure compliance, the labor department said.

Filipinos’ top concern: Higher salaries

ilipinos are most concerned about increasing workers’ pay, according to a recent Pulse Asia survey. Nearly half of Filipinos (46 percent of 1,200 respondents) nationwide believe the Duterte government should prioritize increasing wages. Workers’ pay was cited as the topmost concern of Classes D and E across the country. For Classes A, B, and C, the rising prices of goods is their main concern. But improving workers’ pay comes a close second. Aside from higher wages, other top concerns of Filipinos are creating more jobs (38 percent) and controlling inflation (37 percent). These are followed by fighting corruption (32 percent), reducing poverty (32 percent), and fighting criminality (31 percent). Which issues do Filipinos care about least? These are terrorism, national territorial integrity, and lastly, charter change. The survey also shows that most Filipinos are happy with how the government is handling national issues. The government’s anti-crime efforts are appreciated by most Filipinos (89 percent). Controlling inflation, however, got approval from only 51 percent of respondents. This Pulse Asia “Ulat ng Bayan” survey was conducted from September 25-October 1 through face-to-face interviews. It has a ± 3% error margin at the 95% confidence level.

EO on nationwide smoking ban ready for Duterte’s signature

n executive order to ban smoking in all public places in the Philippines has been submitted to President Rodrigo Duterte’s office and is ready for his signature. This was confirmed by Health Secretary Paulyn Ubial’s chief of staff Karl Ubial. The draft executive order was prepared by the Department of Health (DOH). “The EO was submitted last week and is up for review by the President,” said Ubial on October 10. The draft EO is patterned after a Davao City smoking ban implemented by Duterte when he was still the city’s mayor. “The Department modeled it after Duterte’s ordinance in Davao, which banned smoking in public places,” said Ubial. Secretary Paulyn Ubial earlier told reporters that the Executive Order, if signed without any changes by Duterte, will prohibit smoking in public places, both indoor or outdoor. This includes”parks, bus stations, and even in vehicles” which are “considered public places,” she said. Duterte, who used to smoke himself but stopped due to his health condition, Barrett’s esophagus, aggressively implemented the city-wide smoke ban when he was mayor. He has chased down smoking drivers and once even forced a tourist to swallow a cigarette butt after he heard the tourist had refused to follow the smoking ban. Duterte has previously said he may also impose a nationwide liquor ban in public places and curfew for minors.

ow can OFWs better manage their finances and reach their financial goals faster? Here are some tips from a wealth expert. Working abroad can be really tempting, more so when people consider living in the Philippines, where the minimum wage is low, taxes are high, and jobs are hard to come by. It’s no surprise that a tenth of our population has chosen to walk the path of an overseas Filipino worker (OFW), despite the emotional toll of being away from their family. But the OFW life is no shortcut to success. Despite the higher wage they get abroad, many OFWs come home empty-handed, some even poorer than before they left. Poor financial literacy is usually the cause, according to Vince Rapisura, wealth expert and president of the Social Enterprise Development Partnerships, Inc. Leaving without a proper financial plan, many OFWs tend to overspend and overstay abroad. How can OFWs better manage their finances and reach their financial goals faster, thereby be able to come home sooner? Here are some tips from Vince: Set your goals According to Vince, economic migrants should make it a goal to be able to come back within 10 years. OFWs should ideally go through the following migration process: l Beginning stage (1-2 years) - For the first two years, the migrant should work on paying off the debts he/she incurred to be able to work abroad. (ie. money spent for plane tickets, processing fees, etc.) l Medium term (2-3 years) - During the medium term, the migrant’s focus should be to provide for his/her family’s basic needs. l Long term (3-5 years) - The migrant’s last years, meanwhile, should be spent for their financial goals like being able to buy a house, open a business, among others. Before you start packing your bags, it’s also important that you and your family understand why you have to leave and what you are trying to achieve. Just as important is being able to stick with your goals. “When they go there, initially they say, ‘I only want a tricycle as a business,’ and send my children to school.’ After 5 years and they’ve already attained that, the goal would shift somewhere else. Maybe the tricycle is now a jeepney, and sending the children to school is finished and now they want to put up a house,” Vince explained. Changing goals is not necessarily a bad thing, but having no definite end-goal contributes to OFWs overstaying abroad. Know where you are The next step to financial success is knowing where you are. Vince introduced a personal financial diagnostic test in his book entitled (L)earning Wealth: Successful Strategies in Money Management. The test aims to describe a person’s financial practices and provide a rating scale to help you determine whether or not they are good practices. According to Vince, this self-diagnostic test is not meant to extensively measure your financial status but gives an idea of which spectrum of personal practices you generally belong to – from very high personal finance practice to very poor. Budget your money When it comes to budgeting your money, Vince suggests that OFWs follow the 5-15-2060 budgeting rule, with 5% of income going to insurance premium, 15% to savings, 20% to investments, and 60% to expenses. Filipinos also tend to mix financial decisions with emotions. This is a problem because rationality is necessary when making these decisions – something we lack when we are in a highly emotional state. One of these emotions that prevents us from making rational financial decisions is fear, specifically the fear of not being loved - a common distress for OFWs. Many OFWs fear that their children or spouses would love them less if they fail to send remittances to buy the things they want. In some cases, some relatives threaten OFWs with emotional blackmail. According to Vince, it’s important that we teach our family to be independent and make them understand that reaching their financial goals requires a collective effort. Clear your debts l Borrowing money is common among many Filipinos and OFWs are no exemptions. Many OFWs leave to be able to pay for their loans or borrow money in order to finance their move overseas. With loans hounding them, OFWs fail to save and often end up overextending their stay abroad. As a guideline, Vince suggests you follow these cardinal rules on borrowing money: l Borrow money only when you plan to use it for productive purposes. This means using the money to finance something that creates income. l Income from this project should be greater than the interest you will pay. l Installment amount should not exceed 20% of your regular income. l Do not borrow to finance wants. To be able to buy the things you want, save for it or create an investment portfolio that will provide you with a passive income. l Lastly, borrow only from formal financial sources. This way, you can take advantage of lower interest rates and establish your credit history. But not all debts are bad. If you do it right, loans may help you reach your financial goals faster. Invest! Invest! Invest! Investing your money can help grow it even further and help you reach your financial goals even faster. According to Vince, one thing that hinders many Filipinos from investing is the thinking that investing requires a big amount of money. This is not true. You can start investing with small amounts by simply opening a savings account. As you get more money using your active income (salary, commission, etc), you gain the propensity to invest in other investment vehicles. While many OFWs do invest, a lot also do not invest in the right places - often falling victim to investment scams. The key is to be patient. Carefully research before investing your money. The bottom line: The OFW life is not a sure recipe for fortune. Whether your sacrifices take you to success or not will depend not only on how hardworking you are but also on how smart you are in managing your money. Ang pinakahuling isyu ng extrajudicial killing ay ang debate tungkol sa legal at moral stado ng mga piniling mga target ng mga unmanned aerial vehicle ng Estados Unidos. Ang pinagtataka ko lamang, may mas higit na matatawag na EJK na nangyayari ngayon sapagkat mas laganap, mas malawak at nangyayari sa lahat ng dako. Ito ay hindi nabibigyan ng kaukulang atensyon at aksyon. Wala sa kalingkingan ang EJK na naitala ng PNP na pagpatay na may kinalaman sa duroga. Ang sangkot dito na biktima ng EJK ay walang malay, walang kakayahan lumaban, hindi makapag-proprotesta at ni hindi gumagamit ng duroga o ano mang krimen. Ni ang Commission on Human Rights advocates ay parang walang magawa at miski ang mga sanggay ng gobyerno. Ibang beses, hayagan pinapayagan ng nakakarami at palihim naman na ginagawa ng iba. Ano ito? Ito ay ang EJK ng mga sanggol. Mga batang pinapatay bago ipanganak. Ang tinutukoy ko ay teknikal na tinatawag na induced abortion o sinasadya at sapilitang paglalaglag ng sanggol sa sinapupunan. Ang may gawa kalimitan ay ang mga mismong magulang ng mga sanggol sa pakikipag-ugnayan sa mga may lisensiya at walang lisensiya naglalaglag ng sanggol. Ang malawakang sapilitang pagpatay (induced abortion) ng mga sanggol sa sinapupunan ngayon ay mas masahol pa sa mga rituwal child sacrifice sa ancient near east gaya sa Egipto at Canaan. Ito ay tinatawag kong Extra Judicial Killing na hindi pinahihintulutan ng Diyos. Ipinalalaglag ang bata dahil lamang sa hindi pa panahon, nagkamali lamang, malayang pakikipag seks at iba pang makasariling dahilan. Ang pagpapahalaga sa buhay ng bata ay hindi na alintana. Hindi natin tinutukoy yung paglalaglag para mailigtas ang buhay ng ina na nanganganib. Iba ang kasong ito at kaunti lamang kumpara sa sapilitang paglaglag o pagpatay ng sanggol sa maling dahilan. Naipasa na ang RH Law o Reproductive Health Bill na kilala rin Republic act 10354 na isinabatas nuong 2012 kung saan nagbigay ito ng mandato sa gobyerno na itaguyod ang walang pagkiling sa lahat ng epektibong natural at makabagong paraan ng pagpla-plano ng pamilya na ligtas at legal. Miski naipasa na ang batas na ito, hindi nangangahulugan

lisensiya na ito ng maglaglag ng bata. Palagay ko na hindi ito ang intensiyon ng batas na iyon. Hindi ko sakop ang magbigay ng komentaryo tungkol sa batas na ito. Ang mahalaga sa akin ay ang relasyon at pananagutan ng bawat isa sa atin sa Diyos tungkol sa bagay na ito. Hindi lamang ang babaing sapilitang naglaglag ng sanggol, kasama rin ang mga lalaki na may gawa ng pagbubuntis ng babae at ng mga kasamang gumawa ng sapilitang paglalaglag. Ganito ang pahayag ng Diyos, “Huwag kang papatay” (Exodo 20:13). Ano ba ang tawag sa sapilitang paglalaglag sa buhay na bata sa sinapupunan ng babae? Dapat hindi paglalaglag ang tawag dito, kundi tawagin ito sa kung ano ang ginawa sa bata-pagpatay! Extra Judicial Killing na hindi pinahintulutan ng Diyos. Maalala ang sinabi ng Diyos sa mga Israelita tungkol sa ugali ng mga gumagawa nito sa Levitico 18:24-30 , “Huwag ninyong durungisan ang inyong sarili sa alinman sa mga gawaing ito. Ganyan ang ginawa ng mga bansang nauna sa inyo, kaya ko sila sinumpa. Pati ang lupain nila’y naging kasuklam-suklam, kaya pinarusahan ko at itinakwil ang mga mamamayan doon. Kaya dapat ninyong sundin ang aking mga utos at tuntunin, at iwasan ninyo ang lahat ng gawaing ipinagbabawal ko, maging Israelita o dayuhan man kayo. Ang mga taong nauna sa inyo rito ay namuhay sa ganoong karumal-dumal na gawain kaya naging kasumpa-sumpa ang kanilang lupain. Kapag sila’y inyong tinularan, palalayasin din kayo sa lupaing ito, tulad ng nangyari sa kanila. Sapagkat ang sinumang gumawa ng alinmang karumal-dumal na gawaing ito ay dapat itiwalag sa sambayanan. Sundin ninyo ang ipinag-uutos ko at huwag ninyong gagayahin ang mga kasuklam-suklam na kaugalian nila upang hindi kayo maging maruming tulad nila. Ako si Yahweh, ang inyong Diyos.” Nasisindak tayo sa EJK na may kinalaman sa duroga kung kaya pina-iimbestiagahan ito at dapat lamang. Subalit sa mga sapilitang nilalaglag na mga sanggol na araw araw nangyayari ay marami sa atin ay kasapakat pa. Bakit kasapakat? Sapagkat bulag bulagan tayo sa bagay na ito. Marahil lahat tayo ay may kinikilalang relihiyon ngunit alintana ba kung sino ang may karapatan sa buhay ng tao o ng bata na nasa sinapupunan ng babae? May pagkilala ba sa tinig ng Diyos tungkol sa bagay na ito? Pakinggan ang pahayag ni Jesus sa Mateo 18: 14, “Gayon din na hindi nga kalooban ng inyong Amang nasa langit, na ang isa sa maliliit na ito ay mapahamak.” Ano ba ang tawag sa batang inilaglag? Hindi ba batang napahamak? Sinabi ni Jesus sa kanyang mga alagad, “Siguradong darating ang mga sanhi ng pagkakasala; ngunit kakila-kilabot ang sa-

Kung tutuong nagsisisi ka sa pagiging dedma, pakiki-isa sa sapilitang paglalaglag ng bata (o ano mang parte na iyong ginagawa). Sinabi sa 1 Juan 1:9, “Subalit kung ipinapahayag natin sa Diyos ang ating mga kasalanan, maaasahan nating patatawarin tayo ng Diyos sa mga ito, at lilinisin tayo sa lahat ng ating kasalanan, sapagkat siya’y tapat at matuwid.” Sa madali at sabi, kung tutuo at lubos o buod sa puso mong pagsisihan ang kasalanan ito na walang halong pagkukuwari ay patatawarin ka ng Diyos. Kung sasampalatayanan mo si Jesus na sarili mong Tagapagligtas at tatangapin mo na namatay Siya sa krus para bayaran ang iyong kasalanan, huhugasan niya ang iyong kasalanan at lilinisin ang iyong konsiyensiya. Walang epekto ang dalangin mo kung hindi tutuo at bukal sa iyong puso. Tama lamang naimbestigahin ang mga Extra Judicial Killings para makamit ang hustisya ng mga napatay na inosente sa giyera laban sa duroga ngunit dapat ipa-imbestiga rin ang iyong sarili sa Diyos kung nakiki-isa ka sa sapilitang pagpatay ng mga sanggol. Workers’ group protests against ‘runaway’ report

he Employment Service Act gives companies too much power over their foreign employees, the Taiwan International Workers’ Association said on October 19 as its members protested outside the New Taipei District Prosecutors’ Office in support of a Filipino migrant worker accused of absconding from his job. The protest came after the man, whom the association referred to only as “F,” was detained on night of October 18 by police in Yonghe District after his employer reported that he had run away on Sept 22. However, F, who suffered severe burns to one hand at work in February, had not run away; he was living in the company’s dormitory, the association said. Article 56 of the act stipulates that if a foreign worker has been unjustifiably absent from their work and not in contact for three consecutive days, the employer should “notify in writing” the local competent authority, immigration officials and the police within three days. According to the association, F began working in Taiwan in late December last year, and in February, as a result of inadequate factory safety measures, suffered a severe burn. Since being injured, F had continued to live in the employee dormitory as he recuperated, with his employer paying

Western Visayas launches OFW one-stop service center

he Department of Labor and Employment (DOLE) and its partner-agencies in Western Visayas launched on October 19 the one-stop service center for overseas Filipino workers (OSSCO) at the third level of the Robinsons Place in this city’s Ledesma Street. Labor Undersecretary Dominador Say, who graced the inauguration, said the center is one of the many OSSCO’s that their department is opening for this year. He expressed hope that by the end of 2016, all OSSCOs in the country will operate full swing. Say added that the center is in compliance to one of the thrusts of President Duterte when he was inducted into office, which is to make everything convenient for OFWs. “This is one little step that we can do for them; to put everything in one place like this,” he said The one-stop service center aims to free OFWs from unnecessary expenses, hence, offices that are vital when they process their documents are already gathered in one place. “When OFWs come home, they spend bonding time with families, normally in malls, thus, it is convenient for them,” he shared. Currently 15 partneragencies have installed their respective booths and are ready to accept transactions from OFWs or their immediate families. Aside from the DOLE, government agencies include the Professional Regulation Commission, Tourism Infrastructure and enterprise Zone Authority, Maritime Industry Authority, Bureau of Immigration, Commission on Higher Education, Department of Foreign Affairs, Home Development Mutual Fund, National Bureau of Investigation, Overseas Workers Welfare Administration, Philippine Employment Administration, Philippine Health Insurance Corp., Philippine Statistics Authority, Social Security System, and the Technical Education and Skills Development Authority.

Boracay named as world’s best island for 2016

his resort island has been named as the best island in the world in the 2016 Readers’ Choice Awards of international magazine Condé Nast Traveler. Boracay took over the top spot from another Philippine island, Palawan which ranked second this year. Aside from Boracay and Palawan, Cebu also made it to the list and ranked fifth this year. ormer New Party legislator Elmer Fung will have to spend three years and four months in prison as the Supreme Court found him guilty Friday of raping a housekeeper from the Philippines. The ruling came at the end of a long procedural battle which started 12 years ago shortly after the incident. Fung, now 68, used the absence of his relatives during the Lunar New Year on January 23, 2004, to approach their housekeeper after she had taken a bath, the court said. The woman, identified as Rose, sought help from the Philippines representative office in Taipei and reported the events to the police. Shortly afterward, Fung’s wife paid her NT$800,00 (US$25,400) and put her on a flight to the Philippines, the court said. The judges saw the payment as hush money and rejected the argument of Fung’s attorneys that the maid had taken semen from a condom used by the former lawmaker and smeared it inside her own body to underpin her accusations against him. Fung had also argued that he spent a lot of time on the phone at the time the sexual assault was supposed to have happened, but checks by the investigators on his landlines and cell phones showed that there was a 20-minute gap between calls, reports said. The Supreme Court ruling was the sixth but also the final verdict in the case, with no appeals possible. Early verdicts found Fung not guilty, but in 2012 a court reversed course and gave him a four-year prison sentence. Because the courts spent more than eight years reviewing the case, the sentence was finally reduced to three years and four months, reports said.

Taoyuan airport ranked world’s 4th best for overall experience

The rankings were unchanged from 2015. “Taipei Taoyuan Airport dazzles travelers worldwide with its enthusiasm and exuberance,” sleepinginairports.net said in its report on the world’s best airports, released last week. “Perhaps the world’s most creative airport, every gate has a different theme, ranging from environmental conservation to SONY products, and from tea shops to the Hello Kitty,” the website said. “Outside of the lounges, the airport also offers a number of rest zones, shower areas (bring your own soap!), family rooms and free Wi-Fi,” it added. The Taoyuan airport was also ranked as the fourth best airport in Asia, behind the same three airports that headed the worldwide “overall experience” survey. The website also again conducted its annual survey to identify the world’s “Best Airports for Sleeping” and launched a new survey to determine the “Best Airports for Layovers.” The Taoyuan airport improved from 10th in 2015 to the sixth best airport for sleeping this year, behind airports in Singapore, Seoul, Tallinn, Tokyo (Haneda), and Helsinki. “The new resting area is by far the crowning glory, given that it’s open 24-hours and houses a shower, a breastfeeding room, and a number of comfortable surfaces. The free Wi-Fi and outlets are just another perk,” the report said of the Taiwan airport. It ranked as the fifth best airport for layovers, according to the website. “I love the fact that changing flights is super fast at TPE,” a survey respondent was cited as saying in the SleepinginAirports report, referring to the Taoyuan airport’s code. Taipower warns of electricity shortages

he Taiwan Power Company (Taipower) warned of electricity shortages as the country’s operating reserve dived to the eighth lowest in history, triggering an orange alert. According to official records released by Taipower, the company only has a 2.88-percent operating reserve of just 902 Megawatts, the second lowest figure in the past 10 months An orange alert is triggered when Taipower’s operating reserve falls below 6 percent. A red alert — when the reserve falls below 900 megawatts — may see the firm impose emergency restrictions on electricity use. Air conditioning at the Executive Yuan was shut down for two hours on October 18 to conserve energy and lead by example, officials said. In a social media post, Minister Without Portfolio Chang Ching-sen (張景森) urged citizens to conserve energy. Chang said an amendment to electricity laws had been sent to the Executive Yuan, adding that experts and environmentalists had been invited to the meetings, which he will personally chair. “The committee will review the 100 clauses in the amendment in preparation for sending it to the Legislative Yuan for approval by Thursday (October 20).” Chang quipped that the process would be akin to a marathon. The alert from Taipower comes as a cacophony of voices have clashed over the course of energy reform. Premier Lin Chuan (林全) promised during a Legislative Yuan interrogation that electricity price for households would not increase, regardless of what shape reforms took. As the nation prepares for possible restraints on energy use, the debate over the shift from fossil fuels and nuclear power to renewable generation has continued to stir fervent debate in government and among the general public. According to local media, on Monday Taipower submitted a report to the Economic Affairs Ministry that included a proposal to build an underwater nuclear waste dump. The state-run electricity company rebutted the rumors, asserting that only on-land radioactive disposal sites had been proposed in the report. “However, ocean disposal remains a possibility,” Taiwan Power Company spokesperson Lin Te-fu (林德福) said later Tuesday, stressing that “it would be a last resort.” The majority of the nation’s nuclear waste is currently stored on Taitung County’s Orchid Island. Residents there have repeatedly called for the waste to be moved.However, neither the government nor Taipower have proposed an alternative. The Cabinet has promised to shut down the Nuclear Power Plant No.1 in New Taipei City’s Shimen District by 2019. However, residents worry that if the plant were to be demolished, the site would be used to store radioactive waste should Taipower fail to find an alternative solution in time. Premier Lin asserted that the decommissioning of Nuclear Power Plant No. 1 would proceed as schedule, and that “the government will seek to develop all alternatives to maintain the nation’s electricity generation.”
