House committee pushes travel NAIA out of ‘worst airports’ list, tax exemption for all OFW kids 4 others among best in Asia

T

he House committee on overseas workers affairs has approved a bill granting travel tax exemption to children of all overseas Filipino workers (OFWs).

House Bill 6138 seeks to amend provisions in both the Migrant Workers and Overseas Filipino Act of 1995 to exempt dependents of both married and solo OFW parents from having to pay travel taxes. It was approved by the committee chaired by ANGKLA Representative Jesulito Manalo, according to a press release sent Wednesday, October 10.

In its current form, the Migrant Workers and Overseas Filipinos Act of 1995 provides travel tax exemption for OFWs, excluding their dependents.

But House Speaker Pantaleon Alvarez, a principal author of the new bill, said that this is “contrary to the provisions of the Republic Act 6568” or the the Act Instituting a Balikbayan Program which gave exemption to their dependents.

Alvarez added that children of solo OFW parents are not given the travel exemption provided by RA 6568.

“As they have always been acknowledged, the OFWs are Philippine society’s modern-day heroes,” Alvarez said. “This notwithstanding, there is still some void to fill as the so-called solo parent OFWs face some sort of inequity in the field of taxation.”

If passed into law, the bill will amend section 3 of the Migrant Workers Acts to

include a definition of ‘solo parents,’ as defined by the Solo Parents’ Welfare Act of 2000, and ‘dependents,’ which will include children of both married and solo OFW parents. Section 35 will also be amended to include migrant workers’ dependents from the travel tax exemption.

Section 35 will be read as follows:

Sec. 35. Exemption from Travel Tax, Documentary Stamp Tax as Airport Fee. – All laws to the contrary notwithstanding, the migrant worker AND HIS OR HER DEPENDENTS shall be exempt from the payment of travel tax and airport fee upon showing of entitlement by the POEA.

The remittances of all overseas Filipino workers, upon showing of the same proof of entitlement by the overseas Filipino worker’s beneficiary or recipient, shall be exempt from the payment of documentary stamp tax.

“Considering that solo parent OFWs are as equally worthy of government recognition as those of married Filipino migrant workers, this unfortunate circumstance must be remedied,” Alvarez said.

Other authors of the bill are Majority Leader Rodolfo Farinas , Representatives Dakila Carlo Cua, chairman of the committee on ways and means, and Lucy T. Gomez, chairperson of the committee on tourism.

The bill will be referred to the committee on ways and means for approval of tax provisions.

he Ninoy Aquino International Airport (NAIA) is no longer included in the top 20 worst airports in the world and the top five worst airports in Asia in 2017.

In October 2016, NAIA was named fifth worst airports in Asia in a survey conducted by “The Guide to Sleeping in Airports” travel website. The latest survey released by the website on October 15, however, no longer listed the Philippine airport. The 2017 surveys named Juba International Airport of South Sudan and Tashkent International Airport of Uzbekistan as the worst airports in the world and in Asia, respectively.

workers complained about the “laglag bala” or bullet planting scheme. The Manila airport also earned the world’s worst airport title from 2011 to 2013. It ranked fourth place in 2014 and was not included the top 10 worst airports in the world in 2015 but was named the eighth worst airport in Asia during the same year.

While NAIA is out of the worst airports list, four provincial airports of the Philippines were listed as among the top 25 best airports in Asia for 2017. Joining the list are Iloilo International Airport, Mactan-Cebu International Airport, Clark International Airport and Davao International Airport.

DSWD medical aid now available to families of gov’t contractuals

F

amily members of government contract of service workers (COS) are now entitled to receive medical benefits through the Department of Social Welfare and Development’s (DSWD) free medicine program.

There are 592,162 workers under fixedterm arrangements out of the 2.4 million strong Philippine bureaucracy. They do not have the security of tenure and social protections regular employees receive.

The amended guidelines of the agency’s “Linga at Gabay Para sa May Sakit” (previously LinGaP sa Masa), is a replication of President Rodrigo Duterte’s local initiative when he was mayor of Davao City. It initially provided free medicines to poor families in selected government hospitals.

Under the new DSWD guidelines, beneficiaries are now entitled to other medical needs such as assistive devices and laboratory procedures. “During the implementation phase, the Department noted that the original guidelines limited the assistance to free medicines. We immediately saw that many indigent patients needed not only medicines, but also assistive devices,” Assistant Secretary Aleli Bawagan said.

“This is particularly true in the case of persons with disabilities (PWDs). Many impoverished Filipinos also need funds for laboratory costs which are often out of their financial reach or are outright exorbitant,” she added. DSWD has now tapped more government hospitals to provide the services indicated.

‘Consumers, firms happy with Duterte’s tax plans

au Dizon, a marketing officer in one of the largest Philippine banks, is among millions of taxpayers who stand to benefit from Philippine President Rodrigo Duterte’s tax reform plan that aims to return to consumers 860 billion pesos (US$17 billion) over five years. Dizon would pay lower taxes under the proposed reform and is likely to spend most of the savings on staples, which account for about a third of her family’s monthly budget. “The additional income would matter since we have one of the highest taxes and prices are rising,” she said.

Not surprisingly, Philippine retailers have beaten the 23 percent advance in the benchmark stock index, Southeast Asia’s best performer this year. Metropolitan Bank & Trust Co, the nation’s third-largest money manager, says the rally still has steam because the favorable impact of the tax cuts on disposable incomes would not be short-lived.

“The story for retailers is far from over as the tax cuts are to have a multi-year income effect,” said John Padilla, head of equities investment at Metropolitan Bank, which manages 440

billion pesos in assets. “Consumer companies would gain, particularly those that provide the basics, but retailers are the clear winners from the tax plan.”

Puregold Price Club Inc, a grocery operator, and Robinsons Retail Holdings Inc, which runs supermarkets and drugstores, have risen 39 percent each this year, while Philippine Seven Corp, the largest convenience store operator, is up 24 percent.

SSI Group Inc, a retailer of high-end brands such as Prada and Gucci, has surged 62 percent. Depending on what lawmakers approve, taxpayers might get between 860 billion pesos and 945 billion pesos from next year through 2022, Philippine Finance Department estimates showed in August.

Not all consumer stocks would gain from the plan, which is expected to be passed by year-end. Senior, PWD discounts now available on all CEB booking systems

T

he Philippines’ leading airline, Cebu Pacific (PSE: CEB), has implemented the 20% discount, on top of the exemption from the 12% Value-Added Tax (VAT), on airfare for Senior Citizens and Persons With Disabilities (PWDs) across all its booking systems.

This means bookings of Cebu Pacific flights made by eligible Senior Citizens and PWDs, whether done via ticket office, online via the CEB website, or through the CEB mobile app, now reflect the applicable discounts on the base fare for flights within the Philippines.

The 20% airfare discount and 12% VAT can be availed by all Filipino Senior Citizens and PWDs. For bookings made through the website or mobile app, the passengers need to input their details, including their date of birth or the number stated on their identification cards (Senior Citizen Card or PWD card). The total amount discounted can be found both on the “booking summary” portion of the website, as well as the “fare breakdown” or “payment details” portion of the itinerary receipt.

The discount extended to Senior Citizens and PWDs only covers airfare, and does not cover ancillary services such as food, baggage allowance and seat selection.

Upon check-in, passengers who availed of the discount are required to present their Senior Citizen ID issued by the Office of Senior Citizen Affairs (OSCA); or PWD ID

issued by the National Council on Disability Affairs (NCDA). In lieu of these, they may show other valid government-issued IDs that reflect their nationality and birthdate such as Passport, Driver’s License, Voter’s ID, SSS/ GSIS ID, PRC Card, Postal ID, PWD ID issued by the Office of Persons with Disability Affairs (PDAO) or the City/Municipal Social Welfare and Development Office (CSWDO/MSWDO) of the place where the PWD resides, or their Transportation Discount Fare Identification Card issued by the National Council for the Welfare of Disabled Persons (NCWDP).

Duterte declares Marawi City is free

P

resident Rodrigo Duterte on October 17 declared that Marawi City has been freed from the Maute group.

Duterte made the announcement during a speech before government troops in the city.

“Ladies and gentlemen, I hereby declare Marawi City liberated from the terrorist influence that marks the beginning of the rehabilitation,” he said.

Radio dzBB’s Benjie Liwanag reported that during the earlier part of Duterte’s speech, gunshots could be heard from the background.

Before making the declaration that Marawi City is free, an official whispered something to Duterte.

The report said that during that time, no more gunshots could be heard from the battle zone.

The declaration came a day after troops killed terror leaders Isnilon Hapilon and Omar Maute. Troops also rescued 17 civilian hostages during the operation.

The crisis in the city started after an attack by the Maute group in the city on May 23, which prompted Duterte’s declaration of martial law in Mindanao.

In an interview on dzBB, Joint Task Group Ranao deputy commander Colonel Romeo Brawner said there was still an ongoing operation to rescue the remaining

hostages of the Maute group.

“This is just a reminder, a declaration na tapos na ang Marawi siege and we can move on forward to the recovery and rehabilitation efforts,” Brawner said.

He said that with Duterte’s declaration, the joint task force will move to the next phase of clearing the entire city, particularly the battle zone, of the Maute group’s bombs and unexploded ordnance.

After this, he said the Department of Health will “sanitize” the city before the actual rehabilitation of the war-torn city.

He said part of the clearing operation of the government troops is to recover the cadavers within the battle zone. —GMA News

Bello urges OFWs to invest in bank created for them

he Department of Labor and Employment (Dole) has assured overseas workers that the soon-toopen Overseas Filipino Bank (OFB) will offer low remittance fees and profitable investment plans.

Labor Secretary Silvestre Bello III said government bankers had determined that the bank could limit to 2.5 percent per year the interest rate for a soft loan.

“We got the consent of LandBank president Alex Buenaventura that the interest rate for loans will only be at 2.5 percent per annum. This will give our OFWs (or overseas Filipino workers) [a] venue for their investments,” he said.

Bello made the assurance after President Rodrigo Duterte signed Executive Order No. 44, creating the OFB which will offer financial plans and services to all Filipino overseas workers. ‘The Land Bank of the Philippines (LBP) will acquire the Philippine Postal Savings Bank and convert it to the OFB.

The OFB will be managed by a board of directors, headed by the LBP president as chair, and representatives from the Dole, the Overseas Workers Welfare Administration (Owwa) and the private sector.

Bello encouraged OFWs to invest in the bank and take advantage of its services and investment programs.

“It will be wise for them to invest in the bank because they actually own the bank. As the secretary of labor and under the executive order, I can nominate one to represent Dole, another one to Owwa, and the other one is for the overseas-based Filipinos,” he said.

Bello said that they would increase the representation of the OFWs by buying more shares that would entitle them to two or three board seats.

Branches of the OFB will be put up in all Philippine Overseas Labor Offices so the bank can reach more overseas Filipinos and provide them with quality and efficient foreign remittance services. —Inquirer

The healing ways of Antique’s ‘maaram’

T

he baby was crying in pain from a gaping sore in her head and her hair was shedding off. Her young mother decided to bring her to the house of Remedios Maniba in Tibiao town, Antique province, despite the crowd of ailing people waiting to be cured.

During the healing ritual that day in June, Angelic Mariano Valentin, 23, was surprised to see what the petite, dark-skinned woman pulled out from the ear of her 10-month-old child–small live beetles. A few days later, she said in Kinaray-a: “My daughter’s open sore was gone and she stopped crying.”

Maniba, 61, also known as “Nanay Medios,” is a maaram, one of three known active practitioners in Tibiao. She has been chosen to follow in the footsteps of her grandfather and two brothers.

Scenic Antique, where mountains kiss the sea, is considered a place of the maaram, the Karay-a shaman who knows the ways of the spirit world and speaks to the elementals in Kinaray-a or Hinaraya. Kinaray-a is the language of Antique (from “hantik-hantik,” or big, black ants) and the upland communities of Iloilo and Capiz provinces.

Good and bad

“The Karay-as (people) believed in the existence of the spirit world and the elementals, but don’t worship them. Particularly, the denizens of the spirit world have human forms and they live the way human beings live,” lexicographer and ethnographer Gen. Vicente C. Pangantihon said in his book “Karay-a Rice

Tradition Revisited.”

“Just as there are bad and good human beings, there are also bad and good denizens of the spirit world. The bad and the good are in constant strife,” Pangantihon said.

It is not known how many maaram there are in Antique, but in Tibiao, they are Maniba and Tatay Musyot, both of Barangay Malabor, and Nanay Lourdes of Barangay Alegre.

Maniba has been a shaman since she was 30 years old. Her grandfather, Martino Francisco, and his two brothers–Isko and Syano Absalon–were also healers during their time; none of Francisco’s children, however, “qualified” as healers or had accepted the power of healing.

Maniba’s parents were farmers and she grew up in a poor household. She was not able to finish Grade 2, but she knows how to write, read or even speak English, she said.

Her house is just next to the main road of Malabor, full of her grandchildren and relatives playing around. On most days of the week, patients line up for treatment.

The living room serves as the healing room with four sofas, a small table, cupboards and two small chairs with a small window, creating an eerie setting for the healing ritual.

“Paluy-a” is one of the common practices of a maaram. During the ritual, the shaman determines whether a patient’s illness is caused by supernatural spite or other issues.

Maniba would scrub ginger lightly on the patient’s forehead, hands and feet while whispering prayers and asking help from God.

In the case of Valentin’s baby, she used cotton balls and blessed coconut oil, native herbs and a wooden cross given by her Lolo Martino during the five-minute healing ritual to remove the beetles from an ear. In other patients, she would pull out a rusting nail, broken glass, needle and small stones from their bodies.

In 2011, Erlinda, who declined to give her family name, 58, and her three children from Manila went through a similar ritual. She said she was surprised when live, baby fruit bats were removed from their bellies.

According to Maniba, the creature was an indication that the family was bewitched.

She placed the newly retrieved bats over the bagahan (hot coals) to kill them. “They feel well after that,” she said.

The tales of treatment, however, could not be confirmed independently or explained medically or scientifically.

Asked about the maaram’s ways, Dr. Miguel A. Labrague of Tibiao said in Kinaray-a, “The truth is I am not a believer of that.”

But he added: “It really works on people who have faith. Some patients could be healed maybe because of their faith. Sometimes it has an effect on your immune system.”

Gift and curse

Tuesdays and Fridays are the busiest healing days for Maniba. According to her, it is on these days that her healing gift is potent. At least 20 people from all walks of life visit her for treatment.

There were times when she had to

travel to Australia and Hong Kong upon the invitation of patients. “An Australian patient with his family went to my house just this year to say thank you to me because he got better after the ritual,” Maniba said in the vernacular. “It makes me happy to know that most of my patients go back to my house and say thank you after they get well.”

Maniba considers her powers a gift and a curse. “It is not easy to become a healer. I could cure the patients but somehow the negativity is reflected back on me,” she said.

Lately, she has been limiting the number of patients going to her house. She believes that the very reason her husband had severe pneumonia and insomnia, and three of her daughters had high fever and stomach pain was that the black elemental spirits were taking revenge on her.

Retribution “Because they have a low spirit or inner being, they suffer the misfortune as retribution of the black spirits,” she said.

Maniba and her husband have eight children and 25 grandchildren.

Maniba revealed that once a person fully accepts her role as the maaram, he or she would never get rich.

“Since I was taught by my grandfather Lolo Martino to be a healer, I have lived a simple life. You cannot receive any compensation or ask anything from your patient. You just have to accept any token amount usually a coin so that the illness will not relapse on me,” she said. —Inquirer

DOT relaunches ‘Bring Home a Friend’ program

he Department of Tourism (DOT) relaunched on October 14 night the “Bring Home a Friend” program that aims to make every Filipino an ambassador of the Philippines.

Tourism Secretary Wanda Tulfo-Teo said that the revival of the rewards program more than two decades after it was first introduced would be an invitation to foreigners to experience the “Filipinos’ world-renowned hospitality.”

She added that this would also be an opportunity for Filipinos who had long been out of the country to see how different the Philippines had become.

Since the program would coincide with the holiday season, Teo said, tourist arrivals would be expected to increase, especially since this time it would be Filipinos here and abroad who would personally market the country.

“The success of this program lies in our ability to empower people and give them the opportunity to contribute to our nation’s growth, and to continue celebrating the Filipino way of life,” Teo said during the launch held at Resorts World Manila.

First launched in 1994, the program, which was spearheaded by then Tourism Secretary Mina Gabor, was aimed at encouraging Filipinos to invite their foreign friends to visit the country.

According to Teo, the six-month program, which will run from Oct. 15 to April 15, 2018, would just be the first phase, as they planned to “do it again” in the coming years.

To qualify for the program, Filipino sponsors should first register their details at www.bringhomeafriend.online. The sponsor would then fill out an invitation that would be sent to their friend.

oracay once again topped the list of the best islands in the world by the readers of an international travel magazine, and directly behind it are the Cebu and Visayan Islands and Palawan, also popular tourist spots.

The results of the Condé Nast Traveler’s Readers’ Choice Awards survey for the year revealed the small island off Panay Island, known for its white-sand beach and “thriving nightlife scene,” won the fancy of most of the more than 300,000 readers who sent in their votes.

Boracay was loved by the travel magazine’s readers for being “as close to a tropical idyll as you’ll find in Southeast Asia, with gentle coastlines and transportative sunsets,” wrote Condé Nast editors in a post published on October 16.

Right behind Boracay are the Cebu and Visayan Islands and Palawan, also regulars in lists of the world’s best-loved islands--Palawan was named the best island in the world by the same magazine in 2015 and 2014.

alacañang on October 16 said the government remains committed to the modernization of public utility vehicles despite strong opposition from transport groups, saying the program is “long overdue.”

Transport group PISTON held a transport strike to protest the government’s modernization program, which it said could mean the phaseout of jeepneys. This has forced the government to suspend classes and work in government offices.

“There were several attempts in the past to modernize the public transport system but these have been thwarted due to similar transport strikes, which unfortunately resulted in an outdated public transport system,” Presidential Spokesperson Ernesto Abella said in a statement. PISTON is protesting the the PUV modernization program, saying this

would bury jeepney drivers in debt as they would not be able to afford the modernized jeepneys. The group urged the government to postpone the modernization program until it finds a “nationalized, efficient and affordable” framework.

Abella, meanwhile, claimed it is only PISTON which is opposing the modernization program. The LTFRB, for its part, accused the leaders of today’s transport strike of destabilizing the government. “It is worth mentioning that, with the exception of left-leaning PISTON, the PUVMP has gained the support of different public transport groups,” Abella said. Finance officials have allocated a P2.2 billion subsidy for public utility vehicle modernization program, the Land Transportation Franchising and Regulatory Board earlier said.

ng Top Five Zombie movies sa Netflix ngayon ay Train to Busan, Horror Trailer, The ReZort, Contracted, at Burying the Ex. Ito ay ilan lamang sa mga horror movies bago ang pagdiriwang ng All Saints Day o Halloween sa Nobyembre Uno. Pero ano nga ba ang Zombies? Ang Zombie, batay sa mga movies at fiction stories ay kathang isip lamang tungkol sa mga taong bangkay na mistulang buhay. Isang nilalang na nakagagalaw ngunit walang isip at kumakain ng laman ng tao. Sa paniwala ng ilang bansang Aprikano at Caribbean, pinaniniwalaan na ang Zombie ay mga bangkay na binuhay ng pangkukulam.

Mga nilalang na sinasabing walang kaluluwa.

Nuong bata pa ako, ang sikat na matatawag na mga Zombie ay ang Dracula, Mummy at Frankenstein. Ngunit ang tanong ng marami, may tutuo nga bang Zombies? Ano naman ba ang pahayag ng Diyos (Biblia) sa bagay na ito?

Ganito ang pahayag ng Biblia kung gusto mong malaman. Pero bago ang lahat, tandaan na ang tao ay binubuo ng tatlong bagay. Ang pisikal na katawan, ang kaluluwa at spirito (Basahin sa Genesis 2:7; 1 Thess. 5:23; Heb .4:12; Roman 12:2). Sa tutuo lang, ipinahahayag ng Biblia na sa sandaling ipinanganak ang isang tao (gaya mo at gaya ko), bagaman buhay ang katawan at kaluluwa natin kapag ipinanganak sa daigdig, patay naman ang spirito. Ano? Oo, buhay ang katawan at kaluluwa ngunit patay ang spirito.

Ito nga ang sabi sa Pahayag ni San Juan sa Biblia,”... ikaw ay buháy, ngunit ang totoo, ikaw ay patay”(Pahayag 3:1). Ibig sabihin ay patay sa spirito bagaman buhay ang katawan. Pero, paano nangyaring patay sa spirito ang tao bagamat buhay ang katawan at kaluluwa?

Para maunawaan, sundan mo ang historya kung paano ang nangyari’t namatay ang spirito ng tao. Sa Genesis 2:7 sinabi, “Pagkatapos, ginawa ng Panginoong Yahweh ang tao mula sa alabok, hiningahan niya sa ilong, at nagkaroon ito ng buhay.” Ibig sabihin, hiningahan ng Diyos nang kanyang spirito ang katawang tao na kanyang ginawa kaya nagkaroon ng buhay ito. Nagkaroon ng sariling isip, pakiramdam at kalooban ang tao. Matapos iyon, pinagbilinan ang taong ginawa tungkol sa bunga ng puno sa gitna ng hardin ng Eden ng ganito, “...Huwag na huwag mong kakainin ang bungang iyon, sapagkat sa araw na kainin mo iyon ay mamamatay ka (Genesis 2:17).” Subalit ng suwayin at kanin ni Adan at Eba (unang tao) ang ipinagbabawal na bunga, namatay ang spirito sa kanila ngunit nanatili at nagpatuloy na buhay ang katawang lupa at kaluluwa. Iyan ang ibig sabihin na mamamatay sila. Hihiwalay ang spiritong kaloob ng Diyos sa buhay nila.

Kaya bagaman buhay ang katawan, patay na ang spirito! Samakatuwid, lumalabas na “Zombies” kung lumalakad ang katawan at kaluluwa sa daigdig subalit wala ang Spirito ng Diyos sa buhay nila. Ang kabuuang kahulugan nito sa madaling salita ay naputol ang spirituwal na relasyon ng tao sa Diyos. Kaya nga nasabi ni Apostol Santiago, “ Patay ang katawang walang espiritu (Santiago 2:26).” Inulit pa ni Apostol Pablo, “..Tayo’y patay na sa kasalanan (Efeso 2:1),” bagaman buhay ang katawan. Sinabi pa

rin niya”..Kaya dapat din ninyong ituring ang inyong sarili bilang patay na sa kasalanan (Romans 6:2,11).” Ganito ang pahayag kung bakit namatay sa espirituwal ang tao, “Sapagkat kamatayan ang kabayaran ng kasalanan...”(Roma 6:23). Pinagbabayaran ng tao ang kanyang pagsuway at kasalanan sa pamamagitan ng putol o patay na relasyon sa Diyos. Kapag, namatay ang katawan niya na hindi nai-ayos ang relasyon sa Diyos, impierno o walang hanggang pagkahiwalay sa Diyos ang destinasyon ng kanyang kaluluwa. Ang katawan pisikal ay ililibing sa lupa kung saan nanggaling iyon.

Ang tanong ay mayroon bang solusyon sa problema ng pagkakahiwalay o pagkamatay ng relasyon sa Diyos? Ang good news ay Oo. Paano? Kailangan maibalik muli ang Spirito ng Diyos sa tao. Ito nga ang dahilan at bumaba si Jesus sa lupa at Nagsakatawang tao upang ipahayag ang solusyon. Ganito ang sabi mismo ni Jesus, “Tandaan mo ang sinasabi kong ito: malibang ang isang tao ay ipanganak sa pamamagitan ng tubig at ng Espiritu, hindi siya makakapasok sa kaharian ng Diyos. Ang taong ipinanganak sa laman ay laman, at ang ipinanganak sa Espiritu ay espiritu. Huwag kang magtaka sa sinabi ko sa iyo, ‘kayong lahat ay kailangang ipanganak na muli” (Juan 3:5-7). Dahil nga nahiwalay ang spirito ng Diyos sa tao gawa ng kasalanan, ang paraan na maibalik sa tao ang spirito ng Diyos ay ipanganak muli ang tao saa spirito. Paano?

Ganito ang pahayag at patutuo ng Diyos Ama, ni Jesus at mga alagad:

Pangako ng Diyos, “Bibigyan ko kayo ng bagong puso at bagong espiritu. Ang masuwayin ninyong puso ay gagawin kong pusong masunurin” (Ezekiel 36:26).

Pangako ni Jesus sa mga mananalig sa kanya, “Dadalangin ako sa Ama, upang kayo’y bigyan niya ng isa pang Patnubay na magiging kasama ninyo magpakailanman. Siya ang Espiritu ng katotohanan, na hindi matanggap ng sanlibutan sapagkat siya ay hindi nakikita ni nakikilala ng sanlibutan. Ngunit nakikilala ninyo siya, sapagkat siya’y nasa inyo at siya’y mananatili sa inyo” (Juan 14:16-17).

Pahayag ni Apostol Pedro ng tanungin ng mga taong nabagabag, “Mga kapatid, ano ang dapat naming gawin?””Sumagot si Pedro, “Pagsisihan ninyo’t talikuran ang inyong mga kasalanan at magpabautismo kayo sa pangalan ni Jesu-Cristo upang kayo’y patawarin; at tatanggapin ninyo ang kaloob ng Espiritu Santo. Sapagkat ang pangako ay para sa inyo at sa inyong mga anak, at sa lahat ng nasa malayo, sa bawat taong tatawagin ng ating Panginoong Diyos”(Acts 2:38-39). Ang pahayag ni Apostol Pablo sa mga nananalig kay Jesu Cristo”...isinugo niya ang Espiritu ng kanyang Anak sa ating mga puso, ..” (Galatians 4:6).

Sinabi pa ni Pablo sa mga nananalig kay Jesu Cristo. “Hindi ba ninyo alam na kayo’y templo ng Diyos at naninirahan sa inyo ang kanyang Espiritu?” (1 Corinthians 3:16).

Kung gayon, sa mga magsisisi ng kasalanan at mananalig kay Jesu Cristo, tatanggapin ninyo ang Spirito mula sa Diyos. Ipanganganak kang muli sa Spirito. Kailangan lamang gawin mo ito bago mamatay ang iyong katawan sa ano mang dahilan. Kapag ginawa ang gayon, ibibigay ang Spirito ng Diyos sa iyo. Pananahanan ka ng Spirito ng Diyos. Hindi ka na buhay na patay (Zombie), kundi may buhay na walang hanggan at buhay na buhay sa Diyos!

FINANCE How OFWs can avoid getting buried in debt

“

Sabi nila walang nakukulong sa utang, pero hindi totoo yun. Lalo na dito sa Middle East,” said Ellen Labastida, a Pinoy Worldwide Initiative for Investment Savings and Entrepreneurship (PinoyWISE) trainer. (They say that no one gets imprisoned for not paying their debt, but that’s not true. Especially here in the Middle East.)

In most Middle Eastern countries such as Qatar, taking out a loan and not being able to pay for it is a crime punishable by imprisonment. This causes layers of terrible consequences for migrant workers: jail time, loss of income, and an abrupt end to the regular cash flow from the Overseas Filipino Worker (OFW) to his family back home.

Managing debt is one of the key topics of the financial literacy workshops that Labastida, a PinoyWISE trainer and certified financial educator, conducts for Overseas Filipino Workers (OFWs). In these workshops, OFWs are also given advice on budgeting, saving, and investing.

“Borrowing or taking out a loan is not always bad as long as it is used for something productive or something that will generate income later on,” said Labastida.

Here are some tips from PinoyWise International on how to manage debt and finances.

1. Agree on family goal

Everyone in the family needs to understand that while an overseas job will boost the family’s earnings, it’s not going to last forever.

In the Gulf where there are no paths to permanent residency, an OFW’s return to the Philippines is a certainty that the family needs to embrace. Family members also need to be aware of the temporary nature of job contracts, such that an OFW may not have work in the period when he has just ended a contract and is looking for a new one.

In this case, the family needs to prepare for the period when the OFW has nothing to send back home.

An OFW family therefore must set concrete financial goals and agree to achieve them. Here’s how: — Set a time frame for when the OFW will come back home.

— Identify financial goals that the family would like to achieve during this period. Is it to save for a house? Have the kids finish school?

— With your timeline and goals as a guideline, work backwards and hammer out a budget and savings plan.

— Check your financial plan regularly to keep track of your savings. You will find it very rewarding to see your savings accumulate.

2. Avoid lending money

Most OFWs feel guilty when they’re unable to lend relatives money, and they often find themselves giving whatever they could afford. They even resort to borrowing money just to help relatives, which is not at all helpful.

“We have heard of instances where OFWs borrow money just so they can lend someone else money,” said Labastida. Here’s how an OFW should approach it: Assess the person’s capacity to pay. Does the person have a job or steady source of income? Will lending money to this person be counter-productive? Will it lead to dependency and successive loans? Remember that the collection burden falls on you, the OFW, not the borrower. If you don’t have the time nor the patience to follow up and collect, then just learn to say no.

3. How much is utang na loob?

OFWs feel they owe a debt of gratitude to a lot of people, especially those who helped them apply for an overseas job. When it’s the OFW’s turn to pay back, he may feel obliged to give some cash.

“It’s not bad to honor a debt of gratitude. It becomes bad when that debt of gratitude is never paid off and becomes a reason for a person to keep borrowing money from you,” said Labastida.

He said it’s important to put a value to this “utang na loob” (debt of gratitude) so that the OFW can reach a period when he feels that it’s been paid. Giving a cost to this kind of debt makes it easier to say no to future requests for money.

As an example, the OFW can think of someone he is indebted to because she helped him find a job. If the OFW were to attach a cost to that, for instance, would it be the equivalent of a month’s salary? —Rappler.com

The story behind the Pinoy-made ‘tsinelas’ action figures

e’s usually the one associated with the word “incredible,” having been cast as The Hulk in the Marvel Cinematic Universe.

But Mark Ruffalo found himself handing out the compliment this time around, putting the spotlight on a Filipino pedicab driver who gave him a Hulk action figure made out of recycled flip-flops.

On Twitter, the actor gave a shoutout to Elmer Padilla, the action figure’s maker, and wrote: “Not only is this inventively creative, but it’s sustainable and just pure awesome!”

But as it turned out, he was not the only one who received a gift from Elmer. The Pinoy toymaker also made a Thor figure for Chris Hemsworth, Ruffalo’s co-star in the upcoming “Thor: Ragnarok”.

“I bet he is fantastic,” Hemsworth told ABS-CBN News in an interview held in Sydney, Australia last week, before acknowledging that he never would have thought that the figure was crafted from discarded slippers. “It looks better than me.”

During the same chat, Ruffalo called Padilla a “genius” for using recycled materials for his toys, while the film’s director, Taika Waititi, added that Padilla’s unique creations are poster-worthy.

Padilla worked as a pedicab driver and a part-time fisherman in Catbalogan, Samar before relocating his family in Manila.

He dreamt of getting a job as a construction worker but he didn’t have the requirements needed, including the money for transportation from Cavite. On the day he ran out of cash to buy food for his family, Padilla decided to make his hobby into a business.

Today, he still struggles to make ends meet for his two small daughters and his wife.

But Padilla said that he likes to believe that he is a modern-day superhero trying to do extraordinary things and working hard to save his family in his own little ways.

aiwan’s Taipei City ranked 22nd in the Economist Intelligence Units’ Safe Cities Index 2017, newly published on its website on October 12, which ranks 60 cities across 49 indicators covering digital security, health security, infrastructure security and personal security. With an overall index of 80.70, Taipei took the 22nd spot on the list amongst many other Asian and European cities, all of which remained at the top of the index for 2017. Tokyo continued its reign at number one in the ranking followed by Singapore and Osaka in descending order, while other notable Asian cities such as Hong Kong, Seoul, Beijing, and Shanghai ranked 9th, 14th, 32nd, and 34th, respectively. In the category of personal security, five of the top 10 performing cities were Asian, namely Singapore at number one, Osaka at three, Tokyo at four, Taipei at six, and Hong Kong at seven. In the three other categories, Taiwan ranked 31st in digital security, 14th in health security, and 26th in infrastructure security. According to the report, while security continues to be linked to income, wealth is by no means the only factor governing city performance on security. A city’s hard and soft infrastructure also plays a role in determining its security. The Safe Cities Index 2017 is an updated and expanded version of the Economist’s Safe Cities Index 2015, in which Taipei ranked 14th amongst 46 cities.

NIA cracking down on use of visa-free access for prostitution

T

he National Immigration Agency (NIA) is tightening its scrutiny of foreign nationals visiting Taiwan with visa-free privileges, an official said Monday amid charges that Thai visitors are using the perk to come to Taiwan to engage in prostitution. Kuomintang Legislator Chiang Chi-chen cited figures showing an increase in Thai nationals coming to Taiwan to work as prostitutes after Taiwan granted Thai citizens visa-free access starting in August 2016. While in 2015, only one of 159 foreign nationals found to be involved in prostitution in Taiwan was Thai, the number rose to 15 out of 301 in 2016, and 99 out of 296 in the first five months of 2017, Chiang said. Winston Chung, deputy director-general of the Ministry of Foreign Affairs’ Bureau of Consular Affairs, said that this rising trend was addressed during a cross-ministry meeting in September and that the NIA has and will continue to ramp up its review of suspicious individuals as they pass through customs. There have been cases in which individuals with visa-free access have been denied entry, he added. Taiwan granted Thai nationals a visa-free stay of up to 30 days starting in August of 2016 for a one-year trial period.

It was renewed for another year back in April of this year. The current program will expire on July 31, 2018.

Taiwan pushing for reciprocity on visa-free privileges

T

aiwan is asking Thailand, Brunei and the Philippines to grant Taiwanese citizens visiting their countries visa-free status to reciprocate the treatment it has given nationals from the three countries. Ministry of Foreign Affairs (MOFA) spokeswoman Eleanor Wang said in an interview with CNA that the government is continuing to request that countries given preferential visa-free treatment by Taiwan grant Taiwanese citizens the same privilege.

Premier Lai Ching-te approved a plan to allow Filipinos to enter Taiwan for a maximum of 14 days without a visa, but Manila has not reciprocated, sparking concerns of an unequal relationship between the two countries. The Manila Economic and Cultural Office (MECO) in Taipei would only say that it is looking into measures to loosen travel regulations for Taiwanese nationals, without revealing any details on what that might entail. The Philippines is the latest country that has been approved for Taiwan’s visa-free trial program, following an extension of the trial program for Thailand and Brunei in April. According to Wang, a key consideration in the decision to extend these trial programs when they do expire will be whether the other countries have give Taiwanese citizens reciprocal treatment. At the moment, the visa-free treatment for Thais and Bruneians will continue until July 31, 2018.

The visa-free program is part of Taiwan’s New Southbound Policy, which aims to boost trade, tourism and other exchanges with countries in Southeast Asia and South Asia, partly to reduce the island’s economic dependence on mainland China. The moves to extend visa privileges to Southeast Asian countries have paid off as visitor arrivals from the region in the first eight months of 2017 were up 38.4 percent from the same period a year earlier at 1.31 million.

Taiwanese citizens traveling to Thailand and Brunei are currently required to pay for a visa on arrival, while those visiting the Philippines can apply for an entry permit through the Electronic Travel Authorization system online. While neither Brunei nor the Philippines have ever granted Taiwan visa-free status, Thailand began issuing visas to Taiwanese free of charge beginning in November 2016, but the program expired at the end of last month.

Taipei, Manila to renew investment guarantee pact soon: vice minister

he Philippines is likely to be the first of six Southeast Asian countries to renew a bilateral investment guarantee agreement with Taiwan, as the negotiations are on track to be completed by December, Taiwan’s Vice Economics Minister Wang Mei-hua said. Similar agreements with Indonesia, Malaysia, Vietnam, Thailand and Malaysia are expected to be renewed under Taiwan’s New Southbound Policy to achieve enhanced cooperation, but the pace of negotiations is slower than with the Philippines, Wang said at the Yushan Forum in Taipei. Taiwan signed the agreements with the six countries in the 1990s but is seeking to renew them to forge closer business ties and better protect Taiwanese investments in those countries. Given the Philippines’ proactive approach to trade and investment cooperation with Taiwan, Wang said, she was optimistic about completing the talks on renewing that bilateral investment guarantee agreement by December. Wang made the projection after former Philippine Vice President Teofisto Guingona said at the forum that his country should forge closer cooperative ties with Taiwan in a wide range of areas to “build the economic and social life for a better world, for continued happiness.” The forum opened in Taipei, gathering government officials and business leaders from the New Southbound Policy target countries to discuss the direction and actions for closer cooperation with Taiwan. Wang said the New Southbound Policy aims not only to establish and upgrade free trade agreements with the target countries but also to build exchanges and substantive partnerships with them in the areas of agriculture, medical health and the cultivation of talent. The policy is aimed at enhancing Taiwan’s relations with countries in Southeast Asia, South Asia, Australia and New Zealand.

Indonesian nurses not allowed to provide medical care in Taiwan: MOL

T

he Ministry of Labor (MOL) said Saturday that any Indonesian nurses entering Taiwan to work will not be permitted to provide medical services unless they obtain the required local licenses.

In an interview with CNA, Tsai Mengliang, deputy director-general of the ministry’s Workforce Development Agency, said that if trained nurses from abroad are brought in by a human resources agency, the nurses will have to be licensed in Taiwan in order to work as healthcare professionals.

Tsai was responding to questions about a news report that 100 trained Indonesian nurses were being recruited to work in Taiwan from early next year to provide homecare to patients.

According to the news report, which first appeared in the Indonesian media, the initiative will be carried out under a cooperation agreement signed on Oct. 12 between the National Agency for the Placement and Protection of Indonesian Migrant Workers and an undisclosed human resources agency based in Taiwan.

Under the agreement, 100 trained nurses from Indonesia will arrive in Taiwan in early 2018 to work in the homes of patients who need such care, the report said, citing Ricky

Adriansjah, head of the Tangerang office of the Indonesian national agency.

The nurses will be required to have a bachelor’s degree and at least three months Mandarin language training, Adriansjah said in the report, noting that Indonesia will be sending medical professionals to work in Taiwan for the first time.

However, Tsai said the Taiwan government had made no request for Indonesia to send migrant workers with nursing training and that a special license would be required for such professionals to work in Taiwan. Most likely, the arrangement is being made because Taiwanese employers have conveyed to Indonesia via brokers that there is a need for such workers, he said.

Hsueh Chien-chung, an official from MOL’s Cross-Border Workforce Management, expressed a similar view, telling CNA that the initiative most likely resulted from requests by employers, who would prefer to have trained nurses taking care of their sick and elderly at home.

Currently, Indonesians make up 187,281 of the 243,151 migrant workers social welfare-related jobs in Taiwan and account for 77 percent of all migrant caregivers in the country. —China Post

Taiwan working to improve migrant fishermen’s rights: official

aiwan will continue its efforts to improve conditions for migrant fisherman working at sea on Taiwanese ships, a Fisheries Agency official said Wednesday.

Even though Taiwan is not a member of the International Labour Organization (ILO), the Fisheries Agency will adopt the ILO’s Work in Fishing Convention, which will go into effect in November, said Ted Tsai, a senior specialist in the agency’s Deep Sea Fisheries Division.

Speaking in Kaohsiung at the 24th World Congress of the Apostleship of the Sea, Tsai said the agency will ask all fishing enterprises in Taiwan to follow the terms of the ILO convention, which stipulates 10 hours of rest in any 24-hour period for fishery workers at sea, sets the minimum age for such workers at 16 years, and provides guidelines on other matters such as food and time off to return home.

The plan to adopt the ILO convention is part of Taiwan’s ongoing efforts to improve the rights of migrant fishermen, Tsai stressed, in response to a Filipino delegate who said Taiwan’s failure to provide a safe and fair working environment for migrant fishermen included but was not limited to a disparity in

wages for fishermen working at sea and those working at ports.

In his response, Tsai said the Taiwan government was taking such issues seriously, as evidenced by its introduction of “Regulations on the Authorization and Management of Overseas Employment of Foreign Crew Members,” which took effect in January.

The new regulations set the monthly minimum wage at US$450 for fishermen at sea, among other measures, which indicates that the government is taking the rights of migrant fishermen seriously, he said.

On Tuesday, Huang Hung-yen, deputy chief of the Fisheries Agency, said that the agency was also making efforts to provide fishery employment contracts not just in Mandarin but also in Vietnamese, Indonesian and English, to make the terms of employment clear to migrant fishermen, most of whom are from Vietnam, Indonesia and the Philippines.

The congress, which is sponsored by the Vatican’s Dicastery for Promoting Integral Human Development, brings together more than 250 participants from 50 countries, with the goal of raising awareness and focusing attention on issues related to fishermen and other seafarers.

Philippines mulls cutting visa fees for Taiwanese travelers

T

he Philippines is considering cutting visa fees for Taiwanese passport holders and extending the length of validity of some of its multiple entry visas, the Manila Economic and Cultural Office (MECO) in Taipei said Tuesday.

“These measures have been under serious study during the past few months and the final recommendations will be drawn up in the policy planning sessions next month,” MECO Chairman and Resident Representative Angelito Banayo told CNA in an email in response to a question about Manila’s plans on visas.

The new visa measures will need to be deliberated upon by the MECO board of directors in December as part of its policy planning and budgetary programs for next year, Banayo said in the email.

The email did not specify if all of the visas the Philippines issues to Taiwan passport holders would benefit from fee cuts and extended validity periods.

MECO represents the Philippines’ interests in Taiwan in the absence of official diplomatic ties.

MECO’s comments were made a day after Taiwan announced on Monday that it will begin on Nov. 1 a trial run of a program offering Philippine nationals visa-free entry to the country for up to 14 days.

The trial program will run until July 31, 2018, and then be reviewed to see if the visafree privileges should be further extended.

5. How long will the process take?

This depends on each case. Sometimes if you have your passport and money ready the whole process shouldn’t take more than a few days. However if there are some problems with obtaining a new passport for you the process may take a little longer, sometimes even over a month.

MECO chairman hopes to see more direct hiring of Filipino workers

he head of the Manila Economic and Cultural Office (MECO) in Taipei has expressed the hope that there will be more direct hiring of Filipino migrant workers in Taiwan to spare the workers the burden of hefty brokerage fees.

In an interview with CNA, MECO Chairman and Resident Representative Angelito Banayo said progress has been made over the past years in lowering brokerage fees for migrant workers, “but more can be done.” He pointed out that Taiwanese recruitment agencies sometimes collaborate with Filipino brokers to charge workers hidden fees. Workers may also borrow money from the recruitment agencies to pay for the fees and are charged high interest rates, he said. “Those are things that have to be cracked down on,” said Banayo, whose office is the Philippines’ de facto embassy in Taiwan. This trial is being done to attract Philippine visitors to Taiwan for tourism and business purposes, as well as to increase people-to-

workers pay fees to manpower brokers in their home country to secure a job in Taiwan because they cannot find those job openings on their own, and depend on brokers to find them, according to the Taiwan International Workers’ Association (TIWA). Brokers often charge the workers between NT$50,000 (US$1,657) and NT$120,000 in fees, the association said, exceeding the legal maximum of one month’s salary.

The workers are often told that the fees include visa fees, airfare, training fees and fees for other documents, but the brokers often leave the workers to pay these fees on their own, said TIWA researcher Chen Hsiu-lien.
