Philippines accepts ASEAN chairmanship for 2017

he Philippines accepted the chairmanship of the Association of Southeast Asian Nations (ASEAN) as it unveiled the theme for next year that contains an imprint of President Duterte’s campaign. The theme for ASEAN 2017 to be hosted by the Philippines is “Partnering for change, engaging the world” – a reference to Duterte’s campaign slogan “change is coming.” It also contained the phrase “partner for change,” which is being used by Malacañang to refer to the supporters of the President. Duterte said the theme of next year’s conference reflects the Philippines’ resolve to consolidate ASEAN to enable it to take its rightful place in the international community. “We will pursue initiative and enhance cooperation with global partners to ensure that ASEAN citizens live in peace, stability, security and growth, all the while retaining ASEAN’s centrality, unity and solidarity, we will maintain for all times,” he said in his acceptance speech. “The Philippines is ready and willing to steer and guide the association. But crucial to the realization of our goals is the cooperation and support of all ASEAN member-states and our dialogue partners.” The Philippines’ ASEAN chairmanship coincides with the 50th anniversary of the founding of the 10-member regional bloc. “During the Philippines’ chairmanship, we will highlight ASEAN as a model of regionalism and a global player, with the interest of the

Confused about PH gov’t services? There’s now an app for that

ut of confusion and frustration over the basics of government services, a 21-year-old political science graduate developed a mobile app that aims to help people navigate basic government services. Kemuel Clyde Belderol developed the app “FormsPH”, which seeks to provide vital information about key Philippine government documents, including the requirements and steps to get them. Most of the information are either from government websites, as verified by bloggers who have had experience in complying with the requirements of various government offices.

FormsPH, released at the Google Play Store last August 28, can be used offline once downloaded. It also includes contact details of government agencies as reference. Belderol said an argument between him and his mother about passport renewal prompted him to develop the app. He said he, residing in Quezon City, and his mom, living in Bukidnon, got different information about the requirements for obtaining a passport. “What’s difficult with government

documents is that there’s little in the way of consistency, such as passport application in Luzon and Mindanao – where you can only book online if you’re going to apply for it in Luzon,” said Belderol. “My goal with this app is to show people that these problems we often take for granted can be solved,” he added. As FormsPH is a mobile app, it would be handy to verify the information on these government-required documents on the go, he added. While the app is still new, Belderol welcomes feedback and suggestions from users and other developers as he intends to expand the app’s uses. “My dream is for a mobile app for every local government unit or city. If I lived in Quezon City, there would be a mobile app

specifically for citizens of QC. So government policies, class suspension announcements, government departments and where to find them, taxing mechanism, the budget, who are the officials, mayor’s plans, how to get a mayor’s permit, business permit, etc. Now that would be something,” he said. Belderol said that he is a novice app developer who only learned how to make the app through the internet, and more especially by watching videos on YouTube. Because of this, he said that he would appreciate developers helping him make the interface more user-friendly. As a fresh graduate himself, he believes many fresh graduates who have been having a hard time complying with employment requirements will benefit the most from the app. — Rappler.com

The Philippines government has neither issued a curfew nor banned tourists from visiting certain areas in the country, she said, adding that the latest announcement should have little impact on the average Taiwanese traveler. But Wang reiterated that Taiwan had

issued a yellow travel warning for Davao City after its deadly explosion on Sept. 2. MOFA said Taiwanese nationals traveling to the area should be aware of their surroundings to ensure their personal safety. Taiwan has long maintained the highest-level red alert for travel to central and western Mindanao, as well as Zamboanga Peninsula and Sulu Archipelago, and an orange travel alert has been issued for southern Mindanao, urging nationals to avoid travel in the locations, Wang noted. Travel warnings for other parts of the Philippines, including popular travel destinations for Taiwanese such as Manila,

Cebu, and Boracay, have remained at the lowest level of gray. Under the MOFA’s four-color system, the lowest level is gray, followed by yellow, then orange and red. A yellow alert warns people to exercise caution and to review whether to travel to the affected area, while a red alert advises people to refrain from traveling to the region. Government sets tax drive vs self-employed

he tax policy reform program that the Department of Finance (DOF) will pitch to Congress this month will address the prevailing unfair system where wage earners carry the burden of income tax while the self-employed account for only a small portion of the tax take. The government nonetheless plans to give delinquent taxpayers a chance to settle past obligations though a legislated tax amnesty. “Revenue collections from professionals and self-employed individuals account for only 20 percent of the total personal income taxes collected by the government despite the high tax rates, while wage earners continue to carry the bulk of the burden, or 80 percent

of revenues produced from income tax,” DOF spokesperson Paola Alvarez said in a statement. “We have high tax rates for selfemployed and professionals, yet we have a very narrow base among them. The Bureau of Internal Revenue (BIR), however, cannot fully audit them because of existing bank secrecy laws,” Alvarez said. A recent report of state-run tax think tank National Tax Research Center (NTRC) titled “Income Tax Profile of Self-Employed Individuals and Professionals” noted that despite self-employed individuals and professionals being placed under “stricter scrutiny” by the BIR of late—mainly through

a name-and-shame campaign targeted at professions with low tax compliance—this group of taxpayers continued to account for a smaller share to the total individual income tax collection. During the last decade, selfemployed individuals and professionals accounted for only 14 percent of collections, including withholding tax at source, whereas the bigger share of 86 percent was comprised of compensation income earners’ payments, the NTRC report showed. In this regard, Alvarez said the Duterte administration would also lobby Congress to relax bank secrecy laws as a way to flush out tax dodgers. “Malacañang’s economic team will push

for the relaxation of bank secrecy laws for tax fraud cases and the inclusion of tax evasion as a predicate crime to money laundering. In relaxing bank secrecy laws, we want to cover all types of accounts, whether they pertain to deposits or investments, or to peso and dollar accounts,” according to Alvarez. “We also want to include the crime of tax evasion as a predicate crime to money laundering so we can catch the big tax evaders and [bring] them to court,” Alvarez added. The DOF was nonetheless “considering proposing legislation for a final tax amnesty that will be absolute to clear tax dockets,” she said. —Inquirer

Duterte wants equal wages for Metro Manila, provinces: labor chief

resident Rodrigo Duterte wants workers in the provinces to enjoy the same wages as those in Metro Manila to help decongest the capital, his labor secretary said Thursday. The government is considering a “national minimum wage law” as it consolidates measures in Congress seeking salary adjustments, Labor Secretary Silvestre Bello III said. “President Rodrigo Duterte wants Metro Manila and provincial workers to have the same wage,” Bello told DZMM. “Many people flock to Manila because of the salary rate, in turn, Metro Manila suffers from overpopulation,” Bello explained. Roughly one-tenth of the country’s 100 million people are crammed in Metro Manila, where wages are higher compared to the provinces. Duterte, who assumed office on June 30, promised to spread wealth and development to the countryside. If passed, the national minimum wage law would make regional wage boards “irrelevant,” he said. Bello said the government was eyeing the passage of the consolidated wage hike bills by October. Bello said he was working to “totally repeal” a department order that allowed the practice of “endo” or contractualization. “By the end of 2016, we will reduce the incidents of endo and contractualization by 50%. By the end of 2017, there will be no more endo and contractualization,” Bello said.

Court of Appeals approves phaseout of 15-year-old buses

he Court of Appeals (CA) upheld the government’s phaseout of 15-year-old buses, rejecting a petition questioning two orders imposing an age limit on buses. The appellate court’s 12th Division upheld the constitutionality of Department of Transportation and Communications (DOTC) Order No. 2002-30, which mandates the phaseout of 15-yearold buses, and Land Transportation Franchising and Regulatory Board (LTFRB) Resolution No. 2013-001, which mandates the strict implementation of the DOTC order. The National Confederation of Transport Workers and other transport groups had filed a petition seeking to declare these orders unconstitutional for violating the equal protection clause and due process. But the CA denied the petition, saying the government’s police power to regulate public utility vehicles in the interest of public safety was valid. “This court recognizes the aim of the transport officials concerned to establish a modern transport system intended to make the public more safe and secure while commuting,” it said. “The reason is obvious: life is irreplaceable, property is not. When the State’s exercise of police power clashes with a few individuals’ right to property, the former should prevail,” it added. Citing the number of vehicular accidents, the court also said: “While we truly commiserate with the plight of the petitioners who are affected by the assailed issuances, we cannot legally bar respondents DOTC and LTFRB from exercising their mandate of crafting and achieving the effective implementation of a comprehensive and rationalized national land transport plan.” The appellate court also denied petitioners’ argument that the DOTC and LTFRB orders violate the equal protection clause by giving special treatment to public utility jeepneys. The CA said that buses and jeepneys do not fall under the same category. The 18-page ruling was penned by Associate Justice Maria Elisa Sempio Diy, with Associate Justices Ramon Bato Jr and Manuel Barrios concurring.

he Department of Transportation (DOTr) launched on Tuesday its premium airport bus service, dubbed as the Ultimate Bus Experience (UBE) Express. It will initially service passengers from the three terminals of the Ninoy Aquino International Airport (NAIA) located in the cities of Pasay and Parañaque to Manila and the Makati business district. The company’s future route will eventually include the Alabang and Ortigas areas, The Philippine Daily Inquirer reported UBE Express president Garrie David as saying. The bus service provider, operated by Airfreight 2100 Inc., has a current fleet of 21 buses but is allowed to operate up to 42 buses. According to UBE Express’ website’s Frequently Asked Questions (FAQs), the DOTr and the Land Transportation Franchising and Regulatory Board (LTFRB) has initiated the premium airport service ”to augment the current public transports services” in the three Metro Manila airport terminals. Cons pin down De Lima H igh-profile prisoners testifying at the opening of a House of Representatives hearing on September 20 painted a portrait of Sen. Leila de Lima as a corrupt justice secretary who allowed convicted gang leaders and drug lords to turn the national penitentiary into a “Little Las Vegas” and the center of a multibillion-peso national illegal drug operation. Concerts featuring top Philippine entertainers were held in the New Bilibid Prison (NBP). Beer flowed. High-prized call girls were brought in. Cells were turned into virtual hotel rooms. All these happened in the maximum security unit, the preferred quarters of convicts. In return, De Lima allegedly received millions in campaign money for her senatorial bid in the May elections. The wild nights and shenanigans of convicts were brought out for the first time in the latest chapter of the game of tit-for-tat between the embattled senator and President Duterte’s allies as the House justice committee heard testimonies of maximum security inmates and others on the proliferation of drugs at the NBP during De Lima’s term as head of the Department of Justice (DOJ) under then President Benigno Aquino III. It was the latest administration-backed salvo against De Lima, a Liberal Party member whose woes began since she emerged as the

Reynaldo Umali, insisted that the committee’s inquiry on illicit drug activities at the national penitentiary was “not about De Lima” at all.

Presidential Communications Secretary Martin Andanar said the Palace did not have a hand in the event. “I’d like to say the House is also independent,” he said. But the witnesses, under the direction of Justice Secretary Vitaliano Aguirre II who was given free rein by the House panel to question them, seemed bent on pinning down the senator on allegations she was a beneficiary of drug money. Aguirre said a large chunk of all illegal drug transactions emanated from the NBP before it was reduced by 90 percent when the Special Action Force was called in to police the compound. “The drug lords earned billions, not only millions there,” he said, adding that the DOJ could only tell the full extent once it made headway with its efforts to open the bank records of certain personalities under the Anti-Money Laundering Act. Upon the prodding of Majority Leader Rodolfo Fariñas, the House panel agreed to grant the witnesses immunity from any legal ramifications their testimonies might entail. Within an hour, Speaker Pantaleon Alvarez authorized immunity to convicted kidnapper and former Philippine National Police Insp. Rodolfo Magleo, high-profile inmates Jaime Pacho, Herbert Colanggo and Noel Martinez, and two of De Lima’s former subordinates in the National Bureau of Investigation, Rafael Ragos and Jovencio Ablen Jr. In his testimony, Magleo pointed to

the senator’s alleged link to Jaybee Sebastian, who became “king of the drug lords” after he orchestrated the transfer of his competitors into the custody of the NBI for eight months beginning in December 2014 after De Lima had led a raid in the NBP. That was the time the so-called “Bilibid 19” group of high-profile inmates were discovered to be living lavish lifestyles in the NBP, and were thus transferred to the custody of the NBI. “(Sebastian) became successful in his plan to centralize drug operations inside the maximum security compound. He maximized the trading and he maximized his shenanigans,” Magleo said, adding that “he would take shabu (methamphetamine hydrochloride) from his Chinese suppliers and cheat them.” Sebastian allegedly helped bankroll De Lima’s senatorial campaign by asking those under his fold to deliver monthly payoffs, according to the witness. Under questioning by Aguirre, Magleo accused the senator of complicity in the lax security at the NBP that allowed the drug lords to operate freely like Mafia dons in exchange for monthly contributions to De Lima and Bureau of Corrections officials amounting to millions of pesos. Colanggo testified that he gave De Lima a total of P60 million, including the regular monthly payoffs of P3 million, plus the P1 million “per concert” until he was transferred to the NBI.

DTI, OWWA tie up to help OFWs Foreign worker growth

he Department of Trade and Industry (DTI) has formalized its partnership with the Overseas Workers Welfare Administration (OWWA) to implement a program to help repatriated overseas Filipino workers (OFWs) venture into small businesses. A memorandum of understanding (MOU) has been signed by the DTI-Regional Operations Group (ROG) and the OWWA to formalize their partnership in implementing the Enterprise Development and Loan Program (EDLP) for returning OFWs. EDLP, formerly the P2-billion OFW Reintegration Program, seeks to help OFWs and their families who intend to venture into micro, small and medium enterprises (MSMEs) build their own businesses, in support of the government’s reintegration program. DTI-ROG Undersecretary Zenaida Maglaya said the partnership came at a good time as some OFWs, specifically those from Saudi Arabia, have recently been retrenched due to the oil crisis. “Now with this situation with our OFWs, it’s good that we have partnered with OWWA because what we really want to happen is that they would still be able to help their families, be able to get a good and decent job, without leaving the country,” Maglaya said.

She added the partnership is timely as the DTI and OWWA intend to promote and advance entrepreneurship for OFWs. OWWA administrator Rebecca Calzado, for her part, said the EDLP is the “most important” component of the social preparation of OFWs upon their return to the Philippines. “This is what the MOU is all about— for returning OFWs who wish to find an alternative to overseas employment. These are programs that the government can offer,” Calzado said. Under the MOU, the OWWA will sustain the promotion of MSMEs as part of the entrepreneurship development component of its Reintegration Program for OFWs. It will also organize entrepreneurship development trainings, refer prospective OFW-investors to the DTI and offer its business loan program for expansion or startups done by OFWs. The DTI, for its part, will package priority MSME business models to be offered to prospective OFW-entrepreneurs and investors and provide resource persons for OWWA-organizes entrepreneurship development trainings and related activities. inistry of Labor statistics have revealed that the number of foreign workers in Taiwan increased by 15,000 in the first half of this year — the lowest increase in seven years. According to the MOL, the total number of migrant workers in Taiwan passed 600,000 in June, but ministry officials also said the sluggish rate of economic growth had slowed inflows. The figures represent a marked reduction from previous years, with migrant workers increasing by around 40,000 people between 2012 and 2013, 62,000 between 2013 to 2014 and 36,000 between 2014 and 2015. Despite the slower increase this year, some experts cited by local media painted the slowdown as something of a correction from the “out of hand” growth in migrant workers seen in recent years. It took 11 years from 2000 to 2011 for foreign worker numbers in Taiwan to increase from 300,000 to 400,000, yet by 2012 the figure had shot up to 500,000, reaching 600,000 only two years and two months later, according to local reports. Migrant workers remain a contentious issue in Taiwan, with one side regarding the pool of foreign laborers as already sufficient, while others have called on the government

to relax hiring restrictions, citing a labor shortage. Currently, the number of foreign workers at a single business cannot exceed 40 percent of the company’s total workforce. Companies must also follow a quotafocused ratio system to pay foreign workers government-imposed employment stabilization fees. MOL officials told Central News Agency that the ministry would engage in dialogue with all parties to address concerns over migrant workers. The MOL also addressed concerns regarding runaway migrant workers, saying the percentage of runaways had stayed at around 3-4 percent for the past 10 years, suggesting that the situation has not worsened compared with other countries. The number of runaway migrant workers who are missing but believed to still be in Taiwan has reached 50,000. Reports have said that Vietnamese workers account for half of these runaway workers, around 25,000 people. The ministry said it had already taken precautionary measures including the establishment of a hotline, any complaints made through which will see labor officials conduct a workplace inspection within 24 hours.

Migrant workers urged to record work life with cameras

Taipei-based organization devoted to services for foreign workers called on migrant workers to document their work life with cellphones as a strategy for self-protection. Karen Hsu, head of the Global Workers’ Organization, Taiwan (GWO, Taiwan), made the call at a GWO-sponsored forum in Jakarta, Indonesia. Representatives of Indonesians migrant workers’ groups attended the event to talk about the current situation of Indonesian workers in Taiwan and the problems they face.

GWO has been encouraging migrant workers to shoot their own stories with videocameras or mobile phones. When necessary, such video records can be a protection, Hsu said. She mentioned a recent case of an Indonesian caregiver having been sexually assaulted by her Taiwanese employers. The victim’s act of secretly filming the process of her being assaulted helped expose the alleged crime, leading local police to intervene and offer their protection for the woman, Hsu said. Although she believed it must be a

painful decision to film herself being sexually attacked, such a video can be a way to fight back against maltreatment, Hsu said. The perpetrator in the video, which drew Indonesian media attention early this month after it was posted on YouTube, was arrested Sunday, according news reports from Taipei. At Saturday’s forum, many attendants showed grave concerns about workers’ safety, human rights and benefits and how migrant workers can seek help when they get into troubles in a foreign country.

Manila bans tricycles and pedicabs on the road

asoline-run tricycles and pedicabs will soon be a thing of the past, at least in Manila City. This comes after Manila Mayor Joseph Estrada bared plan to phase out gasolinerun tricycles, kuligligs, and pedicabs starting October. These will be replaced with e-trikes, or trikes running via electricity. Estrada says this is part of his effort to transform Manila to a green city, and an ambitious plan to make it the e-trike capital. The former President-turned-mayor said they have allocated Php120 million to buy an initial set of 10,000 e-trikes to be distributed to tricycle drivers around the city. However, this is not enough because currently, there are 25,000 gasoline-run tricycles plying through various routes in Manila. Estrada is yet to confirm if there will be a second set of e-trikes. Estrada also said this will be favorable to trike drivers because they can save more money. With gas-run trikes, drivers shell out P350 per day for gas and boundary. With e-trikes, they’ll only pay P150-200 monthly,

because charging will be shouldered by the local government. Each unit of e-trike can be fully charged in a span of 4 hours and it can run as far as 80 kilometers. It can fit seven passengers. Charging stations will also be strategically placed for the drivers’ convenience. Manila LGU says they will test e-trikes first in Binondo area. Then, they are planning to set up more routes in Malate and Intramuros. Estrada says that the phase out will officially start by October 15, 2016.

Duterte wants war on crime, drugs extended for 6 more months

“

Give me another six months.” President Duterte admitted that he could not stop crime and illegal drugs in three to six months. “That self-imposed time of three to six months, well, I did not realize how severe and how serious the problem of drug menace in this Republic until I became President,” he said. The President made the admission during the presentation to the media of freed Norwegian Kjartan Sekkingstad in Davao City. Since Duterte’s assumption to office, over 700,000 had surrendered while over 3,000 drug suspects were killed in police anti-drug operation or by assassins of drug gangs. “But the problem is, it was a headline, I can’t kill them all,” he said referring to the Inquirer headline quoting his earlier statement in a military camp in Isabela. “Even if I want it to, I cannot kill them all because the last report would be this thick,”

referring the third batch of public officials allegedly linked to illegal drug trade. Duterte then asked for an extension to his “self-imposed” timeline. “Just give me a little extension of maybe of another six months. Because I never have that idea of hundreds of thousands of people in the drug business. And what makes it worst is, they are now operated by people in government, especially those elected officials,” he said. Stopping crime and criminality in three to six months was Duterte’s major campaign promise last May. Grace Poe a natural-born Filipino, SC rules

oting 9-3, the Supreme Court en banc has upheld the decision of the Senate Electoral Tribunal (SET) declaring Sen. Grace Poe as a natural-born Filipino citizen qualified to run for public office. The high court dismissed a petition for certiorari filed by petitioner Rizalito David that questioned two resolutions issued by SET in November and December of 2015. “The (Supreme) Court sustained the SET majority which had ruled that respondent Poe was a natural-born citizen,” said the decision, read by SC spokesperson Theodore Te at a press briefing on September 20. “The Court relied on the presumption that all foundlings found in the Philippines are born to at least either a Filipino father or a Filipino mother (and are thus, natural born, unless there is substantial proof otherwise),” the decision read. Senator Poe ran and lost in the May 2016 presidential elections. Questions on her citizenship had hounded her during the campaign. “Concluding that foundlings are not natural-born Filipino citizens is tantamount to telling our foundling citizens that they can never be of service to the country in the highest possible capacities,” the decision read, according to Te. deprives these people access to certain professions and state scholarships, while at the same time practically classifying them as an inferior human beings, it said. “If that is not discrimination, we do not know what is,” it added. The high court also said that children with unknown biological parents are no different with those foundlings and children with known Filipino parents. “A foundling’s misfortune in failing to identify the parents who abandoned them cannot be the foundation of a rule that reduces them to statelessness, or, at best, as inferior, second-class citizens who are not entitled to as much benefits and protection from the state as those who know their parents,” the decision said. It added that “sustaining this classification was not only inequitable but also dehumanizing as it condemned those who, from the very beginning of their lives, were abandoned to a life of desolation and deprivation.” The high court also said that Poe, a natural-born Filipino citizen, reacquired natural-born Filipino citizenship after she complied with the procedures of Republic Act No. 9225 on reacquiring Filipino citizenship following her naturalization as a citizen of the United States.

Kris Aquino bids goodbye to ABS-CBN, joins APT Entertainment

atapos ang ilang linggong pananahimik, nagsalita na sa unang pagkakataon si Kris Aquino tungkol sa pag-alis niya sa bakuran ng ABS-CBN. Sa kanyang three-part Instagram post nitong madaling-araw ng Lunes, September 12, inilahad ng Queen of All Media ang pangyayari kung bakit hindi na siya mananatili sa Kapamilya network, na naging tahanan niya sa showbiz sa loob ng 20 taon. Sa unang post, ikinuwento ni Kris kung ano ang nangyari matapos ang bakasyon niya sa Hawaii, na halos kasunod ng pamamaalam ng kanyang programa na Kris TV. “We were set to renew our contract February 2016, it was a generous, less demanding agreement but at that time there was a threat to my life we needed to take seriously, I had to regain my health, and I needed time for my family & me. “We didn’t sign then, I went to Hawaii, came back to campaign, then left again. “Our agreement was we’d talk when I got back. “That is the risk of taking time for yourself- when you come back there’s no guarantee that a space will be held for you. “We spoke in July but there was no definite show & no assured time frame of my return on air. “I perfectly understood- as much as I wanted to believe I was a pillar of the network, everybody is dispensable. “And I say that with no bitterness- just HONESTY. “So to all of you saying please don’t leave- it wasn’t a choice that was just mine to make. My God, I hate Drugs.” Ito ang mabigat na pahayag ni Rodrigo Duterte, president ng Pilipinas. Ayon sa ulat ng Philippine National Police nito lamang Setyembre 2016, 1,466 na pinaghihinalaang drug personalities ang napatay sa PNP operations habang 1,490 iba pa ay napatay ng mga pingahihinalaang vigilantes mula ng umupo ang Pangulong Duterte sa posisyon. Ayon sa pangulo, may 3.7 milyong sugapa (addict) sa bansa. Ayon sa salaysay ng mga opisyal, karamihan ng napatay sa mga operasyon ay nanlaban sa polis. Higit sa 16,000 pinaghihinalaan sugapa sa duroga ay naaresto at yuon namang mga sumuko ay umabot na sa 700,000. Sinasabi na nagiging tagumpay ang programa laban sa paggamit ng pinagbabawal na mga duroga at gawa nito, bumababa ang kriminalidad bunga ng pag-abuso ng duroga. Ang mga ina-abusong duroga ay alcohol, Marijuana, Heroin, Cocaine, Ecstacy at mga sinisinghot gaya ng Rugby, at Gasolina. Ang pinaka-malimit abusuhin sa Pilipinas ay ang Methamphetamine o kung tawagin ay Shabu. Ano ba ang Pagkasugapa (Addiction)? Ang pagkasugapa ayon sa Merriam-Webster dictionary ay (a strong and harmful need to regularly have something (such as a drug) or do something (such as gamble). Samakatuwid, hindi lamang tumutukoy ang pagkasugapa sa pag-aabuso ng duroga kundi sakop nito ang iba pang mga bagay. Ang pagkasugapa sa sugal. Pagkasugapa sa pornography o pagkalulong sa pagbasa at panunuod ng malalaswang babasahin at panoorin. Pagkasugapa sa pagkain. Pagkasugapa sa hindi natural o likas na gawaing seksuwal gaya ng Pedophilia, sodomy, bestiality, necrophilia at iba pang tulad nito. Kung nais paglabanan ito, kailangan matunton ang puno at dulo ng pagiging gumon o pagkasugapa. Ang mga eksperto sa Sikolohiya,

Sosyoholiya, at mga doctor ay may mga iba’t ibang pananaw at paliwanag ngunit halos lahat ay sang-ayon at nakakaisa na likas sa tao ang pangangailangan ng pagkain, damit at masisilungan. Kung Biblia, ang tatanungin, may makapangyarihang ugat na tumutulak sa tao na mahulog sa bitag ng pagkasugapa. Ibig sabihin, lahat ng tao ay puedeng mahulog o mabiktima ng pagkasugapa. Ganito ang sinabi, “Sapagkat ang lahat ng nasa sanlibutan—ang pagnanasa ng laman, at ang pagnanasa ng mga mata, at ang kapalaluan sa buhay ay hindi mula sa Ama kundi sa sanlibutan ”(1 Juan 2:16). Ang sanlibutan ay pinaghaharian ni Satanas (Juan 12:31). Ang layunin niya ay magnakaw, sumira at pumatay (Juan 10:10). Nalinlang niya ang ating ninuno na sina Adan at Eba at nahulog sa pagkakasala sa kabila ng bilin ng Diyos(Genesis 3). Naghahari si Satanas (1 Cor. 2:12) at ang katuwiran niya ang tumutulak sa sanlibutan (1 Cor 1:20-21). Siya ang Ama ng kasinungalingan at panlilinlang (Juan 8:44). Ginagamit niya sa panlilinlang ang likas at lehitimong pangangailangan ng tao sa panunukso kung paano makakamit o matutugunan ito sa korap na paraan. Kailangan kumain ngunit tinutulak ng makalupang sarili, ng sanlibutan at ni Satanas na maging sugapa sa pagkain, inumin at iba pa. Tinutulak ng makamundong sarili na tugunan ang likas at lehitimong seksual na relasyon ng isang babae at lalaki sa tiwaling pagnanasa. Likas na kailangan ang mga gamot para sa sakit ng tao ngunit tinutulak na abusuhin ang paggamit ng mga duroga. Binigyan ng Diyos ang tao na may sariling kalooban. Hindi ginawa ng Diyos ang tao na

robot. Kaya ikaw at ako ay may sariling kalooban para pumili kung papatukso o hindi. Dito malalaman ng Diyos kung iibigin ng tao ang Diyos o ang sanlibutan. Kung hahanapin ng tao ang layunin sa buhay mula sa Diyos o sa sanlibutan. Kung hahanapin ng tao ang kahulugan ng buhay sa Diyos o sa sanlibutan. Sa kasamaang palad, pinili ng unang tao ang ipinagbabawal ng Diyos sa Hardin ng Eden at iyon ang pagkahulog sa pagkakasala. Nagpatukso sa kaaway at napailalim sa kapangyarihan ni Satanas. Tuloy, naging alipin ng kasalanan, ng sanlibutan at ni Satanas. Mula nuon, hindi na ng tao kayang kumawala sa pagka-alipin. Naging korap ang konsiyensiya, ang isip, ang puso at ang kaluluwa ng tao (Roma 3:23). Hiwalay sa Diyos. Hindi dapat na magtaka kung bakit laganap ang kasamaan sa mundo. Hindi mapapatay ang kasalanan at kasamaan sapagkat patuloy ngang nasa ilalim ng kapangyarihan ni Satanas ang sanlibutan. Ang dapat ay lagutin o wasakin ang kapangyarihan ng laman, sanlibutan, at ni Satanas. Paano? Ito nga ang mabuting balitang hatid ng Diyos ayon sa Biblia, “Ang patuloy na gumagawa ng kasalanan ay kakampi ng diyablo, sapagkat sa simula pa ay nagkakasala na ang diyablo. Ito ang dahilan na nahayag ang Anak ng Diyos: upang wasakin ang mga gawa ng diyablo” (1 Juan 3:8). Kahit ubusin ni Presidente Rodrigo Duterte ang mga Drug Lords at arestuhin at i-rehabilitate ang mga umaabuso ng duroga, ngunit kung hindi nawawasak ang gawain ng tutuong hari ng mga Drug Lords na si Satanas sa bawat buhay at puso ng tao, patuloy pa rin ang kasamaan at pagkasugapa. Paano winasak ng Anak ng Diyos ang gawa ng Diablo? Dole, DOTr open 2nd OFW one-stop shop in Clark

The one-stop shops aim to assist Filipino workers who seek foreign employment in the processing of certain government requirements for deployment abroad. “This is part of President Duterte’s program to provide convenience to our OFWs (overseas Filipino workers) around the world. They can now go to Clark for the processing of their requirements with the pertinent government agencies,” Bello said in an interview, following the inauguration of the facility. The OFW One-Stop Processing Center houses 16 government agencies providing services to Filipino workers employed abroad in a single building for added convenience. It is at the Clark Polytechnic on Jose Abad Santos Avenue, just a few kilometers from the Clark International Airport (CIA), as well as the Clark main gate. Bello said the OFW processing center in Clark is the second of its kind to be established in the country and it is near the CIA to make the processing of government requirements more convenient for migrant

PNP launches ‘iSerbis’ mobile app Taiwan relaxes visa for Philippines,

he Philippine National Police (PNP) on September 21 launched its mobile application ‘iSerbis’. PNP Information Technology Management Service (ITMS) Director Chief Supt. Edwin Jose Nemenzo summed up the application as “Imagination is greater than detail.” The ‘iSerbis’ is basically the response to the pronouncement of President Rodrigo Roa Duterte in his state-of-the-nation address (SONA) last July to make use of information technology (IT) to reduce red tape and in support of the ongoing two-pronged national anti-drug campaign under “Project Double Barrel” of PNP chief Director General Ronald “Bato” Dela Rosa to further boost the overall anti-crime effort. ”This mobile app shall allow the public, through their smartphones and gadgets, to view information on the different available PNP services, view infographics on common illegal modus operandi as well as find emergency hotlines and links to other available PNP apps such as the PNP Telephone Directory, PNP Pension, and Bantay Krimen,” Nemenzo said. Eligible applicants from these countries will be issued multiple-entry visas valid for three months and allows single stays of up to 30 days if they hold permanent resident certificates issued by Australia, Canada, Japan, Korea, New Zealand, Schengen Agreement signatories, the United Kingdom, and the United States. Holders of a visa or a resident card from one of these countries “either valid or expired within 10 years from the date of expected arrival in Taiwan” are also qualified to apply under the simplified visa scheme. The new policy was enforced on September 1. Visa applications should be filed online to obtain a Travel Authorization Certificate, which is free of charge. “The adjustments come following consultations between the Ministry of Foreign Affairs, the National Immigration Agency, and the Tourism Bureau which aims to furthering the interactions with the 10 members of the Association of Southeast Asian Nations,” Taiwan Economic and Cultural Office (TECO) said in a

Its terrain is a combination of coastline, plateaus, and mountains. The highlight of any trip to Lanao del Norte has to be the waterfalls. It has more than 20. Take a 500-step trek to the ravine that houses Tinago (hidden) Falls. Mimbalut Falls is much easier to get to, as it’s accessible from the national road. The 98-meter Maria Cristina Falls is more than a tourist spot. It also provides most of the electricity for Iligan City, the province’s industrial and commercial center. Then there’s the two-tiered, 265-meter Limunsudan Falls the second-highest in the country. Hindang Falls is also two-tiered, but at 12 meters isn’t much of a threat to Limunsudan. The province’s caves and mountains are also worth exploring. The 487-meter Mt. Agad-Agad is an easy climb that rewards hikers with a panoramic view of Iligan City and the bay. HOW TO GET THERE Air — Daily flights are available from Manila to Cagayan de Oro, where you can take a bus to Lanao del Norte. Sea — Ferries are available from Manila and Cebu to Cagayan de Oro, where you can take a bus to Lanao del Norte. TOP THINGS TO DO Fall for the waterfalls — Lanao del Norte has some 20 waterfalls. You have to at least visit one. Take a hike — Hike up Mt. Agad-Agad, and stay the night. It’s beautiful to see the stars reflected in the waters of Iligan Bay. Rock on — Beautifully formed stalactites and stalagmites await underground in the Hindang Caves. VISIT ILIGAN CITY Iligan City is part of the province of Lanao del Norte. It's mostly bordered by land, except for its west where Iligan Bay lies. The city is made up of flat cultivated coastal land, volcanic hills, and mountains with waterfalls and cold springs. The area’s climate is temperate. The city isn’t in the path of typhoons, and the rain falls evenly. The city is part of the Cagayan de Oro-Iligan Corridor, the fastest developing area in Northern Mindanao. But while very much a city, Iligan is still connected to nature. Of its approximately 20 waterfalls, Maria Cristina Falls is the grandest. Its power is such that It supplies hydroelectric power to a large part of Mindanao. A little more unexpected is the National Power Corporation (NPC) Nature Park – a nature park within a hydroelectric power plant. Natural springs are also an attraction. Of the more than a dozen known ones, the most popular is Timoga Cold Spring. The 487-meter Mt. Agad-Agad may be Iligan’s highest mountain, but it’s an easy climb. It’s a popular spot for hiking and camping. Iligan also has something for the more laid-back traveler. The Anahaw Open Amphitheater is the city’s premier music, sports and event venue. There’s also the Macaraeg-Macapagal Ancestral House, the only house in Mindanao that two Philippine presidents have lived in. The family of presidents Diosdado Macapagal and Gloria Macapagal-Arroyo (his daughter) donated the house to the city government.

Senators sack justice panel chair De Lima

he Senate has removed the chairman of the committee on justice and human rights, Senator Leila de Lima. De Lima was removed on September 19, after 16 senators supported the motion of Senator Manny Pacquiao to declare the chairmanship and membership of the justice panel vacant. De Lima was replaced by Senator Richard Gordon as the new chairman of the committee. Gordon was the one who earlier proposed to suspend the writ of habeas corpus in one of his privilege speeches. De Lima, in an interview, blamed President Rodrigo Duterte for her ouster as justice panel chair. Legislation, rules needed for foreign workers

oreign workers come from different national, social and cultural backgrounds. Unlike Taiwanese, they do not have well-protected rights. It is therefore very common to see foreign workers’ rights being violated. A recent incident, in which an Indonesian caretaker was allegedly sexually assaulted by her employer, highlights the precarious work environment that foreign domestic workers face. The number of foreign social services workers in the nation has risen rapidly in recent years. It increased from 106,331 in 2000 to 229,632 in July, an increase of 115.96 percent. In particular, the number of foreign caretakers climbed from 98,508 to 227,675, an increase of 131.12 percent. Since their salaries are lower and they can provide allday services, most employers prefer to hire foreign domestic workers. The salaries, working hours and other work conditions of foreign domestic workers in Taiwan are regulated by labor contracts between foreign workers and their employers, entered into before the workers come to Taiwan. Since domestic workers provide care and housekeeping services within a household, the nature of their work and working times are distinctly different from that of people working in a company, and the time spent working and resting cannot be

easily separated. The Labor Standards Act does not apply to them, so their wages are decoupled from the minimum wage. This is why the wages of foreign domestic workers have not been adjusted in 18 years. In July last year, Indonesia, the Philippines and Vietnam joined forces to demand that the Ministry of Labor increase foreign workers’ wages, forcing Taiwan to negotiate with the home countries of foreign workers and increase their monthly wages to NT$17,000, effective from Sept. 1 last year. However, this is still lower than minimum

They should be given professional and progressive training in long-term care skills. Singapore’s Progressive Wage Model should also be adopted. As enhanced skills translate into increased salaries, workers could expect to earn more than minimum wage and more talented people would be willing to join the long-term care workforce. The government should address the work environment and conditions of foreign domestic workers. It should pass a draft domestic worker protection act to protect the rights of domestic workers. Complementary measures, such as respite care, should also be introduced to relieve the burden on foreign domestic workers, thereby improving the quality of care. —Taipei Times

According to the POEA, Balik Manggagawa (BM) or returning workers’ group has long been calling on the government to enhance the processing of their OECs or exit clearance. OFWs returning abroad are required to secure OECs prior to their departure. POEA said workers who would be going back to the same employer could register online to update their personal and employment data with the POEA. Data submitted to the POEA would be forwarded to the Bureau of Immigration to serve as reference of the BI officer in validating the exemption of BM members at the time of their departure. POEA said the BM members would have to present valid work visa or employment contract so they could be exempted from paying terminal fee and travel tax.

First Filipino artist to have solo exhibition at MOCA, Taipei Project: Finding Home: Ronald Ventura Sole Exhibition is the first solo exhibition at MOCA, Taipei for a Filipino artist. Born in 1973 in Manila, Ronald Ventura is a celebrated contemporary artist in the Philippines. His earlier paintings incorporated realism techniques with his peculiar style, and he later diverged into diverse developments bringing together Filipino folk legends with traditional craftwork, with deliberate references to Western art classics and American, Japanese animation aestheticism. The result is a surrealism style mixed with playful pop and popular cultural semiotics. In addition to rich narratives, Ventura’s art also reveals Filipino’s unique ethnicity. On view in this exhibition are paintings and Ronald Ventura, Filipino Artist also installations, showcasing multiple scenarios depicting the diligent life of people working abroad. Some repeated elements are seen in the exhibition space, including aircrafts, boats, suitcases, wooden horses, etc., directly and indirectly suggesting geographical journeys made, and the complex emotions and meanings behind “leaving home”. The area neighboring MOCA, Taipei near the Taipei Main Station and Zhongshan North Road is where many Filipino migrant workers in Taiwan are based in, and Ventura explores what “home” means emotionally, mentally, and socially to different individuals that have left the Philippines to work overseas. Home is the most fundamental unit in human civilization and also an issue of wide focus. Through the progression of time, lifestyles of nomads in today’s globalized world have also gradually become included in the parameter defined by “home”. Ventura travels a lot as an artist. Due to his sensitive nature, thoughts on social and cultural matters and creative inspirations are always evoked when his travels, regardless of the location or duration of his visit. The way modern nomads work or their lifestyles are examined by Ventura in this exhibition to investigate how the traditional definitions for home, origin, and belonging have shifted and changed. There are many migrant workers from the Philippines in Taiwan, and with Taiwan as their new place of living and development, the topic of “home to foreign land” is explored and expanded in this exhibition. Many Filipinos have come to Taiwan in the recent years to make a living. They work in factories, homes, on fishing boats, and other jobs, and have become an indomitable part of Taiwan’s labor forces. Many of them are seen gathering at the church, train station, or shops near MOCA, Taipei on weekends. They have come to exchange information or simply to have fun and connect with each other. With this in mind, Ventura has dedicated his artworks placed on the MOCA plaza to them, paying homage to Filipinos’ love for festivities. This exhibition is also an invitation made by MOCA, Taipei on behalf of the people of Taiwan to all the Filipino migrant workers in Taiwan.
